Assistant to the City Manager On August 28th, City Mayor Jesse L. Molina delivered his 2014 State of the City Address at a luncheon hosted by the Moreno Valley Chamber of Commerce. Moreno Valley enjoys the unique distinction of a two-year balanced General Fund budget. Looking forward, the Mayor recognized budget challenges, including costs for key services that are increasing at a higher rate than City revenues. The most significant challenge will be to manage public safety expenses. Annual cost increases at the rate of eight to 10%, translate to more than $3 million annually, outpacing revenue growth.
City leaders remain focused on bringing new jobs to Moreno Valley to strengthen the economy while supporting local families. Business attraction and expansion efforts over the last year welcomed more than 3,000 new jobs to the City. Company’s Quiet Presence Belies Its Global Mission
SolarMax Technology Inc. is harnessing solar energy in the Inland Empire By Moreno Valley Journal Staff RIVERSIDE - In a quiet Riverside neighborhood, the building looms, clean, silent and unassuming. Across the street at Lincoln Park, a young mother swings her small child. She is unaware the people behind the walls emblazoned with SolarMax on its façade, are working diligently to assure a sustainable environment for her family and child’s future. A Phoenix Rising For more than 25 years, residents of this ethnically diverse
Eastside community witnessed the disrepair to which the building had fallen. Overgrown with weeds, and tagged with graffiti, the historic building was a magnet for vandals and unsavory activity. The arrival of solar energy systems installer, SolarMax Technology, Inc., changed all that. In December of 2012, the building was resurrected, like a mythical phoenix. Built in 1942, the former home of FMC (Food Machinery Corporation) the SolarMax headquarters is a National Historic Landmark.
Its saw-tooth roofline design is distinctive in Riverside. FMC was a prominent defense contractor during World War II and makers of the amphibious water buffalo tank for the United States Marine Corps. FMC and the Navy had two factories in Florida, and two factories in California, in Riverside and San Jose. A water buffalo can be found along the water’s edge of Lake Evans at the City’s Fairmont Park. SolarMax renovated the historic building creating a green envi-

The City of Moreno Valley anticipates starting construction on the widening of Heacock Street from Perris Valley Storm Drain (Lateral “A”) to San Michele Road in late December 2014 or early January 2015. The project consists of completing the missing gap of full street improvements along this segment of Heacock Street. In the existing condition, Heacock Street varies from two (2) to four (4) lanes. Upon completion, Heacock Street will be four (4) lanes with a continuous left turn lane from Perris Valley Storm Drain (Lateral “A”) to San Michele Road, a length of 4,700 linear feet (0.90 mile).

The average cost for installation is between $19,000 to $25,000 for a 5 kilowatt system depending on equipment choices and a property’s characteristics. “We are the only solar company to offer our customers in-house financing,” said Small. “We understand that circumstances happen. We do look at FICO score, but also stability, length of time at a job, home equity, and ability to repay.” SolarMax Financing charges no origination fees; no pre-payment penalties and the loan can be re- amortized. SolarMax offers interest rates as low as 0.99 percent and terms up to 15 years.

He is responsible for print, digital marketing, media placement, and promotion as well as public relations. With a degree in computer science and electronic engineering, Small joined SolarMax in 2012. Small said in the beginning the company’s business was primarily by referral. However, its growth outpaced its 40,000-square foot location in City of Industry. The company searched almost two years for a new location. The City of Riverside aggressively courted the solar panel installer and the rest is history. Renovations to the 165,000-square foot edifice were only 20 percent complete when the company took possession. One hundred positions were created in Riverside. “We currently employee between 240 and 270 people,” said Small. “Our goal is to deliver affordable, high-quality solar energy systems,” Small said. “We assist homeowners in reducing their electricity costs by designing and installing solar photovoltaic (PV) systems to generate clean and efficient electricity.” The company has the potential to raise that figure an additional 1,500 over the next year. Many of the employees are graduates from surrounding schools - Riverside Community College, University of California Riverside, Cal Baptist University, and Cal State San Bernardino. Solar Energy Products and Services To say SolarMax sells and installs solar photovoltaic panels to commercial and residential customers is an understatement. The company provides residential solar systems, commercial solar systems, and energy audits throughout the Inland Empire and Southern California, from Ventura County to the Mexico border. “Our customers receive white glove service,” Small said. “This separates us from other solar companies and resonates with our customers.” The SolarMax culture is one of helping the environment and addressing a global problem. SolarMax is a leading solar systems installer in Southern California. Although solar energy and renewable resources is not new, only two percent of homes here have solar systems installed.
“We customize every solar system we install,” said Small. “Most customers see their electricity costs reduced almost immediately. A solar system also protects the homeowner from utility rate increases.” Small used the example of one customer whose monthly electricity bill dropped drastically from $330 to $0.16 after his system was installed. “The average SolarMax customer opts to replace their expensive upper tier cost per kWh with the lower cost of solar energy’” Small said. “By offsetting the more expensive portions of their electricity consumption with solar, they are not only able to see immediate savings but also get to lock in their cost and avoid the consistent rate increases from their utility company.” A kilowatt hour is a measure of electrical energy equivalent to a power consumption of 1,000 watts for 1 hour.

