HAS PART IN MOVIE The next time your wanting an action movie to watch and you find yourself at Family Video, look for Exit Speed. Why? Because it is a great movie, and because local actor, Wally White has a part in it along with Lea Thompson, Fred Ward and Desmond Harrington to name a few.

The movie was released Tuesday, March 3rd on DVD and is at the local and national movie rental stores. It involves a group of 10 strangers traveling across Texas on a bus when the are forced off the road by a motorcycle gang. What follows is action and drama that will keep you on the edge of your seat.

Letter to the Editor Several years ago, I decided that I wanted to learn more about what goes on in local county government so I began attending county commissioners meetings.

During that time many building projects were discussed. As a retired licensed contractor, I felt my knowledge and experience gained over 45 years would be valuable. So I volunteered to serve on committees to study some of the building projects.

This has been an education!

Below are some of the concerns that have arisen because of my involvement : - County government should set the example of buying locally, yet brick and block for the Freeway Drive EMS building came from Salt Lake City. Brick for the new 911 center in Wentworth was originally scheduled to come from out of state, but that was changed to brick from Pine Hall Brick in Madison.

- With local economy as it is, materials, equipment and labor for building projects should come from the county where possible.

If trained personnel is not available, RCC could offer training if they do not already have programs.

- I served on a committee to study the new court house jail complex, but I have not seen minutes of a meeting where the plans were officially approved. I

was told that the approval vote was in a meeting with county commissioners and the county manager, so I asked for a copy of those minutes. I have not received a copy. An expenditure of this size should be approved in an open meeting and the minutes readily available.

- The architect chosen to design the courthouse/jail originally stated that the building would be a 3-story rectangular structure of brick, block and steel. About 6months later, the current design was presented. I have no evidence that a cost comparison of the different designs was done.

Instead a cost control company from Columbia, SC, was engaged to advise on cost, but they did not recommend any other design. Is it possible this company did not represent the interests of Rockingham County citizens and only followed the architect lockstep in order no to jeopardize any further work opportunities with the architect?

- Work on a library in for Madison/Mayodan started as a project to be financed by grants and contributions so as not to be a burden on taxpayers. The original plans were for a 14,500 square foot building at an estimated cost of $1,500,000. As plans were further discussed, this changed from 12,000 square feet and estimated $3,500,000, followed by the current 12,000 square feet and estimated $2,500,000.

Madison and Mayodan were each asked to contribute $325,000 toward the library.

- Rockingham County is also being asked to construct an animal shelter, an architect first quoted $90 square foot; this cost has now risen to $161 square foot. Why did we see such a large increase?

- I am concerned that decisions are being made on buildings paid

for by taxpayers when no licensed builders or contractors are represented during the decision-making process. It seems that no attempts are made to control costs. One point to remember is that architects are paid a percentage of the cost on their designs. It is not in their interest to controls costs. Who, then, represents the interest of taxpayers?

- I was the only licensed contractor on the courthouse/jail committee. I asked questions and was told that I was “Mr. Negative” so I have not been asked to serve on other committees. Having people with building experience on these committees could prevent some mistakes from happening.

Experience counts!

- Lack of minutes when major decisions are being made to spend taxpayers money is unacceptable. The courthouse/jail committee kept good minutes at its beginning. Somewhere this stopped. When this was brought to my attention of county management, the architect started “job progress noted” as minutes.

These did not include comments from committee members.

Projects of this size should have complete, clear minutes.

- The economy in Rockingham County is hurting, with high unemployment. We need to be wise stewards of any tax money.

The animal shelter is a requirement, but we can postpone the new library for a time. Another new project that has been mentioned is a new EMS building for Western Rockingham. Has a committee been appointed to study this project?

- Taxpayers need to get more involved in government. Maybe then county management would show more concern for saving tax money – all the way from the concept of a project to the finished product.

MONEY FOR ANIMALS There are many people raising money for the animals in our county. A very special comptetion Run/Race 5K and Recreational/ Fun Walk (1 mile) will begin at 9am on Saturday, May 30th, 2009 to benefit the Rockingham County Humane Society.

Start and finish fo the fun day will be at Freedom Park, in Eden. Late registration will be 7:45-8:50am. The actual race begins at 9am. There are expected to be close to 200 participants.

This local event will feature race awards according to age groups, and there will be door prizes given to those raising $100 or more for the cause.

