fficials of the Social Security System-Toril Branch formally informed delinquent employers to pay their counterpart contribution on the input given by their employees in the Run After Contribution Evaders launched Friday.

Monique S. Alcantara, Branch Head of the SSS-Toril said the SSS visits the employers once annually to give an update through the statement of accounts their deficiencies in the contribution.

She said they would be visiting seven employers in Brgy Lizada and Los Amigos to remind delinquent employers of their obligation regarding their contributions to the SSS in behalf of their employees.

“One we reach out, we prioritize delinquent employers by presenting to them their respective statement of accounts for them to be informed of their delinquencies,” Alcantara said.

She said once an employer fails to pay his contribution, he is defined to be

delinquent.

Alcantara surmised the status of the employer can easily be known because their system is already automated so the discrepancy of their payments is actually seen.

Atty Chillete Bolo-Escovilla, acting head of the Mindanao South Legal Department said that normally, employers are given a fifteen-day grace-period after informing them of the delinquency.

She said after 15 days, a case will be filed against them which has a penalty of a fine, not less than five thousand but not more than twenty thousand pesos or imprisonment of not less than 60 days and one day to more than twelve years.

“The SSS does not close the business operation.

Only that we hold delinquent employers liable by filing civil and criminal cases against them,” Bolo-Escovilla stressed.

The CAB’s centerpiece is the creation of a new Bangsamoro region, which was realized in 2019 with the ratification of Republic Act 11054 or the Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

IDIS nudges local candidates to clean up campaign posters Voters who ‘sold’ votes in Surigao Sur go on mobile phone buying spree

or two straight days after the May 9 polls, most of the popular low-cost mobile phone brands were sold out at the three shopping malls here as residents from the neighboring towns of Surigao del Sur went on a shopping spree, using the money they allegedly exchanged for votes.

The shoppers from Tagbina, Barobo and Lianga towns in Surigao del Sur who reportedly got P6,000 each for selling their votes to the local candidates in their province stormed Gaisano Grand Mall, Gaisano Capital and Davao Central Warehouse on May 10 and 11.

Chris Panganiban, Jr., son of this writer who is a salesman of a mobile phone store at Gaisano Grand, said they sold at least 180 units of Vivo and Real Me brands for two straight days after election day on May 9.

Panganiban Jr. said that other stores in the mall, including stalls at the aisles, also experienced brisk sales that most of them ran out of stocks.

Other mobile phone stores at the Gaisano Capital, Davao Central Ware-

house and at the town center also enjoyed big sales.

Most of these brands are sold at P6,000 to P7,000 per unit.

Other commercial establishments, including restaurants at the public market, were also jampacked by people with money that purportedly came from the proceeds of their votes.

Toto Banas, a meat store owner at the public market, said all their meat supplies were already sold out by noon the day after the May 9 elections.

Macario Angelia, a resident in Lianga town, said the rival camps in the province were separately buying votes at P2,500 to P3,500 for each voter who, according to him, had a “grand time getting the money left and right.”

Some candidates had been even giving P500 for each voter as a catch up on election day to make sure they will win, he added.

Reelectionist Gov. Alexander Pimentel of Hugpong Surigao defeated Cantilan Mayor Carla Pichay, 195,606 against 159,746 votes.

ome local candidates and the City Environment and Natural Resources Office (CENRO) started to take down campaign materials, unfortunately, some of these materials were left unattended on the roadsides of Davao City as observed by the Interfacing Development Interventions for Sustainability (IDIS).

In a statement, IDIS reported that the group has documented piles of election wastes in the city particularly in Catalunan Pequeno and Talomo areas.

“This is an alarming concern as these wastes should be collected, recycled, or disposed of properly. If allowed to remain, this can cause choking of drain-

age systems, urban wildlife ingestion, and waste pollution, and grow larger and may attract both solid and hazardous waste dumping, thereby generating an adverse impact on humans and the environment,” the statement said.

