CTTMO resumes implementation of 20-second rule on yellow boxes

Drivers who spend more than 20 seconds on yellow boxes or loading bays will now be issued traffic citation tickets, an official said.

Davao City Transport and Traffic Management Office said that to ensure that there are no delays for riding public on their way to their office or schools they will resume the implementation of the 20-second rule in loading or unloading passengers at the loading bays and yellow boxes.

(Actually, someone reported to me that some students get delayed at the yellow box because some [PUJs] wait for the vehicle to be full before it departs from the box, some barkers will not let the driver go unless they are paid P10 so we came up with the 20-second rule that once you reach 20 seconds you will get a ticket for disregarding traffic sign),” CTTMO Head Dionisio Abude said during the I-Speak media forum Thursday.

Abude said that signages for this 20-second rule shall be mounted on the loading bays.

sa tanang loading bay or yellow box butangan nato na siya (We resumed it, in fact, I already ordered the creation of more signages for our loading bays or yellow boxes),” he said.

He cited that the 20-second rule’s effectiveness has been proven here in the city when it was implemented previously.

Apart from the 20-second rule, he added that to improve the traffic situation caused by the plying of payong-payong and trisikad on the highways, they will also place signages to warn drivers of these vehicles not to ply on highways.

Abude said that such will be placed on all the street corners leading to highways.

Tourism Secretary Christina Frasco disclosed on Friday that the Department of Tourism (DOT) is entering into a tripartite Memorandum of Agreement (MOA) with the Department of National Defense (DND) and the Department of Interior and Local Government (DILG) to ensure tourists will enjoy their visit in Mindanao.

Frasco made the announcement after being asked by the media how to eliminate other tourists’ and countries’ negative impressions of Mindanao during the opening of the first Mindanao Tourism Expo at SM Lanang Premier’s SMX Convention Center in Davao City.

“The pillar of tourism in Mindanao would be peace and security that is why we are entering into a tripartite memorandum agreement with the Department of National Defense and DILG and partnering with our governors, mayors, and congressmen to ensure that

our tourists enjoy their time here in Mindanao in peaceful and progressive regions where the people deserve nothing less than the economic opportunities and they are also made available to people outside of this region,” she said in an interview.

Frasco said reopening Mindanao to tourism is one of her administration’s priorities. She said Mindanao is vital in terms of the tourism development of the country.

“Mindanao is a hidden gem that has yet to be fully discovered and developed,” she said.

She added that events like the said expo would help her achieve her target of 5 million tourist arrivals in the Philippines.

The three-day expo will showcase sites in the exposition and exhibits, exchange knowledge through business-to-business meetings and learning sessions, and network with partners from various sectors and allied industries.

Davao del Norte Governor Edwin Jubahib assured that his office will continue working closely with the Department of Public Works and Highways (DPWH) to ensure that the Tuganay bridge in Carmen, Davao del Norte is constructed.

In the annals of Davao del Sur, 1982 will go down as a hapless year. Two municipal mayors from the province became the victims of insurgency. Both died from ambush.

First to fall was Digos mayor Nonito Llanos Jr., who was shot on June 26, 1982, while at-tending a coronation at barangay Aplaya, in the same municipality (now a city). His father, who was his namesake, was the former governor of the province.

Four months thereafter, Sebastian Mondejar, the mayor of the municipality of Sulop, was also ambushed on November 3 in a remote village. He was killed along with sixteen troopers, policemen, and militiamen. Three other members of the contingent, namely a civilian home defense force (CHDF) and two servicemen of the Philippine Constabulary

TWO MAYORS SLAIN IN A YEAR

(PC) survived. The seven ill-fated cops were from the towns of Malalag and Sulop.

An account filed by Satur P. Apoyon and Antonio M. Ajero, Davao correspondents for the Philippine Daily Express, reported that Mondejar was leading a group to validate a story that a CHDF trainer was killed in barangay Lapla Dos three days earlier. However, upon reaching the hamlet of Labon-Gamay in barangay Labun-Dako, ten kilometers from town, they were waylaid.

The victim, recognized as an experienced karate practitioner, was a protégé of the slain mayor; he was assigned to train the CHDF members and the tanod brigade in the art of self-defense.

Col. Dionisio S. Tan-Gatue, Jr., PC-INP regional command 11 head, related that the culprits first lobbed a hand-gre-

nade before strafing the clueless party from both sides of the road.

Elements from the 56th PC Battalion and a strike force from Camp Catitipan, Davao City, were later dispatched to reinforce the troops led by Col. Laudemer Kahulugan, the provincial commander of Davao del Sur, who was leading the manhunt of the killers at the borders of the towns of Sulop, Malalag, and Kiblawan, Davao del Sur, and in Malungon, South Cotaba-to.

