Parties first, farmers second.

That is the biggest difference in agricultural policy from 1976 and 2017, Barry Flinchbaugh, professor of agricultural economics, said during Tuesday’s Food for Thought Upson Lecture Series, titled “Ag Policy in the Trump Administration.”

Flinchbaugh, a leading agricultural economics expert, has contributed to the development of every farm bill since 1974.

“In 1976, politicians of both parties put farmers and ranchers first and parties and politics second,” Flinchbaugh said. “Today, across the country, it is party first and farmers second ... that is clearly what has happened. Not only in Washington, but in Topeka.”

And where there is economics, there is politics, Flinchbaugh said.

“That’s what makes ag policy so important,” he said.

“Economics bakes the cake, but we don’t eat very much cake without icing. And politics puts the icing on the cake.”

To predict what policy — or the cake — might look like under President Donald Trump’s administration is not easy, Flinchbaugh said.

“Maybe the best way to begin this is, ‘If I knew, I’d tell you,’” he said. “But that’s not going to stop me.”

The era, Flinchbaugh said, will be known in history books as “the era of uncertainty, or perhaps the age of Trump, or more accurately the age of Twitter.”

As someone who has studied agricultural policy for more than 50 years, Flinchbaugh said it has never been more difficult to predict policy than under Trump and the current Congress.

“Predictors like consistency, certainty, logic, stability, moderation — none of these words are in the lexicon of the president of the United States, nor of many leaders in Congress,” Flinchbaugh said.

Harry Truman from the 1948 election — the first presidential election Flinchbaugh can remember — “I don’t give anybody hell. I just tell the truth and they think it’s hell.”

The truth, Flinchbaugh said, is uncertainty is the only certainty in agricultural policy under the Trump administration.

And while there may be uncertainty, the current system can still be improved.

“I’m going to look at four big issues and I’m going to do what I’ve done now for 50 years: hand out grades,” Flinchbaugh said.

The current farm bill expires in 2018, and Flinchbaugh said it did the job it was designed to do.

“There won’t be any big changes in the new farm bill,” Flinchbaugh predicted.

The new farm bill will have a price-based program and a revenue-based program, allowing farmers to choose, Flinchbaugh said.

“Now, some farmers complain about that,” Flinchbaugh said. “Those gutless wonders back there in Washington cannot make a decision so they pass it on to us ... the more decisions we can make, and the less they make, the better off we’re likely to be, so don’t push them to decide between price and revenue.”

The conditions in which the new farm bill will be debated are just about right, Flinchbaugh said.

“I would much rather debate a farm bill when incomes are low in farm country than when they’re high,” Flinchbaugh said. “And that gets more and more true every cycle because there are so few of us left.”

Seventy percent of the agricultural industry’s workforce is in the country illegally and about half of the cows milked in the U.S. are milked by immigrants who came to the country illegally, Flinchbaugh said.

“And guess what?” Flinchbaugh asked. “You have to milk those cows every day. A seasonal workforce doesn’t work. That is so simple, I can even teach that to KU students.”

Net cash farm income has declined from $136 billion to $90 billion in three years and government payments to farmers have increased only from $9 billion to $10 billion.

“They’re not making up the difference as they’re designed to do,” Flinchbaugh said. “How would you describe the economy that President Trump inherited? The best words come from President (Ronald) Reagan: ‘Soso.’”

Congress is in charge of the farm bill, but Trump must sign it, so compromise is necessary, Flinchbaugh said.

For example, food and nutrition programs — which make up 80 percent of the U.S. Department of Agriculture’s budget — are included in the farm bill. Flinchbaugh said Congress must not separate the programs from the farm bill in order for the 2018 Farm Bill to pass.

Other issues requiring compromise include the Agriculture Department’s budget, Agriculture Risk Coverage and Price Loss Coverage and conservation programs.

“I am firmly convinced (Trump) is an old-fashioned protectionist,” Flinchbaugh said.

find homes outside of the U.S. “If (Trump) walked in here tonight, I would tell him, ‘Which 25 percent of America’s farmers are you going to put out of business with your trade policy that won’t work?’” Flinchbaugh said.

The North American Free Trade Agreement, which has benefited the U.S., Canada and Mexico, has created a net gain of jobs and Trump does not understand what he is doing by alienating both American farmers and other countries, Flinchbaugh said.

