This after he received information that a woman claiming to be an employee of his office had been “recruiting” people that need medical assistance from

According to the information he received, the fixer was claiming that the congressional office will be re-
leasing P30,000 in medical assistance with P3,000 automatically going to the fixer.
Duterte immediately instructed his staff to report the information to the police and have the incident reported and blottered.

The donation made in 2018 by the Japanese government worth ¥5.013 billion or P2.052 billion for the construction of a waste-to-energy project (WTE) in Barangay Biao Escuela here is still available, a city councilor said.
First District Councilor Temujin “Tek” Ocampo said in an interview that the local government is awaiting the approval of the National Economic Development Authority (NEDA) for the project, which requires a counterpart fund of at least
P3.486 billion from the national government in addition to the donation offered by the Japan International Cooperation Agency (JICA).
In a resolution passed in August 2022, the city council said it hopes to take advantage of the
grant opportunity “as a result of the strong relationship of the Philippines with Japan.”
Ocampo said he is hoping that NEDA will approve the WTE project within the year.

Hospitals in the Davao Region are urged to sign up with PhilHealth for them to be able to provide the Z benefit packages.
The Z benefit packages include mandatory services for the totality of care that are essential for the treatment of the condition, hospital services such as accommodation, medicines, laboratories, professional fees, and other services or alternative
guideline recommendations that may be needed by the patient.
Dr. Gabrielle Ann Larosa, medical evaluator of PhilHealth 11, said during the Kapihan sa PIA at NCCC-VPlaza on Friday, that PhilHealth 11 is willing to help hospitals with their system for them to qualify or get accredited by PhilHealth to provide the Z benefit packages.

Now known as Davao City National High School (DCNHS), the Davao Provincial High School (DPHS) began in 1920 when Vernon D. Gibson assumed as division superintendent of schools of Davao late that year, replacing Albert Baker, the third superintendent.
DPHS was organized during the watch of Dominador Fernandez who held three positions, namely as division academic supervisor, school principal, and teacher-incharge of his own class in the same institution. This arrangement went on for some time until Adolfo Casanova Cascolan, a University of the Philippines (UP) alumnus, relieved him in 1922, the year James E. McCall took over the post of division superintendent of schools from Gibson.

Cascolan, a native of Pozorrubio, Pangasinan, and a Freemason, stayed three years at DPHS according to the Twenty-fifth Annual Report of the Director of Education. In 1925, he moved to Cotabato High School (CHS), now Cotabato City State Polytechnic College (CCSPC) where he was the principal until 1934. Cascolan, who joined the civil service on June 9, 1919, was succeeded by Eligio C. Ureta, a published writer who would become the postwar superintendent of the Mindoro State University, Bongabong Campus (195162).
As an offshoot of the elevation of the town of Davao into a chartered city in 1937 under Commonwealth Act 51, DPHS was renamed Davao City High
School (DCHS).
It was on May 28, 1939, that the laying of the cornerstone of DCHS was held. Though completed, the structure became a victim of war, ruined by the aerial bombs the Allied planes dropped in the campaign to liberate the city from the Japanese in 1945.
Eugenio Batarao Cauilan served as wartime principal during the Japanese Imperial Administration in the Davao province. A native of Echague, Isabela, he was born on September 7, 1905, to Crespo Cauilan and Maria Batarao. He married Paz Cinco Ferraren on June 10, 1933, in Davao City; the marriage bore at least seven sons. He died at age 92 on September 8, 1997.

Cauilan was succeeded at DPHS in 1946 by Onofre Hipe who left a couple of years later to join the newly established Rizal Memorial Colleges (RMC). Pastor Escalante, a UP alumnus from Calayan, Cagayan Province, succeeded Hipe but served only over a year as a school principal.
Escalante was followed by Proceso G. Gabor (1949-53), Cauilan (1953-63), Gregorio Quaoit (1963-65), Juanita F. Domingo (1965-70), Enrique Panlilio (1970-78), Angelina C. Señal (1978-90), Florrie U. Marasigan (1990-94), Reynaldo S. Escaño (1994-96), Evelyn P. Mangaron (1999-2004),
Aida M. Cloma (2004-07), Victorina B. Jacinto (2007-12), George N. Wong (2012-15), Wenefredo E. Cagape (201520) and Evelyn E. Magno (2020-present).
A little-known fact about the school is that in the school year 1963-64 it was one of the Peace Corps’ first schools to be adopted in the country. Harry Harris, an American volunteer, was assigned in DCHS as an English subject trainer and teacher. Volunteers during this time were also assigned in areas like Mintal and in countryside places like Mabini, Davao de Oro.
With the nationalization of all secondary schools throughout the archipelago under Executive Order No. 189, signed on June 10, 1987, by then President Corazon C. Aquino, the school was again renamed Davao City National High School.

