he Davao City Police Office (DCPO) assured there will be impartial investigation of the recent shooting incident involving the son of the late Police Brigadier General Marvin Manuel Pepino.

“We are doing everything na talagang fair at nagkuha tayo ng abogado para doon. We have reinforced our lawyers coming from the DCPO to support our investigation considering the fact na medyo malalaking pamilya itong involved and we are trying our best that yung lalabas sa investigation ay talagang balance in both parties at sa lahat ng mga tao na involved sa investigation.

Kaya we requested the help yung ating assistance from our legal office to ensure that what we are doing is correct and fair for everybody,” said Police Colonel Alberto Lupaz, DCPO director, in an interview on Monday.

The shooting incident occurred early morning of July 2, 2022, at Lugar Bar in J. Camus Extension, Brgy.

9-A, Davao City, particularly within the premises of Esquena de Tavera building that led to the killing of Amir Pulanon Mangacop, 21 years old, student, and

resident of Phase 5, El Rio Subdivision, Bacaca, Brgy.

19-B, Davao City.

The suspect, Marvin Rey Andrew Roflo Pepino, is a doctor and PNP Non-Uniformed Personnel of the Police Regional Office 11 (PRO 11) and a resident of Davao City. He is in the custody of San Pedro Police Station for appropriate filing of charges.

“Seguro naiisip nyo bakit may baril siya. Kahit sinong sibilyan magkaroon ng baril as long as you have license to own and possess firearms and also a permit to carry outside of residence,” Lupaz said.

Lupaz said Pepino used his personal firearm.

Edge Davao tried to take a photo of Pepino at the San Pedro Police Station but was not allowed by a police officer on duty unless his (Pepino) lawyers permit it.

“Alam niyo pag nakuha ng pictures yan, makakalat yan at kung kakalat yan puwede yang gamitin, na ito pala,” Lupaz explained.

Lupaz also assured that there is no special treatment extended to Pepino.

“Not all people will like the way we handle, hindi lahat gusto ang ginagawa namin kasi mayroon tayo kanya kanyang biases. But sa pulis ginawa namin ang

trabaho namin. Napakabilis ng pangyayari. Ngayon yung pagputok ng baril na yun hindi aabot ng five minutes yun, ngayon kung mag responde sa police station kahit ma late siya ng 10 minutes, hindi niya talaga maabutan yun. Overall, ang police natin ginawa nila ang kanilang trabaho,” he said.

A VERY KIND PERSON Lupaz described Pepino as a “very kind person that has no derogatory records.”

“Napakabait nun. Nagkasakit ako sa regional headquarters talagang tinulungan niya ako. He is very professional. Pero seguro nakainum lang. I will not comment more but sa akin lang pag makainum tayo minsan mawala tayo sa ating sarili. When it comes to his personality, he is a doctor, wala akong masabing derogatory record,” he said.

Lupaz said that based on Pepino’s statement, he was not able to control the people that were beating him, the reason why he fired. He added that Pepino was just trying to pacify the commotion where his “friend” was involved.

According to a statement by 1Lt. Claudine Robledo, the 58IB Civil-Military Operations officer, Golden Romania Compas Sr, 42, former political guide of Platoon Falcon, Sub-Regional Committee 1; Neiljan Pasague Legaspino, 29; and Ariel Uba Compas, 27, a medic, surrendered in Sitio Anahaw, Barangay Bantaawan, Gingoog City on Friday.

The surrender was made possible by Compas’ older brother, who was also a former rebel.

The trio turned over one M16 rifle improvised into a sniper rifle with magazines and ammunition, one improvised explosive device, two blasting caps, and 10-meter detonating cord.

They are currently under the custody of the 58IB and would be enrolled in the government’s Enhanced Comprehensive Local Integration Program, which will provide at least PHP200,000 financial assistance.

he province of Camiguin has imposed a temporary ban on pork meat and by-products from outside the island after the Department of Agriculture-Northern Mindanao (DA-10) confirmed cases of African swine fever (ASF).

The announcement of Governor Xavier Jesus Romualdo released late Saturday likewise asked hog raisers not to engage in swill feeding or the feeding of food scraps and adopt appropriate biosecurity measures.

“The public is likewise advised that the slaughter of pigs outside of the municipal slaughterhouses is a criminal offense punished under Republic Act 9296, otherwise known as the Meat Inspection Code of the Philippines, as amended

by RA No. 10536,” the announcement read.

