This was the statement of Mohammad Azhar Mazlan, consul general of Malaysia in Davao City, who covers southern Philippines, meaning Mindanao, Tawi-Tawi, Jolo and Basilan. Consul General Mazlan was interviewed by Edge Davao to get his views on a wide range of subjects, including his impressions about Davao and its people, and the Philippines in general. Lawyer businessman Jude Ralph Villacin Yap, a close friend of the consul general, accompanied this writer in the interview.

“In Davao City, the people are very excellent, very friendly..they are very straightforward and not difficult to make friends with,” Congen Mazlan told Edge Davao last Friday. Sara not running for Congress

Davao City Mayor Sara Duterte-Carpio denied that she is eyeing the congressional seat of Davao City’s first district. In an interview during the launch of the city’s tourism mobile app, the mayor said she is still unsure of whether she is running for re-election or for another local position. But definitely, she is not running for a seat in congress – in any of the city’s three districts. “Dili na tinuod, dili na tinuod (that’s not true, that’s not true),” Duterte-Carpio said. Reports reaching Edge Davao say that the mayor is slated to run for a congressional seat while her father, incumbent vice mayor Rodrigo Duterte, would run for mayor. Should the mayor decide to run for Congress, it would be a repeat of the 2010 electoral clash between the political families---the Dutertes and Nograleses. Davao City first dis-

trict representative Karlo Nograles is reportedly eyeing reelection in the 2013 elections. In the 2010 polls, Duterte-Carpio won a landslide victory over then Speaker Prospero ‘Boy’ Nograles for the mayoralty seat. On the other hand, Karlo Nograles won by a slim margin over Duterte-backed candidate, Mabel SungaAcosta, to retain his family’s political clout in first district. Except for the first district, the Dutertes and their allies have a tight grip on the rest of the city. Asked if she would seek a second term as mayor, Duterte-Carpio said the answer to that query would come on the day she files her certificate of candidacy, October 5, 2012. ADAYAWAN, the King of Festivals formally unveiled to a culture of sharing—a statement Davao City hopes to leave a mark as it celebrates yet another Kadayawan season. The opening program showcased a festively-festooned giant food basket which depicted the symbolic ritual of sharing the city’s bounty presided over by Davao City Mayor Sara Duterte-Carpio. The ritual is aptly called “Gasa sa Malambuong Tuig” which means blessings of a bountiful year. Sharing the bounties City officials, civic society and tribal leaders joined Mayor Duterte-Carpio in picking the fruits from the giant basket measuring six feet high and weighing an estimated 5 tons. It was filled with assorted fruits like the

The inimitable opening program marked the start of the Kadayawan celebration which will run through the month of August although culminating with the traditional centrepiece Kadayawan Float parade on August 19. Guest speaker Rosario Lizada reminisced the humble beginnings of the Kadayawan and expressed her elation of the growth of the festival today.

Already a favourite among local and international tourists, Kadayawan is being positioned as the “King of Festivals.” “We have reason to be hopeful. We have reason to celebrate,” said Lizada, now 83. The Lizadas own the former beach resort named Kadayawan at the old Times Beach when its name was suggested as the official name of Davao’s annual festival of thanksgiving. Telco completes network upgrade By Carlo P. Mallo

AVAO City was one of the first cities where the Pangilinan-led Smart Telecommunications completed the upgrade of its network, which now allows the network to launch 4G, among many other improvements. “The upgrade for Davao City was completed as early as December last year. During the first quarter of 2012, we completed the fine tuning of the system,” Rodel Dacer Agustin, head for the Mindanao Network Operations of Smart Telecommunications, said. “Mindanao-wide, we completed it in May.” The upgrade is expected to boost the quality of the signal of the network, which is said to have the widest coverage in the country. “Our consumers can expect better quality of calls, SMS, and a better connection for mobile Internet. Internet users can expect increased speed in browsing and streaming,” Agustin said. The telecommunications giant is also rolling out its newest technology in wireless Internet here in the city, the LTE Internet or Long Term Evolution. The technol-

