Welcome to your July edition of the Eden Local Welcome to your July Eden Local. Thank you to all those who have been contacting us in areas currently not covered by the Eden Local.
A Snapshot of what we’re got The hardest task we have is always going to be finding good news - positive news. Having new businesses coming in like B Radiant (p 7) and the return of Hearth and Home is good news. Having regularly advertisers and sponsors is also important for you, as without them, you wouldn’t be reading this! Having the story about the Queen’s Platinum Jubliee is also good news, which has come in from Penrith Town Council (P10 & 12). Not all events go ahead, however, and sadly the weather was not kind to the Skelton Show, so we have a statement from the committee (P6). My eldest daughter, Emily, has been making a contribution to the Eden Local for about 10 years now, and is the sub editor of the Eden Local. Something shared with many residents, businesses and visitors coming into Penrith is the parking and the problems associated with it (P18). With three pages lost, originally for the Skelton Show write up, in reserve we’ve pulled out some key news features that affect us locally, and some nationwide updates that you might not have seen or heard. We have an update on the A66 Northern Trans-Pennine Route (P8), and an update from the DVLA on going ‘driver less’ on the road (P19). Smart Meters is a topic covered (P20-21), and we have the Summer Hiking Household feature (P26-27). All of these topics are sponsored by Cumbrian Local publications. My favourite butterfly is having a flutter on the front cover. Emily and Rex-Di-Noci have provided the content for P2829, and Cumbria Wildlife Trust have presented a wonderful Osprey release for you (P30-31). As we prepare to print, it is Sunday 3rd July and it’s raining again! Many of you will know already that the Skelton Show had to be postponed. I hope I speak for many in what I will say, there are lots of volunteers, local businesses, along with those who travelled into Hutton in the Forest from outside the county to be at the Show, that all share in this disappointment. We have a statement from the committee that we received at the end of Saturday 2nd July. As I followed the week and put in many hours preparing for the show with the Eden FM Radio Team, we are just one group. We’ve worked closely with the committee for over 10 years, some for 50 years and much more. The challenge has been hard coming back from COVID and lockdown as a magazine and radio station, we’ll be doing everything we can for 2023. When I reflect on how many hours went into the Skelton Show by all,

now holiday homes. With 2 to 3,000 doors being created in Eden in an estimated period of three or maybe less years, the population could increase by 20%. I just hope for all of us that those in local government are putting the essential plans and infrastructure in now.

On Saturday, when I finally got back from unpacking equipment at Eden FM, I went into town and I purchased a new academic diary that takes me up to 2024, along with two wall charts that do the same. 1st July 2023 and 6th July 2024 are now entered into my diary.
Personally, of the processes I have seen in the last 10 years, and what we can all bear witness to every day, our local government in Eden and the county are behind the housing growth and some serious changes are needed now before Eden becomes a holiday home destination rather than a holiday destination.
Meanwhile, like many businesses and any home receiving this publication, we’ve had the increases in costs; ours are mainly with print and logistics. It looks be an increase of around 26% since the start of 2022. In what we do as a magazine, we’ve always been open and honest on our delivery policies.
For now, 26 people per square kilometre in Eden is a blessing and a 20% increase on this is a lot of people for those who have been here all their lives. In London, boroughs are heading to 16,000 people per square kilometre, and outside of the capital, some cities have over 5,000 per square kilometre.
We do not cover every door in the area we cover, and we only deliver to all accessible, safe and economically viable doors. For the benefit of our new readers, as editor and owner my work is all voluntary on this publication, which also includes my wife and I having several delivery routes to post every month, which is currently over 2000 doors.
So, for the first time since 2019, we’ll be producing an August Eden Local, which we anticipate will start distribution around the 28th/29th July, the cut off time for booking into this magazine is around the middle of the month.
It is important for us over the summer to audit the current area we cover, which could mean a knock on your door for some of you. The area we aim to cover is currently based from our hub in Penrith and up to 12 miles around it, predominantly in CA10 and CA11 areas. We are close to 14,000 doors and we need to start new teams now. Details are on page 17. After our summer audit we will be publishing our current delivery figures and anticipated growth, if we can get the information from the local authorities or even a local councillor.

