At the national level, 43.2% will vote for Vice President Leni Robredo as President against 35.2% for former Senator Ferdinand Marcos Jr. out of a total of 804 respondents. In the vice presidential race, 66% will vote for Davao City Mayor Sara Duterte while 26.8% will vote for Pangilinan and on third place is Prof. Walden Bello, who was recently declared ‘persona non grata’ by the Davao City Council, at 3.5 % Jose Manuel Diokno is the top choice for Senator with 57.6% while Neri Colmenares is 12th at 34.2 %. The survey was conducted this month among students of Higher Education Units and Professional Schools, Administration and Jesuit Community, Faculty Members and Non-Teaching Personnel. The ADDU University Research Council presented its findings during an online forum Friday afternoon, Day 1 of the 45-day campaign period for local candidates. Fifty-one per cent of the 506 respondents will

Baste was elected Vice Mayor, unopposed, in 2019. He filed his certificate of candidacy for reelection as Vice Mayor, again unopposed, in October but withdrew to run for mayor as substitute to his elder sister, Sara, who withdrew from the mayoralty race to run for Vice President. wedish investors are exploring opportunities in the business and technology sectors in Davao City according to Annika Thunborg, Ambassador of Sweden to the Philippines. Thunborg met with the officials and members of the European Chamber of Commerce in the Philippines-Southern Mindanao Business Council (ECCP-SMBC) and the Davao City Chamber of Commerce and Industry Inc, (DCCCII) during her visit in Davao City this week.

“To explore the opportunities in business and technologies, we met the Davao chamber and European chamber. I also met the transportation authorities, development offices, and the Local Government Unit, (LGU),” she said in an interview. Thunborg also had a meeting with Swedish companies in Davao City. The Swedish business community has been exploring further investment opportunities in Davao City, including the business process outsourcing (BPO) sector

and the dealership where some companies of the country already have a local presence like the Volvo Trucks distributorship, Stockholm-headquartered Transcom through its recent acquisition of local BPO Awesome OS, Atlas Copco, H and M fashion store, and the HUSQVARNA Group that sells industrial and transportation products like KTM motorcycles. EDITORIAL Game-changer of a law Republic Act 11659 is a game-changer law. It amends the Public Service Act (PSA), which has been existing for 85 years now. The new law amending the PSA signed by President Duterte last Monday in effect opens the Philippines to the operation of telecommunication companies, airlines, expressways, tollways, railways and shipping lines fully owned by foreigners. In the past, foreigners could only own up to 40 percent of these businesses, a limitation stipulated in the 1987 Constitution. In the beginning, we thought we were doing ourselves a favor with this patriotic restriction. After a while, many of us, specially our outspoken leaders, realized that the law was hurting our desire to grow our economy, as the limitation prevented us from finding the needed capital for bigtime businesses. At long last, our lawmakers found a way out of the dilemma in RA 11659, by amending PSA which limits public utilities

President Duterte has thanked lawmakers for crafting the legislative measure, saying he believes that through this law, “the easing of foreign equity restrictions, we will attract more global investors, modernize several sectors of public service, and improve delivery of essential services.”

Days after the President signed the law, we read of several news stories about foreign capital being attracted by the Philippines. If this trend continues, we can expect the generation of more jobs and the lowering of prices of public services, followed by the introduction of innovations leading to improved quality of products and services. Binata pa po ang papa ko noon pinanganak siya. Hindi rin po siya acknowledged ng papa ko. Ano po gagawin ko. Salamat po Dear Xxx, I presume in your case that you are referring to your father as the parent who passed on. Regarding your question, as a general rule, the heirs of your father, whether he left a last will and testament or not, would be his wife and all his children, legitimate or illegitimate. However, when it comes to an ille-

