Political gossip going the rounds for weeks now have it that certain incumbent city councilors in the third district of Davao City are faced with the problem of their close relatives running against them for the same position.

The incumbents reportedly having this unique problem are Bernardo Al-ag, Victorio U. Advincula Jr. and Myrna Dalodo-Ortiz. The two other Al-ags are Wilberto and Wilmar. Wilberto, also called “Nonoy,” was a former three-term councilor while Wilmar is the barangay captain of Toril. Also reportedly running for councilor is Domingo “Doming” Dalodo, younger brother of Myrna, who became councilor after she “graduated” from

Ungab is country’s AFP’s best RFGO

HIRD district Rep. Isidro Ungab has been recognized as this year’s best Reserve Field Grade Officer of the Armed Forces of the Philippines (AFP).

Ungab is a battalion commander with the rank of lieutenant colonel of the 22nd Ready Reserve Infantry Division based at the Almendras Gym Compound, Trading Boulevard, this city.

He was honored by his fellow reservists in a simple ceremony Sunday morning in front of the gym. The award was conferred earlier

by Defense Secretary Voltaire Gazmin last September 8 in Camp Aguinaldo during the celebration of the 33rd AFP Reservist Week.

In his message, Ungab said the recognition is not really for him alone but the entire battalion that works hard beyond what is expected from plain civilians.

“This is the result of our team efforts. We were there to help victims of disasters like floods in Bangkal (Davao City) and typhoon Sendong in Iligan City,” he said.

The reservist said it was a tall order when asked to rise to the challenge of heading the battalion at a time he was also involved in many

things.

Aside from attending to his constituents in the city’s third district, he was also appointed in December 2011 as chairman of the House committee on ways and means and took up a masteral in Development Management (MDM) at the Development Academy of the Philippines and the General Staff Corps (GSC), the highest military career course.

Ungab’s classmate at the MDM and GSC was Mayor Sara Duterte-Carpio, who herself is a reservist with the rank of lieutenant colonel.

To qualify for the GSC, one has to complete a 10-month AFP Command and General Staff Course at the AFPCGSC College which is a pre-requisite to fullfledge colonel.

From just one battalion, the 22nd Ready Reserve Infantry Division is now made up of three battalions. Mayor Duterte is the battalion commander of the first district, Lt. Col. Edgar Violan of the Land Transportation Franchising and Regulatory Board (LTFRB), is commander of the second district battalion and Ungab is the third district battalion commander.. [ASA]

Ex-Brother embraces teaching as a vocation

H

E may no longer be part of the Brothers of the Sacred Heart, but the spirituality of this 52-year-old father of four is still alive.

Eduardo R. Fernandez was a brother for nine years before he decided to leave the formation house to work full time as an educator. As brothers, they were taught to be educators while integrating spirituality in the lives of their students.

The Brothers of the Sacred Heart owns the Cor Jesu College in Digos City, Davao del Sur that was established sometime in June 1959.

In the outside world, Edfer, as he is fondly called, was engrossed it so many things.

His being a passionate educator and journalist led him to become editor of Davao City’s local daily newspapers like the Mindanao Times and Mindanao Daily Mirror and the weekly Davao Catholic Herald.

He taught theology, journalism subjects in San Pedro College, Holy Cross of Davao College and the Ateneo de Davao University has been invited as resource speaker in campus journalism seminars and workshops.

Edfer authored three journalism books availed of by campus writers, teaching them that anyone can write effectively if he has acquired

the reading habit.

“I keep reminding my students that in order for them to become effective writers…they must read, read and read…then you can write…write…write,” he said.

He also served the Philippine Sports Commission as its regional coordinator for Mindanao. Currently, he is executive director of Sports for Peace Mindanao, an NGO that actively promotes sports as a vehicle for peace.

But he wants more. He now has a resolve to use his most precious time to “teach and preach” in school campuses. He can do it with his four children who are now old enough to look after themselves. Two of them have acquired college degrees while the other two are still in college.

“Now that I am ready. I can continue my passion to teach and preach. I celebrate teaching as a vocation,” he said.

