They were the ‘journosaurs’ who once wandered the busy newsroom of Edge Davao. To say they are extinct is a travesty. They are very much alive, albeit diminishing breed, who survived personal transformational holocausts and migrated elsewhere. Gregorio Deligero, Charles Raymond Maxey, Moses Billacura and Neilwin Bravo all have one thing in common--they are all ‘homies’ of Edge Davao.

As Edge Davao turns 14 years old, the publication takes pride in having in its fold perhaps the ‘Dream Team’ in Davao journalism. Gregorio Deligero is the pioneer of the bunch. He was in the meeting room with editor-in-chief Antonio Ajero, general manager Olivia Velasco and finance manager Jocelyn Panes when this publication was

conceptualized as the the very first business newspaper in Davao City. Greg, as he is known in the media circle, became the first associate editor of Edge Davao, manning the news desk whilst dishing out the most engaging business reportage with stats backing up. He was a resident statistician who knows numbers and their

significance to the economy. Greg left Edge Davao to become the Director of the Correspondence unit of the Office of the President. Greg’s stint in Malacanang was a testament of his expertise in dealing with various sectors of society. Another staff who followed Greg’s path to the Palace was Charles Maxey, Edge Davao’s senior business reporter, who was appointed as Commission-

When Edge Davao was incepted exactly 14 years ago, there was a scant reportage on the field of business and economics among Davao-based newspapers circulating in the region and other parts of Mindanao. There was a need for a business paper who will cover the highs and lows of one of the country’s fastest growing regions. One afternoon sometime in December 2007, I got a call from Ms. Olivia D. Velasco, who owns the Zion Accuprint Inc. along with Mr. Antonio A. Ajero and Ms. Jocelyn S. Panes. They invited me to get on board as part of the core team tasked to help put up the paper— from conceptualizing its name and contents to laying the sections and editorial staffing. After a series of meetings and brainstorming for about three months, Edge Davao finally released its

first issue on March 10, 2008. On that same day, a major business event, the holding of a national investment forum was held at the then iconic Marco Polo Hotel Davao, where the paper first made its presence. Edge Davao continues its vigorous and incisive coverage of the business and the local economy as they relate to the nation and the world. At 14, the paper is relatively young but is not wanting of recognitions and accolades. With a culture of excellence developed among its dynamic staff, Edge Davao continues to achieve modest success as evidenced by the prestigious awards that it has received so far from the annual Philippine Press Institute–The Coca Cola Export Philippines Civic Journalism Community Press Awards. In 2010, the first year that Edge Davao joined the

search, it was adjudged the country’s Best in Business and Economic Reporting and Best in Science and Environment Reporting as a weekly. As a weekly business paper again, it received in the following year the Best in Business and Economic Reporting from the same award-giving body. After serious discussion based on historical data, needs assessment, and valuable advice of business associates and the advertising industry, the management decided to transform Edge Davao into a daily publication of general circulation “serving a seamless society” starting March 2012. However, even at this current platform, Edge Davao continues its vigorous and incisive coverage of the business and the local economy as they relate to the nation and the world. In 2012, the first year of

its being a daily, Edge Davao was chosen Best in Science and Environmental Reporting. No other young paper has achieved such a feat in the annals of this prestigious PPI–TCCEP award. In 2013, the second year of its being a daily, Edge Davao was feted as Best Edited Community Newspaper by the country’s reputed award-giving body. The following year was truly a banner year for Edge Davao. For two straight years, it was recognized as the Best Edited Community Newspaper of the country. In addition, it was given two other awards – Best in Culture, Arts and History Reporting and Best Environment and Science Reporting. For garnering three of the six awards, Edge Davao has the most number of awards on May 15, 2015 at the Diamond Hotel in Manila. In 2018, the Rotary

er of the Philippine Sports Commission (PSC) by President Rodrigo Duterte. Charles’ stint in the sports agency reflects his deep background in sports as one of Davao City’s senior sportswriters. The stories of Moses Billacura and Neil Bravo are as unique as Greg’s and Charles.’ Moses was plucked out of his passion for journalism by her marriage to a Dabawenya nurse in Can-

ada. Same thing goes to Neil, whose wife is also a Dabawenya nurse in Australia. Moses and Neil trekked the unfamiliar path to rediscover themselves. Moses found his niche in the cold North while Neil is creating ripples in the surfer’s world Down Under. Davao City voters prefer their next president to give priority to public health, economy, education, agriculture, national security, climate change, and disaster resiliency. In an online survey by the Institute of Popular Opinion of the University of Mindanao conducted last March 22 to 30, Dabawenyos also want the next president to be honest and sincere, respects the rule of law, one who will continue the good programs of the

outgoing administration and respects human rights. The online survey was conducted among 1,200 respondents in the three congressional districts of Davao City just weeks after leading pollsters of the country released preference ratings for President

and Vice President of the country and social media was abuzz with photos and posts on organized political rallies. In conducting the survey, the IPO relied heavily on interviewing Facebook users who are residents of Davao City who are at least