Water will be provided at the start, 1.5 mile marker and finish lines. Light refreshements will also be provided at the finish.

BOARD HEARS NEEDS

While more people are turning to Rockingham Community College for retraining and career changes (spring enrollment grew 16 percent over spring 2008), the RCC Board of Trustees learned during its March 10 meeting that many RCC students require developmental (remedial) education.

In a special presentation, Title III Activity Director, Michael Preuss, told the trustees that 73 percent of enrolling RCC students must take one or more developmental course in reading, math, and/or English but math is the most critical area of need.

The trustees also adopted the college’s request for approximately $3.6 million in county funds for operation and capital expenditures for 2009-10.

Included is the same amount requested in operations for the 2008-09 academic year, but represents a 9 percent increase over the amount actually funded last year. The request will be sent to the county manager for consideration in the overall Rockingham County budget.

Approval was given by the board to increase childcare fees at the RCC Child Development Center by 6.8 percent.

Miscellaneous Child

Development Center fee hikes for late tuition payment, supply, registration, and space retention were also approved. These increases were necessary because expenses in recent years have exceeded revenues.

In other action, the trustees approved adoption of the proposed RCC Identity Theft Protection Program with Vice President for Administrative Services, Steve Woodruff, as the person responsible for its administration. An Information

Technology Acceptable Use Policy was also approved.

Capital improvement projects were noted including replacement of a cooling tower, submissions for design services for a proposed Health Sciences Building, anticipated repairs at the James Library, and proposed lighting along the college paths and walkways. It was also stated that the State Construction Office has approved the design phase of the McMichael Civic Center.

Recent and upcoming Student Government Association activities were reported by SGA president, Adam Cardwell.

These included fundraisers, a blood drive, and sponsorship of guest lecturers on campus.

Cardwell noted that the RCC SGA won the quiz bowl at the recent spring state SGA conference. In addition, RCC SGA Vice President and state SGA President, Jeana ElSadder, received the prestigious Ray Jeffries Award at the spring conference.

SCHOOLS POSTPONED AGAIN

According to School Board Superintendent Rodney Shotwell, the plans for building new schools is out... for now.

The loss of state revenues which were intended for school systems and other sources meant for school construction were tapped into by Governor Beverly Perdue to cover state budget shortfalls.

The Senate Bill 386 for the diversion of quarterly distributions to counties from the Public School Building Capital Fund, including the N.C. Education lottery proceeds, is for the next two fiscal years. The bill states that school construction “historically slows” during a recession.

County school construction needs are not dissipating because of the recession, and in fact, with prices falling and construction contractors looking for the work, it may actually be a good time for counties to build schools.

This bill comes on the heels of State action to seize $5 million in quarterly distributions to the Public School Building Capital

Fund to help balance the state’s current fiscal year budget.

The NCACC Legislative Liaisons feel this is the first step in a permanent dissolution of the county revenues. They report that we build our county fund balance precisely for times such as these.

It helps to protect our county financially in case of unexpected events such as an economic downturn or a natural disaster. not only that, but a strong fund balance can save our county money by allowing us to qualify for lower interest rates when we borrow to finance school capital projects. And borrowing will be something necessary if the stat takes revenues dedicated to funding county school construction such as a percentage of corporate income taxes and revenues from the North Carolina Education Lottery.

While county governments understand the State’s budget problems, they too are dealing with the same problems in county budgets. Counties across the state are resorting to eliminating

jobs or furloughing employees in order to stay within budget for their fiscal year.

All this with the image fresh in our memories of Bev Perdue running as the “education governor” surrounded by teachers.

The Rockingham County School Board voted to send a letter to Perdue, state legislators and the North Carolina School Board Association, about the decision to hold the funding.

GOP CONVENTION The Rockingham County Republican Party will hold its annual convention at 9am on Saturday, March 21 at the Whitcomb Student Center at Rockingham Community College.

The convention is open to all registered Republicans in Rockingham County and consists of official precinct elections and the nomination of delegates to the state convention. The election of party officers will also take place.

After a brief greeting, we will break into our precinct committee meetings for about 45 minutes.

After returning to the convention, receiving committee reports and conducting other official party business the convention will hear from guest speaker Chad Adams. Chad has served as a local elected official in Lee County and as a county GOP officer for several years prior to working for the Center for Local Innovation in Raleigh.