According to the 2021 census data, there are only 26 people per square kilometre in Eden. Previously this was 23 people as I remember when we set out with the first Eden Local through just 6,000 doors. The population of Eden District is 54,700, and it is the smallest per head of the six local authorities in Cumbria. Thinking back again to 2010 I think it was 52,000.

There are apparently only two local authority areas in England and Wales to have fewer than 50 inhabitants per square kilometre on census day last year, whilst Ryedale in North Yorkshire has 36 residents per square kilometre. A statement by Skelton Show committee Work to spread these chipping continued late into the night in an attempt to ensure they could proceed. However, when the field was inspected again at 6am on show morning, it was found that further rain had rendered large parts of the main avenues impassable and unsafe. Having tried in vain to proceed, it was therefore with a heavy heart that the committee felt they had no alternative but to call the show off. They wish to apologise to all exhibitors and traders many of whom travelled large distances to be on the show field. Everyone who had purchased tickets and trade stand space will be contacted to discuss refunds. However, with losses expected to exceed £40,000, careful planning will be required to ensure a show can be held in 2023.
The organisers of Skelton Show were faced with an agonising decision following a torrential downpour the day before the show. Preparations were going well for what was hoped would be bumper show, with lots of new attractions, after a two year break due to Covid. However, when the heavens literally opened over the show field, depositing a huge amount of rain between 2pm and 4pm everything changed. An emergency meeting was called of the senior stewards to access the damage and decide if the show could take place. At that time, the field was deemed largely safe, but because of some safety and access concerns it was decided to cancel all horse classes. A new access was also created from the South car park and 50 tonnes of woodchip ordered to hopefully cover and make passable some of the damaged ground.

Plans submitted for the A66 Northern Trans-Pennine route Cumbria County Council welcomes the progress by National Highways with the submission of their Development Consent Order (DCO) application for the A66 Northern Trans-Pennine project to the Planning Inspectorate (PINS) on 21 June 2022. To ensure the project maximises the benefits for local communities and businesses along the route in Cumbria, the county council has focused on several key issues within its previous consultation responses, which seek to mitigate concerns and potentially negative impacts of the project. These include:

The county council has promoted the need for investment in the route over recent years and welcomes the opportunities for boosting local economic growth with improved east-west connectivity to the local, regional and national road network through the package of proposals valued at £1bn.
• Providing high quality and dedicated service provision for HGVs along the A66 route. • Minimising disruption for local communities and road network during construction works. • Ensuring that key junctions, including Kemplay Bank and M6 Junction 40 are improved sufficiently to address current and future congestion.

Cllr Keith Little, Cumbria County Council’s Cabinet member for Highways and Transport, said:

“Our priority is to ensure the project meets the needs of our communities and businesses, and drives economic growth in Cumbria, so we will be looking carefully at the submitted scheme and making appropriate representations at Examination if necessary.
• Maximising the socio-economic and legacy benefits and opportunities to train and employ local people. The county council will review the DCO documents and will have the opportunity to submit representations to raise any outstanding objections or concerns.

An Examination is expected to open in October 2022 and take place over a six-month period, with the Secretary of State’s decision anticipated by the end of 2023. As part of the Examination process, the county council will be invited to prepare a local impact report setting out the impacts of the

WOW WHAT A WONDERFUL WEEKEND A HUGE JUBILEE JAMBOREE THANK YOU After a fantastic Platinum Jubilee weekend celebrating HM The Queen’s fantastic 70 years on the throne serving her country and the commonwealth, Penrith Town Council have to say thank you to lots of people who contributed and supported the Town Council’s Platinum Jubilee Jamboree celebrations. The Jubilee bank holiday celebrations commenced on Thursday 2 June, when the Town Council joined in with the nation’s recognition to honour the unique milestone of Her Majesty the Queen’s 70th year as our Monarch and Head of the Commonwealth, by lighting three beacons in Penrith. There is a long tradition of celebrating Royal Jubilees, Weddings, and Coronations with the lighting of beacons. A beacon chain, once used as a tool for communication, has now become a symbol of unity across towns, borders, countries, and continents and is often the central point of focus for any outdoor gathering or celebration. In 1977, 2002 and 2012, beacons commemorated the Silver, Golden and Diamond Jubilees of The Queen, and in 2016 Her Majesty’s 90th birthday.