18 years old. When asked on top qualities of their next Philippine President, Dabawenyo voters said they are looking forward to a President who will prioritize public health (88.4 percent), sound economic management (88.1 percent), education (88.1 percent), agriculture and food security (86.4 percent), national security (85.4 percent), and climate chang and disaster risk reduction (80.2 percent). “In addition, Dabawen-

yos also expect that the next president is honest and sincere (84.7 percent), respects the rule of law (82.9 percent), will continue the good programs of the outgoing administration (80.4 percent), and respects human rights (80.2 percent),” the IPO said. The other qualities that Davao City voters prefer their president to have is has experience in crafting laws (68.8 percent), maintaining peaceful negotiations with China (68.3 per-

cent), has a sense of justice and rules with an iron fist (67.3 percent) reopening tourism (66.8 percent), not easily bribed by campaign lobbyist (65.6 percent), not tolerating red tape (64.6 per cent), and promoting federalism (57.4 percent), having cordial relations with the church (36.1 percent). With the threats of climate change being felt now, more malls are investing in sustainable and resilient development programs. SM Prime Holdings, which has taken major steps to ensure the longevity of its properties and to safeguard its host communities is integrating disaster risk reduction into operations as well as promoting sustainability and resiliency amidst the worsening effects of cli-

mate change. In February this year, SM in partnership with the Department of Science and Technology 11 (DOST 11) launched a mall exhibit featuring the sustainability and resilience initiatives of SM Prime Holdings Inc, addressing climate change at the SM City Ecoland. Through the exhibit, the company emphasized the call for preserving resources and building projects that can withstand disasters is more important

now more than ever. The company is also hopeful that customers would be inspired by the sustainability journey of SM Prime from how SM Supermalls integrated energy efficiency and water conservation in the malls and how the other business units have built and designed their projects with people and nature in mind. Oliver John R. Tiu, Vice President for Mindanao Operations of SM Supermalls, said the major

challenge now is climate change and a solid scientific consensus supports the idea that climate change causes typhoons to occur more frequently and contributes to stronger storms. “For us here in the Philippines, which is considered to be one of the most vulnerable countries to disasters globally, this is very alarming,” he said during the launch. He also cited another primary environmental

concern, which is the continuous depletion of the planet’s resources, especially freshwater. “The State of Climate Services 2021 report, revealed that in 2018 “3.6 billion people had inadequate access to water at least one month per year and that by 2050, this is expected to rise to more than five billion,” he said. For SM when it comes to sustainability, it is collaboration and not a competition, and each effort

builds towards a bigger action to save the planet. SM is able to pursue initiatives that promote solid waste management such as Trash to Cash and Electronic Waste Collection. Plastic wastes that will be collected from Plastic Waste Collection in SM City Davao will be recycled to turn into useful products like chairs, tables, and blocks with the help of our partner, Plastic Credit Exchange.

Choosing the road not taken

There is still ‘life’ after Edge Davao

BY NEIL BRAVO One gloomy night on the days leading up to the elections of 2016, time suddenly went to a stop. For a moment, I just sat there in front of my desktop computer with a cup of coffee on one hand. And then the immortal lines from Robert Frost’s poetry whiffed like fresh air on my brain. “Two roads diverged in a yellow wood, And sorry I could not travel both And be one traveler, long I stood And looked down one as far as I could To where it bent in the undergrowth.”

The next day, I made a decision to leave a life and career built around nearly three decades of journalism practice in the Philippines. I told the wife I am coming with them even against doctors’ advice as I was yet recuperating from two trips to the theater going under the knife for a bad back. Off I went to the Land Down Under. From the moment I set foot on foreign soil, I knew my life will be totally different. Gone are the back breaking deadlines and news coverages. If there was something I took with me that somehow kept the umbilical cord that binds me from home, it is the fact that I was able to keep the job as managing editor of Edge Davao remotely from thousands of miles away. Thanks to the wonders of technology and the similar time zones between Philippines and Perth, I would transition to a virtual newsroom for the next five years and counting. For four years, I lived a

life equivalent to a quarantine--no friends and family in a foreign land where people consider socializing as luxury time. That is why when the pandemic hit the world, lockdowns were the “old normal” to this long distance editor. Each day living in Australia was a realization of sorts and a process of acceptance. I was like a fish out of water. I thought I was a misfit. Here, they play different sports and our national pastime basketball wasn’t the most popular. If I dabble to sportswriting, I need to know sports like footy, cricket and rugby like the back of my hand. If I try on writing news, the written language and grammar rules differ in a way. So I had to contend with odd jobs just to get some mojos in my pocket switching roles as a professional tennis coach for kids and coffee machine cleaner-refiller in offices including the newsroom of a leading television network. When Covid-19 struck, I rediscovered my creative self whilst on quarantine. I took out my trusty Nikon camera from the bag and dusted it off. I started to collect more gear to boost my stock then adapted to new camera systems. I also revived my old radio talk sow program back in Davao for the defunct 105.9 Balita FM “Let’s Get It On With Neil Bravo” this time as a vlog on Youtube and social media. Little did I know I am beginning to transition naturally to my old self. Slowly but surely, the fish is back in the pond and swimming back to life. To be honest, I don’t feel comfortable writing in the

