Welcome to the June edition of your Cumbrian Local There is always a massive sense of achievement when I get to this stage in the Cumbrian Local where I am writing the opening editorial. It means that everything else is complete. This is the point when I just go off on a random topic and most times I actually do! It is the 57th version of the Cumbrian based publication. Last month I wrote about bluebells. It was the time of the year, so what makes this publication so special?
are real positives for the community in creating jobs and opportunities whilst in some ways these projects mature to where they had to be. It is actually just the beginning of many more projects and campaigns and believe me when I say it. There is much, much more to come. All this attributed to a lot of support from local people and local businesses, those that have bought into what were just simple ideas.
This June edition of your Cumbrian Local celebrates the switching on of the Eden FM 107.5 transmitter, fingers crossed. This ends a campaign for Penrith and the Eden Valley to have its own community radio station as this community service will now be delivered around the 20th June. Chances are this will only happen once. It is hard to believe that the campaign started in June 2010. The process started on Wednesday 9th June 2010, when as a requirement of Ofcom, an ‘expression of interest’ had to be registered before 10th June that Eden FM wanted to apply for a licence when Ofcom actually said it could. From then, the focus was communicating the need and the objective to the community. Do you remember this?
Slightly limited on time this month, I did take a trip to Wetheriggs Animal Rescue Centre, when my daughter found a hedgehog which didn’t seem to be having a good day. Catching up with Terry Bowes, the man behind the Centre, is always a pleasure, particularly to meet someone I can relate to. His determination to succeed is amazing and he just keeps going. It wasn’t long ago that I visited the Centre with my family, but every time we’ve visited, it has moved forward. As Terry explained, the project has a growing membership, which has its own members area, this proving a great success with the locals. By the time he gets to read this, there will be another family membership in his books!
It was on Monday 6th September 2010 that I started the process that would lead to Penrith and the Eden Valley having its own Monopoly board game. With this project now completed and the board now in print, it’s another celebration. This in fact will only happen once. Recently, Eden FM launched its first publication, Cumbria Sport and Events. My thanks and congratulations to Ben France, who, as a volunteer, coordinated the design to launch with a team of over 30 volunteers across Cumbria. Clearly a fantastic achievement. With what I present, as I see it, there

The Community Governance Review has now commenced and as a key part of this, a consultation has now begun with the residents in the unparished area of Penrith by Eden District Council. Week commencing 9th June, all residents in this area will receive an information leaflet, which I have seen and have to say is well presented. It is important that you read the leaflet when it arrives. Unfortunately there is no mention of the Localism Act or the Community Right Act, which are being driven by central government to encourage residents to take on the decision making about their town. It is a summary covering a number of areas, but to cover all functions of what a town council is or can do it would need more definition. Here is a small list that I have put together that in my experience as a town councilor a town council or community council you can deal with.

Penrith - Yes or No? duties that can generate money and there are some that can cost money. The short term objective of a town council, should one ever be formed, could be to consider a balance of 2 or 3 services to get underway. A clear message, which has been delivered is the Council Tax implications. I think for the first time we have some realistic figures coming through and it’s not all about Band D, as this represents a small percentage of the town. The cost of setting up a town council to a Band B property could be about 30p per week. To calculate how much could be generated, we need to know how many Band A, B, C, D, and E properties there are in Penrith. And whilst we must not forgot when looking at these services that all the residents in the unparished area of Penrith are already paying for these services, if some were adopted at a local level, there are potential savings that could be made. To finish this short update, a question and I present this as a resident of Penrith.