Is your ‘Employment House’ in order? by Quinn HR
Well, it’s July already and I cannot believe we are already half way through 2022. The time just flies by, doesn’t it, when you’re busy juggling everything life has to throw at you!
here. Please note that the law changed in April 2020, and employers must issue a written document summarising the main terms of employment either before the employee starts, or on their first day. It is not sufficient to simply discuss the terms with them, and you cannot wait until they have successfully completed their probationary period before issuing them.
This month, I thought I’d take the opportunity to remind employers, in particular of the importance of getting and keeping their ‘employment house’ in order! It can be a bit of a challenge keeping up with requirements, so I hope this article helps.
So, what do you need to think about?
Over the last few years, we’ve seen and experienced significant changes to the world of work. Many organisations have explored and created new opportunities for themselves and their employees. Agile and flexible working are two notable areas that have developed, and employment documents need to reflect these changes.
In terms of the basics, ensure all staff have particulars of employment (often referred to as employment contracts) setting out their contractual terms, and ensure staff have access to any written Company policies, procedures, rules and regulations Ensure your existing documents accurately reflect current and new working arrangements and requirements
Whether you have made changes to the way you operate your business or not, you do need to ensure you have at least the basics in place in relation to employment documents and essential information for you and your staff. It’s so important to clearly set out expectations for you and your staff, in writing, as it can protect you both and help to avoid misunderstandings.
Whether you need to amend, delete or introduce new documents to reflect new arrangements If you have staff working remotely or to some sort of hybrid arrangement, have you amended their particulars of employment to reflect this, and do you have sufficient guidance and information for them on working from home or elsewhere, including things like how they will be managed/supervised, health and wellbeing, IT, data protection, risk assessments?
Day-one right to receive written statement of key employment terms I still come across many employers who do not issue written details of employment terms to new starters, either at the right time, or at all, so I thought I should confirm the requirements 14
Whether staff need any other support to help them cope with the changes and challenges presented by different working arrangements, and other challenges such as increased cost of living – don’t underestimate the importance of good line management and signposting employees to support they can access
It’s not only important from an employment law perspective, but you need to ensure your employment documents reflect your business. Investing a bit of time and energy in getting your house in order could save you unforeseen costs and help you to avoid all sorts of needless problems in the future.

Penrith Person’s Perspective of Parking and Policing! 2 parking tickets in one day! That’s an expensive game. Traffic enforcements officers are not a driver’s friend. Have you ever tried to dispute a parking ticket for a legitimate reason and been told to pay anyway? Parking in Penrith specifically has never been an easy game, but personally I think it is getting harder. People working in Penrith for example, travelling into town and need somewhere accessible and safe to park their car and be able to leave it there for 15 minutes or 9 hours. Or perhaps you live in a family with more cars than driveway and therefore need full time additional parking. These are dilemmas many of us face. Given that so many of us have cars these days there should be more forward thinking solutions for us. Isn’t that why we keep having all these elections?

Authority has its place in society but we don’t see much of it anymore. Are people chasing the right crimes or the easy ones? We are a tourist hotspot this part of the country and we are open to the rest of the world all year round. Speaking to friends everybody has been, or are going away now they feel safe to travel and things are settling down. Everybody is keen to live a little while we have no restriction and the freedom to. It a wonderful perspective but authority should not ignore the sparsely populated areas for risk of crime. Times change, people change, generations change and adapt and ultimately crime is everywhere you go. There’s a difference between a petty crime and a crime which is harmful in a serious way. Lack of authority perhaps to some may be seen to be encouraging these harmful crimes.

A new section for self-driving vehicles has been added to the Highway Code to use mobile phones in selfdriving mode, given the greater risk they pose in distracting drivers as shown in research. The government is working with the manufacturer, retailer and leasing industries to ensure that anyone accessing a self-driving vehicle will receive advice on how to use it. Why staying up to date is important From today (1 July) new rules on the use of self-driving vehicles in Great Britain have come into force. The changes are included in a new section in The Highway Code which can be accessed for free on gov.uk. Currently only vehicles with advanced driver assistance systems are available in the UK. No vehicles in Great Britain have been classed as self-driving yet but they could start to be as soon as next year. Any that are classed as self-driving will be listed on GOV.UK. What’s changing in the new section
The changes to the Code will help ensure the new technology will be used safely, explaining clearly that while travelling in self-driving mode, motorists must be ready to resume control in a timely way if they are prompted to – such as when they approach motorway exits. It also includes details about appropriate insurance needed for self-driving cars. The plans also include a change to current regulation, allowing drivers to view content which is not related to driving on built-in display screens, while the selfdriving vehicle is in control. It will however, still be illegal