Mindanao traders push for better shipping ports

T

HE inefficiency of ports and high cost of shipping are among the major issues being faced by the private sector in Mindanao, according to businessmen attending the 21st Mindanao Business Conference being held in Butuan City. “Our ports are a major infrastructure that is part of the agricultural highway,” noted Raymund K. Salangsang, president of the General Santos City Chamber of Commerce and Industry, Inc. Reed Aeschliman, acting mission director of United States Agency for International Development (USAID), said in his speech that the efficiency of Philippine ports is one of key economic issues, noting that several ports are still underutilized despite their “almost doubled capacity in recent years.” “Still, the productivity and quality of your ports remain an issue for government and business to address. What incentives do private cargo handlers have to invest in equipment and improve productivity?” he said. Aeschliman cited that inefficiencies contribute to the high cost of ship-

ping, adding that it is through competition that the Philippines will join the ranks of high-performing emerging economies. For his part, Leonel A. Santos, former president of the Surigao City Chamber of Commerce and Industry and member of the Caraga Regional Development Council (RDC), said competition will eradicate monopoly of shipping industry in the country. He also mentioned that developments of infrastructure will be fasttracked with public-private partnership. Salangsang said high shipping costs may be addressed by amending the country’s Cabotage Law, which gives local shipping operators the exclusive rights to ply Philippine waters, to allow the entry of foreign vessels. Confident that the Cabotage Law will soon be amended, Roger B. Navarro, former president of the Chamber of Agriculture, Fisheries and Food Industries of Northern Mindanao, said the government should prioritize addressing the lack of post harvest facilities. He cited cold storage

and sorting equipment for vegetables; abattoir for livestock; and grains terminal at the ports are some of the facilities that most regions need. Salangsang pointed out that the government has to improve major ports that are destinations of large vessels instead of pouring resources in building more small ports. There will be lower freight cost if shipping goods are consolidated in major ports, thus it is also important to build road networks leading to these strategic ports, he added. The GenSan chamber is urging the national government to privatize ports to improve their efficiency and attract more shippers from the regions. “The problem with our national government is that it is still hesitant to privatize our ports. We wanted to fasttrack the privatization,” Salangsang said. He added that the private sectors in GenSan already passed a resolution to privatize ports, and it is fully supported by RDC 12. Holcim Phil. to expand waste-to-energy facility

OLCIM Philippines is slated to construct a P250million waste-to energy stream facility aimed at lessening the demand for coal as a cement plant fuel in Davao City. According to Roland Van Wijnen, Chief Operations Officer (COO) of Holcim Philippines said that the facility will include structures and buildings which are aimed at storing more rice husks, identified as a viable fuel alternative for the cement plant. The plant consumes about 600 tons of coal to power its cement plant, only about 5% are alternative fuel such as canteen and office wastes. “Coal eats up about 40% of our production costs

He says that with the Alternative Fuel Feeding System the company hopes to source 30% of the cement plant fuel from alternative wastes such as rice husks, most of the rice husks will be sourced from Davao Region. “From 40% we hope to lessen coal costs to about 28% of our production cost.” Bernal said. “The Cement industry is an industry that does not produce wastes” says Van Wijnen. He says the project will help Davao in disposing their other wastes. However Van Wijnen said that the alternative fuel for the plant should have been properly segregated as

they would rather focus on wastes which can no longer be recycled or reused into other products. He cited coconut husks which can still be recycled into other materials. Van Wijnen said that the savings from the facility will outstrip the cost of its installation. And the infusion of the capital for the project will expand the amount of wastes which the company can store. They are targeting that they can implement the project this year up to 2013. Bernal said that the expansion of the waste-to energy stream facility will be placed at the Ilang cement plant, he said that unused production lines would give way for the expansion. [PIA/RG ALAMA]

seen to bring down power costs for the country. Furthermore, the use of industrial, commercial and household waste to produce electricity and alternative fuels will also help local government units phase out gradually landfills and improve sanitation, according to a report posted on betterphils.blogspot.com. The company is looking at investing at least $250 million to $850 million for each plant, which is enough to cover operation of a plant capable of processing 5,000 tons of garbage. Board member Jay Albarece of Bukidnon’s first district said they are looking at the province’s waste volume capacity for their target plant capacity. company based in Texas in the United States has proposed to build a synthetic gas fueled power plant in Bukidnon that will convert about 500 to 1,000 tons a day of local solid waste to generate power. Provincial board member Nemesio Beltran Jr. told MindaNews Wednesday the proposed plant, one of three in Mindanao and 10 in the country eyed by Quantum International, is said to address local solid waste disposal and power supply problems. The two other plants proposed in Mindanao are in Surigao and Davao. Last March, the firm announced they plan to close the deal with local government units for 5 of 10 plants within the year. Davao mining industry shows a ‘friendly’ face W