Edfer established the Active Network of Alternative Educators (Ana-Ed), which is actually the combination of his late wife’s name, Ana and his name, Ed. This is one way of paying tribute to Ana, who died of breast cancer in 1999. She was his inspiration to give his best knowledge, skills and time -- to others during

AVAO del Norte second district Rep. Antonio F. Lagdameo filed Monday afternoon his certificate of candidacy (COC) for a third term, most probably unopposed.

Lagdameo, who founded the Kusog Baryohanon political aggrupation, is affiliated with the newly-formed National Unity Party (NUP), was accompanied by his uncle, former Rep. Antonio “Tonyboy” Floirendo and partymates.

“I am very delighted that District 2 is once again united and strong as we approach the May 13, 2013 mid-term elections.

He said his party signed a covenant with the Liberal Party officials “to respect one another in the coming election.”

Meaning, their candidates will be unopposed by the Liberal Party in District 2 and in return Kusog will

not oppose LP candidates in District 1.

Lagdameo said their group will support Governor Rodolfo del Rosario and Vice Governor Victorio Suaybaguio in their bid fpr a third and last term.

Del Rosario’s group will be LP’s standard-bearers in Davao del Norte, including his son, Rep. Anthony del Rosario of the first district.

Three incumbent board members in the second district – Janet Gavina, Ely Dacalus and Hernanie Duco – are running under Lagdameo.

The other two are Austerio Obenza, former vice mayor of Island Garden

City of Samal, and Ernesto Evangelista Sr. Both of them also already filed their COC Monday afternoon.

The second district’s four of five incumbent mayors are running under the Kusog party along with the five incumbent vice mayors and 90 percent of incumbent city and municipal councilors.

The four mayors are Jose Silvosa Sr. of Panabo City, Aniano Antalan of Igacos, Lolita Moral of Braulio Dujali and Marcelino Perandos of Carmen. Former board member Danilo Lu is running for mayor in Sto. Tomas to succeed lasttermer Mayor Maximo Estela. [ASA]

Legarda lauds int’l award for 2010 Tubbataha Reefs I

N light of the Silver Future Policy Award bestowed on the Philippines by an international jury for its 2010 Tubbataha Reefs Natural Park Act, Senator Loren Legarda expressed high hopes that the Philippines will soon set the world standards for environmental conservation.

“We must build on this success in the Tubbataha Reefs, implement similar programs where applicable, and re-strategize our conservation efforts based on successes in order for us to establish our country as one of the frontliners in the fight to save our marine ecosystems,” she said.

Legarda, co-author of the Tubbataha Reefs Natural Park Act, noted that according to the award-giving body and international policy research organization World Future Council, the Future Policy Award aims to raise awareness for exemplary policies and

We must thus intensify our efforts to make all Filipinos realize the benefits of restoring and conserving our coral reefs, so that we will have more allies in protecting them from the many threats that cause them irreparable damage. The environment is threatened by the times, by the pressures of modern society, by our very species.”

“We must work in coordination with the DOST, academic research institutions, local government units, and stakeholders especially those living in coastal areas, to reverse the trend of destruction and give rise to healthy seas and a sustainable means of development,” she concluded.

HE Philippine cockatoo or red-vented cockatoo (Cacatua haematuropygia), which is locally known as katala, wants to make a comeback not only in the lowland forests of Palawan but in the whole Philippines, particularly in areas it historically-occupied before its population collapsed in the 1960s.

Originally found on all major and hundreds of smaller islands within the Philippines, the population of the cockatoo, a very sociable bird and a favorite caged-pet because of its ability to mimic human sounds, disintegrated by the end of the last century mainly due to poaching and loss of lowland habitats.

To prevent the extermination of the remaining meager population, the International Union for Conservation of Nature (IUCN) placed it in the list of “critically endangered” avian, and

sought international help for its conservation and re-population.

By 1998, international support came and the Katala Foundation Inc. (KFI) was set up to implement dedicated projects for the conservation of the species in the framework of the Philippine Cockatoo Conservation Program (PCCP).

Currently, the KFI manages five project sites, four of which are in the province of Palawan, and one is situated in Polillo Islands within Oceanic Philippines.

In this province, there are two sites, one in Narra in southern Palawan on Rasa Island, and the other on Pandanan Island in Balabac. The densest sanctuary, however, is on Rasa Island, a small coral atoll surrounded by thick mangrove trees.