gitimate child, it is not enough that he or she has a blood relationship with his or her putative parent. The illegitimate child must be recognized or acknowledged as such a child. In other words, the rights of an illegitimate child arose not because he was the true or real child of his parents but because under the law, he had been recognized or acknowledged as such a child. This is what the Supreme Court held in the case of Ilano vs. Court of Appeals (G.R. No. 104376, February 23, 1994). The next question is, can your sister who was not acknowledged by your father still claim recognition or filation now that your father has already died? Based on the law and existing juris-

prudence, she can no longer do so. Under Article 175 of the Family Code, illegitimate children may establish their illegitimate filiation in the same way and on the same evidence as legitimate children. Under Article 172 of the Family Code, the filiation of legitimate children is established by the record of birth appearing in the civil register or a final judgment; or an admission of legitimate filiation in a public document or a private handwritten instrument and signed by the parent concerned. In the absence of the foregoing evidence, the legitimate filiation shall be proved by the open and continuous possession of the status of a legitimate child; or any other means allowed by

the Rules of Court and special laws. Under Article 173 of the Family Code in relation to Article 175 thereof, the illegitimate child may bring an action to claim recognition or acknowledgment during his or her lifetime. However, if the action is based on the second paragraph of Article 172 which means that if the evidence is not a record of birth appearing in the civil register or a final judgment, or an admission of legitimate filiation in a public document or a private handwritten instrument and signed by the parent concerned, then the action may be brought only during the lifetime of the alleged parent. From your letter, it appears that when you said your sister was not acknowledged,

it presupposes your father did not sign as father in your illegitimate sister’s birth certificate or that he did not execute any document purporting to admit his paternity. Therefore, your sister can no longer be allowed at this time to introduce evidence of her open and continuous possession of the status of an illegitimate child or prove her alleged filiation through any of the means allowed by the Rules of Court or special laws. The simple reason is that your father is already dead and can no longer be heard on the claim of his alleged daughter’s illegitimate filiation. This is also the ruling of the Supreme Court in the similar case of Uyguangco versus Court of Appeals (G.R. No. 76873, October 26, 1989).

art, but it’s not difficult to practice. It means that you realize that others have been involved in your success.” Humility is defined as “the virtue of being humble and not holding any excessive feeling of pride.” “It is humility that makes a person more empathetic and aware of the feelings of others,” someone explained. “Humility enables us to acknowledge the achievements and struggles of others and to offer help when needed.” The beginning of greatness is to be little, the increase of greatness is to be less, and the perfection of greatness is to be nothing. As William Temple puts it, “Humility does not mean thinking less of yourself than of other people, nor does it mean having a low opinion of your own gifts. It means freedom from thinking about yourself at all.” But more often than not, people put themselves before others. “I am no more humble than my talents require,” Oscar Levant once said. be perfect.” In an article which appeared in The Observer, Edith Sitwell was quoted as saying, “I have often wished I had time to cultivate modesty. But I am too busy thinking about myself.” And oftentimes, that’s what most people do. A millionaire held a big banquet to which he had invited many important people in the city. Most of the guests arrived in their expensive cars. Then, the rain began to pour down and collected into a large puddle of water right in front of the main entrance to the millionaire’s house. Along came a car and stopped right in front of the water. An elegantly dressed old man tried to get out, but slipped and fell headlong into the sea of mud. As he lifted himself up, he saw that he was a mess – and was in no condition to go into the banquet hall. Several of the guests made fun of the unfortunate man. There was a man who wanted to get rid of his shadow. But no matter what he did or tried, the shadow just

would not go away. He rolled on the floor, he dived into the water. But to no avail; his shadow stayed alongside him. A wise man who heard of the problem, remarked, “That’s no worry. It’s the simplest thing in the world.” The man asked, “How so?” “Well,” the wise man replied, “all you have to do is to stand in the shadow of a tree and your shadow will disappear.” “It is always the secure who are humble,” said Gilbert Keith Chesterton. Are you rich and famous? Do you belong to those who consider themselves high and mighty? Don’t boast about yourself. “Do you want people to think well of you?” Blaise Pascal asked. “Don’t speak well of yourself.” And American president Abraham Lincoln reminded, “What kills a skunk is the publicity it gives itself.” Let’s be humble. “Some ask if lowering one’s pride is conceding defeat. PRRD admin speeding up postpandemic recovery: DOF chief

T

he administration of President Rodrigo Duterte is redoubling its efforts to expand the economy at a much faster rate in its remaining quarter to recover the opportunities lost for high and inclusive growth in the two-year pandemic, Department of Finance (DOF) Secretary Carlos Dominguez III said Friday.

