Kaye Hall named Woman of the Year Bangalow’s Kaye Hall has been named the Ballina Electorate’s Woman of the Year and nominated for the NSW Woman of the Year award. It is a bittersweet announcement for this tireless community worker who has been battling cancer for the last few years. Kaye described the award as a ‘great honour’ but added ‘we’ve had a laugh about the possibility of meeting the governor-general [in March at the State award ceremony]. If it was a bit later I might not get there,’ she said. Member for Ballina Don Page presented Kaye with her award on Friday night at the Bangalow Bowling Club. He described her as an obvious choice for the award due to her never-ending dedication to the Bangalow community. ‘Kaye is simply an inspiration. Her involvement with community organisations and events is second-

to-none despite events in her personal life. Kaye has devoted countless hours over the years to the Bangalow Chamber of Commerce, and several other Bangalow community based groups. Kaye is overwhelmingly deserving of being recognised for her efforts.’ Anything that happens in Bangalow it seems that Kaye is there somewhere. The Bangalow Christmas Eve Carnival, the Bangalow Billy Cart Derby, the Lions Club have all beneďŹ ted from her involvement. She is a former president of the Bangalow Cricket Club, and was one of the original group of Bangalow residents who worked hard to start up a community newspaper in the town, Bangalow Heartbeat. The state government has taken a further step to increase its say over local development by announcing plans to step in to determine development applications (DAs) if Councils are too slow. This week proposals will be introduced into the NSW Parliament to ‘deal with poorly performing and slowcoach councils and unfair local levies,’ said Planning Minister Frank Sartor last Thursday. ‘These new laws expand on currently available powers and allow more exibility to target problem areas. The Minister says he will remove the planning powers of councils which he declares to be under-performing in terms of time taken to reach critical decisions, without any deďŹ nition of the criteria he will adopt. ‘Communities across NSW should be extremely concerned. If their councils don’t give approvals in double quick time, the Minister will remove their planning powers and determine them himself in Farrer Place or Macquarie Street. The state government has already taken over approval for sensitive and signiďŹ cant developments on the coast of NSW, including Becton’s North Beach DA and last week announced they will be vetting all new rezoning proposals before they go to the community for consultation. Latest ďŹ gures show four out of ten councils take longer than 40 days on average to determine applications, with one council taking an average of 160 days. Byron Shire Council has reduced its average processing time, however, and it currently stands at 67 days. Council received 760 DAs last year. Mr Sartor’s ofďŹ ce said the proposed reforms will also allow him to amend, repeal or approve a council development contribution plan, amid concerns councils are drawing up unreasonable wish lists; and allow the Planning Minister to amend a development control plan or ask a council to do so.