HILE mining to many people has still an ugly face due to the myriads of problems it can cause to the environment, the mining cluster in Davao is tackling this big challenge head-on. “It’s hard to promote more investments to our country’s mining industry if the overall environment isn’t friendly,” says mining cluster chairman Arvin Carlom, communications officer of the Davao mining firm Asiatico operating in the hinterlands of Davao Oriental. The mining industry cluster in Davao Region has zeroed in on “creating a friendly environment for mineral development.” It has lined up programs and activities that will run from May 2012 to March 2014 to attain their objective. Active environmental activists nationwide, according to Carlom, has slowed down the development of the mining industry. “This can be neutralized if we come up with programs and activities that will lay the groundwork for deeply understanding of the mining industry and what it stands for in terms of economic de-

velopment,” Carlom said. Some of the cluster team’s plans include recruiting more stakeholders as members, training of educators and young people as advocates for responsible mining, conducting more seminars on responsible mining and exposing trainers to best mining practices

Airport to be safe at last?

HE REGIONAL DEVELOPMENT COUNCIL (RDC) headed by Davao City Mayor Sara Duterte-Carpio is pressing the national government to do something about the deteriorating state of the much-ballyhooed Francisco Bangoy International Airport (FBIA) located at Sasa, Davao City. The RDC has asked the Civil Aeronautics Board (CAB) and the Civil Aviation Authority of the Philippines (CAAP) to take urgent action on six major problems, especially those that pertain to the safety of airline passengers, security of the airport and air travel itself, as well as the services and convenience that the plane-riding public deserves. The two agencies, both under the Department of Transportation and Communication (DOTC), were asked to solve the problems discovered in a probe conducted by a Technical Working Group formed by the RDC to look into complaints on the defects of the P5.4-billion facility from the riding public and media. To institute reforms in the airport, the CAB and the CAAP were urged to exercise their individual powers as agencies to iron out the multiplying kinks in the international facility. Among the things CAB and CAAP, and especially DOTC, are asked to do are the immediate repair and maintenance of mostly basic facilities and equipment like toilets, drinking foun-

tains, ceilings, floors and walls, escalators and elevators, x-ray security machines, airbridge and air-conditioning units. The RDC also urged government to buy a new firetruck to replace the old one which had been unserviceable for years, and a sufficient number of fire extinguishers. Another advocacy of the RDC has to do with a vital government policy---the development council, composed of government and private sector leaders, wants the airport to retain 50 percent of its annual income for its regular operation and maintenance and to provide for capital investment. There are other things that need to be done in the airport. Prompt action by the government on these urgent problems will depend partly on how constant the RDC’s followup will be. While we are at it, will somebody tell the airline companies that “Bangoy” in Francisco Bangoy is pronounced “Bang-goy” as in mango, mangosteen, gringo and hunger, and not like hanger and hangar. Government officials like Tourism Regional Director Art Boncato and City Tourism Officer Jason Magnaye should do something to stop this form of ridiculing the memory of the great Dabawenyo who donated billions of pesos worth of land where the international airport is today. ommunist rebels are again on the offensive, albeit in the less violent front. Last week, rebel spokesman for Mindanao Jorge Madlos, more popularly known for his nom de guerre Ka Oris, gave an extensive interview to select members of the local media from Davao City, giving them exclusive shots, quotes and timely sound bytes just as the rest of the press and the nation were training their attention to President Benigno Aquino III who delivered his third State of the Nation Address (SONA). Perhaps making up for the decision to skip their annual press conference in time for the 44th founding anniversary of the Communist Party of the Philippines (CPP) in December, Madlos made sure he brought to the attention that Aquino was wrong in ignoring the stalled peace process with the armed Left in the his SONA. At the same time, the rebels are showing all and sundry that in certain parts of Eastern Mindanao, there exist two governments – theirs and the Philippine government – by increasing their capacity to hit at will vulnerable soft military targets without suffering major setbacks. Madlos, the designated spokesman of the National Democratic Front (NDF), has lately become the face of the communist rebels following the death of iconic rebel figure Gregorio “Ka Roger” Rosal. Almost simultaneously, a clandestine interview of Ka Simeon Santiago, political officer of the Medardo Arce Command of the New People’s Army of the Southern Mindanao Regional Party Committee of the CPP-NPA, was also posted and uploaded in the Facebook account of rebel propagandist Marco Valbuena, uncannily titled Bagong Gobyerno sa Timog Mindanao (New Government in Southern Mindanao). From the video clips of the interview, it was obvious these were taken just at the outskirts of the city. These were separate propaganda offensives but their timing suggests these are coordinated and part of a broader attempt to reach a wider audience and for obvious agenda. Peace talks Madlos has never been coy about their assessment of the Aquino government although the rebels have repeatedly supported calls for the resumption of the peace talks. “For the NPA (New People’s Army), CPP (Communist Party of the Philippines) and NDF, we are very much willing to continue the peace talks. And we will exert all efforts so that the peace negotiations can prosper,” Madlos assured. Previous statements from Madlos coupled with seeming lack of enthusiasm from the Aquino government, however, point to an increasing pessimism over the direction of the peace negotiations between the Philippine government (GPH) and the NDF. Over the last 26 years, the CPP-NPANDF have engaged the government in onand-off again peace negotiations. Except for a brief period – immediately after the 1986 EDSA revolt – the communists have rejected all calls for an immediate cessation of hostilities as a precondition to the full resumption of the peace negotiations. Greater economic gains through its IT-BPO industry

