A
South Cotabato lawmaker has challenged the national police leadership to cleanse its ranks of scalawags by terminating from the service those proven guilty of wrongdoing. First district Rep. Pedro B. Acharon, Jr. hurled the challenge in the wake of a series of controversies involving men-in-uniform in General Santos City. “Anybody found guilty should be dismissed immediately. There should be no second chance to prove that the PNP leadership is serious in ridding the PNP organization of scalawags,” Acharon said during a television interview. Acharon, however, believes that scalawags in the PNP establishment are few compared to the overwhelming majority who are dedicated in doing their job.
“They (scalawags) are only few, but what they are doing tarnishes the image of the entire PNP organization,” Acharon said. Central Mindanao Police director, Chief Supt. Alex Paul Monteagudo claims scalawags in police service represent just about .08 percent (of the entire membership). Monteagudo recently axed the entire force of the General Santos City Public Safety Company (GSCPSC) after they prevented the Criminal Investigation and Detection Group (CIDG) 12 from arresting a cop and a civilian conspirator involved in extortion. HE estimated number of prostituted women (PW) in Davao City has decreased to 4,000 this year from 6,000 in 2011 because they were trafficked or have fled the city to become sexual workers in other areas, a non-government organization said on Monday.

This was the optimistic statement made by officials of the Mines and Geosciences Bureau (MGB) of the Department of Environment and Natural Resources (DENR) in Region 11 in a recent meeting with the Davao City Watershed Management Council (MWD). MGB is the bureau of the DENR which conducts terrain analysis and similar studies to locate the watershed areas of a place. It was the MGB which partnered with the city government in coming up with a terrain analysis identical watershed areas, and sites which have faults vulnerable to earthquakes, landslides and flooding. The presumption that there is no potable water in the northern part of the city is not final, according to Noel B. Angeles, officer in charge of MGB 11’s Mining Environment Safety Division (MESD) who met with members of the WMD on the finalization of the watershed ground delineation project. Angeles was accompanied by engineer Beverly M. Brebante, OIC of MGB’s geology division. “There is a need to conduct more studies in Paquibato and nearby areas,” Angeles said, adding that the investigation on the water resources of these areas were not extensive. He said it will now be the call of the Davao City Water District (DCWD) and the city government
to conduct the studies before concluding with finality that there is no potable water in these areas. He said that at the moment it is easy to spot several springs and waterfalls in the mountain fastnesses of Paquibato which could be developed into a Levels 1 and 2 water systems in the meantime that the source of a bigger water system is being searched. Earlier, the DCWD earmarked the Tamugan River system for tapping as surface water source of its second biggest potable system for consumers in the Second Congressional District. The Davao Light and Power Company, Inc. (DLPC) is also tapping Tamugan as hydro electric plant source. In the beginning, the DCWD opposed Davao Light’s construction of a weir along the same body of water, arguing it would adversely affect its planned water system. Later, the two agreed that both would use the river system for their individual separate purposes. However, extremists oppose the projects of both utilities arguing that Tamugan River’s exploitation would destroy the environment and ecosystem in the area. Angeles said the MGB is ready anytime to assist the DCWD and the city government in preparing the extensive water study of Seocn District. [AMA]

HE provincial government of South Cotabato has created a special body that will spearhead various programs geared at improving the mental and physical health of its officials and employees. South Cotabato Gov. Arthur Pingoy Jr. issued Executive Order No. 14 creating the Provincial Health and Safety Board to facilitate the implementation of a comprehensive health and wellness program for local government workers in the area. He said the board was mainly tasked to study and formulate polices, programs and service that would promote healthy lifestyles and productive working environments in the province. Pingoy said the order was based on Book V of Executive Order 292 and Omnibus Rules, which pointed out that “every official and employee is an asset or a resource to be valued, developed or utilized in the delivery of services to the public.” Early this year, a health risk assessment conducted by the Integrated Provincial Health Office (IPHO) among provincial government employees revealed that majority of them suffer from lifestyle-related diseases such
as hypertension, diabetes and cardio vascular diseases. “There is a need for further action to address such health risks in order to improve the work performance of our employees,” Pingoy noted in his order. The newly-created board comprises top officials of the provincial government and with the provincial health officer as chair and the provincial administrator and provincial accountant as vice chairpersons. The designated members come from the provincial planning and development office, human resource and development division and the union of provincial government employees of South Cotabato. The board’s main duties and functions include the assessment of the medical status and health risks affecting provincial government employees in coordination with the IPHO; formulate and recommend programs, services and submit the results of the assessment for approval of the governor; conduct evaluation for current and potential workplace hazards; and, address health and safety issues and act onhealth and safety complaints.[PNA]
AGUINDANAO will soon become the Autonomous Region in Muslim Mindanao’s “halal hub” that can supply food with Islamic approval in communities here and abroad. “Halal” is an Arabic term to describe food that is underwent an Islamic ritual before preparation. Its opposite is “haraam,” which literally means forbidden. According to Mosib Guialel, Maguindanao’s provincial agriculturist, a series of fora were held to prepare people directly involved in food preparation on the importance of the process. He said the forum is part of Maguindanao Gov. Toto Mangudadatu’s efforts to promote halal industry in Maguindanao. A Muslim cleric explained that halal does not
only mean one is prohibited from eating pork but also on healthy means of processing permissible food for human consumption. The forum dubbed as “Halal for Peace 2012 and Onwards” was attended by local officials, businessmen, government agriculturist and Muslim religious leaders. Guialel explained that the forum aims to generate public awareness about and support to the halal industry in the province. Dr. Norodin Kuit, a veterinarian and foreign trained expert on halal, stressed the need for sanitation in abattoirs and markets where halal foods are sold. Kuit said halal food should be displayed in well enclosed market place where other forbidden food are also sold to prevent contamination. [PNA]

