Assistant to the City Manager City governments in California receive sales tax revenue at the rate of 1% of the sales completed within their boundaries plus a share of the sales in the State and unincorporated County areas. As a result, a city’s sales tax revenues reflect the strength of that community’s consumer and business-to-business retail sales. The City of Moreno Valley contracts with consultants Hinderliter de Llamas & Associates (“HdL”) for sales tax revenue management services. HdL has compiled the annual sales data for Fiscal Year 13/14 (“FY” generated April 2013 through March 2014). The data draws a picture of the continued growth experienced by many Moreno Valley businesses. It also provides insight about areas of continuing opportunity where Moreno Valley has not kept pace with regional and state growth. OVERALL SALES GROWTH:

Of positive note, Moreno Valley’s sales growth continued

for the 4th consecutive year. FY 13/14 produced overall sales growth of 6.1% compared with FY 12/13. Even better news, the analysis finally indicates full sales tax revenue recovery from the economic downturn that hit bottom in FY 09/10. Previously, FY 06/07 had been Moreno Valley’s single best year of sales performance at just under $1.35 billion. FY 13/14 ended with sales tax data reflecting retail sales exceeding $1.37 billion.

Moreno Valley is a medium-sized city in California, and is somewhat affluent with a median income of $51,934 per household. It’s much older than the rest of the state, with a median age of 28. The three zip codes with the largest populations are 92553, 92557, and 92555. Keep in mind, most people in Moreno Valley own their homes, with a 60.1% ownership ratio.

The median value of homes in Moreno Valley is $148,600, making it one of the lower priced areas in California. At the same time, the average list price of available homes is presently $246,647. 92555, 92557, and 92551 have the least expensive homes in the city. A Pioneering California Net-Zero City? By Les Hamasaki Moreno Valley is quickly becoming a bright green municipal-utility city by implementing a systematic Net Zero Energy Plan based on large-scale solar generation along with high-tech energy management, efficiency, and storage. This initiative is a key part of the city’s earthquake preparedness plan for the inevitable future occasion when the lights go out following a major seismic event. California is leading the way for the distributed power generation of the future with the passage of AB 2514 by CPUC Energy Storage Procurement Framework & Design Program that calls for the development of an enormous 1.325 gigawatts of in-state battery storage of electricity by 2020 -- a stored reserve of electric power for businesses, city facilities, and public institutions. The state program contains the building blocks for a heat-, drought-, and disaster-resilient solar and wind power-integrated power grid. The California Energy Commission (CEC) has announced $26.5 million in grants for the micro-grid projects and the associated energy storage and on-site energy management programs. Under the distributed generation and micro-grid mandate, the city, homeowners, and businesses can in effect now own their own electric company rather than rent their electricity from Edison. The energy savings would be enormous and have a valuable economic multiplier impact on the local economy, recycling millions of dollars into local Moreno Valley businesses thanks to avoided energy costs. The City of Moreno Valley is leading by example and takeing control of its energy costs -- the second-highest line item expense for the city and many municipalities after salaries. Moreno Valley Electric Utility Division Manager Jeannette Olko provided information about City electric utility programs they already actively provide or that are under consideration. For example: 1. SOLAR REBATES: The City’s solar rebate program is very robust. The rebate is currently $1.75 per watt for our residential customers. To date, more than 100 residential and commercial customers have taken advantage of the program and the City has provided over $1 million in rebates since 2008. 2. THERMAL ENERGY STORAGE: The City has a very active thermal energy storage program, known as the Ice Bear program. You can find the City’s press