Armed with the passage and implementation of its hard-won reforms, the Duterte administration “will continue working till the last hour of our mandate to contribute all that we can to our strong economic resurgence,” Dominguez in his recorded video message during the first day of the virtual Rotary International District 3870 Conference. “The reward for all the

work we do now is a better future for the next generation of Filipinos,” he said. Dominguez said conditions for the Philippines’ post-pandemic rapid growth have never been better, owing largely to how President Duterte exercised strong political will to push game-changing reforms that that had gotten stuck in the legislative mill for decades, and how the entire nation

worked together to overcome the challenges of the pandemic-induced global health and economic crises. “The election season will not be an issue. We have a long history of orderly and peaceful transfers of power. We will transition to the next administration (with) a comprehensive fiscal consolidation plan to bring the country back to its high growth trajectory,” he added. With the pandemic now subsiding and the coronavirus disease 2019 (Covid-19) vaccination program proceeding at a quick pace, Dominguez said the country is well on its way to a strong recovery from the pandemic that broke out in March 2020.

NEA surpasses consumer connections goal in 2021

T

he National Electrification Administration (NEA) said Friday it has exceeded its electricity consumer connections target last year despite the challenges brought by the COVID-19 crisis. In a statement, the NEA said, together with 121 electric cooperatives (ECs) nationwide, it surpassed its target of 400,000 electricity consumer connections in 2021 by 182,083 or 46% as

it recorded a total of 582,083 new consumers. With last year’s accomplishment, the electrification agency said consumer connections have reached 14,835,390 as of December 31, 2021, or 91% of the total potential connections in the franchise areas of the ECs. Broken down into the major islands, 47% of the total consumer connections or 6.929 million are located in Luzon, 26% or 3.941 million

are in the Visayas, and 27% or 3.965 million are in Mindanao, according to the NEA. “In line with the Total Electrification of the country as further mandated by Executive Order 156, NEA, with the cooperation of the ECs, will not stop from fulfilling its social contract of extending the benefits of electricity to more Filipinos in the rural areas even during this critical time,” said NEA administrator Emmanuel Juaneza.

“Our risk management strategy culminated in a fullyear growth of 5.6 percent in 2021, exceeding target and market expectations. This year, we expect our economy to grow by 7 to 9 percent,” he said. In 2021, revenue collection was already 5 percent higher than in 2020, while total merchandise trade and remittances were also above the pre-pandemic levels, which all signal a return to robust economic activity, Dominguez said. The DOF chief said he expects to fully bring back revenue collection to pre-pandemic levels this year. Moreover, the Duterte administration marked its final full year with foreign

direct investments (FDIs) reaching a record-high of US$10.5 billion as it continues to gain ground in reducing unemployment, he said. The only glitch to this bullish outlook, Dominguez said, is the ongoing Russia-Ukraine crisis, which has magnified the dislocations created by the country’s two-year battle with the pandemic. He said the Philippines, like all other nations, will most likely experience elevated inflation levels because of the impact of the crisis on oil and commodity prices. “The Duterte administration is closely observing the developments and it is doing its utmost to mitigate

the impact of oil and food price increases on our people. Our priority is to support the vulnerable sectors of our society from the ill effects of inflationary pressures brought about by the conflict,” Dominguez said. The support will be in the form of cash grants for the bottom 50 percent of the population, fuel subsidies for the public transportation sector, and fuel discounts for small farmers and fisherfolk, he said. Dominguez renewed his call for all countries to do everything within their power to use all available diplomatic channels to help resolve the conflict in a peaceful manner at the soonest possible time to shorten its