HE Technical Education and Skills Development Administration (TESDA) knowing the great economic impact of the Information Technology-Business Process Outsourcing (IT-BPO) has established partnership with the Business Processing Association of the Philippines for greater economic gains. Thus, TESDA has forged its alliance with BPAP through a memorandum of agreement (MOA) signed by Secretary Joel Villanueva, TESDA director general and the BPAP Chairman Alfredo Ayala on October 2011. More than half a year since, the BPAP recently released data that highlighted the local IT-BPO sector’s outstanding performance in 2011—a marked increase of 11 billion dollars in revenue by 24 percent from 2010, and providing jobs to 638,000 employees, 22 percent more than in the previous year, with the industry surpassing their projected 20-percent annual growth rate. According to the BPAP, and particularly mentioned by President Benigno S. Aquino III in his 3rd State of the Nation Address, the industry will bring in 25 billion dollars a year by 2016, making up 9 percent of the Philippine gross domestic product (GDP), 10 percent of the sector’s global market share and employing 1.3 million Filipinos.” GDP is the total value of goods and services produced in a country in a year. The President stated that it has been projected that on 2016, BPO will be bringing in 25 billion dollars and will be employing 1.3 million Filipinos. “And this does not include the estimated 3.2 million taxi drivers, “baristas”, corner stores, canteens and many others that will benefit from the indirect jobs that the BPO industry will create.” With this statement, the BPO industry is undoubtedly a “fortune” to the Philippines that will help catapult our country to become an economic giant before 2020.

IBARRA As Senator Edgardo Angara has said, the IT-BPO industry could “very well be the spark that sets off the Philippines’s economic boom and the government should strengthen the country’s foothold on it.” Angara added that rapid expansion of the IT-BPO industry in the Philippines has surpassed “even the most optimistic forecasts because of the exemplary public-private partnership [PPP] they demonstrated.” Villanueva earlier this year has said, “TESDA, in partnership with the BPO industry, will offer scholarships and other assistance directed to develop skills or qualifications with high demand, and signed with international standards.”

TESDA has strengthened its partnership with the IT-BPO sector by means of its training institution, the National TVET (Technical Vocational Education and Training) Trainers Academy (NTTA) in Marikina City conducting the Trainer’s Methodology (TM) Level I training program to different participants from the BPO sector through the Industry-based Training for Work Scholarship Program (I-TWSP). The TM Level I had its pilot run at TESDA Women’s Center, Taguig City on May 15 – 31, 2012 with 34 graduates; Batch I followed right after with 22 graduates from June 25 – July 6, 2012 which was conducted at NTTA; and just graduated on Wednesday were the Batch 2 24 participants who started last July 16, 2012. The training program is being conducted to develop a pool of “Core Trainers” who can become trainers of Trainers Methodology Level I in the BPO sector thereby increasing the training capacity of the participating BPO companies. It is also aimed at developing the competencies of the trainers to deliver company-based Training. It is expected that these core trainers shall conduct a lot of training programs to increase the number of skilled graduates in the sector within the year to address BPO’s rising demand. The skills development of the human resources in the IT-BPO sector and other Training Providers is intended to help the Filipino workforce become highly skilled, competitive and flexible thereby getting higher chances to be employed in this industry. China’s affluence crisis COMMENTARY BY MARK LEONARD