FROM THE OFFICE OF COMMISSIONER CHARLES MAXEY Sometime in June of 2016, Charles Raymond A. Maxey hosted dinner with family members to consult them over a forthcoming job in the national government. Wary of the challenges that lie ahead and the big responsibility that goes with the position, Maxey wanted to make sure his decision to accept the job is being supported by everyone in the family. He got a resounding nod of approval, of course, but was reminded by his younger sister: “Just be careful, it’s a snake pit in governnent.” Now, almost six years later and nearing the end of his term as one of the commissioners of the Philippine Sports Commission,. Maxey says his stint as a government worker was a fulfilling one. ‘It was colorful and memorable,” said the 54-year old Maxey. The transition from working in the private sector as a journalist for more than 20 years into serving the public was initially not an easy one. While Maxey admitted he was already comfortable with his job as being a media practitioner also involves public service, working in government is far more different. ney and advocacies. (Greg G. Maxey used to work with Edge Davao, a business and community paper in Davao City, when he was appointed by President Rodrigo R. Duterte following the 2016 national elections. Before that, he had worked with SunStar Davao and had a brief stint with the local government of Davao. Maxey readily accepted the responsibilities when he was named to the country’s highest sports agency as an assistant secretary. From covering big politicians and personalities, press conferences and big-time breaking news, and handling big responsibilities in an editorial newsroom, he was now involved and immersed in crafting policies for the betterment of the grassroots and elite sports programs in the country alongside the other members of the PSC Board of Commissioners. “This was not my first time working in the government. But working in PSC was different. I had bigger responsibilities,” said Maxey, who previously worked as a program officer of the Sports Development Division – City Mayor’s Office (SDDCMO). He practically learned the ropes in the PSC from the get-go. But his two decades-long experience as a reporter, and editor in various beats helped mold him to be a person for others and to do public service wholeheartedly. “I still can’t believe it. I’m happy that I have been given the chance to serve

Believe it or don’t, it’s all about a girl. Sometimes, there comes a time in your life, that you think of nothing else but as to who you are going home to at the end of the day. Since 1992, I’ve been a sportswriter, earning a living out of a craft that we so love and which we describe as the best job in the world. What about the money? At first, it won’t give you a living, and you have to rely on getting fed by your own Mamang Loleng, yet it has opened a lot of opportunities in the world of sports. There are those around you that can see your potential. Suddenly, you get just damn so busy that you work seven days a week! But if you love sports, you don’t mind the work. It has become part of you, just like having oatmeal mixed with Alpine milk and red sugar for breakfast, or having “puto maya”, “sikwate” and ripe mangoes with your old man in Bankerohan. Just a daily routine and you don’t mind the hours that go with it. When a job needs to get done, you just do it, period. Sure, you’ll progress as the years go by, thanks to many patrons, who have the means to just reward you from time to time for a job well done. For the record, I never asked them, and just say a prayer Up There, asking for some resources, and prayers are just heard. For the record, I had a ticket to go back home because there was a lot of unfinished business. Radyo ni Juan was just starting, there was no replacement yet for a sports editor for Edge Davao, and as officer-in-charge of the Sports Development Division-City Mayor’s Office, there are still so many projects to be done, programs to support and sports shenanigans to control. So, I told Ninong Tony Ajero to have Neil Bravo on board Edge Davao. Luckily, he got on board while I was away. And the rest is history. So just imagine a hard-working Dabawenyo

in the sports community keeps going seven days a week. Then suddenly, doing nothing. Vacation? At first, you tell yourself, I deserve this break. But lo and behold, it just becomes boring, to the point that it would sometimes drive you crazy. Not to sound boastful about it, but you have to understand that I am a fourth generation Dabawenyo, born and raised to lead and to be a very productive citizen of the city. And suddenly, you find yourself in a middle of nowhere where there’s snow half of the year. That is not the life you are looking for? Right? Fortunately, there were doors of opportunities in a strange land. My old man had already given me a head’s up, saying that if I ever decide to go abroad, I have to start from scratch. True indeed. However, if you are with the you one you love, that doesn’t matter anymore. After briefly contributing for the Toronto-based Canadian Newcomer Magazine, I bumped into the publisher of the Alberta Filipino Journal, a monthly newspaper based in Edmonton, at an insurance brokers’ conference organized by PPI in 2017. Kuya Jun Angeles, whose family are among the earliest settlers in Alberta Province in the 1960s, and I are both licensed life insurance agents, him as founder of Angeles and Associates Financial Services and me, helping the family-owned Phoenix Horizon Investments Corp. managed by my wife’s family. Probably, it was just fate that I met Kuya Jun who gave me the opportunity to write for his paper and thus the Sports Journal column was born. Five years later, the sports editorship post came as a reward. The writing opportunity also paved the way for photography and news writing gigs and the good thing, there are Filipino-owned small business owners who were able to recognize my contribution to the growing Filipino community in Al-

EDITORIAL Edge Davao at 14 Let’s admit it, the newspaper industry is an industry in decline and in need of innovations that will draw back readers and advertisers.

According to Forbes, the newspaper industry has been in steady decline triggered by a loss in readership and ad revenue which have been migrating to other media, most notably digital. While the declines have been ongoing for a number of years, the pandemic and ensuing sluggish economy impacted a number of core newspaper advertisers such as retail, movies and promoting community events. These categories cut back on their marketing budgets, accelerating declines in ad revenue.

