Sara bids Davao City goodbye, enumerates accomplishments

n what was her valedictory State of the City Address (SOCA) on Thursday, Mayor Sara Duterte-Carpio officially bid goodbye to Dabawenyos.

The adieu brought back memories of her father President Rodrigo Duterte’s farewell speech in 2016. “However, today — allow me to formally — and with a heavy heart — say farewell. Tuguti ko ninyo nga manamilit kaninyo. Nga mananghid kaninyo. I have been called to join the race for a bigger challenge. This is a challenge that gives me the opportunity to spread my wings wider, to soar higher, and reach new heights —with the support of our fellow Filipinos — for our beloved country,” the mayor said. The mayor assured that she will leave with Davao City buoyed by a stronger economy, a stronger citizenry, with programs and services institutionalized to ensure continuity. “A city that has so much more potential for greatness. And I am confident that whoever will lead the city in the coming months will be able to sustain, if not surpass, what we have achieved, and take Davao City even higher,” she said. The mayor said Davao City may have experienced exhilarating highs and suffered blows, and yet, Dabawenyos continue to stand stronger, more resilient, and more ready to face

the future. A few months before she leave City Hall, the mayor enumerated what the city government of Davao has accomplished and still needs to be completed under her leadership. From 2016 to 2021, the city government of Davao spent a total of P8.2 Billion sourced from the Annual Development Fund for both infrastructure and non-infrastructure projects. From this amount, the city has completed over 3,000 infrastructure projects, including 1,424 roads, 51 bridges, 180 school buildings, 63 office buildings, 44 barangay halls, 84 health centers, nine police stations, 748 irrigation and canal projects, 172 water systems, 11 electrification projects, and 669 other structures. The city government of Davao expanded the existing Lingap Para sa Mahirap Program that helps Dabawenyos with their hospital bills, opened Lingap satellite offices outside the city through satellite offices in Paquibato and Bunawan in the Second District and Marilog and Toril in the Third District. The city also opened the Mental Wellness Center for the Homeless facility inside SPMC. Key facilities that the city government of Davao

were able to build because of the Covid-19 pandemic are the Covid-19 Cluster Clinics, Los Amigos Molecular Laboratory and the Davao City Crematorium at the Wireless Cemetery. The city is also building the Tagakpan cemetery that has designated areas for Muslims and Christians. For the Waste-To-Energy facility, the city has partnered with the Department of the Environment and Natural Resources (DENR) and secured P740 Million of the needed P3.5 Billion to supplement the available Japanese grant while the loan processing for the High Priority Bus System is ongoing. The city has also rolled out two routes for the Interim Bus Service (IBS) last year, with 20 buses currently serving the riding public. Mayor Sara reported that the city has signed a Memorandum of Agreement with the Bureau of Plant Industry for the use of their property in Bago Oshiro as the site of the City College of Davao. The city government of Davao has allocated P250,000,000.00 from the 2022 Annual Development Fund for the land development of the Davao City Public Hospital. Mayor Sara enumerated the 118 awards and citations received by the city in various facets of governance and service from 2016 to 2021 that include ‘One of the Best Cities in the Philippines’ today, the

4th Most Competitive Highly Urbanized City in the 2021 Cities and Municipalities Competitiveness Index (CMCI), Davao City was third in terms of infrastructure, government efficiency, and economic dynamism, and sixth in terms of resiliency; regularly recognized by the Department of the Interior and Local Government (DILG) with the Seal of Good Local Governance and the Seal of Good Financial Housekeeping, 8th richest city in the country in 2020 with total assets amounting to P23 billion, according to the 2020 Annual Financial Report released by the Commission on Audit (COA) on 22 December 2021, and the biggest city in the Philippines in terms of land area – a sprawling 2,443 square kilometers – an area nearly four times bigger than the total land area of the entire NCR. She said the city government of Davao has directed its efforts to building more infrastructure, enhancing revenue generation efforts, strengthening security and improving the delivery of social services, while also continuously learning, embarking on business and tourism missions, and forging partnerships with other cities and localities abroad. Despite the Covid-19 pandemic, the mayor said Davao City had a total combined revenue of P10,434,193,222.19 which is 39.8 percent high-

