A

n official of the Mindanao Development Authority (MinDA) assured that Mindanao has an more than enough supply of power for the upcoming election dismissing threats of brownouts on election day.

MinDA public relations head Adrian Tamayo told media during Wednesdays Habi at Kape that the power plants in Mindanao are forecasted to generate around 3,000 megawatts (MW) while the excess in

supply is predicted at 767 MW on election day. “Simply saying there is no threat (brownouts), sobrang sobra (power supply). On May 9 elections it is far situation that there will be brownout,” Tamayo said.

resident Rodrigo Duterte agreed on Friday that the resumption of face-to-face (F2F) classes is vital in restoring normalcy to the country amid the prevailing coronavirus disease 2019 (Covid-19) pandemic. This was after Duterte expressed confidence in the Department of Education’s (DepEd) readiness to supervise the gradual expansion of in-person classes nationwide. During his visit to typhoon-hit Baybay City in Leyte province, Duterte backed the reopening of physical classes, saying the number of Covid-19 cases in the country is on the decline. “Ang problema pud sa eskuwelahan kay ang desisyon sa Secretary of Education mubalik na man. Tama na. Para nako, kinahanglan mubalik na ta sa normal. Wala na man kaayo’y takod (The problem is the Secretary of Education has decided to resume face-to-face classes. But that’s right. schools located in areas under Alert Levels 1 and 2 to conduct limited F2F classes, subject to health protocols. As of March 28, about 13,692 public and private schools have been participating in in-person classes, according to DepEd data. More than 10 million children have so far been fully vaccinated against Covid-19, as of April 11. Despite the eased Covid-19 protocols, Duterte again reminded the public to continue wearing face masks to ensure their protection against the dreaded disease. Davao Region sustains decreasing trend of confirmed Covid-19 cases By MAYA M. PADILLO

T

he regional office of the Department of Health (DOH 11) reported that Davao Region has sustained a decreasing trend of confirmed Covid-19 cases.

Dr. Gerna Manatad, assistant regional director of DOH 11, said that as of April 12, 2022 there were only seven cases reported wherein five were from Davao City, one from Davao de Oro, and one from Davao del Sur. In terms of the cumulative number of cases, there are a total of 132 wherein 57 were from Davao City, 35 from Davao de Oro, 19 from Davao del Norte, 13 from Davao del Sur, and eight from Davao Oriental. DOH 11 also looked into the new cases as well as the number of deaths with the reclassification as to their vaccination status. icro, Small and Medium Enterprises (MSMEs) in Davao City can now improve, develop, and market their products through an e-Halal hub established by technology firm Fusionex International. Davao e-Halal Hub Platform will serve as a trading and marketing site and will integrate the end-to-end supply chain to make the entire process seamless and more efficient. In October 2020, the city government of Davao has partnered with Fusionex to set up a digital platform for halal goods produced by small and medium enterprises (SMEs) in Mindanao. “This is a platform introduced by Fusionex para yung MSMEs matulungan natin silang ma-develop ang mga presentations or products para ma-link

E-Halal hub is a digital ecosystem that will include information on suppliers along with product origin, warehousing and transport, business matching venue and virtual expo, finance and insurance, and permits and licensing. Based on the Regional Situation Update on Covid-19 in Davao Region as of April 11, 2022 DOH 11 showed the healthcare utilization of regional hospital capacity was at 28.2% non-ICU bed use and 31.7% ICU bed use. Only 30 of 437 of COVID-19 admissions are severe and critical. Out of the 30, only 11 (2.52% of the total admissions) are confirmed cases, while 19 are probable and suspects. There were 3,037,390 individuals or 69.1% of the target population in the Davao Region are fully vaccinated. DOH 11 reminded the public to continue practicing minimum public health standards: wear a mask and stay in well-ventilated areas. The Covid-19 vaccination efforts are also continuing throughout the region.

The massive vaccination program of the government has significantly contributed to the downtrend of coronavirus disease 2019 (Covid-19) cases in the Philippines, OCTA Research fellow, Dr. Guido David, said Saturday.

According to Dr. David, for the past two years of battling the pandemic, one of the noticeable trends is having surge waves three to four months apart.

Dear Sir, Under the Family Code of the Philippines, the right and duty to care for children has been vested by the laws to their parents. In cases of minor children, the same is conferred to both parents. Article 211 of the Family Code, the father and the mother shall jointly exercise parental authority over the

persons of their common children. In case of disagreement, the father’s decision shall prevail, unless there is a judicial order to the contrary. In the same vein, the children shall always observe respect and reverence towards their parents and are obliged to obey them as long as the children are under parental authority.