“The president’s numbers are fake news,” Flinchbaugh said. “At least he’s not figuring it correctly ... (jobs) are clearly a net gain.”

As for the Trans-Pacific Partnership, Flinchbaugh said Trump of all people should know how to deal with bullies.

“You create a bigger bully called TPP,” Flinchbaugh said.

Trump pulled the U.S. out of Trans-Pacific Partnership negotiations, which could have opened the world’s largest-growing market for beef, China, to American ranchers.

“You don’t do bilateral agreements in the pacific region, you need another bully: TPP,” Flinchbaugh said.

The Waters of the United States rule in the Clean Water Act will greatly expand the Environmental Protection Agency’s authority to regulate water, which is a state versus federal issue, Flinchbaugh said.

“We all know that each watershed is unique,” he said.

“And therefore the plans to make the decision (should be) at ... the state level rather than the federal.”

Flinchbaugh said livestock producers have made leaps in the last 25 years through value-based marketing, but the rules and regulations under the Grain Inspection, Packers and Stockyards Administration will put that at risk.

“We’ll revert back to the one-size-fits-all buying principle that will hurt meat demands,”

Flinchbaugh said. “So that’s just two major regulations that are important to agriculture that the president has agreed to eliminate.”

LEARNING OUTSIDE THE CLASSROOM

Max Roby, junior in agribusiness, took Flinchbaugh’s agricultural policy class in fall 2016 and said he attended the lecture to hear him speak again.

“We heard about potential policy under both candidates in class,” Roby said. “Now that Trump has had time in the administration, I wanted to know what it would look like moving forward. And we are not drowning with the new administration, but there can definitely be improvements.”

Chance Hunley, senior in agricultural communications and journalism and president of Food for Thought, said the group invited Flinchbaugh to speak because of his expertise in agricultural policy.

“With the new administration, there can be a lot of uncertainty among the farm and the agricultural community,” Hunley said. “And we thought it was a great opportunity to spread the message to a college audience of people who haven’t hit the workforce yet. Even to experts, ag policy is going to look very uncertain, but we are in a very good position to establish longstanding beneficial ag policy for the next generation.”

Coach Snyder focuses on getting back to football SCOTT POPP

After several months of cold, snow and ice, spring has arrived.

And it’s never more apparent than at Bill Snyder Family Stadium and the Vanier Football Complex when the Kansas State football team has begun spring practices.

The Wildcats started practice about a week ago and will do so every Monday, Wednesday, Friday and Saturday leading up to the spring game on April 22.

Head coach Bill Snyder and select players spoke with the media on Tuesday for the first time this spring and for the first time since news of Snyder’s throat cancer diagnosis came to light.

Snyder said the diagnosis was not what he nor anybody wanted to hear, but that he is dealing with the treatments and recovery as well as you could expect.

“It is not something you want to hear, but by the same token, it is what it is,” Snyder said. “You have to deal with it. I am finished

with all the treatments. I am going through all the after-effects right now. I will get tested again in a few months. The hardest part is the after-effects that come along with it. That is what we are going through right now. Millions and millions of people have done it.”

Snyder said he was overwhelmed by the outpouring of support from the community and people all across the country.

“All the support has been a very humbling thing,” Snyder said. “I cannot tell you how many thousands of responses have come in. People are so gracious and so kind, all across the country, locally and within the university and the nation. People are very gracious.”

Despite the diagnosis and the after-effects, Snyder said he is back to working around the same numbers of hours he usually would. He did say the amount of time spent in his office has had to decrease and the type of work has had to vary.

“Earlier, when he was going through treatments, he obviously wasn’t around as much, he was getting treatment,” Delton said.

“But for the most part, when Coach comes and talks to us and is around, it’s still Coach, so from that point we haven’t seen much

of a difference.”

The focus of Tuesday’s conference was not all on Snyder’s diagnosis. The Wildcats have a large number of starters returning to the field after finishing last season at 9-4, including a Texas Bowl victory over Texas A&M in late December.

Sophomore running back Alex Barnes said he was more

than ready to go once the first spring practice arrived last Wednesday.

“Pretty eager that first practice, I got a little too antsy and hit a couple people I probably shouldn’t have, but that’s football,” Barnes said.

Snyder said he has generally liked what he has seen so far from the first couple of practices, even though the offseason was not quite up to his standards.

