P

ilipinas Shell Petroleum Corporation (PSPC) will open its third largest import facility in Barangay Darong, Sta. Cruz, Davao del Sur that will have a capacity of 67 million liters of fuel and is eyed full operational status by the third quarter of 2024.

Kit Bermudez, vice president for supply and distribution of Shell, in an interview said the setting up of the said facility will ensure fuel’s availability in Davao Region.

“We can ensure that the even if there are a lot of challenges with the Ukraine war and in the global economy, once we have a depot here definitely the availability of

fuels will be more secured,” he said. Serge Bernal, Pilipinas Shell vice president for Corporate Relations, said the Darong Import Facility will allow the company to fulfill its commitment to support economic activities as the Philippines continues to recover from the impact of Covid-19 pandemic. “It strengthens our capacity to continue to deliver quality fuels to our customers, consistent

with our organization growth plans,” he said. The Darong Import Facility is a 50-50 joint venture owned by energy company Northern Star Energy Corporation and the DMCI Construction and Equipment Resources Inc. (DMC-CERI), the leading engineering-based integrated construction company, which will be building the facility. Meanwhile, the Sta. Cruz Storage Corporation

Cruz, issued an advisory prohibiting the bringing, cooking, and serving of pork-related menu during climbs to avoid contamination of African swine fever (ASF) to the Philippine Warty Pig population within the Mt. Apo Natural Park. It can be recalled that an endemic Sus Philippensis or Philippine Warty Pig was sighted during the surveillance and monitoring conducted by the personnel of the Department of Environment and Natural Resources 11 (DENR 11) at the established trails and the peak of Mt. Apo Natural Park (MANP) within Davao Region for its annual Lenten climb monitoring on April 11 to 17, 2022. “All Sta. Cruz mountain guides are also directed to monitor from time to time the presence of Philippine Warty Pig which

was frequently seen lately in the saddle grassland of the summit and have it reported to this office through actual photo and video footage. Geotagged photos are preferred,” the advisory said. Paner said ASF has always been a threat to Davao Region, which has proved to be detrimental to the swine industry in the past years, and disallowing pork dishes while climbing can be a very effective measure to prevent ASF within the Mt. Apo Natural Park. “Especially since dunay isa ka Philippine Warty Pig sa summit which has been frequently seen lately by trekkers. We need to continue to educate our people that bringing and serving pork menu in the area heightens the threat of ASF contamination,” Paner said. Paner clarified that it is just an advisory and not yet a Protected Area Management Board (PAMB) Resolution and not yet a municipal ordinance also. “But I can always assure that our licensed guides will always follow advisories naman po,” he said. LEPTOSPIROSIS ALERT Although it is still the dry season, rains seem to be constant these days – thanks to climate change. In fact, some areas in Davao Region are flooded during heavy rains. So much so that the regional office of the Department of Health (DOH) is monitoring cases of leptospirosis. “The way the disease is being transmitted, especially during flooding and typhoons, this makes our people vulnerable and be contaminated with leptospirosis,” Dr. Gerna Manatad, assistant regional director of DOH-Davao Region was quoted by Edge Davao as saying. In a news report written by Maya Padillo, a total of 25 leptospirosis cases have been recorded in the region as of April 12. Fifteen of the cases were from Davao City, four from Davao del Norte, two from Davao de Oro, and one from Davao Occidental. “We don’t document yet in Davao del Sur and Davao Oriental (as there were) no reported cases of leptospirosis yet,” she added. With antibiotics available all year round, deaths caused by leptospirosis can be avoided. But unfortunately, Filipinos still die of it. “Leptospirosis is an infection commonly transmitted to humans from water that has been contaminated

by animal urine, and comes in contact with lesions in the skin, eyes, or with the mucous membranes,” said Dr. Enrique Ona when he was the head of the health department. Aside from floodwaters, a person can also get leptospirosis by contact with fresh water, damp soil, or vegetation contaminated by the urine of infected animals, especially rodents and dogs. People who swim in contaminated swimming pools, rivers, lakes, and streams can also get leptospirosis. Farmers, particularly those who work in contaminated rice fields, are also prone to the disease. The disease was first described by Adolf Weil in 1886. Leptospira interrogans, a corkscrew-shaped bacterium that caused the disease, was first observed in 1907 but it was not until the following year that it was declared as the cause of it. In October 2010 British rower Andy Holmes died after contracting the disease. The leptospirosis-causing bacteria are common around the world, but more so in tropical countries with heavy rainfall. “Leptospirosis occurs in many wild and domestic animals,” explains The Merck Manual of Medical Information. “Some animals act as carriers and

pass the bacteria in their urine; others become ill and die. People acquire these infections through contact with infected animals, their urine, or soil and water contaminated by infected urine.” Aside from getting in contact with contaminated water and other media, leptospirosis bacteria also enter the body when a person swallows contaminated food or water, including during water sports. Once in the bloodstream, the bacteria can reach all parts of the body and cause signs and symptoms of illness. “Because mild leptospirosis typically causes vague, flu-like symptoms, many infections probably go unreported,” the Merck manual states. Studies have shown that leptospirosis causes mild disease in about 90 percent of infected people, whereas 10 percent have severe, potentially fatal, disease that affects many organs. There are two phases of leptospirosis. “The first phase starts two to 20 days after infection with Leptospira,” the Merck manual informs. “Symptoms begin abruptly with a fever, headache, severe muscle aches, and chills. The eyes usually become red on the third or fourth day. Nausea and vom-