BOOZE IT & LOSE IT CAMPAIGN GOING STRONG Gov. Mike Easley announced in January that state and local law enforcement officers issued citations to 4,430 motorists for driving while impaired during the holiday “Booze It & Lose It” campaign.

The campaign, which ran from Dec. 1, 2008 to Jan. 4, yielded 155,067 traffic and criminal citations statewide.

“I thank our state and local law enforcement officers for their efforts during the holidays to keep our roads safe and to remove impaired drivers from our highways,” Easley said.

“Their hard work helped more families enjoy the holidays with their loved ones and not become tragic statistics.”

E-RECYCLING Results are in for the ecycling event held by Rockingham County on January 24, and county officials are delighted with the outcome.

At this event, 235 vehicles delivered a total of 14.8 tons of recyclables to the Governmental Center parking lot including: - 173 computer monitors - 177 televisions, and - 4.5 tons of computer peripherals (printers, mouses, cords, CPU’s) Synergy, a electronic recycler in Mayodan, assisted with the event by accepting these items and either recycling components of obsolete machines or refurbishing and selling those with a useful life.

In addition to the obvious benefits of keeping these items out of the landfill, officials are pleased due to the solution ecycling presents for disposal of cathode ray tubes. These items

She has many talents as a former intensive care nurse, a self-taught chef, a former co-owner of Rooster’s Gourmet Market & Gifts, and a teacher of cooking classes. She conducted cooking segments on television, and is now a tour guide in Provence, France.

Her cookbook, Mary James Dishes It Out, was published in September 2007. It is more than just a collection of her favorite recipes; the book offers her personal teaching notes and her individual style.

- Anna R. Hayes is a former partner in the Raleigh, North Carolina, law firm of Manning, Fulton, and Skinner, P. A. She divides her time between Paris and Chapel Hill. Anna is author of Without Precedent: The Life Of Susie Marshall Sharp. A pioneer of her age, Susie Sharp was the first woman judge in the state of North Carolina and the first woman in the United States to be elected chief justice of a state supreme court. - Deborah Heinecker is originally from Baltimore, Maryland, and now resides in Reidsville, North Carolina. Deborah graduated from the University of Maryland with a BA in English with an emphasis on medieval literature and a minor in accounting. She combined her computer knowledge with her writing abilities and became a consultant to develop standards and user manuals for corporate clients. Her career moved from businesswoman to psychic detective.

Deborah has assisted with 46 criminal cases nationwide. She later started writing her first mystery, The Reluctant Psychic, which is based on one of her early cases.

- Caroline McAlister holds a Ph.D. in English Literature from Emory University and teaches at Guilford College in Greensboro, North Carolina. All of her books are based on folktales or legends from other lands. Holy Mole, her first picture book, is a Mexican folktale about the origins of Mole sauce. Her second book is Brave Donatella and the Jasmine Thief, due to be released in 2010.

Caroline tries to find stories or legends that have not been made into a children's book before, books that are unique, interesting, and with a child's perspective.

- John Kincaid is a retired Methodist minister who has traveled extensively. He was an official with the Christian Rural Overseas Program (Crop). After World War II, he pastored a nondenominational church in Greensboro, built houses and a church, and carried the mail on one of the longest routes in Greensboro.

His book, I Remember When, is an autobiography about his enjoyment of life and personal commitment to Christ. His book, Nancy, is a biography of his beloved wife.

- C. J. Lange - Jill Lanley, who writes by the name of C.J. Lange, was born in Reidsville. She lives with her husband of thirty-five years, and they are the proud parents of one son. The Nancy Drew mysteries that Jill loved to read when she was growing up inspired her to write her book.

She has written poetry since the 7th grade and has four poems published in international books and online at Poetry.com. She branched out in 2000 and began

Her two poetry books are I Must Go Down To The Beach Again And Other Poems and Because I Could Not Stop My Bike. Mike Shropshire worked at the Eden YMCA for 18 years and inspiring many to become more physically fit. Now he needs our help.

Mike, a life-long Eden resident, needs a liver transplant to save his life. Duke Hospital will do the operation but requires the money that insurance will not cover up front.

Money is also needed for post-op medication and a lengthy stay in Durham after the operation.

Mike had psoriasis of the skin for many years and the treatment for this is believed to have caused the liver damage.

He is the son of Jack and Ann Shropshire of Eden. Mike’s wife is Robin Estridge Shropshire and they have a son Jordan who is a sophomore at Morehead High School.