According to Indira Dayang Lacerna-Widmann, the chief operations officer of KFI, from a paltry 25 individuals (the term used when counting a sighted cockatoo in the habitat) they recorded on Rasa, the population of the cockatoo has increased to over 300.

However, despite the increase, Lacerna-Widmann said the cockatoos face new threats as they re-populate, such as saturation of the

“We are happy to announce that the cockatoos have re-populated successfully on Rasa. From merely 25 individuals, the conservation program has increased their population many folds. Nonetheless, they face new risks on the island and we, at KFI, want to address that as soon as possible,” Lacerna-Widmann told the Philippine News Agency.

She said extreme droughts experienced in 2005 and 2010 “already resulted in total failures of natural breeding attempts when the mangroves, where the birds roost, nest, and feed dried up.”

The KFI attempted to rescue and hand-raised the cockatoo hatchlings, and experimented on re-introducing them in a new habitat in El Nido on Laguen Island upon the request by the Department of Environment and Natural Resources-Protected Areas Wildlife Bureau (DENRPAWB), but it was terminated due to human imprinting.

Human imprinting on

wildlife means “associative learning in which an animal rapidly learns during a particular critical period to recognize an object, individual, or location in the absence of overt reward; distinguished from most other associative learning in that it is retained indefinitely, being difficult or impossible to reverse.”

Apparently, when the birds were re-introduced in El Nido, they immediately adapted to the place, but human imprints eventually set in. Soon enough, the cockatoos were already picking foods on the tables, and were even recorded knocking on the doors of the guests of El Nido Resorts.

Sidewise the termination of the project, Lacerna-Widmann said they discovered that the birds, though heavily imprinted, were able to acclimatize well to the conditions in the release site, including foraging for natural food and discriminative avoidance of terrestrial and aerial predators.

These findings led the KFI to wager on the opportunity and propose the project “Reintroduction of the Philippine Cockatoo” to sites it has occupied historically, such as Surigao del Norte, Surigao del Sur, Bohol, Leyte, Samar, Mindoro Oriental and Occidental, Masbate, Bukidnon and Romblon;

and make Palawan province its “cradle of reintroduction and re-population.”

In early 2010, the first workshop on best practices for reintroduction was conducted with participants from concerned national government agencies, local governments and conservation non-government organizations (NGOs).

Technical backstopping during the preparation was sought from the IUCN Re-Introduction and Specialist Group, and main results were documented, which led to the identification of a quantitative tool for site selection and evaluation.

Lacerna-Widmann said the major component of the project, which will run for a year, is the assessment of initially two suitable sites for reintroduction and re-population of the cockatoo. For the first phase, the IUCN provided $ 25,000.

“Of the six sites we have studied and assessed, a site in Mindoro Occidental near the penal colony there appears to be appropriate for the reintroduction and re-population of the bird species,” she said.

However, the KFI needs to conduct massive information and education awareness because encroachment has been found out to be the common problem. [PNA]

Economic planners maintain GDP growth target for 2012 G

OVERNMENT economic planners are maintaining their gross domestic product (GDP) growth target of 5 to 6 percent this year despite the losses incurred due to typhoon “Gener” and the southwest monsoon that recently hit the country.

Dr. Rosemarie Edillon, director of the National Economic and Development Authority (NEDA) National Planning and Policy Staff, said the impacts of disasters are already incorporated in their economic growth projections.

The country’s GDP already grew by 6.1 percent during the first half of 2012.

“When we studied the impact of Gener and habagat, we found that the growth in GDP may have decreased by .05 percentage points. It is not something that we need to be worried about,” she said in an interview with the Philippines News Agency.

The NEDA calculates that these weather disturbances have resulted in total losses to property and infrastructure of about P9.1 billion to P9.4

billion, representing 0.088 to 0.092 percent of GDP. The estimated impact also included the direct and indirect costs of disasters. These represent production losses, work stoppage and cancelled flights and classes.

This was, however, smaller compared to the total damage particularly in the agriculture sector caused by tropical storms “Ondoy” and “Pepeng” in 2009, which was reported at about P22 billion or 2.7 percent of GDP. Edillon said economic planners also monitored slight uptick in the country’s inflation rate, especially in food prices, every time there was a disaster.

“But the response of the DTI (Department of Trade and Industry) was fast so it did not persist for more than a week, which was a good thing,” she said.