The search for a dangerous fugitive in due course resulted in the arrest of Faustino Remolleno, the barangay captain of Lapla, the suspected brain behind the ambush. To mis-lead authorities, he earlier reported the incident to the authorities immediately after it hap-pened.

The initial probe yielded information that Remolleno

was recruited by the New People’s Army (NPA), the armed group of the rebel movement, just three weeks after winning as ba-rangay captain in the May 17, 1982, village polls.

Charged along with the mastermind before the sala of Judge Rose Letrondo-Montejo were Luis Fausal, Buenaventura Palma, Pedrito Certifico, Maximo Pangilinan, Jesus Colorado, Ino-cencio Banogbanog, Favino Combarijan, Santiago Cobol, Rustica Solatoric, Mary Vegas, Ser-villano Lirasam, Diosdado Batucan, Jr., Agustin Jurial, and a certain Mrs. Enriquez.

Over three decades later, three former town mayors also died from separate causes.

Bansalan mayor Peter Melchor Arches, on October 31, 2012, died in a Davao City hospi-tal due to heart ailment

while Bansalan OIC-mayor Romulo Nuyad, 66 years old, was stabbed by armed robbers in his residence at Villa Doneza, Poblacion 2, Bansalan, on May 12, 2013. Two years later, Kiblawan mayor Jaime Caminero fell from a stack of copra at his warehouse in Lat-an village, hitting his skull against the concrete floor; he was 72 years old. He died in a Davao City hospital where he was brought and treated.

Some mayors, however, were more fortunate than others. On September 4, 2012, mayor Jerry Cawa of Sarangani, then part of Davao del Sur, was ambushed by unidentified assail-ants while on his way home barangay Batunganding. One of his two escorts was wounded. Authorities suspect the incident was politically motivated.

THE PREJUDICE AGAINST OTHER HUMAN BEINGS

Being normal is about accepting what society tells you to do. The opposite of that is about having all the courage to live your life in your own terms. There is no comfort in believing that you are right at all times. The definition of living is rooted in wanting to be a little different from others. This is what true freedom means. But your convictions cannot be used to make others feel that they are less than human. To think that your moral position is supreme compared to those embraced by others is not a strength. It can only be a form of weakness. You cannot confuse that condescending attitude with moral courage.

I will describe the problem of exclusion. First, there is the exclusion of people. A person is metaphysically whole, but he or she is often judged on the basis of color, race, gender or sta-

tus in human society. Some people think of other human beings as their inferior. This can be observed in the way the powerful, including prominent celebrities, treat others. The ordinary man with a blue-collar job is given very low regard. Social injustice is rooted in the unjust treatment of the powerless in the margins of human society.

Second, there is the exclusion of cultures. The Renaissance period brought forth great glory to humankind. The advent of science gave rise to new ways of manipulating nature. With man’s tremendous power, the West has been able to put human reason into the pedestal. Nature became subservient to man. This ability has given man the seeming control of his fate. But indigenous cultures have remained attached to nature. Simplicity defined things for traditional wis-

dom. Yet, people prefer the superficiality of material culture over the value of what is natural.

Third, there is the exclusion of migrants. Citizenship has become the basis of the rights of men. A migrant worker is seen as an outsider who possesses no rights and who only want to be in a host country for economic reasons. This human being is treated unfairly, abused and exploited. Refugees are seen as a threat or a risk to national security. While social justice begins as a principle based on the equality of persons, its interpretation in the arena of international relations is that it is about the equality of citizens.

Fourth, there is the exclusion of voices. Some voices are silenced simply because they belong to individuals who are powerless. Being right or wrong no longer depends on the strength of one’s arguments. Rather,

it now depends on the positional advantage of people. In a masculine world, the voice of a father appears to be in full control of the affairs of the house. A mother is there simply to lend support, to care for the children, and to show compassion. But in terms of making major decisions, it is the male voice that prevails. A woman, in this way, gets the wrong idea that she must always be obedient or subservient to rules in a male-dominated society.

Changing the world will not only require reforming institutions. We also have to alter the course of how people see things. As moral subjects, we evaluate human action and make ethical judgments. In the end, everything becomes a question of values. Reason can only desire its old glory during the Enlightenment, but it has come down crashing at the height

of a post-mortem in which its foundations have been thoroughly shaken. Metanarratives are inadequate to explain how and why things come to be. Human freedom does not have one precise meaning nor a singular definition. Love, as transcendence, is beyond measure.

