Rigo’s gift-giving activity continues

The gift-giving activity of Rodrigo “Rigo” Duterte II continues in various barangays in Davao City this Christmas season.

Recently, he conducted the said activity in barangays 1-A,3-A, 4-A, 6-A, 7-A, 8-A, 9-A, 10-A, 11-B, 13-B, and 14-B that benefited a total of 399 Dabawenyo beneficiaries.

It is the goal of the First Congressional District Office to distribute gift packs to 8,860 barangay functionaries this yuletide season.

He said the activity also aims to make every Dabawenyo happy this Christmas.

“Ang atong tumong aning pagdistribute og gift packs kay para makahatag kalipay sa atong mga barangay workers. Daku kaayo ni sila’g tabang sa atong mga kumonidad. Usa sila sa rason na makahatag atong mga barangay og saktong serbisyo sa mga katawhan. Pinaagi ani na activity mapaabot nato sa ila ang atong pasalamat,” Rigo said.

Councilor Al-ag eyes establishing recreational trails in Davao City

City Councilor Bernard Al-ag is eyeing the establishment of institutionalized trails for Dabawenyos who are into leisure hiking.

“I am now in talks with the Department of Environment and Natural Resources in how we can institutional-

ize these trails na ma-aenjoy sa atong mga Dabawenyos (for Dabawenyos to enjoy),” says Councilor Al-ag during his guesting at the One Davao presser.

The Councilor said Davao City has many hiking trails particularly in Toril.

pud tay trail sa Eden ug didto sa Tagurano , daghan ta trails diri sa siyudad (We have vipers peak, we also have a trail in Eden and also in Tagurano we have many trails in the city),” the Councilor said.

Koronadal LGU shuts down Yellow Bus private terminal

The city government here stopped Friday morning the operations of Yellow Bus Line, Inc., causing inconvenience to thousands of passengers who have been patronizing the company.

Mayor Eliordo Ogena said he ordered the closure of the firm’s private terminal since the firm allegedly violated the local revenue code.

“The company has been operating without a business permit for two years in a row, that’s why the city government closed it,” he said.

Ogena told local media that city hall has issued several cease and desist orders and notices of closure to the company, the last on Thursday, December 16, but the firm apparently disregarded them.

In response to the action of city hall, Yellow Bus posted in a giant tarpaulin, in front of its terminal, an order from the Regional Trial Court Branch 42 involving a writ of execution on Civil Case No. 2316-42.

In a ruling issued on December 27, 2019, the court

ordered the city mayor and concerned offices to refrain from implementing City Ordinance No. 9 Series of 2018 on Yellow Bus, which for decades operates from its private terminal along the highway in GenSan Drive that is nearer to the city’s commercial district.

The ordinance required all buses and passenger vans operating here to utilize the city public terminal in the interior Robredo Avenue.

The case is on appeal before the Court of Appeals, Ogena said.

Ogena said that Ordinance 9 is not the issue why they closed Friday the terminal of Yellow Bus.

“The company is operating illegally without a business permit so we closed their terminal – this is the issue here,” he added.

The mayor revealed that there have been at least three meetings with a company intermediary in a bid for settlement but negotiations bogged down, leading to Friday’s stoppage of the firm’s operations.

131 megawatt-capacity power projects lined up for Davao Region

Around 35,000 learners and more than a thousand teachers are expected to benefit from the school supplies donation of the Bank of the Philippine Islands (BPI) Foundation, according to the Department of Education (DepEd) on Friday.

In a video message, Vice President and Education Secretary Sara Duterte lauded the BPI Foundation’s initiative as it partnered with the DepEd for learning recovery.

“This project brings joy and ease to thousands of public school teachers and students, a concrete affirmation of your trust and confidence in them to hold out strong as we endeavor to recover learning gaps due to the schools’ closures during the pandemic,” she said.

Duterte noted that the move steers the organization’s social corporate responsibility, as well as its stakeholders which helps achieve the development and enhancement of basic primary education.