Education is a Primary Goal Small says a primary goal is for SolarMax to be known as an educator in the industry of solar energy technology. Negativity about the solar power industry still exists. When solar panels were first introduced in the 1970s, homeowners flocked to have systems installed. However, the systems were bulky and the installation was not perfected. As a result, roofs leaked, panels fell off or were damaged due to weather conditions. “There is a lot of misinformation out there about solar energy,” Small said. “We want to educate consumers and dispel the myths. Ours is a brand new technology, not the same as 40 years ago.” “Working at SolarMax inspires me because it is a company focused on providing a high quality, affordable, solution that benefits our customers and makes an impact on one of our biggest challenges, which is dealing with climate change,” said Small. “SolarMax is a business made up of people who care about what they do. The company offers energy assessments, custom-designed solar systems, and leasing and financing options. “What makes us unique is we are the only solar company with fully integrated services,” Small said. “We provide in-house
The permit process can vary from a day up to four weeks. HOAs can also delay the process because many meet on a quarterly basis. Condominiums and townhouses are assessed on a case-by-case basis. “SolarMax installers are roofing professionals,” Small said. “The new racking system to which the panels are installed, are only 1” from the roof surface.” Not Every Property Qualifies Solar technology is important, for homeowners and for the environment in general, because its applications reduce electricity costs and our collective carbon footprint on the earth. However, SolarMax will not install a solar system if the property is not a good candidate. Shading, orientation, physical condition, and noncompliance to building codes can disqualify a property. The ideal property in the Inland Empire is a home with lots of square footage that consumes a lot of energy to heat and cool. “If your electricity bill is less than $100 a month, the system will probably not reduce this amount,” said Small. “We are not going to tell a homeowner they need our solar system just to make a sale.” However a solar energy system can lock in the future cost of energy hedging against future utility rate increases.

Risky Business: Information Security

No, this is not a Tom Cruise movie, nor a ‘Mission Impossible.’ This is the reality of business security and life-safety risks to which your company is exposed
on a daily basis. As a business owner, the city is your sphere of opportunity. Whether you are a sole proprietor of a retail kiosk, or chief of operations of a distribution center employing more than 2,500 people, security and safety risks exist and will affect your business if not addressed. Information Security Information security is the protection of intellectual property (IP). ‘Intellectual property’ is defined as unique information you create, develop, design, or manufacture, from your mind, tangible or intangible, for your business or organization use. Allowing unprotected physical or network access to your information exposes your data to altering, deletion and/or theft. Think of it as being stricken with a disease that can damage or paralyze your business. This is where the term ‘virus’ comes from. The results of poor information security are copyright piracy, trademark counterfeiting, and patent infringement. This security issue can be damaging or destructive to your business opportunities and reputation.
Always back up your information, preferably on a daily basis, and store your back-up offsife. You never know what disaster may befall your location. Successful business continuity planning is based on accessible and usable information. Computers