Goethe is right in saying that a teacher can only choose between two things: he can either inspire or be that instrument of fear. Indeed, exclusion is meant to instill fear and make people act like docile bodies, says Michel Foucault. We normalize a moral wrong when we are no longer critical of the demeaning ways of entitled personalities. Repressive power is no longer the main threat to the dignity of men and women. Rather, the problem has metamorphosed into a more virulent form – the prejudice against other human beings.

BSP vows sustained rate hikes to address 2nd-round effects

The Bangko Sentral ng Pilipinas (BSP) has vowed to continue hiking its key policy rates “as necessary” to help prevent a further increase in the second-round effects of the elevated inflation rate.

In an Open Letter to President Ferdinand R. Marcos Jr., dated Jan. 24, 2023, BSP Officer-in-Charge Francisco Dakila Jr. said the hikes also aim “to prevent inflation expectations from becoming disanchored.”

“Our approach to monetary action will remain data-dependent and contingent on the inflation outlook, along with other available macroeconomic information at a given point in time,” he said.

The Open Letter, posted on the BSP website on Friday, was issued to explain the factors behind the breach in the government’s inflation target band, which is 2 percent to 4 percent for

2022 until 2024.

The rate of price increases averaged 5.6 percent last year, with the December level of 8.1 percent the highest since November 2008.

The monthly inflation rate breached the government’s target band in April last year when it accelerated to 4.9 percent on an annual basis from the previous month’s 4 percent.

The BSP said the domestic inflation rate commenced its uptrend in March last year “as domestic fuel pump prices increased, reflecting the uptrend in international crude oil prices.”

al prices of oil were traced to concerns about tighter supply conditions vis-àvis the impact of geopolitical issues in Eastern Europe and the decision by oil-producing countries to lower production targets.

The BSP explained that as the rate of price increases began to rise, central banks around the globe started to increase their respective key rates.

This, along with domestic supply constraints on several food items such as sugar, fish, and vegetables and the supply shocks in the global market because of the higher energy prices, which resulted in upticks in the prices of fertilizer and farming costs, increased inflation concerns, the BSP said.

Volatility in the financial market also persisted because of this and, in turn, weakened the peso and

led to higher importation costs.

Pent-up demand also contributed to price pressures last year and resulted, not just in the uptick of the headline inflation but also in the core inflation, which excludes the volatile oil and food items.

Eventually, the second-round effects of higher inflation materialized as seen in the hikes in transport fares and the minimum wage.

Thus, the BSP began to hike its key rates in May last year after noting that the recovery of the economy is seen to cushion the impact of the rate hikes.

The central bank’s policy-making Monetary Board (MB) increased the BSP’s key policy rates by a total of 350 basis points last year to 5.5 percent for the overnight reverse repurchase (RRP) facility.

Several logistics groups cite possible impacts of PPA

Several groups in the logistics sector have cited the possible impacts of the Philippine Ports Authority (PPA) Administrative Order No. 04-2021 prescribing the policy on the registration and monitoring of containers.

In a press conference at the World Trade Center in Makati City Friday, Association of International Shipping Lines (AISL) president Patrick Ronas said the PPA order, also known as the Trusted Operator Program-Container Registry and Monitoring System (TOP-CRMS), will further contribute to the inflationary pressure when implemented.

In their joint statement, the groups said the port regulator allegedly failed to take into account that its new order could worsen the inflation rate as this would result in more expenses for businesses involved in the importation and transport of various groups.

t least 92 percent of all automated teller machines (ATMs) in the country have been recalibrated to dispense P1,000 polymer banknotes, the Bangko Sentral ng Pilipinas said. Out of the 17,304

polymer-ready ATMs, 7,274 are located in the National Capital Region, the central bank said in a statement. Banks were mandated to recalibrate their ATMs in order to allow the disbursement of the new bill.

To date, 39 million pieces or 7.8 percent of the total P1,000 polymer banknote to be circulated have been released to the public since November 2022.

“While the BSP continues the phased issuance of 1000-Piso polymer

banknotes, the central bank reminds the public, retailers, and banks to accept folded banknotes, whether paper or polymer, as they are legal tender and can be used for daily payment transactions,” the central bank said.

The groups claimed that the TOP-CRMS/Empty Container Storage Shared Service Facility (ECSSSF) will result in an almost 50 percent increase in the cost of importing goods, and that could lead to an additional annual import cost estimating PHP35 billion.

Onion prices continue to drop as imports arrive

The prevailing retail price of onions continued to drop on Friday as the imports arrive on schedule.