“May we never tire [of] finding meaningful ways to support our shared endeavors of our teachers and students and maintain the quality of our education through our engagements, synergy, and commitment to the nation,” she said.

The BPI Foundation, meanwhile, assured the public of its sustained commitment and partnership with the DepEd.

For battery systems are Maco Battery Energy Storage System with 20 MW capacity, Tagum Battery Energy Storage System

with 20 MW capacity, Malita Battery Energy Storage System also with a capacity of 20 MW, and TMI Hybrid Diesel-Battery System by Therma Marine Inc. with a capacity of 49 MW and to be located at Maco, Davao de Oro.

Some battery projects are targeted to start commercial operations within the year and and some in 2023.

Sara on Joma’s death: May God have mercy on his soul

Vice President Sara Duterte issued a terse straightforward statement on the death of Jose Maria Sison, founding chair of the Communist Party of the Philippines, who passed away on Friday, December 16, 2022 after two weeks of confinement in the hospital. He was 83.

“May God have mercy on his soul,” she said.

The passing of Sison was confirmed by CPP chief information officer Marco Valbuena.

Sison died exactly 10 days before the 54th founding anniversary of CPP on December 26, 2022.

It can be recalled that the vice president had en-

gaged in a social media word war with Sison.

In 2018, the vice president who was then the mayor of Davao City reacted to Sison’s Facebook post on the former president’s irrational state of health.

“My guess is, at the rate that he or his caretaker is unraveling, he will soon say PRD is not human but an

alien in the form of Rodrigo Duterte. His recent Facebook posts about the dying PRD is not rational and napaisip ako kung siya ba ang nagpost or baka caretaker nalang ni Joma,” she said in a statement.

Built on what was a beach linking Santa Ana pier to a fisherman’s quay known as Salmonan, Magsaysay Park, a tribute to the country’s third postwar president who died in a plane crash in 1957 at Mt. Manunggal, in Cebu, is arguably the first Davao City development constructed on reclaimed land. The initiative is a project of the local branch of the Philippine Veterans Legion; it was turned over to the city government on July 31, 1960.

Paulo Alcazaren, a landscape architect, urban planner, and well-traveled journalist, in a column (‘City Sense: Zumba, durian and the Magsaysay Park in Davao’) penned for the Phil-ippine Star on October 14, 2016, wrote:

‘Magsaysay Park sits off its eponymous avenue at the edge of the city’s Chinatown. It is a green oasis fronting the

water between Davao and Samal, right beside the Santa Ana Wharf. The three-hectare site appears to be reclaimed land… The central core of the park is the me-morial to President Ramon Magsaysay. It was designed in a style typical of the late 1950s, in-fluenced by a “sputnik” futurist bent. The memorial consists of a trylon, a tapering obelisk on a tripod containing a lifesize statue of [the president] below the apex.’

The park has a 25-meter-tall landmark that is a memorial to the president. It stands in a large rotunda that is raised from the rest of the plaza. In front of the memorial is a 1,000-square-meter paved area that links to another rotunda that serves as sa kating rink and, in recent decades, as a site for morning dance and calisthenic classes. The upper eastern bend of the estate is an exposed

amphitheater while a fivemeter-wide, 250-meter esplanade or sea-wall connects it to the other end where several government offices and outfits, chiefly tour-ism-oriented, are hosted

The park, which is quite spacious, is home to an open-air chapel, the Nuestra Señora del Pilar, situated close to the embankment. There is also a relief sculpted by National Artist Jose Abueva called the Pamathalaan, described as ‘a bedrock of solidarity,’ a homage to the indig-enous peoples. The plaza also seats a cornucopia of stalls ranging from food kiosks to cooling stations, ornamental plant displays, curio shops, and children’s play areas.

