Vice President Sara Duterte reminded young doctors on Wednesday to love their profession as not everyone who dreams to be a doctor becomes a doctor.

In retrospect, the vice president admitted she harbored a dream to become a doctor.

During her inaugural speech last June, the vice president mentioned that she took up respiratory therapy as a pre-medicine course in the hope of fulfilling her dream to become a doctor.

“At the height of the Covid 19 pandemic, I somehow had a moment of nostalgia with things like: If I

had become a doctor, I’d most certainly be among those who were at the frontline, risking their lives to save others. Thank you for your hardwork during the Covid 19 pandemic. Daghan kaayong salamat on behalf of all the patients and the families that you have helped through Covid 19,” she said, Vice President Duterte reminded the young doctors that the battle against Covid-19 is still ongoing.

Bills seek creation of eight municipalities in BARMM’s Special Geographic Area

Eight bills have been filed for the creation of municipalities covering the 63 barangays in North Cotabato which petitioned and voted to be included in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) during the 2019 plebiscite in the region’s Special Geographic Area

(SGA).

Filed on Tuesday, Dec. 20, the bills, if approved, will create the municipalities of Pahamudin, Kadayangan, Kabalukan, Northern Kabacan, Kapalawan, Malmar, Tugunan, and Ligawasan.

The SGA is composed of 63 villages in the towns of Aleosan, Carmen, Kabacan,

Midsayap, Pikit, and Pigcawayan, all in North Cotabato, a province adjacent to Maguindanao.

Parliament Bill (PB) No. 129 creating the Municipality of Pahamudin will include the barangays of Balacayon, Buricain, Datu Binasing, Datu Mantil, Kadilingan, Lower Pangangkalan, Libungan Torreta

DepEd 11 call on parents to support inoculation drive

All systems go for MICECon 2023

With the signing of Memorandum of Agreement (MOA) between the Tourism Promotions Board (TPB) and the city government of Davao at the SMX Convention Center of SM Lanang Premier, it’s all systems go for the city’s hosting of Meetings Incentives Conferences Exhibitions Convention (MICECon) next year.

The ceremonial signing was presided by Vice Mayor J. Melchor Quitain Jr. for the city government of Davao and Maria Margarita Nograles, chief operating officer of TPB.

After three years of planning stalled by challenges due to earthquakes and the Covid-19 pandemic, finally, all the preparations and planning will come to fruition as Davao City will be hosting the three-day MICECon which will start on March 1 until 3, 2023.

Nograles is optimistic that Davao City’s hosting of the MICECon will provide a tremendous boost to the

city’s tourism industry and a huge step towards its vision of making Davao a preferred MICE destination not only in the Philippines but in Asia.

“Meetings, Incentives, Conferences, and Exhibitions are the low-hanging fruits on our road to recovery as ‘bleisure’ or the mix of business and leisure travel has emerged as the prevailing trend for the business meetings industry. With cities like Davao, whose business districts are just minutes away from beaches, attractions, and entertainment facilities, we have a great opportunity to bring bigger groups of tourists to our shores,” Nograles said in her message.

Index crime in Davao Region down by 13%, PRO-11 says

Davao

Region’s index crime rate this year decreased by 13 percent compared to 2021, the regional police office (PRO11) said Friday.

Index crimes pertain to crimes against person and property, such as murder, homicide, physical injury, carnapping, and rape. Non-index crimes, on the other hand, are violations

of special laws such as illegal logging or local ordinances.

Major Eudisan Gultiano PRO-11 spokesperson, said 1,395 index crime cases were recorded this year compared to 1,610 cases in 2021.

The total number of crime incidents also fell by 23 percent, she added.

“This year’s non-index

crime recorded at 23,569 is also significantly lower than the 31,753 recorded last year,” Gultiano said in a statement.

In addition, the police official noted a 97.3 percent crime clearance efficiency rate for this year.