er than its pre-pandemic revenues. Of this amount, P4,420,991,524.63 was generated by local sources. She added that over the years, the city government of Davao contracted loans to finance major projects for the development of the city. “As we continue to implement the projects, we have also been allocating ample budget every year to diligently pay back our loans,” she said. According to her, this year, the city has allocated P46,706,000 in the 2022 budget to cover the remaining loan balance and by the end of the first half of Calendar Year 2022, Davao City will be debt-free. “For the past five years, by building the necessary infrastructure, by boosting our income generation and by keeping our communities safe, we have made a stronger Davao,” she said. For Mayor Sara, the real strength of Davao City, the backbone of any community, are the Dabawenyos. “We acknowledge that a stronger citizenry can only be achieved when there are ample social services available for all sectors. And so, for the past five years we doubled our efforts so that each individual Dabawenyo is empowered – with employment and social services – especially for the disadvantaged, so that as the city continues to soar, no Dabawenyo is left behind,” she said. Looking back on the past years, Mayor Sara said she is buoyed by the indomitable spirit of the Dabawenyos, young and old, rich and the needy, men and women, who refused to give up and surrender to anything that comes their way. “But we have embodied strength. We have embodied resiliency. We have embodied courage. We rejected those who made us doubt in ourselves. We

rejected those who told us that we cannot make it. We rejected those who wanted to see us on our knees defeated. As Dabawenyos — to surrender is not in our blood. Winning is in our flesh,” she said. The mayor concluded her SOCA by thanking all the Dabawenyos, her family, private sector, national government and agencies, the Armed Forces of the Philippines (AFP) and the Philippine National Poice (PNP), and all officials, Hugpong Ng Pagbabago (HNP) and the employees of the city government of Davao for their love and trust. “For the Dabawenyos, your patience in letting me grow from a shy neophyte in 2007 to a confident leader today is a gift not all public servants are lucky enough to receive. You gave me wings and you taught me how to fly. Your love made me who I am today. To my family, thank you for the neverending support. • Davao City was named 4th Most Competitive Highly Urbanized City in the 2021 Cities and Municipalities Competitiveness Index (CMCI) in December 2021 by the National Competitiveness Council and the Department of Trade and Industry (DTI).

The conversion of streetlights in the city from sodium to the more energy-efficient LED lights, as well as the Davao City Underground Cabling Project is ongoing. A number of major streets are now illuminated with LED streetlights, and the skyline of the vicinity of City Hall, as well as the entire stretch of CM Recto Street from corner San Pedro to corner Magsaysay Avenue are free from the messy tangle of wires and cables, with more areas to follow in the coming months.

• Davao City remained on the Top 5 list of the National Competitiveness Council and DTI’s Most Competitive Highly Urbanized City since 2015. For 2021, Davao City placed 3rd in terms of Infrastructure, Government Efficiency, and Economic Dynamism, and 6th in terms of Resiliency.

• The City expanded the existing Lingap Para sa Mahirap Program that helps Dabawenyos with their hospital bills, and in 2017, pioneered the one-stop-shop medical assistance Pagkalinga sa Bayan, now replicated across the country as Malasakit Center.

• Regularly recognized by the Department of the Interior and Local Government with the Seal of Good Local Governance and the Seal of Good Financial Housekeeping. And in order to standardize its systems, Davao City is working toward the development of a Quality Management System (QMS) Certifiable to the ISO 9001:2015 Standard.

• The City opened Lingap satellite offices outside of the city center. Dabawenyos can avail of Lingap assistance at the SPMC Compound, and at the Lingap Satellite Offices in Paquibato and Bunawan in the Second District and Marilog and Toril in the Third District. For added convenience, the city has also made Lingap accessible online.

• Davao City is also the 8th richest city in the country in 2020 with total assets amounting to Php 23 billion, according to the 2020 Annual Financial Report released by the Commission on Audit (COA) on 22 December 2021.

• The City opened the Mental Wellness Center for the Homeless facility inside the Southern Philippines Medical Center Institute of Psychiatry and Behavioral Medicine (SPMC-IPBM) compound.

