Competition Family festive theatre tickets Work on the proposed new Fleming Park Leisure Centre moves a step closer when the Council’s Cabinet consider the award of the construction contract at its December meeting. The Council has appointed Interserve, the international support service and construction group, as its preferred construction partner for this exciting new development and work to finalise the plans is almost complete. The new centre will be built alongside the existing one, with the current facilities staying open for business as usual until the build is complete. It will provide a modern, state of the art facility that is in keeping with its park setting and sets high environmental standards. It will also include a larger main pool (six lanes to eight), a larger learner pool with moveable floor, expanded and improved gym facilities, a larger sports hall, improved café/restaurant and will maintain free car parking. The new building will have a similar ‘footprint’ to the current leisure complex, but the new

design makes much more efficient use of space - resulting in bigger and better facilities than before. Council Leader, Cllr Keith House said: ”We are on course to build a modern leisure centre that Eastleigh residents deserve with no cost falling to the Council Tax payer. Our preferred partners, Interserve, have shown a great understanding of the project and bring with them a depth of experience in building leisure centres with their most significant project being the £40m University of Birmingham Leisure Centre

Complex, currently under construction. They have a good relationship with the local supply chain and so this will not only be a great facility for the Borough but also a boost to our local economy.” Interserve’s Divisional Director, Justin Elliott said: “We are really excited to be working with Eastleigh Borough Council to deliver the new Fleming Park Leisure Centre. Being based in the area we will be utilising our local suppliers, most of whom will have a personal interest, to ensure an even more rewarding project.” It is planned to take a report to Cabinet in December to award the construction contract with work on the new centre aiming to start early in 2016. Council funding helps park home residents save on fuel bills

For the first time, the Council has been able to utilise Government Grant Funding to install insulation on park homes, helping residents reduce their fuel bills and improve their quality of life.

Mayor of Eastleigh, Cllr Jane Welsh and Alex Arthur MBE the former British, European, Commonwealth and WBO Super Featherweight Champion officially opened the extension to Poseidon Boxing Club at the Ageas Bowl. The Council’s Hedge End, West End & Botley Local Area Committee (HEWEB) contributed £360,000 to enable the extension of the facilities and to further develop the hugely successful Poseidon Amateur Boxing Club. These state-ofthe-art training facilities will enable the club to offer a safe, accessible and effective learning environment for those wishing to get involved in boxing. The club now has over 500 members with a thriving women’s section. It is also piloting a project for Sport England on boxing for people with disabilities.

Regeneration

Eastleigh railway station forecourt revamp completed Eastleigh train station forecourt revamp is complete. Improvements include a new paved surface, lighting and trees, along with a wider pedestrian and cycle crossing improving the link to the town centre. More cycle parking is located at the station with a ‘racking system’ next to platform one. The layout will also enable taxis to exit onto Southampton Road and travel either north or south. A new bus shelter has been installed south of the station on Southampton Road. The scheme, a partnership project between South West Trains, Hampshire County Council and Eastleigh Borough Council, was funded as a result of a successful bid to the Department of Transport along with developers’ contributions and funding from Hampshire County Council and South West Trains.

Throughout her career the profits from her various novels were used to fund charitable endeavours to develop good housing and facilities for the people of Eastleigh. In 1868 a new parish was formed containing the villages of Eastley and Barton. Charlotte donated £500 towards the parish church and was asked to choose which

Funded using developer’s contributions, Eastleigh’s new sculpture was created by artist Vivien Mallock using reference material supplied by the Charlotte Mary Yonge Fellowship. In Vivien’s interpretation Charlotte is around 45 years old, as this is how old she was when she gave Eastleigh its name.

Pre-Christmas waste collections come early! Make sure your bins are put out on time in the lead up to Christmas, as some collections scheduled for week commencing 21 December, are being brought forward. Residents whose bins would normally be emptied on Monday 21 December will now receive their collection on Saturday 19 December. If your bin is being collected on the Saturday, please remember to put it out on the Friday night.

If you subscribe to our garden waste scheme, we will collect Christmas trees under 4ft tall on your scheduled collection day; just place it next to your garden waste bin. All recycled trees are chipped and mixed with other green waste and composted to produce Progrow, which is a peat-free soil conditioner.

Gift wrap If it is shiny, glittery or hard to tear we can’t recycle it, place it in your household waste (black) bin. Batteries Place in a clear (sandwich) bag and on top of your glass bottles/jars in your black box and we will recycle them. Decorations/gifts Donate any unwanted gifts/ decorations to local charity shops, so they can be reused rather than disposed of. Food waste – turkey/ leftovers All bones, uncooked food and leftovers can be disposed of in your brown food waste bin, just wrap it in newspaper or compostable bags for us to recycle it. Latest News from Barton Peveril Sixth Form College • Adult Learning High-flying scientist wins national award A score of 77% in a tough science challenge earned Barton Peveril student Tamsin Newlove a coveted place at a residential summer school and a Roentgenium Award from the University of Cambridge. The Chemistry, Physics and Further Maths student was placed in the top 0.7% of the 8481 teenagers who completed this year’s Cambridge Chemistry Challenge. Two other Barton Peveril students – Liam Chalcroft and Dominic Dux – also scored more than 50% in the demanding 90 minute paper. Set by teachers and university chemists, the competition aims to stretch students’ knowledge beyond the A Level syllabus and encourage them to think about science in the way they will at university.