“I was very pleased with our first two practices,” Snyder said.

“They were very upbeat, they moved very rapidly and we practiced faster. Their spirit was good.

The third practice was a bit of a letdown. Yesterday (April 3) was kind of a mixed bag. We had a little bit of a scrimmage, which is usually always upbeat, but I think our guys are always into it.

“I was not very pleased with our out-of-season program,” Snyder continued. “It could have been much better than what it was. Just some of the responsibility aspect of it. So far they have gotten off to a decent start in

spring practice.”

NOTES

Snyder said senior quarterback Jesse Ertz will likely not participate in any spring practices after having surgery earlier in the offseason. Sophomore quarterbacks Alex Delton and Hunter Hall, as well as redshirt freshman quarterback Skylar Thompson, will receive the spring practice reps instead. Of the bunch, only Delton has seen regular season action.

Departures from last season have left open spots at linebacker, safety and right guard, among others. Snyder said senior linebackers Jayd Kirby and Trent Tanking, as well as junior linebacker Sam Sizelove, stand out so far for lead linebacker. Senior safety Sean Newlan is likely next in line at the safety position with sophomore safety Denzel Goolsby right behind him. On the offensive line, Snyder said sophomore offensive lineman Tyler Mitchell will move into the void left by right guard Terrale Johnson.

Valadez leads the way for men’s golf team at Old Waverly Invitational BRETT ENGLE

Freshman Levi Valadez led the way for the Kansas State men’s golf team, as he helped the Wildcats place ninth out of 16 teams at the Old Waverly Invitational in West Point, Mississippi.

Head coach Grant Robbins said he thought this meet would be a good test for his team.

“We are looking forward to competing this week at Old Waverly,” Robbins said to K-State Sports. “It is a fantastic course that fits our team pretty well.

It will be a great opportunity for us to gain some momentum as we get closer to the Big 12 Championship later this month.”

Valadez tied for 15th,

shooting a 2-under par for the two-day tournament. This was the first time Valadez has been in the scoring lineup this spring for Kansas State.

Another freshman, Jacob Eklund, had the second-highest

score for the Wildcats. Eklund shot a 1-over par, which tied him for 30th.

Sophomore Roland Massimino and senior Matt Green both shot a 2-over par, which tied them for 34th. Sophomore Jeremy Gandon struggled over the two days, shooting 6-over par, tying him for 68th.

As a team, the Wildcats shot 3-over par during the tournament.

Dawson Armstrong of Lipscomb University won the tournament shooting 7-under par.

South Florida won the team tournament, shooting 16-under par.

Up next for the Wildcats is the Hawkeye Invitational in Iowa City, Iowa, April 14-15.

That is the last tournament before the Big 12 Championship, which will take place at the Prairie Dunes Golf Course in Hutchinson, Kansas, April 24-26. After that, the Wildcats

will have close to three weeks off from competition before the

NCAA Regional Tournament May 15-17.

The Kansas State chapter of Spoon University, which started as just a thought last spring, has grown to be a larger branch that publishes about everything and anything related to food, said Taylor Egan, junior in hospitality management and marketing director for K-State’s chapter.

Egan said she was first inspired to create a K-State chapter of Spoon University in the spring of 2016 after she saw the national organization, which is based in New York City, featured on a list of the top 10 Instagram accounts to follow.

Spoon University headquarters reached out to K-State’s greek community, asking if anyone was interested in starting a chapter at K-State,

Egan said. As a former member of greek life, Egan said she eagerly replied to get the ball rolling on the chapter because she loves food.

Egan said founding the chapter was a challenge because it was not yet a common chapter at universities across the nation.

In order to make the chapter happen, she had to get 350 students to sign a petition and engage interest to see if the chapter would be successful.

The chapter started with Egan but quickly grew to four leaders. Since the beginning of last year, she said their team has increased to 17 members.

Growth has happened in other ways as well, such as promoting themselves on social media and asking teachers to tell their classes about them.

“We want everyone to know who we are,” she said. “It is one of our big goals (that) we

want everyone to know what Spoon University is.”

Because the chapter is still relatively new to campus, its main goal is to raise funds so they can do fun things for their members, Egan said.

CREATING A PLATFORM

Within the chapter, students take on various roles in producing online content, which includes writing, social media, marketing and photography.

