A new store that will bring a greater choice of food shopping to Eastleigh town centre is also the latest asset in the Borough Council’s property portfolio. Mayor of Eastleigh, Cllr Mo Sollitt, opened the M&S Foodhall in Eastleigh a recent addition to the Council’s £200 million commercial property portfolio that generates an income of around £5.5 million for local services. The new store has created 58 jobs and is managed by Dylan Chandler, an Eastleigh resident for the past 17 years who lives a stone’s throw from the attractive new building, situated on Coles Close off Twyford Road. Dylan said: “I’m really thrilled to be the store manager in my home town and
it has been fantastic welcoming local people. I’ve been speaking with the local community over the past few months and it’s great to hear how excited people are about M&S coming to Eastleigh. M&S has a great food offering and continues to be innovative in the range it provides. We’ve created 58 roles at the store and 85 per cent of my team have been recruited locally.” Leader of Eastleigh Borough Council, Cllr Keith House, said: “The decision by Marks & Spencer to locate their new Foodhall in Eastleigh is a huge
vote of confidence in the town centre as a retail destination and is the latest example of Council investment attracting new business and creating a stronger economy for the Borough. I’m sure local residents, visitors and those who work in the town will enjoy shopping in this excellent new store.” The M&S Foodhall boasts a unique set of green credentials, most notably a living wall, made up of hundreds of different types of herbs and perennial flowers. As well as helping insulate the building it offers a source of nectar for local butterflies and bees and seeds for birds.

Waste and recycling
Local children name new glass recycling vehicle The Council’s waste and recycling team has welcomed a new vehicle to its fleet - and pupils of Eastleigh’s Norwood Primary School have come up with ‘The Glassinator’, as a unique name for the specially adapted glass collection lorry, following a recent competition. The competition is the culmination of a school project on the importance of recycling. To unveil the chosen glassthemed name, the new vehicle visited the school and Mayor of Eastleigh, Cllr Mo Sollitt, announced the winner as The Glassinator, which was named by Year 5 and now appears on the front of the vehicle. The winning class were presented with a plaque to mark the occasion and had the chance to climb into the cab and take a seat to see how the vehicle works.
To round off the ceremony, the entire school were treated to a live demonstration of how the vehicle collects glass. The opportunity to name our waste and recycling fleet is open to all schools in the Borough as more vehicles will be joining the fleet in the coming months. Country Parks
Ancient woodland to flourish at country park A project to return areas of Itchen Valley Country Park to ancient woodland is under way. Conifers throughout the park will be removed as part of large-scale forestry works that started at the end of August. The trees’ removal will open up the ancient woodland allowing native, broad-leaved deciduous species to thrive and return the area to the condition it was in before the pines were planted. More light will reach the forest floor, creating excellent conditions for wildflowers and insects. The works, which are approved by the Forestry Commission, are expected to take around two months and individual areas of the park will be closed off temporarily to allow the safe operation of the heavy machinery. The Country Park was awarded a Green Flag for the ninth year in a row for
its excellent provision of green space for visitors. In particular, the park has been recognised for the way it sympathetically manages and maintains its variety of natural landscapes. The works will focus on the removal of mature conifers that were planted by the Forestry Commission in the 1960s with the intention of being harvested for timber. This is timely as a number of pines are affected by a disease that can cause them to become unstable, presenting a potential safety risk. It will be necessary to undertake a full closure of the park for a few individual days over the next two months and as much notice as possible will be given of these dates. Itchen Valley flags its success Itchen Valley Country Park has once again been voted among the best green spaces in the UK. The 440-acres of beautiful water meadows, woodland and meadow has received the prestigious Green Flag Award for the ninth year running. The award, now in its 21st year, is a quality mark for a green space and underlines the fact that a park is run to the highest possible standards, and is well
maintained with excellent facilities. Itchen Valley Country Park offers a Visitor Centre, with nature-based displays, and a wealth of waymarked trails. The park also has a café, outdoor picnic tables, a shop and two large, permanent barbecue sites. Chair of Hedge End, West End and Botley Local Area Committee, Cllr Dan Clarke, said: “The Green Flag Award is very much a tribute to the hard work and expertise of the team responsible for maintaining this wonderful green space for its residents and visitors.”