A report by Reuters Institute on Philippine media industry during the pandemic said the newspaper industry has been hit particularly hard as COVID-19 curtailed distribution. The Philippine Daily Inquirer (PDI), one of the biggest dailies, offered early retirement to employees, let go of several columnists, shut down its Metro section, and shrank the number of its pages. Earlier, it closed its free paper Inquirer Libre and tabloid Bandera, keeping the latter only online. Later, PDI launched a digital subscription package where its Inquirer Plus mobile app combines access to one of eight local newspaper partners including Edge Davao. PDI says this strategy will help local journalism remain sustainable and is in keeping with the growing subscription model worldwide. In the community front, at least a dozen big community papers

While it is true that going digital makes sense in a country that spends the greatest amount of time online in the world (nearly 11 hours per day), particularly on social media (more than four hours), Edge Davao has held on to its role as a community publication. The paper also suffered severely during the pandemic and had to limit printed copies and focused on its digital platform. This was necessary as the volume of ads on print dipped with many businesses shutting down including our big clients in the hotel and real estate industries.

We get it. Social media as a source of news have risen to 72% (+4pp) in our survey, with TikTok even becoming a destination for news among Filipinos (6%) alongside Facebook (73%), YouTube (53%), Facebook Messenger (36%), and Twitter (19%). These are the realities of the new world. But then, there is joy and triumph in living through adversity and fly the flag of community journalism. Adolescent refers to young people between the ages of ten (10) to nineteen (19) years old who are in transition from childhood to adulthood. It also refers to teens; City Government refers to the City Government of Davao; Comprehensive Sexuality Education refers to the process of acquiring complete, accurate, relevant and age-appropriate information and skills on all matters relating to the reproductive system, its functions and processes and human sexuality and forming attitudes and beliefs about sex, sexual identity, interpersonal relationship, affection, intimacy and gender roles. It has the purpose of developing the skills of young people for them to make informed decisions such as the capacity to distinguish between the moral, religious, social and cultural dimensions of related sensitive issues such as contraception and abortion, and decide to prevent risky behaviors that can undermine the realization of their aspirations and potentials; Counselling refers to the process of assisting and guiding clients, especially by a trained person on a professional basis, to resolve personal, social, or psychological problems and difficulties; Davao City Youth and Adolescent Center refers to the Youth and Adolescent center that is established in the City of Davao; Family planning refers to a program which enables couples and individuals to decide freely and responsibly the number and spacing of their children and to have the information and means to do so, and to have access to a full range of safe, affordable, effective, non-abortifacient modern natural and artificial methods of planning pregnancy; Gender equality refers to the principle of equality between women and men and equal rights to enjoy conditions in realizing their full human potentials to contribute to, and benefit from, the results of development, with the State recognizing that all human beings are free and equal in dignity and rights. SECTION 1. SHORT TITLE – This Ordinance shall be known as “THE DAVAO CITY YOUTH AND ADOLESCENT CENTER ORDINANCE”.

SECTION 2. POLICY STATEMENT - One of the State Policies as provided for in the Constitution is for the State to protect and promote the right to health of the people and instill health consciousness among them. In its vision to have a country with well informed, empowered, responsible and healthy adolescents who are leaders in the society, the Department of Health also has the Adolescent Health and Development Program, with the objective to improve the health status of adolescents and enable them to fully enjoy their rights to health. As such, all adolescents should have access to comprehensive health care and services in an adolescent-friendly environment. The Philippines also adheres to the United Nations Convention on the Right of the Child which provides for the right of the child to the enjoyment of the highest attainable standard of health and to facilities for the treatment of illness and rehabilitation of health and for their right of access to such health care services. Davao City also provides in its Davao City Women’s Health Care Ordinance in 2013 that the rights and welfare of adolescents must also be protected. Thus, it is the policy of the City Government of Davao to provide healthcare services to its constituents, particularly to the vulnerable sectors of the society, such as the teens/ adolescents, in line with its mandate as a local government unit to promote the general welfare and the health and safety of its constituents. SECTION 3. PURPOSE - This Ordinance aims to establish a Youth and Adolescent Center in the City of Davao, which will answer to the needs of the youth and adolescents, such as in matters of reproductive and mental health. It will serve as a core or specific referral point that provides youth and adolescents with access to holistic healthcare and other services. The composite objectives of the Youth and Adolescent Center are as follows: (1) To create awareness among the youth and adolescents on reproductive health, gender equality and mental health; (2) To create a youth and adolescent-friendly avenue where health services, including that of mental health services, are accessible, acceptable, equitable, appropriate and effective; (3) To respond to the various health and psychosocial conditions of youths and adolescents; (4) To conduct trainings for healthcare personnel on how to properly deal with the youth and adolescents; (5) To empower young men and women through the programs of Service Delivery, Youth and Adolescent Hotline, Community Outreach, Information Education Communication, Training and Research. SECTION 4. DEFINITION OF TERMS - For purposes of this Ordinance, the following terms are hereby defined: 24/7 means twenty-four (24) hours a day, seven (7) days a week, three hundred sixtyfive (365) days per year; Addiction refers to a primary chronic relapsing disease of brain reward, motivation, memory, and related circuitry. Dysfunctions in the circuitry lead to characteristic biological, psychological, social, and spiritual manifestations. It is characterized by the inability to consistently abstain impairment and behavioral control, craving, diminished recognition of significant problems with one’s behavior and interpersonal relationships and a dysfunctional emotional response;

