Introduction

Edge Hill University believes that the safety and wellbeing of all our staff, students and visitors is of fundamental importance and an integral part of developing a successful and sustainable future.

The University statement of intent in relation to safety and wellbeing is:

To fulfil our health and safety management responsibilities through the development of clear policies and implementing effective procedures across all University departments and through our estates. In order to meet our responsibilities, Edge Hill will:

Demonstrate best practice through compliance with relevant current and foreseeable statutory regulations. Educate, train and motivate our staff, students and visitors to work in a safe and responsible manner. Pro-actively monitor our performance through regular audit and process review, with the aim of continuous improvement in these areas.

The Safety Management Strategy 2016-2019 has been informed by, and developed to support the University’s aims and objectives. The Health and Safety Strategy is not just about achieving compliance, but will assist in realising:

How we will achieve this Through consultation with our staff, students and other key stakeholders we aim to implement a Strategy which is challenging, though achievable, and relevant and proportionate to managing risk both in the immediate and the longer term.

This is a three year Strategy which will be subject to a full review on an annual basis and will be included within a comprehensive report to the Board of Governors, made publicly available so that all our stakeholders may review our progress.

The actions falling out of our strategic objectives will be set out in an overarching implementation plan, which will map out the actions necessary to achieve our strategic objectives.

Progress against the implementation plan will be reviewed on a quarterly basis through the Institutional Health, Safety and Environment Committee.

Strategic Objective One:

Strategic Objective Two:

Purpose: To understand their roles and responsibilities in relation to health and safety, giving clear direction and ensuring all policies and procedures are adhered to and embedded within the University.

Purpose: To ensure that Staff and Managers have the appropriate skills, knowledge and abilities to undertake their duties.

Leadership and Management Commitment to Health and Safety

1. Develop and ratify a Health and Safety Strategy.

2. Publish an Annual Report on safety management detailing progress against the implementation plan.

3. Review and publish the Institutional Health, Safety and Environmental Policy Statement on an annual basis.

4. Have in place an Institutional Health, Safety and Environment Committee which meets quarterly, with representatives attending from each Faculty/Department.

5. Publish minutes of the Institutional, Health, Safety and Environment Committee meetings.

6. Each Dean and Director to have in place a forum to discuss health and safety matters.

7. Each Dean and Director to have in place a Health and Safety Policy that sets out clearly how health and safety will be managed within their Faculty/ Department.

Develop the Competence of our Staff and Managers

1. Ensure that staff have the capabilities to undertake role specific tasks. Identifying specific needs through the recruitment, induction and performance review processes.

2. Develop the professional capabilities of staff and managers.

3. Ensure the capabilities and competence of our staff and managers are reviewed as part of the performance review and development process. With any gaps in their capabilities identified and interventions put in place to meet any development needs.

4. Ensure that all information in relation to policies and procedures is easily accessible, is easily understood, and practically meets the needs of the University.

5. Identify and nominate appropriate staff and managers to fulfil key safety roles these include, Health and Safety Representatives, Workstation Assessors, First Aiders and Emergency Co-Ordinators (this list is not comprehensive).

6. Ensure that any training undertaken meets the specific needs of the University and is evaluated to ensure that it adds value.

Strategic Objective Three:

Strategic Objective Four:

Purpose: To ensure that risks are identified and effectively managed across the University with proportionality being a key consideration.

Purpose: To ensure that there are systems/ policies/procedures in place, that are easily accessible, clear and easy to understand and meet the needs of the University.

1. Establish an audit programme to identify any areas of significant risk, to give assurance that health and safety is being effectively managed and where not this is clearly identified.

2. Faculties/Departments to have an inspection programme in place.

3. Ensure that the Institutional Health, Safety and Environment Committee are informed of audit findings.

4. Develop a mechanism for identifying accident and near miss trends in order that risks can be effectively managed.

5. Ensure that processes are in place to undertake accident and near miss investigations with the aim of ensuring that the root causes of accidents and near misses are clearly identified and can be acted upon.

6. Act on any legal changes.

7. Emergency plans to be in place, tested and reviewed annually.

Continuous Improvement of our Systems, Policies and Procedures

2. Benchmark against other Universities/ Organisations when developing systems, policies and procedures.

3. Act on audit and inspection findings.

4. Consult with key stakeholders when developing systems/policies and procedures.

5. Review policies/procedures with any changes in legislation or at least annually.

Strategic Objective Five:

Improve the Health and Safety of our Staff and Students Purpose: To ensure that the health and safety of our staff and students are effectively and proactively considered and managed. 1. Proactively manage the wellbeing of our staff and students.

2. Consult with staff and students on matters that effect their health, safety and wellbeing.

3. Consult with Trade Unions on matters of health and safety.

4. Develop systems that ensure accidents and near misses are accurately recorded, with trends identified and acted upon.

5. Ensure that staff have the skills to effectively undertake their roles and responsibilities. 6. Ensure mechanisms are in place for providing impartial advice.