OR most of the last 30 years China’s leaders have been kept awake at night worrying about their country’s poverty. But as the country approaches its once-in-a decade leadership transition this fall, it is China’s affluence, rather than its poverty, that is causing sleepless nights. Deng Xiaoping declared in 1979 that the goal of China’s modernization was the creation of a “Xiaokang (moderately well-off) society,” where citizens would be comfortable enough to lift their eyes above the daily struggles of subsistence. For more than a decade, Chinese people have been living a version of this onceutopian concept. On a recent trip to the prosperous Guangdong province on the Pearl River Delta I was struck by the sophistication and wealth of China’s urban experience – but also by the fragility of the social compact on which it is founded. The country’s economic growth “slowed” to 7.6 percent in the second quarter (the weakest quarter since 2009, when 20 million Chinese lost their jobs as a result of the global financial crisis). Only last week, Premier Wen Jiabao warned of tough economic times ahead. In Guangdong – where migrant laborers repeatedly riot, and where a new middle class fights hard to protect its advantages in the face of an economic slowdown – the regime is particularly challenged. After the experience of Tiananmen Square in 1989, China’s leaders are painfully aware that social strife and revolution are more likely to come about as a result of the thwarted ambitions of the aspirational than because of the complaints of the very poor. Now that China is flush with wealth, some of its intellectuals are turning to a surprising source to understand its problems. J.K. Galbraith’s book The Affluent Society was a critique of the obsessive focus on GDP growth and production in the United States in 1958. He made waves by arguing that America’s obsession with the quantity of goods produced would have to give way to the larger question of the quality of life that it provided. In the introduction he famously argued that while poor men have a clear sense of their problems and the solutions, the rich man has “a well-observed tendency to put [wealth] to the wrong purposes or otherwise to make himself foolish”. As with individuals, claimed Galbraith, so with nations. China has gone from being one of the most equal countries in the world to a nation with a bigger gap between rich and poor than the Unites States. Prominent left-wing thinkers such as Wang Shaoguang and Lu Zhoulai claim that Galbraith would have no difficulty recognizing the symptoms of his affluent society in today’s China. First, China’s leadership has spent a generation obsessively focusing on economic growth at the expense of all else. Second, inequality has run rampant as socialist China destroyed the “iron rice bowl” of social protection. Third, a surge of conspicuous private consumption has come at the expense of investment in public goods like pensions or affordable healthcare or public education. And fourth, spending on overdevelopment and vanity projects has grown, rather than necessary investments in welfare. China’s supply of cheap exports was made possible by a deep well of migrant labor guaranteed by the “hukou system,” which ties peasants to the land and deprives them of all social rights if they pack up in search of work. The result is that a city like Guangzhou (formerly known as Canton), the largest in Guangdong, has become like Saudi Arabia: It has a GDP per capita on a par with a middle-income country, but academics estimate that only 3 million of the 15 million people who work in Guangzhou every day are officially registered inhabitants. The rest have no rights to housing, education or healthcare and live on subsistence wages. In Saudi Arabia the cheap migrant laborers are attracted by the oil wealth; but in Guangdong the laborers are the sources as well as the by-product of the wealth.

Search for new public cemetery site continues

HE city government here wants to hasten the establishment of the new Koronadal City public cemetery. Mayor Peter B. Miguel has ordered the task force to fast track the selection of the site where the public graveyard will be located. Last July 17 and 22, the selection committee met with homeowners in Purok Sto Niño, Barangay Paraiso for consultations on the issues and concerns pertaining to the project. The project is one of the priority thrusts of Miguel for 2012-2013, considering that the present public cemetery here has become very congested to a point that several niches are already piled up to four levels. The city local government unit (LGU) has allocated P3 million for the purchase of the lot for the cemetery, which, according to the local chief executive, will offer the same amenities of private

graveyards yet affordable to low-income families. Benito Quirao, acting head of the City General Services Office (CGSO) and head of the task force secretariat, said the process started early last year with an invitation for lot owners to sell their property to the LGU. After land search and assessments, members of the lot selection committee identified a 3.5-hectare lot at Purok Sto.Nino as best suited to the project. Quirao said the proposed site passed the following requirements: zoning classification of open space, not within Strategic Agriculture and Fisheries Development Zones, not tenanted, not covered by the Comprehensive Agrarian Reform Program, not prime agricultural land and not irrigated. After the lot selection, appraisal, purchase and site development should immediately follow, he said.

