Investing in the future for our communities The Council’s innovative approach to buying commercial property over the last seven years has helped to ensure that we can continue to invest in our community and at the same time protect our frontline services. By March 2017 we will have secured £200 million worth of assets throughout the borough. Within this, our property assets provide a significant annual net income of around £5.5 million which has been used to maintain budgets and protect frontline services. At the same time, the investment in our community has provided a range of job opportunities for local people such as around 500 new jobs associated with both the development and the operation of the Hilton at the Ageas hotel. As a public sector organisation, the Council takes advantage of having access to finance at low interest rates currently below 1%. This money is then invested throughout the borough giving a good financial return ranging from 4%-10%. All purchases are subject to a thorough financial business case, and risk assessment and expert advice sought – all purchases must provide the Council with a good financial return and provide a good contribution to achieving community investment and economic

regeneration, including investing in businesses likely to create jobs for local people. Council Leader, Cllr Keith House said “Our investment in property and the financial return we gain from this has meant that we have been able to protect frontline services and continue to invest in our local economy and community.” “Far from being a cost to tax payers, this initiative generates significant income for the council with the return on investment more than covering the cost of borrowing.”

Greener borough

Save money on your water bills You can apply for a free visit from Southern Water as part of their new scheme to help customers save water, reduce water bills and reduce the amount of water taken out of the local River Itchen. We all use lots of water in our daily lives, 150 litres per person per day is the average in the South East. This is more than twice as much as we were using 25 years ago. The average bill is about £420 per year and with most properties now on water meters it makes sense to stop water wastage to keep those bills low. Five thousand Southern Water customers have the chance to receive a free water saving home visit which will survey the use of water in the home and install, there and then, free fittings that reduce the amount of water being used without affecting performance.

A boom in cycling across the Borough Cycling across much of the borough has increased over the past 10 years, particularly on routes to rail stations, workplaces, town centres and colleges. The number of people cycling to seven rail stations in the borough increased by four and a half times between 2005 and 2014.

More children are cycling to school, achieved in part by the important work of our partners, Sustrans, who have been working with a number of schools in the borough to deliver ‘Bike-it’, a programme aimed at giving children the skills and confidence to travel by bike. Over the last academic year, Bike-it schools have seen a 21% boost in the number of pupils cycling to school regularly.

Work to improve the confidence and skills of bike users isn’t limited to the borough’s children. We have teamed up with Southampton City Council to offer you a one-to-one cycle skills session with a qualified cycling instructor for just £5. These sessions are a great way to brush up on your cycling or to discover the quietest, quickest route for your journeyhelping you join the growing number of people on two wheels! Waste and recycling

Recycling plastics - it’s got to be a bottle Do you know which plastic items you can place in your green recycling bin? Simply remember that if it’s plastic and a bottle shape it can go in, but currently we are not able to accept any other sort of plastic. So, everyday plastic items including soft drinks, milk, detergent, shampoo and cleaning product bottles can all go in the green recycling bin but please remember to remove the bottle tops! Kerbside recycling collected in Hampshire is taken to one of two Material Recovery Facilities (MRFs) where it is sorted into different streams of recyclables. These MRF’s sort plastic bottles from other materials.

Why can’t I recycle certain plastics such as pots, tubs or trays? Plastic Pots, Tubs and Trays (PTT) are made up of a different type of plastic that CANNOT be sorted in our MRFs. Bottles with PET or HDPE on the bottom make up around 97% of plastic bottles, including milk, soft drinks, cosmetic and cleaning product bottles and can be recycled.

Save time and money, join our garden waste collection scheme Thousands of local people are saving time and money by joining our popular garden waste scheme - so could you! Around 15,000 households have already signed up to one of the fastest growing wheeled bin services in the county, benefitting from the convenience of having their garden waste collected every fortnight from their kerbside. Whether you have a small amount of garden waste, or lots of grass, brambles and trimmings filling your bin, we can collect it to save you time and make it easier for you to recycle. The cost of a bin is only £34 for the year, or less than 70 pence a week – that’s

cheaper and more convenient than taking it to the tip yourself and with the added bonus of avoiding any mess or creepy crawlies in your vehicle! We are so confident you’ll love our service we even offer residents a ‘buy it and try it’ option. Are you ready for Rio? With the Rio Olympics taking place this summer, the Council’s SportWorks team are offering an exciting range of over 500 sports sessions for both children and adults through the Park Sport and Summer of Sport schemes.

