Fuel dealers cut supply to GenSan city government over delayed payments

rucks and heavy equipment of the city government here have been sitting idle for weeks after fuel dealers cut their supply allegedly for overdue accounts. Alvin Veneracion, Executive Assistant for Barangay Affairs at the City Mayor’s Office, on Thursday said they are trying to source out money for fuel as funds for it have apparently been depleted “even if it is still mid-year.” Funding allocation for fuel is normally done annually, meaning for this year, it was done by the past city administration. City Budget Officer John Quimosing said none of the City Hall departments were able to foresee the huge increase in fuel prices when they prepared their budget for this year. Quimosing said the city still has money to pay the fuel suppliers. He said the dealers’ apprehension is understandable, but “there is just a delay in the processing of the payments.” He explained that a bottleneck happens in the processing of payments

depending on the “quality of documents submitted,” like the required receipts, signature and attachments. Veneracion, on the other hand, said dealers stopped supplying fuel as collectibles had ballooned to millions of pesos. He said they have yet to ascertain the exact amount. But he assured they will find means that services to the public will continue, especially on the use of heavy equipment in public works and garbage collection. “The city mayor is in talks with the fuel dealers to resolve the issue,” he said. Most affected by the supply cut are trucks and equipment of the City Engineering Office and the Waste Management Office which needs trucks for garbage collection and to operate daily its apparatus at the sanitary landfill. Meantime, the city has sought help from barangays as well as private companies that still have fuel to spare. In an interview over Brigada News TV, Waste Management Office head

r. Michelle Schlosser, spokesperson of the Davao City Covid-19 Task Force, said that the city government of Davao through the Vaccination Cluster is pushing for the full rollout of the schoolbased vaccination drive before the face-to-face classes start in November this year. Last month, Education Secretary Vice President Sara Duterte announced that for August 22 until October 31, 2022 options are indicated in the Department Order which states that the first is the

five-day in-person classes and secondly, the blended modality. This is where [schools may opt to do] three days in-person [classes] and then two days remote, or distance learning, and then after that they can shift to four days of in-person classes and one-day distance learning. However, from November 2, 2022, and beyond, all schools must shift to in-person classes with the implementation of “physical distancing whenever possible”.

ATTY. LIELANIE C. YANGYANG-ESPEJO IBP DAVAO CORNER

Dear XXX,

Under Article 887 of the New Civil Code, you are a compulsory heir of your father as one of his legitimate children, whether he left a last will and testament,

or he passed on without a will. In case he died without a will, Article 979 of the New Civil Code also states that legitimate children and their descendants succeed the parents and other ascendants, without distinction as to sex or age, and even if they should come from different marriages. As a compulsory heir, you have a share in the estate of your father which is equivalent to the share of the other legitimate children. This is clear under Article 980 of the New Civil Code which provides that the children of the deceased shall always inherit from him in their own right, dividing the inheritance in equal shares. Therefore, the estate of your father shall be divid-

ed into seven (7) equal shares. Your inheritance is one-seventh (1/7) of the net estate of your father. Now, the remaining question is, what constitutes the net estate of your father? Regarding the land which was bought by your mother before, half of that comprises the estate of your mother while the other half is the share of your father in the conjugal partnership of gains or absolute community of properties. In the estate of your mother, your father inherited one-fourth (1/4) share because he survived together with three (3) legitimate children. When your father married his second wife, his inheritance from his first wife (your moth-

er) and his share in the conjugal partnership of gains or absolute community of properties are excluded from his property regime with his second wife pursuant to Article 93, paragraph 3 and Article 117 of the Family Code. These properties obtained by your father are considered as his exclusive properties insofar as his second marriage is concerned. When his second wife died, your father again had a share in the conjugal partnership of gains or absolute community of properties with his second wife plus he inherited one-fifth (1/5) from the estate of his second wife because he survived with four (4) legitimate children. In summary, at the time of

his death, the estate of your father is his share in the conjugal partnership of gains or absolute community of properties with his second wife, his inheritance from the estate of his second wife, plus his exclusive properties as discussed in the fourth pargarph of this letter. From this we deduct taxes, expenses, debts, and other obligations of the estate in order to arrive at the net estate. From the net estate, we base your share of 1/7. I hope I have answered your queries. Very truly yours,

HENRYLITO D. TACIO THINK ON THESE!

