A fun-filled summer!

Many thousands of local children and adults are enjoying a fun packed summer of activities provided, or supported by your Council; from Park Sport to Fun Day Fridays, Summer of Sport to Eastleigh Unwrapped, play schemes to paddling pools.

A range of events have provided the opportunity for people of all ages to take part in a variety of activities.

More Park Sport and Summer of Sport sessions than ever before were booked as young people and adults enjoy a host of activities from basketball to boxing, sailing to ‘Strictly,’ free swimming and skate jams.

‘Eastleigh Unwrapped’ provided free performances across Eastleigh town centre including music, storytelling, street theatre, audio tours, explosive dance, circus fusion and acrobatics.

The Asian Welfare and Cultural Association’s Eastleigh Mela attracted thousands of people too.

Smart Meters are coming to your home Local residents could dramatically reduce their energy bills by as much as 15% by using a smart meter and understanding how they use energy.

The Government is supporting a roll out by energy suppliers, of both gas and electricity smart meters to all homes by 2020.

Smart meters have a number of benefits including: • Knowing exactly how much gas and electricity you consume: Alongside data available online, all meters will come with an in-home display enabling residents to see the energy they are using and how much it costs, both currently and historically.

Pre-payment customers can see what credit they have left too.

• No more estimated bills: Smart meters communicate directly with your supplier so you will never have to submit readings, or have someone enter your home to read the meter.

• Money saving tariffs: Smart meters make it easier and quicker to change tariff or switch suppliers, allowing you to easily switch to the best tariff that suits you.

• Future technology: Variable tariffs may be introduced that charge more for electricity at peak times.

Eastleigh Men’s Shed Based in Hamble, the Eastleigh Men’s Shed offers a space for men to meet, share tools and resources for working on their projects at their own pace.

The members have a wide range of skills learnt either professionally or through their personal interests. The shed

puts these skills to practical use with activities usually involving making or mending which has led to the idea of

setting up a Repair Café in the autumn. When things break we often don’t know what to do with them and they end up being thrown away when they are perfectly serviceable. Repair Cafes are free meeting places, all about skills sharing and repairing things together, or at the very least a nice cup of tea.

Stained glass window unveiled A new stained glass window, designed with the help of local junior school children forming a key feature of a new residential home, was unveiled by TV broadcaster Fred Dinenage.

The creation of the stained glass window forms the centrepiece of the new Netley Court development on Victoria Road, Netley Abbey.

The window was produced by professional artist Shelagh Davies with children from Netley Abbey Junior School who helped with the design. They came up with the idea to use their four house logos and the appropriate house colours into

the centre panels with the sails of eight yachts.

Local ward Councillor, David Airey said: “The stained glass window looks really fantastic and it’s great that local children from Netley Abbey Junior School had the chance to work with a professional artist to help design such a wonderful focal point for residents of the care home to enjoy.”

ugby World Cup comes to R Eastleigh Borough residents are in with a unique chance to see the famed Webb Ellis Rugby World Cup Trophy on Wednesday 26 August, as it tours the British Isles. Eastleigh Rugby Club, based at The Hub in Bishopstoke is the only Hampshire venue to be part of the cup’s 100 day Trophy Tour prior to the World Cup starting in September.

With the trophy expected to be at the club between 11am and 1pm, a special day of activities and entertainment has been organised, during which adults and children will be able to experience the magic of the World Cup. The club has been selected for the honour in recognition

of the significant contribution it makes encouraging local sporting participation especially with the younger residents. It follows on from their success being named the English Rugby Football Clubs NatWest ‘Pride of the Nation’ Club last year.

Eastleigh Rugby Club’s Chairman, Mark Jones said: “The club are very excited to be given the opportunity to host the Rugby World Cup Trophy, a rare chance for everyone to feel and see firsthand the magic of the cup.”

New hotel jobs change lives of local people Jobs created when Hilton at the Ageas Bowl opened for business this summer, provided opportunities for local people. The new facility employs around 250 full time and part time jobs for the local area.

Danielle Eastaugh, aged 25, from Hedge End, was offered a role in the reservations team as a Reservations Coordinator taking residential and business bookings as a first point of contact for phone and email enquiries.

Danielle said: “I was thrilled to be offered my role in the reservations team. I’ve worked in the hotel industry for eight

years, but this is a bigger and better challenge for me and I really enjoy working for Hilton.

It’s a really friendly team and outstanding customer care is at the heart of everything we do.”

She added: “This is a fantastic opportunity; we are really busy so it looks good for the future.”

