ollowing the shooting incident in a bar in Davao City early morning of Saturday, the Davao City Police Office (DCPO) is set to work with the management of bar owners for stricter implementation of Standard Operating Procedure (SOP) in their establishments. In a radio interview, DCPO chief Colonel Alberto Lupaz said part of the SOP is for the bar’s security personnel to search customers

upon arrival at the entrance of their establishments and if they are found to be carrying a gun, must deposit it before allowing entry.

This developed after the shooting incident that occurred early morning of July 2, 2022, at Lugar Bar in J. Camus Extension, Brgy. 9-A, Davao City particularly within the premises of Esquena de Tavera building. Based on the investigation/spot report of the DCPO, a commotion transpired at the said place where the personalities involved in a heated argument were believed to be

under the influence of intoxicating liquor. 6.2-M riders avail of last phase of ‘Libreng Sakay’: LTFRB-11

A

fter three months of the Libreng Sakay Program, the Land Transportation Franchising and Regulatory Board (LTFRB) 11 (Davao region) said Friday the initiative has served more than six million riders in the region. LTFRB-11 received PHP270 million for the

third and last phase of Libreng Sakay here, which ran from April 11 to June 30 under the government’s Service Contracting Program (SCP). It said they recorded 6,154,124 ridership during the period. LTFRB-11 Director Don Llanos III said at least 46 transport compa-

nies were involved in the program, which he said aims “to help the transport industry, as well as the commuting public the convenience and ease during this time of the pandemic.” Llanos said the agency was fortunate to receive a big portion of the PHP7 billion total funding

dditional 100 heads of live hogs arrived in the Mati City Slaughterhouse on July 1, 2022 as part of the ongoing effort of the City of Mati LGU to bring down the price of pork meat in the market. City Veterinarian Office head Dr. Marites Linsag-Erispe said the supply came from a farm in Davao del Sur who happens to be friends of the Rabat family. She said Mati City was prioritized to be supplied despite the

huge demand from Metro Manila. Erispe said the city has already bought a total of 1,044 live hogs from the Davao supplier since February this year as part of the food security program initiated by then city councilor Eric Rabat. Dengue outbreak declared in BARMM

T

he Ministry of Health in the Bangsamoro Autonomous Region in Muslim Mindanao (MOH-BARMM) has declared a dengue outbreak after the mosquito-borne disease claimed 18 lives from January to June this year. Dr. Zul Qarneyn Abas, BARMM health minister, said there were only two deaths during the same

period last year. As of June 30, Abas said, MOH-BARMM has recorded 928 dengue cases across the region. “We surpassed the alert threshold or the epidemiological threshold,” he said, adding the increase was almost three or four times from last year’s 398 cases.` He noted that Lanao

he Department of Information and Communications Technology (DICT) through a Memorandum Order 006 directs Government Agencies to put up a Government Computer Emergency Response Team or GCERT that would provide alerts and warnings, incident handling, vulnerability handling and artifacts handling when it comes to reactive service or if the system has been bridge by hackers or penetrated by cyberattacks. DICT prescribed policies, rules and regulations for the protection of Government Agencies in line with the National Cybersecurity Plan of 2022. A Defense-in-Depth, a layered strategy that includes technical, organizational, and operational controls which are necessary to avoid cyberattacks was proposed by Engr. Albert Gabriel of DICT - Mindanao Cluster Office during the National Intelligence Coordinating Agency – XI Expanded Regional Intelligence Committee meeting held Tuesday, June 28. Engr. Gabriel bared that the Philippines was still among the 5 targets for global standard criminals and the growing dependence of people on technology has created a

