REFLECTIONS ON A FOURTH TERM Well the 128th Annual Meeting has spoken, and in their collective vote I have heard confirmation of the Lord’s counsel, and the conference board’s encouragement, that I continue to serve you as Conference Superintendent into a fourth term (2018-2022, Lord willing).

Thank you for sending delegates to Annual Meeting to contribute to this discernment about our shared ministry. I am energized and joyful in the task, committed to keeping my “hands on the plow” of apostolic ministry. It is humbling and empowering to receive your continued support. We have a great board and a great staff team working together.

I take this occasion as we move into summer to envision with you several aspects of the hope and confidence I have in looking ahead with you into the coming four years: First, this summer I am greatly encouraged by what God is doing among us. Churches are being planted, Pilgrim Pines and Camp Squanto is being renewed in facilities

Over these next four years I am confident that the Lord Jesus will advance His mission in and through us in a deeper intimacy and boldness in prayer, a stronger outpouring of love and generosity, a broader expression of churches planting churches, and a clearer witness to the Gospel through evangelism, preaching and justice.

and programming, and much outreach is being planned by churches. I then plan to enter into rest late in the fall, by taking a Sabbatical provided by the Board, in November and December. I look forward to what the Lord will share with me during that time of prayer, reflection, and rest.

Second, I am preparing our staff for the opportunities and challenges of this next season. Collectively, we are preparing for the spiritual work of resourcing all of our congregations through increasingly intentional church planting, discipleship & leadership training, greater congregational vitality, and generosity in stewardship. All of this calls for a deeper faith in the risen Christ, a deeper confidence in the power of the Spirit, and a deeper joy in the love of God the Father.

What may this look like? By the end of 2022 – I foresee the potential for 25 new churches planted by local church partnerships; the ongoing formation of 3,500 new disciples; the growth of 6 church networks serving collaboratively; over 200 ordained/ licensed ministers serving in unity; women and men sharing ministry equally; 130 churches/15,000 disciples serving God together!

Apart from Him, we can do nothing; in union with Him, all things are possible!

Third, I call you to earnest prayer for the advancement of God’s Kingdom in us, and through us. “Christ in you” is the hope of glory – and Christ through you is the promise of faithful and fruitful witness.

A RECAP of the 128th annual meeting of the east coast conference The 128th Annual Meeting of the East Coast Conference convened April 26-28, 2018 at Bethany Covenant Church in Berlin, CT. The Annual Meeting theme was “The Genesis of Generosity” based on Luke 6:36: “Be merciful, just as your Father is merciful.”

Overview:

Our conference was warmly welcomed by our generous and gracious hosts at Bethany Covenant Church. Attendees were led into worship by Worship & Arts Pastor, Chris Logan, the Bethany Worship Team, and organist Glen Halvorsen.

Conferees were moved by powerful testimonies from ordinands as well as the testimony and message on “BLESS” from Rev. Michelle Sanchez, Executive Minister for Make & Deepen Disciples of the Evangelical Covenant Church.

Superintendent Howard Burgoyne gave his 12th Report to the Annual meeting – the fourth report of his third quadrennial term of elected service. He was elected by delegates at this meeting to serve a fourth quadrennial term as Conference Superintendent.

Report Summary:

Conference Growth: We continue to cultivate an average of 30 developing churches within a 5-year rolling pathway of starting and strengthening.

On average we help six churches launch each year. In the last year we entered into Covenant Agreements to start these new churches:

In addition, Highrock Covenant/ Arlington, MA welcomed Redeemer Community Church, Needham, MA into their congregation and from that infusion launched a new campus and congregation, Highrock/ Metro West in Needham last September. Not only are the churches in our conference growing in number, but also in maturation as six churches will be joining the Covenant this year as member churches:

Church Closing Report:

Bethlehem, originally Quinsigamond, was a church plant from the 1890’s when Worcester as a center of Swedish immigration in North America. As a congregation originally planted

by Salem Covenant Church (then in Salem Square), the congregation considered it more suitable to surrender to a merger back into Salem than to close and become a Living Legacy congregation.

The votes of both churches were strongly in favor of the merger, and Bethlehem concluded all ministries and services after Christmas 2017.

Conference Finances:

Thanks to our supporting churches for continuing to step forward in faith and generosity, thank you! Year over year revenues from churches increased by $11K and came in at 99% of budget. The returns exceeded the withdrawals needed to fund our mission – that’s great news!

Staffing Updates:

East Coast Conference: Thanks to Robin Jones, Finance Manager, for six years of great service, attention to detail, in managing our bookkeeping and accounts payable systems. We will miss you as you move to California. Congratulations on your new appointment!

Please welcome Deb Smith as our new conference Finance Manager as of May 2018.

