ormer Japanese Prime Minister Shinzo Abe was not only an ally of the Philippines but also a friend to the Duterte family. This explains why the Japanese leader’s untimely death was a shock especially to former President Rodrigo Duterte and Vice President Sara Duterte. Both father and daughter conveyed their deepest condolences to the bereaved family of Abe and the people of Japan. “His death is a shocking tragedy that exposes the dark side of humani-

ty. The world lost a great leader. He was a strong ally and a friend of the Philippines, and the immensity of his love and kindness for the Filipinos has been demonstrated many times over through Japan’s support for our growth and development,” the vice president said in a statement. The 67-year-old former PM died in a hospital

on Friday after being shot in broad daylight while giving a campaign speech on a street in Nara City in central Japan. The vice president had the opportunity to meet with and talk to Abe during a court banquet held in Tokyo in October 2019 when she represented her father at the banquet for the celebration of Emperor Naruhito’s accession to the throne at the Imperial Palace in Tokyo. In an interview Friday, PhilHealth-11 information officer Kleah Guevarra noted that as of June this year, only 4,501 members – including dependents – have availed of the various ser-

As of June this year, PhilHealth-11 has 2,679,328 members all over Davao Region or 0.17 percent availment rate. “We intensified the campaign to get more members to register through the available providers in the region,” Guevarra said. The PhilHealth Konsulta is an expanded and comprehensive outpatient benefit package that provides

primary and preventive care services for all Filipinos. It is a newly-implemented primary care benefit that offers comprehensive outpatient health services such as free medical consultations, health screening and assessment, and access to selected diagnostic services, and medicines. To date, there are 44 accredited facilities in the region for the Konsulta program.

PRO 11 welcomes NBI 11 parallel probe on Mangacop’s case By MAYA M. PADILLO

he Police Regional Office (PRO 11) said it is recognizing the right of the family of Amierkhan Mangacop to seek the assistance of the National Bureau of Investigation (NBI 11) to conduct a parallel investigation of the shooting incident involving a non-uniformed personnel. In a statement shared to media on Saturday, PRO 11 stated that as part of its mandate the complaint for murder against Dr. Marvin Rey Andrew Roflo Pepino, PNP Non-Uniformed Personnel of PRO 11 and son of the late Police BGen Marvin Manuel Pepino, was already forwarded to the Office of the City Prosecutor as well as all the necessary documents and pieces of evidence gathered by San Pedro Police Station. Pepino shot Mangacop seven times on July 2, 2022, at the parking area of Lugar Bar in J. Camus Extension, Brgy. 9-A, Davao City in Davao City. It also stated that a complaint for violation of Sec-

M

alaysia is gearing up for an economic upturn, driven by the Government’s sound policies and economic programs. Malaysia’s Gross Domestic Product (GDP) increased by 5.0 percent in the first quarter of 2022, compared to 3.6 percent in the fourth quarter of 2021.

According to the Department of Statistics Malaysia (DOSM), monthly economic performance showed positive growth rates from January to March 2022. The GDP increased by 4.3 percent in January 2022, then by 5.2 percent and 5.4 percent in February and March 2022, consecutively. Based on the current state of the economy, the first quarter of 2022 economic performance outperformed the first quarter of 2019 by 5.2% (RM17.9 billion). The economy’s performance improved even more in the first quarter of 2022, thanks to strong growth in the services sector. Higher household consumption, which reflected consumer confidence, increased rapidly in the face of challenging conditions such as inflation and disruptions in the global supply chain, aided further by labour market improvement and ongoing external expansion. The agriculture, manufacturing, and services sectors drove the economy’s supplyside performance in the first quarter of 2022. Demand was supported by an increase in gross fixed capital formation as well as an increase in household consumption spending. Consequently, Malaysia’s overall economic performance is expected to pick up steam and gradually improve as it approaches endemicity, with more than 98.5 percent of its adult population vaccinated.

According to Bank Negara Malaysia (BNM), the Leading Economic Index, which is trending upward, indicates that Malaysia’s economic recovery is on track. This corresponds to the rates of growth of important economic indices such as employment and foreign trade. Furthermore, the opening of international borders and the relaxation of pandemic control measures announced on 1 April 2022, are expected to stimulate more economic activities and boost the tourism industry and have a positive impact on the economy. Malaysia’s ability to develop and embrace change through business-friendly policies and infrastructure is one of Malaysia’s primary draws for foreign investors and has been critical in supporting the region’s ongoing economic recovery post COVID-19 pandemic. Pushing forward, the Government of Malaysia will continue to keep an eye on different economic risks and ensure that any external shocks are managed through policy decisions. The Government’s focus over the next few years is to carry out fundamental reforms that will increase Malaysia’s economic capacity, resiliency, and prospects while also making the nation a more desirable location for foreign investment. Overall, this will encourage economic growth that is more equitable and sustainable for everyone.