Under the said law, selling, transporting, and offering or receiving for sale or transportation in commerce of illegally slaughtered pork are criminal offenses.

Illegally slaughtered pork will be subject to confiscation.

In an advisory signed

by DA-10 Executive Director Carlene Collado, blood specimens submitted by the Provincial Veterinary Office (PVO) were subjected to laboratory tests by the Regional Animal Disease Diagnostic Laboratory (RADDL-10).

After receiving reports of 14 pig deaths in Pandan, Mambajao, the PVO conducted an initial disease outbreak investigation on June 22.

On June 30, eight of 18 swine blood samples sent to RADDL tested positive for ASF. After receiving the RADDL results, the municipal government of Mambajao and the provincial government proceeded to depopulate infected premises and all backyard pig farms within 500 meters of the infected premises.

The movement and transport of pigs outside of Pandan have also been prohibited.

CHILDREN OF A LESSER GOD Better late than never.

Finally, the Davao City Field Office of the Department of Labor and Employment (DOLE) celebrated the World Day Against Child Labor last June 30, according to the City Information Office.

But the celebration is 18 days later. The World Day Against Child Labor is celebrated every June 12, which is also as Independence Day in the Philippines.

During the celebration, which happened at the Mapua Malayan Colleges Mindanao, 100 child laborers “and their parents from Agdao Proper, Barangay 78-A Bucana, Matina Pangi, Isla Verde, and Lubugan participated in the event, where they got to play games and win prizes such as mobile phones, home appliances, and clothing.

They were also entertained with a magic show and an acrobatic performance. Each child went home with a school bag and a sack of rice.”

All these activities, according to Consorcia Ronquillo, “aims to restore a semblance of childhood wonder to working children and urge them to concentrate on educational pursuits despite being exposed to the world of labor very early on.”

“This program of ours, us

working in the government, are really striving to eliminate or at least lessen the cases of child labor,” explained Ronquillo, head of the city government’s Special Office for Children’s Concerns (SOCC), a co-partner with the celebration. “We will constantly give these children our attention, most especially in terms of their education.”

One of the objectives of SOCC is to reduce the number of child laborers in the city. Since 2018, over 4000 children are engaged in some form of child labor. Out of these, 1,200 had been withdrawn from the profile list or are no longer considered working children; while 2,500 are currently receiving social interventions in the form of education and livelihood grants.

Since the start of 2022, at least 556 children in Davao City were profiled as working children, according to Lariele P. Arce, DOLE Davao City Field Office Senior Employment Officer.

The legal definition of child labor, according to the United Nations Children’s Fund (UNICEF) is “exploitative labor among children below 17 years of age.”

The International Labor Organization (ILO), another UN agency said child labor a kind of work that harms children’s

well-being and hinders their education, development and future livelihoods. When children have to work long hours, their ability to attend school or skills training is limited, preventing them from gaining education that could help lift them out of poverty in the future.

“They go by hardly noticed, moving about in urban areas as if they did not exist. But they are there, and their presence is a strong indictment of the country’s failure to share the wealth with the masses. Children as young as five are working as scavengers, accompanying their older siblings and sometimes their parents as they collect trash that can be sold to junk shops for a few pesos. They are also in factories, in ports, in farms, toiling all day with hardly enough time to rest.”

That was part of an editorial which appeared in the October 8, 2014 issue of Edge Davao. It came out after an earlier report which said: “Instead of playing and learning their ABCs, some children as young as five years old are working as garbage collectors or scavengers in the streets of Davao City.”

Most child laborers in the country are exploited to the hilt.

“Some unscrupulous individuals take advantage of the situation –

the innocence of the child on human and labor rights, and cheap labor costs – by employing kids as laborers,” a lawmaker once pointed out.

Take the case of Precious, who shared her story in “Bibili Ka Ba?,” a video documentary that detailed the lives of women in prostitution in Davao City. She came from a very poor family.

She was only 4 when she was pushed into the world of prostitution not because she wanted to but because of poverty. If she won’t do it, her younger brothers and sisters would die of hunger.

Being a minor and a victim of gang rape, she decided to use her own body to earn a living and support her siblings. “I didn’t have any choice then,” she said.

“They called me different words which all mean prostitute,” Precious recalled. “They wondered what kind of a woman I am since I got home in the early morning. I was only 14 at that time.”