An exciting opportunity also presented itself to another local resident Henry Cudd, aged 20,

from Fair Oak. Henry was offered a role as a Demi Chef de Partie in Beefy’s Restaurant within the hotel. Following his graduation from South Downs College in Portsmouth, Henry worked in a local pub kitchen and also in France for the ski season. Henry said: “I’ve always wanted to work at a prestigious hotel, so when I knew the Hilton Hotel was opening I applied and got this job.” He added: “Working here has exceeded my expectations, it’s a great team and I get to cook a variety of food. It’s a great experience for me and there are lots of opportunities and I hope to work my way up.”

Keith House, Leader of Eastleigh Borough Council said: “This is a really superb facility and it’s great that local people are benefiting from exciting job opportunities provided by the new hotel.”

Innovative business support scheme helps green technology company type of energy efficient pump.

The award of the grant has enabled product development and the generation of new sales, including export sales to South Africa, the EU and China.

This has also enabled the company to expand, with seven new jobs being created at their Chandler’s Ford base.

The Council has had a leading role in developing Future Solent – a partnership to create a low carbon economy including supporting the growth of green technology companies across the south of Hampshire.

One firm to benefit is Tapflo, a small business based in the borough that has been manufacturing air pumps for 17 years. It has been awarded a grant of £80,000 by Future Solent’s Green Growth Fund,

Colin Wreyford from Tapflo, said: “The grant has brought us the benefit of being able to take this new energy saving product to market, something that as a small business we couldn’t normally do. Our larger competitors would have got in first and we would have failed.”

Cable Works opened by the Mayor Mayor of Eastleigh, Cllr Jane Welsh and Chief Executive Officer of Prysmian UK, Paul Atkinson, officially opened Cable Works, a new community and learning facility on the old Pirelli site.

The Learning Centre situated on the first floor comprises an IT suite, training room and interview room. It can be used for a range of activities including training courses, presentations, team building and launch events.

The ground floor is home to a new 30 place pre-school run by the YMCA, who operate several other outstanding Ofsted rated pre-schools. In the evenings the ground floor is available for community use hire.

Mayor of Eastleigh, Cllr Jane Welsh, said: “I’m delighted to open this superb new community facility and I’m pleased that we have already had such a positive response from hirers who are looking to use the excellent new Learning Centre.”

Paul Atkinson, said: “It’s great that this fantastic new facility helps to maintain our link with the local community. Make sure you are registered correctly. Therefore, at canvass time, the information on your HEF will be correct and all you have to do is confirm your details with us.

You can register throughout the year at www.gov.uk/ register-to-vote.

The Register of Electors is often used to confirm an individual’s address, especially if they are applying for credit such as a mortgage, personal loan or even a mobile telephone. If you are not registered you will probably be refused credit as well as losing your right to have your say via the ballot box.

The next Register of Electors will be published on 1 December 2015.

Civic Heritage

Mayor’s Town Trail launched

Children from Eastleigh’s Norwood School accompanied the Mayor of Eastleigh, Cllr Jane Welsh as she launched a new walking Heritage Trail for the town. The organised walks will be run by the Hamble Valley and Eastleigh Heritage Guides (www.hamblevalleyheritage.co.uk) but you can follow the trail yourself using one of the specifically designed leaflets which lead you around 12 points of interest.

These free leaflets are available from The Point (the start of the walk), Eastleigh Library, Eastleigh Museum or from the Council Offices in Eastleigh House. Alternatively you can download a copy from our Market Street

website at www.eastleigh.gov. uk/trail The walks were commissioned to celebrate the 40th anniversary of the current makeup of the Borough, since local government reorganisation in 1974, and the year that the council offices moved back into the town centre.

When Eastleigh was first incorporated as a Borough in 1936 it received many gifts from local companies and associations.

One of the most prestigious and valuable of these was the ceremonial Mace presented by Pirelli General Cable Works.

To celebrate Prysmian’s (formerly Pirelli) centenary of manufacturing and their long association with the town, they have produced a commemorative mace as a gift to the Borough.

This magnificent piece of art was produced in house by staff at Prysmian using their existing

techniques in both design and manufacturing although this challenge was somewhat different for them!

The head of the modern, sleek mace features three glass panels depicting the borough’s coat of arms and a newly commissioned coat of arms for Prysmian. These were designed

and produced by Carly Mann, a local artist based at the Sorting Office, a council supported affordable workspace located in the town’s former Post Office building which is home to 16 artists and designer-makers.

Now on display in Eastleigh House alongside the ceremonial mace, this impressive gift will be used to accompany the Mayor at council meetings and on visits around the Borough.