CELBRATES BLUE JEANS Residents at Morehead Nursing Center recently celebrated the birth anniversary of Levi Strauss with a birthday cake that said Happy Birthday Levi Strauss.

The cake had a pair of jeans and 501's on the back pocket. Residents learned some of the history behind Strauss and enjoyed the celebration. The movie "Sisterhood of the Traveling Pants 2" was also shown.

Levi Strauss created the first pair of jeans for gold miners in California in 1873.

Dan River Basin Association Enjoys a Beautiful Afternoon on the Smith River Greenway The Dan River Basin Association held its annual meeting at Eden City Hall on Saturday, March 7th. Afterwards, mover than thirty of its members strolled the Smith River Greenway. These members were from throughout the Dan River region that extends to Halifax County, Va. Many were quite complimentary of the greenway.

Since opening in the fall of 2007, the Smith River Greenway has been a popular attraction. Many people have remarked that it is one of the best projects the city has ever completed. Every day, Eden residents and those from surrounding cities and counties visit the greenway, even in the dead of winter. The unseasonably warm weather of early March brought many people out of their homes to enjoy this nature trail.

Kelly Stultz and the Eden Planning and Inspections Department were responsible for the development of this facility.

Butler wrote of he experience in the following open letter: “Eden has a treasure here,” commented one of the participants in the walk on Eden’s Smith River Greenway that concluded the Dan River Basin Association’s (DRBA) Annual Celebration on March 7. Culverts from the original road still carry it across several small streams. The road originally led to the 1924 Fishing Creek Bridge, now known as Mebane Bridge, which was the subject of a 1929 lawsuit studied in contract law classes nationwide.

The Greenway meanders close to the river, where Canada geese and various ducks can be heard splashing in the water, while songbirds call from the sheltering woodland. Streams and pools near the trail host a variety of frogs, including spring peepers that chirp noisily until walkers’ approach causes them to fall silent.

The Eden Greenway is part of the alternate route of the Mountains-to-Sea Trail, a 1000mile network of footpaths that crosses North Carolina from the Great Smokey Mountains to the Outer Banks. Kate Dixon, Executive Director of Friends of the Mountains-to-Sea Trail, who

The Eden Greenway is also part of the Smith River Trail, which DRBA is working to create along the full 45-mile length of the Smith River from Philpott Dam to the river’s confluence with the Dan in Eden. DRBA envisions the Smith River Trail as both landbased and water-based.

In Henry County, Virginia, DRBA has been instrumental in constructing the Fieldale Trail and the Richard P. Gravely, Jr. Nature Preserve, which together with Doe Run Park and the Smith River Rail Trail offer more than 10 miles of land trails.

For the water-based trail, seven river access points are now available on the Smith River in Henry County, with at least two more planned. Eden is contributing an important link in this chain by constructing Island Ford Landing at the Smith River Greenway.

Near the Meadow Road trailhead and picnic shelter, the access point will provide put-in or takeout for canoes and kayaks on the river.

A link in a cross-state trail, a portion of a bi-state land trail, and an important stop in a bi-state water trail, as well as a place to enjoy nature and friendly fellow-users every day—Eden’s Smith River Greenway is indeed “a treasure.”

Registers of Deeds are the custodians and managers of their county’s most important records. Attendance at this year’s event was especially significant, “ says Cipriani, “because we deal with history on a daily basis.”

MOREHEAD RESPIRATORY THERAPY DEPARTMENT EARNS QUALITY AWARD FOR 6TH STRAIGHT YEAR Morehead Memorial Hospital has earned Quality Respiratory Care Recognition (QRCR) under a national program aimed at helping patients and families make informed decisions about the quality of the respiratory care services available in hospitals.

About 700 hospitals, or approximately 15% of hospitals in the United States, have applied for and received this award.

Morehead’s Cardiopulmonary Services Department has received the award since 2003.

“Our respiratory therapists take great pride in earning national recognition for the quality care they deliver every day to their patients and families in our community,” said Cindy Johnson, RRT, RCP, Director of Cardiopulmonary Services.

The QRCR program was started by the American Association for Respiratory Care (AARC) in 2003 to help consumers identify those facilities using qualified respiratory therapists to provide respiratory care.

Hospitals earning the QRCR designation ensure patient safety by agreeing to adhere to a strict set of criteria governing their respiratory care services.