Journey to Rio With the Rio Olympics fast approaching, the primary school children of Eastleigh are getting into the swing of things by taking up the challenge of a ‘Journey to Rio’. Children aged between 5 to 11 will be encouraged to walk, run, cycle or scoot the equivalent of 5,698 miles to Rio, on a ‘golden’ mile track at their school. Using

our special ratio of each mile travelled on the golden mile equalling 20 miles, your class of 30 could travel to Rio, if you complete four miles a week for five weeks.

The health checks are delivered by qualified staff and the results go direct to your doctors surgery. Our hugely popular Park Sport programme returns for its 12th season this summer. It gives local children, aged 8 to 16, the opportunity to try different sports, right on their doorstep, at 25 local parks and community facilities across the borough. As all sessions are delivered by the best local clubs and coaches it means every child has the chance to carry on the sport after they have tried it. Sports featured this year include baseball, basketball, cricket, cycling, dance, fishing, football, golf, handball, hula-hoop fit trix, netball, sailing, tennis, and volleyball. Summer of Sport 2016 Last year, the council’s SportWorks team launched the Summer of Sport programme for adults aged 16+ and now, thanks to funding from Sport England, it returns for a second season. With the 2016 Olympic Games in Rio just around the corner, the Summer of Sport will be a great time for residents to try a huge range of sport and physical activities and get into the spirit of the Games. Activities on offer will include sailing, canoeing, tennis, baseball, archery, swimming, squash, fitness classes and more. All sports and activities on offer cost just £2 per session. All sessions will be run by the best local sport providers and

Your Council

Meet the Mayor Councillor Des Scott was elected Mayor for 2016/17 at a special ceremony held on 12 May. He was elected to the Borough Council in 2010 representing Fair Oak & Horton Heath ward and has served on Fair Oak & Horton Heath Parish Council since 2007. Des is a keen golfer and enjoys skiing and cycling. Des also undertakes a lot of fund raising for local good causes such as

Eastleigh Young Carers and Naomi House. Des is a builder by trade and built his first house in 1974 at the age of 25. Over the years, Des has built over 100 houses across the borough and is still building houses today. Originally from Sheffield, Des moved to Southampton in 1969

and then moved to the borough at Chandler’s Ford in 1976 before moving to Fair Oak in 1987. Des met his wife Ve in 1966 and they married in 1970. 61 years of public service The country’s longest serving borough councillor, Godfrey Olson OBE retired his seat at the recent council elections after a remarkable career spanning 61 years. Cllr Olson first joined the Council in 1955 and throughout that time has represented the Chandler’s Ford and Hiltingbury area of the borough. He has been Mayor of the Borough on three occasions and was made a Freeman of the Borough in 1977. In 1994 he received

Latest News from Barton Peveril Sixth Form College • Adult Learning Football victory for Cup Final Winners The Barton Peveril male football team have been celebrating a well-earned victory after defending their Hampshire six-a-side trophy.

Coached by teacher Daniel Jones, the team went through the whole County 6s tournament unbeaten, winning five and drawing one game.

Keen sports students can be part of the college’s success stories by joining our Elite Football Centre from September 2016.

Speaking of the team’s success at the Winchester Garrison Ground, Daniel said: “We are all immensely proud of what the male football team have achieved this season and winning the tournament was an excellent way to round off the season. The players are looking forward to working even harder to ensure that their success in the sport continues.”

The Elite Football Centre is an exciting two year programme that gives promising young footballers the opportunity to develop their football skills whist continuing in full-time education.

Further success came for the 3rd team winning 7-6 on penalties, ensuring that the team are officially the Men’s Football 3rd XI Cup Final Winners for 2015 and 2016 season.