“AAA Inter” Abattoir, and upgraded GenSan Central Public Market; and development of Klaja Karsts Ecotourism Park and Queen Tuna Park as tourism destination. The terminal complex is comprised of food terminal, transport terminal and “AAA Inter” Abattoir. Buguis said the current capacity of the terminal complex fails “to accommodate the increasing passenger traffic” aside that its presence in the heart of the city is “congesting the central business district.” She also cited the lack of “appropriate facilities and technologies” for product handling inside the complex, which are way below international standards. The proposed development of the 20-hectare complex, which is pegged at P700 million also comes with the construc-

tion of a solid and liquid waste management facilities. The city also bids for the “redevelopment” of its 20,450sq.m central public market under the PPP scheme with an indicative cost of P200 million. The project will entail construction of a malltype building complex which will replace the existing public market. The complex includes facilities like wet market; shopping center with commercial spaces and “crowddrawer” add-ons such as recreational, amusement and entertainment facilities to include a parking building. Moda Mindanaw to highlight T’nalak

This year’s competition to use native fabric as inspiration By Maybelle Anne C. Yutiamco

T’NALAK, an interwoven abaca fabric made by the T’bolis, will be this year’s official cloth for the Moda Mindanaw, as stated recently by Oscar Casaysay. Moda Mindanaw is an annual fashion and floral design competition among Mindanaon fashion and floral artists. The inspiration for the designs will come from people, sounds, sights, and other icons of Mindanao. The T’nalak cloth that will be highlighted for this year’s Moda Mindanaw will be specially weaved in a new softer and more manageable form. The cloth is courtesy of Mindanao Commission of Women. Casaysay also stated that the cloth would also come in different colors aside from the traditional red, black, and white. The finalists will draw lots in order to determine the color of their cloth. Each fashion designer will be provided with T’nalak cloth. The length of the cloth will depend on the category where each finalist is situated. Designers for street wear for women and men will be provided with T’nalak cloth measuring 6 meters with a width of 23 inches. Designers for the eveningwear will be provided with T’nalak cloth measuring 8 meters with a width of 23 inches. The designer who will

take first prize will be awarded with P10,000, the second prize winner will earn P8,000, and the third prize winner will receive P5,000. Overall, forty-five participants, both in the fashion and floral design competitions, will take part in this year’s Moda Mindanaw. Thirty-five participants

are from Davao City, three are from Tagum City, three from Samal, one from Panabo City, one from Surigao del Sur, and one participant from South Cotabato. The final judging and the awarding for the Moda Mindanaw will be held on August 19, 2012 at the Cinema 3 of SM City Davao.

CEB connects Boracay and Palawan to Davao in time for Kadayawan THE Philippines’ largest national flag carrier, Cebu Pacific (PSE:CEB) began operating direct flights from Davao to both Kalibo and Puerto Princesa today, providing invaluable linkages to these three tourism destinations. Both routes will be on a four times weekly service every Tuesday, Thursday, Saturday and Sunday, utilizing CEB’s brand-new Airbus A320 aircraft fleet. “Starting today, two popular tourism destinations, Puerto Princesa and Boracay, will be within easy reach of Dabawenyos and vice versa. With fares up to 55% lower, these direct flights will make Davao even more accessible to foreign and local tourists alike, just in time for Davao’s popular Kadayawan Festival this August,” said CEB VP for Marketing and Distribution Candice Iyog. “Providing accessibility across the Philippine islands continues to be one of Cebu Pacific’s top priorities. This is evident in the rest of the new routes we are launching later this year, along with the addition of three more brand-new Airbus A320 aircraft into our fleet in the 2nd half of 2012,” she added. Rainy day food favorites ACCORDING to PAGASA, the local weather bureau that has a hit-or-miss reputation, the rainy season has started. And although it has not rained in two days, I feel like monsoon season has not ended with typhoon Gener’s exit from the PH. There are still going to be days in the not-so-distant future that would require us to stay home and make do with whatever it is we have in our own personal spaces. The good news is that days spent locked up at home should not be as boring as usual. The best way to liven up an otherwise somber day at home is by throwing a quick party for all your housemates.

