The chairperson of the 2023 Bar Examina tions Supreme Court Associate Justice Ramon Paul Hernando said that among the reforms they will be introducing in the coming Bar Exams is mov ing the date of the exam inations to September in stead of “StartingNovember.withmy Bar in 2023 we will have an earlier bar, September and we hope the results of the bar will come out in less than two months so that by December next year we would welcome into our bench and the bar our new lawyers,” Associate Justice Hernando said. Lapanday, ascribed in nar ratives as the residence of Syrian-Lebanese Juan Awad (a Maronite Christian who got a 1,024-hectare land lease from the Spanish colo nial state) was first known as the home of Davao’s first ab aca plantation. Such a claim, though, has since been dis puted.Abaca cultivation, it seems, was started early on by the Bagobos, and Santa Cruz was its epicenter. Inter estingly, Awad also owned a flourishing farm there. When the Japanese migrants work ing as laborers completed their labor in Baguio were allowed to toil in hemp plan tations, the first batch of re cruits, arriving in 1903, was sent to Awad’s agricultural estate in that area. The cultivation of abaca on plantation-sized farms started in earnest in the last decade of Spanish rule. Jesuit priest Fr. Saturnino Urios, in his letter to the Mission Su perior dated April 30, 1894, described Santa Cruz, a pueb lo (town), as developed, but the sprawling hemp farms, as would be the case in later decades, were experiencing manpower shortfall: ‘…Santa Cruz… has very good roads that are much frequented, for the Chinese from there and from Davao, and other traders… These days, many sacks of cacao are exported, selling at fabulous prices in the plaza… There is more abaca than can be pro cessed by the day laborers here. What a pity! Since 1891 they have become interested in plantations to exploit this fiber. They have since plant ed it, but now they face the problem of lack of workers.’ Fr. Urios’ account puts into context that (i) Awad, as the ‘father of hemp cultivation’ in Davao, is the first planter to employ Japanese labor; (ii) the cultivation of plantations started in Davao del Sur; (iii) Santa Cruz, the oldest town south of Davao, hosted the biggest abaca estates when several nearby localities were still under its control; (iv) the concept of plantation started earlier than 1893, the year it was supposedly in troduced; and (v) the town accommodated chiefly Syr ian-Lebanese, Spanish, and American-owned abaca plan tations.Beyond plantations, Santa Cruz, at the turn of the 20th century after the Spaniards left, became the center of schism. Some Catholic lay leaders who claimed to have been coerced into conver sion, revolted by destroying religious icons and desecrat ing church ornaments. The uprising was later calmed down by the Americans. Lat er, the first Protestant mis sion school shepherded by Rev. Franklin Black was es tablished in barangay Melilla. Santa Cruz’s plantation economy flourished even more during the first decade of American occupation. US military servicemen who completed their tour of duty or were retired, resigned, or discharged from the service opened farms in the area. With their initial success es, more forestlands were opened southwest of the dis trict.One of the notable Ameri can planters in town was Wil liam H. Gohn, originally from Pittsburgh, Pennsylvania, a sergeant with the US 17th In fantry. After his discharge in 1904, he settled in Santa Cruz and launched his abaca ven ture. Encouraged by his ini tial agricultural successes, he worked together with some friends to organize Keller & GohnOrganizedCompany. in 1906, the company managed a 126-hectare hemp planta tion, the first of its kind in Davao to bve irrigated. It sourced its water from the Lobo River. Aside from Gohn, the enterprise listed as its incorporators, namely R.C. Baldwin and F.L. Keller. Initially, the residents showed skepticism towards the cultivation of abaca, say ing the soil in the area was not suitable for the crop. But the trailblazers, after intro ducing irrigation, proved the detractors wrong. Starting with an investment of P600, they cleared the land and planted it with 50,000 hills of hemp. To keep the cultivation manageable, they only tilled a parcel of land that could

Only the husband (or his heirs in exceptional circum stances) that can impugn the legitimacy of the child. In the case of Liyao Jr. v. Tanho ti-Liyao , the Supreme court said that, Impugning the le gitimacy of the child is strict ly a personal right of the hus band, or in exceptional cases, his heirs for the simple rea son that he is the one direct ly confronted with the scan dal and ridicule which the infidelity of his wife produc es and he should be the one to decide whether to conceal that infidelity or expose it in view of the moral and eco nomic interest involved.

Note that the action for impugning the legitimacy of the child shall be brought within one year from the knowledge of the birth or its recording in the civil reg ister, if the husband or, in a proper case, any of his heirs, should reside in the city or municipality where the birth took place or was recorded.
