Rigo urges Dabawenyos to be security-conscious amidst revelry

Amidst the busy charter anniversary month for Davao City, Rodrigo “Rigo” Duterte II urged the Dabawenyos to practice the culture of security by adopting vigilance in their way of life.

In 2019, the city government of Davao and Task Force Davao launched the campaign “May Nakita? Dapat Magsalita!”.

Rigo reminded Dabawenyos, specially during occasions like Araw ng Dabaw and Ironman 70.3 where large number of people converge, to immediately re-

port suspicious individuals and activities to security forces to ensure that act of terrorism will not happen in the city.

Delvo back in Davao as new PRO reg’l director

Philippine National Police (PNP) chief General Rodolfo Azurin Jr. has designated a familiar face in Brigadier General Alden Delvo to replace Brigadier Gen Benjamin Silo Jr. as regional director of the Police Regional Office (PRO 11).

Delvo served as city director during the term of former President Rodrigo Duterte.

Silo will now head the Civil Security Group after Azurin implemented reshuffling among high-ranking police officers on Friday.

The PNP chief also named Police Brigadier General Anthony Abellada Aberin as the new Regional Director of the Police

Marawi City – There is a hidden narrative from voiceless human lives in the margins of Philippine society. The stories we hear about Muslim Mindanao are usually Manila-centric. Manila only sees Mindanao from its biased point of view. Social scientists and political commentators have pointed out that the situation in the Philippine South has been largely unstable due to a history of violent armed conflict. The truth of the matter is that colonial history is the root cause of the divide between the minority Muslim Filipinos and the Christian majority.

But what can be learned from the past peace agreement between the government and the Moro National Liberation Front, which was signed in 1996? Former Senator Santanina Rasul believes that its failure meant that “the real measure of peace, and the reason why people are begging for peace, is not the termination of the

conflict.” Rather, she says that the reason “people want peace is because they want food on their tables, they want jobs, they want justice, they want shelter and health care, and they want a decent life.”

In my conversations with Dr. Godiva Eviota-Rivera during the Ethics for Nature Conference at the Mindanao State University in Marawi, an initiative led by the school’s young and dynamic philosophy faculty, she mentions the importance of the solidarity among Maranaos and Christians in Marawi City. The same solidarity is crucial in sustaining peace in the Bangsamoro. To buttress this point, the studies of Azuna Yoshizawa point to the value of everyday interaction among Muslims and Christians in Iligan City as a testament to their peaceful co-existence.

The deep-seated structural injustice, which implicates both colonial history and feudal politics in the

region, needs a radical transformation by means of interfaith dialogue and authentic democratic participation. The rectification of the historical injustices against Muslim Filipinos is the most important element in the whole peace process. According to Atty. Hamid Barra, the minister for Human Settlements and Development in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), Islam is a religion of peace. Muslim Filipinos, he says, desire holistic peace. An important dimension of this desire is anchored in how people respect and value each other as human beings.

The autonomy to govern given to the Bangsamoro through the Bangsamoro Organic Law is not just about self-determination. It is also meant to heal the wounds caused by our colonial past. Without this moral healing, the whole region will not be able to move forward. Peace is a collective effort. The re-

A native of California, USA, Edward E. Christensen arrived as a school teacher in the Philippines in 1901. His first station was in Kalibo, Aklan (1901-03) before joining the forestry service for a year. After this, he went home to rest and later pursued his passion for teaching.

In 1913, he returned to the country to assume as manager of the 832-hectare Mindanao Estates Company (MEC), a hemp estate in Padada, Davao del Sur, leased by American planter Brudett Crumb. The farm was then experiencing losses and low production.

A host of development issues must be addressed – equitable distribution of resources, human security, equal opportunity, and political reform. To truly empower the people in the Bangsamoro, critical questions pertaining to justice and equality must be resolved. Without this democratic resolution, the Bangsamoro will find it hard to pursue the good of its people.