• In February 2021, the Marilog District Hospital also received its license to operate from the Department of Health and is currently undergoing accreditation as a Level 2 Hospital. • Davao City is currently building a modern palengke, with the three-storey Agdao Farmers’ Market. • Davao City completed six (6) park projects and three (3) children’s playgrounds. Construction is also ongoing at the Los Amigos Park and the Doña Vicenta Park, where we are also building a Museo Dabawenyo political and cultural museum. • Davao City built new City Tourism and Davao City Investment Promotion along Palma Gil Street near People’s Park. Inside the People’s Park compound will be the National Museum building. The Davao City Meetings, Incentives, Conferences, and Events (MICE) building will also be constructed within the compound. • In 2021, Davao City created the Interim Indigenous Peoples’ Affairs Office and the Interim Moro Affairs Office. • For its programs for the welfare of children, the city was recognized by the Department of Social Welfare and Development (DSWD) named Davao City the 2021 National Awardee for Gawad Paglilingkod Sa Sambayanan (GAPAS) Award for Model LGU Implementing Day Care Services. This is on top of the Presidential Award for Child-Friendly Municipalities and Cities Under the Highly Urbanized City Category which Davao City has won five (5) times, and for which the city has also been elevated to the hall of fame, receiving the honor in 2017. • The construction of worth 70-million Davao City Special Needs Intervention Center for Children, located near People’s Park is ongoing with an expected completion date in early 2023. • Davao City saw a decreased in the number of child abuse complaints and there has been no reported death of children due to physical abuse since the establishment of the Kean Gabriel Hotline in 2016. • The Davao City government approved the Davao City Flood Contingency Plan. • The City installed 80 early warning signages and four cameras in four coastal areas in the city to monitor movements in the Davao Gulf. Cameras have been installed along the rivers in Tamugan, Crossing Bayabas, Tugbok, Matina Biao, Fatima, and Pañalum as part of the river monitoring project. • Installed new sirens in disaster-prone areas to alert residents of weather disturbances or emergencies. • Installation of three (3) led billboards in strategic locations in the city to provide early warning updates and advisories, the first of which has been installed along Ulas. • Activated five (5) mobile kitchens, the Kusina Ng Bayan, through the city social welfare and development Office And Barangay Cultural Communities And Affairs Division (BCCAD) • Davao City is recognized as 1st Place for the Best City Disaster Risk Re duction and Management Council, Highly Urbanized City Category, in

the Gawad Kalasag National Awards of The National Disaster Risk Reduction and Management Council. • The local government has crafted a Local Climate Change Action Plan (LCCAP) and created a Climate Change Committee for the implementation of this plan. • Decrease in the city’s total crime rate from 2016 to 2021, with a stark decrease in the city’s index crime rate – from 13 in 2016 to 1.9 in 2021. • Construction of additional nine (9) police stations, including one tourist police office. Last February 2022, Davao City has opened two (2) police stations in Ma-a and Ecoland, and operationalized Police Station 16 (MaA), Police Station 19 Eden, and Police Station 20 Los Amigos. • The Davao City Police Office (DCPO) was recognized as the National Best Police Office for 2017 and 2020 by the Philippine National Police. • Davao City was given Special Recognition as the Most Peaceful & Safest City in Southeast Asia by The Philippine Chamber Of Commerce & Industry (PCCI). The Manila Times also recognized the City as the Philippine Top Model City and awarded us the Safe Haven Award. • The DC-Peace, now Peace 911 established in September 2017 was awarded the Kapayapaan National Award In 2018 by the Armed Forces of the Philippines (AFP). • Davao City established the Kalinaw Village to ensure that there is proper reformation of former rebels. • With the combined efforts of PEACE 911, THE DCPO AND THE 1003rd Infantry Brigade of the Philippine Army, the city was able to free Paquibato from the clutches of the NPA, with the National Joint Peace and Security Coordinating Council (JPSCC) of the AFP and the PNP officially declaring NPA guerilla front 55 in Paquibato dismantled. • In 2016, Davao City launched the Tabangan atong Reformist Aron Naay Asenso Community-Based Rehabilitation And After Care Program (Tara Na – CBRAP) assisted 6,953 individuals, helping them return to society with the support of their families, barangays, faith-based groups, schools, and other partners. • In coordination with the Task Force Davao, the city provided internally displaced persons from Marawi with psychological counseling, employment, educational and livelihood programs, and housing through Kalilintad 911. • Davao City partnered with the Interface Development Interventions, Inc. (IDIS) and the Philippine Eagle Foundation in the formation of the Bantay Bukid volunteers and created the Bantay Dagat Program, where volunteers are deputized to guard and conduct clean-up drives in the city’s coasts and shoreline. • Since 2016, the Educational Benefit System Unit has produced 19 Magna Cum Laude and 103 Cum Laude Graduates, 40 medical school graduates, and 8 law graduates. The Davao City government produced the weekly Byaheng Do30 television show, which was awarded the 2018 and 2019 Anak Tv Seal Award and was also given a special citation by the Catholic Mass Media Awards in 2020.