To qualify for the recognition, Morehead Memorial Hospital provided documentation showing it meets the following conditions: • All respiratory therapists employed by the hospital to deliver bedside respiratory care services are either legally recognized by the state as competent to provide respiratory care services

or hold the CRT or RRT credential.

• Respiratory therapists are available 24 hours a day.

• Other personnel qualified to perform specific respiratory procedures and the amount of supervision required for personnel to carry out specific procedures must be designated in writing.

• A physician is designated as medical director of respiratory care services.

The AARC’s QRCR program grew out of growing concerns among health care leaders and the general public regarding the safety and quality of health care services provided to patients. Hospitals that meet QRCR requirements provide a level respiratory care consistent with national standards and guidelines. A list of QRCR hospitals is maintained at the association’s website for consumers, www.YourLungHealth.org.

REIDSVILLE REIDSVILLE’S NC MAIN STREET CHAMPIONS HONORED On Thursday, January 29, the Reidsville Downtown Merchants Association was honored as a 2008 Main Street Champion at the North Carolina Main Street Annual Awards Dinner in Statesville, N.C. The organization was selected for this special recognition by Reidsville Downtown Corporation in appreciation of its exceptional contributions to the downtown revitalization process. Along with Champions from 35 other communities, the Reidsville Downtown Merchants Association received a certificate commemorating its designation, presented by N.C. Secretary of Commerce J. Keith Crisco, Assistant Secretary of Commerce Cleveland Simpson, Main Street Assistant Coordinator Teresa Watts and Office of Urban Development Director Liz Parham.

Each of the state’s active Main Street programs is given the opportunity annually to recognize a local Main Street

Champion. The dedication and hard work of countless volunteers is required to make a local Main Street program successful, and the Main Street Champion designation acknowledges the extraordinary efforts of those persons who have played pivotal roles in the revitalization of their downtowns.

“Main Street is a grassroots effort and, in order to be successful, every local program must utilize its community resources— both financial and human,” said Parham. “The human resources come in a number of forms: volunteers, Main Street board members, city staff, elected officials and others. There are no greater supporters of Main Street than those people who we honor here tonight, individuals who have taken their dedication to downtown to the next level—our 2008 N.C. Main Street Champions.”

“Main Street Champions are the people who take on the early tasks, the pioneers who go where others often fear to tread, who step forward when others are stepping back, who make the tough calls and those risky investments. They embody the term “community leader”, and they do this because they love their communities. There would be no Main Street successes without Main Street Champions,” she said.

Reidsville Downtown Corporation offered the following: Two and half years ago, a committed, driven and progressive group of downtown business owners came together to form the Reidsville Downtown Merchants Association. Yes, there have been several tried before, but this one was different. They chose to meet twice a month, beginning with a potluck dinner before each meeting. This fellowship format soon bonded the group like a family.

With this bonding came the realization and commitment they needed to support one another with cross-promotions, event planning and execution, fundraisers and business recruitment.

They have worked together to identify, discuss and solve problems.

When the local food bank was empty, they took on the responsibility to promote and fundraise to help keep the doors open by asking the community to bring cash and non-perishables goods with them to downtown events. Merchants collected and delivered the donations to the Outreach Center and gave generously—many anonymously— themselves.

Two members of the RDC board of directors put it perfectly in describing the positive impact of the new merchants association.

“As our downtown has grown, so has our merchants association,” said Anita Wallace.

IN

A stray cat that bit a child in March has been confirmed as being positive for rabies. The attack took place off Manley Farm Road in Reidsville.

The cat is reported to have come out of the woods near the child’s home and bit the child on the leg. The parents responded quickly and the incident was reported. The child has begun the treatment for the deadly disease.

This particular cat was pregnant, white and gray, very thin and hunchbacked. It is very unusual for a cat to be reported as having rabies, and the consensus is to simply not pet any animal that you are not familiar with.

Stephanie Varela, 30, of 202 Grace St., Reidsville was killed on Thursday March 12, when she was struck by a car which fled the scene on Business 29 about five miles south of Reidsville.

At 2:45am a call came in that there was a body in the roadway in the northbound lanes of U.s. 29.

The car is believed to be a late 1980’s to early 1990’s Volvo, charcoal gra in color. This vehicle would have damage to the front right and passenger side area including the passenger side mirror.

On Wednesday March 11 Michael Lee Huff, 23, of Warriner Street, Reidsville, was shot multiple times at Rob & ray’s Convenience Stroe on Madison Street.