OPINION: EPA head dead wrong about government’s Big Oil regulations KYLER JACKSON & CALEB SNIDER THE COLLEGIAN

In an interview with Chris Wallace of Fox News on Sunday, administrator of the Environmental Protection Agency Scott Pruitt said the government “should not pick winners and losers” in terms of energy production.

“We shouldn’t have this commitment by the U.S. government to say that fossil fuels are bad, renewables are good,” Pruitt said. “That’s what happened in the last several years.”

Are you kidding me? The government absolutely has the responsibility to deem something

bad if it is proven to harm the public’s health, and pollution from the oil and coal industries does just that.

Data compiled for the Global Burden of Disease project found that an estimated 5.5 million people die every year from air pollution, an obvious byproduct of the oil and coal industries.

But I guess fighting for your right to breathe clean air and have safe drinking water isn’t something the government should do, according to Pruitt, who has sued the EPA on 14 different occasions.

Also, according to Oil Change International, as of July 2014, the United States’ fossil fuel subsidies were an estimated

$37.5 billion annually, including $21 billion in production and exploration subsidies. That’s not picking a winner?

Of course, these comments

by Pruitt aren’t necessarily shocking or new, as disinformation has long been a tactic by Big Oil and their lobbyists.

For example, the Los Angeles Times reported in 2015 that a week before the Kyoto climate talks in 1997, Mobil Oil took out an advertisement in the New York Times and the Washington Post in which they drastically downplayed climate change.

“Let’s face it: The science of climate change is too uncertain to mandate a plan of action that could plunge economies into turmoil,” the ad said. “Scientists

cannot predict with certainty if temperatures will increase, by how much and where changes will occur.”

What Mobil Oil so kindly hid from the public was that a year prior to the talks, company engineers had expressed concerns about climate change and began designing and building a “collection of exploration and production facilities that made structural allowances for rising temperatures and sea levels.”

The same article goes on to report that in the early 1990s, the Global Climate Coalition — a coalition comprised of energy companies including Mobil, Exxon and Shell — was formed and for the next decade ran a massive public relations campaign

designed to misinform the public about the effects and reality of climate change.

The coalition even went so far as to distribute videos to the White House suggesting that “higher levels of carbon dioxide in the atmosphere were beneficial for crop production and could be the solution to world hunger.”

What has changed is a political hack and mouthpiece for Big Oil is now head of the EPA and in charge of (de)regulating the oil and coal industries.

And how do you explain to someone like Pruitt, or former CEO of Exxon Mobil and current Secretary of State Rex Tillerson or other oil executives, that putting profits ahead of people’s health is wrong?

It seems that the only thing these shareholders and CEOs care about is profit. How about explaining to them that their profit will be hurt when more people are struggling to breathe?

No one can have private air, Mr. Pruitt. The actions you take as head of the EPA will affect millions of Americans and yourself alike.

McBride described Spoon University as a mix between “Food Network” and BuzzFeed.

“We are a resource for college students about all things related to food,” McBride said.

“We do so through an online publication specific to K-State hosted on the national Spoon University website.”

McBride said her favorite thing about the chapter is ev-

eryone experiences food differently. She said food is important, and the chapter allows them to express their ideas and emotions.

If food is a passion, then joining Spoon University is easy, McBride said. Previous experience is not needed to join, giving students an opportunity to build that experience.

“It’s all about food, and college students getting to know Manhattan

and the area that they are in that is not home for maybe some people,” Egan said.

Egan said she is excited about the newest addition to Spoon University called Spoon Healthier, which includes topics such as eating dis-

orders, how to exercise while in college, mental illness and how to stay sane in college.

“It’s not just all about food now, it is more of the healthier, taking-care-of-yourself portion,” Egan said.

Lindsey said her brother’s daily routine was to leave for school, come home and almost immediately go to bed.

But Medina’s friends took notice. His sister said they began to ask him for help with producing beats and the music scene as a whole, eventually lifting him out of depression.

It’s not that Joey Medina grew up with a hard life, it’s that he grew up with a hard time.

In West Hall, a laptop sits by a microphone attached to a stand, clamped to the side of a desk. This is where Medina produces rap beats and lines under the moniker FiveSix. The atmosphere of a college dorm contrasts the harsh environments in which many well-known rappers grew up and found inspiration.