Tribe prefers medicine-making over mining as livelihood means

ARNESSING the potentials of indigenous peoples to produce medicines from plants and herbs as a livelihood opportunity is better than allowing mining in their ancestral domains, a lumad leader said. Bae Inatlawan Docenos Tarino, spiritual leader and head claimant of the Bukidnon Daraghuyan tribe in Dalwangan, Malaybalay City, said on the phone Monday that they have already produced some medicines from herbs using indigenous knowledge since 2008. “We want to handle it [medicine-making venture] so
we can use it for our livelihood,” she said. Tarino said they want to develop their medicine-making craft so that they can use their knowledge and resources to help others. Among the medicines the tribe has produced from herbs that grow on old indigenous trees in the forest is an anti-biotic, she said. Tarino said the tribe wants to learn how to improve such enterprise so their people will be able to earn from it for a living, stressing that this prospect is better than allowing mining to come in. HE Department of Trade and Industry (DTI) Davao del Norte Field Office is looking forward for the creation of the Provincial Bamboo Industry Development Council (PBIDC) to maximize the business and the environment benefits of bamboo. DTI Provincial Director Vedastito Galvez envisioned such body to get organized in the province of Davao del Norte, after holding the Forum on Eco-Industry Using Bamboo for Riverbank Rehabilitation and Sustainable Business Opportunity, co-organized by the Department of Science and Technology, DANA Foundation and the provincial government of Davao del Norte. Galvez said the council will serve as a convergence
of agencies involved in developing the bamboo industry in the province of Davao del Norte which is currently putting together the Provincial Bamboo Development Plan. The provincial government of Davao del Norte gets interested on bamboo production due to some directives of President Benigno Simeon Aquino III, leading to a spur in bamboo industry. Among these directives are the Executive Order No. 26 series of 2011 declaring “an interdependental convergence initiative for national greening program” aimed at planting 1.5 billion trees covering 1.5 million hectares by year 2016. President Aquino also issued Executive Order No. 879 series of 2012 which creates the Philippine
Bamboo Industry Development Council to promote the Bamboo Industry Program. EO 879 directs the use of bamboo for at least 25 percent of the desks and other furniture requirement of the public elementary and secondary schools, and prioritizing the use of bamboo in furniture, fixtures, and other construction requirements of government facilities. Citing such policies of the national government, Galvez said the market is wide and ready “but bamboo supply is lacking.” “DepEd alone is a ready market. It would be a very substantial income if we can get a share from the 25 percent of the P250 million allotted every year for desks,” he said.
He suggested however, that farmers should go for big-scale production of the right variety of bamboo based on market demands. Galvez also saw the need to tie up with private agricultural companies which hold tissue culture technology so they can help in mass producing bamboo varieties. “So it is also a private-public partnership. We have to tap banana companies to tissue culture bamboos,” he said. Right now the Department of Environment and Natural Resources (DENR) is working with DANA Foundation for a bamboo production project in Kapalong and in Sto. Tomas while Tagum City is starting its own bamboo project, Galvez revealed.

T
HERE’S a newly-discovered natural wonder destined to be a top destination for both domestic and foreign tourists, and even capitalists interested in investing on tourism-related business ventures. That is Asik-Asik Spring Falls, a waterfalls nestled in the fastnesses of sitio Dulao, Upper Dado in the town of Alamada, North Cotabato. Asik-Asik is 25 kilometers from the national highway and is tailormade for those who enjoy nature whatever it takes in terms of cost and physical effort to reach the site. A visit to the falls includes descending and ascending treks on concrete stairs that wind around the mountain side. The walk usually takes 20 minutes or so of going up, and another 20 minutes of coming down. From the top only a tiny portion of the falls can be seen. But as a visitor descends, the falls slowly unfurls its beauty in full splendor. Up close, a visitor will marvel at the falls’ pure, crystal clear and naturally filtered water. Some
visitors even bring containers so they could take home some of the water widely believed to have a measure of healing power. The surroundings’ unspoiled forest cover is the site’s other come-on. Of course, no one can ignore the aroma of flowers blooming in the unpolluted fresh air and the panoramic view of green and blue extending all the way to the horizon. Asik-Asik Spring Falls is expected to become in time a popular spot for tourists, local and foreign, because of its uniqueness. It’s a breathtaking spectacle because, unlike other falls, spring water comes out from rock formations instead of water coming from a river. And the falls’ water meets the river which flows from the opposite direction. When visiting the falls, it is advisable to bring along enough food, refreshments and an ample supply of sun block, especially during the hot summer months. Visitors are also advised by the destination keepers that cleanliness is a must. Cooking and disposing of garbage
and other refuse is strictly prohibited. Asik-Asik falls is one of several areas which had been developed and maintained by the provincial government of North Cotabato under Gov. Emmylou “Lala” Taliño and the provincial tourism office. One might say that this is just one of the no-nonsense efforts of the governor and her tourism people in the North Cotabatenyos’ collective desire to change the image of the province from a war-torn area to a tourist destination. Going to Asik-Asik falls via the Davao-Cotabato national road takes about two and a half hours from Kidapawan City and an hour from neighboring towns. It is advisable for the sake of convenience to take the trip aboard a vehicle that can negotiate a far from perfectly smooth road, although the trip to Alamada may also be arranged through the provincial tourism office. Lucky are those who have seen and savored the pristine beauty of AsikAsik spring falls. It is truly the province’s hidden treasure.

