Welcome to the Graduate Student Conference It is my distinguished pleasure to welcome you to the 5th ECPR Graduate Student Conference, a conference which achieved a record number of Paper proposals! I am particularly pleased also because it takes place at the University of Innsbruck, with which I have strong personal and institutional links. While the impressive natural location will be apparent to you all, I am sure you will also take pleasure in the rich academic programme and the functional infrastructure. This year’s conference format has been designed to meet students’ need to discuss the most pressing political and social issues of our time in an academically stimulating manner. The Call for Sections was open to suggestions aimed at making the conference programme more in tune with current developments in political

ABOUT THE ECPR

The European Consortium for Political Research An independent scholarly association that supports the training, research and cross-national co‑operation of political scientists Events Each year, the ECPR organises the Joint Sessions of Workshops, Summer and Winter Schools in Methods and Techniques, the Research Sessions, and the General Conference. A Graduate Student Conference is held biennially; the next is July 2016 in Tartu, Estonia.

Publishing Complementing these events, and in some cases publishing research presented at them, is the ECPR’s extensive publishing portfolio. It has its own publishing imprint, ECPR Press, and co-publishes three leading journals: European Political Science, European Journal of Political Research, and European Political Science Review.

It also publishes two high-profile book series, Comparative Politics and Research Methods, in association with academic publishers.

Standing Groups & Research Networks These are groups of researchers, in many cases formed at ECPR events, with a shared scholarly interest. Some are small, maintaining only a website and mailing list; some organise major conferences and summer schools, and produce their own publications. There are currently more than 40 Standing Groups, covering many subfields of the discipline. All are eligible to apply for grants to help with the organisation of the Group, and with the running of summer schools.

Prizes Each year, the ECPR marks its members’ achievements by awarding a number of prizes. These prizes cover the spectrum of a scholar’s career, from the Jean Blondel PhD Prize to the Lifetime Achievement Award.

Membership ECPR membership is institutional and currently comprises more than 340 universities concerned with the teaching and research of political science. While membership is paid by the university, it is the individuals within it who receive the benefit; from Master’s and PhD students, through to the most senior professor.

2014/15 calendar of events 4th Research Sessions

8th General Conference

The Research Sessions follow the format of the Joint Sessions but are much smaller, with fewer than 100 participants. Their purpose is to support groups (primarily ECPR members, with priority given to Standing Groups) who are at the early stages of a research project, or working on a book proposal.

The ECPR’s General Conference brings together scholars from across all regional and national borders, and all sub-disciplines of political science.

9th Summer School in Methods and Techniques

The Conference also offers roundtables, a plenary lecture and an interesting social programme.

8 – 11 July 2014 University of Essex

24 July – 9 August 2014 University of Ljubljana The Summer School offers highquality training in a broad range of selected methods across all approaches in the social sciences. By combining the Summer and Winter Schools, students and junior researchers can follow, over a twoyear period, training at introductory, intermediate and advanced levels. The School covers quantitative and qualitative designs as well as positivist and interpretative perspectives.

3 – 6 September 2014 University of Glasgow

The academic programme takes the standard conference format of Sections of between three and eight Panels, organised around a common theme.

4th Winter School in Methods and Techniques 13 – 20 February 2015 University of Bamberg The ECPR’s Winter School offers up-to-date methods training across the whole range of methodologies, and across different paradigms and approaches. Introductory and advanced courses take a one-week format. Intermediate courses are held at the Summer School (see left).

43rd Joint Sessions of Workshops

29 March – 2 April 2015 University of Warsaw Participants meet with the same group of 15 – 20 people for the duration of this annual event, for substantive discussion and creation of new research groups and publications. Attended by around 600 participants, the Sessions are a key benefit of membership: only those from Full-Member institutions can propose to direct a Workshop, while Associate Members can co‑direct with a Full Member.

9th General Conference 26 – 29 August 2015, University of Montreal

The ECPR’s first-ever event outside Europe! Call for Section proposals goes live on 15 September 2014 – check www.ecpr.eu for details. The ECPR offers funding for all its events – see the Funding section of www.ecpr.eu under the Membership tab.

ABOUT THE ECPR

ECPR Governance

T

he ECPR’s Executive Committee (EC) is a Board of twelve Trustees, elected by the Council of Official Representatives every three years. Drawn from ECPR Full-Member institutions, EC members are elected for a three-year term unless co-opted, in which case they must stand at the next election in order to continue for a further three years. Terms are staggered so that six members are elected every three years. The Executive Committee is responsible for the day-to-day running of the Consortium as well as its long-term strategic development. To make this task more manageable, each member is given a portfolio for their threeyear term, most of which have a sub-committee on which sits at least one other EC member and a Central Services counterpart. The Executive Committee meets at least twice a year, at the Joint Sessions of Workshops in spring, and at the General Conference in early autumn.