Alcarazen adds: ‘The park is defined on its north side by the historic Sta. Ana Wharf, where Japanese migrant workers first landed in

1903… South of the park is a large informal settlement district that reaches down to the mouth of the Davao River.’

Outside the plaza and the tribal houses inside it, stalls selling farm produce, from the pungent durian to the medicinal mangosteen, have also become tourist draws. The stands also offer processed products and fruits that visitors and guests often buy for pasalubong or souvenirs.

Prior to its development, the park’s grounds were a swimming terminus known for its steep underwater precipice. Skilled patrons living around the Santa Ana area and residents of the old Piapi district, used to troop to the beachline for weekend swimming and cavorting of the big waves. For families with kids who did not know to swim, the choice for bath-

ing was the friendlier and safer Ipil beach at Agdao, in a site where an aeronautical school now stands.

Efforts to introduce makeovers and enhancements to the six-decade-old park remain stalled by the usual bureaucratic hurdles. Alcarazen observed that ‘the general landscape of the park is a tad messy and worn out. The playground has also seen better days and the fruit kiosks could be better integrated with the park…. the esplanade, or sea wall…is a lost oppor-tunity.’

But the main issue that confronts the advance of the plaza as an open, green space is the government’s inaccurate use of parks as home to state offices, and the lack of eagerness to set aside funds for parklands that can be developed into ecological sites and authentic cultural exhibits.

The dignity of a country resides in the soul of its people. People might fall into the illusion that a charismatic person will soon arrive to give them all the freedom necessary to liberate them from the fetters of poverty and social injustice. But in a modern democracy, the realization of the public good requires strong institutions, just laws and competitive policies. Those are the things that will truly empower citizens. However, such ideals might remain as such if we do not have a catalyst for change or some kind of a revolution, so to speak.

The Philippines has not matured into a genuine democracy because of the inability of the Filipino people to actualize a common vision that unites the country as one. But the reason why this appears to be the case is now

clear. The enemy is elitism in Philippine society. It dictates the course of the public lives of Filipinos. In order to respond to what ails the public sphere in the Philippines, a radical leader is viewed as necessary. This radicalism though may be judged as a form of populism. A despot often disguises himself as a messiah in order to manipulate people.

Indeed, institutional reforms cannot be realized unless people observe the rule of law. Democracy only thrives in dialogue and not in that can of language that might poison the public sphere. People must have the liberty to express themselves in terms of dissent and protest. Disruption in the social and public sphere characterizes what is happening in the country right now. The Filipino people, however, are

not in an unfamiliar territory. We have never been at peace with ourselves.

Many critics refuse to see is that fact that under ilustrado politics, Philippine society has not attained meaningful progress or inclusive growth. While the lack of political maturity is often blamed for our problems, the fact of the matter is that enslavement of the Filipino people by the oligarchic nature of its economy is deliberate. Such is meant to perpetuate the old order. In the end, our political responsibility remains. We must seek to dismantle this unjust configuration by disarticulating power away from the center.

Any radical change is an act of defiance that is rooted in that resurgent revolution that ultimately seeks to topple the hegemonic powers that continue to degrade the

dignity of the Filipino nation. But while such is the case, radical rule also reveals the open the institutional and democratic deficits in the country. This is something that comes as a result of its colonial experience. The focus on the strong personality of an anti-establishment leader often covers up fundamental problems. Democracy is not about those at the top.

However, maverick politicians often possess something that the people can take advantage of – political will. For many decades, the intellectual and economic elites in the capital have defined for the Filipino people the meaning of political correctness and even the meaning of their lives. The ilustrado type of politics determined how the state can be controlled to serve the agenda of the

powerful. Those in Manila have dominated all the discussions and dictated an unfair political framework that the Bisaya in the South are to simply follow.

The biggest enemy of progress is our political divisiveness. Politics divides people. The divisive nature of politics is like a cancer that has not withered away since the colonial times. But the elitist nature of Philippine democracy is now threatened by the fact that people are left with no option but to embrace radicalism. Progressive leadership can result to changes in structures and practices. However, this is not to condone any violation against the human rights of people. The right intent in electing a radical leader is to highlight the type of defiance so needed to overhaul elitist rule.