Cambridge Academics Day Prepares Potential Future Students Over 100 Barton Peveril students were given the unique opportunity to experience a day with academic fellows and current students from the University of Cambridge. The Cambridge Academics Day – the first ever event of its kind run by the university saw nine fellows including lecturers, a doctor and a professor from Trinity College attend Barton Peveril to run extension sessions with first year students aspiring to attend Russell Group Universities. The academics – professionals in their fields of Maths, English, History, Biology, Chemistry, Asian Studies, Medicine and Law spent the day on our college campus with PhD students in English Literature, Development, Engineering and Chemistry to host a wide range of support sessions for both our students and those from Bay House School and Sixth Form in Gosport.

The day began with a lecture from the academics on mythbusting and admissions and was then followed by subject tasters and the chance to take part in bespoke small group supervisions – enabling the students to experience the best kind of preparation for that allimportant Oxbridge university interview. Students with Oxbridge potential were also able to attend drop-in sessions with current Cambridge students to recieve one-to-ones about university life, guidance on applications and top tips for interviews. Elite provides students with the opportunity to train twice a week and play in competitive matches on Wednesday afternoons at national, regional and local level. Students will also receive specialist coaching from UEFA qualified football coaches. Alongside the football, students can study any range of qualifications at

college, including A Levels and Vocational qualifications. Any student can apply for a place on the Elite programme but preferred football experience includes professional club involvement, county or district representation or a good club standard. Students must have a suitable level of fitness to take this course. Elite is not a standalone course and must be taken alongside a full-time programme of courses at college. Form College said: “The aim of hosting Cambridge academics at this event was to inform and inspire those students considering an application to the most competitive universities. The Point’s 20th Summer Birthday Party This year The Point turns 20 and the venue celebrates with a number of exciting community events. From a summer 20th Birthday picnic party and celebratory gallery exhibition, to special events at this year’s Eastleigh Unwrapped Festival, the venue will reflect on two decades of bringing nationally and internationally acclaimed artists to the Borough and providing inspirational opportunities for our community. The Point’s 20th Birthday Party on Sunday 12 June, 12pm-2pm welcomes an exclusive performance from the Jiving Lindy Hoppers, the very first dance company to perform at The Point in 1996. Twenty tables, each decorated with individual tablecloths that reflect a year of The Point’s history, will adorn Leigh Road Recreation Ground, ready for an afternoon of summer performance, engagement and the opportunity to share stories and memories in The Point’s specially created memory room. With tea and cake, pop-up performances from street art company, Street to The Point

Funding available to support the borough’s rural enterprises Enterprises based in rural parts of the borough can bid for funding if they have a project idea that will create jobs and boost the local economy.

Farmers, foresters, growers, rural businesses and rural communities can now bid for a share of a £1.6million fund. The Fieldfare LEADER programme is a partnership with Eastleigh, Winchester, East Hampshire and Havant local authorities and the South Downs National Park Authority and is part of the Rural Development Programme for England. Grants are available for projects which meet the aims of Fieldfare’s Local Development Strategy if your project will: • create jobs • increase farm or forestry productivity / efficiency

• develop new markets • increase visitor spend in the area or; • provide an essential rural service. Cabinet Lead for Business & Skills Cllr Derek Pretty said, “Eastleigh Borough Council are delighted to be a partner in the Fieldfare programme that offers much needed development grants to create new employment opportunities and increase economic growth in rural areas. We are keen to support our rural businesses and I would encourage our rural companies to take advantage of this opportunity to bid for funding, from £2.5k to £50k.”

The grants are available as part of Defra’s Rural Development Programme for England and LEADER is the method of delivering funding to projects through Local Action Groups, ensuring that individuals with local knowledge are involved in key decisions about how funds are spent. Lakeside Country Park As the scaffolding comes down the new, highly sustainable Lakeside Centre starts to reveal itself ready for community use after the summer. As well as an opening ceremony, there will also be an open day for businesses and organisations to view the facilities which include a 60 seater training/conference room, expanded changing rooms and improved disabled access and facilities. It’s a busy time for our Countryside Service this summer from the launch of the stunning new community buildings at Lakeside Country Park to the ‘hidden’ but important jobs like reptile fencing at Woodside Avenue and Stoneycroft Rise. All aspects of our work focus on conserving and protecting our many sites for residents to enjoy now and in the future.

