T

o ensure the safety of Vice President-elect Sara Duterte, the Armed Forces of the Philippines (AFP) has created a new security unit. The AFP has activated on June 24, 2022 the Vice Presidential Security and Protection Group (VPSPG), a dedicated unit that will ensure the safety and security of the Vice President of the Philippines and her family. In a Facebook post, the AFP shared that the activa-

tion of the VPSPG, which is formerly the Vice Presidential Security Detachment attached to the Presidential Security Group, is now a separate unit and is headed by an O-6 grade officer (rank of Colonel/Navy Captain). AFP Chief of Staff General Andres Centino, who

led the activation ceremony on Friday, June 24, at the AFP General Headquarters with other top AFP leadership, stated that the AFP saw it fitting to provide the Office of the Vice President with a dedicated unit that shall ensure the safety and security of the second-highest elected official in the country. The activation of the VPSPG is new to the Filipinos as what is known to them is the Presidential Security Group (PSC), which is the

primary agency concerned with providing close-in security and escort to the president and the vice president of the Philippines, their immediate families, former presidents and vice presidents of the Philippines as well as visiting heads of state. The PSG is also stationed at Malacañang Palace, the official residence of the president. Members of the PSG accompany the president on both domestic and overseas trips.

MTRCB opens Davao office

T

he Movies and Television Review and Classification Board (MTRCB) have opened their Davao City office located at the Mindanao Media Hub. “We are very excited to be here in Davao, we want to reach out to our local stakeholders, we want to help them facilitate their registration, their applications anything else that they need with the agency, we want to get a sense of the local community,” said Atty. Jeremiah Jaro, chairperson of the MTRCB said during the office blessing. The MTRCB created thru law Presidential Decree 1986 under the office of the President has the mandate to regulate and classify movies, television programs, related publicity materials and/or promotional materials. Jaro said one of their intent in creating the MTRCB office in Davao is to intensify the agency’s monitoring activities particularly in the

regions. “For the longest time, when MTRCB was created in 1986 we never had a fixed regional office in Visayas and in Mindanao, so the board thought that this is the right time, the best opportunity to help our stakeholders,” Jaro said. Early June of this year the MTRCB opened its first regional center in Cebu City. The Matalinong Panonood center of the MTRCB in Davao will be its second regional office. Jaro said they are planning to put up more MTRCB offices in the region to make it easier for the stakeholders in accessing the services of the MTRCB. “Because we hear problems in the office because it is difficult for the stakeholders to transact with the MTRCB because it’s in Metro Manila so hopefully this will be the answers to the concerns,” Jaro said. hree days after the slaying of a Sangguniang Kabataan (SK) chair here, another village official was killed by still unidentified assailants on Friday night. Police said Florencio Cagas, the incumbent chief of Barangay Sto. Niño, was gunned down at around 7:10 p.m. in Purok 7 of the said village. The victim succumbed to multiple gunshot wounds and was pronounced dead

on arrival at a private hospital here. In a statement Saturday, the Liga ng mga Barangay (League of Villages) Butuan described the victim as good-natured. “Hopefully, justice will be served soon,” the group said, while calling on authorities to fast-track the investigation. Dear Jelly, There are rights to alienable and disposable lands and there are also rights to lands which are non-alienable and non-disposable. Whether the sale to you is valid would depend on the nature of the rights purchased. If what you purchased is a

right on a land which is alienable and disposable, for as long as the requisites of a valid sale under Article 1318 of the New Civil Code are present, namely consent, object certain, and cause, then the sale is valid. The seller cannot take back the property unless there is reason for the seller to rescind the sale. Rescission happens when there is substantial breach of your obligation under the contract of sale (eg. non-payment of the full purchase price). Rescission is governed by article 1191 of the New Civil Code. As you said, the rights were sold to you and that the owner has already passed on. It is not clear though who sold to you

the right, whether it was the owner during his/her lifetime or the children after the death of the owner. If it was the owner who sold the rights during his/ her lifetime, then the transfer of rights happened during his/ her lifetime. In BALUS versus BALUS, G.R. No. 168970, January 15, 2010, the Supreme Court said that the rights to a person’s succession are transmitted from the moment of his death. In addition, the inheritance of a person consists of the property and transmissible rights and obligations existing at the time of his death, as well as those which have accrued thereto since the opening of the succession. If the person lost ownership of the