PH to lure RE technology, investments from Europe

Department of Trade and Industry (DTI) Undersecretary Ceferino Rodolfo said the country targets to attract investments from Europe for technology transfer and development of the renewable energy sector here.

In a virtual press briefing Friday, Rodolfo said European companies have recognized the Philippine government’s initiatives to shift to cleaner and more sustainable sources of energy.

“They are very happy with the statement of the President (on) sustainability as a core objective for the Philippines. They are also

happy not just because of the statements but because of the actual moves that are already undertaken by the administration,” said Rodolfo, who is also the managing head of the Board of Investments (BOI).

Among the policy initiatives of the Marcos administration to promote cleaner sources of energy include the amending of

the implementing rules and regulations (IRR) of the Renewable Energy Act that allows 100 percent foreign ownership for renewable energy projects as well as the executive orders on offshore wind projects and the modification of tariffs on imported electric vehicles (EV) and EV parts and components.

Rodolfo added that with these policies of the government, European companies have “tremendous interest in energy projects in the Philippines”.

“So, we look at Europe as source of technology and investments for renew-

able energy, in particular, of course solar and offshore wind projects,” he said.

He mentioned that for offshore wind projects, there are plans with investments of USD2 billion per project and with capacity of 1.2 gigawatts.

There are also floating solar projects with the same scale of investments, the trade official added.

BOI director Eries Cagatan said Belgian hydropower firm Turbulent has big interest in the Philippine market with the available flowing bodies of water here that can be converted to power.

PBBM OKs 2023-2028

PH development plan

President Ferdinand Marcos, Jr. has approved the Philippine Development Plan for the years 2023 to 2028, Malacañang said on Friday.

The development plan seeks to boost job creation and reduce the poverty rate through an economy

anchored on high growth, Press Undersecretary Cheloy Garafil said in a statement.

It will also “push for efficient economic transformation for a prosperous, inclusive and resilient society.” This will be implemented starting next year, Mala-

cañang said.

“I’m happy to announce that today, at the NEDA board meeting, we approved the Philippine Development Plan for 2023 to 2028 and this sets out the framework of the development plan for the Philippines and we have

included all of the priority areas,” said Marcos in his message.

“This will facilitate the coordination and the alignment of all departments and all agencies in government to a single plan so that we are all working in the same direction,” he added.

Cebu Pacific increases flights to Hong Kong

Budget carrier Cebu Pacific has launched additional flights to Hong Kong as the special administrative region began to relax its restrictions for inbound travelers.

Five flights in the Manila – Hong Kong – Manila route were being facilitated by the airline daily which started on December 11, 2022, and is seen to last until January 30, 2023.

“We are encouraged to see Hong Kong easing its restrictions for international travelers, and we expect demand to pick-up as we know many are excited to fly there again. We have made available many flight options for everyJuan to further allow them to make those holiday trips possible,” Xander Lao, Cebu Pacific’s chief commercial officer said in a press statement on Friday.

Passengers traveling to Hong Kong were advised to submit their COVID-19 vaccination record, a negative antigen test taken 24 hours before the flight, and

health declaration forms to the city’s center for health protection website: https:// www.chp.gov.hk/hdf/ as their pre-departure requirements.

They are also mandated to present their green health declaration QR codes generated via the online health declaration form upon checking in at the Ninoy Aquino International Airport.

Upon arrival in Hong Kong, travelers will be required to take an RT-PCR test and will be isolated in their hotels or residences while waiting for results.

Self-monitoring and testing will also be mandated during the first five days of their stay in Hong Kong.

Last week, the Hong Kong government started to ease its restrictions for incoming travelers in the city over two years after the COVID-19 pandemic hit.