Itchen Valley Country Park Tree Top Junior New at the park this year is Tree Top Junior, Go Ape for the younger daredevils, aimed at 6 to 10 year olds. There is a minimum height requirement of one metre to take part in what is proving to be a very popular addition to the park’s facilities. Little Owls Little Owls is our very popular woodland preschool for children aged 3 to 5 years which runs Monday to Friday during term time.

Hire our Kingfisher Room This small conference room, which holds up to 25 people, is now available to hire weekdays, 8.00am to 5.00pm for conferences, workshops or regular meetings. Eastleigh Unwrapped - a day of free family fun Eastleigh Unwrapped, curated by The Point and now in its fourth year, returns on Saturday 11 June and runs from 11.30am - 5pm. It offers a day of fun for the whole community, filling the streets of Eastleigh Town Centre and Leigh Road Recreation Ground with stunning aerial theatre, circus, interactive performance and live music. An exciting line-up includes the Bullzini Family‘s breath-taking high-wire show Equilibrius, a dazzling display of aerial

acrobatics performed 11 metres above the audience, and Acrojou’s one-man show All at Sea; a glorious fusion of circus and dance, complete with a boat structure with its own mobile storm. There will also be live music throughout the day from buskers, as well as roaming performances from street youth

theatre company Street to the Point, perfect for all the family. This year also features a ticketed evening event presented by Still House. Of Riders and Running Horses, an evening dance production, takes place on the Swan Centre’s rooftop car park. Tickets are £8. Carnivals and Regattas The Sorting Office Summer Open Studios Saturday and Sunday 11 & 12 June, Sorting Office, Eastleigh Town Centre Free event, open to everyone. The Sorting Office Makers Fayre will showcase arts and craft made by local artists and craftspeople. The Sorting Office designers will give demonstrations of crafts, including quilting, screen printing and jewellery making. There will be lots to see, do and buy.

The Eastleigh Mela is a popular and established highlight of the summer calendar. Celebrating cultural fusion, the 2016 Eastleigh Mela will be held on Sunday 24 July at Leigh Road recreation ground in Eastleigh, Hampshire from 11am to 6pm. This free festival is a celebration of our many cultures. Come and be inspired by the colours and delights of international dance, music and food. There really is something for everyone in the range of cultures that make up our local community. The Point and The Berry Theatre

Summer at The Point This season The Point has a fantastic programme of theatre and dance as it celebrates its 20th birthday. The Point’s summer dance line-up features Flexer and Sandiland who return to the venue (Friday 17 June) with Disappearing Acts and Weighting – the installation. Hedge End, West End & Botley Grants for youth activities

New fitness trail at Hatch Grange

Scouts, young carers and the teenage drop-in centre were among the recipients of more than £4,000 in annual youth grants from the Hedge End, West End and Botley (HEWEB) Local Area Committee. The grants will fund items ranging from canoes and tents, to a laptop and materials for arts and crafts. The grants were presented by the previous Mayor, Councillor Jane Welsh and Joshua Buckle, Chair of the HEWEB Youth Council, at the Partnership’s Annual General Meeting, where Suzanne Watson, Community Co-ordinator at Wildern School, was elected Chair of the Partnership.

A new fitness trail has been opened at Hatch Grange in West End. The Friends of Hatch Grange “hatched” the idea and co-funded the project with the HEWEB local area committee.

Defibrillators for Grange Park Two new defibrillators, which could save a life in the event of a cardiac arrest, will be installed in the HEWEB area following requests from Grange

Park residents. One will be located at Wellstead School, and the other could be destined for Hedge End rail station, a proposal that has been forwarded to South West Trains.

Botley open spaces The Local Area Co-ordinator, has been working with Botley Parish Council on an open space scheme within the area. Funds towards renovating the war memorial and market hall clock and improvements to open spaces at Pudbrook have been approved.