• Opened 87.5 FM Davao City Disaster Radio to speak directly to the Dabawenyos on a daily basis to keep them updated on the covid cases and response efforts, and on other city government programs and initiatives. It is also a platform for other government agencies to inform the public about their programs and services.

• Started releasing the Annual Financial Assistance of Php 1,500 to all qualified senior citizens in Davao City, for their maintenance medicines and other health expenses, as mandated by City Ordinance No. 0105-19.

• Launched the Davao City Reports, the city’s official complaints channel wherein the public can send via social media, email, and mobile their complaints and concerns for prompt action by the appropriate government departments and offices.

• as a card that will enable Dabawenyos to access health, financial and social services from the government. The card will be distributed initially to indigent members of the community, senior citizens, and persons with disabilities.

• Magnegosyo Ta ‘Day provided Dabawenyas the means to become financially independent by giving them seed funding and entrepreneurial and livelihood skills training. During the pandemic, it was expanded to include members of the LGBTQ+ Community in Davao through the Rainbow Magnegosyo Ta Day project. Mag Negosyo Ta Day has since been institutionalized through City Ordinance 0311-20 series of 2020.

• Davao City improved its economic policies to encourage more businesses to come in. The City amended the Davao City Investment Incentive Code to make incentive packages more attractive to both local and foreign investors. It also enhanced its preferred investment areas and now pushing for the establishment of more ecozones beyond the existing IT parks and IT centers, with a focus on the agri-industrial and manufacturing zones.

he Northern Davao Electric Cooperative Inc. (Nordeco) has found an ally in Davao de Oro Governor Jayvee Tyron Uy, who expressed his full support amid the ‘take-over’ reports by the Davao Light and Power Co. (DLPC).

“So now my support is naa pa sa Nordeco since they are the one who is taking care of, ang atoang problema sa kuryente ug sa ilaha gihapon ko nagaduol if naay problema sa atoang mga komunidad,” Uy told media. Uy said he will still wait for the final decision since it will still be heard in the Senate. This is about the granting of the congressional franchise to the Aboitizowned Davao Light and Power Company (DLPC), which will expand its operation to six towns and two cities in Davao del Norte and Davao de Oro provinces under Nordeco. Last January 24, 2022, Congress approved House Bill 10554 before the 18th Congress would remove the municipalities of New Corella, Asuncion, Talaingod, Kapalong, and San Isidro, the cities of Tagum and Samal in Davao del Norte, and the municipality of Maco in Davao de Oro

from the franchise coverage area of Nordeco. “It’s not yet conclusive. It may be approved in the Congress but it has not gained any traction from the Senate yet. Let’s see what happens, kung madayon ba na. But sa akoang sarili nagpasalamat ko sa Nordeco for their reforms nga ginabuhat, but the issue here ang prangkisa is beyond my control, naa na sa kongreso ug senado. Hulat lang ta,” Uy said. Meanwhile, Uy is also grateful for Nordeco’s Sitio Electrification Program (SEP), which is one of the projects of the National Electrification Administration (NEA) that aims to light up sitios/puroks in every corner of the country especially those in remote areas. “Nagpasalamat ko kay naay SEP na daghan kaayo natabangan na mga sitios. Nagpasalamat ko sa quick reaction programs na ilang (Nordeco) ginapanghatag sa komunidad,” he said. On the other hand, the

Philippine Rural Electric Cooperatives Association (PHILRECA) Inc, has expressed opposition to the granting of the franchise to the private power firms. In February this year, PHILRECA Executive Director Atty. Janeene Depay-Colingan said that the franchise of some ECs is now being threatened as several power corporations including MORE Electric and Power Corporation, Bicol Light and Power Corporation, Davao Light and Power Company (DLPC) filed their applications for franchise or expansion of the franchise in the ECs’ areas. Colingan said electric cooperatives (ECs) are being targeted because of the issuance of Executive Order 156 series of 2021 or “Instituting Measures to Ensure Consistent and Reliable Electricity Service in Inadequately Served Areas, Improve Performance of Ineffective Distribution Utilities, and Achieve Total Electrification of the Country”, where the power to take over ailing or underperforming electric cooperatives was transferred from the National Electrification Administration (NEA) to the Office of the President.