WHY EATING PLANT-BASED FOODS IS HEALTHIER When Timothy Bradley Jr. defeated Manny Pacquiao on June 10, 2012, Filipinos and boxing fans around the world were stunned. Members of People for the Ethical Treatment of Animals (PETA) Asia had one theory why Bradley won over Pacquiao: vegan diet. In a press statement, PETA said that “plant-powered athletes, such as Bradley, pack quite a punch.” It was learned that months before the bout, Bradley adopted a vegan diet, eschewing animal products entirely. The decision was based on an adviser’s request for Bradley to switch to greens prior to a fight in London in 2008. “My thoughts are clearer, crisp. I am sharp. Everything is working perfectly – I feel clean,” the American professional boxer was quoted as saying. According to an article which appeared in the Wall Street Journal, Bradley reportedly followed a strict vegan diet for three months before a fight, but not year-round. Pacquiao’s diet, on the other hand, includes beef and chicken. An article on LiveStrong.com said that the Filipino boxing phenomenon’s secret was a simple diet featuring two post-workout meals. “My favorite meal for my fight-

ers and myself is the post-workout meal: Raw oatmeal, nonfat milk, fresh berries and honey,” Pacquiao’s strength and conditioning coach Alex Ariza told Monique Savin on LiveStrong.com. Carmela G. Lapeña, in a post on “GMA News Online,” reported that Pacquiao’s first post-workout meal was meat-free, but it was still not allowed in Bradley’s vegan diet because honey is an animal product. The Filipino boxer’s second meal consists of beef tapa, steamed white rice, tinolang manok, and a plate of melon and mango. “Vegetarian diets provide all the protein athletes need without all the artery-clogging saturated animal fats and cholesterol found in meat, giving meat-free fighters the energy to go the distance,” PETA said. Unlike animal protein, plantbased protein sources are easily absorbed by the body and contain healthy fiber and complex carbohydrates, PETA claimed. “Vegan athletes stay lean and build muscle without slowing themselves down with cholesterol and saturated fat,” said PETA. During the nutrition month celebration last July, the Philippine Rice Research Institute (PhilRice) hosted a webinar where the invited speaker, Dr. Renzo R.

Guinto to eat more plants and less meat. Crop consumption is not only good for your health but to the environment as well. Planetary health diet – the consumption of more plant and less meat – is better for human and planetary health, said Dr. Guinto who’s the director of the Planetary and Global Health Program of St. Luke’s Medical Center. According to Dr. Guinto, overconsumption of red meat raises cancer risks and its production contributes to around 14.5% of greenhouse gas emissions. A greenhouse gas, if you care to know, is a kind of gas that absorbs and emits radiant energy within the so-called “thermal infrared range,” causing the greenhouse effect. “The world is consuming high carbon and less nutritious food products like red meat,” Dr. Guinto pointed out. “Our diet should be healthy for both the planet and the people. The planetary health diet plate includes 50% for leafy vegetables, around 15% for whole grains, around 3% for meat, and starchy vegetables, dairy foods, plant-sourced protein, unsaturated plant oils, and added sugars sharing the remaining percentage.” Dr. Guinto stressed that the food system, from food produc-