In Celebration of our Fathers! When I was a boy of fourteen, my father was so ignorant I could hardly stand to have the old man around. But when I got to be twenty-one, I was astonished at how much he had learned in seven years. Mark Twain, Old Times on the Mississippi It’s Father’s Day on Sunday June 15th, a day to honour all men who act as a father figure in our lives and those of our children. So as well as making them a cup of tea in bed why not treat them to a new book? In a world of omnipresent screens it can be easy to forget the simple pleasure of curling up with a good book; in fact research conducted in 2009 at Mindlab International at the University of Sussex showed that reading was the most effective way to overcome stress, taking study participants just six minutes to relax (which was measured by evaluating heart rate and muscle tension) once they started turning pages. The lovely thing about books as gifts is that apart from lasting for life, they can be linked to other hobbies that you enjoy. The Settle to Carlisle Railway by Gordon Edgar (£14.99) Arguably one of the most dramatic railway lines in Northern England, the SettleCarlisle runs through remote, scenic regions of the Yorkshire Dales and North Pennies. The purpose of this new book is not to document its history as has already been done in many publications, but to convey, through an interesting collection of photographs the author has taken over the last fifteen years, the immense drama of this tremendous railway wending its way along the backbone of England. The lush pastureland of the Eden Valley for example is beautifully captured with its distinctive red Cumbrian sandstone outcrops. Mr. Edgar hopes that its “status as an everyday working national monument” will be “treasured”, and long may it survive and prosper. The Fell Walker’s Legacy by Michael Wood (£7.99) If your dad loves a good thriller then this is the book for him. I remember reading The Fell Walker while on maternity leave with my daughter and, despite being a new mum desperate for sleep, I stayed up all night to finish it as I couldn’t put it down! Set in the Lake District, this sequel is more gripping than most of the usual well-known thrillers (and without the goriness), and being able to picture the dramatic locations described in the book is an added bonus. The plot is fast moving, with unexpected twists to keep you guessing until the end and is definitely what I know our customers would call a “good read”! 3 Lions and An Anorak: an England World Cup Quiz Odyssey by Andrew and Anita Clark (£6.99) It’s never easy supporting England at the World Cup: the pre-tournament optimism quickly evaporates as we progress through first-phase disappointments, nerveracking knock-outs and inevitable penalty shoot-out despair. This fabulous little quiz book however reminds us that every now and then there are magical moments off euphoria that makes all the nail biting worthwhile! It has 30 themed rounds of questions, each designed to entertain, inform and amuse, and there’s even an extra-time teaser at the end of each round to puzzle over. Try this one for example, Five players whose first names begin with ‘N’ have appeared for England in a World Cup finals tournament. Name them. This fun book would be a great pre-match warm up for football loving fathers out there; let’s just hope it doesn’t take them longer to read than it does for us to stay in the tournament… They think it’s all over…it is now. 4. Supporting Services – How much would it cost you, in money and inconvenience, to have a collection box for used printer cartridges sat in the corner of your office? I can tell you, virtually nothing – apart from a bit of a chat when people pop in. When we opened our new offices in Appleby, one of the first things we did was contact the Great North Air Ambulance Service to ask if they would like us to be a central drop off point. It’s great for the environment and great for local companies who are then easily able to support a charity. Could you offer the use of meeting/training room free of charge to a local group?

5. Community Schemes – Penrith has recently held a successful Totally Locally scheme, which has gained great momentum in the town. Appleby is to follow in its footsteps with their own scheme. Both groups can be found on Facebook. The idea is that local businesses support each other by encouraging customers to visit others on the scheme. It’s not only retail outlets that benefit, support services, trades etc can get involved too. What a great way to raise your profile, support other businesses and have a bit of fun along the way. As this month we remember those who served, and the many who made the ultimate sacrifice, 70 years ago on D-day, I turn to the words of a man who inspired the nation to inspire us again:

Cathedral filled with Music in Spectacular Concert Students from Austin Friars St Monica’s School have held their annual Summer Concert at Carlisle Cathedral. a beautiful version of Arlen & Koehler’s ‘Stormy Weather’ (her first solo performance in public!), and Catherine performed ‘Remembrances’ by John Williams on the violin. Upper Sixth student Ophelia Appleby also sang the ‘Flower Duet (from Lakmé)’ by Delibes with Naomi Dodd, her singing teacher, taking the second soprano part. Mr Charles Hattrell is the Director of Music at the School and helped to bring everything together. He said:
Students from the Senior School took part in the school’s annual Summer Concert which gives individuals the opportunity to perform in the grandeur of the Cathedral. The evening included musical performances from talented pupils across the school and included a mix of classical and contemporary pieces which were performed in front of a large audience. Throughout the evening different groups performed. These included; ‘Some Strings Attached’, the Saxophone Ensemble, the Guitar Ensemble, the Senior Choir, the Brass Ensemble and the Swing Band.