PHL banks can pool up to US$ 1B for PPP projects P
HILIPPINE banks can pool funds of up to US$ 1 billion to finance projects under the public private partnership (PPP) initiative of the Aquino administration, according to Banco de Oro chair Tessie Sy-Coson said. Sy-Coson said Philippine banks were willing to provide funding because “this is how much confidence we have in the PPP” and because of the current high liquidity situation in the country. “If we were to work together with the local banks I think we can put about US$ 1 billion. There’s a lot of liquidity in the market right now,” she told reporters at the side-
lines of the 2012 Philippine Energy and Infrastructure business meeting sponsored by BDO and SGV in Makati Tuesday. Sy-Coson said contribution of each bank on the proposed fund depends on the banks’ single borrower’s limit (SBL) and on what they will agree on. “It’s a matter of negotiations and working together,” she said. Asked what PPP projects the banks want to fund, Sy-Coson said they were “not selective.”< p>“As long as the proponent is good, the project is good, we’ll go into it,” she said. The government targets to roll-
out eight PPP projects this year. Two PPP projects have been awarded so far -- the Daang HariSLEX Link road project, which involves the construction of four-km connector road from Daang Hari in Las Pinas to South Luzon Express Way (SLEX), and the PPP for school infrastructure project, which involves the design, financing, and construction of about 9,300 one-story and two-storey classrooms, including furniture and fixture, in Region I, III, and IV-A. Other PPP projects in the pipeline are the LRT Line 1 south extension and operation and maintenance, NAIA Expressway Project
Phase II, Cavite-Laguna Expressway, North Luzon Express Way– South Luzon Express Way (NLEXSLEX) Connector Road, Mactan-Cebu International Airport Passenger Terminal Building, and Automatic Fare Collection System. Gov’t eyes issuance of GPN, dollar bonds
T
HE government is still open on issuing global peso notes (GPN) and dollar-denominated bonds this year, a ranking Department of Finance (DOF) official said on Tuesday. Finance Undersecretary Rosalia de Leon said the issuance of the dollar-denominated GPN and the dollar bonds still depends on appetite for these debt instruments.
Finance officials are considering to issue 10-year GPN and dollar bonds but De Leon said the government “could be” issuing tenors longer than 10 years. “Given the low interest rate environment, some investors may want to maximize the yield (of their investments),” she added. The government has remaining US$ 750 million in its US$ 2.5
billion foreign borrowing program for 2012. It sold US$ 1.5 billion worth of 25-year dollar- denominated bond last January at a yield of five percent. Earlier, Finance Secretary Cesar Purisima said there is no urgency to borrow right now because of the good fiscal position of the government. “The strong fiscal performance (of the government) reduces the
pressure of borrowing,” he said. Meanwhile, Purisima said the government remains on the lookout for opportunities as part of its liability management program. “Our objective is to lengthen maturities, reduce bunching up, reduce the foreign currency component and reduce cost. So, any of those objectives I hit, I improve the liability structure of the country,” he added. [PNA]