iting are common.” Symptoms involving the lungs (including coughing up of blood) occur in 10 to 15 percent of infected people, studies reveal. Episodes of chills and fever, which often reaches 102 degrees Fahrenheit, continue for four to nine days. The fever clears for a few days, marking the beginning of the second phase. “During the second phase,” the Merck manual informs, “the body’s immune reaction against the bacteria causes inflammation, producing many symptoms. The fever returns, and there is often inflammation of the tissues covering the brain (meningitis), causing a stiff neck, headache, and sometimes stupor and coma. “In severe form of the infection, people may also have inflammation of the liver, kidneys, and lungs, resulting in jaundice, kidney failure, and bloody cough. Sometimes the heart is inflamed, causing palpitations and dangerously low blood pressure (shock). A pregnant woman who develops leptospirosis may miscarry.” The severe form of leptospirosis is called Weil’s disease, which causes a continuous fever, stupor, and a reduction in the blood’s ability to clot leading to bleeding

within tissues. “By the third to sixth day, signs of kidney damage and liver injury appear,” the Merck manual says. “Kidney abnormalities may cause blood in the urine and painful urination. Liver injury tends to be mild and usually heals completely.” Only a doctor can confirm the diagnosis of leptospirosis. The doctor does this by identifying Leptospira in cultures of blood, urine, or cerebrospinal fluid samples or, more commonly, by detecting antibodies against the bacteria in the blood. According to the Merck manual, infected people who do not develop jaundice (yellowing of the skin and white of the eyes) usually recover. Jaundice indicates liver damage and increases the death rate to 10% or higher in people older than 60. Doxycycline, an antibiotic, can prevent the disease and is given to people who were exposed to the same source as an infected person. Penicillin, ampicillin, or similar antibiotics are given to treat the disease. In severe infections, antibiotics may be given intravenously. Leptospirosis is not a contagious disease. “People with the disease do not have to be isolated, but care must be taken when handling and disposing of their urine,” the Merck manual points out.

P516-M bridge seen to boost Region 10, BARMM economies

he newly completed PHP516-million bridge between Lanao del Sur and Bukidnon provinces is seen to boost the economic prospects of Northern Mindanao and the Bangsamoro Autonomous Region in Muslim Mindanao, officials said.

Lanao del Sur provincial government announced Friday the completion of the Cadayona Bridge situated between Tagoloan II, Lanao del Sur, and Talakag, Bukidnon. The bridge is a joint project between the Bangsamoro Autonomous Region in Muslim

Mindanao’s (BARMM) and the Lanao del Sur’s First District Engineering Office of the Department of Public Works and Highways (DPWH). In a statement, Lanao del Sur Governor Mamintal Alonto-Adiong Jr. said the bridge will lessen the travel time between the

province and this city to less than two hours, and “will help boost economic activity between Region 10 and BARMM.” PhilHealth official Sainuddin M. Moti shared that prior to the completion of the bridge, his team had to cross the river before reaching the Tagoloan II Rural Health Unit, recalling the travel as a “bumpy adventure ride.” Meanwhile, the PHP20-million Bayug Bridge is nearing completion in Barangay Bagoingud, Upper Tagoloan II in

Lanao del Sur. The Bayug link will also cut the travel time between Marawi City and this city from around 3.5 hours to less than two hours. The first phase of the bridge construction started in 2018 and was funded by the defunct Autonomous Region in Muslim Mindanao with an allocation of PHP25 million. he Philippines has successfully hosted the 2022 World Travel & Tourism Council (WTTC) summit, with zero incidences of coronavirus disease 2019 (Covid-19) infection, Tourism Secretary Bernadette Romulo-Puyat said Friday. The hybrid event at the Marriott Hotel in Newport City gathered 1,200 local and foreign delegates, including the world’s foremost business leaders, government ministers, and key decision-makers in the tourism industry, surpassing the 600 initial estimates for in-person attendees. On its virtual platform, some 10,000 participants attended the numerous panel talks that discussed the latest travel trends, sustainable investment prospects, regenerative tourism, and seamless travel in a pandemic era, among others. “All the delegates, there were no complaints, entry was smooth. There were some medical emergencies but they were not Covid-related so at least it goes to show that we are going back to normal,” she told reporters in an ambush in-

terview. “On April 1, we reopened to all countries and (now) we were able to stage a three-day global event successfully, more than a thousand people came, that itself is an achievement. At least during our time, we were able to do that,” she said. WTTC president and CEO Julia Simpson said the summit in Manila was tangible proof that “nothing beats” discussing pressing issues and generally trying to find consensus face-toface. At WTTC’s Global Leaders Dialogue session, stakeholders explored how the sector could continue to adapt to Covid-19 and emerge resiliently from the pandemic. “We still have work to do to bring down post-pandemic barriers, open economies, and harmonize health data for seamless travel. Sustainability hasn’t just been an item on this agenda, it’s been a major theme of the summit,” Simpson said. During the closing ceremony, WTTC chairperson Arnold Donald announced

hile attracting investments into the country and creating jobs for Filipinos, the Philippine Economic Zone Authority (PEZA) has also remitted over PHP5.5 billion in dividends to the national government during the administration of President Rodrigo Duterte.