Multidisciplinary approach refers to an approach in handling the concerns of adolescents which involves drawing appropriately from multiple disciplines and the participation of people from a number of professional disciplines to cater adequately for the needs of teens and to redefine problems and reach solutions based on a new understanding of complex situations; Obstetric and gynecological services refers to services covering pregnancy, childbirth, and the postpartum period and the health of the female reproductive system; Pediatric care refers to the medical care of infants and children; Reproductive Health (RH) refers to the state of complete physical, mental and social well-being and not merely the absence of disease or infirmity, in all matters relating to the reproductive system and to its functions and processes. This implies that people are able to have a responsible, safe, consensual and satisfying sex life, that they have the capability to reproduce and the freedom to decide if, when, and how often to do so. This further implies that women and men attain equal relationships in matters related to sexual relations and reproduction; Reproductive health care refers to the access to a full range of methods, facilities, services and supplies that contribute to reproductive health and wellbeing by addressing reproductive health-related problems. It also includes sexual health, the purpose of which is the enhancement of life and personal relations; Sexually Transmitted Infection (STI) refers to any infection that may be acquired or passed on through sexual contact; Youth shall refer to those persons whose ages range from fifteen (15) to thirty (30) years old; Youth and Adolescent Center refers to a community center serving youths and adolescents in a community. It may provide services for at-risk youths, help to meet their health and other needs, including reproductive and mental health concerns. ARTICLE II ESTABLISHMENT OF THE DAVAO CITY YOUTH AND ADOLESCENT CENTER SECTION 5. CREATION AND ESTABLISHMENT OF THE DAVAO CITY YOUTH AND ADOLESCENT CENTER (DCYAC) -The City Government of Davao shall establish its Davao City Youth and Adolescent Center, hereby known as DCYAC, which will act as a multipurpose center or a one-stop shop facility that will provide services and activities to address the various concerns of youths and adolescents. The center shall also serve as peer helping, counseling and treatment center especially for the youth and adolescents in crisis. SECTION 6. FUNCTIONS AND CHARACTERISTICS OF THE DAVAO CITY YOUTH AND ADOLESCENT CENTER - The composite objectives of the Youth and Adolescent Center are as follows: (1) (2) (3)

adolescents; To conduct trainings for healthcare personnel on how to properly deal with the youth and adolescents; (5) To empower young men and women through the programs of Service Delivery, Youth and Adolescent Hotline, Community Outreach, Information Education Communication, Training and Research; (6) To provide a multidisciplinary approach in handling the concerns of youths and adolescents such as by working closely with other health and social service units of the City Government and/or referring their concerns to these service units, who have the resources and expertise; (7) To promulgate the necessary rules and regulations and/or guidelines for the effective implementation of this Ordinance, particularly on the components specified in Article III hereof; (8) To enforce the Youth and Adolescent Center components; (9) To provide for life skills training to the youth and adolescents; (10) To conduct youth and adolescent profiling about the youth and adolescent sector in the City of Davao; (11) To perform such other functions/duties as may be necessary or incidental in the furtherance of the purpose for which it has been established. To approve the programs, schedule of activities, budgetary requirements and key decisions pertaining to the Youth and Adolescent Center implementation; 3. To ensure the operationalization of the strategic plans and decisions agreed upon by the committee; 4. To provide technical/clinical supervision and assistance or support to ensure the implementation of the programs. SECTION 9. YOUTH AND ADOLESCENT CENTER PROGRAM MANAGEMENT STRUCTURE – A Youth and Adolescent Center Program Management Structure is hereby created, to ensure the sustainability and operations of the DCYAC. It shall be responsible for the proper management of data of the youth and adolescents, the daily operations of DCYAC and shall be responsible for coordinating and making the referral to other facilities or appropriate bodies. It shall also be responsible for collaboration with other relevant national and local government bodies and civil society organizations to develop an evidence-based medium-term City Program of Action for the prevention of teenage pregnancy and other concerns of adolescents and the youth, which shall serve as the city’s framework for inter-agency and inter-sectoral collaboration to address said issues. The Center shall be headed by the City Health Office (CHO) which shall assign a Center Coordinator under the supervision of the City Population Division, to oversee the activities of the Youth and Adolescent Center. Contract of Service Personnel -The Center shall employ health professionals on a contract-of-service basis, preferably from the youth sector, who shall do consultancy work for the Center and perform other related tasks as may be deemed necessary. These health professionals include obstetrician gynecologist (0B-GYNE), urologist, dentist, pediatrician, midwives, nurses and other health professionals determined to be necessary in the Center by the Center Coordinator, in consultation with CHO and CSWDO. c. He/she is authorized to sign, speak and represent the Center in relevant documents and activities; He/she shall report directly to the City Population Division of the City Health Office (CHO); He/she shall formulate criteria and program objectives, as well as plans and programs for the Center; He/she shall design administrative and operational plans and strategies of the Center together with the City Population Division and the CHO Head; He/she shall coordinate with other concerned offices and agencies