Advice on smart meters to be provided by local energy helpline
A local energy advice helpline has begun providing guidance to Cumbrians on smart meters and whether this clever equipment could help them save money on their home energy bills. The Cold to Cosy Homes Cumbria service already provides free advice to help households to save energy and cut the amount they spend on heating and powering their home. Cumbria Action for Sustainability (CAfS), which operates the service, has added smart meters to the list of things the helpline covers. The team can provide impartial advice for residents who may be struggling to decide on a smart meter or get to grips with the new technology. A smart meter is an energy meter that records the exact amount of gas or electricity a home uses and displays it in near real time on an in-home display device. Smart meters are replacing traditional gas and electricity meters as part of an essential infrastructure upgrade. About half of all meters in the UK are now smart meters. Cold to Cosy Homes Cumbria manager Gareth Field said:”We
recently put out a survey on smart meters and found that a lot of people aren’t quite sure what they actually do. Our mission is to help people save money on energy bills and smart meters can help with that, so it’s vital that we’re able to add smart meters to the list of topics our team can offer advice on. “Installing a smart meter can often help people to keep a closer eye on how much energy they use and where they could make savings. However, this doesn’t mean that they’re right for everybody and we want to provide impartial guidance to help Cumbrians make the right decision for them.” They also store records of how much gas and electricity has been used each day, week and month, allowing energy suppliers to charge for the exact amount of energy used and for users to pinpoint precisely where costs are coming from. They don’t automatically reduce the amount of energy used, but they help people see how they could use less. Smart meters can also be more convenient. “With a smart meter, your gas and electricity readings are sent directly to your energy supplier,” Gareth said. “This means no more digging around in a cupboard or getting on a ladder to read the meter. People also asked about data security and privacy in our survey. It’s secure, and the only information 20
that gets sent to your supplier is how much energy you use and when you use it. They can’t see how you’re using that energy, or when the washing machine is on!” Energy providers are currently engaged in a nationwide rollout of smart meters, requesting customers commit to dates to replace their old meter with the new technology. Gareth said: “The soaring costs of energy prices are having a huge impact on household budgets so it’s really important that people are equipped to reduce their bills in any way they can. I urge anyone unsure about smart meters to check the FAQs on our website or call our helpline for free advice.” Some homes can’t get a smart meter yet but will be able to get one before the end of the rollout. “Your energy supplier can tell you if you can have one or how soon you can get one installed,” Gareth said. CAfS has been able to expand its helpline services thanks to funding from Smart Energy GB, the not-for-profit, government-backed campaign helping everyone in Britain to understand the importance of smart meters and their benefits to people and the environment. We have covered the Skelton show for 2022, and our Guinness World Record attempt by the Eden FM team and Friends of Eden FM, for ‘the Most radio DJs presenting one radio show simultaneously’ for now has been rescheduled.
We have got time to do this. Thanks to all those who have already signed up, and a big thank you to Simon Maltby, one of Eden FM’s newest volunteers for making two of these time machines!