Apple iPhone 5 fever rages despite grumbling over maps A
PPLE Inc fans queued around city blocks worldwide on Friday to get their hands on the new iPhone 5, pointing to a strong holiday season for the consumer device maker despite grumblings about the mapping app in the new smartphone. The iPhone 5 -- thinner, lighter and with a 4-inch screen -- went on sale in stores across the United States, Europe, Asia and Australia, with mobile carriers reporting record demand that looked likely to stretch Apple’s supply capacity. “The line for the iPhone 5 was 70 percent greater than the line for the iPhone 4S despite Apple taking two (times) as many online pre-orders,” said Piper Jaffray analyst Gene Munster. He expects Apple to sell 8 million of the new smartphones over the weekend. The long lines of excited buyers prompted optimism on Wall Street. Deutsche Bank raised its target on Apple stock to
$850 from $775, saying “demand indicators are tracking very strongly.” The iPhone is Apple’s highest-margin product and accounts for half of the company’s annual revenue. Apple shares were up 0.5 percent to $702 in afternoon trading in New York. JPMorgan estimates the phone could provide a $3.2 billion boost to the U.S. economy in the fourth quarter - a boost almost equal to the whole economy of Fiji. Apple’s rival and component supplier, Samsung Electronics Co, tried to spoil the party, saying it plans to add the iPhone 5 to its existing patent lawsuits against Apple. Apple began taking pre-orders for the iPhone 5 last Friday and booked more than 2 million orders in the first 24 hours - double the first-day sales of the previous iPhone, the 4S. Shipping time for online orders is three to four weeks. Prices for the iPhone 5 start at $199 for a 16 GB model and range as high as
$399 for a 64 GB model. As Apple began delivering the new phone, struggling competitor Research in Motion, which makes the BlackBerry, had to admit that it was once again having service problems in Europe, the Middle East and Africa. The iPhone 5 supports faster 4G mobile networks and also comes with a number of software updates, including Apple’s new inhouse maps feature, which is based on Dutch navigation equipment and digital map maker TomTom’s map data. But not everyone was impressed. Some users criticized the maps feature for a number of geographical errors, missing information, and a lack of features. And not everyone was thrilled with Apple’s success. Facebook switches off facial recognition tool F
ACEBOOK said Friday it had switched off the facial-recognition tool that prompts users to “tag” photographs uploaded to its website following a privacy investigation. The feature was identified by regulators as one of the main privacy threats posed by the social networking site. Ireland’s Data Protection Commissioner (DPC), Billy Hawkes, who launched the probe because Facebook’s European operations are based in Ireland, said he was happy that the site had agreed to remove the tool in Europe by October 15. New users are already unable to access it. Hawkes said: “I am
satisfied that the review has demonstrated a clear and ongoing commitment on the part of FB-I to comply with its data protection responsibilities.” He added: “By doing so it is sending a clear signal of its wish to demonstrate its commitment to best practice in data protection compliance.” Facebook said in a statement: “In light of discussions with our regulator in Ireland, we have agreed to suspend the Tag Suggest feature in Europe.” It said it would work with the Irish authorities “on the appropriate way to obtain user consent for this kind of technology under European rules”. Facebook was keen
to encourage members to “tag” their friends in photographs because it ensures they are shared more widely, but it has been a controversial addition to the site. Europe-versus-Facebook, an Austrian campaign group that has been fighting for clearer privacy policies on Facebook and already took its complaints to the DPC last year, welcomed Friday’s ruling. This was “a very surprising decision of the Irish authority” and it “sounds like a big victory for users,” the group said on its website. “It looks like we might soon be able to drop our first complaint,” it added. ROSTITUTION is no longer the world’s oldest profession. It is now the oldest form of sexual exploitation. This was the new description given to the social problem by a veteran non-government organization worker. And rightly so because a number of factors has given the problem another perspective. Take the case of human trafficking, which has itself grown into a worldwide problem recognized by global organizations now supporting campaigns to eradicate the social problem. Oftentimes, victims of prostitution and sexual exploitation which also take the form of modern-day version of slavery are the end results of human trafficking. Here at home, women and children who are victims of trafficking end up in places where they are commodified in bars, watering holes, brothels, spas and massage parlors. Studies show that prostitution thrives in certain places for obvious rea-

The setting up of military camps and detachments in an area also provide attraction to prostituted women. It is not really just a matter of supply and demand. There are people who are making a lucrative business out of this age-old vice. They deliberately bring women and child sex providers to these places obviously because there is money in it. If government authorities are really serious about eradicating prostitution and trafficking, enforcers should hit the pimps and the traffickers hard. However, government must first be able to pass a law that would also punish those who patronize “sex care providers,” now the new politically-correct term taking the place of “commercial sex workers,” which were earlier called “prostitutes.” ANTONIO M. EP. Manny Pacquiao arrived in Manila early Monday after a four-city whirlwind promotion for his fourth ring date with Juan Manuel Marquez. Interviewed, he promptly said that he needs an impressive win over Marquez this time knowing that anything lesser than that will definitely take another luster from his boxing superstar status. Pacquiao knows time is no longer on his side. He wants to relive his 24-year old self. One who fights with wild abandon, who knows no fear. One who is hungry. One who is still shooting for glory. Champions in every competitive sport often say the easiest was reaching the top. Staying atop is the hardest part in the life of a champion. Nobody of course can defy the law of nature. As another cliché goes – what goes up must come down. Pacquiao is at a stage where he is warding off father time and fighting off the wear and tear of his difficult climb to the top. In a way, he is also trying to slow down his fall from glory. Although he still has that proverbial mile to go before he slips and fades into the background, going out in style is definitely at the back of his mind. Marquez will not be his swan song. But he needs Marquez to re-establish himself as one of boxing’s most feared fighters. When he took and knocked out Erik Morales in the second of their trilogy, Pacquiao was the most avoided fighter in his weight class. After he dethroned Marquez for the super featherweight crown in 2008, Pacquiao had to fight bigger opponents as his quest for greatness grew with each conquest. But something was lost after Pacquiao made it to the top. His competitive nature and the hunger in him also faded after he knocked out in succession Oscar de la Hoya, Ricky Hatton and Miguel Cotto. When he fought pretender Joshua Clottey and Shane Mosley, the killer instinct and the great finisher in him was almost gone. Often times he dropped both hands in public display of frustration during fights. Perhaps the sight of a badly battered Antonio Margarito brought out the soft side of Pacquiao as he refused to deliver the coup d’ grace in the closing rounds. He was tentative against Marquez in their third fight and he was slumbering against Timothy Bradley. Those were his last two fights – disappointments to say the least. Pacquiao has become complacent when not keeping up with weight. He also seemed to fall into the level of competition, leave behind his aggressiveness and content himself to coasting along as he collects his payday. But the Bradly debacle has obviously shaken Pacquiao from self-gratification that should prevent him from growing into a bigger swell-head. Before he lost to Bradley in dubious fashion, Pacquiao saw himself still fighting until it is time to make a run for the Philippine Senate in 2016. The Bradley fiasco changed all that plans. Pacquiao knows he cannot hope to be still a marquee fighter and handsomely paid boxer if he is reduced to treating his fight as another day in the office. Back home in the Philippines, he can do away with his awful singing, his absenteeism in Congress and his preoccupation with his evangelization. But in Las Vegas, once the compelling excitement of his fights is gone, once he begins to string those losses, Pacquiao will lose his box office appeal more quickly than his lofty rankings in boxing’s mythical pound for pound list. The curtains could come down more quickly than they rise on the stages of Las Vegas. Yes, Pacquiao needs an impressive win. Maybe even more than that. One that is emphatic, compelling and decisive. Tech revolution and the middle class
NE of the paradoxes of our age is that we are simultaneously living through a time of positive economic innovation and also a time of the painful erosion of the way of life of many middle-class families. Listening to Yuri Milner, the Russian Internet investor, at a conference in Ukraine a few days ago brought home this contrast. Milner is a billionaire thanks to his Internet investments: He has done well both in his homeland, supporting some of Russia’s most successful start-ups, and, even more spectacularly by venturing abroad, taking pioneering stakes in Facebook, Zynga and Groupon. When Milner talks about the technology revolution, he paints a dazzling picture of literally unprecedented innovation, bringing tremendous savings and benefits to consumers. But when you talk to economists about the impact of those same forces on middle-class jobs, you come joltingly down to earth. The revolution Milner describes is part of a sea change in how the economies of Western industrialized nations work – and one that is hollowing out the middle class. The technology revolution has become so familiar – grandmothers are on Facebook and toddlers navigate YouTube on their parents’ iPads - that it is easy to forget how revolutionary it still is. But Milner, speaking at an annual conference held by the Ukrainian billionaire Victor Pinchuk, argued that it had just begun to radically reshape our lives. (Disclosure: I moderated many of the sessions.) Milner’s focus is on what he calls the three big “stories” in business innovation: “platform,” “free” and “e-commerce.” By “platform,” Milner is referring to the ability of the breakthrough Internet companies to build their businesses using the work and ideas of others. One example is Amazon.com. Milner said that “about 2 million independent merchants are selling on the platform every day. And that adds up to $25 billion of annual sales.” If those merchants were housed in a brick-and-mortar mall, they would occupy a “space equal to the island of Manhattan.”