‘Dream’ 100-bed national level hospital Davao Occidental opens

he opening of the 100bed Davao Occidental General Hospital is considered by the province as a dream come true according to Davao Occidental Rep. Lorna Bautista-Bandigan. Officially opened on March 15, 2022, the event were graced by Senator Christopher Lawrence “Bong” Go, Department of Health Regional Director Dr. Anabelle Yumang, and relectionist Senator Joel Villanueva, the hospital is built in the five-hectare property in Barangay Lacaron, Malita, Davao Occidental. “The property is donated by my brother, Governor Claude Bautista. All in all about five hectares. We started from 100 beds. Ang beds naa na. Ang amoang operating table naa na ug ang x-ray naa na,” Bandigan said in an interview. The hospital is being positioned as a state-of-the-art national-level hospital next to the Southern Philippines Medical Center (SPMC) in Davao City. It will also aim to cater to patients from neighboring municipalities and

provinces. Bandigan added that the hospital promises convenience to the people of Davao Occidental who have to travel three to four hours to avail the medical services of tertiary hospitals in Davao city. “This is the dream of the Bautistas for the province of Davao Occidental. he Philippines will reopen its borders to all foreign tourists, including from visa countries, starting April 1, Tourism Secretary Bernadette Romulo-Puyat said on Thursday. In a Teleradyo interview, Puyat said the Inter-Agency Task Force (IATF) has approved the further scaling up of the tourism industry to all foreigners. “Starting April 1, pumayag na ang IATF na all countries na ang papayagan dito. Noong February 10, nagbukas tayo for visa-free countries. Starting April 1, for all countries,” she said. [The IATF has agreed foreigners will be allowed entry starting April 1. On February 10, we opened our doors to visitors from visa-free countries.] The Philippines has started accepting business and leisure travelers from 157 visa-free countries on February 10, for the first time in two years since the pandemic began. Only fully vaccinated foreign tourists from visa-free countries are allowed entry. They should also present a negative COVID-19 RT-PCR test result taken 48 hours prior

to their trip. For visa countries, Puyat noted that the requirements set by the IATF remain, with an additional option of presenting a negative laboratory-based antigen result taken 24 hours before departure. “Ang importante dito sa (what’s important is) lab-based antigen [as] it captures those that continue to test positive [but] recovered already,” she said. Normally, for RT-PCR, you test positive for the next three months when you get COVID-19. Now, with the negative labbased antigen, that captures those who have recovered, she added in a mix of Tagalog and English. Puyat further pointed out that the country has recorded 96,000 tourists since the country eased up its borders to foreign tourists amid the pandemic. “From February 10 to March 15, we’ve received already 96,096 tourists. So close to 100,000 na tayo na tourists. We’re pleasantly surprised, at least tuloy-tuloy na [it’s continuous]. And this is only from visa-free countries,” she added.

This proposal aims to alleviate work-related expenses, such as fuel and transport, for the general population. Since Metro Manila was placed under Alert Level 1 at the start of the month, the government has encouraged those in WFH arrangement to start returning to their work-

places to stimulate economic activities. The Fiscal Incentive Review Board (FIRB) last week denied the request of the Philippine Economic Zone Authority (PEZA) and information technology and business process outsourcing (IT-BPO) industry to extend the WFH scheme for PEZA-registered IT-BPO companies. In a statement early this week, PEZA Director General Charito Plaza said continuing the hybrid work model is efficient amid the increasing fuel prices and to decongest Metro Manila traffic. “The recommendation is consistent with the telecommuting law (Republic Act 11165) —a legislation since 2018 that recognized working

We have issued a Labor advisory on flexible work arrangements. The fourday workweek is a flexible work arrangement,” Labor Undersecretary Benjo Benavidez said in a virtual forum.