fraud. For its part, UnionBank said it will share relevant information necessary to pursue investigations in accordance with the Data Privacy Act and with the data sharing agreement. The alliance between UnionBank and Globe comes as online fraud has become a growing threat with the rise in digital transactions, especially during the pandemic. “Currently, when it comes to gathering information in relation to fraud

investigations, banks and telcos have to go through a tedious process of court orders first. BSP: Businesses less optimistic in Q1 of ‘22 BSP targets to increase green bonds investments

he Bangko Sentral ng Pilipinas (BSP) continues to monitor developments regarding the green bonds market and bids to increase its investments, which to date amounts to USD550 million. In a virtual briefing on Friday, BSP Governor Benjamin Diokno said monetary officials “recognize the importance of responsible investing”, thus are “working towards incorporating sustainability principles into our reserve management framework.” “We think that deploying our international reserves to support the funding of green projects, especially in the Asia Pacific, is a way to promote sustainability with significant impact,” he said. The Bank of International Settlements (BIS) initiated a green bond fund called BIS Investment Pool (BISIP) G1 in 2019, and BSP initially placed USD150 million in this fund. It was later increased to USD550 million. Diokno said BIS also announced another green

bond fund in early 2022 and it is called BISIP G3, which the BSP also invested in. He, however, did not disclose the amount the BSP placed in the BISIP G3. Aside from portfolio management, Diokno said they also expect that exposure to high-quality green bonds will “provide benefits to the BSP in terms of diversification and return”, citing these debt papers are subject to international standards set by, among others, the International Capital Market Association and the Climate Bonds Initiative. In July 2021, he said the Executives’ Meeting of Asia-Pacific Central Banks (EMEAP) has agreed to promote investments in green bonds through the Asian Bond Fund (ABF) to deepen the local currency-denominated green bond markets in the region. During the same briefing, BSP Market Research and Surveillance Department Director Ma. Genevie Alfonso hinted at increased BSP investments on green bonds.

he business sector turned less optimistic about the Philippine economy in the first quarter of 2022, results of the latest survey by the Bangko Sentral ng Pilipinas (BSP) showed Friday.

The first quarter Business Expectations Survey (BES) showed that the overall confidence index (CI) of the private sector decreased to 32.9% from 39.7% in the last quarter of 2021. The CI is the percentage of firms that answered in the affirmative, minus the percentage of firms that answered in the negative with respect to their views on a given indicator.

“The lower positive index resulted from the combined effects of a decrease in the percentage of optimists and an increase in the percentage of pessimists,” the BSP said. Conducted from January 21 to March 4, 2022, the poll covered 1,498 firms nationwide, consisting of 578 companies in the National Capital Region and 920 firms in areas out-

side Metro Manila. “The respondents’ less buoyant outlook was largely affected by the resurgence of [COVID-19] cases from the new Omicron variant and the consequent reimposition of stricter quarantine restrictions in many areas at the beginning of the year,” the BSP said. DENR seeks media help to monitor mining in PH

epartment of Environment and Natural Resources (DENR) Acting Secretary Jim Sampulna said Friday that they need help from the media to monitor mining in the country. In an interview here Friday, Sampulna underscored the importance of closely watching mining activities in

the country as not to put the environment in danger. “We only need responsible miners, we say no to irresponsible ones. They will be properly monitored by the DENR and the media,” he said. Sampulna underscored the media’s vital role in protecting the environment.

Recently, the DENR in Davao Region served a cease and desist order to the Riverbend Consolidated Mining Corporation/Arc Nickel Resources, Inc. (ANRI) located in Banaybanay, Davao Oriental, for the siltation incident in the area on January 14. The siltation took place at the Mapagba and Pinatatagan Rivers

in Banaybanay town after more than 12 hours of heavy downpour. According to DENR11, the potential source of siltation and discoloration in the two rivers were traced to the active mining activity of the company, based on the multi-agency investigation and assessment conducted on January 15. (PNA)
