With about 37,000 students from about 130 nations, Johannes Gutenberg-Universität is one of the ten largest in Germany. The University offers courses in 147 subjects, with 127 Bachelor’s and 103 Master’s degree programmes. Some 4,150 academics, including 540 professors, teach and conduct research in JGU’s more than 150 departments, institutes, and clinics. JGU is the only German university of its size with almost all its facilities located on a single campus near the city centre.
Today, the Department is a vigorous entity, home to around 40 faculty members, all dedicated to teaching and to research. Currently enrolled at the Department are 1,958 undergraduates and graduate students, along with several dozen junior researchers working towards a PhD in Political Science, as well as numerous Erasmus students from all around Europe and beyond.

The Department of Political Science at JGU looks back on a history of five decades of politics as an academic discipline in Mainz.
In the early 1960s, long before the social sciences became a recognised academic division in German universities, two chairs for the ‘Science of Politics’ were already established in Mainz – one in the Faculty of Philosophy, the other in the Faculty of Law. A decade later, these chairs were integrated into what became the Department of Political Science.

Welcome from Simona Piattoni Chair, ECPR Executive Committee confluence of the rivers Rhine and Main, and the Roman general Drusus, Celts, Alemans, Franks and Huns − not to mention Napoléon Bonaparte! − all recognised its strategic value. Twice capital of an autonomous state, with an exceptionally early record of popular representation and two autonomous republican interludes, Mainz and its surrounding area have always been at the crossroads of history. Mainz boasted the largest Roman theatre north of the Alps and a famous Roman bridge over the Rhine. But the city's greatest claim to fame is, of course, as the birthplace of the printing press.
It is my pleasure to welcome you to the ECPR’s Joint Sessions of Workshops. The Joint Sessions are our oldest and most distinguished event, allowing hundreds of scholars to meet in closed workshops over the course of six days. The format and tempo of the Sessions − and the fact that our social programme allows participants to enjoy their host city and get to know one another − may strike some as oldfashioned, but we believe these activities offer a unique opportunity for in-depth discussions, and the consolidation of scholarly relationships, that larger conferences rarely provide. This year, the 41st Joint Sessions take place in Mainz, the ancient Mogontiacum. Named after Mogons, a Gallic God of great might, it is probably no coincidence that Mainz has an illustrious military history. Since Roman times, it has been a crucial military outpost at the

As ECPR Press publishers, authors and readers, we all owe a debt of gratitude to Johannes Gutenberg. Encouraging the training, research, and crossnational co-operation of political scientists
About us
Standing Groups
Established in 1970, the European Consortium for Political Research is an independent, scholarly association that supports and encourages the training, research and crossnational co-operation of political scientists through Europe and the rest of the world.
The ECPR formalises its aim to create networking opportunities through its Standing Groups. These are groups of researchers, in many cases formed at ECPR events.
Events To fulfil its remit, the ECPR organises a number of events each year: the Joint Sessions of Workshops, Summer and Winter Schools in Methods and Techniques, Research Sessions, and the General Conference, which from 2014, will become an annual event. A Graduate Student Conference is also held biennially; the next is 3 – 5 July 2014 in Innsbruck, Austria.
Publishing Complementing these events, and in some cases publishing research presented at them, is the ECPR’s extensive publishing portfolio. The ECPR has its own publishing imprint, ECPR Press, and it publishes three leading journals: European Journal of Political Research, European Political Science Review, and its professional journal European Political Science. The ECPR also publishes two high-profile book series, Comparative Politics and Research Methods, with academic publishers.
Some are small, producing only a mailing list or website; some are large, organising their own summer school or publishing their own journal. The ECPR has more than 40 Standing Groups, covering all sub-fields of the discipline. All are eligible for grants to help with organisation and the running of summer schools.
Prizes Each year, the ECPR marks the achievements of its membership by awarding a number of prizes. These cover the spectrum of a scholar’s career, from the Jean Blondel PhD Prize, for example, to the Lifetime Achievement Award.
Membership The ECPR’s membership is institutional and currently comprises some 400 universities concerned with the teaching and research of political science. However, while membership is paid by the university, it is the individuals within it who receive the benefit; from Masters and PhD students, through to the most senior professor; and from all related disciplines, not just political science.
ECPR members receive print copies of all three journals and individuals enjoy significant discounts on all book series.