According to the Department of Agriculture (DA) Bantay Presyo (price watch), the lowest price was recorded for local white onions which are sold at PHP170 per kilogram, with its highest cost at only PHP300/ kg.

Imported white onions are set at PHP250/ kg to PHP260/kg, higher than the local white onions.

As the DA projected, arrivals of imported volume have helped in the market price drop.

The prevailing price range of local red onions, meanwhile, is PHP240/ kg to PHP350/kg, higher than the price range of imported red onions which is set at PHP200/ kg to PHP250/kg.

Amenah Pangandaman gave the reminder to the heads of budget, accounting and planning units of government agencies and government-owned or controlled corporations (GOCCs) during the FY 2024 Budget Forum held at the Philippine International Convention Center in Pasay City, the DBM said in a statement.

“Given the competing

demands of government programs against a backdrop of limited resources, we will ensure that only implementation-ready agency proposals are included in the FY 2024 national budget,” Pangandaman said.

“As such, the agencies’ budget proposals should contain concrete program plans and designs so we can manage our budget efficiently and effectively,”

The DBM will also look into the previous year’s budget utilization and performance as part of the evaluation process,” the budget chief said.

Inclusion of implementation-ready programs is crucial in implementing a Cash Budgeting System (CBS).

“With all these guiding frameworks, we will consolidate and optimize the resources of the national government to gain its maximum benefit and multiplier effects for the economy,” Pangandaman said.

Next year’s budget is

also guided by the Medium-Term Fiscal Framework or MTFF, she added.

She said priorities for next year include infrastructure development, strengthening government units, digital transformation in the government and and sustainable management and use of natural resources by 2030.

Local governments will also be given funds for their capacity building, she added.

For 2023, the government approved a P5.268-trillion national budget which is focused on economic recovery.

Oil up as strong US economic data lifts up market sentiment

Oil prices increased over demand optimism after better-than-expected economic data in the United States and hopes that the Chinese economy will recover from the wounds of coronavirus disease 2019 (Covid-19) pandemic.

International benchmark Brent crude traded at $87.82 per barrel at 0656GMT, a 0.40 percent increase from the closing

price of $87.47 a barrel in the previous trading session.

The American benchmark West Texas Intermediate (WTI) traded at $81.34 per barrel at the same time, a 0.40 percent gain after the previous session closed at $81.01 a barrel.

The US economy expanded 2.9 percent in the fourth quarter of 2022, coming higher than the

market estimate of 2.6 percent, according to the Commerce Department’s first reading released on Thursday.

The stronger-than-expected figure calmed fears that the Federal Reserve’s rate hikes could cause a recession in the US economy this year.

The price upticks were limited by the country’s rising crude oil inventories, which indicate falling de-

mand.

US commercial crude oil inventories increased by 0.1 percent during the week ending Jan. 20, according to data released by the Energy Information Administration (EIA) late Wednesday.

Inventories rose by around 500,000 barrels to 448.5 million barrels against the market expectation of an increase of around 3.4 million barrels.

DHL Express expands its fleet of electric vehicles in the Philippines

DHL Express, the world’s leading international express service provider, has expanded its fleet of Electric Vehicles (EVs) in the Philippines, deepening its contribution towards reducing environmental impact and promoting green logistics. The new batch of 18 EVs include 13 vans and five motorcycles.

The new vans are manufactured by Build Your Dreams (BYD), and can travel up to 250 km in a full charge, carrying up to 3.5 cubic meters of load. Meanwhile, the motorcycles are manufactured by Ecooter. They can travel up to 140 km in a full charge and carry up to 0.12 cubic meters of load.

These new additions will be deployed to deliver shipments in Metro Manila cities such as Makati, Ortigas, Manila and Las Piñas. They will also have routes in Laguna

and Clark, Pampanga. “As a global leader in the logistics industry, we have an important responsibility in ensuring that we promote environment-friendly operations,” said Nigel Lockett, Country Manager of DHL Express Philippines. “This new batch of electric vehicles furthers our journey towards greener logistics, powering a brighter and more sustainable future for our country, our customers and our people.”

AboitizPower greenlights new 17MW Binary Geothermal Plant

Aboitiz Power Corporation (AboitizPower), through its subsidiary AP Renewables Inc., has greenlighted the new Tiwi Binary Geothermal Power Plant Project, which is a novel solution that improves the country’s overall thermal efficiency.