Eastleigh Film Festival returns for second year There’s something strange in the neighbourhood…

As Eastleigh prepares for another week of unique film experiences and special one-off events with the 2015 Eastleigh Film Festival curated by The Point, Eastleigh.

Last year’s inaugural Festival set the bar high, with a packed week of immersive film-based fun, including a screening of classic horror Dawn of the Dead in Eastleigh’s Swan Shopping Centre, complete with a zombie outbreak.

The venue will also host critically acclaimed college radio comedy Dear White People accompanied by a Q&A with Priscilla Igwe, Managing Director of The New Black Film Collective.

This year, with support from the Eastleigh Business Improvement District and Arts Council England, the Festival is set to return with an exciting line up of special screenings.

Across the Town, Hampshire Fire & Rescue Service Headquarters will play host to seminal slime-based comedy Ghostbusters. Indian restaurant Mumbai Lounge, Treats Gelato and Tropics Exotic reptile shop will also become popup cinemas; offering intimate immersive themed-cinema

experiences. For families there will be a pirate-themed fun trail across the town ending with Aardman animation The Pirates! In an Adventure with Scientists!

Aspiring filmmakers will have the opportunity to learn from experienced industry talent, with a careers day for local students and an industry day for aspiring filmmakers and early stage professionals.

Join The Berry Theatre on the Road to Agincourt Two new plays will be performed this autumn as part of The Berry Theatre’s Road to Agincourt project.

Young actors from around Hampshire will perform The Road to Glory (30 and 31 October), which tells the story of a group of young villagers, who enlist in King Henry V’s army and set sail from Southampton to claim the throne of France for England.

On 20 November students from secondary schools across the area will come together to perform an abridged version of Henry V as part of The Berry’s Shakespearience education project.

Henry V prepares to leads his men into battle against a mighty army. In a world where loyalty and courage are put to the test, will Henry V prevail and win the day? Set in an atmospheric warehouse this microcosm of the wider conflict brings Henry’s world up to date without losing any of Shakespeare’s powerful language.

Shakespearience gives year 9 students the opportunity to work together under the direction of The Berry Theatre’s

creative learning team and mentored by Barton Peveril College’s performing arts students.

Heritage Interpreters wanted As part of the Agincourt 600 commemorations, the Hamble Valley Heritage Guides, supported by Eastleigh Borough Council and the University of Southampton will be running a course for people who want to train to be volunteer heritage interpreters.

The Hamble Valley Heritage Guides have been introducing visitors and locals alike to all aspects of the history and heritage of the Hamble Valley for the last ten years. Their varied programme of walks, talks and site interpretation are so popular that they need new recruits.

The 15 session course will run weekly from 22 September and costs £50.

The Point goes green The Point, Eastleigh has had a green makeover thanks to support from Arts Council England (ACE) and the Borough Council.

The theatre was awarded a £367,197 capital grant to make the building more sustainable along with a further £100,000 from the Borough Council to reduce its carbon footprint.

Work carried out includes: • Upgrading and replacing single glazed windows with double glazed units • Replacing lighting with more energy efficient LED lights • Upgrading thermostatic controls to ensure that no spaces are too hot or too cold

• Replacing all of the taps in the public toilets with sensor taps to stop them from being left on It is hoped that the work will save the venue thousands of pounds a year in running costs.

The venue’s main foyer is also set to undergo a transformation as part of the work to make it more welcoming to visitors.

Eastleigh Fleming Park all-weather trail works start Work on the all-weather trail on the former golf course has begun. The £460,000 project will deliver a range of improvements to increase access throughout the year to this hidden parkland gem.

The first phase of the work includes the creation of a 1,500m waymarked accessible trail, resurfacing of the cycle path alongside the Monks Brook, links to the new Pavilion on the Park extension (due to open in September) and a new shared cycle/footpath from the Velmore Estate to Dovedale and Nightingale School. The aim is to complete this phase by the end of October before the winter weather.

Providing Youth Services in Eastleigh Youth services have been a priority for the Local Area Committee for many years.

Through joint funding with the County Council and other partners, we are able to provide a range of positive activities for young people, reduce anti-social behaviour and provide free confidential advice. The area now has three

youth projects provided by the Groundworks South charity which engage with hundreds of young people, many of whom are our most vulnerable.

They also engage with young people out and about on the streets. Their green t-shirts are now well known, giving young people who may not attend youth centres, the chance to access support.