ECPR Chair The Chair is elected by the EC every three years, at the first meeting following election. In recognition of the need to have a Chair experienced in ECPR business, in the preceding autumn the outgoing EC, elects a Chair Designate from those members who have another three years to serve. This person becomes the recommended Chair to the new EC, and ensures that the ECPR is led by someone experienced in working on the EC.

ECPR Director In September 2013, Martin Bull of the University of Salford was appointed as the ECPR’s first Director. Professor Bull manages Central Services staff, directs ECPR operations, and advises and assists the EC with the organisation’s strategic direction. Professor Bull has considerable experience in ECPR matters, having served as its Academic Director, 2006–2013, and on its Executive Committee 2003–2006.

H

ans Daalder is one of the ECPR’s founders, and this prize in his honour awards €1,000 for the most outstanding Paper presented at the Graduate Student Conference.

Call for nominations The ECPR would like you to nominate a Paper from this conference that you feel is original and academically excellent. Please email Louise Soper on lhawk@essex.ac.uk with the Paper title and the presenter/author’s name. To be eligible for consideration, a Paper must receive at least two nominations (NB: you may not nominate your own work). Nominations will only be accepted

for Papers uploaded to MyECPR, by participants from Full-Member institutions. The deadline for nominations is 1 September 2014. The winner will be announced in December 2014 and the Prize presented at the next Joint Sessions of Workshops in Warsaw, spring 2015.

Plenary lecture Seeing Like a Political Scientist

T

his lecture, given by the University of Innsbruck’s Alan Scott, examines some of the dilemmas that face social scientists in general, and political scientists in particular. The division of labour between the social sciences is relatively new and not set in stone. It is challenged by changes in the governance of higher education and science, and by developments in social sciences themselves. With respect to the former, there is growing demand from governments, external stakeholders and end users for demonstrable ‘impact’. Here, the self-reproducing nature of disciplines and the internal organisation of universities are often seen as barriers to rather than facilitators of innovation.

With respect to internal (academic) developments, the inherited division of labour within the social sciences is being challenged by the growing influence of, for example, neoinstitutionalism, which cuts across economics, political science and sociology. Swimming against these currents is the fact that the social sciences are becoming increasingly specialised and professionalised. These developments create a tension and dilemma: how can

For example, in a recent survey of Whitehall (UK government) civil servants in which they were asked which academic disciplines they found most useful, public policy came out on top. Yet public policy is not a discipline as traditionally understood, but rather an interdisciplinary area of study weakly institutionalised within universities.

Is a new constellation emerging or are the social sciences set to return to an older, pre-disciplinary state; something like the German tradition of Staatslehre? These are questions facing not just the disciplines themselves, but also those entering them who will carry them on through the next phase.

The Goldenes Dachl The Golden Roof (right), built in 1420 as the residence of the Tyrolean sovereigns, is Innsbruck’s best known and most visible landmark. A late-gothic alcove balcony in the Old Town, it is covered with 2,657 fire-gilded copper tiles. To mark the beginning of the era led by Niklar Türing the Elder on behalf of the German king and future emperor Maximilian I, the magnificent bay window was added between 1497/98 and 1500. www.goldenes-dachl.at

The Bergisel Ski Jump Arena Home of the Four Hills Tournament, this elegant building, designed by Iraqi-British architect Zaha Hadid, offers breathtaking views from its restaurant. www.bergisel.info/en

The Tyrol-Panorama In 2011, the Bergisel gained another architectural attraction: the TyrolPanorama, a modern addition to the Tiroler Landesmuseen. The museum takes visitors on an exciting journey through Tyrolean history, leading up to the battle between Napoleonic

troops and Tyrolean rebels in 1809, which took place on the exact spot the Tyrol-Panaroma is located today. The museum’s centrepiece, a 1,000-square metre 360º panoramic painting, retraces these dramatic events. The artwork, created in 1896, also documents many elements that make up the myth of Tyrol. Connected to the Tyrol-Panorama by an underground passage, the Kaiserjägermuseum documents Tyrolean military history, linking the museum’s historical collection to the dramatic events at Bergisel. www.tiroler-landesmuseen.at