Commentary By ChryStia Freeland The second big strand of the Internet revolution that Milner homed in on is “free.” Here, again, Milner argues that something unprecedented is going on: Thanks to the revolutionary impact of “free,” massive global brands can be created almost overnight. Milner’s final major trend is less abstract: e-commerce. Again, this is hardly a novel phenomenon. But what Milner thinks is new is the impact of e-commerce as it moves from being the sideshow to becoming the main event. Today, Milner estimates that 6 percent of retail sales is done online. He believes that number will be 20 percent within a decade, and he thinks it will be 50 percent within two decades. That shift, Milner argues, will have

Another predicted consequence is less benign: “a pretty significant job loss in the retail sector to the tune of 40 million jobs in the next 20 years.” Milner is a winner in all three of his generation’s big revolutions: the collapse of communism, globalization and the technology revolution. So he is inclined to believe the disappearance of retail jobs will have a
happy outcome: The vanishing, low-paying retail jobs will be replaced by better-paying technology work. But economists who have been studying the impact of globalization and the technology revolution on the labor market in Western industrialized economies are less sanguine, at least in the short term. John van Reenan, professor of economics and director of the Center for Economic Performance at the London School of Economics and Political Science, is one of the foremost students of this transition. He thinks the biggest impact of the e-commerce revolution, and its counterparts in sectors like the law or accounting, won’t be on the number of jobs in the economy; it will be on how well they pay. “The worry isn’t the quantity of jobs; it is the quality of jobs,” he said in a telephone interview from his base in London. “Other jobs will appear, but they may not be very attractive jobs.” Van Reenan believes this trend has already begun, with deep social and political consequences. “It is a continuation of the hollowing out of the middle class, which we have seen,” he said. “People will find it harder to support a middle-class family.” We’ve been in this paradoxical place before. The American economist and politician Henry George described the tumultuous change that his country was undergoing in the 19th century in an 1879 best-seller, whose title says it all: “Progress and Poverty: An Inquiry in the Cause of Industrial Depressions and of Increase of Want With Increase of Wealth The Remedy.” What makes today’s political economy so hard to come to terms with is that the thrilling innovation and the hollowing out of the middle class – the progress and the poverty – aren’t two inimical trends. They are, instead, opposite faces of the same coin. But that’s something we don’t like to talk about, either in the hot spots where innovation is happening, or in the depressed regions where its malign side-effects are being felt most acutely.
A flawed cybercime law
IBEL should be decriminalized. As it stands, Article 355 of the Revised Penal Code, as amended by RA 10175, not only has the potential to deter libelous acts, but could very well discourage legitimate airing of grievances. Corrupt politicians could use this new law to silence critical bloggers and journalists: whether an online libel case prospers or not, the fear and prohibitive expense of getting sued could effectively result in self-censorship. Criminalizing intermediary liability? In 2007, a Pasig court asserted that our legal system does not penalize Web hosts or online forum owners for the illegal activities of online service users. But RA 10175, in Section 5(a), seems to negate this. Aiding or Abetting in the Commission of Cybercrime – Any person who willfully abets or aids in the commission of any of the offenses enumerated in this Act shall be held liable. A malicious plaintiff could sue a Web host for libel for allegedly libelous content and include in the complaint that the

