Rigo lauds Davao Central 911 for winning NDRRMC award

Rodrigo “Rigo” Duterte II lauded Davao Central 911 for emerging as Best Government Emergency Management Systems and Response Teams (GEMs) Category in the National Disaster Risk Reduction and Management Council’s (NDRRMC) 22nd Gawad KALASAG (Kalamidad at Sakuna Labanan, Sariling Galing ang Kaligtasan) Seal and Special Awards for Excellence in Disaster Risk Reduction and Management and Humanitarian Assistance 2022.

9 killed, 5 wounded in North Cotabato clash

Amilitiaman was killed in an ambush while eight others also died in the succeeding firefight in Barangay Tapudoc here on Friday afternoon.

Maj. Jennefer Amotan, the police chief of this town, said Saturday that prior to the firefight, lawless elements killed in an ambush Ramel Santillan,

a member of the Citizen Armed Force Geographical Unit (CAFGU), around 2:30 p.m.

Santillan, 22, was driving his motorcycle on his way to the Tapudoc CAFGU detachment when ambushed.

The militiamen on duty, upon hearing the gunfire, rushed to the scene and found Santillan

on a dirt road.

The militiamen clashed against some 50 gunmen as they pursued Santillan’s attackers that resulted in the death of five CAFGU members and three lawless elements.

Four militiamen and one on the enemy side were also wounded in the firefight that lasted for more than two hours.

The police identified the slain CAFGU members as Jomar Roben, Jesry Galo, Melvin Cabrerra, Moises Galo, and Johnrey Cabrerra, while Ariel Wacan, Gibel Galo, Harison Galo, and Dante Boboy were wounded.

MinDA, new PH Ambassadors partner to promote Mindanao

In a bid to strengthen partnership with with the Department of Foreign Affairs (DFA) in advancing the economic development and attracting more investments in Mindanao, the Mindanao Development Authority (MinDA) has welcomed the 17 newly- designated and confirmed Philippine Ambassadors Extraordinary and Plenipotentiary on Friday at the Dusit Thani.

Led by their Head of Delegation, Ambassador of the Philippines to the Republic of Indonesia and Assistant Secretary, Honorable Gina Alagon Jamoralin, the said event is part of their Onsite Economic Diplomacy Program before they assume their respective mbassadorial posts and assignments early next year in various parts of Asia, the Middle East, Latin America, and Europe.

MinDA, as the Philippine Coordinating Office for BIMP-EAGA (PCOBE) and DFA’s key partner in promoting international cooperation for Mindanao, has been requested by DFA Manila – Office of International Economic Relations and DFA Mindanao to co-organize the said visit for the Ambassadors and pay a courtesy call to MinDA Chairperson, Secretary Maria Belen Acosta.

City Council approves P11.8B budget for 2023, allots P10M for MICECon

The head of the Vaccination Cluster of the city government of Davao announced that services will end in January next year and vaccination of Covid-19 will be accessed through district health offices.

It is expected that President Ferdinand Marcos Jr. will lift the country’s State of Emergency status in January 2023.

Dr. Josephine Villafuerte, head of the Davao City Covid-19 Vaccination Program, announced that currently vaccination continues at the district health offices and the People’s Park even on weekends until December 18, 2022, and will stop and will resume in January next year at the district health offices.

The City Council approved on Friday Davao City’s P11.8 billion budget for 2023 with about P10 million allocated for MICE (meetings, incentives, conventions, exhibitions) Conference slated next year.

“The city council has approved the P11.8 billion budget sa city for 2023. This money will be used sa projects sa city and kauban na dinha ang budget for our MICECon next

year. Dako kaayo ni siya na convention and let’s take advantage of this so that more conventions will come to the city next year,” Al-ag told Edge Davao.

Council, said the conduct of MICECon here is expected to revive the tourism industry of the city.

“We want to position Davao City as a convention hub and once diri ang MICECon next year we will be promoting the city na diri ang mga conventions na mahitabo and this will revive the tourism industry,” he said.

According to Al-ag, the bulk of the budget goes to the operations of the city:

about P700 million will go to City Environment and Natural Resources Office (CENRO) to ensure the cleanliness of the city; P800 million to the City Health Office (CHO); and P3 billion for the programs of the offices under the City Mayor’s Office (CMO).

