Davao City Mayor Sebastian “Baste” Duterte has ordered the reconstitution of the Human Resource Merit Promotion and Selection Boards (HRMPSB), under the 2017 Omnibus Rules on Appointments and Other Human Resource Actions (ORAOHRA) as amended, through the issuance of Ex ecutive Order (EO) No. 38, Series of 2022, on Septem ber 1, 2022. EO 38 cited Republic Act No. 7160, also known as the Local Government Code of 1991, providing for the creation of a Personnel Se lection Board (PSB) to pri marily assist the local chief executive in the judicious and objective selection for appointment or promotion in the local government and in the formulation of poli cies which would contrib ute to the welfare of the lo cal government employees. As a reporter in the late 1990s while finishing my legal studies at UP Diliman, i personally first met her as i covered the Asian sex slaves who were euphemistically called “comfort women” who are brave enough to tell the world about this inhuman practice of the Japanese during the war. About 200,000 women from Korea, China, Burma, New Guin ea, and the Philippines were held in captivity and many thousands more were raped as part of one of the largest operations of sexual violence in modern history.

But when does bullying hap pen? “Bullying occurs when the target has no opportunity or way to balance the equation,” Regi na Sevilla-Sibal, an experienced school administrator and educator, told Philippines Graphic. Sibal cited an example: “There’s a group of kids teasing one child because they think he’s too smart for his own good. But when they’re in class, these kids ask for the smart one’s notes. However, the smart child refused to deal with these kids. Is this bul lying? No, because that child has a way to balance the equation.” While bullying gets a lot of at tention from parents and teachers in industrialized countries (like those being depicted in Hollywood movies), such is not the case in our country. Dr. Honey Carandang, a noted Filipino psychologist and author, has often expressed her disappointment over the seeming lack of concern that school author ities have shown towards bullying incidents that take place right un der their noses.

“A school is a student’s second home, and assumed to be one of the safest places for children. Unfortunately, for some this is where they experi ence abuse,” says a statement from the United Nations Children Fund (UNICEF). Schools these days have be come settings that expose chil dren to violence not just from their classmates and peers but also from their teachers and even school personnel. So much so that in 2012, the Department of Educa tion (DepEd) issued its Child Pro tectionFourteenPolicy.years ago, a baseline survey involving 2,442 children from 58 public schools in the coun try was conducted by the Plan Phil ippines, an organization whose mission is to promote and protect the rights of children. “Results of the survey show that peers perpetrate most forms of violence experienced by chil dren,” commented Plan Philip pines country director Michael Diamond. “Ridicule and teasing by peers are the most common experiences. Across three age ranges surveyed, the incidence of ridicule and teasing was reported to have been experienced by 50 percent among children in Grades 1 to 3; 67 percent among children in Grades 4 to 6; and 65 percent among children in high school.”

Bullying is bullying and school should be a place where children should learn about life and liv ing and not violence.

Unlike most beauty title hold ers who usually pursued mod elling or showbiz careers, Nelia Sancho was popularly described as “beauty queen turned wom en’s rights activist.” I greeted her virtually during her 71st birthday last August 30 just to be surprised of the news that she passed away two days later, September 1, 2022. Sancho was Gloria Diaz’s run ner-up during the Bb. Pilipinas search in 1969. Two years later, she was ap pointed to represent the country at the Queen of the Pacific Contest in Melbourne, Australia where she won the title and bagged the Most Photogenic award. But Sancho became an active face during demonstrations. She left the comforts of privileged life and became an activist at the onset of the First Quarter Storm and eventually joined the under ground movement during Mar tial Law and became a political prisoner for two and a half years (1976-1978). Time Magazine tagged her as the Guerilla Queen. After her release, she co-founded the women’s group Gabriela with fellow beauty queen turned activist Maita Go mez in the early 1980s and con tinued her involvement to several progressive organizations that advocate women empowerment.