Likewise, Edillon stressed that there were no increases in the country’s budget deficit after climatic disasters.

Boost in employment But while typhoons caused substantial damage and losses,

these also did something else: it provided a short-term boost in jobs resulting from post-disaster rebuilding efforts.

“There’s disaster, therefore, there is something that needs to be built so there has economic activity… In the short term, you get a boost in employment but productivity suffers,” Edillon said.

“Because of the damaged infrastructure, you have productivity losses. The whole time that a road is being rehabilitated, affected industries are not still in full productivity… Industries have to go a long way around just to bring their goods,” she explained.

The NEDA official said the reconstruction activities can provide jobs, especially to those living in typhoon-hit areas.

“With the policy of the DSWD (Department of Social Welfare and Development) that those who are affected should be employed, that should give them a short-term relief from the impact of disasters,” she said.

Edillon believes that the economic growth that may be

triggered by these rebuilding efforts has tenuous effect.

“In the end, what you really need is the long-term effect of that very good bridge, very good roads,” she pointed out.

Disaster-related activities should also spur innovations, Edillon said as she underscored the need for the country to focus more on climate change adaptation.

“We have to realize that we are living in different time; extreme weather disturbances are becoming more frequent.

Nothing much you can do about it. Even advanced countries like Japan, the United States, Australia can do nothing to prevent these but they can mitigate it,” she said.

Edillon said the government, beginning in 2006, has been actively replacing infrastructures damaged by typhoons.

Today the bank is ranked as 18th among commercial banks in terms of total assets and is considered as among the fastest growing commercial banks in the country.

Family affair, family feud

HERE’S so much to-do about political dynasties in our country, the issue being shouted louder now at the onset of another election season.

Political dynasty involves the control of political power for generations by members of the same family in succession.

Some grizzled politicians say, in jest, it is not political dynasty, but political destiny.

Whatever, it seems it has become a waste of one’s precious time worrying over this nagging problem, a problem that the combined brains of the close to 300 congressmen and senators could not seem to solve since the principle against political dynasty was enunciated by the 1987 Philippine Constitution. Well, one reason behind the failure to pass an enabling law is that many of those in Congress are very much part of the problem which obviously benefits them immensely.

Now here comes family feud as another election phenomenon. This involves rival-

OLVING the euro crisis is a race against time. Can peripheral economies reform before the people buckle under the pressure of austerity and pull the rug from their politicians? After two months of optimism triggered by the European Central Bank’s plans to buy government bonds, investors got a touch of jitters last week.

The best current fear gauge is the Spanish 10-year government bond yield. After peaking at 7.64 percent in late July, it fell to 5.65 percent in early September. It then poked its head above 6 percent in the middle of last week because there were large demonstrations against austerity; because Mariano Rajoy’s government was dragging its heels over asking for help from the ECB; and because the prime minister of Catalonia, one of Spain’s largest and richest regions, said he would call a referendum on independence.

But by the end of the week, the yield was just below 6 percent again. That’s mainly because Rajoy came up with a new budget which contains further doses of austerity.

The move prepares the way for Madrid to ask for the ECB to buy its bonds and so drive down its borrowing costs.

Rajoy didn’t want to be seen to be told to do anything by his euro partners. Hence, this elaborate dance – where he has now done what he knew he would have been told to do but can claim it was his choice. It’s hard to believe that anybody is fooled by this subterfuge; indeed, from investors’ perspective, it looks childish. But, at least the show is on the road again: the government has had the guts to press ahead with reform despite the immense unpopularity of the measures.

The question is whether Madrid and other governments in Lisbon, Dublin, Rome and Athens can keep up the reforms long enough to restore their economies to health. That, in turn, depends on three factors: how much farther they have to travel; how unruly their people are going to get; and how much help they will receive from their partners.

Economic health requires both that fiscal deficits are eliminated and that competitiveness is restored. The peripheral economies have made some progress on both fronts. But shrinking economies makes it hard to balance their budgets while fiscal squeezes undermine growth. The austerity vicious spiral is still whirring away.

That’s why Spain is unlikely to hit its target of cutting its deficit to 4.5 percent of GDP next year. It can get there only on the optimistic assumption that the economy will shrink by just 0.5 percent in 2013. The same could be said of France, not yet a full member of the periphery, whose budget unveiled last Friday calls for a deficit of 3 percent of GDP next year. Paris is assuming 0.8 percent growth. The French prime minister describes the projection as “realistic and ambitious”.