subject property during his lifetime, it only follows that, at the time of his death, the disputed parcel of land no longer formed part of his estate to which his heirs may lay claim. If the children themselves sold the rights, for as long as their precedessor was the owner, the sale to you is valid. When the owner died, by virtue of Articles 776 and 777 of the New Civil Code, all of his properties, rights, and obligations which are not extinguished by his death are transmitted to his heirs from the moment of death. Thus, the children who inherited the right to the land can validly sell that right even if they have no certificate of title to the land in their

names. What you can do for now is to take steps to process the registration of your title to the land using the document that you have from the seller. This way, your rights as owner of the land are better protected. However, if the rights sold to you pertain to lands which are non-alienable and non-disposable, then the sale is not valid and it can always be assailed. NATIONAL LIVING TREASURES Of the 16 Filipinos who were named Manlilikha ng Bayan – also referred to as the National Living Treasure – 9 of them are from Mindanao. The Visayas managed to get one recipient and the rest are from Luzon. The first person to do so from Mindanao was Samoan Sulaiman from Libutan, Mamasapano, Maganoy in Maguindanao. He was cited in 1993 for “his excellence in playing the kutyapi, the most technically demanding and difficult to master among Filipino traditional instruments.” He died in 2011. In 1998, two women were distinguished for their expertise in textile weaving. The first one was Lang Dulay from sitio Tubong, Lamdalag, Lake Sebu in South Cotabato. She traditionally wove the T’nalak of T’boli. “She produced creations of high quality, displaying rich colors and fine workmanship,” the citation reads. She died in 2015. The other one was Salinta Monon from Upper Bitaug, Bansalan in Davao del Sur. She “fully demonstrated the creative and expressive aspects of the Bagobo abaca ikat-weaving called Inabal at a time when such craft was threatened with extinction.” She died in 2009. In 2000, three men were named and one of them is from Mindanao: Uwang Ahadas. He is

cited “for his talent and expertise in playing various Yakan musical instruments and for sharing his knowledge to the young people of his community.” In 2004, two more women from Mindanao were cited. Darhata Sawabi, of Lagasan, Parang in Sulu, was hailed “as an expert in weaving colorful squares of cloth used for the Pis Syabit and for adornment of the native attire, bags and accessories as well as in teaching the art to the younger generation.” She died in 2005. Haja Amina Appi was a Tepo (mat) weaver from Ungos Matata, Tandubas in Tawi-Tawi. She was recognized “for her precise sense of design, symmetry and color harmony.” Her art continued to flourish in her children and grandchildren who had taken up weaving under her patient and gentle tutelage. She died in 2013. In 2016, all three recipients were from Mindanao. Ambalang Ausalin, from Parangbasak, Lamitan in Basilan, earns “the respect of her community by demonstrating mastery of the different Yakan Tennun or weaving techniques.” She has “the ability for fashioning the minutest details of the most intricate designs of her community’s textile tradition.” Estelita Bantilan, from Upper Lasang, Malapatan in Sarangani,

is acknowledged “for the superior quality of her mats and her faithfulness to the Blaan Igem or mat weaving tradition. The third recipient is Yabing Masalon Dulo from Mount Matutum, Polomolok in South Cotabato. “Her peerless mastery of the Blaan Mabal Tabih is manifest in her impeccable work,” the citation reads. “Her exemplary oeuvre has brought pride to her community, animating the interest of many young Blaan in their remarkable cultural heritage.” The sole recipient of the award from Visayas is Federico Caballero of Garangan, Calinog, Iloilo); he was awarded in 2000 “for his mastery of chanting the Sugidanon epic of the Panay Bukidnon and for his unceasing work in safeguarding it.” The following Filipinos were named Manlilikha ng Bayan awardees from Luzon: Ginaw Bilog (Kalaya, Bait, Mansalay, Oriental Mindoro), Masino Intaray (Pansor, Samarinana, Brooke’s Point Palawan), Alonzo Saclag (Lubuagan, Kalinga Province), and Eduardo Mutuc (Tabuyok, Sto. Rosario, Apalit, Pampanga). Bilog (1993) was a Hununoo Mangyan poet who “vigorously promoted the elegant poetic art of the Surat Mangyan and the Ambahan.” He passed away in 2003.