Joint Sessions of Workshops 41 years of bringing the profession together
With its unique format, and now in its 41st year, the Joint Sessions of Workshops are recognised as a highlight of the international political science calendar. Taking place each spring, the Workshops are central to the ECPR calendar of events, and more in demand than ever. The main aim of the Workshops is the participation and equality of endeavour between advanced students, younger and newer members of the profession and well established professors. To achieve this, the size of each Workshop is strictly limited. Each participant is expected to be carrying out research in the field of the Workshop, so that he or she can present a paper or research document for discussion, as well as take part in the discussion of the other papers presented. Participants may attend only one Workshop and should stay for the duration of the Joint Sessions. The ECPR hopes that some of these Workshops will lead to publications and the creation of permanent Standing Groups, as well as to continuing collaboration between members. The success of the Joint Sessions is not just measured in terms of numbers of participants but by the networks created and books published as a result. 2013 events 2nd Winter School in Methods and Techniques 17 – 22 February University of Vienna, Austria The ECPR Winter School in Methods and Techniques features introductory and more advanced courses in a one-week format. Intermediate courses will continue to be held at the Summer School in Ljubljana (see below). Scholarships are available for ECPR members.
41st Joint Sessions of Workshops 11 – 16 March Johannes Gutenberg-Universität, Mainz The Joint Sessions have taken place annually since 1973 (see left). Workshops differ from a panel-based conference in that participants meet with the same group (15 – 20 people) for the duration – normally around five days – for substantive discussion and creation of new research groups and publications. With a social programme running alongside the Workshops, and some 600 participants each year, the Sessions provide unrivalled chances for networking and collaboration. This event is a key benefit of membership: only full members can propose to direct a Workshop, while associate members can co-direct with a full member. There is no conference fee for ECPR members and funding is available for travel and accommodation.
Research Sessions 9 – 12 July, University of Essex The Research Sessions follow the format of the Joint Sessions of Workshops but are much smaller, with only around six groups meeting. Their purpose is to support groups (which must primarily be ECPR members, with priority given
to Standing Groups) who are either at the early stages of a research project, or who are working on a book proposal.
8th Summer School in Methods and Techniques 25 July – 10 August University of Ljubljana The ECPR Summer School in Methods and Techniques provides high quality, up-to-date training in a broad range of specially selected methods across the spectrum of approaches employed in the social sciences. Scholarships and Travel & Accommodation Grants are available for ECPR members.
ECPR General Conference 4 – 7 September Sciences Po, Bordeaux The ECPR’s first General Conference took place in Canterbury, UK, in 2001. Since then, General Conferences have been held every other year in a range of European cities. The academic programme takes the standard conference format of Sections, of between three and eight Panels. Sections are organised around a common theme and major research questions. Presenting a Paper in one of these Panels allows participants to present research to peers with common research interests and to benefit from the resulting discussion and debate. In addition to Sections and Panels, there are round tables, symposia, a plenary lecture and an interesting social programme. The General Conference brings together scholars from across all regional and national borders and all sub-disciplines of political science, providing a forum for rich discussion and the furtherment of research. │7

The ECPR’s Executive Committee The Executive Committee (EC) is the ECPR’s Board of 12 Trustees, elected by the Council every three years. Each member of the EC is elected for a six-year term, unless they are co-opted, in which case they must stand at the next election in order to continue for a further three-year term. The terms of EC members are staggered by three years, meaning that six new members are elected every three years. The members of the EC are drawn from the full members of the ECPR. The Chair is elected by the EC every three years at the first meeting following election. To facilitate continuity and in recognition of the need to have a Chair experienced in ECPR business, the outgoing EC, in the preceding autumn, elects a Chair Designate from those members who have another three years to
serve. This person becomes the recommended Chair to the new EC. The process ensures that the ECPR is led by someone who already has three years’ experience of working on the Executive Committee, and for the ECPR. The Executive Committee is responsible for the day-to-day running of the Consortium as well as the formulation of long-term strategic development plans and activities. To make this task more manageable, each EC member is given a portfolio for each three-year term. Most portfolios have a sub-committee chaired by the relevant member of the EC, on which sits at least one other EC member and a counterpart from Central Services. The Executive Committee meets at least twice a year, at the Joint Sessions of Workshops in spring and the General Conference in the autumn.