Just ambitious would have been a more accurate description.

Meanwhile, restoring competitiveness is painful because it involves cutting people’s pay. Ireland and Spain have made good progress, covering respectively 80 percent and 50 percent of what they needed to achieve by the end of last year, according to a report last week by Open Europe, a British think-tank.

Portugal and Greece have done less well.

Current account deficits paint a similar picture. Spain’s had shrunk to 3.5 percent of GDP last year while Ireland actually had a small surplus. Portugal, though, had a deficit of 6.4 percent of GDP and Greece was struggling with one of 9.8 percent.

Big falls in pay are forecast for the deficit countries over the next two years by Eurostat. It sees unit labour costs dropping 4.7 percent in Spain between end-2011 and end2013; 3.8 percent in Portugal; and 9.5 percent in Greece. If that happens, competitiveness could be restored. Citigroup forecasts that Spain and Portugal will have current account surpluses next year while Greece’s deficit will have shrunk to 2.8 percent.

The snag is that such pay cuts – especially when combined with higher taxes and rising unemployment – provoke howls of outrage from the population. Short of leaving the single currency and devaluing, the only other medicine for improving competitiveness is so-called fiscal devaluation. This involves cutting the social security contributions paid by employers and, in return, putting up other taxes.

Germany succeeded in pushing through such a fiscal devaluation in 2007. But that just made it more competitive vis-a-vis the weaker euro zone economies. More recently, Spain did a mini fiscal devaluation. But the most ambitious attempt, by Portugal, provoked such a massive backlash earlier this month that the government backed down.

Obligatory manner to survive

ANDATED By LAW - Barely a month after Vice Mayor Rodrigo Duterte initiated a meeting with different groups of sidewalk vendors in the city to talk over the existing one-third/two-third policy in the utilization of the walkways the situation seems in status quo. I presumed the stubborn sidewalk merchants only wanted to exhaust the three-month “grace period” granted by the vice mayor to clear the twothird space because beyond that would simply mean violators are certain to be meted with corresponding penalties.

But why dissipate the three-month period before following the directive? Simple logic dictates that the favor given by Duterte culminates after the Christmas season and sidewalk vendors will take advantage of the situation. However, after that there are no more reasons for the persistent and haughty sidewalk traders not to follow what is mandated by law and for them to conform to something that will benefit the pedestrians and commuting public.

Such existing policy does not intend to discriminate a certain sector but rather to equalize the right in the utilization of the city’s sidewalks. The most affected sector expressed hope that the compromised agreement between the vice mayor and sidewalk peddlers will be accomplish sooner as expected. They likewise appealed to the city government to give the directive more teeth and penalize those who continue to violate it.

But whether we like it or not sidewalk vending will be here to stay for many reasons.

closely monitor their operations and regulate their day-to-day business activities.

Sidewalk vending in the country is usually associated with the obligatory manner to survive. The reason why vendors proliferate in the country’s bustling metropolis is primarily unemployment. The big cities are drowned in density. Job opportunity is scarce therefore many of our countrymen turn to other means in order to survive. Most often you will hear them say,”mabuti na lang ang magtinda sa sidewalk kahit illegal kaysa naman magnakaw.”

We have seen the phenomenal rise of sidewalk vendors not only in Davao City but anywhere else in the country. Even top officials like vice mayor Duterte admit that it is not easy to regulate the sidewalk vending trade. First, government has to look at the economic situation. Well, there might be a radical shift in our economic development, but probably not enough to improve the lot of our people. you see, there is very deep infirmity in a society where illegal sidewalk business is more desirable than going back to the province to start a new, progressive life.

For the past decades the perennial problem having become global in scope becomes even bigger and, as a matter of fact, wors-

ened notably in developing countries including the Philippines. Again, the root cause of the problem on sidewalk peddling is unemployment and abject poverty. Economists estimate that more than one in three of the nation’s populations are living below the poverty line. As a result, the unemployed resort to other means of income and the fastest way to do it is to engage in sidewalk vending.

Sidewalk vendors are mostly concentrated in the big cities and other urban centers.