Peace cannot be narrowed down to the question of conflict. Rather, it is about

people wanting to live normal and decent lives. Marawi City has witnessed its share of violent extremism in 2017. Maranaos, in solidarity with Christians, have survived the crisis. But to maintain peace, rebuilding efforts must be sustained. The promotion of democratic values cannot be attained without public trust which can only be won by the government through concrete projects and programs. The interpretation of the events in the Bangsamoro, past and present, must carry the reality and struggle for social justice. Undeniably, the concept of solidarity cannot be blind to the moral violence committed against the poor, especially the poor in minority cultures. This violence is nothing but the very objectification of the powerless, where humans are reduced to mere instruments by hegemonic and elitist structures that alienate and dehumanize people. Lasting peace can only be realized if there is justice for all.

sively cultivated by Cebuanos recruited from Cebu and paid P1.10 in the daily minimum wage. Christensen knew the obligation of treating his laborers well, fearful that unfair practices would force them to abandon their jobs and seek employment in nearby plantations.

Many of Christensen’s farmhands, after saving money from their wages, took up 24-hectare homesteads, built modest homes, and brought their families to Padada. Those who fell on hard times for various reasons were forced to work for the homesteaders as peons.

Overall, Christensen managed 1,785 hectares across two extensive abaca estates.

The principal stockholders of MEC included Paul Gulick, a lumberman of Baguio and La-guna; M. L. Miller and David Walstrom, manager and

teller of International Banking Corpo-ration (IBC) in Cebu, respectively; U.S. Army Major H. F. Cameron, who was stationed in Philadelphia; and P. C. Round, a former judge of Santo Domingo, Dominican Republic.

On the other hand, Christensen Plantation Company’s shareholders, aside from the ma-jority stockholder, were Gates L. Spalding, a teacher from Kansas who taught in the islands; Federico Aznar, plantation manager of MEC under Christensen’s supervision; and Manuel Aznar, the manager of Christensen’s estate. It has an authorized capital is P100,000.

The American Chamber of Commerce Journal, in its December 1926 issue, explained in detail this pattern of Cebuano migration (‘Hemp, Coconuts and Dividends at Padada’) that helped developed the

two plantations:

“[The farmhands] are paid by the day and found, so that the average minimum wage works out about P1.10 and the highest, for field foremen, about P2.00. Hemp is stripped with the Universal hemp machine… The husking of coconuts preparatory to drying the meat into copra is the only labor left to contract. This wage labor is found quite satisfactory; it has been the direct stimulus to very extensive homesteading by Cebuanos in the Padada district.

“The men come to Padada with the prospect of being hired on the plantations. This oc-curs. When they have saved some money and looked up locations, they take up homesteads and bring on their families; and more recently they bring their families with them. Men, who actually file claims, gather

around them several kasamas who fall into their debt but open fields on the homesteads and work these fields on the shares. Among four or five men, per-haps one becomes a prospective freeholder; the rest are his peons and he alone has advanced to a better state. He must, however, dispense fairly decent treatment to the men, because the plantations are nearby and they could find work there if they left him.”

After Christensen’s death, his sprawling estate was subject to an intensive legal battle that reached the Supreme Court. For being an American citizen, his will was contested by his heir. Still, the high tribunal, opposed to the lower court’s decision that invoked the internal law of California, ruled to apply the Philippine statute interpreting the inheritance issue.

PH financial sector unscathed by US banking crisis: analysts

Private sector economists and markets analysts on Friday agreed that the Philippine financial sector has been relatively unscathed by the series of bank collapses in the United States, which has sent ripples across bourses worldwide.

The reactions came after three American banks with heavy exposures to the technology and cryptocurrency sectors failed one after another in a span of less than a week this month.

In an interview, Roberto Galang, dean at Ateneo’s John Gokongwei School of Management, said the Philippine economy appears stable at the moment and is therefore less susceptible to being swept away by the US banking contagion.