The great news is that there are so many things you can do during a rainy season party like play board games, watch DVDs, or whip up some warm comforting food. For this purpose, I conducted a social network survey that asked: what is your favorite rainy season food? I know a study is only effective if you survey at a hundred people at the very least, but only fifty people answered my poll, so shoot me. Anyway, here are the answers Check out the answers and get a clue on what to serve the next time you are stuck at home because of the rain. #1 Champorado It seems like, this very Filipino rainy season meal still takes the cake for the favorite rainy day comfort food and it is very easy to understand why.

Champorado has everything that is sinfully good: Chocolate, an overload of Carbs, Sugar, and Milk. This chocolatey rice porridge managed to conjure up eighteen percent of the votes and is enjoyed in with many other foodstuffs. Many Mindanaoans enjoy Champorado with some Bulad (dried fish), Manilenyos enjoy theirs with Tinapa (smoked fish), and others enjoy it with extra milk. One respondent even confessed his adoration for

Champorado with Biscocho. If you plan to serve Champorado for your next rainy-day party, you might want to give it a fresh twist by making some with White Chocolate. White Chocolate Champorado is quite popular in the capital and gives a milkier profile to the porridge. You may also try serving it with fried dilis to give it a flavour and texture contrast. #2 Lugaw/Arroz Caldo/Goto Aaah…another carbladen top-nothcer in the race for the favorite rainy

season Filipino favorite. Lugaw is basically rice porridge which is usually flavoured with ginger, garlic, onion, and some sort of stock. It may or may not be served with a hard-boiled chicken egg. It is very much like the Cantonese Congee. Arroz Caldo is basically the same rice porridge recipe with a Spanish twist. It is usually flavoured with Saffron (or Kasubha which mimics the color of Saffron sans the flavour and the high price tag) and has some chicken. Goto is the very Pinoy version of the Lugaw, usually served with pieces of fried tokwa (a firm tofu) and Beef Tripe. Because the porridge is filling, satisfying, and oh-so-comforting, it is easy to understand why it comes second on the list with fourteen percent of the votes.

Wanna jazz up your plain lugaw? Add some flair by topping each bowl with quail eggs, fried wanton wrappers, or chicken dumplings (for Arroz Caldo). You can also top a bowl of plain Lugaw with some shredded Pork Adobo to give your meal a unique, but still very Filipino, twist. #3 Ramen/ Instant Noodles Probably the easiest to prepare among all the popular answers for this survey, Instant Ramen or Noodles gives you everything you would look for