tion to consumption, affects the health of humans and the planet earth. The demise of the planet, he said, is inextricably intertwined with human’s health. “The planet’s health is essential in preventing infectious diseases in humans. As people destroy ecosystems through land use change, wildlife trade, and the use of animals increases the chance of another virus jumping from an animal to a human being,” he said. Even during Biblical times, it was proven that eating vegetables is healthier than eating meat. In the book of Daniel, the prophet did not want to defile himself by eating the “royal food and wine.” So, he asked the guard who took care of him and his three companions (Shadrach, Meshach, and Abednego) to give them nothing “but vegetables to eat and water to drink.” He told the guard: “Then compare our appearance with that of young men who eat the royal food.” The guard agreed and tested them for ten days. Daniel 1:15-16 said: “At the end of the ten days they (Daniel and his companions) looked healthier and better nourished than any of the young men who ate the royal food. So, the guard took away their choice food and

the wine they were to drink and gave them vegetables instead.” Those who eat more vegetables and less meat are most likely to live longer than their counterparts. According to a recent study, people who limit how much meat they eat and stick to mostly fruits and vegetables are less likely to die over any particular period of time. “I think this adds to the evidence showing the possible beneficial effect of vegetarian diets in the prevention of chronic diseases and the improvement of longevity,” Dr. Michael Orlich, the study’s lead author from Loma Linda University in California, was quoted as saying by Reuters. Previous research, done in the United Kingdom, suggested that vegetarians are one-third less likely to be hospitalized or die from heart disease than meat and fish eaters. “We’re able to be slightly more certain that it is something that’s in the vegetarian diet that’s causing vegetarians to have a lower risk of heart disease,” said Dr. Francesca Crowe, who led the study at the University of Oxford. “If people want to reduce their risk of heart disease by changing their diet, one way of doing that is to follow a vegetarian diet,” Dr. Crowe added.

Gov’t to ensure food security, cut transport costs amid inflation T Fuel price rollback there’s sufficient and healthy food on the table of every Filipino. We are also helping reduce energy, transport, and logistics costs, especially for vulnerable sectors of our population. It is our urgent priority to ease price pressures and protect the public’s purchasing power through the implementation of programs that will

help Filipinos cope with the effects of higher inflation rate,” Socioeconomic Planning Secretary Arsenio Balisacan said. The Department of Budget Management has approved the PHP4.1-billion second tranche of the Targeted Cash Transfer Program. This will help over four million Filipino families, who belong to the poorest of the country’s population, to cushion the effects of the rise in prices. Meanwhile, inflation in July 2022 was driven by broad-based acceleration across commodity groups, especially on food and non-alcoholic beverages at 6.9 percent.

This is due to faster inflation of meat, fish, rice, corn, and fruits. “To boost local food production, the government will continue to support the agriculture sector through lower input costs, development of new farming technologies, extension of financial assistance to farmers, and strengthening the agricultural value chain. These can be achieved through the Plant, Plant, Plant Program 2, the government’s PHP24-billion flagship program on food security, which provides subsidy and support to the agriculture sector,” Balisacan said.

it breached the government’s 2-4 percent target band, and the highest rate since October 2018. The average inflation in the first seven months this year stood at 4.7 percent. Inflation last June stood at 6.1 percent while it was at 3.7 percent in July 2021. In a statement, the BSP said the inflation print last month is within its 5.6 to 6.4 percent target range for July and is consistent with its “assessment of elevated price pressures over the near term

on firmer indication of second-round effects.” It said emerging second round effects like hikes in minimum wages and transport fares due largely to the elevated global oil and commodity prices, and the rising inflation expectations broaden price pressures. The BSP said risks are coming from the impact of the Russian-Ukraine conflict on prices of non-oil commodities in the international market, as well as the potential second-round impact of

elevated oil prices on prices of goods and services. “Domestic food prices also pose upside risks due to shortages in the supply of several key food items,” it added. The BSP said “a slower-than-expected global recovery due to tighter global monetary policy conditions and the continued uncertainty from the Covid-19 (coronavirus disease 2019) pandemic continues to present a downside risk to the outlook.”