( Conclusion ) host was aware of such content and yet allowed it to be hosted anyway. It could be argued that the host was aware of the content, and that could be construed in court as being “willful.” Do we want censorship to gain ground in this country? Warrantless access by law enforcement authorities Section 12 states that law enforcers, “with due cause,” are authorized to access traffic data without a court-issued warrant. This is an outrage! The authors of this law naively state that such access does not include “content or identities.” Once a service provider, let’s say a Web hosting service company, allows access to a client account, access to the owner’s identity will certainly be easily obtainable as well! Doesn’t this run against our basic right to privacy?
And here we run into another question of jurisdiction. What if the computer system hosting allegedly criminal content existed outside the Republic of the Philippines? What then? Blanket authority to censor In Section 19 we see a China-esque scheme of imposing authority over online content. Restricing or Blocking Access to Computer Data. – When a [sic] computer data is prima facie found to be in violation of the provisions of this Act, the DOJ shall issue an order to restrict or block access to such computer data. When computer data is deemed illegal, without proof save the gut feel of law enforcement, the Department of Justice can have a website shut down? What if someone on Twitter posted an obviously libelous message that denigrated the reputation of, say, an elected official. Would the DOJ have the authority to have twitter. com shut down? Or have the responsible Twitter account deactivated? For all of the above, I maintain that the Cybercrime Prevention Act of 2012 is flawed and should be repealed.

Same old Surigao del Sur
IKE Christmas, politics is in the air as the filing of certificates of candidacy approaches. And as expected, many local politicians have jumped into the ruling Liberal Party of President Benigno S. Aquino III. I learned during my visit last week to Surigao del Sur that Gov. Vicente Pimentel and most of his mayors have joined the LP. The reason is obvious and so I won’t belabor on that. Of the province’s seventeen town mayors and two city mayors, fifteen are now with the LP and the rest have remained with Lakas. Former congressman Prospero Pichay, whose brother Philip has succeeded him, heads the Lakas in Surigao del Sur. A source in Tandag City said the Pichays would have preferred to be with LP but that Aquino really distastes them owing to their closeness with former president Gloria Macapagal-Arroyo. My source did not say if the Pichay siblings are thinking of joining instead the United Nationalist Alliance of Vice President Jejomar Binay and ousted president Erap Estrada. But here’s the real story as told by the same source: the Pimentels and the Pichays have forged a modus vivendi, that is, they agreed to a power sharing scheme of their own. The Pimentels may alternate themselves as governors and the Pichays as congressmen for as long as they want. They promised not to sponsor or support politicians who may wish to challenge their hold on their respective positions. My source cited a scenario though: “What if the President decides to field a candidate against the Pichays? Who will the governor support, the Pichays or PNoy’s choice?” As a disinterested party in as far as Surigao del Sur politics is concerned, I couldn’t care less if the Pichays and Pimentels decide to forget their self-serving agreement and go to war. Having either of them in power won’t make a difference. The only difference is that they have different economic interests. The Pimentels rely on mining as their lifeblood, and the Pichays on logging as their powerbase. Environment advocates in that part of Mindanao have no choice but to choose the “lesser evil” but an “evil” nonetheless. Meanwhile, the economy of the province has remained lethargic. The national highway has been concreted lessening the travel hours from San Francisco town in Agusan del Sur to Tandag City, Surigao del Sur’s capital, and beyond. But the countryside is still wanting in far-reaching interventions by the local government. Except in Tandag where the economy has picked up a bit, one can notice no major industries particularly in the towns. An NGO worker said Surigao del Sur had become so reliant on logging that when the government imposed a logging moratorium it became hard on the part of residents to adjust. He cited the case of Aras-asan, a barangay of Cagwait that used to host a logging company and served – and from the looks of it, it still serves – as the town’s de facto commercial center. “Pag-undang sa logging namingaw pod ang Aras-asan,” he said. However, logging has not fully stopped despite the ban. There were reports even premium species like magkuno (popularly known as iron wood) continue to be smuggled out. There’s also the communist insurgency that has persisted since the Martial Law era. Roy Hegino Sarmen, mayor of Lianga noted that his town seems to be the favorite target of the rebels. He said rebel attacks and the past evacuations in Barangay Diatagon have given the town an image problem. ”It’s only one barangay but the problem is the whole town gets affected by the news reports,” the youthful mayor said. “How can we attract investors here if this situation continues?” he lamented. Indeed, if no investments come in, how can a fourth class municipality with an internal revenue allotment of P50 million per annum thrive and prosper? OZENS of Taiwanese fishing boats Monday set sail for disputed East China Sea islands that are also claimed by China and Japan and have sent tensions between the two Asian powers soaring. The fishermen aim to highlight Taiwan’s claim over the uninhabited islands -- known as Diaoyu in China but Senkaku in Japan -- which lie 400 kilometres (250 miles) from the Okinawan capital of Naha and 200 kilometres from Taiwan. The islands, which are administered by Japan, lie on vital shipping lanes and are believed to be located near potentially rich gas fields. The flotilla of 78 fishing boats flying Taiwan flags and brandishing demonstration signs left Suao, a port in northeast Taiwan, at 0700 GMT. They are expected to arrive around dawn on Tuesday. Once there, they plan to sail inside Japan’s 12-nautical-mile territorial zone surrounding the disputed islands. The numbers of vessels could swell, accord-
ing to the activist group which organised the protest sail. “I’m certain there will be more based at other fishing ports to join us,” Lin Cheng-an, a spokesman for the Suao Fishermen’s Association, told AFP. Chen Chun-sheng, the head of the Suao association, said at the weekend: “Diaoyutai has been our traditional fishing ground for centuries. We pledge to use
our lives to protect it or we’d disgrace our ancestors.” The departing boats carried signs written in Chinese characters reading “Diaoyutai belongs to Taiwan” and “Fighting for fishing rights for survival”. Taiwan’s coastguard sent at least 10 patrol boats alongside the fishing vessels, an official with the Coast Guard Administration said. On Sunday, more than