He also pointed out that the quick response of the US Federal Reserve, Federal Deposit Insur-

ance Corp., and Treasury Department on the bank failures contributed greatly to localizing the problem.

“We still have to wait and see, but Filipino depositors do not seem to be so jittery, and it has been a while since any sort of bank run has taken place in the Philippines,” Galang added.

For his part, former BPI Asset Management chief economist Carlos Ylagan said that while the local financial and capital markets “had a knee-jerk reaction” over the US bank failures earlier this week, investor confidence

in the Philippines seems to have bounced back quickly.

He called the consecutive collapse of Silvergate Bank, Silicon Valley Bank, and Signature Bank an “isolated incident,” adding that the three lending institutions were not major players in the broader financial sector.

“As long as no additional banks collapse there (the US), the local financial community should not be concerned,” Ylagan said.

Meanwhile, Jeng Calma, head of operations at A&A Securities, pointed out that the two-day decline of local shares was “just a sympathy reaction to the bearishness at Dow Jones.”

She explained that there is no real reason for concern because the Philippine financial sector has practically no exposure to the failed American banks.

Qatar’s largest livestock and dairy producer, the Baladna Qatar Public Shareholding Company, is looking for business partners for its ventures in the Philippines.

The Philippine Chamber of Commerce and Industry (PCCI) newsletter released on Friday said Baladna is searching for partners for its ventures here – the Safe Innovation Hub and Mariculture Park in Sual, Pangasinan;

Bangko Sentral ng Pilipinas (BSP) Governor Felipe Medalla on Friday assured the public that the country’s “banking system remains safe and sound” amid the challenges being faced by banks overseas.

“We have shown our resilience through the pandemic, and we continue to be strong in the face of the ongoing turbulence in the global markets,” he said in a statement.

BSP sees lower deficit in BOP for 2023 at $1.6B

DOE eyes to increase electric vehicle rollout beyond mandated 5% of fleet

The Department of Energy (DOE) on Friday said it is eyeing to boost the share of electric vehicles (EVs) in the country beyond the mandated 5% mandatory share of EVs in public and private sector fleets as it works on the Comprehensive Roadmap for the Electric Vehicle (EV) Industry (CREVI), which will provide the timeframe for the mandate.

In a statement, the DOE said it will be conducting a series of nationwide public consultations from March 20 to 23.

The agenda of the public consultation include the presentation of the CREVI and three other EV-related Department Circulars —guidelines for the accreditation of EV Charging Stations (EVCs); the unbundling of the EVCs fees; and the recognition and adoption of EV standard classification on road transport for incentive eligibility.

“Through this, the DOE is pushing for an increase in the rollout of EVs in the country to 10% from the original 5% mandated under the Electric Vehicle Industry Act (EVIDA) or Republic Act No 11697,” the Energy Department said.

As it works on formulating the EV industry roadmap, the DOE said it is “batting for a faster and broader commercial scale rollout of EVs in the country once the CREVI is approved, as the 10% EV roll out under the clean energy scenario will be increased to 50% by 2040.”

Under the short-term period or from 2023 to 2028, the Energy Department said it targets the roll out of 2,454,200 EVs comprising cars, tricycles, motorcycles, and buses plying nationwide while 65,000 EV charging stations will be installed nationwide.

For the medium-term or from 2029 to 2034, the DOE said it will push for additional 1,851,500 EVs and 42,000 EV charging stations.

Under the long-term period or from 2034 to 2040, the agency said that 2,001,600 EVs will be added along with 40,000 EV charging stations.

In a virtual briefing on Friday, Bangko Sentral ng Pilipinas (BSP) officer-in-charge for the Monetary Policy Sub-Sector Dennis Lapid said the latest BOP projection is at USD1.6 billion deficit, better than the previous forecast of USD5.4 billion deficit.