Recently, Artificial Intelligence or AI related stories have been popping up in the news and even business forums.
First, there is a new software application that is creating a lot of buzz. It’s called Chat GPT. This new software applications can answer essay questions in a manner that is mostly undetectable on its face. Chat GPT is an AI that can not only tap into a vast amount of knowledge and vocabulary but, understand words in context. It can mimic speech and writing patterns of humans.
Chat GPT has many uses, both good and bad. Several members of the academe are already concerned that widespread use of the program can aid and abet cheating because it can give students the ability to generate essays or answers that they did not
write.
Then a few weeks ago, news came out that a sophisticated robot powered by AI will be the first of its kind to act as a lawyer/counsel for a defendant in a traffic case.
According to Joshua Browder, chief executive officer (CEO) of DoNotPay (the company that created the AI lawyer), “the AI-creation runs on a smartphone, listens to court arguments and formulates responses for the defendant. The AI lawyer tells the defendant what to say in real-time, through headphones.”
In a recent 2022 World Economic Forum, there was a “Future of Jobs Report that estimated that AI will replace some 85 million jobs by 2025. We are actually seeing signs of that right now.
Automated order takers in restaurants, autonomous vehicles that may someday replace Uber and cab drivers and of course AI call center agents that may spell doom for one of our country’s main industries are now coming into reality.
A lot of people are now
concerned about the rapid pace of development in terms of artificial intelligence and their effects on jobs and people in general. At the end of the day, if machines are cheaper, more efficient and less troublesome, why hire humans?
There is then a prediction that within the next decade, AI will give way to artificial general intelligence (AGI) which would enable robots to replicate “the contextual understanding of humans”. The prospect of machines, able to think like humans, produce both positive and negative responses.
Some people are excited about how AGI can free humans from doing menial and routine jobs. Some people, on the other hand, are beginning to get scared that AI will replace humans in general. There are even a small group of humans that believe the stuff of science fiction stories like Terminator and Battlestar Galactica, where machines rise up to destroy humans, will actually happen.
Perhaps, it is auspicious
then, that this week will be the start of the year of the rabbit under the Chinese calendar.
According to Chinese zodiac lore, those born under the year of the rabbit are said to be ingenious, flexible and persistent problem solvers.
Rabbits are said to adjust readily to different conditions. The saying that crafty rabbits have three burrows according to philosophers is a testament to the rabbit’s ability to have back up plans when things go wrong.
The rise of the AI just means that we must now be like rabbits. We must learn to adapt and evolve.
The Future of Jobs report previously mentioned though warning of job dislocation also predicted that around 97 million new jobs will be created in the same timeframe for those who can learn to adapt and use the AI to enhance their job skills. Creative and out of the box data analysis will now be the trend. Lawyers can use the AI to fuel creative application of the law.
In terms of Chat GPT, we will probably need counter AI to detect AI generated answers or to change the way teachers ask questions. I remember a teacher who always had open books exams because the answer was never in the books.
In an old 1953 cartoon entitled, “Robot Rabbit”, we see Bugs Bunny outsmarting a robot designed to hunt a rabbit.
To meet the AI revolution, we need to, therefore, emulate the rabbit.
Although the ending of the said cartoon has Elmer Fudd saying, “Ya know someday scientists are gonna (sic) invent something dat (sic) will outsmart a rabbit. ”
Oh well, nothing in this world is permanent.

The economic managers will hold the third Philippine Economic Briefing (PEB) with business leaders, bankers, and investors from Jan. 23 to 27, the Department of Budget and Management (DBM) said in a statement on Friday.
Finance Secretary Benjamin Diokno will deliver the keynote message while Budget Secretary Amenah Pangandaman will present the priority expenditures for fiscal year 2023 to investors and how they will play out in the achievement of the objectives outlined in the Philippine Development Plan 2023-2028, according to the DBM.

Partnership opportunities
Pangandaman also met with executives of the International Monetary Fund (IMF) on Thursday to discuss partnership opportunities for the enhancement of the country’s Public Financial Management reform agenda and the institutionalization of its digitalization efforts, the DBM
said in another Facebook post on Friday.
The DBM shared several photos of Pangandaman’s meeting with Shanaka Peiris and Ragnar Gudmundsson, IMF mission chief for the Philippines and IMF Philippines representative in the Asia Pacific Department, respectively.
Pangandaman, joined by DBM Undersecretary Joselito Basilio and Assistant Secretary Romeo Balanquit, shared “the commendable progress of the Philippine government in implementing reforms.”
The IMF is a special agency of the United Nations which focuses on promoting global monetary cooperation, ensuring financial stability and facilitating international trade.
The Philippines joined the IMF on Dec. 27, 1945.