“Child labor is a complex problem that requires comprehensive solutions driven by moral outrage, personal commitment, community determination and national action,” ILO points out.

Apart from poverty as the

principal cause of child labor, there are other contributing factors. The UNICEF lists the following: increasing pattern of family breakdown and weakening of the extended family system and other support groups; high population growth and changing family values and lifestyles which may lead to unwanted children, promiscuity and solo parenthood; poor enforcement of laws due to ignorance of the law, corruption or apathy; socialization of children into work; and support for children’s work in formal education.

“Robbed of their childhood” was the title of the Edge Davao editorial. It said: “Children are especially vulnerable to official neglect, and we see this in the existence of kids who at their young age are forced to work before they can even read. And that is the greater tragedy: already forced to grow up way ahead of their time, their future is also taken away from them because they are unable to go to school.”

In the Gospel of Matthew (chapter 19, verse 14), Jesus rebuked his disciples for turning away a group of children. He told them, “Suffer little children, and forbid them not, to come unto me: for of such is the kingdom of heaven.” –

IS ‘MT. APO’ AN AMERICAN INVENTION? Placenames, for etymological reasons, both lexical and structural, are at times attributed to influences left behind by colonialists. They reflect a historiographic understanding of how places evolve and on how they are named. Of particular interest is the hypothesis that the country’s highest peak, Mt. Apo, got its current appellation from the American language.

Both ‘mount’ and ‘apo’ are said to be American creations, ‘mount’ being associated with volcano or mountain, and ‘apo’ an abbreviation for ‘apotheosis’ and ‘apogee,’ terms defined as ‘the highest point in the development of something; culmination or climax.’

There is reason to assume that ‘apo’ can be a contraction given that ‘apotheosis’ and ‘apogee,’ in their accepted spellings, refer to ‘the highest point,’

which coheres with Mt. Apo as the country’s highest mountain peak. But the problem lies with the circumstance that there is no basis to the argument in any US-era chronicles and accounts, and this dispels the supposition the peak’s geographic character has any provenance in American initiative.

Historically, the Bagobo, the dominant tribe settling at the foothills of Mt. Apo, have long ago been already called Sandawa, an indigenous term for sulfur already in use even before the Spaniards took over Davao region in 1848. Sandawa, then and now, has alternately referred to as the extinct volcano itself. Jesuit priest Fr. Mateo Gisbert, in ‘Diccionario Bagobo-Español’ (1892), affirms this tradition, mentioning it in his book as ‘Sandaoa.–Azufre.

The use of ‘sandawa’ is consistent with Mt. Apo’s description as a region of sulfur vents and is an appropriate depiction of the peak’s geologic qualities as cited by the indigenous people in oral tradition, especially in their animist practices.

Early accounts dating to pre-1848, particularly in Jesuit priest and cartographer Murillo Velarde’s 1734 map, Mt. Apo was misspelled Sandayan, instead of Sandaya (Sandawa), or ‘sulfur exhausts,’ the equal of ‘solfatara’ in Spanish. American reporter Phelps Whitmarsh, in ‘Ascent to Mount Apo’ published in ‘The Outlook’ on March 23, 1901, said Mt. Apo’s sulfur fields ‘covers perhaps ten acres (and) is about one thousand feet below the crater…

Scattered over this area were eight or ten sulfur cones from six to twenty feet high, and hun-

dreds of smaller jets.

They…incrusted the entire surroundings with about half an inch of sulfur.’’

Walter Goodfellow, a British zoological collector and ornithologist who visited the geologic landmark, described the volcano and its belowground sulfuric activities as ‘stony slope and crumbling cliffs intersected by many burning fissures from which proceeds an incessant noise as of colossal machinery at work underground.’

Meanwhile, Jesuit historian Fr. Miguel A. Bernad wrote in ‘The Great Island’ (2004): ‘Before the coming of Christianity, the challenge of Apo was probably seldom accepted by the Manobo and Bagobo and by other tribes who lived in its shadow. Apo to them was a dreaded mountain, a place to be revered and avoided, the

home of the angry god, Mandarangan.’

The word ‘apo,’ as used in many dialects of the Philippines, refers to someone who is an elder. Among the tribesmen, it means ‘lord,’ ‘ancient ancestor,’ or ‘grandfather of the mountain.’

The term denotes respect.