A freshman in computer science, Medina didn’t grow up in drug-littered streets like the Notorious B.I.G. He was not one of five children raised by a single mother like Ja Rule, was not subject to racism like Biggie Smalls and Tupac, nor did he reside in Detroit housing projects like Eminem.

Instead, Medina grew up in Wichita, went to a private high school and had an objectively easier path through life than those of his idols. Still, Medina faced his own struggles.

THE START

During high school, Medina grappled with maintaining a healthy relationship with his father. He endured what his sister Lindsey called a “toxic” relationship. And he felt insecure about his 5-foot-6-inch frame.

Medina said his interest in rap was not rooted so much in “gang affiliations” or “hard hiphop,” but rather in the music itself. “(It was) something about the music,” Medina said. “I was really immersed in it.”

He recalled childhood car rides home from school with his dad, listening to 2000s emcees and going home to watch MTV. At age 12, Medina watched “Notorious,” a 2009 film on Biggie Smalls that he said was the genesis of the multiyear musical fervor that followed. “(The movie) did something,” Medina said. “I don’t know. It got me really charged up and really wanting to make music.”

Still, Medina’s struggles persisted. Around the same time, Medina began to have an adverse relationship with his father, Bert.

They fought and argued.

“They would rather not talk than talk,” said Jenna Rossillon, Medina’s girlfriend. “He hated being at home because he would have to talk to his dad.”

The forgettable relationship led Medina to later record “Half A World,” a song about his tumultuous relationship with his father. The lyrics included, “Seems Photo Courtesy of Joey Medina

Joey Medina, freshman in computer science, is also known by the rap name FiveSix. loaded production software and cranked out beats he now calls “amateur.”

“They kind of got the job done for me,” Medina said with a smile. “I was really happy with what I was doing, regardless of the quality. I thought I was doing really well.”

Still a novice then, Medina continued to produce beats — while setting aside his passion for computers — and started to publish them on SoundCloud, an online audio-sharing platform.

His first, titled “Inspirational Hip-Hop Beat ‘Dream On,’” produced under the name DJ MoJoe, remains on YouTube.

“That was a weird time,” Medina said.

For a while, Medina’s habit was to put together instrumental pieces and set benchmarks for numbers of YouTube followers.

Eventually, his mind began to wander toward recording raps he had written but never recorded.

MEANINGFUL MUSIC

In the summer of 2015, before his senior year at Kapaun

Mt. Caramel Catholic High School, Medina revisited his previously-written lines, which he wasn’t proud of at the time.

He said he thought they were “trash.”

Determined to improve, Medina looked through YouTube for beats he would feel comfortable rapping. He said he liked the idea of telling a story with his music and making “life elements” spring to life in songs.

His first experience with the idea came in video form. Medina connected with a high school classmate, Rithwick Chary, who shot Medina’s first music video, a “I Hate You I Love You” remix.

The video portrays what Medina said was a “rollercoaster relationship” he was entrenched in during high school.

His sister Lindsey said she remembers Medina as sluggish at the time of the relationship.

“It was taking a toll on him to where he wasn’t taking the time to do things for himself,” Lindsey said. “His mental health spiraled out of control. He was really depressed. He wasn’t func-

crazy to me I was stressed out / I’ll take all the blame for it, took a bad route.”

Rossillon said that eventually Medina “sucked it up” and began attempting conversation, and the father-son relationship began to heal.

THE JOURNEY FORWARD

Medina’s life in general began to improve. With his struggles and relationships behind him, Medina conquered his height insecurity by taking the FiveSix moniker and shooting more videos with Chary.

Medina’s friends said he showed personal growth and increased confidence, productivity and expression.

The “new Joey Medina” now has more than 369,000 SoundCloud plays on his “I Hate You I Love You” remix, is in a healthy relationship with Rossillon and is about a month away

from releasing his extended play, “Smile.”

The five-song extended play will release on Spotify, Apple Music and SoundCloud, which consists of a striking and smile-like sound compared to his previous moody singles.

So what inspired the new sound?

“I was out one day, and I was like, ‘It’s all in your mind,’” Medina said. “You have to put the effort forward if you want to be feeling better, and you want to be making the best out of your life.”

Medina said his life remains far from ideal, but it has certainly taken positive strides. And with a new project on the way, set for a late April release, Medina said he continues to see things trend upward.

“I haven’t really had any of those party tracks,” he said. “It’s something to just let loose. It’s really exciting.”