he government is committed to ensuring food security and affordability, and reducing transport and logistics costs to arrest the rise of inflation and protect the Filipino consumers, the National Economic and Development Authority (NEDA) said. The Philippine Statistics Authority reported Friday that the country’s inflation rate for July 2022 rose to 6.4 percent, which is at the upper end of the Bangko Sentral ng Pilipinas’ forecast range of 5.6 to 6.4 percent for the month. “In our near-term socioeconomic agenda, we want to ensure that

otorists can expect a sigh of relief as pump prices of petroleum products are expected to roll back big-time in the coming week. Citing oil trading monitoring in the past four days (August 1 to 4), based on the Mean of Platts Singapore (MOPS), an oil industry source said that a price per liter of diesel may be reduced by P1.70 to P2.00 per liter. Gasoline prices, meanwhile, may be slashed by P1.50 to P1.80 per liter. The projected pump price adjustments are still subject to change depending on the movement on Friday’s trading, according to the oil industry source. The local oil industry uses MOPS, the daily average of all trading transactions between buyers and sellers of petroleum products as assessed and summarized by Standard and Poor’s Platts. Sought for comment, Department of Energy-Oil Industry Management Bureau Director Rino Abad confirmed that there is an expected rollback in both gasoline and diesel of more than P1 per liter.

Abad said the global crude market is feeling the effect of the recent monetary policy tightening implemented by the US Federal Reserve late last month. The US Federal Reserve hiked its key policy rate by 75 basis points to help tame inflation. Monetary policy or interest rates are among the tools used by central banks to stabilize inflation through controlling money supply by raising borrowing costs. Higher borrowing costs could make consumers and businesses spend less, therefore reducing economic activity or lowering demand and eventually lowering prices. Oil companies usually announce price adjustment every Monday to be implemented on the following day. Effective Tuesday, August 2, fuel firms hiked the price per liter of gasoline by P0.75 and rolled back diesel by P0.60 per liter. The latest price changes brought the year-to-date adjustments to stand at a net increase of P19.65 per liter for gasoline and P32.35 per liter for diesel.

Digitalization a must for SMEs, DTI 11 chief says APEC region’s growth to slow down amid uncertainties, crisis

E

conomic growth in the Asia-Pacific Economic Cooperation (APEC) region is expected to slow down this year amid soaring inflation, a protracted war in Ukraine, and heightened uncertainties, according to a new report by the APEC Policy Support Unit. On top of that, the continuing impact of the pandemic and virus mutations are draining resources in the region, the report said, as noted in a release issued by the APEC Secretariat and received here on Friday. The APEC Policy Support Unit is currently downgrading its gross domestic product (GDP) growth projection for the APEC region to 2.5 percent in 2022, which is lower than its earlier projection of 3.2 percent. The growth forecast for next year has also been downgraded, from 3.4 percent to 2.6 percent. “The expected economic moderation in APEC is in line with lower projections for the global economy. Earlier this week, we saw the International Monetary Fund revise downward its global GDP forecast for 2022 to 3.2 percent, from 3.6 per-

cent,” said Rhea Hernando, a senior researcher with the Policy Support Unit. “The sharp downgrades in economic growth for China and the US, along with an expected contraction in Russia, weighed on the APEC region’s prospects,” she said. Global food and energy prices increased by 23 percent and 60 percent respectively in June as compared to a year ago, contributing to a surge in inflation across the APEC region of 5.4 percent for the period from January to June this year. This is the highest inflation rate that the region has seen since 2008 when it hit 6.6 percent at the height of the global financial crisis. “Not only is the inflation high, but it is also becoming broad-based, which particularly harms poor households and small businesses,” Hernando said. “We expect that global inflation will remain elevated for the rest of this year and then taper in 2023 as aggressive monetary tightening takes effect. Inflation could return to pre-pandemic levels by 2024,” she added.