Gultiano said PRO-1 conducted 2,161 operations during the period that resulted in the seizure

of some PHP42.5 million worth of illegal drugs, and the confiscation of 1,200 loose firearms.

At least 2,588 wanted persons were also arrested in 2,161 police operations in the region this year.

“It is (a) proof of the success of the police force’s relentless anti-criminality operations in the region,” Gultiano said. (PNA)

At the height of the insurgency in the Davao region in the 1980s, remote towns, mostly guarded by only a handful of cops, were easy prey for the New People’s Army (NPA). What made the insurgent attacks successful against them was the timing used in the raids. Most of the towns that fell under rebel control were mainly from the undivided province of Davao del Norte.

On July 29, 1984, at the height of the anti-government dissidence, 200 heavily armed rebels donning military uniforms raided the coastal town of Pantukan, Davao de Oro, ransacking its police station and its armory, and taking over a hospital and a handful of businesses.

Two of the stormed establishments were the Pantukan District Hospital and the Kadiwa Center, a government-initiated stall vending low-cost

agricultural produce.

The attack, which took place at around 2:00 P.M., was led by NPA leaders Kulot Boy and Tasio Montejos, and two amazons. They executed 27-year-old Lipaen H. Sarael, a patrolman, at the doorstep of the police station; he sustained multiple gunshot wounds from an M16 Armalite rifle. They also seized a radio transceiver from another patrolman, Zoilo Molles, Jr.

Cpl. Cirilo Dawal, of the San Mariano (Maragusan) police station who was around when the incident happened, related that Sarael, on orders of the rebel leaders, was fetched from his nearby house. Minutes later, the policeman showed up armed with an M16 Armalite rifle. He resisted when asked to surrender his gun, and was shot near the police station where he was standing.

els looted thirty-one assorted firearms, ammunition, and typewriters from the armory. Most of the seized firearms were once receipted to a 14-man paramilitary unit that resigned very recently after failing to receive their allowances. From there, the insurgents proceeded to raid the municipal building and plundered the mayor's and assessor's offices.

Another rebel group wrecked the lock of the Kadiwa Center and hauled in sacks of prime commodities the store was selling. The clinic of Dr. Lydia Quinones, the municipal dentist, was also raided and its dental equipment was stolen. At the Pantukan District Hospital, a dozen rebels stripped at gunpoint the sickbay, hauling away from its drugstores a stockpile of medicines. They also carted away boxes of drugs from the nearby Farmacia Lolita.

Not yet content, they raided the residences of Pfc. Iluminado Micabalo and Patm. Francisco dela Cerna where they seized a Garand rifle and a radio cassette. Police uniforms were not spared.

To ensure the troop reinforcements from the north and east could not extend firepower support, the rebels formed two blocking forces in entrances leading to the town proper. As a result, hundreds of commuters were held hostage briefly. A Bachelor bus was also flogged and a car owned by Davao Oriental Gov. Francisco Rabat was shot at when its driver refused to halt.

Before escaping the crime scene towards sitio Banana, in barangay Napnapan, the rebels commandeered eight passenger jeeps and then blew up the Pantukan Water District reservoir using an M79 grenade launcher. A sep-

arate unit from the raiding team withdrew in the direction of barangay Tambongon on board four logging trucks seized from a logging company operating at the boundary of the provinces of Davao Oriental and Davao de Oro.

Reinforcements, delayed by two hours, arrived late because of the failure to communicate after the insurgents cut off the radio link at the police station. Belated accounts indicated the rebels were already positioned in town the night before but nobody reported their presence because the residents thought the men clad in fatigue uniforms were government troops.

Thirty-eight years later, the provinces of Davao del Norte, Davao Oriental, Davao de Oro, and Davao Occidental were declared free of communist rebels as of the last quarter of 2021.

It is to no one’s consternation and surprise that these creatures - scammers and schemers, liars and deceivers - abound in these contemporary times and age.