Pilgrim Pines: At Pilgrim Pines, our retreat center and camp, 2017 has been a year of transition and opportunity. After serving a second time as Acting Director after the resignation of previous Executive Directors, the Conference and Pines Boards affirmed the nomination of Jim Condap to serve as Executive Director, effective January 1, 2018.

During the transition period, and under Jim’s encouragement, the staff developed a proposal to engage multiple major donors in a vision to accomplish several critical long-term aspirations for the Pines. These included debt elimination, funding capital improvements/depreciation, establishing long term reserves, and beginning to vision towards new programs, resources, and facilities in step with our 60th anniversary on Swanzey Lake.

A CHURCH THAT DREAMS: a prayer for congregational vitality

Over the last year, I have rewritten, along with a few colleagues, the final workshop in the Vitality Pathway that focuses on ministry planning, called DREAM AGAIN. I begin the day-long workshop together with the passage below, from Acts 2. We spend 5 minutes briefly talking about this incredible passage, and it deserves much more than that.  Superintendent Howard Burgoyne presiding

" And it will be in the last days, says God, that I will pour out My Spirit on all humanity; then your sons and daughters will prophesy, your young men will see visions, and your old men will dream dreams."

- Acts 2:17, HCSB My prayer is that more churches and church members would start dreaming again. Perhaps something like this…

I am a church member who dreams dreams.

I know that my church could use a new vision and new fire. I know that we have seen better days in our history. Sometimes it seems that we are going through the motions. I dream of a day when the vision is once again clear and the fire is intense.

Sometimes we members hang on to those things we like instead of asking God what He wants. I dream of a day when it will not be about my programs, preferences, and desires. I dream of a day when I am giving all and asking for nothing.

I am a church member who dreams dreams.

I know that no dream can become a reality unless we are people of prayer. Too often I give lip service to prayer. Too often I fail to pray for my pastor and my church. Too often I don’t really act like prayer matters. I dream of a day when prayer is powerful in our church.

I am a church member who dreams dreams.

I dream that God will break our hearts for those in our community. That we will not neglect the hurting, the homeless, the strugglers, and the stragglers.

I dream of a day when we are so powerfully present in our community that people know us by name.

I am a church member who dreams dreams.

Jesus came to seek and save those who are lost. I dream of a day when we do the same in our church. I dream of a day when our hearts are so broken for those who do not know Jesus Christ, that we cannot help but speak about Him. Indeed, I dream that we will share the gospel at home and to the ends of the earth.

I am a church member who dreams dreams.

Churches are declining and dying all around us. Perhaps my church is one of those, or close to becoming one of those. I dream of a day when we will have no doubt in this church that we are vibrant and alive. Indeed I dream of a day when we come to this place excited and anticipating what God will do next.

I am a church member who dreams dreams.

But dreams cannot remain mere dreams. They must soon move to action. So I will continue to dream dreams. But I will also seek to be God’s instrument for those dreams. I will dream a dream that the old hymn is about me: “God send a revival, and let it begin in me.”

BE TTER TOGETH ER DISCIPLING & LEADERSHIP AROUND THE CONFERENCE

If you ever doubted it, here’s proof that your feedback matters to future planning. Last year in 2017, a clear number of delegates requested a new design for the Conference Annual Meeting - one that would hold interest better, communicate the high points of vision, and offer leadership development opportunities for participants. Your conference staff took that feedback to heart and redesigned the Annual Meeting from start to finish, including adding educational workshops on Saturday morning.

Delegates and guests this year expressed appreciation across the board for the new format. One comment captures the overall assessment of the entire Annual Meeting, “A great meeting...[one that was] not just a business meeting, but an experience of discipleship.”

In line with my calling to serve the Conference in Discipling and Leadership, I thoroughly enjoyed identifying and recruiting outstanding speakers to lead this inaugural run of workshops at the Annual Meeting.

Workshops lasted for one hour on Saturday morning.

With half of all the 2018 participants reporting back on the feedback form, the workshops received very high ratings overall. This innovation as part of the bigger redesign of the Annual Meeting was a big hit. The workshops themselves were described as excellent, compelling,very practical and persuasive.

Many participants even went so far as specifically to name the workshops as their personal highlight from the Annual Meeting.

I already am looking ahead to next year for ideas to strengthen, improve upon, and expand workshop options in the Annual Meeting. Together with the rest of your Conference staff, I constantly am seeking new ways to strengthen leadership and discipling in the East Coast Conference.

FOUR MORE WOMEN in the pulpit

Your sons and daughters will prophesy, your young men will see visions, your old men will dream dreams.

Even on my servants, both men and women, I will pour out my Spirit in those days, and they will prophesy.