Cox’s Orange Pippin, Worcester Pearmain, Keswick Codlin, Granny Smith, Knobby Russet and Bramley Seedling; they may be sweet, they may be tart, they may be eaters or cookers but they all have one thing in common they are all have great names and are traditional British apples.
‘A Midsummer Night’s Dream’ and ‘Love’s Labour Lost’. Although the apple tree (Malus x domestica) isn’t native to the British Isles they have been grown for centuries and are a firm favourite in the UK for eating, cooking and making cider. The domesticated apple came originally from Central Asia and made its way into Europe and the British Isles where it bred with the native crab apple. The apple naturalises very easily and can be found in all sorts of places around the country – hedgerows, copses, roadsides and on waste land. Wildlife thrives on the leaves and blossom and fallen fruit is loved by blackbirds, thrushes and bullfinches.
The crab apple (Malus sylvestris) is native to Britain and produces a tart and tangy fruit. The green, blush pink or yellow fruit is smaller than the size of a golf ball, ripening in late September and into October and often foraged from hedgerows. Because of its very high pectin and acid content they are usually used to make a beautiful deep pink crab apple jelly but can also be made into a rich warming liqueur (similar to sloe gin) and even mini toffee apples!
There is a mix of folklore around the tree and fruit. In Norse mythology the apple is seen as the fruit of eternal youth and fertility, though in Greek mythology and Christian tradition it is seen as a forbidden fruit and a symbol of temptation and sin. It is thought the original fruit that tempted Adam & Eve was actually a fig or pomegranate but as the story spread it became associated with the apple. This may also be referenced in the use of the poisoned apple in Snow White, while in Sileasia (now part of Poland) it was thought that the apple tree was the ‘dream tree’ and sleeping under it would bring about vivid dreams or an apple under the pillow would bring dreams of a girl’s future husband.
The crab apple is one of the ancestors of the cultivated apple we are familiar with today and is often planted in commercial orchards as they make excellent pollinators due to their long flowering period. Mature trees can grow to 10m (33ft) in height and can live for up to 100 years. They grow in a rounded irregular shape and the branches can be gnarly and twisted and when exposed to the elements often develop spines so becoming ‘crabbed’ in appearance – hence the name crab apple. The tree is also one of the few host trees for Viscum album – the Mistletoe. It grows best in moist well drained soil scrubby areas, hedgerows and native woodlands. Wildlife thrives on the tree; the caterpillars of several moths enjoy the leaves, the flowers provide early pollen and nectar for insects and bees, and the fruit is eaten by both birds and mammals: from mice to badgers to humans!
There won’t be many households that don’t have the odd apple lying in the fruit bowl! They are the most diverse of fruit with more than 2 500 varieties being bred in the UK alone so the next time you reach for an apple make a crumble, a tart, sauce for the Sunday pork roast or just as a snack you may now know a little bit more about this familiar fruit.
The crab apple has a strong link to love and marriage. One piece of folklore says that if you throw the pips into the fire while saying the name of the one you love if the pips explode then that love is true. Water in the garden a rigid preformed structure or a flexible liner which will mould to any shape. Create various depths for planting and disguise the edges with stones, turf and plants. Make sure you have a sloping exit at one point to allow access for wildlife.
At this time of year water features provide much needed water for birds, insects and bees too. They add another dimension and create a variety of atmospheres depending on what you choose - dynamic focal points, gentle trickling movement or relaxing reflections. “Why do I want water in my garden?” Is it for the soothing sound of moving water or the sensation of your hand drifting through it; perhaps it’s reflections a static pool provides or it could be all about getting wildlife in. On a grander scale it might be a plunge pool… Whatever the reason, answering this question helps you choose the type of feature.
A drilled stone boulder, or millstone, with bubbling water adds texture and sound and does not take up much room; a dry stream could be created around it.
Considerations
A straight, sleek rill or a winding stream will need a gradient to carry water through the garden and a pump, but it changes the feel of a garden all together.
Size: keep it in proportion to your space. Even the smallest can accommodate a feature such as a water bowl in a courtyard garden. Larger gardens need the feature to be on a scale to suit the site.

Site: ponds need a sunny/part-shade position avoiding too much shade or overhanging trees if possible.

The Hiking Household As we head into the summer months we asked Laura Earl, founder and director of The Hiking Household, to give us an insight into her favourite family friendly summer walks. This is certainly my children’s favourite time of year; the longer, warmer days mixed with winding down from school gets them rather excited! It also happens to be a great time of year for The Hiking Household. We are able to get out on many more family hikes and we now have over 170 family friendly walks showcased on our website for you all to enjoy this summer! We have recently enjoyed a half term break staying at Pooley Bridge, enjoying all that Eden has to offer. We had a wonderful time exploring Ullswater, and adding many exciting walks to our website. When searching for walks this summer I always keep in mind how busy the route might be, and if there is water close by. As the days get warmer I find it helpful for our walks to involve some form of water play – this keeps the children entertained, and cool. However with this brings hidden dangers. Please always be extremely careful if
walk. You could also team this walk with a trip to Aira Force waterfall, this is often a huge success with younger children.