The outstanding replacement for the current centre at Fleming Park opens its doors towards the end of 2017 – the date will be announced later this autumn – and user groups have been getting a privileged preview of the new facility, developed by the Borough Council. The development had a £2 million Sport England investment, £90k England Netball investment and will be operated by Places for People
Leisure who run the current facility. The new leisure centre brings an eight-lane, 25-metre swimming pool (an increase from six lanes), a larger learner pool

Council notes way forward for Emerging Local Plan In July, the Council noted progress on its Emerging Local Plan which identifies that the area to the north and east of Bishopstoke and Fair Oak is emerging as the current preferred location for a new community, subject to the completion of further investigative surveys. The Emerging Local Plan identifies a need for 5,200 new homes that includes the creation of a new community, including a new road to help ensure access to homes and ease congestion together with jobs, schools, shops and open spaces to the north and east of Bishopstoke and Fair Oak. A number of other smaller development sites totalling around 1700 new homes were also identified. The Council is also committed to ensuring that the environment and important habitats including ancient woodland and River Itchen are properly protected along with the conservation of the wide diversity of wildlife that live in
the area and will work with the necessary agencies to ensure this. Council Leader, Cllr Keith House, said: “This Emerging Local Plan confirms we remain committed to getting the right homes in the right places, protecting the gaps between our towns and villages and tackling congestion at the same time. We must undertake longer term planning for the next 20 years to provide a greater opportunity help ensure we can fund the important infrastructure we need for our communities in the future.” He added: “We do understand that many residents have
concerns that need to be addressed including that we get additional schools and GP surgeries and ensuring sensitive habitats are protected. The Council meeting heard many helpful contributions from local residents and organisations. All of these will be considered carefully.” The Council’s Emerging Local Plan is based on a wide range of emerging evidence available at this stage, but some key evidence remains outstanding. Final approval will not be made until after a number of outstanding reports are complete, this is likely to be later this year. Universal Credit – Eastleigh now operating a full service Eastleigh Borough Council is now operating a full Universal Credit service which means that new claims for housing benefit, from people of working age*, will be managed by the Department of Work and Pensions (DWP). Universal Credit is a new type of benefit designed to support people who are on a low income or out of work. The new system is based on a single monthly payment and replaces six existing benefits: Housing Benefit, Job Seekers Allowance, Employment Support Allowance, Income Support and Working/ Child Tax credits for all working age claimants. If you need help with rent you will now need to make a claim
directly to the DWP, but you will still need to contact the Council directly for Council Tax Support and complete an online application. It is very important that there is no delay in claiming Universal Credit or Council Tax Support as you may lose out. If you receive one of the six benefits listed above and have a significant change in your circumstances you may

LATEST NEWS FROM EASTLEIGH COLLEGE STUDENTS TRIUMPH AT TRANSCIENCE EXHIBITION Students studying the Foundation Diploma in Art, Design and Media were proud to launch ‘Transcience’, an art exhibition displaying their final year projects. The title ‘Transcience’ represents the Art, Design and Media department’s journey from the old Desborough campus to a brand new building with all new facilities. The move took place late last year, with the students enjoying the light and airy thinking space that the impressive facilities offer. Riona Menezes, who is studying the Pre-degree Foundation Level Art, Design and Media course said, “Preparing for the final project has been a roller coaster. Watching all the other students around you doing their work is quite inspiring and makes you want to do your very best.” Riona came to Eastleigh College after studying A-levels and was surprised how much the course has developed her skills. “Coming from an A-level background to here was different. Artistically you broaden your horizons so much more on this course; it’s really helped me a lot.” “My project is called ‘Burn’ and centres around information graphics and typography, with the theme being deforestation. I felt the pressure at the end but I’m happy it’s all done and I’m now so excited for university!” Riona is going on to Kingston University to study BA (Hons) Graphic Design in September, and is keen to progress in her career.

Handyperson scheme launched The Council has launched a new low cost handyperson service, provided by Richard Bath, to help with a range of small jobs around the home for people who live in the Borough. The Eastleigh Handyperson Scheme, available to residents who are over 60 years of age and disabled adults, can help with small repairs and jobs around your home including: • assembling flat pack furniture • fitting door chains, locks and doorbells • replacing light bulbs and batteries • minor decoration repairs • repairing toilet cisterns • putting up shelves • unblocking sinks Cabinet Lead for Health & Community Safety, Cllr Tonia
Craig, said: “This new scheme will provide the opportunity for local people to get those little jobs done that often cause worry and stress especially if people don’t know where to get help. It will provide residents with peace of mind that they will get a good job at a fair price.” The hourly rate is £18, however residents who are either over 60 or disabled and in receipt of a means tested benefit receive a subsidised rate of just £9.60 per hour. The means tested benefits include: Guaranteed Pension Credit, Income based Employment Support Allowance, Council
Tax Support (not single person discount) and Housing Benefit. Richard said: “I really enjoy providing the handyperson service as I get to do a range of small but important jobs for people that otherwise might not get done - and they can make a real difference to them.” Local resident Val from Bishopstoke booked Richard and was delighted with the service, she commented: ”It’s great to be able to book a safe and reliable service that is backed by the Council. In the hour Richard fitted an outside light, a new coat rail and changed a lightbulb for me – three jobs that are all now done – it’s fantastic.”
Athletics star given mayoral send-off Eastleigh Borough’s rising star of field athletics received a mayoral send-off before she headed off to the Bahamas for the Commonwealth Youth Games 2017. Fifteen year-old Serena Vincent joined Eastleigh Mayor, Cllr Mo Sollitt, for a cup of tea and to receive the good wishes of the Borough.