The group emphasized that local candidates and their clean-up teams, in coordination with CENRO, should champion the proper disposal and recycling of these materials.

Last month, the city

government of Davao mandated local candidates to cleanup all election campaign materials starting May 10 to 12, 2022.

EDITORIAL Takeaways The elections are over and the results point to clear wins, lopsided at that, for the tandem of former Senator Bongbong Marcos and Davao City Mayor Sara Duterte-Carpio.

However, the battle did not seem to subside yet on social media. Some of the rivals and their supporters have not conceded just yet and are not about to ‘recognize’ the election winners.

Pathetic that these people have to resort to some protestations and accusations when the results show a very lopsided margin, hence beyond doubt.

Losing camps have yet to concede that their strategy failed in this elections. The same strategy they employed in the past elections.

A few takeaways posted by netizens on their observations in the recent elections were expressed clearly as though they

These takeaways include: trusting and validating poll surveys as it has proven accurate in the past two elections; not resorting to mud-slinging, name-calling and insulting; not looking down on the supporters of other candidates and using the line “let me educate you”; respecting others’ opinions’; campaigns are a political activity which calls for a working strategy, it not a television or film production; celebrities are not sure-fire tools for success; and, not relying on crowd attendees as equivalent to votes.

For the losing camp, it is indeed a bitter pill to swallow but they just have to take it. And learn from it.

It seemed that you want to avail of the 20 percent discount under Republic Act 7432, as amended by Republic Act No. 9994, or the Expanded Senior Citizens Act of 2010. The said law granted senior citizens, defined as “any resident citizen of the Philippines at least sixty (60) years old,” the following privileges: SECTION 4. Privileges for

the Senior Citizens. - The senior citizens shall be entitled to the following: a) the grant of twenty percent (20%) discount from all establishments relative to utilization of transportation services, hotels and similar lodging establishment, restaurants and recreation centers and purchase of medicine anywhere in the country: Provided, That private establishments may claim the cost as tax credit; b) a minimum of twenty percent (20%) discount on admission fees charged by theaters, cinema houses and concert halls, circuses, carnivals and other similar places of culture, leisure, and amusement;This law is in accord with Article XIII Sec. 11 of the Constitution which provides, “The State shall adopt an integrated and comprehensive approach to health development which shall endeavor to make essential goods, health and other social services available to all the

people at affordable cost. There shall be priority for the needs of the underprivileged, sick, elderly, disabled, women and children.”

However, for you to avail of the discount, you must buy the softdrinks in the restaurants.

Under Rule III, Article 5 of the Expanded Senior Citizen Act’s Implementing Rules and Regulations, a “restaurant” is an entity that sold meals, drinks, and provided tables and chairs to its customers. In addition, you couild not avail of the “senior citizen discount on top of a promotional discount and a senior citizen’s discount on top of the PWD discount.

The restaurant must not also be operated by a cooperative. “[Department of Trade and Industry] Administrative Order No. 03-05 which exempts cooperatives from the scope of the 5% discount on basic necessities and prime commodities also

includes an exemption of the 20% senior citizen discount.

Also, in the case of ROBERTO A. ESTOCONING, PETITIONER, VS. PEOPLE OF THE PHILIPPINES, RESPONDENT,[ G.R. ernment and private businesses by continuously availing of the Senior Citizens’ discount when he is not legally entitled thereto.

This he did by misrepresenting himself as sixty (60) years old when in truth, he was only then forty-five (45). This is plain dishonesty..”

Thus, based on the above stated law and jurisprudence, it depends where you bought the softdrinks. If the tindahan is not a restaurant, or if it is a sari-sari store, then you can not avail of the Senior Citizens discount.

Author Oliver Wendell Holmes, Sr. said. “the young man knows the rules, but the old man knows the exceptions.”

But in Senior Citizens Act, most senior citizens know the rules but make the exceptions.