Reliance on COD impacting PH e-commerce growth: Enstack
Filipinos’ reliance on cash-on-delivery (COD) transactions is impacting the growth potential of electronic commerce in the country, according to e-commerce solutions startup Enstack. Enstack, launched in
February 2022, is an “allin-one” app that provides tools that allow small and medium enterprises (SMEs) to sell online and offline.
At a press briefing in Taguig City on Friday, Enstack co-founder and CEO
Macy Castillo said the majority of the transactions on its platform were COD.
“Pre-pandemic, in general, in the Philippines, 70% to 80% COD for online shopping,” Castillo said.
“That went down during the pandemic…
but, it’s now back to about 50%,” she said.
Asked if Filipinos’ reliance on COD could impact the growth of e-commerce, especially small and medium online entrepreneurs, Castillo said, “I think so. Yes.”
Expect cheaper onion prices next week: DA
Acheaper price range of onions may be expected next week, the Department of Agriculture (DA) said Friday.
During her visit to farmers in Nueva Ecija, DA Assistant Secretary Kristine Evangelista said the farmgate price has declined as the country nears the peak harvest season.
“Bumababa na ang presyo ng farm-gate price dito sa Bongabon (The farm-gate price [of onions] has dropped here in Bongabon). We will have to validate din po ang presyo sa (the price in) Pangasinan and other production areas. But definitely, dito sa Bongabon, sa ating pag-oobserba, bumaba na ‘yung presyo (here in Bongabon, in our observation, the price has declined),” she said.
Evangelista said the department has decided not to extend the PHP250 suggested retail price (SRP) due to the expected price drop alongside the harvest season.
“Kaya nga hanggang Jan. 7 lang ang SRP. Kasi inaasahan na after that, bababa na ‘yung presyo. So ‘yung itinakda nating
PHP250 na presyo, inaasahan natin magiging PHP200 (That’s why the set SRP is only until Jan. 7 because we are expecting that after that, the price will drop. So our set PHP250 is expected to be at PHP200),” she said.
The DA monitoring shows that market prices are slowly moving to the expected cost.
“Wala na po kaming nakikitang PHP500 dun sa mga palengkeng mino-monitor. So nakikita po natin na nagre-react na ‘yung sa retail dun sa pagbaba ng presyo sa farmgate price (We are no longer seeing PHP500 [per kg.] in the monitored markets. So, we are seeing a reaction in retail [stores] following the farm-gate price drop),” Evangelista said.
With the entry of more than 5,000 metric tons of imported onions, DA spokesperson Rex Estoperez earlier said onion prices may even decrease to PHP100 to PHP150 per kg.
The prevailing price range for local red onions in Metro Manila is PHP300 to PHP400 per kg., while local white onions are sold from PHP250 to PHP400 per kg.

Fuel prices to be hiked by around P2 per liter
Motorists have to brace for higher fuel costs in the coming week as another round of hikes in the pump prices of petroleum products is expected to be implemented.
Citing oil trading in the
past four days (January 16 to 19), an oil industry source said that the price per liter of diesel may go up by P1.80 to P2.00.
Gasoline prices, meanwhile, may increase by P2.40 to P2.60 per liter.
Oil companies usually
announce price adjustments every Monday, to be implemented on the following day.
Effective Tuesday, January 17, fuel firms implemented the third adjustment for the year, increasing gasoline price by
P0.95 per liter and diesel price by P0.50 per liter.
The latest price movements resulted in total adjustments for this year to stand at a net increase of P3.10 per liter for gasoline and a net decrease of P0.20 per liter for diesel.

By this verified petition and for the reason therein stated, the above-named petitioner, assisted by counsel, prays for an Order from this Court directing the herein respondent Local Civil Registrar of Davao City to CANCEL the second Certificate of Live Birth of Petitioner Faith Anne Capilitan Nillosan with Registry Number 97-14,462. Other reliefs which are just and equitable are likewise prayed for.
Finding the petition to be sufficient in form and substance, the same is hereby set for hearing before this Court, sitting at the Hall of Justice, Candelaria St., Ecoland, Matina, Davao City, on April 19, 2023 at 2:00 in the afternoon, at which place, date and time any interested person may appear and show cause, if any, why the petition should not be granted.
Let this Order be published at the expense of the petitioner once a week for three (3) successive weeks in a newspaper published in the City of Davao and of general circulation in the said city and the provinces of Davao as determined by raffle in accordance with law.
Furnish, with a copy of the petition and of this Order the Local Registrar of Davao City and the Office of the Solicitor General, Makati City.

Pao Salvador, who ran for City Councilor but lost, happens to be an outstanding player and is currently a basketball coach and manager.
As I listened to her statements at the weekly Davao Sportswriters Association (DSA) Forum at the SM City Davao in Ecoland aired by Kataladi DRL on FB, I can sense her genuine love for amateur basketball development.
You know sports friends, it has never been easy to form squads for national tournaments.
But this Pao Salvador, with the help of her friends, has managed to build one for the NBTC National Finals this coming March.

And here’s the best part, coach Pao has been able to get funding from the private sector for their players to go to Manila.

I always admire sports leaders in the Davao Region, who despite the lack or no funding at all from the local governments, can still find the needed resources for their teams.

Coach Pao said that they are
giving their players the chance to build a very good impression to scouts in Manila looking for new players for the amateur and professional leagues.
Davao has been for many years developed outstanding players who get recruited by Manila-based schools.
In the past, we have seen the exodus of Davao’s finest basketeers and some of them made it to the PBA.
And this cycle of sports life has been a good thing for our basketeers.
If coach Pao keeps this going for the next three years, she deserves not just all the praises from the sports community, but a seat in the next City Council. Why?
Because we need more sports development-backing legislators, not just incumbent Councilor Tek Ocampo.
And coach Pao will be able to “emPaower” those powerless in the Davao sports community.