2012 Prize winners The Jean Blondel PhD Prize This year, the Blondel Prize is, for the first time, awarded jointly to Didier Caluwaerts (Vrije Universiteit Brussels) for his PhD Confrontation and Communication: Experiments on Deliberative Democracy in Linguistically Divided Belgium, and to Julian Wucherpfennig (Eidgenössische Technische Hochschule Zürich) for a PhD entitled Fighting for Change: Onset, Duration, and Recurrence of Ethnic Conflict. The jury consisted of Robert Elgie, Piero Ignazi and Hanspeter Kriesi; Peter Kennealy, as the representative of ECPR Press, acted as chairman. They wish to recognise the multiple qualities of both dissertations. Dr Caluwaerts’ dissertation asks whether exercises in deliberative democracy in deeply divided societies reduce political conflict. Specifically, it examines whether different institutional rules affect the quality of deliberative democracy. Based on a highly innovative experimental research design, whereby small groups of people

from the different linguistic communities in Belgium were brought together to debate contentious political issues, Dr Caluwaerts finds that the quality of deliberative democracy was as high in discussions held between linguistically divided groups as in those between homogeneous groups. He also finds that group decision-making rules were good predictors of deliberative quality in linguistically homogeneous groups, but were less so in divided groups. The jury was particularly impressed with the very careful research design and the clarity of the writing style, which makes the thesis accessible to both a professional and a wider audience. Dr Wucherpfennig’s dissertation examines the role of ethnicity in the onset, duration and recurrence of civil wars. It proposes a theoretically grounded grievance-based model in which the systematic denial of

state benefits on the basis of ethnicity creates a collective demand for political change that can lead to conflict. It then submits this model to rigorous empirical testing and finds support for it. The jury was impressed by the way Dr Wucherpfennig identified the potential impact of his findings. In contrast to much existing scholarship, which assumes that grievances are constant and ethnic conflict is inevitable, Dr Wucherpfennig’s work suggests that if grievances can be accommodated, conflict can be avoided.

All shortlisted theses make a significant contribution to their own field. 2012 saw another record-breaking number of nominations for the Blondel Prize, the quality of which was extremely high. Shortlisting and selecting one winner proved impossible, hence our first jointly awarded prize.

position in the European Parliament tends to be highly cohesive and avoids divisive aspects of the legislative agenda.
The Wildenmann Prize is awarded annually to the best original Workshop paper presented at the previous Joint Sessions. Candidates should be academics under 35 years of age, within five years of receiving their PhD. At last year's Joint Sessions in Antwerp there were nine candidates, and the 2013 prize has been awarded to Jack Blumenau, University of Oxford, for his paper 'Agenda Control and Party Cohesion in the European Parliament' presented at the Workshop on Minority Rights and Majority Rule in European Legislatures. The paper considers in a deep and exhaustive way every aspect of the topic. Blumenau adapts to the study of the European Parliament the Cartel Agenda Model of Cox and McCubbins, which emphasises the importance of negative agenda-setting powers to majority parties as a method of party member control. By means of the Median Party Agenda Model, Blumenau concludes that the party that takes the median

The Hans Daalder Prize The winners of the 2012 Prize were Katrin Schermann and Laurenz Ennser-Jedenastik, for their paper ‘Linking Election Pledges to Policy Outcome – The Austrian Case’. The judging committee felt the paper was well constructed and laudably well focused. They also judged its methodology well elaborated and easy to replicate. Though the judges agreed that the paper could be improved in terms of theory, they felt that Schermann and Ennser-Jedenastik outlined relevant hypotheses well, and tried to test them empirically. Within the limits of their approach, the authors succeed in showing that in certain institutional conditions, the likelihood of pledge fulfilment increases.
Katrin Schermann works at the Department of Government at the University of Vienna. She is a researcher in the Austrian National Election Study (AUTNES) team. In 2010, she also joined the project Political Economy of Reforms (SFB 884) at the University of Mannheim. She is currently writing her PhD thesis on party pledge fulfilment in Austria. Her research interests include coalition politics, party competition, and the political process of reform‑making. Laurenz Ennser-Jedenastik is also a researcher for AUTNES at the University of Vienna's Department of Government. His research focuses on parties, party competition, coalition politics, political appointments, and patronage. Laurenz’s publications include articles in Governance, West European Politics, Party Politics, Political Studies, The Journal of Legislative Studies, and Local Government Studies.