From the beginning of creation, mankind has been deceived by the lies of the devil which have descended with impunity upon the dwellers of this earth.

For example, are you not in great disbelief that even Christian families continue to hold Santa Claus as an integral part of the Christmas celebration, without noticing that this mythological creation has slowly but surely eased out Jesus Christ as the principal reason, not only for the season BUT for ALL seasons.

zens have somewhat allowed themselves to degenerate in wisdom and discernment such that fake news continues to roam and permeate the air waves, the news and media streams, causing so much confusion and chaotic disorganization.

The recent collapse of the FTX cryptocurrency company, operated by an ambitious alumnus of the prestigious Massachusetts Institute of Technology that is now undergoing a full dress probe in the US Congress, is a prime example of how lies and schemes can convolute our appreciation of the state of affairs.

Born on March 3, 1882 in Lugo, Italy Ponzi introduced a fraudulent and illegal money making scheme that promised quick, easy and significant returns on investments with little or no risks. Called a pyramid, this networking investment scheme has widely spread even in the Philippines.

Ponzi died on January 18, 1949 at age 66 at the Hospital Escola Sao Francisco de Assis, Rio de Janeiro, Brazil.

What about the Russia-Ukraine war that has been dragging on in its 10th month? Putin, the Kremlin leader, invaded his neighboring country on Feb. 24 and the conflict appears to be getting nowhere to a peaceful conclusion.

Both leaders - Putin and Ukraine’s Volodymir Zelensky - are not flinching an inch as each believes his army is winning the war.

Neither is true and correct.

Both I believe are deceiving the world.

NATO and the European Union continue to support Ukraine with money, military equipment and materials because Ukraine is a prospective member of the EU whose application for membership hangs in the balance because of a Russian threat to employ nuclear firepower.

I think Putin and Zelensky should have their gray matters examined.

They should be told that in a war, no one wins.

The world is actually suffering because of their foolishness. The scarcity of the oil supply has caused global inflation, recession, poverty and hunger all over the world.

So, we in the Third World become helpless, at the mercy of these nincompoops who behave as if they are genuine leaders to lead their people.

That is why the great need of the moment is for us (developing nations) to focus

government efforts towards achieving food security by throwing in the full dynamics in the agricultural sector, investing in industrialization, engaging in manufacturing, exploiting our rich natural gas and oil resources and promptly educating our people.

The lies being peddled by Western powers who control the vote in the United Nations are now being brought to the fore.

But we continue to bite them. The pandemic scare enabled them to validate their belief that the world population and the resistant voices can be controlled.

So, should we expect another p(l)andemic as the World Economic Forum and its advocates espousing a one world set-up begin to step up their machiavellian schemes?

NEDA: New dev’t plan to address economic scarring, inflation rate

Measuresto address the impact of the pandemic and the elevated inflation rate have been outlined in the recently-approved Philippine Development Plan (PDP) 2023-28, a ranking National Economic and Development Authority (NEDA) executive said.

In a Laging Handa briefing Thursday, NEDA Undersecretary Rosemarie Edillon said pending the implementation of the PDP, the government has implemented several programs to alleviate the impact of the pandemic and the higher inflation rate on Filipinos’ lives.

She said these programs

include the extension of the validity of Executive Order (EO) 171, which temporarily modified tariff rates for several items such as fish, chilled or frozen pork, rice, corn and coal to address supply constraints and the elevated prices.

She said the government also extended fuel subsidies to the transport

sector stakeholders as well as to farmers and fisherfolk.

The elevated prices of imported products were traced partly to the impact of the ongoing Russia-Ukraine conflict as well as weather-related factors, which, in turn, have resulted in the jump of prices of several commodities in the domestic market.

Edillon said extension of the validity of EO 171 helps address higher prices of feeds, which is needed as the country repopulates the swine industry that was badly hit by the African swine fever.

She explained that addressing these issues and helping the agriculture sector, among others, are among the goal of the PDP 2023-28, which, she said, will be available on the NEDA website, www.neda. gov.ph, before the year ends.