The evening was introduced by ‘Some Strings Attached’, a group of talented musicians from all years of the School, who played ‘Themes from ‘Star Trek’’ as well as an arrangement of ‘Pirates of the Caribbean’. The Senior Choir performed a brilliant rendition of Howard Goodall’s ‘The Lord is my Shepherd’ followed by a moving rendition of ‘Sure on this shining night’ by Morten Lauridsen. Chairman Adam Fawcett is keen to promote the traditional agricultural aspects at the heart of Skelton Show. ‘As well as a large selection of cattle, sheep and horses there is a large marquee full of classes for children, cooking, painting, floral arts, vegetables and walking sticks. Other attractions include a dog show, pony sports, vintage vehicles, over 120 trade stands’. Skelton will also host qualifying rounds of the Cumbria Young Sheep and Cattle Handler competitions, the idea of livestock secretary Jane Crocker, which will be held at a number of local shows throughout the summer with the final at Hesket New Market. Working in partnership with Penrith Farmers Mart will be the judging of a new competition for Young Farmers who bought and reared a calf.

It’s time for a refresher about Eden FM Radio Ltd
Did you know we are currently selling raffle tickets to raise money for the station? Are we a charity? NO. To have a community radio licence we have to be a ‘Not for Profit Ltd Company’. Not being a charity, we fall into a similar category to many organisations serving the community and offering opportunities to a range of people like sports clubs, various societies, groups and associations do. Like, for example, your local town football or rugby club, we have to have a premises, we have to pay bills, we are run by a committee, but unlike those clubs, we don’t have a season. We have to run 24 hours a day 7 days a week, every day of the year. We haven’t got a club bar, facilities to hire out or a gate review. Have you ever wondered how a community radio, which under the terms of its license cannot be or run like a commercial radio station, actually runs?
commanding a lot more, which in actual fact will be delivering a lot less. So we do need to sell a lot of raffle tickets. We need to create products that can be sold like the Monopoly board and the Cumbria Sports and Events publication.
We can sell advertising and when we switch on that transmitter, one of many rules is that for every £1 we sell of ‘on air’ advertising (commercials) it has to be matched by ‘off air’ advertising. If we raise £2,000 of ‘on air’ advertising, we then have to raise £2,000 of ‘off air’ revenue. This highlights the limitation of what money can be raised and how. Running an organisation that requires several ‘paid for’ monthly and yearly licenses, which requires unique specialist equipment and IT systems, much of it running 24 hours a day, with a premises, that has a minimum of an office, two studios, which also needs to be mobile, is certainly not a hobby. It is a serious community business and a constant challenge.
Mainly it is to survive, buy equipment, pay the bills and yes Eden FM 107.5 also needs to advertise itself and pay for itself. Like a number of charities, we do need people employed to make sure we do run 24 hours a day every day of the year, but more than 90% of the staff will be volunteers. Remember Eden FM cannot make any profit! The key function of a community radio is also to help charities, community groups, clubs and societies promote themselves, their profile and the good they do. This is what Eden FM 107.5 will do for free. If we can generate funds, it can help others generate funds. It just needs people to understand this.

The Stars Descend On Cumbria by Zoë Badder
Last month I was lucky enough to attend the premiere of the new film Downhill, a film mostly filmed in Cumbria, and it was certainly an experience! Downhill is about four guys walking 192 miles. But that’s not all. Gordon, Steve, Keith and Julian haven’t all got together since they were at school thirty years ago, and Downhill wonderfully presents how old friendships adjust to new times, how family is one of the most important things in life and how giving up is never an option. Downhill is ‘filmed’ by Gordon’s son Luke as a fly-on-the-wall documentary (despite the fly often being spoken to!) and this gives a wonderful home-video effect which gets us closer to the characters than you might usually get, but with every shot still carefully managed and the beautiful landscapes of the Lake District captured perfectly. Upon arriving at Zeffirelli’s in Ambleside, the scene they’d set outside the door was a lovely sight, and made me chuckle too. It reflected Cumbria and the film well with a ‘red carpet’ of fake grass and statues of sheep round the entrance. Then the guests started showing up in true Downhill style - posh frocks and suits complete with walking boots! Unfortunately I hadn’t received the footwear CumbrianLocal
memo but plenty of people, including the cast and crew, were sporting their muddy boots. As the press gathered to the right of the green carpet, the guests queued up on the left as the cast, director James Rouse, producer Benji Howell, writer Torben Betts, editor Bill Smedley and others gave interviews and posed for photos.” When we were up in the area shooting it felt like home, so it’s great to be back,” Richard Lumsden, who plays Gordon, told me, “and we arranged the weather obviously!” It was indeed a beautiful evening in Ambleside and the sun was shining even at seven o’clock. The reception itself was surreal. There were themed canapés and glasses of champagne and the bar was full of famous and important people, all chatting away. I felt very out of place, but I made it my mission to mingle! I spoke to Jeremy Swift who plays Steve, and asked him what it was like filming Downhill. “It was really tiring,” he said. “There were no luxuries and it was long hours outside. I would have to get up at six o’clock in the morning and put on my costume in the B&B. I had a big smelly bag - like a squaddie bag - full of all my different costumes!” However, all the cast and crew seemed really positive about the film and excited to see it