T

o be digitally equipped is the name of the game right now, Department of Trade and Industry (DTI) Regional Director Ma. Belenda Ambi tells the micro small and medium enterprises (MSMEs). In an interview during a recent event for MSME development held in the City of Tagum, Ambi pointed out the crucial importance of digitalization of MSMEs “for them to expand their market.” She said DTI XI had conducted seminars and trainings to “provide MSMEs with tools and knowledge for them to be digitally transformed.” “Right now they already

have two options: the physical selling or marketing, and the digital marketing. Aside from that their processes should be digitalized para maging (so that it will become) more efficient. They can pay online, and get orders online and others,” she said. She explained that the digital challenge for MSMEs is not only in online marketing, but in their business processes as well, necessary

for them to become competitive in engaging “with other MSMEs in the region, and the rest of the country, even outside of the country.” In her formal message to MSMEs, she revealed that the challenge for MSMEs to digitally innovate became very pressing at the height of the pandemic borders lockdown due to the implementation of enhanced community quarantine. Basing on reports of the Economic Cluster of the Regional Task Force on COVID-19, Ambi said “there were about 48,000 plus MSMEs whose operation during the first year of the COVID, were either closed

or partially operational.” Of this total, 47,000 were micro and small; 771 were medium; and 143 were large enterprises, she said. “During this period, they faced a lot of challenges in liquidity. There was decrease in demand, supply chain and transportation disruption, raw material shortage, and domestic and export orders cancellations, among others,” she said. The situation called for them to innovate and be resilient, “because otherwise they could not overcome the ill effects of COVID-19,” she said. (PIA XI/Jean Duron-Abangan)

IBIG Fund’s excellent performance in its members’ savings collections. Our strong collections mean that we have funds to finance our programs and continue providing affordable home and cash loans for our members,” said Secretary Jose Rizalino Acuzar, who heads the Department of Human Settlements and Urban Development (DHSUD) and the 11-member Pag-IBIG Fund Board of Trustees. “This is our contribution to the call of President Ferdinand Marcos Jr. to resolve

the country’s housing backlog and provide a better life for Filipinos,” he added. The mutual fund said that driving the double-digit growth is the continuing popularity of the agency’s voluntary Modified PagIBIG 2 (MP2) Savings. In particular, MP2 Savings amounted to a whopping P19.40 billion in the first half of the year, growing 47% from the P13.23 billion collected during the same period last year. Pag-IBIG Fund CEO Acmad Rizaldy Moti attribut-

The late former President Fidel V. Ramos.

FVR: second PH president who reached age of over 90 D o you know that former President Fidel V. Ramos (1992-1998), who passed away on Sunday at age 94, was the second Filipino chief executive to die at an age nearing the century mark? The first was Gen Emilio F. Aguinaldo (1898-1901), first president of the Philippine Republic, who died on Feb. 6, 1964 at 95. He was born on March 22, 1869. Both Aguinaldo and Ramos were holders of the military rank of general. Aguinaldo was a general in the Philippine Revolutionary Army while also serv-

ing as president until he was captured by pursuing American forces in Palanan, Isabela on March 23, 1901. On the other hand, Gen. Ramos was former chief of the Armed Forces of the Philippines (AFP) and also served as secretary of National Defense during the administration of the late former President Corazon C. Aquino (19861992). He was also the

last chief of the Philippine Constabulary, precursor of the present Philippine National Police (PNP). Incidentally, the death of Ramos occurred on the eve of the observance on Aug. 1 of the death anniversary of two other former Philippine presidents -- Manuel L. Quezon (1935-1944) and Corazon C. Aquino. Quezon, the second

president of the Philippines, died on Aug. 1, 1944, while the Philippine Commonwealth government was in exile in the United States. Aquino, on the other hand, died on Aug. 1, 2009, less than a year before her only son, Benigno S. Aquino III, was to be elected as the 15th president of the Republic in the May 2010 polls. The young Aquino (2010-2016) died on June 24, 2021 at age 61, barely five years after leaving the presidency. Of the country’s 13

deceased presidents as of July this year, three died while in office. They were Presidents Manuel A. Roxas (19461948); Ramon F. Magsaysay (1953-1957); and Quezon. Roxas died while on an official visit to the former Clark Air Force Base in Pampanga on April 15, 1948, while Magsaysay was among those who perished in a plane crash on a mountain in Cebu on March 17, 1957. The other dead former Filipino presidents were: Jose P. Laurel Sr.