She readily accepted the offer and expressed her gratitude to the newly-elected head of the country for his confidence in leading the said department During their conversation together, “it was decided that I would work on producing skilled learners with the mindset to realize their full potential as individuals,” Duterte said in a released statement. “Our country needs a future generation of patriotic Filipinos that advocate peace and discipline in their respective communities.”

Hearing the announcement, the current DepEd secretary, Leonor Magtolis Briones, said: “I and the DepEd family are ready to work with her team for the orderly transition of DepEd leadership. We will turn over the Basic Education Plan 2030, the first time that an outgoing administration will leave behind a medium-term plan. We are confident that DepEd will be in able hands and anticipate a continuity.”

During the campaign in this year’s election, one of the most popular phrases is: “Let me ed-

ucate you.” Somehow, it encapsules the value of education.

When Jesus Christ was still here on earth, He did three things: teaching, healing and preaching. Laurie Beth Jones, author of Jesus, CEO: Using Ancient Wisdom for Visionary Leadership, wrote: “Since teaching is educating the mind and preaching is educating the heart, two-thirds of Jesus’ work was education.”

Jones explained it further: “If you look at the instances when he healed people, nine times out of ten he spoke to them about an attitude change or a new way of behaving that was to go along with their physical state of being. ‘Go, and sin no more.’ I feel safe in saying education was Jesus’ number-one priority.”

Education is very important indeed. One Chinese saying said: “If you give a man a fish, he will eat it once. If you teach a man how to fish, he will eat for the rest of his life.”

One philosopher puts it further in these words: “If you are thinking a year ahead, sow seed. If you are thinking ten years ahead, plant a tree. If you are thinking one hundred years ahead, educate the people. By sowing seed, you will harvest much. By planting a tree, you

will harvest tenfold. By educating the people, you will harvest one hundredfold.”

Joel Weldon compares education to that of a moso bamboo tree. It is grown mostly in China and the Far East. After the moso is planted, no visible growth occurs for up to five years -- even under ideal conditions. Then, as if by magic, it suddenly begins growing at the rate of nearly two-and-one-half feet per day, reaching a full height of 90 feet within six weeks.

“But there is no magic behind all this,” Weldon wrote.

“The moso’s rapid growth is due to the miles of roots it develops during those first five years, five years of getting ready. It’s like the hidden years of an education!”

Education never fails – if you keep watching and learning what’s going on. I was reminded of this anecdote which appeared in Reader’s Digest: “From the day we entered the biology class in high school, one blackboard was covered with the names and locations of the major bones and muscles of the human body,” the author wrote. “The diagram remained on the board throughout the term but the teacher never referred to it.”

On the day of the final exam,

the students observed that the board was wiped clean. The examination consisted of only one question: “Name and locate every major bone and muscle in the human body.”

Of course, the whole class protested with one voice: “We never studied that.” The teacher answered: “That’s no excuse.

That information was right in front of your eyes for the last few months.”

After the students had struggled with the test for a while, the teacher collected the papers and tore them up.

“Always remember that education is more than just learning what you are told,” the teacher told the class. “Most education comes from looking.”

Education is not just learning but also training. “We must distinguish between being educated and being trained,” someone commented. “They are not the same. Education is the enlargement and enrichment of the mind. Education gives the mind breadth, height, depth and vision. Training makes the mind an effective tool to do a specific job. Training is like grinding the mind to a keen cutting edge.”

This sage compared “trained chap who holds a position which pays a big salary”

and an “educated man who receives only a minimum wage.”

Of the first, he said: “But he is uneducated: he is neither broad nor high nor deep. He knows almost nothing, has no interests outside of routine duties.”

Of the second, he noted: “He can talk and write entertainingly on almost any subject.

He has plenty of breadth, height and depth, but has never been able to hold a job paying more than a minimum wage. His educated mind is blunt. He is highgrade steel which has never been sharpened to a keen edge.”

