EASTCONN plays an indispensable role in northeastern Connecticut, a region that has the lowest per capita income statewide. Our agency of 600+ employees provides services that extend beyond traditional K-12 education, reaching thousands of individuals from birth to adulthood. As the primary service provider in the region, EASTCONN fills critical gaps that no other organization can comprehensively address.

An investment in EASTCONN is an investment in northeastern Connecticut’s future.

While the agency remains committed to providing affordable, essential services to our communities, we face critical financial challenges that require immediate attention. The prior administration made decisions that damaged our ability to generate annual surpluses. The systemic depletion of our reserves eliminated our financial flexibility. It is not uncommon to operate some programs at a loss for a period of time. Keeping our rates significantly below operating costs has depleted our reserves and eliminated our financial flexibility. With operational costs rising and significant rate increases looming, our communities - already stretching to accommodate annual budget increas-

es - risk losing access to services that drive both educational excellence and economic growth.

EASTCONN’s services are critical to the communities we serve. There is no single alternative agency, nor network of smaller agencies positioned to fill the void should we no longer be able to operate.

Over the past two years, we have implemented significant operational improvements, cost-control measures, and strategic restructuring to ensure our long-term sustainability, all without compromising the quality of our essential services. Even with these efforts, we find ourselves in need of additional financial support. We welcome the opportunity to explore potential solutions, whether through increased funding or other forms of assistance, to ensure our agency’s long-term viability.

Strategic funding support would allow us to stabilize our rates, maintain vital services, and continue driving economic growth through our workforce development programs and community partnerships. Together, we can ensure our region’s families, schools and communities continue to access the affordable, quality services they depend on for success.

Nurturing Early Success Through Comprehensive Family Engagement

EASTCONN’s Early Head Start and Head Start programs continue to transform young lives through a holistic approach to early childhood education. Our programs support developmental milestones and healthy nutrition habits while fostering social connections through family nights and field trips. “The girls are excited to go to school and see Miss Sara and their friends,” said the Rourkes, a Moosup family with twin daughters in the Head Start program. “Head Start has helped our girls express their feelings and emotions in a positive way.”

A Leader in Adaptive Education and Student Empowerment

During the 2024 solar eclipse, Quinebaug Middle College (QMC) demonstrated its innovative approach by creating a device that converted light changes into sound for a visually impaired student. The project, supported by CTSC-QV’s manufacturing program, exemplifies QMC’s commitment to inclusive education. “Everyone just joined together and made it happen,” said Braille specialist Robin Miller.

Shaping the Region’s Future Workforce While Meeting Immediate Community Needs

The CT Youth Employment and Training Program, led by EWIB and implemented by EASTCONN and local partners, provided 634 young adults with paid work experience and career development in summer 2024. Through 135 worksites, participants aged 14-24 gained workplace skills while exploring high-demand career pathways. “I learned more about communicating with people and helping people more,” said 15-year-old program participant Gennadi F. “I think it’s really going to help me in my future.”

A Transformative, Holistic Approach to Adult Education

Venezuelan immigrant Krislia Grisman found support through EASTCONN’s Willimantic programs, including English language classes, family literacy, and child care services. Despite visa restrictions preventing employment, she used these resources to overcome language barriers and adapt to life in Connecticut. “I think of EASTCONN as a family,” said Krislia.

A Doorway to a Universe of Possibilities, Bridging the Gap Between Education and Industry Needs

EASTCONN’s new Mobile Manufacturing Lab brings hands-on manufacturing education to fifth through eighth-grade students across eastern Connecticut. Created from a repurposed STEM Lab and supported by industry partners including Electric Boat, the mobile classroom serves schools without manufacturing facilities. “This work is so vitally important,” said CT Chief Manufacturing Officer Paul Lavoie. “EASTCONN, thank you. You’re going to give hope to people. A manufacturing job will give them that hope.”