on the big screen for the first time. Richard said it was the most fun he’s had on a film set, despite it raining for almost the entire shoot. “But I think to show a film about people walking across Cumbria and have it in perfect sunshine all the time would have just been a little bit wrong,” he laughed. Downhill is out now in Keswick Alhambra and Zeffirelli’s in Ambleside, and starts showing in Penrith on the 14th of June. It’s a wonderful film and well worth seeing, so grab your friends and your walking boots and go and see what happens to the four guys when they’re let loose in the Cumbrian countryside!

High Street from Mardale Head Peaks & Pathways Nick Wells
High Street is the highest of the Far Eastern Fells and stands at 2718 ft. Most of the high places in Lakeland have no mention in history books, but High Street is different. Trodden down through the ages as far back as the
Roman times, and maybe before. Its summit has been in turn a highway, a sports arena and a racecourse, as well as it is today, a grazing ground for sheep. Ruins of a Roman road can still be seen. One way to reach the Whalebacked crest of High Street is by
the superb ridge of Rough Crag and the rocky stairway of Long Stile. This ascent is a classic, leading directly along the crest of a long straight ridge, starting at the Rigg from Hawswater to the summit. This route is well-defined, but keep in mind that there are crags close by on both sides. An easier route via Blea Water to the left is an option, well worth a visit on the descent, and also a shorter route back to the car park at Mardale Head. Make sure you have your Binoculars at hand as Ospreys are nearby. This route is probably the shortest being about six miles in all, other routes from Patterdale, Troutbeck and Kentmere are much longer, maybe preferable for longer days. I would grade the route from Mardale Head as easy to medium.

Alfred Wainwright and Blencathra
Alfred Wainwright had a great affection for this giant of the northern fells describing it as ‘one of the grandest objects in Lakeland.’ He devoted more pages to describing this mountain than any other Lakeland fell, detailing twelve different routes of ascent and including four full-page sketches in the 36 pages of narrative. This chapter shows Wainwright at his very best with wonderful passages of descriptive writing, a withering attack on the road-building policy in Lakeland as well as examples of his gentle humour. Even if you have never climbed Blencathra, the chapter is worth reading as a supreme example of Wainwright’s mastery of the English language together with his artistic skills, honed to perfection in a series of exquisite pen and ink sketches. In Fellwalking with Wainwright, written over 20 years later, he described how he conducted his research during the winter of 1960-1. This paragraph gives us an insight into the almost obsessive lengths he went to in order to record every possible ascent route and hidden facet of the mountain. ‘I spent all my leisure time in the winter of 1960-1 exploring Blencathra, thinking about it and writing about it. I climbed all the five ridges and struggled up the four scree-filled watercourses that so deeply divide them. I became familiar with every detail of the topography, scrambling over rough ground where surely no man had trod before, and was completely fascinated by its many ramifications. Never, on any of these wanderings, did I see another person and not even a sheep. This was a no-man’s-land in very truth, a steep and inhospitable wilderness, yet, looking down, I could see the busy road only a mile away. I developed a great liking for Blencathra. Familiarity did not bring contempt, only admiration and affection.’ Fellwalking with Wainwright p. 79

I am sure that, by now, readers of Cumbrian Local will be well aware that the Earl of Lonsdale has put Blencathra up for sale for the guide price of £1.75m.
When writing his last Pictorial Guide, The Western Fells, Wainwright named his six best fells and it comes as no surprise that five of the six are clustered in the most rugged part of the Lake District with the highest peaks: the south-western corner of Lakeland. The exception is Blencathra. In Wainwright’s Favourite Lakeland Mountains, he describes all the changes through time witnessed by this grand mountain. And, moving forward in time to the present, thinking now about the immediate future of Blencathra, Wainwright writes almost prophetically: ‘Things men do don’t last.