BSP cites framework reforms vis-a-vis climate change

Bangko Sentral ng Pilipinas (BSP) Governor Felipe Medalla cited the importance of reassessing the regulatory framework to encourage additional lending towards climate change mitigation, as he stressed the impact of climate change on the economy.

In his speech during the launch of the BSP Sustainable Central Banking (SCB) Strategy at the central bank main office in Manila on Thursday, Medalla said cli-

mate change could affect the supply of food, among others, and this, in turn, impacts on inflation.

He said the central bank needs to help prevent the occurrence of second-round effects or the resulting impact of supply constraints, among others, before this becomes permanent.

This, he said, is where the regulatory framework review is needed to ensure that banks’ capitalization is commensurate to the risks

they will face once they lend to vulnerable sectors or projects.

“Even just from the point of view of our standard regulatory approach we have to make some modifications on how we define credit risks, default risks, and all the financial risks,” Medalla said.

“Climate action is a whole of society undertaking and the central bank, the BSP, could only do so much but it will do what it needs.

But because we can only do so much that’s why we call on everyone’s support to have implement the sustainable central banking program and of course the rest of the society outside central banking must contribute as well,” he added.

BSP Deputy Governor Chuchi Fonacier, meanwhile, said the 11-point SCB Strategy is aimed at ensuring a more sustainable future in the financial system.

SEC files criminal complaint vs four lending companies

The Securities and Exchange Commission (SEC) has brought Suncash Lending Investors Corp., UCash Lending Investors Corp., Suncredit.ph Finance Corp., and ECredit Finance Inc. before the Department of Justice (DOJ) for criminal prosecution for operating unregistered online lending platforms (OLPs).

The SEC Enforcement and Investor Protection Department (EIPD) on December 20 filed a criminal complaint against Suncash, UCash, Suncredit and Ecredit for failing to disclose its online lending applications (OLA), in violation of Republic Act No. 9474, or the Lending Company Regulation Act (LCRA) and Republic Act No. 8556, or the Financing Company Act (FCA).

The Commission implicated Qi Lu, the president of Ecredit, Suncash, and Suncredit, who was also found to be the beneficial owner of Suncash alongside Zhu Junfeng. Junfeng is also a director of the three other companies.

Apo Agua, DCPO ease water woes of Paquibato residents

Several factors behind budget overrun: PLDT

PLDT Inc. on Thursday revealed several factors which led the company to incur an estimated P48 billion in capital expenditure (capex) overspending for a period of four years, citing government pressure to improve services, emerging competitions, and the COVID-19 lockdowns.

In a filing to the Philippine Stock Exchange, PLDT disclosed what transpired during its special briefing on December 21, where the company’s top management discussed with fund managers, investment analysts, and bankers the context behind the budget overspend issue.

In particular, the telco said its president and CEO Alfredo Panlilio told the attendees that “confluence of factors occurred,” within which the overspend was made.

The factors, according to Panlilio, include the following:

ment in capex • the threat from former President Rodrigo Duterte for telcos to shape up • intense competition in the telco sector with the then anticipated entry of DITO funded by China Tel, as well as the emergence of a competitor in the fiber space, Converge

In July 2020, then-President Duterte called on public services providers, particularly telecommunications companies PLDT’s Smart Communications Inc. and Globe Telecom Inc., to improve their services before the end of that year or else have their properties expropriated.

In March last year, new major player DITO - a consortium led by Dennis Uy’s Udenna Group and China Telecom - launched its commercial services.

Likewise, in 2020, fiber internet and broadband services provider Converge ICT Solutions Inc. announced plans to expand its nationwide fiber backbone to boost services in Luzon, Visayas, and Mindanao.

“Project Blue” is a testament that the Filipinos’ most valued culture of “Bayanihan” is still very much alive – giving a hand to the community and accomplishing goals together as one.