c.1. Social Worker - The City Social Welfare and Development Office shall assign Social Workers to the Center, preferably from the youth sector, from its pool of available employees or service personnel to render daily duties in the Center. Said social workers shall assist in the planning, dissemination and implementation of the programs and services to be undertaken by the Center. They shall also assist in the conduct of counselling and case management, in coordination with the designated psychologist or psychometrician of the Center. They shall also undertake the monitoring of programs/projects implemented by the Center. c.2. Contract of Service Personnel - The Center shall employ on a contract-of service basis the following: (1) Professionals or Technical Adviser for Psychological Concerns, preferably from the youth sector, who shall do consultancy work for the Center and perform other related tasks as may be deemed necessary. He/she shall sign all documents pertaining to the Center’s conduct of psychological assessments, psychological tests, together with the Center Coordinator. He/she shall also assist in formulating rehabilitation plans incidental to the services and functions of the Center, as well as perform other related tasks deemed necessary in the Center. (2) Job Order employees or social media personnel, preferably from the youth sector, to cater to the Youth and Adolescent Hotline. d. Administrative/General Services personnel d.1. Contract of Service Personnel - The Center shall employ clerks on a contractof-service basis, preferably from the youth sector, who shall perform clerical duties and other jobs as may be determined by the Center Coordinator. They shall also take charge in the incoming and outgoing communications of the Center, typing/encoding, records keeping and ensuring the imposition of data privacy. d.2. Personnel from the Sangguniang Kabataan - The Pederasyon ng Sangguniang Kabataan shall assign SK officials, on a rotation basis, to render daily duties in the Center. They shall help in the implementation of the programs of the Center and shall also assist the youth and adolescent clients with regard to their concerns. To do so, the Pederasyon ng Sangguniang Kabataan shall develop a system in order to effectively enforce the same. ARTICLE III YOUTH AND ADOLESCENT CENTER COMPONENTS SECTION 11. HEALTHCARE a. HEALTH EDUCATION FOR YOUTH AND ADOLESCENTS. The City Government of Davao shall join and support the national government in providing age and developmentappropriate reproductive health education to the youth and adolescents through regular lectures and community meetings. Relevant topics would be youth and adolescent pregnancy, physical, social and emotional changes of the youth and adolescent, responsible parenthood, reproductive health, prevention of obtaining sexually transmitted disease; b. BASIC ESSENTIAL HEALTH CARE. The Youth and Adolescent Center shall provide checkups, general medical consultations, immunizations or vaccines that are required for the youth and adolescents such as MMR and HPV and screening for breast and cervical cancers, urology examinations for male adolescents, dental and referral for laboratory services; c. MATERNAL CARE FOR WOMEN. The City Government shall promote maternal healthcare for youth and adolescent mothers, including the following services to be provided in the Center: (1) Free prenatal and postnatal care as well as postpartum care; (2) Mother’s class to provide education on the care for their children, exclusive breastfeeding, as well as how to take care of the parent’s well-being; (3) Pediatric care and immunization to children of youth and adolescent mothers; (4) Immunizations to youth and adolescent mothers; (5) Early detection and management of complications of pregnancy to address the increasing mortality and morbidity of pregnancy and other obstetric complications prevalent among youth and adolescent women; (6) Obstetric and gynecological services; (7) Post-partum family planning services; (8) Provide other assistance/aid to youth and adolescent parents. d. REPRODUCTIVE HEALTH AND FAMILY PLANNING FOR THE ADOLESCENTS AND THE YOUTH. The Center shall educate the youth and adolescent on reproductive health, reproductive health care, comprehensive sexuality education and family planning and shall endeavor to help reduce the incidence of teenage pregnancy and to prevent successive pregnancies; e. HIV /STI EDUCATION CAMPAIGN. The Center shall promote information and education on HIV and sexually transmitted infection to the youth and adolescentsmen, women and LGBTQI+s-and encourage voluntary counseling and referral for HIV testing and management to appropriate agencies/ bodies;

HEALTHY LIFESTYLE AMONG THE YOUTH AND ADOLESCENTS. The City Government shall promote and advocate healthy lifestyle for the youth through the conduct of lifestyle modification seminars, fitness classes and programs.

SECTION 12. MENTAL HEALTHCARE a. MENTAL HEALTH SERVICES. A responsive primary mental health services towards the youth shall be developed and integrated by the Center as part of its services. The Center is mandated to create its own program for mental health in accordance with the general guidelines set by the Philippine Council for Mental Health, in coordination with other stakeholders; b. SUICIDE PREVENTION. Mental health services by the Center shall also include mechanisms for suicide intervention, prevention, and response strategies, with particular attention to the concerns of the youth and adolescents. Twenty-four seven (24/7) hotlines, to provide assistance to individuals with mental health conditions, especially individuals at risk of committing suicide, shall be set up, and existing hotlines shall be strengthened; c. PUBLIC AWARENESS. The Center shall initiate and sustain a heightened multimedia campaign to raise the level of public awareness on the protection and promotion of mental health and rights including, but not limited to, mental health and nutrition, stress handling, guidance and counseling, and other elements of mental health; d. SUBSTANCE USE. The Center shall create programs for the prevention of substance use and abuse, such as, but not limited to, education campaign and counselling. It shall also provide intervention programs for those who have addiction tendencies towards drugs, alcohol and other substances; e. SPIRITUAL COUNSELING. The Center shall also provide counseling to youth and adolescents to guide them in their decision-making processes. SECTION 13. PROTECTION AND SAFETY a. ABUSE. The Center shall develop a system to detect or recognize signs of abuse or violence among female and male youth and adolescents and to provide counselling and/or referral for access to psychosocial support. The Center shall also act as a crisis center for youth and adolescents, including the LGBTQI+s, who are victims of violence. In relation to this, the Center can refer the concerns of the victims to the appropriate shelters. b. ANTI-BULLYING. The Center shall act as a safe haven for adolescents to protect them from being bullied. Anti-bullying programs shall also be implemented; c. GENDER DEVELOPMENT AND AWARENESS. The Center shall also provide counseling to LGBTQI+s adolescents and shall endeavor to stop all forms of discrimination towards them. SECTION 14. YOUTH AND ADOLESCENT HOTLINE. To ensure that the youth and adolescents in Davao City have ready access to their concerns and for them to have accurate health and/or reproductive health information, intervention and counselling, the Youth and Adolescent Center shall provide a Youth and Adolescent Hotline through mobile and telephone numbers as well as social media, which shall be open and accessible 24/7. ORDINANCE NO. 0850-21 Series of 2021 AN ORDINANCE ADOPTING THE GUIDELINES ON HOSPITALIZATION ASSISTANCE BENEFIT AND MORTUARY FUND BENEFIT TO EMPLOYEES OF THE CITY GOVERNMENT OF DAVAO Be it ordained by the Honorable Sangguniang Panlungsod of Davao City, in session assembled, that:

SECTION 15. CONFIDENTIALITY. All data and information gathered in the Teen Center, including those referred to it and those which the Center will also refer to appropriate bodies, shall be treated with confidentiality.

SECTION 1. TITLE – This Ordinance shall be known as “AN ORDINANCE ADOPTING THE GUIDELINES ON HOSPITALIZATION ASSISTANCE BENEFIT AND MORTUARY FUND BENEFIT TO EMPLOYEES OF THE CITY GOVERNMENT OF DAVAO”.

SECTION 16. APPROPRIATIONS. The appropriation necessary for the implementation of this Ordinance shall be included by the City Budget Officer in the proposed Annual Budget of the City Government of Davao.

SECTION 2. ADOPTION OF GUIDELINES – The City of Davao shall adopt the guidelines on the Hospitalization Assistance Benefit and Mortuary Fund Benefit to Employees of the City Government of Davao issued on July 6, 2020 by the Committee on In-House Healthcare Package for the City Government Employees (Health Care Committee).

SECTION 17. IMPLEMENTING RULES AND REGULATIONS (IRR) - The Steering Committee, together with associations or organizations, shall issue the IRR necessary for the effective implementation of this Ordinance within one hundred twenty (120) days from the effectivity thereof. SECTION 18. SEPARABILITY CLAUSE - If any provision on this Ordinance is declared unconstitutional or invalid by a court of competent jurisdiction, the remaining provisions not affected thereby shall continue to be in full force and effect. SECTION 19. REPEALING CLAUSE - All laws, decrees, ordinances and other administrative issuances or parts thereof which are inconsistent with the provisions of this Ordinance are hereby modified, suspended or repealed accordingly.

SECTION 3. APPROPRIATIONS – The City Government of Davao through the Local Finance Committee shall provide for the annual funding of the benefits under this Ordinance. All disbursements under this Ordinance shall be subject to existing government budgeting, accounting, and auditing rules and regulations of the Department of Budget and Management (DBM), the Commission of Audit (COA), and the Procurement Law (Republic Act No. 9184). SECTION 4. SEPARABILITY CLAUSE – If, for any reason, any section or provision of this Ordinance is declared unconstitutional or invalid, other sections or provisions hereof not affected by such declaration shall continue to be in full force and effect.

SECTION 20. EFFECTIVITY -This Ordinance shall take effect immediately after its publication at least once in a newspaper of general circulation in Davao City.

SECTION 5. REPEALING CLAUSE – All Ordinances, Resolutions, Executive Orders, Memoranda and Administrative Regulations or part thereof in conflict or inconsistent with the provisions of this Ordinance are thereby repealed, amended or modified accordingly.

Biking towards resiliency BY MAYA M. PADILLO

It was at the height of the Covid-19 pandemic that bicycle usage in Davao City surged as it allows frontline workers to get to work and serve the people. Bikes became the most convenient means to do errands and as a mode of transportation. It also strengthened Davao City’s long-standing need for a resilient and sustainable mode of transport. Switching to the bicycle for commutes and leisure rides through the city is a sensible choice. With climate change and pandemics likely to continue, strong bike culture is a way to build resiliency. Consequently, the city is now moving towards sustainability and resil-

iency to address and respond to adverse events, and disasters, and to deliver basic functions to all Dabawenyos. To reinforce its desire to become resilient, the city government of Davao established programs of good support for cycling, a good public transport system program, green spaces, and many more. Among the programs, the most praised is the establishment of bike lanes. The city’s bike lane network project was officially completed on June 30, 2021, which

spans the city’s 14 road sections including Quimpo Boulevard, Sandawa Road, Roxas Avenue, Quezon Avenue, Quirino Avenue, E. Jacinto Extension, Dr. A. Gahol Street, Mabini Street, F. Torres Street, Loyola Street, Porras Street, Inigo Street, and Decasio Street. The bike lane network features white and green pavement markings, signage, bollards, bike symbols, and concrete delineators to ensure the bikers’ safety while on the road. Because of the city government of Davao’s

efforts on promoting biking in the city, Davao City was recently awarded with the Mobility Awards 2021 Silver Award for the Most Bicycle-Friendly City. Ecoteneo, an advocacy group for environmental protection and conservation of Ateneo de Davao University (AdDU), has applauded the city government of Davao for setting up the bike lanes and is expecting the city will do more network-wise. “The bike lanes are not enough yet because there are parts (planning) na hindi pa natin nakikita. Some of the observations or comments ay yung drainage na vertical delikado kasi yun sa