He also said that about 20 percent of the annual development fund, which is more than P2 billion will go to the city’s infrastructure projects.

LTFRB 11 launches modernized PUVs in Davao Occidental town

The Land Transportation Franchising and Regulatory Board XI launched on Wednesday (Dec. 7) the modernized Public Utility Vehicle (PUV) in Sta. Maria town, Davao Occidental.

The three units of modernized PUVs will be plying the route of Digos City in Davao del Sur to Sta. Maria, and vice-versa.

rector Nonito Llanos III bared that Sta. Maria is the first municipality in Davao Occidental to have received the class-three PUVs.

“We are making history today because this is the first route with modernized units in Davao Occidental,” Llanos stated.

He mentioned that early next year, another operator will be putting in place modernized units to

take the route from Digos City to Malita, Davao Occidental.

Sta. Maria Mayor Claude Benjamin II Bautista was thankful to LTFRB-XI for considering the municipality as the first recipient of the PUV units in the province.

He cited the importance of having the modernized PUVs, as this makes traveling time shorter and easier.

“This is a big blessing for the people of Sta. Maria. The travel here will be more efficient now,” Bautista said in the vernacular.

The newly-launched modernized PUVs are designed to make the country’s public transportation system safer, more convenient, accessible, efficient and environment-friendly.

From the get-go, the Americans, after arriving in Davao in 1900, launched the agenda to open roads for transport and the installation of telephone lines along the beachlines. For areas separated by riverways and ravines, the plan was to construct appropriate bridges to facili-tate passage. The construction of passable roads later led to the introduction of wheeled vehi-cles.

Telephone lines, as communication links, were also installed for telegraph and cable wires. To connect the southwest part and the eastern seaboard of the district of Davao, the plan was to open telephone and telegraph lines from Davao on the north towards Cuabo, in Lupon, Davao Oriental, to Boston town at the extreme end of the district, and from Davao to the south, to as far as Makar, Gen. Santos City,

through the dense forests.

When Maj. C.D. Cowles, commander of the U.S. 17th Infantry Regiment, reached Davao on September 30, 1901, he observed that 15 miles of telegraph lines in the south had been completed. Decades later, weather conditions and other elements eventually affected the poles that held the lines. By February 1906, The Far Eastern Review reported, the Santa Cruz telephone line was completed but only the stretch between Davao and Tagulaya was opera-tional.

The Bureau of Public Works (BPW) reports from 1917 to 1931 say more about the projects. In 1917, over 400 telephone poles on the Davao-South line were replaced due to rotting and falling down, exclusive of the other 200 poles also needing similar attention. That year the Davao-North telephone line was

finished. The following year, an additional 20 miles of lines were built on the Davao-North line that started at the Cuabo wireless station.

On November 27, 1931, Congress, under Act No. 3913, granted Davao Telephone Com-pany a franchise to install, operate, and maintain a telephone system in the Province of Da-vao and its municipalities. Cyrus Hale McLean was the chairman of the Board. Four years later, it was purchased by the Philippine Long Distance Telephone Company (PLDT), which assured the installation of a radio-telephone station to give the city wired contact with the outside world.

Nearly three decades later, the Davao City Council passed Resolutions 664 and 2015 on August 7, 1963, and December 27, 1963, respectively, allowing

the operation and mainte-nance of a city-wide telephone system, owned, maintained, and operated by Davao City. To put on track the mandate, the city, on February 26, 1964, entered into a contract with ITT Philippines, Inc. for the latter to install and deliver the telephone system in the amount of P3.587 million.

The company was given until November 29, 1966, to deliver the agreed package.

The deal, however, was contested. PLDT, on June 23, 1964, filed a case for prohibition and mandamus against the city and the Public Service Commission (PSC), which approved the deal. The phone company enjoined the city from fulfilling its agreement with ITT Philip-pines, Inc. and asked the PSC to require the city to obtain a certificate of public convenience and necessity.

The PLDT, as petitioner, an-

chored its case on two issues, namely: (1) the city has no power to establish and operate a telephone system; and (2) the city has first to secure a PSC certif-icate of public convenience and necessity. It also applied for preliminary injunction twice but was denied.

