Evaluation criteria Each consultant is required to set out their proposals to include the following: Part A - Response to the scope and objectives Evidence of an understanding of the objectives and key deliverables required and as set out in the Project Brief. This must:
Demonstrate the financial and investment credentials of the organisation. In particular working on forecasting impacts and benefits and the public sector funding, tax and benefit regimes. (4 sides of A4)
Details of proposal and methods of working together with the project team’s capacity to deliver high quality products and outcomes. (8 sides of A4)
Experience of large scale regeneration projects that requires multi-partnership engagement and commitment. (2 sides of A4)
Part B - Project Programme and Team Programme with milestones set out against the delivery timetable set out in the Project Brief on page 5. (1 side of A4 or A3) Details of the project team and organisational chart (1 side of A4 or A3) Part C – Financial bid Budget – it is anticipated that the project will be achievable within £15,000 (excluding VAT) with a fixed fee quote including expenses. A spreadsheet should be prepared that outlines the following: 1. Schedule of hours and fees, broken down by discipline/consultancy 2. Hourly rates of staff 3. A credit check will be undertaken, please provide your company number with the insurance details. References Please provide two references of recent relevant work within the last six months. This should include contact details of the client and a short description of the work. Evaluation Criteria The evaluation of the quote submission will be based on 60:40 quality-price ratio. The lowest priced quote will be awarded the maximum price score, and the higher priced tenders will be awarded a pro rata score according to their % differential to the lowest. 1. 2. 3. 4. 5.

The council does not undertake to accept the lowest quote. Each member of the evaluation team will assess each submission and a mean score calculated.