“The overall outlook or picture for the external environment, particularly for external economic activity, continues to suggest that global GDP (gross domestic prod-

uct) will continue to be subdued, particularly for this year,” he said.

In 2022, the country registered a BOP deficit of USD7.3 billion, a reversal from the USD1.3 billion surplus in the previous year.

Based on the latest projection, the current account (CA) is seen to post a lower deficit of USD17.1 billion from USD19.9 billion previously.

Goods exports and imports projections were kept at 3 percent

and 4 percent, respectively. However, services exports are seen to rise by 17 percent from 15 percent and the services imports by 11 percent from 8 percent in the previous BOP forecasting round in the last quarter of 2022.

Inflows from overseas Filipino workers (OFWs) are seen to post a slower growth of 3 percent from 4 percent previously and Lapid attributed this to projections of slower growth in countries where the OFWs are based.

He explained that these projections are based largely on the global growth forecast of the International Monetary Fund (IMF), which sees a subdued output for this year.

Japan donates P7M worth of gymnastics equipment to PH

The Gymnastics Association of the Philippines (GAP) on Friday received roughly PHP7 million worth of gymnastics equipment donated by the Japanese government through its Grant Assistance for Cultural Grassroots Project.

Japan’s Ambassador to the Philippines Koshikawa Kazuhiko and GAP President Cynthia Carrion led the ribbon-cutting ceremony for the top-of-theline equipment that were installed inside the GAP Training

Center at the Rizal Memorial Sports Complex in Malate, Manila.

Also present were Japan Embassy First Secretary Hitomi Akihiko, former Philippine president Gloria Macapagal Arroyo, House Committee chair on Youth and Sports Rep. Faustino Michael Dy III, Philippine Sports Commission (PSC) Commissioner Walter Torres, MVP Sports Foundation executive director Jude Michael Turcuato, world champion Carlos Edriel Yulo

Alido torches field with 64, Davao’s Lascuña finishes 2nd

Ira Alido charged back from five shots down to defeat two Dabawenyo golfers in Tony Lascuña and Rupert Zaragosa by one for the hotly-disputed championship in the ICTSI Negros Occidental Golf Classic, Sunday in Bacolod.

Four players were tied for the lead after 54 holes of play at the tough Marapara layout, and Alido rallied from joint tenth to make it a fiveway logjam. Zaragoza joined the fray midway through the final round to set up a compelling finish.

Alido, the youngest among the contenders at 22 years old, displayed his poise in the clutch as he drilled a pressure-packed 15-foot birdie putt in the last hole to fire a 64, four flights ahead of the championship group.

He then watched as the veteran Lascuña, who needed a birdie to force a playoff, mishit his approach shot on the par-5 18th and miss a 25-footer.

After an hour-long wait, Alido secured his place as the champion.

“It was harder and tougher to wait than go to

a playoff,” said Alido in jest. He totaled a 279 that included rounds of 69, 72 and 74 and snatched the top purse of P405,000.

Lascuña, who drew level with Alido in a long stretch at the back as the rest of the bidders fell off the heap one after the other, finished with a 70, enabling Zaragosa, in joint fifth at the start of the final round, to share runner-up honors at 280 after a 68. They split the combined prize of P418,500.

Frankie Miñoza, who led the stellar field in the first two rounds, trailed early on but kept on pressing his bid with clutch putts and birdies. He, however, scrambled at the finish with two birdies against the same number of bogeys for a 71 and solo fourth at 281 worth P119,250.

Zanieboy Gialon, who tied Miñoza, Lascuña and Guido Van der Valk at the helm after 54 holes, faded with bogeys on Nos. 16 and 17 and ended up with a 72 for joint fifth at 282 with Jhonnel Ababa, who shot a 69, while Van der Valk, who dominated the recent The Country Club Invitational, also lost steam in the stretch, reeling with a double-bogey on No. 14 and bogeys on Nos. 16 and 17. He signed for a 73 and placed seventh at 283.