Energy Youth Centre Energy Youth Centre (EYC) is a facility where young people have a safe and relaxed space to enjoy and express themselves and includes a studio and recording facility, which is extremely well utilised. It also provides information, advice and guidance on a range of topics, such as getting a job,

alcohol and substance misuse, emotional health and wellbeing, sexual health, homelessness, personal safety and building healthy relationships and much more!

Chandler’s Ford & Hiltingbury New youth club opening An exciting partnership between the Local Area Committee (LAC) and the parish council has seen the formation of a new youth group in Hiltingbury.

Based at the Loft in Hiltingbury Community Centre and run by the well-established team that runs Y-Zone in Fair Oak and Bishopstoke, the group will be open on Wednesday and Friday evenings. Staff are already out and about on those evenings, spreading the word and finding out what activities young people would like to see.

Dementia Friendly Councillors in Chandler’s Ford undertook a dementia training session in June. The workshop gave them pointers on how they could use their Councillor role to improve community life for people living with dementia and their carers. This September, the newly refurbished Poseidon amateur boxing facility at the Ageas Bowl will be officially opened.

The local area committee allocated £360,000 from developers contributions to extend and improve its boxing and community gym facilities.

The new build will house three boxing rings, fitness equipment and an area for community fitness classes. The Poseidon Club has already attracted 450 members from the local community including female and disabled participants.

Bursledon, Hamble-le-Rice & Hound Netley Court The former Netley Court School site in Victoria Road has been transformed into a 65 bedroom care home and nine residential apartments for the elderly.

Bursledon, Hamble-leRice and Hound Local Area Committee (LAC) ensured that the submitted planning proposal from the developer was in keeping with the area and many local residents are pleased that the once derelict site has now been put to good use becoming a feature of the

Latest News from Barton Peveril Sixth Form College • Adult Learning Volunteers make a difference A team of volunteers from Barton Peveril spent 10 days of their summer break helping to improve facilities and teaching resources at a primary school in Kenya.

The return visit to Hadassah Mission School in the slum area of Nakuru saw a dozen students and staff immerse themselves in African culture as they witnessed the realities of life for families surviving on as little as 60p per day.

Without the school many children would lack nutritious meals and a formal education. Despite the Kenyan government’s pledges, contributions for uniforms, books, stationery and desks are desperately needed; help that is beyond the means of most local communities.

As well as working alongside teachers and sharing new ideas for lessons with the school’s 238 pupils, the volunteers assisted with the construction of new classrooms necessary for Hadassah to be able to run its own exams. Attaining this status will enable precious funding absorbed by sending students to other centres to be spent on resources for the whole school.

Tom Waugh, Projects and Foundation Co-ordinator at partner charity African Adventures, praised the dedication and maturity of

all the Barton Peveril students who have visited Nakuru over the past four years.

He said: “The students have had an incredible volunteering experience and made a profound impact at Hadassah, the benefits of which will be felt for many years to come.

“Having classroom support can be a great help to teachers in Kenya who are often paid very little and do not have the resources we have in the UK. “The Kenyan students benefit from being exposed to new teaching methods and are even more motivated to

attend school when there are volunteers present.”

Barton Peveril students stage cake sales and other fundraising activities throughout the year to enable future visits to Africa and often continue supporting projects they have worked on once back in the UK.

Centre stage for Barton Soul Barton Peveril soul band ended the college year on a high note after being invited to perform at the prestigious Music for Youth National Festival.

The annual five day event brought together 8000 inspiring young musicians from schools and colleges throughout the UK. Barton Soul followed in the footsteps of the college choir and jazz band which have also performed at the Festival in recent years.

Over 500 new homes to be provided on brownfield sites Three housing developments on brownfield sites (land that has previously been developed) in central Eastleigh are currently underway to provide much needed homes including affordable housing for local people.

The development at Sirocco Park, on the former Pirelli cable site, is nearing completion and will provide 312 new homes.

It comprises a number of one and two bed flats together with a range of two, three, four and five bedroom houses. The development also includes a community and training facility with a pre-school run by YMCA and a learning centre.

Other community benefits include two areas of public open space and play areas together with improvements to Dew Lane footpath/cycleway and cycle links through from Passfield Avenue to the Pirelli estate. It is planned that the development will be completed in September.

Work is also now underway on two other brownfield sites.

The Toynbee Road development, off Leigh Road, will consist of 120 homes including one/two bedroom flats and a mix of two, three, and four bedroom houses.

Other community benefits include public open space with play area together with

pedestrian and cycle links to Loveridge Way, Laburnum Grove and the Archers Road backway and improvements to Toynbee Rd/Laburnum Grove junction.