In familial terminology, it refers to a grandfather or a grandchild. Among Ilocanos, the term is applied ‘in addressing superiors or strangers. It can be used with titles of family members, their names or titles of authority.’ In Tagalog (Pilipino) and Visayan languages, ‘apo’ exclusively refers to a grandchild.

This resonates in Fr. Gisbert’s dictionary which defines the term as ‘abuelo, nieto; monte y volcan Apo,’ meaning ‘grandfather, grandchild, Apo the mountain and volcano.’

BIR extends validity of receipts, invoices

D

ue to the clamor of some taxpayers, the Bureau of Internal Revenue (BIR) extended the validity of receipts and invoices, doing away with the five-year validity period.

Based on Revenue Regulations No. 6-2022, the BIR said some taxpayers clamored that they incurred “additional costs in printing new sets of manual receipts or invoices once the five-year validity already lapsed despite the remaining inventory of the said receipts and invoices.”

In response, the BIR

removed the five-year validity of the permit to use (PTU) and/or system-generate receipts or invoices unless revoked by the bureau on grounds which shall include but are not limited to: Tampering of sales data or integrity of the data and/or software specifications or features to alter or avoid the re-

cording of a sale transaction.

Any major repair, upgrade, integration and modification or alteration without prior notification and approval by the BIR office concerned including the items enumerated in SectionV, item no. 8 of RMO No. 9-2021.

Any violations of the policies and procedures for registration under RMO No. 10-2005 and RMO No. 9-2021 and other related revenue issuances.

Under House Bill 1, Romualdez, also the cousin of President Ferdinand “Bongbong” Marcos Jr., is looking to allocate P7.5 billion to the Land Bank of the Philippines (LandBank) and another P2.5 billion to the Development Bank of the Philippines (DBP).

The measure seeks to boost financing for the lenders for them to assist micro, small, and medium enterprises (MSMEs), and create a special holding firm that will focus on catering to such businesses.

Dubbed the GUIDE Bill, the measure was co-authored by presidential son

and Ilocos Norte Representative Ferdinand Alexander “Sandro” Marcos, and Representatives Jude Acidre and Yedda Marie Romualdez of the Tingog Party-list.

“The proposed legislative measure seeks to strengthen the capacity of the Land Bank of the Philippines and the Development Bank of the Philippines to provide the needed assistance to MSMEs, and other strategically important companies,” the explanatory note read.

“To this end, the government financial institutions are mandated to expand their credit programs in order to assist MSMEs to meet their liquidity needs,” it continued.

Japan consumers asked to accept higher prices for bananas from PH Globe, banks partner to boost anti-scam, phishing efforts

elecommunications service provider Globe Telecom Inc. (Globe) and several financial institutions have partnered to strengthen their efforts against scams and phishing through text messages and calls.

In a statement on Monday, Globe said an agreement was recently signed with Unionbank to enable a “faster alerting mechanism, more seamless data-sharing, and expeditious filtering of activities linked to online fraud.”

A group chat with major commercial banks and Mynt, the operator for GCash, was created back in 2019 for the immediate and direct reporting of spam messages received from their customers.

“The partnerships resulted in the immediate blocking of over 9 million scam and spam messages in the first half of the year, reflecting gains in a pioneering industry cooperation to combat online bank fraud,” it said.

A total of 9,063,698 messages were blocked from January to June 15 and included messages reported by customers to their banks such as suspicious requests for one-time passwords

(OTP), other attempts at accessing bank accounts and from blacklisted senders.

“Additionally, Globe blocked 1,119 pishing calls, another scamming scheme where fraudsters call bank customers pretending to be legitimate bank representatives to obtain sensitive information,” it said.

It noted that phishing -- or an attempt by cybercriminals posing as legitimate institutions to obtain sensitive information from targeted individuals -- using text messages and emails is on the rise, many of which pretend to be official notifications from banks.

“This has already resulted in a number of depositors losing their hard-earned money to fraudsters,” it said.

In response to these fraudulent activities, it said banks can report a phishing campaign that impersonates a URL, domain, or mobile number, and other spamming and scamming incidents for blacklisting.

“Globe also offers free whitelisting of official SMS blasting companies, which are the only ones allowed to send messages using a brand or company name,” it

he Philippines has taken the rare step of asking retailers and consumers in Japan, its biggest export market, to bear the brunt of higher prices for its bananas to sustain its industry for the popular fruit.