in a rainy day meal, satiety from the noodles, warm comfort from the soup, and full flavour thanks to the spices and Godknows-what-chemicalsthey-put-in-those-packages, all without the hassle! Plan to dress up your Instant noodles? Don’t. That’s the whole point of cooking instant food. It must remain hassle-free. #4 Chicken Sopas The Filipino version of Chicken Noodle soup is a gorgeously heart-warming bowl of Chicken, Macaroni, Stock, Vegetables, and Milk. It reminds everyone of their childhood and is still one of the most requested rainy day treats in most Filipino homes. Garnering ten percent of the votes, the Filipino favorite is definitely worth serving during your next rainy day party. #5 Bulalo Bulalo is a soup made from beef shanks and marrow. The gorgeously cholesterol-laden bone marrow makes this dish sinful in its simplicity. Uusally made with Potatoes, Cabbage, Bok Choy, or Corn (on the cob), this dish is not only great to sip, but is perfect to eat with rice. The hot soup and the meaty goodness make this one of the most popular Filipino dishes, and lands on the fifth spot with eight percent of the votes. Some of the other popular answers were: Sinigang, Lomi, and Batchoy. I hope this gives you something to think about the next time raindrops start falling. News’ Giuliana Rancic in London this morning to reveal his birthday plans...and, more importantly, to try to spin his mom Ike’s comments this week about her son’s predilection for “one-night stands.” “It feels amazing,” he says of his Olympics performance. “I’m happy that it’s over. “Today is my birthday, and I’m relaxing... This is the first time in 12 years that I can celebrate my birthday and not swim.” His birthday wish? “That I can actually spend some time with my family,” he says. “I’ve been waiting to hang out with them.” Meanwhile, Ryan took time to play down the amped-up, madefor-TV rivalry with teammate Michael Phelps. “We’re friends. He’s still my partner when we play cards. I love racing against him. eUP to make UP a “great university” IN August 1, 2012, the launch of the eUP project in UP Mindanao was held by the team of UP Vice President for Development Elvira Zamora. The morning activities included the Change Seminar for UP Mindanao constituents, and a press conference in Marco Polo Hotel. In the afternoon was the eUP Launch in UP Mindanao led by VP Zamora, with responses from UP Mindanao constituents led by Chancellor Gilda Rivero, staff, students, alumni, and officials of Davao City, higher educational institutions, and other partners. According to the project leaders, eUP is UP President Alfredo E. Pascual’s flagship project to make UP as “One University” and an important part of the UP Strategic Plan 2011-2017: “The Path to Greatness”. eUP will answer the operational challenges that have beset the university for a long time. These include processing of academic transactions, data sharing, data collection, and data management, report generation, and reliable interconnection. eUP is a three-year plan that envisions a unified UP System where operational efficiency is achieved through the digital exchange of information, sharing of data, and electronic processing of transactions. The eUP goal is to design and put in place an integrated, interconnected, and interoperable Information and Communications Technology (ICT) system and infrastructure in and across all UP campuses. In UP Mindanao, which is the farthest UP constituent university, this will mean having access to educational resources and learning materials of other UP campuses. For example, a professor who wants to deliver a lecture to various audiences in multiple locations will be able to do so. Or, as President Pascual noted in his kick-off message, a lecture may be video recorded, saved, and uploaded on a website to be viewed by students at their most convenient time. It is hoped that upon implementation of eUP, the level of operational efficiency in the UP System will see improvement in terms of reduced transaction processing time, reduced paperwork, accessible data, increased internet bandwidth, increased transaction volume, increased number of students using ICT for learning, standardized data, shared services across constituent universities, increased savings, and improved decision-making capability.

The project covers five components namely: (1) policy formulation, organization, and mobilization, (2) benchmarking and ICT audit, (3) acquisition/development and installation of appropriate information systems, (4) ICT infrastructure development, and (5) ICT competency building.

The vision of the UP Strategic Plan 2011-2017: “The Path to Greatness” is to enable the university to take a leadership role in the development of a globally-competitive Philippines. And it is through eUP— along with the ambitious goal it poses—that the current UP administration desires to step up to the challenge. eUP is the affirmation of UP as a National University to commit itself to innovation in order to breed leaders who will shape the nation and be of great service to the people.

ONDON – Michael Phelps’s last individual swim of his incomparable career was fittingly golden. Phelps rallied from seventh in the final 50 meters to win the 100 butterfly in a time of 51.21 seconds. In the process, Phelps further put his Olympics body of work out of reach for those who will follow him. It was his record 21st Olympic medal, his record 17th gold medal, and his third straight gold in the 100 fly. On Thursday night in the 200 individual medley, Phelps became the first swimmer ever

to win the same individual event in three consecutive Olympic Games. Now he has a double three-peat. But as usual in this event, it didn’t come easy. Phelps beat South African Chad le Clos and Russian Evgeny Korotyshkin by 0.23 seconds, with those two tying for second. “I don’t even want to complain about going slower [than in the semifinals] or having a bad turn or bad finish,” said Phelps. “I just wanted this one to be a win. We can smile and be happy. It was fun.”

issy Franklin claimed her third gold medal of the Olympic Games on Friday night, destroying the field in the 200-meter backstroke to set a new world record. The 17-year-old from Colorado went into the final as the favorite, but was expected to be pushed by fellow American Elizabeth Beisel and Russia’s Anastasia Zueva. But Franklin, who looked as relaxed as ever heading into the race, took an early lead and never appeared troubled as she came home in 2:04:06. Zuevaawas was 1.86 seconds back in second place, with Beisel in third. “You can never know exactly how fast you are going, but I figured it was pretty fast because it hurt so bad at the end I couldn’t feel my arms or legs,” Franklin said. Franklin’s time smashed the old record set by Zimbabwe’s Kirsty Coventry in 2009 by 0.75 seconds and continued the teenager’s spectacu-