Hacking occurs when a person illegally searches for vulnerable computers or networks, to access and manipulate their weaknesses for their own needs. Updated firewalls are a necessity to prevent or minimize hacking. Enable all password protection capabilities. Do not use personal data as passwords. Intrusion detection software monitors unauthorized access activity. Keep your operating system (OS) updated with the latest patches or fixes. Whether you buy anti-virus software or install freeware, updated software is a must. PC World reports there are 82,000 new malware (malicious software) created daily. This includes viruses, trojans, worms and bots (robots - automated process that interacts with other services you select). (Bradley, 2014) Denial of Service (DoS) is a computer that cannot reach the information resources it wants through its own network. DoS attacks are activated through websites using bank accounts, credit cards, vendor payment and online game sites. DoS can infect an entire network of computers if the system is not regularly monitored. This security breach requires an experienced computer technician to repair. Have your information technology (IT) staff or and outside computer expert periodically assess
Monitoring access to your physical property and computer system can minimize most information security concerns. Card access, key fobs, biometrics, computer authorization, password authorization, scheduled password updates, and specific policies and procedures, are all steps for improving your information security. Preventing physical access discourages any further actions. There is no 100 percent guarantee that nothing will happen, but understanding and anticipating the risk helps. Clients have told me having safety and security is a luxury and the ROI (return on investment) is non-existent. However, failure to address risks and implement preventative measures can lead to reduced employee retention; loss of reputation; loss of property; reduced productivity; and closure. In my experience, businesses have been spared exposure to federal, civil and even criminal lawsuits, fines and penalties by addressing security and safety risks head on. How To Recognize and Prevent Violence In The Workplace Part 2: Watch for the warning signs By Dr. Linda Sperling
Most individuals do not think about workplace violence ever occurring in their workplace. But it is a real problem and needs to be recognized early. Certain physical signs and behaviors that serve as a warning indicating a situation can quickly escalate into a violent incident. Violence can occur in even the smallest of incidents that may involve a negative remark or an inappropriate behavior (Canadian Centre of Occupational Health & Safety, 2006). Warning signs that may turn into violent behavior include crying that turn into temper tantrums; excessive absenteeism or tardiness; disrespect for authority; unsatisfactory work quality; swearing or excessive use of emotional language; overreacting to feedback; inappropriate statements or comments; blaming others; complaining; social isolation; and poor hygiene. Other warning signs to look out for are non-verbal cues such as a person pacing; red-faced; sweating; shaking; clenching the jaw or fist; loud talking; rapid breathing; and violating the personal space of another person. Employee performance indicators that may indicate a potential problem include the need to spend an excessive amount of time coaching an employee about their
work or dealing with the employee’s concerns (United States Department of Labor, n.d.). Other strong concerns that can lead to violence include a fascination with guns or other weapons of violence; verbal or written statements of intention to hurt someone; holding grudges; unwarranted anger; and the use of intimidation. An unreciprocated romantic obsession, family or financial problems, feelings of entitlement or alcohol or drug abuse can lead to workplace violence (Canadian Centre of Occupational Health & Safety, 2006). According to Dr. Woody (2012), in his
article in The Career Hot Seat, if you do not have your finger on the pulse of the team, you are not leading effectively. You must be able to assess the culture of your team. You must be aware of any circumstances that may recently have occurred that should heighten your sensitivity to a particular employee. Everyone acts differently when they are under stress. Pay attention to any changes in patterns of behavior.

Inverter – converts the energy from direct current (DC) to alternating (house hold) current (AC) 4. Monitoring System – equipped with a cell phone or Wi-Fi connection that col lects performance data. If something goes awry with the system, the data is reported to SolarMax and the customer is notified. Installation takes approximately 10 hours over two days. If a prospective customer has an existing system that is not functioning adequately for their household, SolarMax can install a separate secondary system. “Sometimes a customer will call and tell us our system is not working for them,” Small said. “We check the monitor data and we can determine if there is a problem with their system.” SolarMax provides a 10-year warranty on their installations and a 10 to 25-year warranty on their products. Going Solar Still Means Lights Out Photovoltaic panels can use direct or indirect sunlight to generate power. Solar panels work even when the light is reflected or partially blocked by clouds. Rain actually keeps the panels operating efficiently by washing away dust or dirt. Energy generated by the panels during sunny hours offsets energy used at night and other times when the system is not operating at full capacity. A mistaken belief with new users of solar energy is they can change their energy

All of the energy saving habits consumers implement to reduce their electricity bills must continue after a solar system is installed said Small. “Installing a solar system does not mean a free for all,” Small said. “Homeowners and their families sometimes believe a solar system means they can leave lights on, televisions on, do more laundry. Then they call us to say their system isn’t working.” “The fact is, if their monthly consumption increases, and their usage exceed the lower tiers, they will be charged the higher rate per kilowatt hour by their utility company,” Small said. Practicing What They Preach Small said solar technology is important because it saves money, reduces electricity costs and reduces our carbon footprint. More importantly, considering Southern California’s desert conditions and our current drought, it is a matter of saving precious water resources. Traditional power generation methods consume large amounts of water. Solar power is renewable and uses the sun. More solar systems means more water savings. “We have a 250 kW solar energy system on our roof. That’s 1086 panels,” said Small. “The second stage of our office space build-out is lit with LED Lighting. Because of the longer life span and lower consumption of electricity LED bulbs are the most affordable.” Company History SolarMax Technology Inc. was established by David Hsu, Ching Liu and Simon Yuan in 2008, and based in the City of Industry. The company merged with Pasadena-based Solar Engineering shortly thereafter. In August of 2012, the solar energy enterprise announced plans to move its headquarters 41 miles away to Riverside, in the Inland Empire. The company has locations in Norco, Diamond Bar, San Gabriel Valley, Santa Clarita, Coachella Valley, and a secondary facility in San Diego. For the Near Future The new Riverside location houses administrative executive offices, warehouse, fleet garage, and a gym for employees. “We are completing a 250-seat theater for programs and speakers,” Small said. The spacious, modern lobby is being prepared for the opening of the SolarMax Green Technology Mall. The mall will feature innovations in solar technology as well as demonstration rooms, a museum area and meeting and conference rooms. CACTUS AVENUE WIDENING FOR A 3RD LANE EASTBOUND FROM VETERANS WAY TO HEACOCK STREET The City of Moreno Valley’s Capital Projects Division anticipates the start of construction on the widening of Cactus Avenue from Veteran’s Way to Heacock Street in November/December 2014 and completion by mid-2015. Construction hours are generally between 8:00 AM to 3:30 PM. During construction hours there will always be one or more lanes open in each direction and limited access at Riverside Drive intersection for short periods of time. This Project is Stage 2 of the Cactus Avenue south side 3rd lane eastbound widening program. Stage 1 which completed earlier this year from the Interstate 215 (I-215) off-ramps to Veterans Way, a length of 3400 linear feet (0.64 mile). Stage 2 of the program consists of street improvements to continue the addition of the 3rd eastbound lane on the south side of Cactus Avenue from Veterans Way to Heacock Street, approximately 6,700 linear feet (1.27 miles). The project would complete the missing eastbound segment, providing for a six (6) lane major arterial including bike lines per the City’s Standards, consisting of 102 feet from curb to curb, within 120 feet of right-of-way. An earthen parkway would be constructed along the south side of Cactus Avenue in several locations where space is available.