One of the youngest students in her year, Tamsin took Maths A Level along with her GCSEs at the age of 15. Her sights are set on a place to study Natural Sciences at Cambridge after completing her second year of A Level studies in Barton Peveril’s new £5M Science Centre. Commenting on her success Tamsin said: “I am pleased with my result in the challenge and the residential was really great. “It was good to meet other people who are really interested in Chemistry and

be able to apply techniques learned at college to topics I hadn’t come across before.” Meanwhile, two Computer Science students also proved themselves to be among the best in the country after sitting their final A Level exams. Joseph Singleton and Robert Dilley were among the 50 highest achievers in the 2015 AQA Computing A2 exam which was taken by 2697 students nationwide. Both are continuing their study of the subject at university: Joseph is reading Computing and Mathematics at Cardiff while Robert is a Computer Science undergraduate at the University of Birmingham.

If you live in Eastleigh Town Centre, why not save time and renew your residents parking permits online? Permits can be renewed online providing there are no changes to your address details and to your vehicle. Simply visit my.eastleigh.gov.uk and click on ‘Renew residents Parking Permit’ in the ‘Apply’ section. You will need to have your current permit number(s) and vehicle registration number(s) available. You can also request your visitor permits at the same time and any payments due will be calculated and collected when renewing.

Once you have completed your request we will check the details and aim to send out your new permit(s) within five working days. Please ensure you apply well before your current one(s) expire. If there are any changes to your address or vehicle details you will still need to come in to Eastleigh House, Upper Market Street for your new permit.

Plans submitted for former Civic Offices site

Planning Eastleigh’s future

The Council is to bring forward a new Local Plan to set out the Council’s policies on how land in the borough is used over the next 20 years.

An outline planning application has been submitted for the site of the old Civic Offices. The two hectare site that also includes the former magistrates court would see the area developed into a multi-use business and leisure facility which would include car sales, fast food/coffee facilities and office space.

It will provide the basis for future planning decisions, help the council tackle congestion and take account of an increasing requirement for more homes for local people. Some of the key points in the Plan will be: • Keeping gaps between towns and villages

Demolition of the old Civic Office building began in September 2015. It is likely that part of Kornwestheim Way will be closed for part of this process and there will also be no vehicle access to the old civic offices car park. Access will be maintained

• Space for new schools, healthcare, sports and community facilities

Fleming “Parkland” Improvements

Following extensive public consultation, work is now well underway on the former golf course on Fleming Park making it more accessible for walkers, runners and cyclists. Improvements include construction of a mile long circular all-weather trail and new paths linking Velmore estate with the Aviary estate. This will improve accessibility to more areas of the 71 acre site during the winter months when parts of the parkland can become muddy. The work, which started in September, will connect paths to the new Blackbird Café based in the recently opened Pavilion on the Park extension and to the ‘Cycles4all‘ facility whose adapted cycles will have direct access to the pathways.

Next year, repairs to the bridges crossing the Monks Brook will make them safer and more convenient for cyclists, wheelchair users and people with buggies. The underpass beneath the M3 will also be improved through redecoration and enhanced lighting. These improvements will help more people to enjoy exercise in the parkland area, and when completed it will mean over £1million of community investment would have been made by Eastleigh Local Area Committee. ‘Cycles4all’ users enjoying the new all weather trail

Blackbird Community Cafe open for business! Pavilion on the Park have opened a new community café at their Fleming Park location on Magpie Lane. Initially open five mornings a week, the café will offer visitors the chance to have a drink and a snack whilst enjoying a view across the park.

Nightingale Annexe and new home to 4th Eastleigh Scout Group and Nightingale Pre-school

Pavilion on the Park Extension Pavilion on the Park, an Eastleigh Borough Council building managed by Eastleigh Youth and Community Trust, has just opened a £500k extension on its Fleming Park site. The ‘Nightingale Annexe’ features a Changing Places facility for those with disabilities, a meeting room, medium sized hall and a community café with panoramic views of the park. The 4th Eastleigh Scout Group will re-locate to the Annexe and

Vintage Market returns to Eastleigh for Christmas Saturday 12 December 9am to 4pm Eastleigh Town Centre Following the success of the Vintage Market which packed Eastleigh’s Market Place at September’s Mardi Gras, the Market is set to return for a Vintage Christmas Extravaganza. Mum and baby spin classes shortlisted for national award The trailblazing mum and baby spin class at Fleming Park Leisure Centre has received national recognition as one of only three projects shortlisted for the ‘Project of the Year’ category at the annual Sportivate awards from Sport England. The innovative idea, aimed at helping mums make their start or return to exercise as easy and enjoyable as possible, has now seen over 100 mums take part in over 1,000 sessions. The classes, led by Hannah Bryant have also established links with the local NHS midwives co-ordinator to help promote them to new mums. The music and lights are modified to enable mums to participate and crucially babies are welcome in their car seats or pushchairs. Sessions are delivered by instructors qualified in pre and post-natal exercise, and cost just £2.