In February, COVID-19 cases in Hong Kong surged to record-high infections that overwhelmed their healthcare facilities.

Unilever eyes PH as global hub for sustainability: DTI

With the fresh commitment of Unilever to invest PHP4.7 billion in the Philippines during the visit of President Ferdinand R. Marcos Jr. to Brussels, the multinational consumer goods manufacturer aims to make the country its global hub for sustainability.

In a virtual press briefing Friday, Foreign Trade Service Corps (FTSC) Assistant Secretary Glenn Peñaranda said one of the core plans of Unilever Philippines is to make its operations here a global hub for sustainability.

“Mr. Ben Yap also shared that it (sustainability) will also be at the core of their plans for the Philippines. His aspirations is to make Unilever Philippines as global hub for sustainability,” Peñaranda said.

He added that the new investments will also enhance the country’s competitiveness locally and regionally in the manufacturing of fast-moving consumer goods as Unilever

automates and digitizes its operations.

“We expressed to President Marcos our long-term commitment to sustainable and responsible growth in the country, and we are optimistic that our new PHP4.7-billion investment in a future-fit personal care factory in Cavite will contribute to the Philippine manufacturing sector’s competitiveness as we employ highly advanced technologies, with the potential to qualify the facility for the World Economic Forum’s Advanced Fourth Industrial Revolution Lighthouse,” Unilever Philippines chairman Benjie Yap said.

Board of Investments (BOI) director Eries Cagatan emphasized that the PHP4.7-billion expansion project of Unilever that will use fourth industrial revolution technology will not only automate and digitize the local operations of the company, but it will also increase its capacity of producing personal care products like skin care, hair care and deodorant by 15 percent.

Elevated inflation and peso depreciation, among others, dampened sentiments of both the consumers and businesses in the last quarter of 2022.

In a briefing on Friday, Senior Director Redentor Paolo Alegre Jr., of the Bangko Sentral ng Pilipinas (BSP) Department of Economic Statistics (DES), said confidence index (CI) for the current quarter’s consumer expectation survey (CES) slipped further to -14.6 percent from quarter-ago’s -12.9 percent.

By component indicator, results of the CES, done last October 1-13, showed

that index for economic condition slipped further to -22 percent and the family income to -7.4 percent while the family financial situation improved to -14.3 percent.

In terms of economic indicators, the consumer-respondents consider improvement in the inflation and interest rate but sees further weakening of the peso against the US dollar and unemployment

rate. All these are for the indicators for the current quarter and the next 12 months.

Alegre said the weaker consumer confidence in the country during the quarter is similar to those in Australia, South Korea and Taiwan.

Relatively, CI for the business expectations survey (BES) declined for the second consecutive quarter to 23.9 percent from 26.1 percent in the previous three months.

The drop was traced to higher inflation, peso depreciation, decline in sales and demand, and

rising cost of production inputs.

BES respondents see depreciation of the peso against the US dollar and the peso borrowing rate and inflation to further rise until the next 12 months.

Results of the survey show that respondents expect inflation to breach the government’s 2-4 percent target band until next year.

The respondents forecast inflation to average at 6.2 percent this quarter, 6.1 percent for the next quarter, and 5.9 percent for the next 12 months. (PNA)

PLDT shakes up management amid P48-B budget overrun

Telco giant PLDT is implementing a reorganization after an internal probe revealed an estimated P48-billion budget overrun from 2019 to 2022.

In a disclosure Friday, PLDT said the multibillion-peso budget overrun represents 12.7% of the total capital expenditure (capex) for the said period.

The issue is now subject to an internal investigation including internal forensics and discussions with principal vendors for the reconciliation of accounts.

PLDT clarified that the probe has not uncovered any fraudulent transactions, procurement anomalies, or loss of assets due to the capex spend.

It added that the company’s main business units - Wireless, Home and Enteprise - are not affected by the capex overrun.

The company said its management reorganization is underway as it improves its processes and systems that may have resulted in the occurrence of budget overruns.