greater avenue for cybercrimes. Engr. Gabriel stressed that cyberattack has increased since the onset of COVID-19 pandemic, citing Malware and Malicious files as the most cyber attack incidents handled by DICT from January to December of 2021, with 39.4% or 463 cases. The digital situation of the country showed that out of the 111.8 million population of the country, 76.01 million are internet users and 92.05 million are active social media users, with 10 hours and 27 minutes as their average time spent on the internet. Thus, the Philippines got the number 1 spot as social media users in the whole world. “We are using the internet more than we sleep and it makes us 4 hours and 6 minutes that we use on social media as an average time and make us number 1 user of social media in the whole world”, Engr. In an interview, Uddin said Khulna City in Bangladesh is looking at a sisterhood pact with Davao City as part of initiatives to expand economic and cultural ties between the two countries. He also said a city-tocity agreement would help facilitate potential business partnerships in agriculture and tourism, among other sectors. On June 22, 2022, Japanese Ambassador Koshikawa Kazuhiko reiterated Japan’s support for the de-

NATIONAL LIVING TREASURES During its recent general assembly, the Philippine Chamber of Agriculture and Food Inc. (PCAFI) forecasted that a food shortage is likely to happen in the country by the fourth quarter of the year, “which is a holiday season.” That’s the time of the “ber” months. So, expect a bleak Christmas this year! “A lot of countries are banning their export to the Philippines in order to protect their own economic and food security, where do we get the food if we do not have the production?” wondered PCAFI president Danilo Fausto. He lamented the government is not giving agriculture its total support. “Agriculture is given second priority,” he was quoted as saying by ABS-CBN. “Now that everybody is hungry, what would you do?” If we have to address the looming food crisis, we should start with the basics: topsoil. “The world grows 95% of its food in the uppermost layer of soil, making topsoil one of the most important components of our food system,” wrote The Guardian’s Susan Cosier. Soil is the single most important resource on farmland, which is built up over time. It can take up to 1,000 years to

produce two to three centimeters of soil. “Soil is related to the earth much as the rind is related to an orange,” explains an American geologist. “It is the link between the rock core of the earth and the living things on its surface. It is the foothold for the plants we grow. Therein lies the main reason for our interest in soil.” On the average, farmlands are losing 2.5 centimeters of topsoil every 16 years, or 17 times faster than it can be replaced. Unfortunately, it seems no one pays attention to this great loss. The government, for one, is more alarmed when there is not enough rice for the people than the loss of topsoil. Soil erosion is the most common natural landscape forming process. Over thousands of years, erosion wears down mountains and deposits soil elsewhere to form plains, plateaus, valleys, river flats, and deltas. This type of erosion is known as natural erosion. Erosion occurring at a rate that exceeds the rate of natural erosion is called accelerated erosion. Accelerated erosion can result from certain human land use practices. For soil to erode requires a combination of two factors - loose soil and a physical force that can transport the soil

to a new location. Soil particles may be detached from a stream bank during high water. Detached soil particles are then transported to a new location by some physical force, including water, wind, ice, or gravity. On forested lands, this force is flowing water. Wind is also an important force for soil transport on agricultural lands as in the 1930s Dust Bowl in the United States. “No other soil phenomenon is more destructive worldwide than soil erosion,” wrote Nyle C. Brady in his book, The Nature and Properties of Soils. “It involves losing water and plant nutrients at rates far higher than those occurring through leaching. “More tragically, however, (soil erosion) can result in the loss of the entire soil,” Brady continued. “Furthermore, the soil that is removed finds its way into streams, rivers, and lakes and becomes a pollution problem there.” The UN Food and Agriculture Organization says the world is now losing an equivalent of five to seven million hectares of farmland through erosion each year. This is equivalent to the land area of the Netherlands and Belgium combined. “If we continue to degrade