In denying PLDT’s petition, the Supreme Court ruled that the city, as ‘a municipal corpo-ration is not prevented from constructing and operating a competing plant’ and the city, un-der the Public Service Act, is exempted from the PSC certificate of public convenience and necessity, particularly citing Section 14(e) of the law which states: ‘Public service owned or operated by any instrumentality of the National Government or by any government-owned or controlled corporations, except with respect to the fixing of rates.’

Fifty years after its creation, the Philippine Atmospheric, Geophysical and Astronomical Services Administration or PAGASA can be considered as one of the most useful and busiest national government agencies whenever tropical cyclones and other weather disturbances hit or threaten to affect any part of the country, especially during the prevalence of the worldwide climate change.

This is because PAGASA officials and personnel have to be always proactive, meaning that they must always be on watch for whatever is expected to happen in the Philippines and nearby countries anytime with regards to changes in weather conditions and other phenomena as well as monitor reports of weather authorities in other countries so they can issue proper warnings to Filipinos.

Aptly called weathermen, PAGASA people also have to make appropriate weather outlook for air and sea travelers daily, seven days a week and 52 weeks or throughout the year as well as warning on heavy rainfall and possible flooding every now and then, especially during the rainy and typhoon season.

The weathermen also have to be always on alert for what is called a low pressure area (LPA)

anywhere in the country that could develop into a tropical depression, storm or destructive typhoon. In such cases, they must issue as soon as possible the necessary warning to the people, including those in the air and seas, as well as officials of national and local governments.

PAGASA also has the function of warning against droughts and flooding in the country caused by the weather phenomenon called El Nino or La Nina, respectively.

Owing to the importance of the functions assigned to them, the PAGASA weather watchers, unlike the staff of most other government offices, are expected to stay on their posts, on a rotation basis, even during official holidays and the Holy Week.

Of course, there are several other national government agencies whose personnel are also required to stay on their posts, whether there are calamities or not. They include those of the Philippine National Police (PNP), Armed Forces of the Philippines (AFP) and its various commands and services, including the Office of Civil Defense (OCD), National Disaster Risk Reduction and Management Council (NDRRMC), Philippine Coast Guard (PCG) and Philippine Air Force (PAF).

Officials and personnel of the

Department of Social Welfare and Development (DSWD) also become very busy distributing relief goods during calamities caused by tropical cyclones, severe floodings and during earthquakes and volcanic eruptions.

The Department of the Interior and Local Government (DILG) has to monitor the preparedness of local government units nationwide.

In the National Capital Region, the Metropolitan Manila Development Authority (MMDA) traffic personnel have to regulate vehicular flow even during heavy rains and severe flood situations.

Another national government office that becomes very busy during emergencies is the Department of Health (DOH) which maintains national and regional government hospitals staffed by government doctors, nurses and other health personnel across the country.

BACKGROUND:

PAGASA was created under Presidential Decree No. 78 issued on Dec. 8, 1972 by then President Ferdinand E. Marcos Sr. to replace the former Philippine Weather Bureau.

Originally attached to the Department of National Defense, PAGASA was later transferred to the Department of Science and Tech-

nology (DOST), together with several other bureaus and agencies which included the Philippine Institute of Volcanology and Seismology (Phivolcs). The latter has been tasked to investigate the causes and nature of earthquakes, volcanic eruptions and other geological phenomena.

Marcos said he created PAGASA “to provide protection against natural calamities and utilize scientific knowledge as an effective instrument to insure the safety, well-being and economic security of all the people, and for promotion of national progress.”

Among the major functions, powers and duties of PAGASA are:

* To observe and report the weather of the Philippines and specified adjacent areas, issue forecasts and warnings of weather and flood situations affecting national safety, welfare and economy.

* To undertake, in coordination with other agencies, activities geared towards the moderation of typhoons, availing of modern scientific and technological advances in order to reduce their destructive potentials while retaining their beneficial effects.

*To conduct continuous earthquake recording and observation through an adequate seismological network throughout the country to gather as much information as

may be necessary for determination of safety factors in the design of building structures and infrastructures.