Lights switch-on kicks off Christmas countdown - save the date! The Christmas countdown officially starts on Saturday 18 November in Eastleigh town centre when Santa joins Eastleigh’s Deputy Mayor, Cllr Chris Thomas, to switch on the yuletide lights. The grand Eastleigh Christmas lights switch-on & fun day brings a spectacular torchlight parade to the main shopping centre and culminates in a dazzling firework display to start off the festive season with a bang. The parade begins at 5.15pm, with the lights switchon at 6pm followed by a free firework display.
The free day out, that runs from 11am, features Santa’s Grotto at the museum, entertainment, live music, a fun fair, a mini-farm for the children and a variety of market stalls. The new festive lights display, inspired by snowflakes and stars, was unveiled last year
and feedback from town centre shoppers and visitors was excellent. The lights are co-funded by the Council and the Eastleigh Business Improvement District (BID) and are designed to make the town centre an even more attractive place to shop in the run-up to the big day – benefiting resident, local retailers, restaurants and other businesses.

Two Barton Peveril students were selected for the AoC England Netball Squad in the last academic year. Amy Fripp (Cams Hill) and Holly Ellis (Brookfield) were chosen after a successful trial process at Nottingham University and underwent training for games against the home nations and Australia. Holly Ellis was also elected as the AoC Sport England netball captain for 2017. The netball team also took the winning trophy at the U19 Hampshire Invitational Tournament held at Southampton Sports Centre. They now remain undefeated tournament winners since being victorious against eight Hampshire teams.

Netball has really flourished this year with both teams achieving great success. The tournament really was a great way to finish our season. Virtual Museum opens a portal into the past Discovering about history has taken on an inspirational twist thanks to talented members of Eastleigh Tec Hub. After months of collating information and experimenting with the latest technology, the team of designers, artists and developers has created an exciting new digital portal, the Virtual Museum of the Grace Dieu, that explores Hampshire’s links to King Henry V. From the comfort of home, through a click of a button, visitors from around the world can “step inside” a virtual museum to discover the significant, yet little known, connection the Plantagenet King had to Eastleigh and its surrounding area. Speaking about the new digital portal, project manager Daniel Hill, Drama Development Manager of The Point and The Berry Theatres, said: “The site is the absolute cutting edge in
terms of its visual design, plus its historical accuracy allows visitors to discover Eastleigh’s rich heritage in an interesting and exciting way. “It has been a great opportunity for members of Eastleigh’s Tec Hub to work on the site, to test out the latest technologies, to develop historical, architectural and digital design, and to work alongside leading historians. Another great project exclusively offered to our members.” The Virtual Museum of the Grace Dieu was created as part of the Heritage Lottery-funded Road to Agincourt project, supported by Eastleigh Borough Council. Council’s leading contemporary arts venue awarded Arts Council funding Eastleigh Borough Council’s popular theatre and contemporary arts venue The Point in Eastleigh has been awarded £500,000 funding, over four years, to remain an Arts Council England’s National Portfolio Organisation (NPO). The Point’s ‘ambition and quality of provision’ and ‘the positive impact both on individual members and on Eastleigh’ have been highlighted by the Arts Council in the venue’s success in achieving continuous funding. There is also recognition that the Council’s solid support for the venue has been recognised in the investment decision.
Leader of the Council, Cllr Keith House said: “We are delighted the Arts Council has recognised The Point as a National Portfolio venue once again. The Point, now in its 21st year, has developed enormously during this time and provides a much loved cultural asset for the town centre and wider community. As a council, it’s too easy to
resort to service cuts in light of national austerity, but we want something different for our residents. Performers from around the world descend on The Point for renowned aerial festival Aerial performers and practitioners from around the world descended on The Point early this month to take part in the world-renowned European Aerial Dance Festival (EADF).

The two-week event, hosted in partnership with award-winning Gravity & Levity, saw aerialists of all levels come together to celebrate the specialist art form. Over the two weeks practitioners took part in specialist classes covering skills from corde lisse, aerial yoga and trapeze to vertical dance and acrobatics, led by world-class experts.
This is the second year The Point, Eastleigh’s prized cultural hub, has hosted the world renowned festival. The venue was selected to house the festival for its unique and unrivalled facilities which includes a double-height Creation Space rigged for the aerial arts alongside a Studio Theatre and Main Auditorium.