“With the current wages, Mr. President, now it is extremely inadequate, particularly for the minimum wage earners and the government’s economic recovery in full swing, subsidies may still be extended to vulnerable workers, particularly those most severely affected by fuel prices and its domino effect on prices in food and basic goods and services kagaya na nga po nung sa (just like those in the) transport sector,” she said. The PSC continues to recognize ground-breaking, inspiring, and outstanding contributions to the promotion and development of women and sports at the grassroots level. Garcia, a native of Brgy. Coliling, San Carlos, Pangasinan, was chosen by a select panel of judges, as a notable model athlete, especially for persons with special abilities. She was in Grade 7 when her parents and teachers found out that she has a learning disability. She needed extra patience and attention in her academic activities and her teachers were there to assist and support her. Moreover, they provided her with opportunities outside the academe to develop herself and help

her find other areas where she could excel. Her teachers exposed her to sports and the exposure unlocked her running strength and agility. Garcia began competing and winning in division-level meets, which boosted her self-confidence and enabled her to join national competitions like the 2017 Palarong Pambansa in Antique. PSC Oversight Commissioner for Women in Sports Celia Kiram shares that Garcia’s recognition uplifts the sports community of female athletes and more so of athletes with special abilities. “We often know of physically challenged athletes whose passion and dedication in sports allow them to triumph. The story of Rhea encourages us to see para-athletes from a different viewpoint. Her story is also proof that sports build character suited for success,” shared Kiram who will also discuss the rules of Paralympics in her regular “K-Isport” segment.

Real Madrid to donate $1.1-M to help displaced people in Ukraine

eal Madrid will donate EUR 1 million (USD1.1 million) to help alleviate the needs of the displaced population of Ukraine amid the ongoing war with Russia, the Spanish club announced on Wednesday. In a statement, the club said the donation would be made to the “Everyone with Ukraine” campaign, which was launched by the Real Madrid Foundation on March 5. “The funds will be donated to the Red Cross and UNHCR, as well as to other Foundation partners in conflict areas,” the statement said. “The Red Cross and

UNHCR (among others such as Cesal and Salesian Missions) are the organizations with emergency projects on the ground, along with the Foundation’s partner school in Ukraine, Epicenter for children, which has adapted its operations to meet the basic needs of the local population,” it added. The Russia-Ukraine war, which began on Feb. 24, has drawn international condemnation, led to financial sanctions on Moscow, and spurred an exodus of global firms from Russia. At least 691 civilians have been killed and 1,143 injured in Ukraine since the beginning of the war.

Moreover, with the assistance of our City Planning and Development Office, 8,012 individuals benefitted from the community mortgage program of the Social Housing Finance Corporation. • Davao City initiated the acquisition of lots for resettlement areas starting with the purchase of nine (9) lots located in Barangay Langub, Talomo District, with a total area of 188,628 square meters. • The City is working on additional housing at the Los Amigos Relocation Site, at the Balai Pagbabago in Lasang, and The Indigenous People’s Housing Project in Buda and Datu Salumay. These projects will produce an additional 2,678 housing units for informal settlers, teachers, and government workers. • When Covid came, the unemployment rate in the city increased. To solve this, the city government implemented various socio-economic recovery programs to help Dabawenyos get back on their feet. In partnership with national government agencies, Davao City implemented alternative livelihood programs and provided emergency employment opportunities and skills trainings for retrenched workers. These include Trabaho Dabawenyo, Work for Davao, Cash for Work, Tupad Barangay Ko, Bahay Ko (BKBK) sanitation project. • For 2021 alone, Davao City spent Php 422,504,196.02 for socio-economic recovery efforts. • Davao City has become proactive and self-reliant in its Covid-19 response by opening numerous facilities, purchasing local farmers’ produce to distribute as food assistance, and implementing strict health protocols. • With Davao City’s aggressive vaccination campaign, the city opened vaccination sites in malls, hospitals, schools, and other locations. The city’s vaccine cluster also implemented various strategies to increase vaccination coverage. These include the Bakuna Nights and the door-

to-door and mobile vaccination activities led by the Sangguniang Panlungsod. • The most successful vaccination program in Davao City was the “Bakuna by the Sea” initiated by the tourism sector. It was recognized by the Association of Tourism Officers of the Philippines as the “Third Best Tourism Practice during the Pandemic” at the 2021 Pearl Awards. • As of March 11, 2022, we are on our way to achieving herd immunity with 1,283,963 fully-vaccinated Dabawenyos, including our pediatric population. • Activated the Davao City MICE Strategic Master Plan, and is preparing the Davao City Tourism Master Plan which will enable Davao City to create a stronger, more stable, and more sustainable tourism industry. • As a major MICE destination in the country, the city is confident that it will be able to once again, achieve its pre-pandemic tourist arrivals of more than 2 million per year and generate as much as 39 Billion pesos in estimated tourist receipts. A dream scenario for aspiring politicians and a challenge on the part of the lady mayor.