Dear Sender, Yes, you can ask for support from the father of the child. Single parents can demand legal, financial support for their illegitimate children according

to the provisions of the Family Code. The law says that children borne out of wedlock, can receive child support until the age of maturity in the Philippines, which is 18. While recognized illegitimate children are entitled to the father’s support, the unrecognized child may only get support from the father if the relationship between the child and the father is proven and established. It is best to first try to settle matters amicably, since this is a family matter. You may try to reach out to the father and convey the existence of the child in order for support. If he admits to it, the father can recognize the filiation through: admission made in a public document, admission made in a private hand-

written document and father’s recognition through the record of birth appearing in the civil register. Once the illegitimate filiation has been established, the father is now obligated by the law to support the child. However, if the father denies paternity, the process will be more complicated. An illegitimate child may file a petition to establish his filiation with his father. The filiation of the child can be established by the following: (1) The record of birth appearing in the civil register or a final judgment; or (2) An admission of filiation in a public document or a private handwritten instrument and signed by the parent concerned. In the absence of the first two, filiation shall be proved by: (1) The

open and continuous possession of the status of a illegitimate child; or (2) Any other means allowed by the Rules of Court and special laws. Using pieces of evidence such as photos, letters and testimonies of people, you can prove that the father has recognized him or her as his biological child. In the modern times where science is much more advanced, DNA testing can also be used as an evidence to prove the filiation of the child. The action may be brought by the child or the mother as representative, during his or her lifetime and shall be transmitted to the heirs should the child die during minority or in a state of insanity or in a state of insanity. In these cases, the heirs shall have a period of five

years within which to institute the action. Once, you already established the illegitimate filiation of the child to his/her father. The child now has the right to (1) use the father’s surname, (2) be entitled to support (3) in a proper case, be entitled hereditary portions from the father. Love and support for children born out-of-wedlock are often scant, but knowing that the child has rights under the law is important despite his illegitimacy. WATCH OUT FOR MORE TYPHOONS Located just above the equator and facing the western Pacific, the Philippines has little else to absorb the energy of storms before they hit the land. Storms – a generic term used to describe a large variety of atmospheric disturbances – are fuelled by the warm, tropical waters. The Philippines, a tropical country, sits in the world’s hottest ocean temperatures – frequently above 28°C, the minimum temperature for typhoon formation. It’s not surprising that our country is visited by an average of 20 typhoons every year, five of which are destructive. The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) said that more expected to enter the Philippine Area of Responsibility (PAR) before the year ends. “Two or three cyclones may possibly enter PAR in each month of July, August, September and November,” the state weather bureau said. In October, two to four typhoons are expected while one or two are expected in December. “These expectations are brought about by La Niña which will last until the end of the year,” PAGASA said. La Niña – the opposite of

El Niño – refers to the periodic cooling of ocean temperature in the central and east-central equatorial Pacific. In comparison, El Niño is characterized by unusually warm ocean temperatures in the equatorial Pacific. Typhoons “draw their energy from deep below the ocean’s surface – up to depths of 2,000 meters,” wrote Daniel Levitt and Niko Kommenda in an article published in The Guardian. The temperature at these depths is measured by Ocean Heat Content, a metric that has soared since 1970, driven largely by four of the world’s major oceans. “Warmer sea surface temperature could intensify tropical storm wind speeds, potentially delivering more damage if they make landfall,” the Center for Climate and Energy Solutions likewise points out. Typhoons are a natural phenomenon. No one can escape from them. “About 95% of the tropical cyclones affecting the Philippines originate in the Pacific Ocean while the rest come from the South China Sea,” said PAGASA, a line agency of the Department of Science and Technology (DOST). In 2013, US news weekly Time considered the Philip-

pines as “the most exposed country in the world to tropical storms.” The number of typhoons hitting the country is expected to increase due to the ongoing climate change. According to PAGASA, typhoons usually occur from the month of June to November. Most, however, occur in the months of July and August “though other months outside of this period are not entirely free from tropical cyclones.” During the early part of the typhoon season, PAGASA claims, tropical cyclones pass the northern regions of the country. In the latter part (from October to December), the central and southern parts are more prone to the passage. Based on a study conducted by PAGASA from 1948 to 1989, Northern Luzon experiences five cyclones every two years. Central and Southern Luzon encounter 3 cyclones in 2 years and 5 cyclones in 3 years, respectively. A cyclone passes Eastern Visayas every year. Fortunately, Mindanao is rarely hit by typhoons. The country’s second largest island is within six to nine degrees north of the equator, which is too close to generate the socalled “spin” in the atmosphere needed to produce cyclones. But in recent years, Min-