In case one parent passes away, such as in this case, the right and duty to exercise parental authority will be solely exercised by the parent present. Thus, parental authority and responsibility may not be renounced or transferred except in cases authorized by law. Also, under Article 212, in case of absence or death of either parent, the

parent present shall continue exercising parental authority. Since you are the present parent and you did not renounce or transfer your right and duty, you shall continue exercising parental authority over your two children even if your wife is dead. Thus, the parents of your deceased wife cannot be the guardian of your children.

While Duterte lauded the Congress’ efforts in finding ways to address the increasing incidence of cybercrimes and offenses related to information and communications technology (ICT), he was “constrained to disagree

with the inclusion of social media in the measure, without providing proper guidelines and definitions,” Andanar said. The President, he said, expressed concern that the contentious provision “may give rise to a situation of dangerous state intrusion and surveillance threatening many constitutionally protected rights.” “It is incumbent upon the Office of the President to ensure that any statute is consistent with the demands of the Constitution, such as those which guarantee individual privacy and free speech,” Andanar said. Duterte sought a “more thorough” review of the proposal to mandate social media registration, he added. “Prior versions only mandated the registration

The bill has a provision that states, “All social media account providers shall require (the) real name and phone number (of a user) upon creation of account.” It penalizes those who sign up for social media accounts using fictitious identities with a fine of PHP200,000 and a jail term of up to six years or both. In its typhoon bulletin as of 3 p.m. on April 15, the DA said the damage and losses to agriculture brought by the weather disturbance amounted to P703.3 million. The tropical depression affected 11,666 farmers with a volume of production loss at 40,850 metric tons (MT) and 17,530 hectares of agricultural areas in Western Visayas, Eastern Visayas, Zamboanga Peninsula, Soccsksargen and Caraga. Affected commodities include rice, corn, high value crops, and livestock, according to the department. “These values are subject to validation. Additional damage and losses are expected in areas affected by Agaton,” the DA said. Rice is the most wiped out commodity with a total volume of production loss of 39,478 MT amounting to P660.6 million and 17,013 hectares of agricultural areas affected. High-value crops, such as vegetables, cacao, and fruits, followed with total volume loss of 491 MT amounting to P21.5 million and 109 hectares affected. Damage to corn totaled P21.1 million with a volume of 881 MT and 408 hectares affected. The department added that it continuously coordinates with concerned national government agencies, local government units and other disaster risk reduction and management-related offices for the impact of Agaton, as well as available resources for interventions and assistance. The DA noted the following assistance will be provided to affected farmers and fishers: • rice, corn and assorted vegetable seeds • drugs and biologics for livestock and poultry • Survival and Recovery (SURE) Program of Agricultural Credit Policy Council (ACPC) • available funds from Philippine Crop Insurance Corporation (PCIC) to indemnify affected farmers • Quick Response Fund (QRF) for the rehabilitation of affected areas “The DA-DRRM Operations Center will continuously provide updates regarding Agaton,” it said.

overnment expenditures and recovery of the private sector will help drive the Philippine economy to grow by 6.5 percent this year, an analyst said Tuesday. Asean+3 Macroeconomic Research Office (AMRO) chief economist, Dr. Hoe Ee Khor, said in a virtual briefing that the growth outlook considered the impact of the additional coronavirus disease 2019 (Covid-19) variants on the economy. “The Philippine economy has really seen a large output gap so we expect that private spending will bounce back very rapidly once the economy opens fully. We are quite confident that this six and a half percent growth can be achieved this year. And we expect growth of another 6.5 percent next year,” he said. The regional macroeconomic surveillance organization’s growth projection for the economy is lower than the government’s 7 percent to 9 percent growth assumption while its 2023 growth forecast is within the economic managers’ 6 percent to 7 percent target. Last year, the economy

grew by 5.7 percent, higher than the government’s 5.5 percent target. Meanwhile, the acceleration of domestic inflation rate since last month is seen to continue for most of the year, Khor said. The rate of price increases in the third month this year rose to 4 percent due to higher oil prices. Inflation in the previous two months stood at 3 percent. Average inflation for the first quarter of the year stood at 3.4 percent, still within the government’s 2 percent to 4 percent aim. “We expect inflation to remain above the target band for most of the year. And, so, inflation is driven mostly by increases in fuel prices and food,” he said. Khor said the domestic economy continues to have a large output gap since it has yet to fully recover from the pandemic. “Demand is still, I wouldn’t say very weak, but it’s still modest,” he said. “On the demand side, we don’t see very strong impetus to growth. So, because of that, I think, you know, inflation is likely to decline down to below, to within the target band by next year.