As it strengthens the spirit of collaboration among local community stakeholders, Apo Agua hopes that these water

solutions will bridge the gap in resource allocation and improve teamwork to guarantee that water supply sources will be safeguarded and sustained.

SSS: Scheduled contribution rate hike to extend fund life until 2054

Higher member and employer contributions have resulted in a 22-year extension of the Social Security System’s (SSS) fund life, the agency said Thursday.

According to the SSS, the fund life is now expected to last until 2054. It was originally expected to last until 2032, following the

P1,000 increase in pension benefits implemented in 2017.

The SSS said that with the Social Security Act of 2018, which mandated the gradual rate increases, the fund life was extended to last until 2044, and the latest projections indicate that it has again been extended until 2054.

The law gradually hiked the contribution rates for SSS members by 1% every two years, starting at 12% in 2019 and bringing it up to 13% in 2023 and 15% by 2025.

Employers would shoulder the one percentage point increase for their employees under the new rate. The employee’s share

will remain at 4.5%, while the employer’s share will increase to 9.5% from the current 8.5%.

The Employers Confederation of the Philippines, however, is seeking to postpone the upcoming hike in contributions as businesses are still recovering from the effects of the COVID-19 pandemic.

You can see that because for many years, many of our fellow Dabawenyos have been recruited to play for better leagues.

Either it is school-based or in the professional leagues.

With great thanks to our Davao coaches, past and present, who had the vision of training and preparing their players for bigger tournaments.

Just a few days back, the Davao City Recreation Center hosted the two-day Royal Mandaya Hotel Christmas Basketball Games.

The presence of top caliber players will inspire young up and coming pro basketeers in the hope that someday they can be like them. Naka ingon gyud sila ug Sana All.

Samahang Basketbol ng Pilipinas-XI regional director Glenn Escandor, with the help of Congressman Pulong Duterte and the City Sports Development Division have made the games possible to the delight of adoring fans.

All of those players, actual-

ly, came from the school-based sports development program.

Once the student-athlete enrolls, he becomes part of the varsity that follows a sports program designed to create ripples and eventually a big bang. Once they have made big waves, players will find themselves being approached by professional scouts and managers who have been tasked by the professional ball clubs to have them on board in the future.

This has been the cycle of life of an athlete. The schools, colleges and universities play the major roles.

The public sector, frankly, has played the minor role, except now that the National Academy of Sports has been established thanks to the signing of Republic Act No. 11470 on June 9, signed by Mayor Digong, the President then.

But it will take some time for the fruits to bear out of the NAS, a project started by Senator Christopher “Bong” Go, a sportsman, with the help of fellow legislators.

My wish this year is that there should be a stronger support to our local athletes and coaches.

What’s your Christmas wish for sports development?

That means better allowance for athletes and better salaries for coaches.

I remember when I was still teaching at Holy Cross, fellow teachers I know are very active in the union, seeking for the improvement of their compensation and benefits. I was not a full-time instructor, so all I have to do is just listen. This, I believe, should happen in the sports sector. In union, there is strength, right?

I would like to wish that the office of the school sports directors in Davao will have more money to support their athletes and coaches.

I fully understand that schools with small population cannot be at par with big schools, but at least for 2023, they will get an in-

crease of their pay.

It is about time that our school sports directors should receive an increase in pay. Why? Because the cost of living has gone up!

With better pay, our Davao coaches will have full stomachs that will feed their brains that will allow them to think better in the development of their players. Truth is, a small part of their pay would always go to athletes who would lambing their coaches for snacks or food after the games. Sometimes, pati pamasahe pa!

As to the public sector, my wish is that they will establish better rapport with the sports community members, I am referring to those who develop their athletes and the sports media

who can help in the promotion of sports. Sports media these days are no longer the usual mainstream but includes the online and social media workers.

A sports news dispatch if it is possible should be done in a daily basis to inform our sports development followers of the progress in sports.