ILIPINOS may boast of being in the world’s social network hub, but access to the Internet remains low in the Philippines compared to other countries, a recent United Nations (UN) report showed. Of the total Filipino Internet users, 75 percent accessed social networks in 2011, the UN Broadband Commission for Digital Development said in its report dubbed the “State of Broadband 2012.”
The Philippines also tops the global average of 60 percent social network penetration, even if only 29 percent of Filipinos are able to use the Internet as of 2011. The country ranked 100th out of 177 in terms of Internet access either through fixed or mobile connections, the report said. As of last year, there was an average of 1.9 fixed Internet connections per 100 people in the Philippines.
The country ranked 101st in this indicator, lagging behind Singapore 25.5; Malaysia, 7.4; and Vietnam, 4.3. It performed slightly better in terms of mobile Internet use, ranking 96th with 3.4 subscribers per 100 Filipinos in 2011. However, the Philippines’ performance remained behind Singapore, which topped the list with 110.9 subscriptions per 100 inhabitants; Indonesia, 22.2; Vietnam, 18; and Malaysia, 12.3.

My wallet, pen, keys, phone, and planner go hand in hand in keeping me up with my day to day agenda. A lipstick never goes lonely in the makeup purse we keep in the bag. Women usually carry more than just a few palettes of eye makeup, blush, and lipstick. Beyond face value, I also keep a bottle of perfume or cologne, a comb and a brush, hair iron, handkerchief, a headset, and phone charger. A mother hen never falls short of band aids, all-cure balm, anti-mosquito repellent stickers, hand sanitizer, and a pack of sweets all ready for her little tot. Just like any other girl scout, women come prepared for any kind of occasion,
meeting, or emergencies that may surprise us within the day. Nowadays, the bag industry is flourishing and becoming more dynamic, as the demand for unique stylized bags increases.
Fascinating texture, color, material, and patina are just few aspects that determine the quality of bags. One can pick from the distinguished patterns and size of bags, depending on the requirement and function. There is a wide variety of bags to choose from, and we hear men complaining about women spending too much time (and money) in selecting the perfect bag. Beyond labels, men have yet to know more about the functions of each type of bag and what goes best with it. Boyfriends get lost in a bag-cabulary of this fashion fixation, with a cloud of names categorized as shoulder bag, clutch, handheld bag, tote, messenger bag, backpack, envelope bag, wristlet, evening bag, hobo, and so on. While every accessory should compliment our getup, being familiar with the kinds of bags will help in the selection process. One of the considerations to keep in mind, aside from the purpose and function, is your body type. Just like any dress, not all bags are made for every woman. A bag can either make or break your outfit. It’s best to choose the ones that will accentuate your best areas and hide the awkward looking ones. Women who are top and shoulder heavy are better off using satchels or bags with long handles, as these will drive away attention from your chest and shoulders. If the intention is the opposite, short handled bags or clutches would be the perfect choice. Big totes, funky details, and bags of average strap length are for those gifted with a slim waist. Bags that are levelled off to the midriff or hips are definitely a no-no to females with wide
hips and waist, as they will attract attention to the unsightly features you’d wish to hide. Looking a bit taller is easy with long and lanky bags that go with your color motif. Oversized totes can make a woman look shorter, while clutches or tiny bags can make one look bigger. Plus size women should keep away from tiny patterns. When you shop for handbags, try them on and carry them like you would normally while you check the look from all angles in front of the mirror. If you wish to splurge on an expensive bag, make sure you’ll choose the kind that’s durable, something that you will be able to wear for any event. Going for hundreds of thousands of Pesos is no sin if you can afford it, just as long as you’d still be able to put food on the table after the shopping spree. If you’re going for inexpensive ones, go for the classic everyday bag in either black or brown. For affordable funky styles, I suggest a trip to Parfois. For weekends with my mall-rat of a daughter, I keep the dog detail on tote to give my getup a younger feel. The no. 1 health hazard your doc is ignoring AMErICA’S doctors are doing an appallingly poor job of treating high blood pressure, the world’s leading cause of death and disability, according to a shocking new report from the Centers for Disease Control and Prevention.
The CDC reports that of the 67 million Americans with high blood pressure, 36 million don’t have their condition under control, even though the majority of them see a doctor at least twice a year, have health insurance, and take medication. That’s alarming because high blood pressure is a stealthy assassin that ranks as a leading risk factor for stroke and heart disease—conditions that kill nearly 1,000 Americans a day. Uncontrolled high blood pressure can also lead to kidney failure, blindness, and memory loss. Deadly Medical Neglect “The CDC report underscores a deadly failure of standard medical care: All too often, healthcare providers ignore or undertreat high blood pressure—putting patients’ health or lives at risk from this silent killer,” says Brad-
ley Bale, MD, Medical Director of the Heart Health Program at Grace Clinic in Lubbock, Texas. Dr. Bale’s research points to “therapeutic inertia” as a key reason why high blood pressure (140/90 or higher) often remains out of control even when patients seek medical care. In a paper published in Journal of the National Medical Association, he reports that doctors often give up if the first blood pressure medicine they prescribe doesn’t help. In fact, in one retrospective study, only 13 percent of healthcare providers made medication adjustments in patients with uncontrolled high blood pressure. The researchers found that reducing “therapeutic inertia” by just 20 percent would result in improved blood pressure for up to 66 percent of the patients studied. An Often Ignored, But Dangerous Blood Pressure Problem The CDC report doesn’t even mention another 67 million Americans who have a dangerous blood pressure condition called prehypertension, defined as systolic blood pressure (the top number) between 120 and