*To coordinate with international organizations in tsunami (seismic sea wave) and typhoon warning dissemination particularly to the coastal regions of the Philippines bound to be affected.

The creation of PAGASA came just two-and-a-half months ahead of the birth of the Philippine News Agency (PNA) which was established as the national government’s official news outfit on March 1, 1973. It replaced the defunct Philippine News Service (PNS), a privately-owned news-gathering cooperative which existed from 1950 until the declaration of martial law by President Marcos in September 1972.

Since both PAGASA and PNA are engaged in disseminating information, they have become partners in this undertaking since 1973 until today. PNA disseminates PAGASA’s weather forecast and other information through the former’s provincial and regional bureaus as well as its partner news agencies around the world.

Incidentally, the former PNS and the old Weather Bureau had a similar partnership with the use of the World War II teletype system from the 1950s to 1972.

BARMM approves P75-M power plant investment

The Bangsamoro Board of Investments (BBOI) is ending 2022 with a message that the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) remains a good investment destination by approving the PHP75-million registration for the expansion of Kaltimex Rural Energy Corp. (KREC).

KREC, 60 percent Filipino- and 40 percent Indonesian-owned, wants to expand an off-grid diesel power plant on 2.7 hectares of property, about 5 km. from the town center of Bongao, the capital of Tawi-Tawi.

The output of the 8-megawatt (MW) diesel

power plant will supply electricity to the Tawi-Tawi Electric Cooperative with a total expansion cost of PHP75,554,881 and will generate 48 job employments, both direct and indirect.

“The PHP1.3-B total approved investments for this year indicates the im-

proving investment environment in the region and the economy is humming back to life with industry conditions becoming stable,” Mohamad Omar Pasigan, newly appointed BBOI-BARMM chairperson, said in a statement Saturday.

Pasigan said the registered investment projects would enjoy fiscal incentives, such as an income tax holiday and reduced duties and tariffs for the import of capital equipment, dispensed by the BBOI-BARMM under the Corporate Recovery and Tax Incentives for Enter-

prises law.

“KREC is recognized as the New Power Producer in Mindanao. We hope that with this registration, more investors of energy will put up their investments in BARMM,” Pasigan said. “Investing in the region is safe and profitable and the BBOI is committed to guide and attend to the needs of our clients from the beginning to every step of the way.”

Over the past three years or since the creation of BARMM, the region has generated a total of PHP8.1 billion worth of investments.

Group calls for stricter monitoring of entry of imported agri products

The Department of Agriculture (DA) and the Bureau of Customs (BOC) should be stricter in monitoring the entry of imported agricultural products in the country, an agriculture group said on Saturday.

“Dapat tutukan ng DA at BOC ang mga pumapasok na agricultural product sa bansa,” Rosendo So, pres-

Some P3.9 million worth of allegedly smuggled white onions were recently confiscated by authorities in Divisoria in Manila.

So also said some importers misdeclare their products to be able to smuggle agricultural products into the country.

Last weekend, the DA cautioned the public against purchasing onions from online platforms as these may be illegally imported into the country.

Finance Secretary Benjamin Diokno defended Friday the proposed Maharlika Wealth Fund, saying it has transparency and accountability safeguard to prevent it from suffering the same fate as Malaysia’ corruption-riddled 1Malaysia Development Berhad (1MDB).

Diokno said it is “unfortunate” that the critics of the Maharlika Wealth Fund cited the 1MDB, which he said had a sole signatory —former Prime Minister Najib Razak.

“He is the only signatory… so there are no safeguards,” the Finance chief said.

Senator Imee Marcos earlier expressed fear over the proposed sovereign wealth fund as it might be the next 1MDB.

Razak is serving a 12-year jail sentence for corruption in the 1MDB financial scandal.

Comparing the Maharlika Wealth Fund and 1MDB, Diokno said that “in this particular formu-

lation… there are many layers.”

“There are many layers of audits, we have an internal auditor, we have an international auditor, and then we have COA (Commission on Audit),” the Finance chief said.

Diokno added that the proposed sovereign wealth fund has a “congressional oversight committee consisting of five members of the Senate and five members of the House to oversee the implementation of the fund.”