The walks below have all been trialled and tested by my children, they all offer some great areas to explore, and are places that we will certainly be visiting once more this summer. 1. Gowbarrow Fell: this is definitely a fell to enjoy this summer, with breathtaking views and a relatively short walk to the summit there is plenty for everyone to enjoy. However, please don’t be fooled by this 2.5 mile route - the incline really gets those legs working. My little ones always enjoy a scramble to the top so they always throughly enjoy this
2. Dunmallard: this pram friendly route is perfect for families trying to hide from the Ullswater summer rush. If you have little legs that don’t fancy a long walk, but still want to enjoy dipping their toes in the water, then this is the route for you! This out and back route might be short in distance but it is great for younger children. Running next to the River Eamont there is plenty to explore whilst walking under the trees offers some welcomed shade on those warmer days.

3. Askham Bridge: as the weather improves our children have been excited to get back out on their bikes. The Askham Bridge route is perfect for those with younger children who still benefit from traffic free cycle routes. If you have older children who are keen for a longer bike ride you could link this route with a walk to Eamont Bridge. I love this route because it allows my children to safely ride their bikes without the fear of oncoming traffic! This route also runs next to the River Lowther, once again allowing the children to enjoy playing Pooh Sticks or throwing stones into the water. Hours of fun can be had next to a river in this household! 4. Elterwater to Skelwith Bridge: this route also offers a pram, and bike, accessible path however I do expect this path to get slightly busier this summer. With the path running adjacent to the River Brathay and Elterwater it is a perfect spot to cool down by the water on those warmer summer days. Again this path is traffic free making it much safer when you have smaller children in tow.

The Red Admiral Butterfly
The Red Admiral Butterfly is a regular visitor to our gardens this time of year. It is black, red/orange and white in appearance and is seen to be feeding throughout the day. The white on the Red Admiral is like specs or spots and the red/orange is a band or stripe feature spread on the wings on the black base. The caterpillar of a Red Admiral can be toxic and painful but can be handle with great care. They appear black or dark brown with spikes. Some have speckles and they have yellow marking down their sides.

This species of butterfly can be found pretty much anywhere in Cumbria but you are most likely to find them in areas where there is woodlands and gardens with nectar and later towards autumn they have an attraction to rotten fruit. The Red Admiral has an average wingspan of 2inches. This is classed as a medium butterfly. You may often see a Red Admiral or 30 if you have buddleia in your garden. They thrive off this flower bush of a plant. These butterflies are territorial and females will only mate with a male of their species if they hold territory. Males attract their females by fighting for territory. Red Admiral butterflies although territorial also allow the occasional

Over 100 osprey chicks have been tagged in Cumbria since 2001 Three osprey chicks have been tagged with ID rings at Foulshaw Moss Nature Reserve Three 5-week-old osprey chicks were tagged with ID rings earlier this week at Foulshaw Moss Nature Reserve near Witherslack, one of Cumbria’s key breeding sites for these spectacular birds of prey. The chicks, which hatched from 20 to 25 May, have been identified as one female and two males and all three are doing well. Paul Waterhouse, Reserves Officer for Cumbria Wildlife Trust, visited the nest site, to accompany a licenced and experienced bird ringer, brought in to tag the chicks with ID rings. As the osprey is a Schedule 1 protected species, only those with a licence from the British Trust for Ornithology (BTO) are permitted to approach and handle the birds. The parent birds kept a watch on the wing as the three chicks were carefully lowered from their tree-top nest. The process took no longer than 30 minutes and neither parent birds nor chicks seemed unduly alarmed by the activity. As well as being ringed with blue ID bands, they were weighed, measured and checked over.

Paul Waterhouse said: “It’s always an amazing privilege to get close to these wonderful birds of prey and to see the chicks for the first time. They were weighed by the licenced bird ringer and each chick was given a coloured leg ring. This year we have Blue 479, a female weighing 1.8kg, Blue 480, a male weighing 1.7kg, and Blue 481, a male weighing 1.4kg. As fully-grown adults their wingspan will be around 152cm–167cm (about 5 feet), making them one of the largest birds of prey in the UK.

The tags are invaluable as they enable Cumbria Wildlife Trust to identify the birds individually, keep tracks of their movements and understand their life history. They have been fitted with metal BTO rings, as part of the national bird ringing scheme and also a plastic colour ring, which allows individual birds to be identified in the field using a telescope or telephoto camera. The osprey chicks are expected to fledge in the next couple of weeks and will fly the nest at the Celebrating 44 years in business