mga maninipis na gulong at may mga kasamahan tayo na na aksidente na,” said Carmela Marie Santos, director of Ecoteneo in an interview. Ecoteneo is also pushing for sustainable transport which is biking and walking. Hopefully, biking will become a primary mode of transportation in Davao City even after the pandemic. “Kung ang ating mga cities ay bikeable at walkable it will have great impact on how we are consuming or how we are dependent on fossil fuel kaya seguro dahil mataas ang gas at dahil pandemic nagiging welcome alternative. Kung hindi kayang lakarin pero kaya mo naman mag bisile-

ta, biseklatahin mo pero kailangan safe. Talking about resilience for us para magkaroon ng sustainable city it is also one way na dapat it will mitigate climate change,” she said. A resilient city is described as with the ability to maintain continuity through turmoil while positively adapting and transforming toward sustainability and on the part of Davao City, it is not merely about dealing with climate change impacts or equipping urban infrastructure to live up to disasters but the city government of Davao is taking a thoroughly holistic approach to become and making the city resilient.

Greg Deligero, then the associate editor of Edge Davao, invited me to join the new weekly newspaper to take care of the sports section.

So, after my regular job at 5 p.m., it has become my routine to take a long walk, except during bad weather, from City Hall Drive to Quirino Avenue, just before the Bangko Sentral ng Pilipinas where the editorial and printing offices are located. Once you’ll head into the editorial office, you can see at work the veterans of the industry. It was a lovely sight, believe me, to be in the company of Davao journalism greats (dili ni bugal bugal) whose experiences we have yet to experience. What I loved about staying in the newsroom is actually just listening to the conversations of editorial consultant Ram Maxey and editor-in-chief Tony Ajero. “Pare, kahinumdum ka tong _______,” that’s usually the start of the conversation initiated either by Daddy Ram or ‘nong Tony. Some nights are serious conversations, but most nights, it has been funny and lively conversations between the two. I love listening to the

old guards of the industry. As to what happened many, many years ago, which can make you understand the present situation. My only regret was that I never thought of recording those conversations, even secretly, for record purposes. Valuable inputs, crucial information, believe you’d just love listening to the two of them. Daddy Ram, despite his advanced age, loves to do the editing of our news stories. Probably, it’s just routine for him but for us, we have peace of mind because we normally hurry up in writing our stories because we have something else to do, LoL. If not for Ramon Maxey’s impeccable English, we will all be terrible news writers. I watched him almost every night before the deadlines, editing all those stories with so much fervor. That eagle-eyed Ram has been a saviour to news writers. Outside of the Edge

Davao office, Daddy Ram is not just a colleague but a friend to all. Especially, if he has extra money in his pocket, lol. Then Mayor Digong’s press secretary Alex C. Roldan and I were at the City Press Office when daddy Ram came and we talked about a lot of things. Among the topics that one afternoon was Dad Ram’s experience in the second World War. He recalled his war buddies and the much-delayed financial benefit so deserving to be received. We felt the sadness that afternoon as Daddy Ram shed tears. Press secretary Alex said some comforting words and all I can do is just listen to a man who for many years still has in his mind his war buddies. “I am not a hero, but I am a patriot,” said Daddy Ram. Yet for us, Daddy Ram is a hero, not just for serving in WWII, but for serving us, young news writers, who will be lost without an ace editor.

TRMH Executive Vice President Inna Melissa Escandor and Hotel Manager Sly Maranga are two extra-ordinary women that will break the glass ceiling by putting themselves forward in leading the pack wherein 60 percent are women. In celebration of International Women’s Day on March 8, 2022, Escandor and Maranga emphasized the value of women and equality in TRMH and commits to closing the opportunity gap to ensure women employees have all the support and resources necessary to reach their full potential. “They are all assigned to a different department but each of them has different talents, one may not be strong in this field and one is strong in the other, but then again they complement each oth-

er. Most of our employees have different backgrounds. Some are also single moms. We allow them to realize their potential,” Escandor said in an interview. Escandor and Maranga are aware that leaders also play a key role to support, guide, and challenge hardworking employees. They may be of different generations: Escandor, who is a millennial and comfortable in using the latest technology and leads the pack in mobile adoption while Maranga is a Gen-Xers who came in on the cusp of cell phones, the Internet, and social media. However, they share a common vision of empowering their employees, especially the women, and building up TRMH as well. Maranga emphasized that at TRMH open communication, open space, and dialogue between the management and employees are important. “The employees underwent skills enhancement training. It may be the hardest hit sector in the pandemic but the hospitality industry is considered as one of the world’s largest economic activities particularly in the new normal as people still want to travel or host events. But Capturing the market again in the new normal may still be challenging and this is where Escandor, a techie, comes in. She is equipped with skill, knowledge, and experiences from her travels abroad. Maranga said apart from the flashing personalized service that TRMH is known for, they will be showcasing a more seamless and innovative guest experience that is very apt under the new normal. “What we are talking about is how we can introduce a more seamless way or a more innovative guest experience and that is where Ms. Inna comes in. She traveled a lot. We wanted to adopt technology but I cannot give you

But you see we are very active in social media,” she said. “We have to adapt everything thrown in our way,” Escandor added. TRMH has reopened its doors on January 31, 2022 after it temporarily stopped its operation in 2020 due to Covid-19.