“We want to make sure that this is on the level, transparent, there’s accountability, there’s a published report, we submit a report to the President. And this will be published so we can be sure that the (Filipino) people would know where that money is going,” he said.

“Bongbong” Marcos Jr. is scheduled to discuss billions of pesos worth of investments expected to generate hundreds of jobs for Filipinos when he meets European business executives in Brussels next week.

According to DFA Assistant Secretary Daniel Espiritu, Marcos is expected to have roundtable meetings with European firms to discuss business and investment opportunities in the Philippines.

“There will be one-onone meetings with the big corporations who will be expanding their presence in the Philippines – that means more investments and more jobs for us, Filipinos,” Espiritu said at a briefing on Marcos’ activities in Belgium.

Marcos is scheduled to attend the ASEAN-European Union Summit in Brussels.

“And then there will be a business roundtable with the EU and European corporations during which the President will have the opportunity to expound on our trade and investment

policies to attract more, of course, trade and investments from Europe,” Espiritu said.

“[This includes] networking among Filipino businessmen and European businessmen. Hopefully, for this networking, the Filipino businessmen will be able to come up with deals with their European counterparts,” he added.

Espiritu said Marcos will specifically meet with officials from Unilever, which is looking to expand its operations in Cavite.

“This is important because this corporation is intending to establish a new state-of-the-art manufacturing facility for personal care products in Cavite,” Espiritu said.

“So expansion of investments... to the tune of P4.7 billion. Now, it’s expected to generate at least 130, projected employment for the Philippines,” he added.

Espiritu said Marcos would also meet with the officials of AUSEA, a shipbuilding and navigation firm, which is looking to develop a shipyard with an investment of P1.5 billion.

“The online sellers, and delivery workers they showed us that during the pandemic they make ways to survive and also they deserve the protection given by the Social Security System,” says Greta Fe Quayle, regional communications officer of the SSS-Davao said during their guesting at the One Davao Presser on Dec. 7.

Quayle said they are not just focusing on getting members from the employed sector or the pro-

fessional self-employed but they also want to bring the benefits of SSS membership to the informal sector.

“Gusto namo ma-feel nila na secured pud sila (We want that they feel they are secured),” Quayle said.

She said being an SSS member is important as here in the country getting an insurance is not prioritized and is seen as a burden.

“Having a social security coverage has lots of advantages, you will see that what we are paying back is more

than ten times than your investment,” Quayle said.

The SSS according to Quayle have been trying to woo the online sellers and the delivery riders to apply for SSS membership.

She said the riders are very exposed to dangers particularly on the road.

“When the time comes you can no longer work. Like if one gets sick or disabled, we want you to have a fallback,” Quayle said.

For SSS-Davao senior analyst Juneza Yu they are extending the self-employed membership to the delivery riders and online sellers.

“These online sellers and the riders many of

them were employed and lost their jobs and engage in online selling and deliveries so they became self-employed what we can do here in SSS we can continue the EC (employee’s compensation) which are additional benefits they will receive if something happens to them while working,” Yu said.

Yu is calling all online sellers and riders to meet with the SSS team so they can discuss the benefits of an SSS coverage to them.

“We can conduct a seminar where we will explain and expound to you the benefits if you will become a member of the SSS,” Yu said. (PIA/RG Alama)

SSS set to issue UMID-and-ATM-in-one cards

The Social Security System (SSS) on Friday said it would issue universal multipurpose ID (UMID) cards upgraded into automated teller machine (ATM) cards in partnership with banks.

With the UMID ATM Pay Cards, the SSS said members would enjoy the advantages of having a disbursement account for their benefits, loan proceeds, and refunds.

It will also give access to the participating banks’

available ATMs and online and mobile platforms to make their banking transactions apart from having a valid government-issued ID.

“The UMID ATM Pay Card Program aims to promote the accurate and timely payment of SSS benefits and loans to rightful recipients. It is a step towards the national government, the SSS, and its partners’ shared goals of greater financial inclusion and payments digitalization,” SSS president and CEO Michael Regino said.

“Currently, SSS is offering UMID ATM Pay Cards that are linked to a regular savings account, with the Union Bank of the Philippines (UBP) as the first participating bank,” he added.

The SSS said the UBP had initially prepared one million UMID ATM Cards for those who had yet to be issued the UMID cards.