The Stein Rokkan Lecture Univ-Prof Dr Jürgen Falter 'Political Cleavages in the Weimar Republic and the Rise of National Socialism' Abstract (a) I will try to reconstruct from aggregate data the social foundations of Weimar voting behaviour, with a special emphasis on the rise of National Socialism at the polls; (b) I will attempt to shed light on voting patterns, looking at variation within and across cleavage groups using a special brand of ecological regression analysis, again with particular emphasis on voter fluctuations towards and from the NSDAP; (c) using individual membership data from the NSDAP master file, I will take a closer look at where the NSDAP party members came from, ie I will examine the hypothesis that the NSDAP recruitment of new party members was particularly succesful in non-catholic and non‑working-class surroundings.
The results of these closely intertwined socialhistorical analyses may be interpreted as both an application and a re-examination of Stein Rokkan's concept of cleavage structures. Jürgen Falter is Senior Research Professor in the Department of Political Science at JGU, Mainz. He is also Co-Director of JGU's Center for Advanced Studies and was council member for the Deutsche Vereinigung für Politische Wissenschaft and a member of the advisory board for Zeitschrift für Soziologie. Dr Falter’s publications include the books The Behavioralism Controversy in American Political Science, 1945–1975 and Hitlers Wähler. Published articles include ‘The Two Hindenburg Elections of 1925 and 1932: A Total Reversal of Voter Coalitions’ and ‘Economic Debts and Political Gains: Electoral Support for the NSDAP in Agrarian and Commercial Sectors, 1928–1933’. Jürgen Falter has taught at Harvard, Johns Hopkins University (Italy), Freie Universität Berlin, University of Minnesota (Minneapolis) and, since 1993, at the University of Mainz.

Cash The local currency is (still) the Euro. While hotels normally accept credit cards, many shops, bars and restaurants insist on cash or debit cards. There are two cash machines on campus (marked on the interactive map with Euro symbols): one near the main gate; the other close to the canteen building, and many more in town. Cash machines usually accept Maestro, Master, and Visa (credit/debit) cards. Your bank might charge a fee to use them but you should be notified of this during the process.

About the city of Mainz History Mainz/Mayence was founded by the Romans 2,000 years ago. The Romans, Franks, French, Prussians and many other peoples all left their mark on the city. Although Mainz has been destroyed and rebuilt many times over the centuries, many historical buildings remain. Mainz is the seat of the state government and parliament of Rhineland-Palatinate, a popular conference venue and one of the world’s nine Great Wine Capitals. It is also home to several publishers and radio stations, and to Zweite Deutsche Fernsehen (ZDF), one of the largest public television broadcasters in Europe. In 2011, it was named German City of Science. Mainz’s university, polytechnics, academies, research institutes and art schools boast more than 40,000 students, who make for a young and lively city. Together with its close neighbour (and perpetual rival) Wiesbaden, Mainz is a conurbation of just under half a million people that forms part of Frankfurt Rhine-Main, Germany’s second largest metropolitan region.

New Synagogue of Mainz Opened in 2010, the Synagogue is not only a new chapter in the Jewish history of Mainz (Magenza in Hebrew), it is also a building with an astonishing architecture. Designed by architect Manuel Herz, its silhouette is unique among German synagogues but also reached significant international attention. The tour will be guided by Alfred Wittstock, head of the Israel Study Unit, Department of Political Science at JGU. Thursday 14 March 16:00–17:30, free of charge. ECPR Standing Group on Political Parties 23rd PhD Summer School 7 – 22 September 2013 Leuphana Universität-Lüneburg This year's theme is Political Parties and Democracy Teaching staff include Liz Carter, Zsolt Enyedi, Richard S. Katz, Hans Keman, Wofgang C. Müller, Thomas Poguntke, Andrea Römmele, Ingrid van Biezen Co‑Directors Ferdinand Müller-Rommel, Kurt Richard Luther First held in 1991, this annual Summer School brings together an international team of academics to teach 20 – 25 junior researchers. Its main aims include:
• giving junior researchers access to a wider range of academic approaches
and expertise;
• stimulating closer academic co-operation between students by providing
a multinational forum in which to discuss their research with students and teachers;
• encouraging junior researchers to produce high-level research with strong potential for future publication.
The fee for the Summer School is 750€. This covers tuition, accommodation and receptions in Lüneburg, as well as access to library and computing facilities. The German Academic Exchange Service (DAAD) has kindly agreed to provide 20 grants for researchers from outside Germany. These will cover return travel from participants’ home country to Lüneburg; a three-day excursion to Berlin; travel to and accommodation in Berlin for that visit, as well as a guided tour of Hamburg.