Huff has undergone surgery for his injuries.

Police are searching for the owner of an older model Lincoln Town Car, white in color, which sped away from the scene after the shots were fired.

The investigation, which is being assisted by the SBI, is continuing with the possibiltiy of the shooting be of retaliatory nature in connection with the shooting of danny Lamont Brim on the prior Satruday night.

Two sisters from Sandy Ridge area were traveling through Stoneville on Hwy. 770 on March 3 when tragedy struck near the intersection of Glenn Chapel Road.

Eloise Amos, 75, the driver, and Louise Shaffer, 77 were killed when the car left the right side of the road briefly and was over-corrected and slid sideways into the path of an oncoming tractor-trailer driven by Gurney Nance, 55. Gurney was uninjured.

The state recently approved the transfer of 20 acres of land in Wentworth from the county to the state for a 32 bed rehabilitation center for youth offenders.

Cherokee Camp Road in Wentworth, directly behind the Rockingham Opportunity Corporation site, will b the location fo rthe N.C. Departmen of Juvenile Jusic and Delinquency Prevention.

Other sites approved in the state included Lenior, Edgecombe Chatam Counties which opened only last year.

The new site will operate on an estimated $3.2 million budget, with over 65 jobs provided, and supply 24 hour supervision in a secure facility with one-on-one training and programs for the youth.

Construction should begin within the year on the project.

INCLUDES PADDLE, PICNIC, AND HIKE The Dan River Basin Association's First Saturday Outing on April 4, 2009 will explore both water and land trails at Mayo Lake in Person County, North Carolina.

Meeting at 10:00 a.m., participants will first paddle a two-mile canoe/kayak trail on the lake.

Beginning and ending at a dock specifically designed for the use of paddlers, the loop trail will follow markers in the water that give information about the lake and the fish and wildlife that can be seen there.

Mayo Lake, a 2800-acre reservoir with an 85-mile shoreline that is largely undeveloped and wooded, provides ample habitat for wildlife. Located near Roxboro, NC, the park on the lake is relatively new, having started in 1996.

After completing the water trail, paddlers will enjoy lunch at lakeside picnic tables, and afterwards will have the option of hiking on the Wood Duck Trail and Wild Turkey Trail, with a combined distance of just over a mile.

Paul Johnson, coordinator of the outing, said, "Ever since DRBA's first event at Mayo Park in January 2008, we have looked forward to returning in warm weather to take advantage of the canoe/kayak trail, and to again enjoy the beauty of the trails through the woods along the beautiful lake."

According to Forrest Altman in The Dan River Book, the name, s p e l l e d "Maho" on the sign where NC 49 crosses the Mayo Creek, is still pronounced "Maho" by many local persons.

Mayo Park maintains more than six miles of trails, including the Red Tail Hawk Trail that DRBA visited in 2008, as well as boat landings, cabins, tent sites, boat rentals, rest rooms and other amenities. The hiking trails feature plant identification plaques for self-guided tours.

Participants in the outing are asked to meet at 10:00 at the Amphitheater Parking Lot. They should arrange to supply boat, paddles, life jackets, hiking boots or walking shoes, drinks and lunch; wear water-shedding artificial fabric or wool (not cotton, and certainly not blue jeans); and provide a back-up change of clothing. All participants will be asked to sign a waiver.

To reach the Amphitheater Parking Lot from South Boston, Virginia, take US 501 South to Mayo, Virginia. Turn left on VA 96 to Virgilina and right on NC 49 South. From NC 49 South pass Dixon's Store and turn right on Neal's Store Road (SR 1515).

The Amphitheater Parking Lot is the last left turn before the large parking area at the Boat Launch (operated by the NC Wildlife Resources Commission).

From Roxboro, take NC 49 North 8 miles to Neal's Store Road (SR 1515).

Outings and meetings of the Dan River Basin Association are open to the public without charge.

Republican Leader Phil Berger (R-Rockingham) and House Republican Leader Paul Stam (R-Wake) recently announced the introduction of House Bill 190, “Medicaid Improper Claims Software / Funds”.

The Republican leaders, along with a number of othermembers from both Chambers, urged support for the purchase of enhanced software to identify and reject improper Medicaid claims before they are paid.

The sponsors emphasized that opportunities exist for North Carolina to recognize significant savings through better identification and prevention of improper payments in Medicaid.