danao was not spared from typhoons. Two of the most destructive typhoons that hit the southern part of the island happened in December. Pablo, which made a landfall on December 4, 2012, was considered “the strongest tropical cyclone on record to ever affect the southern island of Mindanao.” Over 1,000 people were killed, most of those were from Davao Oriental and Davao de Oro. Rushing flood waters destroyed entire barangays which made then Interior Secretary Mar Roxas to comment: “Entire families may have been washed away.” The other one is the most recent Odette, which hit the country on December 16. “As Rai pounded the Philippines, heavy rainfall, strong and gusty winds impacted several areas around the storm’s path,” Wikipedia reported. Among Filipinos, typhoons are known as bagyo, a term that came into existence after a 1911 storm in Baguio which had a record rainfall of 46 inches within a 24-hour period. Typhoons are categorized by the strength of their winds, although the wind itself often isn’t the deadliest part of the tempest. In the past, Filipinos only heard of tropical cyclones. De-

pending on the intensity and strength of the winds that they bring, tropical cyclones are classified as tropical depression (30-60 kilometers per hour of sustained winds), tropical storm (61-120 kph), severe tropical storm (121-170 kph), and typhoon or hurricane (171220 kph). Some years back, the weather bureau added a fifth: super typhoon. “Typhoons as strong as super typhoons with more than 220 kilometers per hour of sustained winds in the country are becoming more frequent,” PAGASA Administrator Vicente Malano was quoted as saying. Most super typhoons don’t landfall. They just enter the PAR and then exit without even touching the land. “Typhoons lose intensity when they reach land because they are no longer travelling over warm water and hence have run out of ‘fuel,’” explains futurelearn.com. “As they lose their intensity, they can still do significant damage with strong winds and rain.” Forewarned is forearmed, so goes a popular saying. Since we are living in a typhoon-prone country, we need to know what to do before the typhoon enters our area, during the storm, and after the typhoon leaves.

DBCC further narrows 2022 PH econ growth target to 6.5-7.5% P hilippine economic managers said they remain optimistic on growth despite further narrowing the target for 2022.

For 2022, the gross domestic product (GDP) growth is expected to settle within the 6.5 to 7.5 percent range, which is lower compared to the revised target of 7 to 8 percent, according to the Development Budget Coordination Committee (DBCC). The Initial DBCC target for 2022 was a growth of 7 to 9 percent. “We should be happy.

Be optimistic. That’s still the best among ASEAN + 3 , not only this year but also next year. That’s the consensus of forecasters,” Finance Secretary Benjamin Diokno said in a press briefing. Revisions to the growth target was attributed to the rising oil and commodity prices brought by the ongoing conflict between Russia and Ukraine.

Domestic pump prices largely contributed to Inflation, which accelerated to 6.1 percent in June. The DBCC also projected annual inflation to average from 4.5 percent to 5.5 percent in 2022 due to the uptick in fuel and food prices and global supply chain disruptions, Budget Secretary Amenah Pangandaman said. To counter uncertainties, economic managers are also planning new measures. One of these is to add new taxes, particularly on single-use plastics and online purchases.

They said the government must also generate more revenue by improving tax collection. Diokno also added he is not in favor of abolishing the Rice Tarriffication Law as it has helped ease inflation. he Marcos administration will adopt the budget ceiling set by the previous government as it intends to submit its first full-year budget to Congress two days before the constitutional deadline. “As discussed during the DBCC meeting, we will stick with the P5.2 trillion as previously announced,” Budget Secretary Amenah Pangandaman said at press conference following the Development Budget Coordination Committee (DBCC) meeting. The Duterte administration’s DBCC set the 2023 budget ceiling at P5.268 trillion. Former Department of Budget and Management (DBM) officer-in-charge Tina Canda earlier said that the Marcos administration should adhere to the P5.268-trillion budget ceiling “for prudent fiscal management.” The President, in accordance with Section 22, Article VII of the Constitution, shall submit his proposed national budget to Congress within 30 days from the opening of the regular session of the Congress.

The 19th Congress is set to open on July 25, the day of President Ferdinand “Bongbong” Marcos Jr.’s first State of the Nation Address. This means the DBM has until August 24 to submit to lawmakers the proposed budget for 2023. “We will submit the budget to Congress on August 22,” Pangandaman said. he city veterinarian in Koronadal has urged farmers and backyard hog raisers in the city and nearby towns of South Cotabato to stop production amid a continuing threat of African Swine Fever (ASF). This followed the discovery of fresh ASF infections in swine populations in some villages in the towns of Banga and Surallah. The two towns are perennial ASF hotspots, where authorities culled hundreds of pigs since March this year. Dr. Flora Bigot, South Cotabato Provincial Veterinarian Office (PVET) chief said on Wednesday that they have categorized 10 barangays in Banga and

one in Surallah as “ASF Red Zone.” The swine population in the towns of Lake Sebu, Norala, Sto.Niño, Tantangan, Tupi and T’Boli and all barangays in Koronadal City were also placed under close watch for possible infections, Bigot added.