New youth club – Chartwell Green Last year West End Parish Council secured funding of £95,792 from the Big Lottery to set up a new youth club in Chartwell Green. The club, at Cutbush Lane Sports Pavilion,

Bishopstoke, Fair Oak & Horton Heath Parks award…

…and music success

Congratulations to Fair Oak and Horton Heath’s parish grounds staff team, led by Ranger, Colin Burchett, who were awarded sixth place in the Keep Britain Tidy group’s national Love Parks contest. The award reflects the superb standard of care and attention the team gives to all the open spaces around the villages.

Students at Wyvern College have also achieved national success with their band reaching the finals of the Music for Youth national festival which will be held in Birmingham in July. Look out also for the Arts Festival, to be held again under a specially erected big top, from 8-12 July. This year’s event will kick off with a charity concert

featuring Anthony Adams, widely rated as Europe’s best Sinatra sound-a-like.

Healthy living Wyvern is again hosting a 10K event for runners of all ages and standards. The event, now in its fifth year, takes place on Sunday 10 July. Head teacher, Alan Newton, is keen to make this the biggest event yet and wants to see as many local residents as possible taking part. Chandler’s Ford & Hiltingbury Cuckoo Bushes Meadow The Chandler’s Ford and Hiltingbury Local Area Committee (LAC) have agreed funding work to improve Cuckoo Bushes Meadow. The money, from developers’ contributions, will go towards fence and path improvements

for improved access. Information boards about the ecology and biodiversity of the meadow will also be installed.

Don’t park on verges! The LAC is appealing to residents not to park on grass verges in the area – and to ask any contractors working at their

properties to respect the verges, especially during wet weather.

Hiltingbury Pavilion Improvement and extension proposal The Borough Council is working in partnership with the Parish Council to improve Hiltingbury pavilion. The project team is procuring a design team to carry out a feasibility study.

Changes to Community Grants Each year, many local community organisations benefit from funding from the LAC. To ensure that more groups have access to this scheme, criteria have been changed to allow smaller organisations - such as community groups, voluntary organisations, trusts, friendly societies and social enterprises

- to benefit, as long as their objectives are legally defined as charitable. Priority is given to organisations that seek to improve the quality of life for local people and reflect the council’s priorities of promoting health, prosperity, the environment and community involvement.

Japanese Knotweed Japanese Knotweed is an invasive plant that spreads rapidly in early summer. It can cause widespread damage and can be very difficult to contain and remove. It is the responsibility of residents to ensure that it is not allowed to creep from their garden onto land owned by others, including council-owned land. Eastleigh Cornwall Road play area (and update on Allbrook Hill) Look out for the second round of consultation on a new play area at the junction of Cornwall Road and Devon Drive in Velmore, which is on track for opening in Autumn 2016. Shortlisted designs for play equipment for the new site will be put to a public vote. It follows close on the heels of the replacement play area at

Allbrook Hill, launched in May this year.

Eastleigh Christmas Lights – new for 2016 It’s a bit early for Christmas but ELAC has already approved funding for a new set of Christmas lights for the town centre. Many other towns and cities are removing their Christmas lights but, in Eastleigh, the Committee has responded to local residents

who told us that the lights are a really important part of the festive period. Specialist companies have been asked to submit ideas and the best design will be selected later this summer. Come and see them at the all-day Eastleigh Christmas Light Switch-On event, which this year takes place on Saturday 19 November.

The Sidings public art railings The Sidings housing development, on the former Travis Perkins site on Twyford Road, is rapidly taking shape. The developers, Taylor Wimpey, have provided funding for public art and this will be used to provide artist-designed railings on the approach to the railway bridge. The railings will provide a much-needed lift to this section of road, one of the main gateways to the town centre. They will be unveiled later this year.

Swan Centre car park lighting The Eastleigh Local Area Committee has approved new lighting for the whole of the top deck of the Swan Centre’s car park after residents told us they needed improving. The low energy LED floodlights are designed to provide much better coverage and improve the feeling of safety. They are planned to be in place ready for Winter 2016.