Mayor Inday outlined the highs and lows of her tenure at the City Hall. She admitted the city experienced highs and lows as any local government would. Some of the high points -- from 2016 to 2021, the city government of Davao spent a total of P8.2 Billion sourced from the Annual Development Fund for both infrastructure and non-infrastructure projects. From this amount, the city has completed over 3,000 infrastructure projects, including 1,424 roads, 51 bridges, 180 school buildings, 63 office buildings, 44 barangay halls, 84 health centers, nine police stations, 748 irrigation and canal projects, 172 water systems, 11 electrification projects, and 669 other structures.

POC suspends PATAFA, Philta for 90 days

T

he Philippine Olympic Committee (POC) Executive Board has meted a 90-day suspension on the national sports associations (NSAs) of athletics and tennis during its special meeting on Thursday, a move that opened the door for world-ranked pole vaulter Ernest John “EJ” Obiena to participate at least in the Vietnam 31st Southeast Asian Games in May.

Abraham “Bambol” Tolentino said the Philippine Tennis Association (Philta) was suspended for its non-compliance with an order from the International Tennis Federation (ITF) to amend its charter and hold fresh elections to select a truly representative set of board members. The Philta has been serving a two-year suspension by the ITF since late 2020 and the sanction faces extension unless the NSA complies with the world tennis body’s instruction. The Philippine Athletics Track and Field Association (PATAFA), Tolentino said, was also suspended for failing to serve their purpose as an NSA, which supposedly “has the dedication and commitment toward the development of the sport, promoting the ideals of the Olympic Movement and the spirit of sportsmanship.” “Our constitution states that POC may suspend for any reason. However, it’s transparent that PATAFA has deliberately and intentionally disregarded our basic principles of promoting sports and development,” Tolentino said. “Unfortunately, the non-endorsement of EJ has created a national issue,” Tolentino added. “EJ Obiena, under our International Olympic Committee Charter, has two reasons to be endorsed — sports merit and inspiration to the youth.” Tolentino said that despite sincere efforts by Obiena to mediate, “PATAFA prioritized its pride, and it saddens [me] to look closely on a chance slowly gripping away. They have withheld an opportunity for the Filipino people to have another world record.” PATAFA denied Obiena’s request that he be endorsed to the World Indoor Championships that starts Friday, March 18, in Belgrade as well as to the Vietnam SEA Games, Eugene (Oregon) World Championships in July and Hangzhou (China) Asian Games in

September. “The time is clearly now for EJ who is mentally and physically prepared,” Tolentino said. “We have a reachable milestone within our grasp.” The suspension will be effective for 90 days and will be ratified by the POC General Assembly during its regular meeting on March 30. If ratified, PATAFA will not have any authority over the national athletics team to the SEA Games, giving Obiena a chance to defend his gold medal in Vietnam. But Tolentino said both suspensions could be dismissed sooner than their terms. “If Philta complies with the ITF order, and the ITF accepts Philta’s compliance, the suspension of the tennis association will be lifted immediately,” he said. For the PATAFA, it looked simpler. “If the PSC’s mediation effort over PATAFA and EJ [Obiena] is completed and ironed out, its suspension will also be lifted,” said Tolentino, adding a separate resolution on the automatic lifting of the suspensions was also forged by the board. Nine members of the board voted for the suspension, while two — Charlie Ho (netball) and Cynthia Carrion-Norton (gymnastics) — abstained. POC chairman Steve Hontiveros and International Olympic Committee Representative to the Philippines Mikee Cojuangco-Jaworski were absent from the special board meeting. The suspensions will give the POC direct supervision over Philta and PATAFA’s national athletes — including Obiena — coaches and sporting officials, while financial matters will be under the control of the Philippine Sports Commission. “These suspensions are actually not a landmark decision by the POC,” Tolentino said. “We have at least two precedents when similar athlete-NSA issues rocked Philippine sports in the past.”