Following its ground-breaking on January 17 in Tiwi, Albay, the soon-to-rise 17 megawatt (MW) binary plant will be built from the ground up with an entirely new binary plant system, pipes, and transmission line. Geothermal energy, a form of renewable energy, comes from the earth’s heat and is produced by drilling production wells into the ground to tap high temperature fluids from geothermal reservoirs. Residual heat from the hot brine side of the geothermal production process, otherwise unutilized before reinjecting back to the earth, is harvested to produce electricity through the binary geothermal power plant.

The concept of recovering heat from the geothermal brine and converting it into electricity, which is a novel solution that improves its overall thermal efficiency. In addition, the binary plant has no emission to the environment as its binary fluid operates in a closed-loop system.

It is within the 1.5-hectare of land where the Tiwi Geothermal Power Plant, the first and oldest geothermal power plant in the Philippines, is located. Construction on the binary

plant is targeted for completion by the end of 2023.

The Davao City track and field association members are lucky to have sportsman Guillermo “Willie” Torres Jr. as executive vice president of the Philippine Track and Field Association (Patafa).

Why?

Because Dr.Torres is the president of the University of Mindanao and their Matina campus has a world-class rubberized track oval.

Boss Willie was very proud to tell me one time about their newly-built oval and said he has hired the services of track specialist coach for the university athletes.

We regularly cover events at their Matina campus during the Private Schools Athletic Association (Prisaa) competitions and during those years, wala pay rubberized oval. As in, if ma ulahi ka sa 100-meter dash event, maka kaon ka gyud ug abog gikan ni Harrish Ratag, UM’s top sprinter at that time.

Before UM sports director Joaquin Pereyras Sarabia retired, he gave me a personal tour of the oval. Upon stepping on the oval, it reminds of the first time I set foot on a rubberized track oval. This was at the Teacher’s Camp in Baguio City. The athletic oval at that time was the training site of the President Ferdinand E. Marcos-approved “Gintong Alay” sports program headed by Michael M. Keon.

My old man, Marcial, sent me to Baguio City to attend a youth camp, the S.E.P. Camp, that was attended by

hundreds of young campers from different cities and towns at that time.

So, that explains why I was there.

Back to the UM track oval.

So, the Patafa performance trials were also conducted there including a technical officiating refresher’s course. I heard that Bobet Castillo, Dr.Torres’ long-time lieutenant, and coach David Dwight Penano were also instrumental in the hosting of the event.

After these two events, UM will host the 2023 Araw ng Dabaw Athletics Festival on March 18 to 19.

This leads me to ask why not hold the events at the Davao City Sports Complex in UP-Mindanao.

We just got lucky that Dr.Torres is an official of Patafa and the holding of the events at a privately-owned facility has become easy.

If Dr.Torres is not a Patafa official and sportsman, Davao City track and field athletes will have no choice but to request the use of the Davao City-University of the Philippines Sports Complex.

The only downside of going to the DC-UP Min sports complex is the distance. Mo mahal ang pamasahe sa mga athletes and officials padulong didto. If you have P24 in your pocket, puwede na maka about sa UM Matina and if the coach will treat you to snacks after the training, solves ang tiyan!

After the building of the DCUP Min sports complex, I have not

heard of local NSA heads regularly using the publicly-owned facility. Layo lagi daw. But I don’t think that would be a problem. We have the Davao City Sports Development Division (dxUM broadcaster Dennis “Mr.Sports Complex” Lazo has been asking if this office is still existing) that can find a remedy for this. All they have to do is closely coordinate with the Davao City Track and Field Association officials for future use of the track oval there and make it as an official training site of our Davao City athletes. Kung dili na gamiton, madaot ra gyud na, sayang lang mag paningkamot ni Congressman Isidro Ungab ani.

I remember the lovely Wowie

Huang (now Mrs.Teves) when she was the head of the Davao City Tourism Office, there were buses outside of City Hall. Those buses turned out to be used for free for those who would like a tour of the Davao City tourists sites. Nindot di ba? Sakay lang ka, maka suroy ka sa mga tourist spots sa siyudad. Good job Wowie, belated congratulations ni, pero congrats!

This kind of set up can also be done by the Sports Development Division. Siyaro walay mga dagkong sakyanan ang siyudad sa Dabaw. Now that the DC-UP Min sports facility is available, you can provide the transportation needs so that it can be used by our athletes, instead of going

to a privately-owned facility.

Unsaon pag buhi sa sports dihang dapita if nothing is done?

This can be done Mikey Aportadera, officer-in-charge of the Sports Development Division. Dennis “Mr. Sports Complex” Lazo would like to hear your plans for sports development, or else he will keep asking over dxUM’s Radyo Ukay and Kataladi DRL Facebook Live if your office is still existing or not, or has Mayor Baste Duterte abolished it already.