The Travis Perkins site, off Twyford Road, is being developed into 113 homes with a mix of flats and two, three and four bedroom houses.

There will also be a public open space and trim trail.

Demolition work commenced earlier this year.

Both these developments are likely to be completed in 2017.

Council tax consultation

Have your say on future levels of Council Tax Support Due to a reduction in Government funding all local authorities within Hampshire have a difficult financial situation to manage and over the next three years will have to make savings and increase income. Part of these savings could come from reducing the amount of financial help we give to residents through the Council Tax Reduction Scheme. We are likely to see an overall funding shortfall from 2016-20 of up to £5million and this is just one of the areas we will be reviewing.

Before any decisions are made on the Council Tax Reduction (CTR) Scheme 2016/17 we would like your thoughts and views. The consultation will run between 1 September to 31 October, 2015.

Prior to April 2013, Council Tax payers could apply for Council Tax Benefit to help pay their Council Tax. Under this national scheme, Council Tax

payers could receive benefit of up to 100% of their Council Tax liability. Since 2014/15 the amount of grant received from Government to pay for CTR has reduced.

The scheme for Pension Age claimants is set by Government and is not affected by any of the options set out in this consultation.

Proposals for Council Tax Reduction Scheme changes There are eight proposed changes being considered for our Council Tax Reduction Scheme from 1 April 2016:

Option 1 - Removal of Family Premium for new claims (this will bring the Council Tax Reduction Scheme in line with the changes in Housing Benefit announced by Central Government)

Option 2 - Reducing Backdating of claims to a maximum of 4 weeks (this will bring the Council Tax Reduction Scheme in line with the changes in Housing Benefit announced

by Central Government)

Option 3 - Taking the minimum living wage for self-employed earners after one years self-employment (this will bring the Council Tax Reduction Scheme broadly in line with Universal Credit being introduced by Central Government) Option 4 - Revert the levels of disregarded earnings back to those that were in place within the previous Council Tax Benefit

scheme, namely £5 per week for single persons; and £10 per week for couples.

Option 5 - Reduce the capital limit of personal savings from the existing £16,000 to £6,000 for all cases.

Option 6 - Introduce two levels of non-dependant deductions: £4 per week for non-workers or where income is under £189 gross income per week and £12 per week for those who have gross income above £189 per week; Option 7 - Take any Child Maintenance paid to a claimant or partner into account in full in the calculation of Council Tax Reduction.

Option 8 - Restrict the maximum level of Council Tax Reduction payable to the equivalent of a Band D charge, where a claimant resides in a property which has a banding of E, F, G or H.

The alternative to making some changes to our scheme would be to put up Council Tax, reduce the amount we spend on other services or use the Council’s reserves.

No final decisions have been made yet and the questionnaire seeks your views and suggestions to help us design the scheme for 2016/17.

Reporting Change of Circumstances Are you in receipt of Housing Benefit and/or Council Tax Support?

If you are, and you have had a change in your circumstances remember to notify the benefits section at the Council, in writing, of exactly what the change is and provide proof of that change, as you may lose out on benefit or have an overpayment of benefit if you do not do this promptly.

You are required to notify the Council, in writing, within one calendar month of the change

or within 21 days if you are receiving Council Tax Support.

The Council has a duty to protect public funds and ensure that you are receiving the correct benefit/ support. If you fail to notify the Council of a change you could face prosecution and have interest, costs or penalties added to any debt that you will have to pay back.

Residents set for Rugby World Cup Recycling Challenge Borough residents are being set a recycling challenge during this year’s Rugby World Cup in England.

We will be helping residents to recycle all their glass bottles and jars as they enjoy a drink and barbeque during the six week tournament that will include all the home nations, by offering additional glass recycling boxes.

Cabinet Lead for Environment/ Sustainability, Cllr Rupert Kyrle, said: “Our Borough residents are great recyclers. Together we have already achieved a recycling rate of just over 40% putting the borough in the premier league of recycling and we couldn’t achieve our great recycling rates without them.

We know that around 70% of waste can be recycled so we are aiming to further improve the amount we recycle. I would encourage all our residents to join us in this challenge, recycle their bottles and jars and support the England team this autumn. Let’s hope that we can recycle celebratory champagne bottles too!”

Free cotton bags as plastic bag levy approaches The Carrier Bag levy comes into force on 5 October and applies to all stores employing over 250 people. From this date, by law, a charge of 5p per carrier bag will be made. We are giving away 500 cotton bags to help encourage people to avoid using plastic bags when they go shopping.