(1943-1945); Sergio S. Osmena Sr. (19441946); Elpidio R. Quirino ((1948-1953); Carlos P. Garcia (1957-1961); Diosdado P. Macapagal (1961-1965); and Ferdinand E. Marcos Sr. (1965-1986). At present, aside from the current and 17th President Ferdinand R. Marcos Jr., the country has three living former chief executives, namely: Joseph E. Estrada (1998-Jan. 20, 2001); Gloria Macapagal- Arroyo (2001-2010); and Rodrigo R. Duterte (2016-2022). (PNA)

Filipino pole vaulter Ernest John Obiena is now ranked no. 3 in the world.

PSC, PATAFA working to reinstate Obiena

T

he Philippine Sports Commission (PSC) and Philippine Athletics Track and Field Association (PATAFA) are working together to effect the reinstatement of star pole vaulter Ernest John Obiena in the national team. An emailed letter signed by PATAFA president Agapito Capistrano

informed the PSC that their association is reinstating Obiena in their national

team roster considering the victories and records he has sent in recent competitions. Capistrano added that with the reinstatement, they are endorsing for Obiena to be “given the same allowances previously extended to him based on his classification as a world class athlete.”

PSC Officer in charge, Atty. Guillermo Iroy, Jr. said that he has already instructed the concerned offices of the agency to act on the matter with dispatch, “I see no problem with the endorsement, EJ deserves to be back in the team.” The agency is checking policies and records like the NSA

quota or team ceiling for one and will be doing the necessary paperwork. If a slot needs to be added, Iroy explained that it will need board action, but the effectivity can be set retroactive to the submission of the endorsement. Obiena recently broke the Asian record with his

ual silver while his partners Henry Mendoza and Felix Aguilera also took team runner-up honors. Nonetheless, Severino emerged as the country’s most bemedaled athlete with four gold and two silvers in the 11-nation sportsfest in the stint supported by the PhilippineSports Commission. With the four gold, two silvers, and one bronze medal that the PH chessers bagged, the country likewise had its all-time best outing in the regional Games with 28 gold, 28 silver and 44 bronze medals, eclipsing the 20-20-29 tally in placing fifth overall in the 2017 Malaysian edition. The performance also exceeded the previous best of the country of 24-24-26 in the 2009 meet also held in the Malaysian capital of

Kuala Lumpur. This recent performance ought to be good for fourth overall, which, however, was still not reflected in the official APG website as of 6 p.m. (7 p.m. in Manila) here, with the Philippines still lodged in fifth place at 23-24-40 behind Malaysia at 28-15-8. As expected, Indonesia was on top of the heap with a whopping tally of 134-10294, Thailand second (9288-63) and Vietnam third (57-49-40). Earlier, swimming sustained its winning drive by adding three more golds, with rookie Ariel Joseph Alegarbes completing a sweep of his three events in another meet record in the 11th ASEAN Para Games at the Jatadiri Sports Complex in Semarang. Alegarbes

took off like a torpedo in ruling the men’s 50-meter freestyle S14 race in 25.74 seconds in securing his third straight gold medal, duplicating the feat of female teammate Angel Otom last Thursday in the stint supported by the PhilippineSports Commission. Fellow newcomer Marco Tinamisan sustained his sweet performance with his second straight gold medal while Gary Bejino finally scored a breakthrough after two runner-up finishes in capturing his first gold in the swimming competition. Tinamisan bagged the gold in the men’s 100-meter freestyle S3 event in a winning time of 1:54.15 while Tokyo Paralympic veteran Bejino ruled the men’s 100-meter freestyle S6 race in 1:13.80 to raise the PH