What Should Doctors Be Doing to Stop a Silent Killer? If your blood pressure is 120/80 or above, it’s important for your healthcare provider to find out why you have abnormal blood pressure, says Dr. Bale. “The most common—and often overlooked--cause of elevated blood pressure is insulin resistance (Ir), which is also the root cause of type 2 diabetes.” As I reported recently, insulin resistance also raises risk for Alzheimer’s and other forms of dementia. About 140 million
Americans have this blood sugar disorder, in which the body produces insulin, but doesn’t use it correctly. Ir is most likely to strike people who are overweight (or have a large waist) and sedentary. Another surprising cause of high blood is obstructive sleep apnea (OSA), a sleep disorder that affects 18 million Americans, 90 percent of who are undiagnosed. This condition is marked by bouts of interrupted breathing during sleep, which strains the heart and blood vessels due to sudden drops in oxygen. Symptoms include loud snoring, unexplained daytime drowsiness, and difficulty paying attention. What can you do to prevent high blood pressure? Make sure to get your blood pressure numbers. As I reported previously, it’s important to take blood pressure readings in both arms. A difference in systolic blood pressure (the top number) between arms could indicated narrowed blood vessels in one side of the body, which may lead to cardiovascular disease. There are many steps to take
to either reduce hypertension or prehypertension, or to prevent it: • Maintain a healthy weight. If you’re overweight, shedding even a few pounds can reduce your blood pressure. • If you smoke, take steps to kick the habit. Abstaining from tobacco cuts risk for many diseases, as well as high blood pressure. Even secondhand smoke can raise your blood pressure, so avoid smoky environments. • Exercise regularly. Physical activity lowers your heart rate, so your heart doesn’t have to work as hard with each contraction— or put as much pressure on your arteries. • If you drink alcohol, limit yourself to no more than one drink a day if you are female, or two drinks a day if you are male. • Eat a healthy diet that is low in sodium and high in fruits, vegetable and potassium. Potassium-rich foods include winter squash, sweet potatoes, potatoes, broccoli, cantaloupe, bananas, white beans, lentils, milk, yogurt, halibut, salmon, chicken, tuna and pork tenderloin, as well as pistachios and raisins. OEL Yamyamin added another title as his winning streak continues while Dipscorr bagged the premier team title at the recent 4th Eagle Masters Golf Tournament at the Rancho Palos Verdes Golf and Country Club. The veteran Yamyamin, on a roll with recent victories in the local golf scene, took the Class A gross title with a gross 77 besting Marc Lopez (73) while Korean youth phenom Micah Shin fired an 82 to win the Class A net title. Noel Beleran won the Class B gross title (65) with Koichi Muhara taking the Class B net crown (71). The other winners in the individual class were Sherwin Bahani in Class C gross, Ian Dagatan for the Class C net, Stella Barnesfor the Class D gross and Richard Dorado for the Class D net. In team play, Dipscorr won the Philippine Eagles division with an aggregate score of 274. Vince Gumapac carded a 67 while his teammates EJ Casintahan had a 69, Ryan Co had a 72, Monchit Mackay 66 and Chris Tan 56. TGIS 3 won the Sea Eagles Division with a 250 from Pittjun Batu’s 68, Pao Angeles’ 60, Alrey Ceniza’s 63, Bong Cabang’s 59 and Benjie Leparto’s 48. Lao thrilled the huge weekend crowd at the SM Bacoor in Cavite City when he won the gold in the 15 and above Advanced Kata and added another in the 16-17 Juniors Kumite as the Davao contingent honed by Shihan Rommel Tan won a total of 2 golds, 2 silvers and 6 bronzes. Lao beat an entry from JKA-Lipa in the finals of the Advanced Kata. He came back to claim his second gold albeit reluctantly against teammate Jervis Bacayo of University of the Immaculate Conception. “That’s how it goes. They both advanced to the finals, lucky for them but too bad they have to fight against each other,” Tan told EDGE. Another silver came

TENEO head coach Norman Black offered to resign in the wake of the falling-out between the school and the team’s top benefactor Manny Pangilinan, but was prevailed upon to finish the current UAAP season by the business mogul. In a phone interview with Spin.ph from Hong Kong on Tuesday hours after emerging from a meeting with Pangilinan, the multi-titled coach said he felt compelled to tender his resignation after the businessman cut his ties with the school over “irreconcilable differences”
on issues such as mining and the RH Bill. It was under Pangilinan’s stewardship that Black assumed the reins at the Jesuit school, leading the Blue Eagles to four UAAP championships. The former PBA best import awardee has also been an employee of Pangilinan at Smart Communications during his eight years with Ateneo. Even before the falling-out, Black was already set to step down as Ateneo coach at the end of the campaign to take over the coaching reins for the Pangilinan-owned Talk ‘N Text team in the PBA.