“The UBP will also allow those with pending generic UMID cards for production to avail of this upgrade for free. To do so,

they must give their Data Sharing Consent through the Services Tab of their My.SSS Web Portal account and undergo the electronic Know-Your-Customer (eKYC) process through the online or mobile platform of the UBP,” Regino said.

Members who will avail of said card this year will also receive a P200 Jollibee e-Gift Certificate and the chance to win a car from the UBP upon the activation of their account and funding it with P1,000, it said.

DSWD XI concludes the 2022 Social Pension payout

The Department of Social Welfare and Development Field Office XI, through the Social Pension for Indigent Senior Citizens (SocPen) program, fully utilized and concluded the 4-quarter payout for 2022 as it ended its last payout in Davao City last November 25, 2022.

An amount of Php 33,042,000.00 was given to 22,028 beneficiaries in Davao Occidental, Php 69,298,500.00 to 46,199 beneficiaries in Davao Oriental, Php 79,003,500.00 to 52,669 beneficiaries in Davao de Oro, Php 62,472,000.00

to 41,648 beneficiaries in Davao del Sur, Php 84,831,000.00 to 56,554 beneficiaries in Davao del Norte, and Php 98,403,000.00 to 65,602 beneficiaries in Davao City. A total of Php 427,050,000.00 was distributed among 284,700 recipients of the Social Pension program in Davao Region.

The head of the SocPen Unit, Ms. Maria Victoria N. Arancon said, “We are very grateful for the assistance and cooperation from the Local Government Units (LGUs) who augmented us during

the payout, as well as the officials from the Office for Senior Citizens Affairs (OSCA) of their respective barangays.”

Grow our economy, and sports will develop by leaps and bounds

TOKYO --- My brother-in-law Madi, out of the blue, started asking me as to why Japan has been doing well in the world of sports, recently citing their performance in the Fifa World Cup.

For an advanced and industrialized country, Japan has been producing outstanding athletes for many years in professional sports.

Let me put it this way, I said.

If the economy is doing well, naturally, the people are in the good mood for entertainment.

And sports is one huge, huge part of the entertainment industry.

So huge that it has been professionalized and even universities have opened courses leading to a uninversity degree in sports. It just cannot be stopped.

I mentioned in my previous column that we used to beat Japan in soccer by double digit scores, according to a Japanese coach whose name I could no longer recall when he visited Davao many moons back.

But as Japan’s economy grew right after the second World War, its sports affairs grew by leaps and bounds. In fact, Japan has

hosted the Olympics four times.

Our myriad of challenges in the Philippines have led to the underdevelopment of sports.

The decline of our performance in the world stage can be shown in just a few medal count. If not for weightlifter Hidilyn Diaz, we would not even earn that elusive Olympic gold medal. Compare that to Japan’s 186 gold medals in the Olympics! And we never hosted the Olympics.

I remember stories of the Philippines hosting big events at the Rizal Memorial Sports Complex in first 1913 and the last time in 1934. At that time, the Philippines was then a sports power. Now, you obviously know the answer.

So, our beloved country should simply follow what Japan has been doing all these years, economically, to be a highly-industrialized country and the consequence is the big growth in sports development.

I am reminded of Philippine Football Federation (PFF) secretary-general Christopher Monfort who said that a city should always prioritize the building of sports infrastructure and pro-

grams because that will keep the citizenry healthy in the long run. “Keep our people in sports and they will avoid going to the hospitals”, he said.

And I totally agree. But I responded to Chris saying, we have to fix our economy and peace and order condition. And he agreed.

We have sports facilities already, and the National Academy of Sports(NAS) was established too, big thanks to Senator Christopher “Bong” Go and the approval of Mayor Digong, the president then.

It will take some time for NAS to show its great results yet I am optimistic that the day will come when Academy graduates will turn things the way it should be with the help of government and private sector leaders.

Can we be a sports power again?

Forgive me for still being idealistic about it but I am still optimistic you know. Like Senator Bong Go who worked very hard for the establishment of the NAS.

Every time I see beautiful sports facilities and events abroad, I always feel sad but I tell myself, “Mahimo unta nis Pilipinas”.