PLDT, together with subsidiary Smart, has an aggregated capex of P379 billion from 2019 to 2022 which was used for massive network transformation and upgrade.

Its capex for 2023 will remain elevated as the budget overruns enter the financial statements this year and next.

Conglomerate San Miguel Corporation (SMC) landed as among the topranked Filipino firms in American business magazine Forbes’ annual list of the World’s Best Employers, which includes 800 firms from some 57 countries.

SMC landed number 174 overall, and is one of just two firms based in the Philippines--along with fast-food giant Jollibee Foods--to make it within the top 200. The survey, compiled for the past six years by Forbes, was conducted together with its partner, Statista.

According to Forbes, Statista surveyed some 150,000 full-time and part-time workers from 57 countries working for multinationals and institutions, to determine which of these firms excel in key areas such as corporate impact and image, talent development, gender equality, and social responsibility.

“It’s a major honor for us at San Miguel to be included in such a list, and to be ranked within the top 200 in the world, and one of the very best in the Philippines.

The PSC is under the Office of the President and as of this writing, the sports agency is managed only by Chairman Noli Eala and Commissioner Bong Coo with the assistance of executive director, Atty. Guillermo Iroy Jr.

I am curious how come there are no new Commissioners yet appointed by President Bongbong Marcos.

There is this sound of deafening silence.

You see ladies and gentlemen, in sports, there is a line-up for team sports.

The PSC operates the same way and major decisions are made by the board of commissioners.

I am a bit concerned because there are no sports movements here in Mindanao. And the year is almost over.

The previous Duterte administration of Mayor Digong had a complete line-up in the PSC and it was able to make decisions for the direction of sports activities and programs.

In fact, a satellite office in Mindanao was established and its core program was the Sports for Peace Movement.

I always believe that the sports for peace program should be sus-

tained irregardless of who sits in Malacañang.

Why?

Because Mindanao is special, whether you like it or not.

This is the only island of this lovely country that has to confront with the communist and Moro movement problems.

The seeds for peace through sports have been planted but it needs to be nurtured. Six years is too short.

Personally, I was expecting BBM-Sara campaigner, coach Leo Magno to be appointed in the PSC. However, he was given the Presidential Assistant for Eastern Mindanao position. Good for him and congratula-

tions coach Leo! I am truly happy on your new role.

I hope that this defeaning sound of silence in PSC Mindanao can end soon with the appointment of a Mindanaoan in the sports agency.

For sure there are a lot of talented sports managers available, even those from the Sulu Island, who are ready to serve our country.

But as to this delay of appointing PSC commissioners, I don’t understand what’s going on.

From what I heard, there are more than 100 applicants already.

President Bongbong must complete the PSC line-up and con-

tinue the sports for peace movement in Mindanao.

Anton F. Lagdameo, the former Davao del Norte Congressman, has been appointed as Special Assistant to the President and I am confident that he can make the needed recommendation for the good of Mindanao sports development.

A decision should be made now because there are a lot of things that need to be done in Mindanao.

2. Batang Pinoy 2022 opens in Ilocos Sur

The Batang Pinoy National Championships makes its return on Saturday, with five sports ushering in the country’s grassroots development program in Ilocos Sur.

Archery, badminton, chess, table tennis and medal-rich swimming open up hostilities in different venues distributed to

various Ilocos Sur cities and municipalities.

Archery is set at the San Ildefonso Central School grounds, badminton at the Ilocos Sur Badminton Center and Vigan Convention Center, chess at the Baluarte Function Hall, table tennis at the San Vicente Gym and swimming at the Quirino Stadium pool

in Bantay.

Athletes will begin to earn their medals on Sunday in athletics at the Quirino grounds, archery, cycling starting and ending at the Provincial Capitol in Vigan and weightlifting at the Caoayan Gym.

Obstacle sports, for its part, will start Monday at the Sta. Cata-

lina Gym.