Intaray (1993) was a musician and storyteller. He was considered “a traditional artist of the highest order of merit for being a gifted poet, bard and musician.” Before he died in 2013, he was known as “a master of lyrical poems (kulilal, basal and bagit), as well as in playing the instruments that accompany them.” Saclag (2000) is recognized as a crusader for his culture. “His dance troupe and performance foster pride in his community and in the new generation of Kalinga,” the citation reads. Mutuc (2004) is a master craftsman of religious and secular art in plated silver. “His delicate craftsmanship and attention to detail are apparent from the smallest piece of metalcraft to the forty-foot retablos he produces,” said the citation. The Gawad sa Manlilikha ng Bayan is given to Filipinos engaged in any traditional art uniquely Filipinos whose distinctive skills have reached such a high level of technical excellence and have been passed on to the widely practiced by the present generation. The award is “given in traditional folk art categories such as folk architecture, maritime transportation, weaving, carving, performing arts, literature, graphic and plastic arts, ornament, textile or fiber art, pottery and other artistic expressions

of traditional culture,” states the National Commission for Culture and the Arts (NCCA). To be declared an awardee, the candidate must possess the qualifications: an inhabitant of an indigenous/traditional cultural community that has preserved indigenous customs, beliefs, rituals and traditions and/ or has effectively indigenized whatever external elements that have influenced it; must have engaged in folk art tradition that has been in existence and documented for at least 50 years; and must have consistently performed or produced over a significant period, works of superior and distinctive quality. Other qualifications are the following: must possess a mastery of the tools and materials needed by the art and craft, and must have an established reputation in the art as master and maker of works of extraordinary technical quality; and must have passed on and/or will pass on to other members of the community their skills in the folk art for which the community is traditionally known. “The Manlilikha ng Bayan is a link between the past, in which his/her traditional folk art found fertile soil for growth, and the future, during which he/she seeks his/her art to be permanently sustained,” the NCCA states

Economist weighs impact of peso deprecation against US dollar

T

he Philippine peso is seen to weaken further against the US dollar as central banks continue to hike key rates to help address the elevated inflation rate and to withdraw pandemic-related measures. On Friday, the local currency almost touched the 55-level against the greenback when it depreciated to 54.999 mid-trade. It finished the week at 54.985 against the US dollar, its weakest in more than 16 years or since October 27, 2005 when it ended the trade at 55.08. Rizal Commercial Banking Corporation (RCBC) chief economist Michael Ricafort, in a reply to questions from the Philippine News Agency, said, “the peso exchange rate would now be partly a function of the expected hike in local policy rates in the coming months.” Bangko Sentral ng Pilipinas’ (BSP) policy-making Monetary Board (MB) has increased the central bank’s key rates by a total of 50 basis points, 25 basis points each last May 19 and June 23. Both decisions were made to help address the accelerating inflation rate, which surpassed the government’s 2-4 percent target band since last April

when it rose to 4.9 percent and then to 5.4 percent the following month. Average inflation to date is at 4.1 percent and monetary authorities project inflation to average at 5 percent this year due to the rise in global oil and non-oil commodity prices as well as domestic supply issues for fish, among others. Economists said the BSP needs to also increase its key rates to limit the interest rate differentials with the US, following the total of 150 basis points increase in the Fed rates since last March. To date, the BSP’s overnight reverse repurchase (RRP) rate is at 2.5 percent while the Fed’s key rates is now between 1.5-1.75 percent. Ricafort said “the peso’s depreciation in recent weeks/months already more than makes up for the narrower premium/interest differentials between the Philippines and the US (key BSP overnight borrowing rate.” Relatively, he said depreciation of the local currency is inflationary as this lowers the value of the peso against the US dollar, which in turn makes imported products such as oil and other commodities, which have been posting record-highs, pricier.