The sage ended the comparison with these words: “Neither of these men is as big as he is capable of being. An educated mind is a luxury. A trained mind is a necessity. But blessed is he who possesses both! The ideal should be, to be educated in a broad sense, and be trained to perform a specific work of usefulness. If you must choose, go first for training. Get an education by all means, but recognize its true purpose: to lend vision to a mind trained to do one useful thing very well.”

Nelson Mandela, a recipient of the Nobel Peace Prize, said it all: “Education is the most powerful weapon which you can use to change the world.”

Red tide alert still up in 2 Surigao areas

The presence of toxic red tide beyond the regulatory limit continues to persist in two areas in the Caraga Region.

The findings are based on the Shellfish Bulletin No. 09 Series of 2022 issued by the Bureau of Fisheries and Aquatic Resources (BFAR) on Friday.

The affected areas in the region include the Lilalit Bay in San Benito, Siargao Island in Surigao del Norte and Lianga Bay in Surigao del Sur. Based on the latest laboratory results, shellfishes collected from the two areas are still positive for paralytic shellfish poison

or toxic red tide that are beyond the regulatory limit.

“All types of shellfish and Acetes sp. or “alamang” gathered from the areas are not safe for human consumption,” the BFAR advisory said.

It added though that fish, squids, shrimps, and crabs from the two areas are still safe for human con-

sumption, provided that they are fresh and washed thoroughly, and internal organs such as gills and intestines are removed before cooking.

The local government units in the affected areas have been informed of the latest advisory, BFAR said.

denna Corp run by Davao-based businessman Dennis Uy on Friday said partnerships have always been part of its philosophy amid reports that the firm is eyeing the sale of big assets.

Uy is a known ally of President Rodrigo Duterte and has grown his empire through acquisitions in the last 6 years. Uy was a top contributor to Duterte’s 2016 campaign, who is bound to step down in June.

said Uy’s firm is contemplating selling billions in assets including its stake at the Malampaya gas field, which the group bought from Chevron and Shell, as well as the Clark Global City.

n economist of Juwai IQI Global has seen the country’s 8.3-percent gross domestic product (GDP) growth in the first quarter of the year as a good launch pad for the next administration to pursue its economic agenda.

The chief economist of the Kuala Lumpur-based Juwai IQI Global, Shan Saeed, told the Philippine News Agency (PNA) that the strong GDP growth from January to March this year would keep market confidence afloat despite a transition in administration.

“This would bolster the confidence of the government to expand the fiscal side of the balance sheet to maintain economic momentum in the country.

Government strategic intent would be for the next 12 to 17 months to have macroeconomic stability to attract FDI (foreign direct investments) and buttress the GDP outlook,” he said.

ADB, AMRO warn PH, ASEAN still vulnerable to economic ‘scarring’ ADB identifies five sectors to help ASEAN+3 in post-pandemic growth

he Asian Development Bank (ADB) has identified five key sectors that will propel post-coronavirus disease 2019 (Covid-19) economic growth for Association of Southeast Asian Nations (ASEAN)+3 countries, including the Philippines.

In a joint webinar of the ADB and ASEAN+3 Macroeconomic Research (AMRO) on Friday, ADB Southeast Asia Department senior economist James Villafuerte said the sectors of tourism, agro-processing, garments, electronics, and digital trade will be the new drivers for growth for the 10 ASEAN member states, China, Japan, and South Korea.

Villafuerte said ASEAN+3 countries have to address challenges in these sectors which are already present before the Covid-19 pandemic, while also introducing policies to adopt to the challenges brought by the global health and economic crisis.

In tourism, he cited that major challenges of the sector pre-Covid-19 are structural imbalances, infrastructure gaps, large share of informal employment, and low average spend per tourist.

The ADB recommends that governments in the region should pursue policies that will restore and build

new channels of demand, build capacities to support future demand, and increas the resilience of the tourism sector.