the soil at the rate we are now, the world could run out of topsoil in about 60 years,” deplored FAO’s Maria-Helena Semedo. “Without topsoil, the earth’s ability to filter water, absorb carbon, and feed people plunges.” “Soil erosion is an enemy to any nation – far worse than any outside enemy coming into a country conquering it because it is an enemy you cannot see vividly,” declares Harold R. Watson, recipient of the 1985 Ramon Magsaysay Award for peace and international understanding. “It’s a slow creeping enemy that soon possesses the land.” Watson knows. He was the former director of the Mindanao Baptist Rural Life Center (MBRLC), a non-government organization based in Kinuskusan, Bansalan, Davao del Sur. When he came to the Philippines in the 1960s, he was already sounding the alarm of deforestation and soil erosion. In 1971, Watson opened to the public the MBRLC, a research and demonstration farm. In the beginning, they floundered. “When I got here, I had no idea what the problems were up in the hills,” said the American agriculturist who grew up in Mississippi. “Farming looked pretty good on the surface.” Soon, Watson discovered

that the problem was the surface: It was washing away. Soil erosion, he said, makes farmlands infertile every year. Studies show that loss of a few centimeters of topsoil can reduce the productivity of good soils by 40% and poor soils by 60%. The soil erosion problem is quite pronounced with more than half of the country’s land area having a slope exceeding eight percent (hereby defined as the Philippine uplands). “Stop soil erosion, save our future,” chorused the Department of Agriculture, Department of Environment and Natural Resources and FAO during the World Soil Day celebration in 2019. “All our food comes from soil,” reminded Paul Stamets, a mycologist and author of Mycelium Running. “When we destroy the biology of the soil, we destroy the food networks that give us life.” If we have to survive in the next century, we have to halt soil erosion now. “A nation without soil is effectively bankrupt,” FAO surmises. “A nation with appropriate land-use patterns and farming techniques, where erosion has been controlled and contained, is poised on the springboard of development.”

CARAGA PARISH OF 1919 Two decades after the Americans took over the district of Davao, which also meant the entry, four years later, of American Protestant preachers, the existing Roman Catholic par-ishes organized by the Spanish missionaries remained in the hands of Jesuits. The Cartas y Noticias Edificantes de la Provincia de Aragon Año 1919, a summary of Jesuit letters and good news, provides contemporaneous accounts of present-day life in Davao Ori-ental. Fr. Jose Grimal, S.J., the parish priest of Cateel, in his May 19, 1919, letter addressed to the Mission Superior in Manila, wrote that life in town was ‘so monotonous and without acci-dents that can get someone’s attention, that one does not really feel inspired to take up the pen and not be able to interest others

by telling them new things.’ In yet another letter dated May 22, 1919, written while in Cateel, he wrote that during this time the entire Caraga jurisdiction had only three houses, namely: the parish priest’s residence at Caraga, and the two other structures—one each--in Baganga and Cateel. Records show that about this time the town of Caraga, with control over the missions in the town of Manay and Mati, was assigned a priest to handle the spiritual needs of various reductions or settlements. On top of this, there were Moro settlements to visit and proselyt-ized, which he described as ‘either under government supervision or not.’ Cateel parish, with about 6,000 Christian, Mandaya, and Manobo censused population, separated from the Baganga

mission only in November 1914. Meanwhile, the parishes of Baganga and Caraga, comparatively smaller than Cateel, was the youngest parish and simi-lar in size to the missions of Manay and Mati. Fr. Grimal’s Caraga house of worship is actually the San Salvador del Mundo Church built in 1877 by the Jesuits after they took over the spiritual direction of the town in 1871 from the Recollects. It was completed in 1884 and dedicated to Christ, the Holy Savior of the World. Made from limestone blocks, hardwood, and corals, the church looks like a fort, with its front door inscribed with a Christian symbol. Inside it is the decrepit retablos and artifacts da-ting to the early Spanish colonial period. The other church features include the centuries-old giant seashells used as holy-water ves-

sels and a colonial-era baptismal font that has since been archived. Other interesting relics and objects in the church are the 1802 church bell, an antique San Isidro Labrador image, and the old baptismal registry. On July 16, 2012, the church was de-clared a historical site by the National Historical Commission of the Philippines. The oldest in southern Mindanao, it survived the December 4, 2012, onslaught of super-typhoon ‘Pablo.’ In 2021, the Diocese of Mati and the Ateneo de Davao University signed a memorandum of understanding to digitize the parish’s old records or books of registry covering sixteen volumes and involving close to 2,500 oversized pages containing info and details of baptisms, confirmations, marriages, death registrations, and books of financial accounts.