Appropriations for Medicaid currently total $3 billion ($8.5 billion from federal funding and receipts), making it one of the largest budget items in state government. A recent GAO report stated that improper payments (including criminal fraud activity, abuses due to inappropriate treatment or billing practices, and waste due to improper training or administrative errors) represent 10.5 percent of all Medicaid payments. Applying this number to the NC Medicaid budget would result in an estimated $1.2 billion in potentially improper payments.

(This was actually reported by a teacher.)

After Christmas, a teacher asked her young pupils how they spent their holiday away from school. One child wrote the following: We always used to spend the holidays with Grandma and Grandpa. They used to live in a big brick house in Wisconsin , but Grandpa got retarded and they moved to Florida . Now they live in a tin box and have rocks painted green to look like grass.

They ride around on their bicycles and wear name tags because they don't know who they are anymore. They go to a building called a wreck center,but they must have got it fixed because it is all okay now, they do exercises there, but they don't do them very well.

There is a swimming pool too, but they all jump up and down in it with hats on. At their gate, there is a doll house with a little old man sitting in it.

He watches all day so nobody can escape. Sometimes they sneak out, and go cruising in their golf carts.

Nobody there cooks, they just eat out. And, they eat the same thing every night --- early birds. Some of the people can't get out past the man in the doll house. The ones who do get out bring food back to the wrecked center for pot luck.

My Grandma says that Grandpa worked all his life to earn his retardment and says I should work hard so I can be retarded someday too. When I earn my retardment, I want to be the man in the doll house. Then I will let people out, so they can visit their grandchildren.s

9. Oct 4: Looked right into the security camera; used it as a mirror, and picked his nose.

10. Nov 10: While handling guns in the hunting department, asked the clerk if he knows where to find the antidepressants.

11. DEC 3: Darted around the store suspiciously loudly humming the Mission Impossible" theme.

12. DEC 6: In the auto department, practiced his "Madonna look" using different size funnels.

13. DEC 18: Hid in a clothing rack and when people browse through, yelled "PICK ME!" "PICK ME!" 14. DEC 21: When an announcement came over the loud speaker, he assumes the fetal position and screams "NO! NO! It's those voices again!!!!"

15. DEC 23: Went into a fitting room, shut the door waited awhile, then yelled very loudly, "Hey, There's no toilet paper in here!"

Three friends from the local congregation were asked, "When you're in your casket, and friends and congregation members are mourning over you, what would you like them to say?" Artie said: "I would like them to say I was a wonderful husband, a fine spiritual leader, and a great family man."

Eugene commented, "I would like them to say I was a wonderful teacher and servant of God who made a huge difference in people's lives."

Al said: "I'd like them to say, "Look, he's moving!"

First, we Survived being born to mothers who smoked and/or drank while they were pregnant.

They took Aspirin, ate blue cheese dressing, tuna from a can and didn't get tested for diabetes.

Then after That trauma, we were put to sleep on our tummies in Baby cribs covered with bright colored lead-based paints.

We had no Childproof lids on medicine bottles, locks on doors or cabinets and when we rode our bikes, we had baseball caps not helmets on our heads.

As infants & children, we would ride in cars with no car seats, no booster seats, no seat belts, no air bags, bald tires and sometimes no brakes.

Riding in the back of a pick-up truck on a warm day was always a special treat.

We drank water from the garden hose and not from a bottle.

We shared one soft drink with four friends from one bottle and

YOU BORN 1930-1979... no one actually died from this.

We ate cupcakes, white bread, real butter and bacon. We drank Kool-Aid made with real white sugar and we weren' t overweight!

WHY???

Because we were always outside playing... that's why!

We would leave home in the morning and play all day as long as we were back when the streetlights came on.

No one was able to reach us all day and we were O.K. We would Spend hours building our go-karts out of scraps and then ride them down the hill, only to find out we forgot the brakes.

After running into the bushes a few times,we learned to solve the problem.

We did not Have Playstations, Nintendo's and X-boxes. There were no video games, no 150 channels on cable, no video movies or DVD's, no surroundsound or CD's, no cell phones, no personal computers, no Internet and no chat rooms.

On Feb. 28, 2009 5 members of the Board of Directors met and opened the box that contained the names of people who had been sent in. They were as follows and in order to the number of nominations.

WE HAD FRIENDS and we went outside and found them!

We fell out of trees, got cut, broke bones and teeth and there were no lawsuits from these accidents.

We ate worms and mud pies made from dirt, and the worms did not live in us forever.