release about the program on our website at: http://www.moreno-valley.ca.us/community/news/news_14/031814ice-energy. html. So far, ten Ice Bear units have been installed at the Stoneridge Shopping Center, with another 4 planned for installation at the City’s Animal Shelter. 3. CHARGING STATION / SOLAR CARPORT: The City is considering a demonstration project that would combine an electric vehicle charging station with a solar carport and battery storage. Here in Moreno Valley, homeowners are taking advantage of the HERO Program (Homeowner Energy Renovation Opportunity), an energy efficiency and solar power program that offers easy financing requirements. These homeowners should strongly consider energy storage as an additional part of the solar systems they have installed under the HERO Program. To date, according to Billie Rafferty, Marketing Manager of the HERO Program, over $17 million of solar energy and energy efficiency retrofits have been funded and installed with another $51.4 million approved for Moreno Valley homeowners. The energy savings are headed for the millions of dollars, most of it to flow back into the local economy. Not only do Moreno Valley homeowners benefit with lower energy costs, Moreno Valley businesses benefit with monies spent in the city. The financing program is easy to qualify for, and is attractive requiring no money down and offering five, 15, or 20 years to pay off, on the homeowner’s property tax bill. Another benefit to the homeowner is a federal solar tax credit of 30 percent on the cost of the system. Over $614.4 million has been funded in the Western Riverside Council of Governments (WRCOG) region that includes the 28 cities participating in this energy efficiency and solar program. To date over 25,000 customers’ applications have been approved and funded. This innovative program has created jobs and added to the recent economic revitalization of western Riverside County. Although the HERO program thus far has been successful for homeowners, businesses mostly have not taken advantage of the program. The city should develop a Solar Electric Vehicle Charging Carport

and Parking Lot Lighting & Surveillance” micro-grid project proposal and apply for a CEC Micro-Grid Storage Initiative grant as part of the Moreno Valley Earthquake Preparedness Plan. A single right-sized solar-photovoltaic system on a city parking lot could charge parked electric vehicles (EVs) by day as well as power nighttime illumination and 24/7 surveillance technology. This demonstration model could be replicated throughout the city to light up parking lots and provide charging for electric vehicles. Both businesses and homeowners should also consider lowering their summertime cooling loads and air conditioning costs by installing heat-repelling “white roofs,” a rapidly-progressing architectural application that can usefully complement solar electricity, and can be a very good energy-saving intervention by itself. The City of Moreno Valley could jump-start this by installing white roofs on its own structures.

Moreno Valley must be in the forefront, leading the Inland Empire in creating local green jobs, thriving businesses, and sustainable communities. The homeowners who have opted to install solar energy generation and storage will save money while helping themselves and Moreno Valley survive future power outages. Prepared, not scared: that’s not a bad mantra for Moreno Valley, the Inland Empire, and the State of California. Our local, regional, and state leaders have a duty to capture the moment and help create a resilient, sustainable, and healthy future for all of us. How To Recognize and Prevent Violence In The Workplace. What is workplace violence? By Dr. Linda Sperling

W

hen you think of workplace violence, do you think of a physical altercation? According to the U.S. Department of Labor (2002), workplace violence can be any kind of threat against a worker. For example, workplace violence may range from verbal abuse, harassment, assaults, and homicide. Homicide is one of the leading causes of deaths in the workplace. Workplace violence can occur anywhere, anytime, and to anyone. According to the Bureau of Labor Statistics Census of Fatal Occupational Injuries (CFOI), in 2010, 506 of the 4,547 fatal workplace injuries were homicides. Although homicides by a disgruntled employee infrequently happen, we need to be concerned with the bullying, stalking, emotional abuse, and intimidation that take place in the workplace. These behaviors are what the manager deals with on a daily basis.

In 1986, a postal worker walked into an Oklahoma post office and shot 14 people to death before killing himself. In Southern California, between 1989 and 1997, 15 workplace homicides occurred killing a total of 29 people.

Though pleased with Moreno Valley’s continuing growth and economic recovery, the City also reports that, on a per-business basis, FY 13/14 overall sales growth ($103 / business) did not keep pace with the average for “All Riverside County Agencies” ($260 / business). In fact, sales in both Moreno Valley and Temecula grew but fell below the Riverside County average. WTH BY MAJOR INDUSTRY GROUPS:

Chart 2 below shows the relationship of each Major Industry Group to Moreno Valley’s whole sales picture. A chart is also provided for the Riverside County average, to enable a comparison. Most of Moreno Valley’s categories align with the average. However, significant departures can be seen in the General Consumer Goods and Business & Industry groups. The General Consumer Goods category typically makes up 26% of a community’s sales (State and Riverside County averages). At 32%, Moreno Valley’s performance in this category clearly demonstrates the impact of the regional Moreno Valley Mall.