A cursory review of foodie rankings, including Yelp and TripAdvisor, going back the last decade to the present, attest to the restaurant’s popularity and consistent quality of fare. Ratings from Tampa, FL; Chicago, IL; Poulsbo, WA as well as Los Angeles, and throughout California, vary from effusive to simply, “Mmm mmm good!” “We have people who have been here for 28, 33 and 35 years,” Sandoval said. “They cook the original recipes with the best ingredients.” Joe’s menu includes appetizers of handmade crab cakes, fried ravioli, calamari and steamed clams. Soups, salads and sandwiches are also available. Pizza can be ordered with thin or thick crust with a multitude of toppings including feta cheese and artichoke hearts. The restaurant offers traditional pasta fare including lasagna, manicotti, spaghetti, ravioli, and rigatoni. Other traditional meals are parmigiana, cacciatore, scallopini, and marsala. Joe’s Specials are halibut, rib eye, shrimp, lobster and salmon, as well as the “Big Steak,” a 16-ounce cut of Angus beef. The restaurant serves wine and beer. During the warmer summer months, customers can enjoy strawberry smoothies, mochas, hot fudge sundaes and pineapple and vanilla sundaes, all with generous dollops of whipped cream. A catering division was started when Rana purchased Joe’s. “Right now there
are two of us who work the catering,” Sandoval said. “I meet with the customers and plan the menu. We set up and tear down. We also provide servers if requested.” Sandoval says the catering business currently serves the cities of Moreno Valley, Riverside, Nuevo, Hemet, Beaumont and Banning. Joe’s caters private functions such as family reunions, birthdays, and wedding receptions, and corporate functions including parties, meetings, trainings and seminars. As part of his vision for the restaurant, Sandoval said one of his favorite things he plans for business development is introducing customers to new dishes and recipes prepared by different chefs. “In a couple of weeks, we will begin a weekly special. We will select a dish and offer it for a week,” said Sandoval. “Then we will let our customers decide. If they like the dish, we will add it to our regular menu.” Javier’s personal favorite is split pea soup. Sandoval said five months ago work a much-needed spruce up of the exterior of the restaurant began. When complete, the interior will get a treatment. “The dining room seating capacity is 99 people,” Sandoval said. “We plan a patio for outside seating that will accommodate 80 to 90 people.” Customers will enjoy dining al fresco during the cooler evenings while they are serenaded with live music. ~

Privately owned since 1968 by brothers, Don and Eddie Sheldrake, from Los Angeles, the restaurant opened in the Moreno Valley Towngate Center on December 6, 2013. The “Polly’s” name actually arose from the “P”-shaped handles on the original restaurant’s front doors. One of the managers had a daughter named Polly, and the Sheldrake’s decided to adopt her name for the venture. The original Polly’s restaurant is in Fullerton. The new Polly’s is the only store with a coffee bar, a prototype for the chain’s 15 other restaurants throughout Southern California. Family member, Mike Sheldrake, supplies the coffee bar with 41 different coffees and 37 types of teas. He owns Polly’s Gourmet Coffee out of Long Beach, which opened in 1976. A coffee connoisseur, Mike has had a

young girl in her native country, the Republic of Albania in Southeastern Europe. After immigrating to the United States, she taught herself English and eventually owned her own restaurant. After marrying her husband, Naji, Mari focused on her family, rearing their four children full-time while Naji built his construction business.