Governments in ASEAN+3 countries need to address existing challenges in the agro-processing industry such as the inconsistent supply of raw materials, low level of automation and technological adoption, infrastructure gaps, lack of access to key financing, technologies, and skilled labor, and lack of environmental sustainability and shifting consumer purchasing behaviors.

The policy actions recommended by the ADB include enhancing efficiency and transparency of supply chains, increasing the value-add of the industry, pursuing steps to raise productivity rates, and building industry resilience.

The Philippines—with electronics as its top exported goods—and other countries in the region are urged to address current challenges in the electronics sector. These include the lack of diversification across the electronics supply chain, relatively low economic value-add of stage in value chain and type of electronics produced, disruptive technologies, and rapid changes in electronics technology and consumption trends.

xperts believe the Regional Comprehensive Economic Partnership (RCEP), as well as the resumption of all face-to-face schooling, are keys to a more inclusive economic recovery from the COVID-19 pandemic.

Marthe Hinojales, economist for regional surveillance at ASEAN Plus 3 Macroeconomic Research Office (AMRO) said the longer schools stay closed, the more likely each country will have human resource problems down the line.

The Philippines, which has kept face-to-face learning closed for 2 years running, was included as one of the ASEAN members who will likely face this issue. Also mentioned were Myanmar, Cambodia, and Malaysia.

Hinojales noted that coupled with higher unemployment and lower labor force participation rates, the Philippines could

be headed for lower labor force productivity in the future.

Meanwhile, the RCEP, an agreement between the 10 members of ASEAN, China, Japan, South Korea, New Zealand, and Australia, is seen as a catalyst for greater regional integration.

Lei Lei Song, director for the economic research and regional cooperation department of the Asian Development Bank, said if countries have not yet ratified their participation in RCEP, they are liable to get left behind, particularly in the technology space.

He used the establishment of “unicorns” or tech

start-ups with valuations of at least $1 billion in the region.

“The number of unicorns, I think ASEAN has about a dozen. India, actually crossed 100 unicorns,” he said.

“It is telling. The future will depend on technology, and the tech race is ongoing, it will be more important. Digital as well as green technology.”

Vietnamese National Center for Socio-Economic Information and Forecast director Toan Thang Tran said RCEP will not likely have much of an impact or material gain for them when it comes to tariff reductions and whatnot.

However, he does see a clear advantage in terms of access to technology, and the overall RCEP supply chain and ecosystem.

“RCEP will reshape the supply chain, the value chain in RCEP very much.

From the Vietnamese perspective, we do not expect very much from tariff reduction,” he said.

ADB Southeast Asia senior economist James Villafuerte, meanwhile, said technology and education will be quite important for the recovery of the region, as well as each nation within ASEAN and even RCEP. He believes the digital literacy gap needs to be addressed to ensure an equitable and inclusive recovery.

“The most important thing for digital literacy is first providing access to smart devices for both kids, especially in the schooling age, as well as for workers.

The second is also rolling out the new modes of education, especially for online training, and a precursor for widespread learning is an investment in telecoms,” he said.

In terms of revenues, it generated P24 billion from growth in both passenger and cargo, PAL said.

ANOI. – World gymnastics champion Carlos Yulo and kurash bet Jack Escarpe delivered gold medals on Friday the 13th, averting what could have been a dreadful day for the Philippines as action went full blast in the 31st Vietnam Southeast Asian Games here.

Bucking a slip in the pommel horse that incurred a penalty, the 22-year-old Tokyo Olympian amassed 85.150 points in six apparatuses and bagged the individual all-around title, beating hometown bets Le Thanh Tung (84.050) and Dinh Phuong Thanh (82.450), who settled for the silver and bronze, respectively.

Yulo gave Filipinos their third gold here after the victory of Mary Francine Padios in pencak silat last Wednesday and the win of Escarpe in the 73kg class of kurash earlier Friday. Yulo also led the artistic gymnastics team that included Juancho Miguel Besana, John Matthew Vergara, Jann Gwynn Timbang and Justine Ace de Leon to the silver medal in the team event.
