City passed on first reading Davao City needs WTE facility, says councilor Diving community to ask help from DOT lowering EUF in Samal Davao City’s 1st District Councilor Temujin “Tek” Ocampo said that “time is of the essence” in the implementation of the waste-to-energy (WTE) project he is proposing in light of the city’s rapid growth.During an interview over Davao City Disaster Radio (DCDR 87.5) on Tuesday, Ocampo said that the local government needs to push through with the construc tion of the WTE facility be cause the local government noted an increasing volume of garbage generated daily that comes with the expo nential growth of the city. He assured the locals that the operation of the planned WTE facility would be safe not only to the en vironment but also to the health of the public. He said the city could not just open another landfill once the existing dumpsite in Barangay New Carmen reaches its maximum limit. He said the construction of a WTE does not mean ex cluding other ways of man aging the solid wastes such as segregation but it would form part of the strategies the local government would employ to address the prob lem. To do this, however, they had to use all the available air assets from the nearest Allied base.On January 18, 1942, just three weeks after the fall of Davao City in Japanese hands, six American bombers showed up above Davao Gulf on their way to attack the Japanese ves sels moored at the mouth of Davao Gulf. At the time, Chief Flight Warrant Officer Hideo Yamada of the Japanese navy was on aboard a reconnais sance hydroplane (i.e., sea plane) with a mission to watch for enemy submarines. He was joined in the mission by a pilot and a Anradioman.account (‘Lone Plane Frustrates Enemy Raid’) in the Syonan Shimbun dated January 18, 1943, exactly a year to the day the encounter happened, described that upon sight of the seaplane, the American bomb ers dispersed into two groups and furiously fired at the Japa nese‘Outnumberedplane: by one to six and hampered by heavy floats, the Nippon plane unflinchingly engaged the enemy. The feat, though not nec essarily huge, was deemed re markable given the seaplane’s bulky undercarriage that ham pers quick maneuvering. In addition, Yamada and Nihei, for meritorious services, were also posthumously promoted to second lieutenant and sec ond-class flight petty officers, respectively.’Whatmakes this incident historic is due to several factors: (i) this was the first aerial-naval fight in the gulf was cited with the emperor’s knowledge; (ii) it is one of the first recorded incidents where an American bomber was destroyed in the first month since the Japanese takeover of the city; and (iii) the first time a hydroplane fig ured in combat with American aeroplanes.Thewhole episode, how ever, still lacks a few valuable details only the Japanese war reports can fill in. Former IBO World super flyweight champion Edrin “The Sting” Dapudong of M’lang will fight for the first time in Japan on September 3 at the Korakuen Hall in Tokyo.

Let us welcome the appoint ment - and arrival - of Jose Em manuel Eala as the new Philippine Sports Commission chairman. Noli, as he is better and fa miliarly known, was a former PBA commissioner from 2003 to 2007. He has big shoes to fill as he replaces Wiiliam Ramirez, the guy who was responsible for the country’s overall triumph in the 2002 and 2019 SEA Games. With ideas galore in between his ears, his well publicized re sume speaks volumes of his cre ativity and capability. Like others before him, Eala is expected to produce impres sive and laudable results and thus fulfill the mandate embod ied in RA 6847, the law that cre ated the Philippine Sports Com mission.Anamiable fellow, Noli will however find the journey rather bumpy because he has to deal (and contend) with many NSAs that have ballooned to quite an unmanageableUnmanageablenumber.because to a certain degree, the NSAs - as they want to portray themselves - are autonomous and want to enjoy their autonomy to the fullest. Autonomy - and its definition - was a contentious issue in many previous years between the PSC and the POC. And I am not yet mention ing relations with the Philippine Olympic Committee that have gone sweet and sour through the seasons (depending on who sits as POC president).

As someone who knows the PSC terrain through the years, I would advise - even if unsolicited - the good chairman may find the need to have coffee with the man he has just replaced for a one-onone tete’ a tete’. With the century-old quest for the elusive first Olympic gold already in the bag, I am not sure how Eala will run the country’s sports development agenda. For one thing, RA 6847 man dates an inclusive grassroots development program in col laboration with Dep-Ed and the LGUs because this is the proven formula that is universally ac cepted.Incontrast, the harsh reality is that not everything is ideally well because there are turfs and territories to scale and protect. Above all, the funding that NSAs seek annually from the PSC to finance their respective pro grams and projects (like national open championships) is already a big headache.Ealacannot afford to give each NSA what it wants because the PSC budget is not large enough to spread it equally among them. Aside from this, the athletes’ well being is most paramount which includes monthly allow ances plus medical and den tal needs that have increased through the years. There are many more ath letes’ concerns that have to be addressed (including improved billeting and dorm facilities, nu trition, education etc.) that the new PSC chair must look into. With still three more commis sioners to be named to complete a five-man PSC board, Eala is lucky to have renowned multi-award ed bowler Bong Coo make good company at the moment. The 36-year-old Dapudong will leave on September 1 togeth er with trainer Rolando “Smooth Operator” Mag banua, a former WBO Oriental Bantam interim champion.“Right now I’m 124 pounds but I will be fighting at junior feath erweight (122 lbs.),” said Dapudong.Heis still training at the MP Davao Gym in Toril for almost two months. He recently won by a UD against Mugicha Nakagawa last April 2 in Korakuen Hall. The 36-year-old Akaho is now 38 wins, 2 loses, 2 draws with 25 knock outs.