We were given BB guns for our 10th birthdays, made up games with sticks and tennis balls and , although we were told it would happen, we did not put out very many eyes.

We rode bikes or walked to a friend's house and knocked on the door or rang the bell or just walked in and talked to them.

Little League had tryouts and not everyone made the team. Those who didn't had to learn to deal with disappointment. Imagine That!!

The idea of a parent bailing us out if we broke the law was unheard of. They actually sided with the Law! These generations have produced some of the best Risk-takers, problem solvers and inventors ever.

The past 50 years have been an explosion of innovation and new Ideas.

We had freedom, failure, success and responsibility, and we learned how to deal with it all.

If YOU are one of them? CONGRATULATIONS! You might want to share this with others who have had the luck to grow up as kids, before the lawyers and the Government regulated so much of our lives 'For our own Good '!!!

Detective Dana Taylor has reported the arrest of Jerry and David Ellis for two f e l o n y counts of O B TA I N ING PROPERTY BY F A L S E PRETENSE David Ellis each.

T h e father and son duo acted in concert to cheat and defraud Jane Hoss, 65, of 494 Jerry Ellis Webb Loop in Madison and Lane Kannegieter, 29, of 291 Quail Ridge Road, Summerfield of timber.

Kannegieter received a verbal agreement by the duo to cut timber and split the profit, when in fact the Ellis’s cut eleven loads of timber and kept all proceeds.

Hoss received a verbal agreement that the Ellis’s would cut and split the profit from eight loads of timber, when in fact the men kept all proceeds.

Jerry and David Ellis were charged with like charges in 2008.

Jerry Ellis was arrested again when Rockingham County Deputies located Jerry Lee Ellis, 48, of 362 Red Oak Drive in Stokesdale. He was arrested and is now in jail under a $60,000 bond for Obtaining Property by False Pretense.

This case originated in Stokes County, by Ellis cutting trees from the property of another and never paying the property owner for the trees despite a previous arrangement.

Ellis is waiting court on like counts in Rockingham County.

GUILTY Jason Sanchez Hairston, 27, of Madison pled guilty in Rockingham County Superior Court this week to Felony Maiming without Malice, misdemeanor Assault with a Deadly Weapon, and Assault on a Female. Hairston was sentenced to 29-44 months in prison by Judge James Webb.

On August 18, 2008, Hairston knocked at an apartment on Taft Street in Madison. The victim answered and Hairston indicated he was interested in the rims on the victim’s car. As two walked toward the car, Hairston said he was starting a baseball team and produced a baseball bat. Hairston hit the victim with the bat. The victim attempted to flee, and turned around on the defendant in an effort to stop the attack.

At that point , Hairston bit the victim’s nose. A portion of the victim’s nose was almost entirely detached, requiring extensive medical attention.

The female resident of the apartment attempted to stop the attack, Hairston assaulted her with his fist.

Also this week, 22 year old Reidsville resident Michael Leon Wilkerson pled guilty to Kidnapping, Burglary, and Robbery charges.

Wilkerson was sentenced to 51-71 months in the North Carolina Department of Corrections by Judge Webb.

On August 8, 2007, shortly after midnight, the defendant and others forced their way into a home on Graves Street in Reidsville. The occupants were held at gun point and tied up with electrical cord. The defendants stole jewelry, shoes, approximately $300.00 in cash, and other items while in the residence.

Police reports indicate that the robbery was part of a gang initiation.

George Hamilton IV, noted country music and Grand Ole Opry star, will present “A Moravian Easter in the Country : A Resurrection Celebration in Story, Song and Spoken Word,” at Leaksville Moravian Church in Eden on Thursday, April 2, 2009 at 7pm.

A nativeof Winston-Salem, NC, Hamilton became a member of the Grand Ole Opry in 1960 and has toured the Soviet Union, Australia, the Middle East, and East Asia, as well as the United States. These widely acclaimed international performances earned Hamilton the nickname The International Ambassador of Country Music.

Photos by Mike Redman The Central Elementary 1st Grade Class of Lou Berrier had special visitors in March when Dr. Kathryn Combs, D.V.M. of Lewis Veterinary Clinic visited with her assistant Leslie Combs and small whippet Spinner.

The demonstration was to teach the children two defensive maneuvers to help prevent serious injury from dog bite wounds. The children enjoyed the visit and learned several techniques to help minimize injury from animal bites.