In a statement Friday, the investment promotion agency (IPA) said it remitted a total of PHP5.6 billion in dividends to the national government from 2017 to 2021. PEZA Director General Charito Plaza said the remittance made by the Duterte administration in the past five years is higher than the combined

dividends remitted by the past four administrations from 1996 to 2016. In a span of 20 years, the past administrations contributed PHP5.19 billion in dividends to the national coffers. For 2021 alone, PEZA remitted PHP898.47 million in dividends to the Bureau of the Treasury (BTr).

“PEZA continues to remit high dividends brought by our existing and new investments, projects, and expansions from 2017 to 2021. Amidst the pandemic, operations in our ecozones are unhampered and we continue to remit 50 percent of our net income as dividends to the national government,” Plaza said. Meanwhile, corporate income tax (CIT) from PEZA from 2017 to 2021 stood at PHP2.89 billion, more than half of the CIT contributed between 1996 and 2016 amounting to PHP4.96 billion. In total, the IPA has remitted PHP18.66 billion

from 1996 to 2021 to the national coffers that were used for the programs and projects of the government. “As PEZA does not receive any subsidy from the government, we really have to be more aggressive and innovative in attracting new investments, creating employment, and generating exports. This is one of our ways of contributing to the goals and legacy of the Duterte administration especially in reopening the economy and (the) rise from the effects of the pandemic,” Plaza added. She said that while

Executive Order (EO) No. 118 was signed on November 04, 2020 by Salvador C. Medialdea, Executive Secretary of the President, that mandates the Department of Health (DOH), in coordination with the Department of Trade and Industry (DTI), to determine, formulate and implement a price range for COVID-19 testing conducted by hospitals, laboratories, and other health establishments and facilities including the test kits used in the conduct of said tests, subject to existing rules, and regulations.

B. To avoid the burden of always amending the ordinance in the event the DOH will issue an updated price cap; and

In view of EO 118, the Joint Administrative Order No. 01, Series of 2020 was issued to implement regulation of prices of COVID-19 testing and test kits. As stated in the JAO, a monthly review will be conducted by the DOH and DTI, hence, the mandated price range shall be subject to change. Pursuant to the foregoing, the following price range is set for RT-PCR testing, for compliance of all licensed COVID-19 testing laboratories nationwide. Also, this is in order to sustain service provision, since the Provincial Government of Davao de Oro has to recover the cost of the (RT-PCR) test through hospital charges and fees under Molecular Laboratory Testing Facility in compliance with the mandated price range for Public Testing Laboratories, subject to changes as may be determined by the Department of Health (DOH) and the Department of Trade and Industry (DTI) as provided for in the Department Circular 2020-03691 of the DOH.

SECTION 5. COVERAGE. Only the recovery cost of the Kit and payment for the Molecular Laboratory Testing Facility of the COVID-19 Reverse Transcription-Polymerase Chain Reaction (RT-PCR) Testing in Davao de Oro Provincial Hospital (DDOPH) - Montevista, Davao de Oro shall be charged and collected. Services and other incremental and overhead expenses will be shouldered by the Local Government Unit (LGU) of Davao de Oro.

SECTION 6. LEAD OFFICE. The Office of the Provincial Economic Enterprise and Management Officer (PEEMO) / Davao de Oro Provincial Hospital (DDO-PH) shall take charge in the implementation of this Ordinance. SECTION 7. SEPARABILITY CLAUSE. Dabawenyo Thompson is PBA Finals MVP

cottie Thompson, a native of Davao del Sur, added another feather to his cap in what had been an amazing PBA Governors Cup campaign.

The 28-year-old Thompson was named the Honda-PBA Press Corps Finals MVP as he helped Barangay Ginebra retain its title Friday night with a 103-92 victory against Meralco in Game 6 of the finals played before a roaring crowd of 20,244 at the Mall of Asia Arena. Thompson was the unanimous choice for the award handed out by the group of mediamen covering the PBA beat, his second Finals MVP counting the one he also won during the 2018 Commissioner’s Cup. The Ginebra guard averaged 17.8 points, 8.0 rebounds, and 5.5 assists in

the six-game series. The award comes in the heels of Thompson bagging his first ever Best Player of the Conference award. But Thompson said the individual awards wouldn’t be possible without the help of his Ginebra teammates. “Total team effort for us,” he said in deferring to the rest of the Kings for winning the season-ending crown for the fourth time in the last five seasons. He finished with 15 points, three rebounds, and three assists in the closeout win, including eight in the third period when Ginebra began taking control of the game.