Fr. Grimal’s narratives also included events outside his range. He reported that the parish house and church in Mati, like the convent and church of Manay, were dilapidated, and the structures were made from wood and their roofs from the tin. In contrast, the church and convent of Caraga were in the best condition due to the kind of woods used, which was simi-lar to Baganga. He noted that the Cateel church measured two by fifteen meters, rather bigger than those in the towns of Baganga and Caraga. He described its roof as rusted and wanted repair while its posts, made from the best wood, had nipa walls, like the convent, and sand floor. Each mission owned a convent and a church, defined as small and built from nipa, by the entire village.

Peso falls back T to P55:$1 level

PH manufacturing conditions improve for 5 straight months

T

he Philippine peso lost more ground against the US dollar on Friday, dropping back to the P55:$1 level.

The local currency closed at P55.09:$1, 11.5 centavos weaker than P54.975:$1 on Thursday. This is the weakest for the peso in nearly 17 years since it closed at P55.26:$1 on October 25, 2005. The first time the local unit hit P55:$1 this year was on Wednesday when it finished at P55.06. Rizal Commercial

Banking Corp. chief economist Michael Ricafort said the peso’s weakness was amid the stronger US dollar against major global currencies recently due to hawkish signals from US Federal Reserve officials. Federal Reserve Chair Jerome Powell earlier this month said the 75-basis point hike was “essential” to tame inflation, adding

that policymakers have the arsenal they need and the resolve to restore price stability moving forward. The Bangko Sentral ng Pilipinas (BSP) last week hiked key policy rates by 25 basis points, marking the second straight month of hikes. This was lower than the market expected. Ricafort said market sentiment was also partly weighed by expectations of higher local inflation data, softer local net foreign portfolio investments, and a slowdown in local manu-

facturing data. The peso weakened by 10.5 centavos, or 0.2%, for the entire week, narrower than last week’s weakness of P1.235, “thereby signaling some stabilization in the foreign exchange rate movements,” the economist said, noting that the local unit has weakened for the sixth straight week. Since the start of 2022, the peso has already weakened by a total of P4.091, or 8%, against the end-2021 closing rate of P50.999:$1.

he performance of the domestic manufacturing sector has improved for five consecutive months in June this year, according to S&P Global Philippines Manufacturing Purchasing Managers’ Index (PMI). Philippine manufacturing PMI in June recorded a score of 53.8 amid a solid rise in output due to strong demands. Indices above 50 reflect improvement in manufacturing conditions, while below the neutral mark mean deterioration of manufacturing activities. Although the production index was slightly lower in June compared to the score of 54.1 in May, S&P Global said manufacturing performance last month reflected solid growth of the sector as the country continues to recover from the coronavirus pandemic.

“Domestic demand remained strong as the lifting of pandemic restrictions allowed customer activity to pick up,” S&P Global Market Intelligence economist Maryam Baluch said on Friday. The report added that Philippine-based factories have increased employment levels for two straight months in June. Hiring activities rose last month due to greater production requirements and a higher volume of new orders. On the other hand, orders from foreign markets once again contracted in June due to weak international client demand and supply issues reported by manufacturers. Export volumes have contracted since March this year, S&P Global added. It also cited that inflationary pressures remain

epartment of Trade and Industry (DTI) Secretary Alfredo Pascual has identified his priority areas as the new chief of the agency. During the turnover ceremony on Wednesday, which was only broadcast on Friday, Pascual cited that his priorities as new DTI chief would are the development of micro, small, and medium enterprises (MSMEs); promoting the manufacturing sector; facilitating ease of doing business; attracting investments and expanding export markets; and restructuring the organization. He said he envisions the expansion of MSMEs – from micro to small, small to medium, and medium to large enterprises. This, he said, would be possible through adopting digital technology, innova-