- Acts 2:17-18 In the season of Pentecost we are reminded that the Holy Spirit came in power, working through ALL Christ's followers to bring good news to ALL people. He has poured his Spirit abundantly over his people regardless of gender, ethnicity, intellect or class.

Yet sadly, as humans, we find ourselves explicitly and implicitly limiting the gifts of others.

I firmly believe that by working together, with a common goal to be more reflective of the Spirit filled Kingdom of God, we can make room for women in our pulpits and in leadership roles across the denomination. Encourage your pastor to commit to Four More Women in the Pulpit!

Nationwide, 7% of churches in the denomination have a woman in a lead role. This means that about 60 churches across the country have a woman in the pulpit more than 50% of the time. In the East Coast Conference we are slightly above the national average.

Great strides have been made within the denomination in the last 20 years. Woman across the country are being ordained in the ECC and hired for pastoral roles, but women remain highly underrepresented in lead roles and in the pulpit.

I launched Four More Women in the Pulpit to challenge lead pastors and congregations to make room for women in their pulpits. As a denomination we say that we value women in all levels of leadership but the numbers on the ground say something different. Four More Women in the Pulpit is an opportunity for congregations and male lead pastors to learn from and be led by called and gifted women--women who have had the Spirit of God poured out on them.

The response to the challenge has been phenomenal! Nearly 100 churches across the country have committed to inviting Four More women into their pulpits in 2018. Even churches who have women preach regularly have risen to the challenge to invite four additional women into their preaching rotation. Other congregations are experiencing a woman in the pulpit or presiding Z O OM V I DE O C ON F E R E N C E over communion for the first time. By sharing their pulpits, male clergy are communicating a powerful truth: that not only are

As you read their blurbs, take in these images, and visit their websites, please pray for these Covenant pastors, their maturing congregations, and the neighborhoods God has called them to.

Church of the Resurrection Harlem, NY

Church of the Resurrection was primarily planted by the East Coast Conference, along with partnership with Hope Church Astoria in New York to receive some start-up funds and shared ministry partnerships with Promised Land Covenant Church (Bronx).

Kimberly Wright, the East Coast Conference's first woman church planter, has effectively led this “2.0-style” plant with a current congregation of around 100, reaching ethnically and economically diverse Harlem and Manhattan. Rev. Wright was formerly on staff at the decades-old Church of the Resurrection, before succeeding the former pastor when he passed away. She then led a small core team to fully relaunch the church, coming into partnership with the East Coast Conference as an official church plant in 2012.

Rev. Wright is also the Executive Director of the East Harlem Churches and Community Urban Center. There she creates effective educational programs that reach more than 350 children and adults throughout the year at the Booker T. Washington Academy. These programs include an after-school youth development program, a college preparation and retention program, a summer camp, and a Saturday reading enrichment program.

Promised Land Covenant Church Bronx, NY

The story of Promised Land Covenant Church began in October 2006, when several individuals – many of whom were on staff with Urban Youth Alliance (a grassroots para-church organization in the South Bronx) – felt the need to minister more intentionally to the spiritual formation needs of broken

community members we were serving through social outreach programs.

After partnering with the East Coast Conference in 2010, they launched a second campus to accommodate significant conversion growth. Since then, the church has continued to grow exponentially - both in membership and in various outreach and ministry programs that have organically developed to meet the needs of the body and the community.

Promised Land Covenant Church is proud to partner with South Bronx Kids, a free dance school that serves hundreds of kids a week in the most impoverished areas of the Bronx. They support the work of Brooklyn Teen Challenge, a Christian rehabilitation program.

PLCC’s Love on the Streets (LOTS) Homeless Ministry serves thousands of hot meals and bags of groceries through their monthly pantry. LOTS serves physical and spiritual needs like prayer, clothing, hygiene products, school supplies, and more. The leaders of the church have also launched and led the Bronx Academy of Promise, a premier charter school for student in grades K-6.

Highrock Covenant Church Acton Acton, MA

In late 2014, a launch team from Highrock Covenant Church in Arlington, MA, was cultivated and sent out to Acton. A core team developed and held a launch in fall 2015, meeting in a local public school. Acton, a town northwest of Boston, was ripe for a friendly, innovative, community focused evangelical congregation focused on reaching and serving to and with this middle/upper middle economic community. The church launched with multiple staff and with strong support from Highrock, the Conference, and the ECC. Within their third year

the church was asked to enter into a merger with a small nearby declining congregation, Union Church of Stow. As a result of this undertaking in 2016, Highrock Acton welcomed about 40 new members and a part time pastor into their fellowship.