Hedge End, West End & Botley Supporting Neighbourhood Watch 75 Neighbourhood Watch schemes across the Hedge End, West End & Botley area are being supported by the Local Area Committee (LAC). Neighbourhood Watch aims to bring residents together to create strong, friendly and active communities where crime and anti-social behaviour
are less likely to happen. Neighbourhood Watch is about making sure that fewer people feel afraid, vulnerable or isolated in the place where they live. Budding Andy Murrays and Johanna Kontas are getting better facilities in Moorgreen. The LAC allocated £10,000 to upgrade the tennis court at Moorgreen Recreation Ground. This was officially opened by the Mayor, Councillor Mo Sollitt, earlier this month ahead of the Parish Council’s Community Games.

Chandler’s Ford & Hiltingbury Walk the boards at Hocombe Mead New boardwalks will help visitors enjoy the tranquil delights of Hocombe Mead Local Nature Reserve. The Council-run haven for wildlife has received a £28,000 grant from the Veolia Environmental Trust towards new boardwalks and bridges, which will provide continued safe access for all the community to the reserve and its wet woodland. The structures will connect the reserve with the wider path network in the area and replace existing ones that are nearly 20 years old. The Chandler’s Ford & Hiltingbury Local Area
Committee (LAC) has also provided £7,000 towards this exciting scheme. The work will be managed by our Countryside Team, and will be undertaken by contractors. Works are expected to start in September and last for four weeks.

Youth work during the summer Youth work, that takes place at the Hilt on Wednesday and Friday evenings, continues during the holiday periods. If the weather is sunny, and young people are outside, the leaders will provide outdoor activities which may include barbecues, games or simple sit-and-chat sessions. If the building is closed for these sessions to take place, notices will be on the door letting young people know how they can contact staff.

Partnership in Dementia awareness The LAC and British Gas have joined forces to raise awareness and address the needs of people living with dementia. Together they have provided beautiful plant towers in the Chandler’s Ford precinct area which carry the ‘Dementia Friendly’ message. Both organisations are part of the local Dementia Action Group which works to increase knowledge of the best ways to ensure people living with dementia are supported to use services and facilities in their community. Accessible Cinema We welcome everyone to our relaxed cinema screenings by creating an accessible, welcoming and comfortable atmosphere for all. We turn the sound down, keep the lights on a little bit and nobody minds if you make some noise or need to move around. Audiences are also able to leave the cinema at any point, with extra staff on hand to help.
The LAC agreed to fund a residents’ car park on the disused play area, to keep the existing lock-up garages and to look at converting the caged kick-about area to a community garden/allotment.

Eastleigh residents who died in the First and Second World Wars will, for the first time, have their names engraved on a monument in the town centre. The war memorial in Leigh Road Recreation Ground will undergo a major facelift in time for the 100 years commemoration of the armistice in November 2018. Next year, a pair of granite monoliths, bearing the names of the war dead of Eastleigh parish, will be installed alongside the existing, distinctive monument – a stone plinth supporting a figure of the Angel of Mons. The Council is working with the Royal British Legion to identify the fallen of Eastleigh, and ensure their names are accurately recorded, for unveiling at the remembrance service next year. The work has been made possible with a £35,000 contribution from Eastleigh Local Area Committee (LAC).

New bridge opened The Mayor was joined by Daisy Robinson, from the Pavilion on the Park and Gavin Johnson of Friends of Fleming Park to “officially” open the new bridge over Monks Brook at Fleming Park. Two new timber bridges are designed to be pedestrian- and cycle-friendly and form part of the route of the parkland’s recently opened cycle trail. The all-weather trail is used by Cycles4All, a charity based at the Pavilion on the Park, that promotes cycling for people of all abilities, as well as local joggers and dog-walkers.

Think before you Park! The Council constantly receives complaints from local people about cars being parked on verges and footways. We would urge drivers to consider the needs of pedestrians when parking. Parking partially on the footway can force people with pushchairs and those in wheelchairs and mobility scooters on to the carriageway. Parking wholly on the footway forces everybody, including children, the visually impaired and other vulnerable people on to the carriageway.
Footways were designed for the safety of pedestrians, and we are asking all drivers to please respect pedestrians, and cyclists where a ‘shared use’ footway is in existence, and park with consideration.

Working towards a smart motorway The M27 that runs through part of Eastleigh Borough will be upgraded to a Smart Motorway with work scheduled to start in March 2018. The project will upgrade a 15 mile stretch of the M27 between junction 4 (the M3 Interchange) to junction 11 (at Fareham). An extra lane will be created in each direction by converting the hard shoulder into a permanent running lane. New technology will help reduce disruption by using variable speed limits and provide drivers with better information on conditions ahead. The smart motorway upgrade will bring economic benefits to the area, maintain high safety levels and make journey times more predictable.

The main elements of the scheme include:
• CCTV monitoring for the whole smart motorway
• new electronic information signs and signals on gantries showing variable mandatory speed limits, and managing traffic flow and incidents