The prices of Philippine bananas in Japan must be “fair” and reflect increasing production and logistics costs if the public wants to continue enjoying the same level of supply and quality, an agricultural attache at the Philippine Embassy in Tokyo said in a recent interview with Kyodo News.

The Philippines is the biggest supplier of bananas to Japan, dominating 76 percent of the banana imports and shipping around 844 million tons in 2021. Trade data cited by the embassy showed that Ecuador accounted for 11 percent, followed by Mexico at 6.6 percent.

Mosquitoes are not only deadly, but they’re “powerful,” too. They have been manipulating the course of human history since its very beginning. Around 323 B.C., Alexander the Great was felled by a mosquito, dying from malaria at the age of 33.

His dream of a united Greek empire collapsed within a few years, and widespread malarial infection contributed to the decline of Greek civilization.

American President George Washington and his wife Martha suffered from malaria. George contracted the disease when he was a teenager. In the second year of his presidency, he experienced severe hearing loss due to quinine toxicity.

Mosquitoes spread yellow fever to halt a British expedition en route to attack the French in Canada. This was in 1960. In 1802, Napoleon Bonaparte sent troops to reinforce France’s claim to Louisiana and put down a

slave rebellion in Haiti. Of the 33,000 soldiers, 29,000 were killed by mosquito-borne yellow fever. Louisiana became part of the U.S. while Haiti became independent.

Bitten by a mosquito, Oliver Cromwell died of malaria in 1658, paving the way for the return of the British monarchy. In 1905, mosquitoes almost succeeded in halting construction of the Panama Canal, as panicked workers fled a yellow fever epidemic.

Meanwhile, what you can do avoid bitten by mosquitoes? There are several ways: Empty standing water in old tires, buckets, plastic covers, toys, or any other container where “wrigglers” and “tumblers” live. Keep swimming pools treated and circulating and rain gutters unclogged.

Use mosquito repellents when necessary and follow label directions and precautions closely.

Use head nets, long sleeves and long pants if you venture into areas with high mosquito populations, such as salt marshes. If there is a mosquito-borne disease warning in effect, be sure to stay inside during the evening when mosquitoes are most active.

into the skin: one to inject an enzyme that inhibits blood clotting; the other to suck blood into their bodies. They use the blood not for their own nourishment but as a source of protein for their eggs.”

After a female-sucking mosquito has bitten, some saliva remains in the wound.

The proteins from the saliva (called anticoagulants) evoke an immune response from human’s body. The area swells (the bump around the bite area is called a wheal), and people itch, a response provoked by the saliva. Eventually, the swelling goes away, but the itch remains until man’s immune cells break down the saliva proteins.

To treat mosquito bites, health experts advise that you should wash them with mild soap and water. Avoid scratching the bite area, even though it itches. Some anti-itch medicines or over-thecounter cortisone creams may relieve the itching. Typically, you do not need to seek medical attention (unless you feel dizzy or nauseated, which may indicate a severe allergic reaction to the bite).

But a more serious consequence of some mosquito bites may be transmission of certain serious diseases such as dengue fever, malaria, Japanese encephalitis, chikungunya, Zika virus, and yellow fever.

Dengue is a mosquito-borne viral infection and is caused by one of four dengue viruses that produce a range of illnesses, from viral flu to hemorrhagic fever. About one in four people infected with dengue get sick, according to the US Centers for Disease Control and Prevention (CDC).

“The increase in dengue cases in recent years is the result of the expanding geographical distribution of the mosquitoes which carry the virus,” the WHO reports. “At the same time, the rapid rise in urban populations has increased the number of people exposed to the virus.”

Malaria is a serious and sometimes fatal disease caused by a parasite that grows in your bloodstream and can produce symptoms that develop anywhere from six to eight days to several months after infection.

People who get malaria are typically very sick with high fevers, shaking chills, and flulike illness.

Japanese encephalitis is a mosquito-borne viral disease with a high fatality rate.

The virus is found in pigs and birds, and is passed to mosquitoes when they bite infected animals. Most people infected with this disease do not have symptoms or have only mild symptoms. There are over 50,000 reported cases of the disease every year and approximately 4,000 deaths.

Chikungunya occurs mostly in Africa but it has already been reported in the Philippines. An infection causes fever and severe joint pain.

According to WHO, joint pain associated with this disease is often debilitating, and can vary in duration. Other symptoms include muscle pain, joint swelling, headache, nausea, fatigue and rash.