Bursledon, Hamble-le-Rice & Hound Park-and-Stride to Bursledon Schools The Council has improved lighting, surfaces and the handrails along the steep path from Lowford to Long Lane in Bursledon. The improvements, delivered in partnership with Hampshire County Council and Living Streets have made it even more attractive to families using the park-and-stride facility at the Lowford Centre.

Coronation Parade A feasibility study into parking, traffic and infrastructure improvements at the Coronation Parade shops in Hamble has been carried out by the council. When proposals have been considered by councillors, there will be public consultation on what can be achieved within the available budget. Look out for notices in shop windows.

The View Community Café This new café in Queens View, Netley, has been open only a few months but it is already benefiting the community. A youth drop-in evening session is now running on the first Tuesday of each month, and help to quit smoking is available on Thursday afternoons. And if you just want a chat and a hot drink, you’ll find a warm welcome from the young people who run the cafe.

Park-and-Stride to Netley schools Improved facilities for parkand-stride to Netley Infants and Junior schools are planned by Eastleigh and Hampshire councils. A new crossing point on Grange Road will allow

families who need to drive to school to park at the Netley Grange pub and cross Grange Road more safely into the school via a new gate.

Council supports local groups Funding was agreed at the Bursledon, Hamble-le-Rice and Hound Local Area Committee at its March meeting, recognising the valuable work carried out by these small local organisations. Awards included: £1,200 for equipment for The View community café, £430 for Netley Abbey Runners, £500 towards the River Hamble Games (18 June), £500 for the Hamble Aglow! Lantern project - parade planned for December 2016, £500 each for Bursledon Lunch Club and Hamble Monday Club, £500 for Bursledon Scouts and Guides, and £500 for The Conservation Volunteers.

The Sorting Office, which is managed by ‘a space arts,’ in association with the Council’s Culture Unit, launched its new Associate Programme at their three year anniversary event in May. Tec Hub welcomes ten new ‘Digital Arts’ based businesses Ten new emerging and start-up businesses have joined the Tec Hub community in Wessex House as part of The Digital Arts Programme, Eastleigh (DAPE). The Tec Hub is Eastleigh’s new creative workspace that has been specially adapted to support start-ups and businesses working in the creative digital and technology industries. As part of the yearlong programme, the associates will have the opportunity to get their digital arts businesses off the ground from the specially designed drop-in workspace in Eastleigh’s town centre, whilst being supported by the Council’s Culture Unit. New leisure centre for Eastleigh is under way Work is under way on one of the biggest leisure developments in the south. The new Fleming Park Leisure Centre (FPLC) is being developed by the Council, next to the current centre on Passfield Avenue, which remains open throughout the construction and will not close until the new centre is available for use. In one of the last engagements of her Mayoral year, outgoing Mayor, Councillor Jane Welsh, helped get work under way as diggers and other earth moving equipment moved on-site. She was joined by Peter Leamore, Area Manager for centre operators, Places

for People, and Leisure and Project manager Gareth Drake of construction partners, Interserve. The £25 million facility underpins the council’s commitment to promoting a healthy borough. It provides

a quality design in keeping with the parkland environment and has high environmental standards. It will boast facilities that are larger than at present, but careful design means that it will occupy a similar footprint to the current centre with no net loss of green space. Old Civic Offices development gets go ahead The development of the civic offices site has been given the ‘go ahead’ following a recent meeting of Eastleigh Local Area Committee. The committee resolved to approve an outline planning application for the nature of the uses that the Council

considers appropriate for the site. It does not identify any specific businesses.

The potential uses include a car dealership, commercial offices and fast food outlets. This approval is subject to highways works along Leigh Road relating to the proposed food outlets on the site being agreed.

Local Plan progresses The Council is continuing work on the new Local Plan. This document will set out how the new homes, jobs, transport and community infrastructure should be delivered in the future. An Issues and Options consultation was carried out from December 2015 to February 2016. Council officers held a series of exhibitions to explain the consultation and answer questions. The exhibitions were well attended with over 1,500 people coming along.

The Council has received over 3,000 written responses from over 1,100 respondents which are currently being processed by officers. Following the consultation, the Council intends at a meeting of its Cabinet on 16 June to set out its initial response, to be taken forward over the summer before the Plan is developed.