Currently gathering over 200 each week, the congregation has ministries with all ages and stages, including children (Kidsrock), youth, adults, MOPS/MOMSNext, hospitality, worship & creative arts, prayer, fitness, fellowship, small groups, divorce care, spiritual direction, and Ann’s Dinner (outreach). The church has hosted a church planting residency, supporting the launch of Nashua Covenant Church, NH in 2017.

Highrock Covenant Church Quincy Quincy, MA

Highrock Covenant Church, Quincy, MA, was planted by the Highrock family of churches beginning in 2012 in partnership with Highrock churches in Arlington and Brookline. Following a church planting residency for Pastor Stephen Sharkey, Highrock Quincy was established and funded by the Conference, the ECC, and Highrock. The church aspired to begin in a multi-ethnic context and launched with a multi-staff model from the start. Over the last six years the church has developed solid ministry connections with a diverse congregation of young adults and families. The congregation remains strongly multi-ethnic and multi-staff with a diverse lay leadership team and board of overseers.

In the last year the congregation hosted a church planting residency, giving support for the launching of Brockton Covenant Church, further south of Boston, in partnership with Community Covenant Church, East Bridgewater, MA.

The church supports a vibrant worshipping community, with weekly and seasonal ministries including Kidsrock, The Journey (middle and high schoolers), a welcoming ministry, Soulfood, small groups, a homeless outreach, prayer, tech/production, an annual Christmas outreach concert; as well as missions in South Africa (Zimele), and church planting in Tokyo, Japan (Tokyo Life Church).

Newton Covenant Church Newton, MA

Newton Covenant Church emerged from the congregation of Newton Presbyterian Church (PCUSA). The NPC congregation has roots going back to the Colonial period of the Massachusetts Bay Colony and the settlements in and around Boston.

In 2018, the NCC congregation worships in a public school across the street from the historic building of NPC. They retain much of the culture of their previous identity and affiliation (represented by 90% of the previous congregation of NPC), enjoying a new freedom to be an evangelical witness for Christ in Newton and the surrounding communities. The church has strong ministries of worship, children, youth, adults, small groups, mission, and community service.

Sanctuary Church Network Providence, RI

Sanctuary was sent out from Christ Church in East Greenwich, RI, the church that incubated the original Sanctuary worship service and blessed the sending of a significant Launch Team. Sanctuary Church began hosting home groups and holding services in Providence, RI in the spring of 2012 after residing in East Greenwich, RI as an evening service and then churchwithin-a-church at Christ Church.

Their decision to plant in the city was due to a clear call by God to serve their community which was

predominantly made up of people who lived in, or were already serving in Providence. Sanctuary is now an emerging “church network” of three congregations they call parishes: the original “Down City” congregation (2012), Sanctuary North (2016), and currently planting Sanctuary Eastside (2018).

Sanctuary has a robust system of home groups of 12-25 people that allow people to connect in their local neighborhoods weekly for meals, study, and neighborhood mission. The church also ministers through their Love Providence initiative (LovePVD), which blesses their neighbors in Providence through events like after school programs, block parties, serving at community events, refugee days, and city beautification projects.

The oldest church in the Covenant is looking to their future by starting with Why. Wolf ’s Covenant in York, PA, founded in 1763 in the German reformed tradition, adopted in to the Covenant in 2006. Under the leadership of senior pastor Eric Palmquist, they invited me to guide them through a Why Discovery workshop weekend.

N EWTON COVENANT

An adaptation of inspirational speaker Simon Sinek’s Start with Why, the Why Discovery workshop challenges churches to embrace who they are at their God-given best so that they can chart a course toward their future on mission with God. The call to each church that engages in this workshop is to honor their past and their present as they walk into their future. Following the example of King David, they are called to “serve the purposes of God in their generation” (Acts 13:36).

Toward that end, I and my co-facilitator Brian Wylie (a gifted lay leader from Trinity Covenant in Manchester, CT) led participants through three conversations. In the first conversation, participants tell specific high impact stories about when they have felt the most proud and excited to be a part of their church. In the second conversation, they analyze these stories to identify the concrete actions the church took toward making that story happen. In conversation three, they identify and describe the impact brought about by the church’s contribution: what people were able to be or do or become as a result of the church’s actions. From this place of prayerful analysis, reflection, encouragement, and gratitude, the workshop participants move to the final synthesizing task of the day.

Using the outcomes of all three conversations, they craft a draft Why Statement of purpose that arises organically from the soil of who this faith community is when they are at their God-given best. Following the format, “To ______ so that ______,” a Why Statement articulates the “actions we take to bring about the world we’d like to live in.”

In the weeks that follow, Why Champions in the Wolf ’s Covenant leadership community will hone, share, and celebrate their Why Statement. They will integrate its actions, language, focus, and impact into their everyday decisions and celebrations. From this place of living their Why, they then will begin to implement the How and What of who they are as they move forward in mission.