Zika virus infection during pregnancy can cause infants to be born with microcephaly and other congenital malformations.

Symptoms, which last for 2-7 days, are generally mild and include fever, rash, conjunctivitis, muscle and joint pain, malaise or headache.

Yellow fever, a disease that once plagued Europe and North America, has the potential to spread beyond its present range – into Asia, for example – wherever the mosquito vector exists.

Symptoms take 3-6 days to develop and include fever, chills, headache, backache, and muscle aches.

ontrary to common notion, crocodiles and sharks are not the deadliest living creatures. Public enemy number one is that tiny speck of a living thing that irritates many Filipinos on a daily basis. It’s called mosquitoes.

Every year, crocodiles kill 1,000 people while sharks manage to take 10 lives, according to studies. In contrast, mosquitoes snatch the lives of 725,000 people each year, reports from the World Health Organization (WHO) show.

It’s no wonder why philanthropist and Microsoft founder Bill Gates posted an infographic on his blog some years back showing mosquitoes at the top of the deadliest animals list.

“Considering their impact, you might expect mosquitoes to get more attention than they do,” Gates wrote on his blog. “Sharks kill fewer than a dozen people every year and in the United States they get a week dedicated to them on television every year. Mosquitoes kill 50,000 times as many people, but if there’s a TV channel that features Mosquito Week, I haven’t heard about it.”

That observation is not

debatable. Even in the Philippines, where279 species, subspecies and varieties of mosquitoes can be found, mosquitoes are not given prominence except when there is a dengue outbreak or when never heard before diseases – like chikungunya fever and Zika virus – are reported. All three are spread through the bites of mosquitoes.

Although they don’t live long, they are as old as the dinosaurs, with evidence dating back to the Triassic Period. Remember Jurassic Park, where scientists used the blood found in fossilized mosquitoes to clone the infamous creatures to fill the park?

While the dinosaurs have become extinct, mosquitoes are still here with us. Much as the world wants to exterminate them, these blood-sucking creatures keep on coming back. They are sort of the modern-day version of

“Few animals on Earth evoke the antipathy that mosquitoes do,” wrote the National Geographic. “Their itchy, irritating bites and nearly ubiquitous presence can ruin a backyard barbecue or a hike in the woods.

They have an uncanny ability to sense our murderous intentions, taking flight and disappearing milliseconds before a fatal swat. And in our bedrooms, the persistent, whiny hum of their

buzzing wings can wake the soundest of sleepers.”

There are about 2,700 different species (with some reports as high as 3,500) of mosquitoes throughout the world, all of which live in specific habitats, exhibit unique behaviors and bite different types of animals. Though the average mosquito lifespan is only about three weeks, some varieties have been known to live as long as two months in laboratory conditions.

The most common mosquitoes in the Philippines are Aedes aegypti, Anopheles species, and Culex species.

Aedes adults, carriers of the dengue, chikungunya and Zika virus, have black and white markings. They are described as container breeders, preferably those made by man (like flower vase, tires, and buckets) and contain clean water. They prefer darker colors like black and red. The bites peak at the change of light intensity (after sunrise and before sunset).

The adults of Anopheles, responsible for transmitting malaria, have pale and dark marks on its wings. They prefer clean and unpolluted water. They bite at night and rest indoors and outdoors (depends on species). They like darker colors.

Mosquitoes have been with us since time immemorial (downtoearth.org.in).

The thorax, legs and veins on the wings of adults of Culex, main vector for Japanese encephalitis, are always covered with brown scales. They mainly breed in polluted stagnant water and drains. They also bite at night and usually rest indoors before and after the blood meals. Like the Anopheles, they favor darker colors.

Although mosquitoes are quite small, they do have brains. This organ is simple compared to a human brain but is enough to help them see, move, taste and detect scents or heat. Since they eat and digest blood or nectar, they poop too (either in a semi-solid or liquid form).

“Some mosquitoes have adapted perfectly to urban environments,” says Professor Richard Russell, head of the medical entomology department at the University of Sydney. “We unwittingly provide abundant standing water, from the tin cans and saucers to clogged gutters, septic tanks and drainage

ditches.”

Mosquitoes track people down by sensing their body odors and temperature.

However, it’s carbon dioxide that gives them the signal that blood is nearby and since human beings exhale carbon dioxide, it’s easier for them to find a person.