para swimming team’s gold total to 12. Philippine Paralympic Committee president Mike Barredo, who is back in Manila, credited this sterling showing to the late President Fidel V. Ramos, who had urged Barredo to form the para sports group way back in 1996, which was then known as the Philippine Sports Association of Differently-abled Athletes. “It was FVR(Ramos’s popular initials) who initiated the formation of the para movement in the country so we pay our tribute to the late President in offering the showing of our athletes in the 11th ASEAN Para Games in Indonesia to him,” he said. “This is totally unexpected but once again I thank my father Abner for

bronze-winning jump at the 2022 World Athletics Championship held in Oregon, USA this July. PATAFA said that this “will further motivate our athlete to perform better in the coming international competitions” which includes the 2024 Summer Olympics in France.

Chessers bag four golds to cap best-ever PH outing

S

URAKARTA,Indonesia – Chess capped the Philippine Campaign in the 11th ASEAN Para Games on a golden note Friday with a sweep of the men’s B2-B3 and women’s PI individual and team blitz events, respectively, at the Lo-rin Hotel. Darry Bernardo took the individual gold while anchoring the squad that also included Menandro Redor and Arman Subaste in the men’s B2-B3 category, Cheyzer Mendoza did the same in teaming up with Cheryl Angot and Jean-LeeNacita in the women’s PI class. Slipping through the Filipinos’ fingers were the two mints at stake in the men’s PI blitz event as FIDE Master Sander Severino wound up with an individ-

introducing me to swimming so I could overcome my asthma as a young boy,” said Alegarbes, who also won gold and silver medal in the Asian Youth Para Games in Manama, Bahrain last December. Among those contributing silvers to the Philippine campaign were Marcelo Burgos and Angelo Manangdang, who were seeing action in their first international tournament, in the men’s compound doubles in archery and Andrew Kevin Arandia in the men’s singles event Class 9 of table tennis. Thailand buried the Philippines in a hail of triples on the way to an 8736 romp in capturing the men’s wheelchair 5x5 basketball gold at the GOR Sritex Arena.

Edillon said the company respects the sentiments of the local government units (LGUs) of Davao del Norte, which initiated the move to change the distribution utility from NORDECO to DLPC. “Other municipalities are asking for us to serve them,” he said. He added he is not privy to the next move of the affected LGUs after the veto of HB 10554. He said the DLPC would continue to provide quality services to its consumers within its franchise area, comprising the cities of Davao and Panabo, and Carmen, Dujali and Sto. Tomas towns in Davao del Norte.

Ferdinand Pareja said that for days now, they are using equipment loaned to them by a mall in maintaining the landfill. City councilor Jose Edmar Yumang, who heads the City Council’s Finance Committee, said his committee will look into the issue on whether there are still funds available for fuel,

In his veto message, Marcos cited “legal and/ or constitutional challenge due to the apparent overlap and possible infringement into the subsisting franchise, permits, and contracts previously granted to North Davao Electric Cooperative Inc.” He said HB 10554 contravenes Section 27 of RA No. 9136 or the Electric Power Industry Reform Act, mandating that “all existing franchises shall be allowed to their full term. The resulting repeal of NORDECO’s franchise over expanded franchise area would violate the non-impairment clause under Section 10 of Article III of the 1987 Constitution, and the amendatory law would also constitute a “collateral attack” on the existing franchise of NORDECO, he said. “As acknowledged by the bill, NORDECO Inc. has ‘existing power supply agreements with gener citing that the city has a budget deficit of P100 million. It may be recalled that the previous city administration was dragged into a controversy over unpaid debts to owners of hotels that were utilized as quarantine facilities. (Rommel G.