Local mum Kelly said: “What a great way to exercise and entertain your baby! My little boy loves the bright lights and I love the upbeat music - it makes you feel alive! Excellent way to meet new mums too! I highly recommend it” The project has been run by the Council’s SportWorks team who secured Sportivate funding from Sport Hampshire & IOW to help launch the project. The National Sportivate Awards Ceremony will be held at the Houses of Parliament in December.

Apprenticeships

Council provides Countryside apprenticeship Adam Tollefsen is half way through a two year apprenticeship working for the Council’s countryside service. The apprenticeship provides Adam with the chance to learn about the maintenance of a range of habitats across thirty countryside sites. This includes coppicing, tree management, hedge laying, site safety together with general maintenance. Adam is also learning new techniques and training including the safe use of a chainsaw and driving a quad bike. He joined the Council apprenticeship following some time working in an electrical wholesalers. Adam said: “I previously worked

in Ecological consultancy and following my time in retail realised that I wanted to get back into this area of work. I’m really enjoying it and it’s a great experience and I’m learning a lot too.”

Internships can last for a few weeks to a year and provide vital workplace experience for young people or those undertaking a career change. Eastleigh Fleming Park tree works The Local Area Committee (LAC) is transforming the old Fleming Park golf course into a park for the whole community. To create a parkland feel, we will be removing some trees, mostly the non-natives such as leylandii and planting others. This will open up vistas, create small wooded areas, glades and meadows interspersed with more traditional solitary parkland trees. Importantly this will also benefit local wildlife and provide a great setting for new picnic areas and play equipment. The tree works will need to be completed this winter and spring to avoid the nesting season; so please look out for the new views as they emerge.

Velmore Centre The Velmore Centre now has a new manager with the arrival of Heidi Oldrey who is already getting to know local residents and centre users.

Household Waste Recycling Centre gets the go ahead The way is now clear for the construction to start on the new site at Stoneycroft Rise, off Chestnut Avenue in Eastleigh, with the aim of the site opening in Autumn 2016. Stoke Park woods Forestry Commission staff are working with local community safety partners to deter acts of vandalism which have started to occur in this much-loved local woodland. In addition to police action, preventive and diversionary actions have been put in place which are hoped will deter further damage.

Carnival fun Crowds turned out in droves to enjoy the weekend of festivities including duck racing, arena events and the parade at this year’s Bishopstoke carnival. Local groups including the scouts, football club and Age

Bloom project is thriving The Pilands Wood estate ‘In Bloom’ project was described as ‘thriving’ by judges from the Royal Horticultural Society in this year’s Britain In Bloom competition. Local volunteers led by Project Leader Tony Dew worked on front gardens, hanging baskets, and planters with flowers and vegetables brightening the estate this summer. The LAC supported the project with £500 and

the Council’s Streetscene crews helped to keep the estate looking good for all the residents.

Hamble Food Festival Residents of Hamble and lots of visitors enjoyed the return of Hamble Festival of Food in September, 10 years since the last market took place on Hamble Quay. The LAC supported the event, organised by local company The Marketing Collective with £500 to support local businesses and restart events in Hamble. Thanks to its popularity, the Festival of Food will return next year on 3 September.

Hound sea wall Coastal walks are an important leisure activity in Netley as outlined in the Hound Parish Plan. With the support of £9,000 from Eastleigh Borough Council, Hound Parish Council has now fixed the stretch of coastal path behind Abbey Hall that was damaged during the winter storms last year.

Hedge End, West End & Botley New bridge for pedestrian route The Local Area Committee (LAC) has agreed to fund a new bridge over the watercourse, east of Mallett Close, Hedge End. The pedestrian bridge had to be removed earlier this year due to its condition and as the bridge is part of a popular walking route residents and the Eastleigh Ramblers requested that the bridge was replaced.

Dawson Lodge Care Home A creative art and reminiscent session for the residents at Dawson Lodge was under threat when funding for specialist transport was withdrawn. The LAC stepped in with funding of £500 which has meant that these sessions can continue for the benefit and enjoyment of these older residents.

Extension of Poseidon at the Ageas Bowl

The church is well used by over 20 community groups and hosts many events for local schools,