They are also attracted to lactic acid and octenol found in man’s breath and sweat.

They may also have a preference for people drinking beers.

Fortunately, only a couple of hundred mosquito species feast on human blood. Only female mosquitoes bite as they need a blood meal before they can lay eggs. Male mosquitoes make do just fine with plants and those sweat left in the shirts after being worn.

“Only female mosquitoes have the mouth parts necessary for sucking blood,” reports National Geographic.

ORDINANCE NO. 0899-22 Series of 2022 AN ORDINANCE EFFECTING THE COLLECTION OF FIVE HUNDRED PESOS (P500.00) SOCIALIZED FEES IN RELATION TO THE IMPLEMENTATION OF REPUBLIC ACT NO. 11222, OTHERWISE KNOWN AS THE “SIMULATED BIRTH RECTIFICATION ACT” AS RECOMMENDED BY THE CITY SOCIAL WELFARE AND DEVELOPMENT OFFICE SECTION 1. TITLE - This Ordinance shall be known and cited as “AN ORDINANCE EFFECTING THE COLLECTION OF FIVE HUNDRED PESOS (P500.00) SOCIALIZED FEES IN RELATION TO THE IMPLEMENTATION OF REPUBLIC ACT NO. 11222, OTHERWISE KNOWN AS THE “SIMULATED BIRTH RECTIFICATION ACT” AS RECOMMEMDED BY THE CITY SOCIAL WELFARE AND DEVELOPMENT OFFICE.”

SECTION 2. AUTHORITY - Section 129 of the Local Government Code of 1991 states, “Each Local Government Unit shall exercise its power to create its own sources of revenue and to levy taxes, fees, and charges subject to the provisions herein, consistent with the basic policy of local autonomy. Such taxes, fees, and charges shall accrue exclusively to the local government units.”

SECTION 3. DEFINITION OF TERMS

(a) Administrative adoption – refers to a process whereby a person assumes the parental authority of a child, from the biological parent or parents. It permanently transfers all rights and responsibilities, along with filiation to the adoptive parents.

(b) Socialized Fee- a fee recommended and collected by the City or Municipal Social Welfare Office, the Department of Social Welfare and Development (DSWD) Field Office and the Office of the Civil Registrar which shall not exceed Five Hundred Pesos (P500.00).

SECTION 4. SOCIALIZED FEE – There is hereby imposed a Five Hundred Pesos (P500.00) socialized fee for administrative adoption proceedings. Provided further, if the applicant of the administrative adoption proceeding is an indigent, the said fee shall be waived.

SECTION 5. WAIVER – Section 13 of Republic Act 11222 provides that fees shall be waived if the petitioner/s is/are found to be indigent as defined by law.

SECTION 6. REPEALING CLAUSE – All ordinances contrary to or inconsistent with this Ordinance are hereby repealed or modified accordingly.

SECTION 7. SEPARABILITY CLAUSE – If, for any reason, any section or provision of this Ordinance is declared unconstitutional or invalid, other sections or provisions hereof not affected by such declaration shall continue to be in full force and effect.

SECTION 8. EFFECTIVITY - This Ordinance shall take effect immediately upon approval.

He said if found in the footage that Pepino is coming in and out of the bar with a gun, the establishment can be held liable also.

“Kung ma-establish na pumasok sila puwedeng ma-question ang establishment but as to liability, I cannot tell. Kailangan natin malaman na doon (inside the bar) sila nag-umpisa.

Walang makapagsabi as of the moment na pumasok sila doon then lumabas at nag-away,” he added.

Lupaz emphasized to the bar owners that no firearms should be allowed inside their establishment.

The 7-foot-3 NBA aspirant who was snubbed in the recent draft isn’t packing his bags for the Qualifiers as he is likely to do some other things after his failed NBA bid.

Samahang Basketbol ng Pilipinas (SBP) program director Chot Reyes has ruled out the 7-foot-3 center from the national team that will compete in the continental showcase happening less than two weeks away.

“Mukhang wala na. He has decided to do some other thing and forego the Fiba Asia Cup,” Reyes said on Sunday after the Philippines’ 79-63 win over India in the 2023 Fiba World Cup Asian qualifiers.

Gilas has been talking to Sotto’s handlers at East West Private, although he bared the SBP really hasn’t gotten

any update from their camp about the NBA hopeful’s plans.

“We have [been communicating] and they said no.
