What’s in store for the big-ticket projects? By MAYA M. PADILLO

Continuity is both a common and a strange word in politics. It is subjective.

Alright, we rave about Davao City Mayor Sara Dutere-Carpio’s successful run during the 2022 elections. Something that gave Dabawenyos plenty to cheer on, and goves them hope that the pending major projects of President Duterte’s administration in Davao City will still be realized and won’t die, as all politically-driven projects are prone to.

In March this year, the presidential daughter vowed during the campaign to push for the completion of the pending “Build, Build, Build” projects.

These mega projects include the Davao City Coastal Road Project, Davao City Bypass Road Project, and the Davao Public Transport Modernization Project or the High Priority Bus System (HPBS).

Six years passed and the projects are yet to be completed.

The big question is: will these projects continue until they are completed with Sara as Vice President? Or will it be sideswept under the new Marcos administration?

In February this year, a portion of Davao City Coastal Road was opened for biking, walking, and fitness activities. It is attracting crowds looking for areas to leisurely spend their time amid restrictions during the Covid-19 pandemic. The completed portion, which makes up 2.8 kilometers of the P33.7-billion 17-kilometer road, is targeted to be fully completed in December next year.

Starting in 2017, the Davao City Coastal Bypass Road aims to serve as an alternate route to the

Davao-Cotabato Road and Diversion Road to ease traffic congestion.

Davao City’s P28-billion bypass project with tunnel has started boring works in May this year. Designed by Japanese experts to have better seismic resiliency, the tunnel construction at the south portal’s southbound and northbound lanes started in November 2021 and March 2022 respectively. The project is expected to reduce traffic congestion in Davao City and cut travel time between Toril in Davao City and J.P. Laurel in Panabo City from one hour and 44 minutes to 49 minutes. Its construction is also seen to improve transport logistics.

In 2019, Duterte-Carpio was reported vowing to strengthen collaboration with the Department of Public Works and Highways (DPWH) to open more bypass roads to decongest traffic in the city. HPBS aims to introduce a modern bus system in Davao City to replace the current Public Utility Jeepneys (PUJ). It includes buses replacing PUJs in the city, optimization of bus routes, bus stops, bus depots/terminals, minor improvement of roads, a traffic management system, which will prioritize bus transport, and social development program for affected people.

In her State of the City Address (SOCA) delivered in March this year, Duterte-Carpio said loan processing for the HPBS is ongoing and they are working with the Department of Transportation (DoTr). She said the city started receiving bids for civil works contracts for the construction of the terminals and depots. Bidding for other project components will proceed in the following months, including the 1,000 units for the bus fleet that includes at least 300 electric 18-meter buses. Another big-ticket project that people have long been waiting for is the completion of the Samal Island-Davao City (SIDC) Connector Project. The project was actually conceptualized 40 years ago.

The VP-in waiting has mentioned the SIDC project in her SOCA in 2018 as among big-ticket infrastructure projects that include an extension of Diversion Road, Davao River Boulevard, and many other major development initiatives and undertakings. FWHAT’S, P6

egardless of the economic difficulty brought about by the Covid-19 pandemic, President Rodrigo Duterte’s administration will be going down as one of the most loved by the majority of the Filipinos. The Duterte administration officially walks into the sunset at mid day on the 30th of June. The legacies and successes of the Duterte administration are a big challenge now for President-in waiting Ferdinand “Bongbong” Marcos, Jr. How can he keep it going to provide a comfortable and peaceful life to Filipinos. Speaking of legacies, the Duterte administration has done so much and the most popular is leading the “Golden Age of Infrastructure” of the Philippines through his “Build Build Build (BBB) Program” by building and upgrading railways, trains, subways, highways, roads, new ports and airports, bridges, and building classrooms

for students. The President was optimistic that Marcos Jr. will continue the economic policies and infrastructure projects initiated by his administration. Business leaders in Davao City are also looking forward to continuity and change under Marcos’s presidency. Tony Peralta, chairman of the European Chamber of Commerce of the Philippines (ECCP) Southern Mindanao Business Council, told Edge Davao that the several landmark legislation passed by the Duterte administration will benefit the incoming administration’s fiscal position which can result in strong economic growth. For one, an increase in local and foreign investments

that bode well for better employment numbers and an improved investment climate is anticipated. He said the optimism can be seen in the anticipated economic growth rates over the short and medium-term. “There are however challenges that need to be addressed such as the strong impact of

Indraprastha Apollo Hospitals completes 100 liver transplants in children from the Philippines 44 girls and 56 boys from Philippines between 4 months and 15 years have undergone a liver transplant at Indraprastha Apollo Hospitals. These lifesaving procedures mark an important milestone in strengthening relations between India and the Philippines. Indraprastha Apollo Hospitals, Delhi has reached the landmark of performing 100 liver transplants in children from the Philippines. Aged between 4 months and 15 years, children suffering from various diseases that had resulted in liver failure necessitating a transplant have received a liver transplant. Despite COVID posing several challenges in the last 2 years, Apollo made sure that children and their families were provided end-to-end assistance in terms of aligning travel permissions while also ascertaining patient safety by

arranging special charter flights with a medical team on board to manage any emergencies.