This category, on average, represents approximately 14% of sales in Riverside County. At 4% of total sales, the performance of Moreno Valley’s Business & Industry group relates directly to community’s predominantly residential character and represents sales leakage - a gap in Moreno Valley’s business portfolio that indicates an opportunity for substantial economic growth. SALES LEAKAGE: The City also compares “per capita” sales against countywide averages. Dollarsper-resident sales that exceed the average suggest that the businesses in that group are capturing the local market plus attracting shoppers from outside the community. Some of Moreno Valley’s Major Industry Groups are exceeding per capita sales averages. Others show retail gaps. Looking at sales categories compared to Riverside County averages, the sampling of Major Industry Groups at left are falling below the average per capita sales rates. This statistic suggests that many Moreno Valley residents are traveling outside the City to complete purchases. It is retail sales leakage that drives the City’s Shop MoVal campaign. Correcting this leakage can bring Moreno Valley businesses substantial growth and create / retain local jobs.

CONCLUSIONS: In conclusion, Moreno Valley businesses experienced overall FY 13/14 sales growth of 6.1% compared with FY 12/13. This was the 4th consecutive year of sales growth and Moreno Valley’s single best year of sales performance with the data reflecting combined retail sales approaching $1.4 billion. Growth opportunities remain, especially in the Business & Industry Major Industry Group. Finally, retail gap analysis suggests that significant sales increases are possible for businesses that attract residents who may have been traveling outside Moreno Valley to complete purchases. With a lifetime of handling firewood and cooking over fire as well as previously operating a Professional BBQ Catering company. We have three generations experience in the day to day operation of Sunnymead Firewood and Tree Removal. Our business is basically firewood. We offer same day service, 24/7 for delivery and customer service. Our phones will be answered promptly; there is no endless phone tags. All of our wood is cut and processed by us. We are not your typical firewood company. We offer diversification and above average customer service with follow-up, updates with each customer and new clients as new woods come in with the availability of wood in stock. We can also offer onsite BBQ catering. We have several main areas of concern.

They are: Providing firewood for campers, restaurants, BBQ’ers, Home heating, and for those who like to burn wood. We also do tree removal, on site splitting. We have a good supply of many types of hardwood for the cooking customer; different woods provide a separate flavor when used for cooking and smoking. We also have a supply of woods that are designed for the camper. This is wood that burns easily and is easy to light, We are currently supplying wood for several local restaurants, and BBQ shops. The program develops community-minded business and civic leadership as well as providing an in-depth behind-thescenes view of the City of Moreno Valley’s economic prosperity and quality of life.

Women-Owned Businesses in Moreno Valley An Introduction to Women-Owned Businesses

Since the beginning of the recession of 2007 through 2013, the two main sources of private sector job growth, within the United States, has come from large publicly traded corporations and privately owned, majority women-owned businesses. According to the Statistics Division of the United States Census Bureau, between 1997 and 2013, women-owned businesses have grown more than 1 1/2 times the national average. Along with large, publicly traded corporations are the privately held majority women-owned businesses that are among the only businesses that provided a net increase in employment. During this same time period, the number of businesses in the United States grew by 41%, with the number of women-owned businesses increasing by 59%. Out of the over 8.6 million women-owned businesses in the United States, they employed approximately 7.8 million people and brought in over $1.3 trillion in revenues. Over the past six years, women owned businesses have added an estimated 175,000 jobs to the economy. San Antonio TX, Portland OR, Houston TX, Riverside CA, and Washington DC/MD/VA are found to be the top metro areas for women-owned businesses. California has the greatest number of women-owned businesses in the country coming in at over 1 million businesses with Texas coming in second at just over 700,000. The Moreno Valley Business Journal believes it is important to profile our women-owned businesses so that the community can better understand the growth challenges that these women have had to face. As a community, we should do our best to help these women-owned businesses to continue to grow and achieve greater success. Reyna Arreguin is the owner of: Moreno Valley Furniture Inc Reyna Arreguin epitomizes the independent spirit of an entrepreneur. She married her husband of 19 years, Florentino Arreguin Jr., in 1995. The following year, Reyna began her journey to success as an independent cosmetics sales consultant, later venturing into nutritional product sales. In 2001, the couple, now proud parents, moved from Orange County to Moreno Valley. As their family continued to grow, so did Reyna’s desire to own and operate her own company in the city she adopted as her home.