PUBLiCUS, in its PAHAYAG 2022 First Quarter Survey conducted from March 30 to April 6, found that 70 percent of 1,500 respondents expect the country’s economic prospects to improve from April to June 2022 period. Of the 70 percent, around 32.6 percent expressed optimism about

“a lot” of economic improvement in the second quarter of 2022, while the remaining 37.3 said they are only expecting a “little” improvement. PUBLiCUS also found that Filipinos are “generally optimistic” about the current direction of the country. While only 57.2 percent of respondents said

of the law allowing foreign ownership of telecommunications companies, and the lifting of face mask requirements in public places. Results of the survey bared that around 47.7 percent approved the potential downgrading of Covid-19 Alert Level in Metro Manila, and only 29.1 percent expressed support for the possible lifting of the current policy mandating the use of face mask in public spaces. The poll also found that only 44.2 percent approved the signing of the law allowing foreign ownership of telecommunications companies.

Sixers hope James Harden regains shooting touch as playoffs begin

P

HILADELPHIA — James Harden says he’s “ready to hoop.” The Philadelphia 76ers sure hope The Beard is good to go — not just for the opening-round Eastern Conference series against Toronto — but for a deep run into June. That’s why Philly traded for him. But the early returns, well, they show the All-Star pairing with Joel Embiid is still going through some growing pains in the two months since Harden was traded. Some of the numbers on the surface look pretty good: Harden is one of only seven players in 76ers history with eight games of at least 20 points and 10 assists. He’s shooting a robust 89 percent from the free-throw line. And he’s made Philly forget all about Ben Simmons. Harden has been in a bit of a shooting malaise over the final month of the season. He’s just 15 of 45 overall from the floor and 7 of 24 from 3-point range, not exactly numbers worthy of the 2018 NBA MVP. He hasn’t shown the explosiveness to the rim that he flashed in his prime, and Harden — surprisingly — has deferred more to his teammates than take games over as one of the great isolation scorers of his era. Maybe he’ll get going in Game One on Saturday in Philadelphia. If he’s feeling pressure headed into his first playoff series with Philly, Harden isn’t showing it. “Pressure? No. I feel good,” Harden said. Hey, problem solved. OK, it’s not that easy, and Harden will have to rise above the postseason pressure if he’s going

to help the 76ers win their first NBA title since 1983. The 76ers thought their championship window would be open for a decade with the Embiid-Simmons pairing, only to watch their relationship with the mercurial guard disintegrate. They traded him to Brooklyn for Harden, and the Sixers are in full win-now mode. The best Philly team in Embiid’s tenure was in 2019 when they lost to the Raptors on Kawhi Leonard’s four-bounce Game Seven buzzer-beater in the second round. The Raptors won the NBA title. The 76ers have seemingly never recovered from one of the more crushing defeats in team history. Embiid left the court that night in tears. He reshaped his game and his conditioning and become a perennial MVP candidate. He won the scoring title this season and joined Allen Iverson and Wilt Chamberlain as the only 76ers to average at least 30 points in a season. Toronto All-Star Fred VanFleet, who averaged a career-high 20.3 points and 6.7 assists, has seen the change in Embiid. “He used to be play back-to-the-basket like a five and now he’s turned into Kevin Durant, Michael Jordan, Kobe, Shaq, all put together,” he said. Embiid feels unstoppable.

Donaire promises to be at 100% for Inoue rematch

he Philippines’ Nonito Donaire Jr., the reigning world bantamweight champion, thinks he was not at his best when he fought Naoya Inoue in 2019. This is why he feels he has a better chance of defeating the “Monster” from Japan when they meet again in June. “Siguro from the way I am now, siguro 50% lang (lang ako noon),” Donaire told veteran boxing analyst Dennis Principe in a YouTube interview. “Because ’yung lakas ko naman hindi talaga nakita, because during the training camp, ang pina-practice ko palagi ’yung speed. But I never really sat down on my punches. And nakita natin na iba ’yung gloves na ginamit ko doon, kasi nasira ’yung gloves on the shipping.” That action-packed bout was hailed as one of the best fights of that year. Donaire pushed Inoue on the brink, damaging the Japanese’s eye socket before