For so many years vendors of all colors and stripes sustained their struggles and sacrifices often risked life and limb to protect their menial businesses. The street business smarts who become more knowledgeable of their trade have somehow weathered the “cat and mouse” operations. Vendors are wary that they are into illegal trade but they and their families also have to survive.

Meanwhile the government most of the time adopts a maximum flexibility in dealing with problems confronting the sidewalk vendors. This includes giving orders to law enforcers to exert maximum tolerance especially during clearing-up operations for ‘humanitarian considerations.” Sad to say there are times that because of government’s worn-out consideration many vendors are prodded to become more abusive and arrogant even to the extent of defying lawful orders. Government should have at least a flexible mechanism patterned after other countries where the streets are vendors-free instead of providing the violators unlimited considerations.

It is not surprising that the Chamber of Mines argues for a future heaven on earth through the economic blessings of mining and, of course, the legitimacy of their financial returns guaranteed by the Philippine Mining Act of 1995 which limits – limits! – the People’s share in mining revenues to a mere 2% excise tax. Especially where the Philippine Constitution recognizes minerals as belonging to the People, and not even to private real title holders of lands where minerals are found, there are many that argue that this 2% limit is not in the best interest of the People.

The People deserve more than its “zero to nil” (Carpio) share in the actual minerals mined.

This economic consideration, and not the environmental concern, has been the focus of the Aquino administration’s take on socially unjust relations in the mining industry. It has become clear, especially to such as Finance Secretary Purisima, that government is being shortchanged in current mining policy. Hence, its EO 79. It allows no new mineral agreements to be forged until Congress would have come up with a more rational revenue sharing law.

Where minerals are a non-renewable resource, they should no longer be exploited until the People have a greater share in them through a new law. This is only rational! Meanwhile, miners with permits under existing laws may under EO 79 continue mining. Immediately, the Chamber of Mines publicly lauded EO 79. I called it a mixed bag. EO 79 favored the economic side of mining, but in my view failed to satisfactorily protect the environment against the negative impacts of mining.

Ang Gulo Gulo Natin!

ONRADO de Quiros was never known to mince words.

He rapped Manny Pangilinan (“Alien,” PDI, 9/26) for the latter’s now-famous outburst, “Ang gulo gulo nyo!” with its accompanying threat to flee the country for the peace, tranquility and good order of Hong Kong, now no longer a part of English-speaking Great Britain but of Mandarin-speaking China.

So certainly not wanting to sound like Manny Pangilinan, who in breaking ties irrevocably with Ateneo de Manila due its alleged stands on mining, the RH-bill and plagiarism, nevertheless has graciously allowed his employee, Coach Norman Black, to continue his work with the Blue Eagles before finally and irrevocably “calling it a day,” allow me simply to say: Ang gulo gulo natin!

The inclusive first person plural “Natin,” rather than the exclusive second person “Nyo,” because we are part of the pandemonium, not outside of it; we are Filipinos with homes in Manila, Baguio, Bacolod, Davao, Tampakan and Padcal, not in Hong Kong. Especially for what happens or does not happen under the Aquino administration we must bear responsibility. After all, we voted for him.

(At least, I did.) We put him in office.

Recognizing that, the President of the Philippines, has gamely said, “Kayo ang boss!” That was recognition manifesting the best spirit of People Power, Aquino style, not just a cynical patronization of the unlettered and weak. “Kayo ang boss!” meaning, I take it, recognition of the People’s interest as the ultimate determinant of his administration’s policy. This is indeed the abiding mandate of government in general: to promote and defend the common good according to

So what are we to say now as developments in mining, mining policy take a shameful turn, if not: Ang gulo gulo natin! We must own responsibility for the pandemonium, because even while there has been a vigorous conversation ongoing on the pros and cons of mining – yes, even among Jesuits like Fr. Emerterio Barcelon, S.J., staunchly pro-mining, Fr. Jett Villarin, S.J, cautiously hopeful about mining pending certain reforms, and myself, insisting on radical policy change to govern responsible mining, and Fr. Jojo Magadia, S.J., our amiable Provincial, trying to get us to listen to one another through the formulation of “SJ Social Apostolate ‘Talking Points’” – the environmental argument seems tragically to have bowed to the economic argument, and the worry in government seems more about the ranting and ravings of the Mining Sector (who, for my money, have a right to rant and rave all they want in defense of their private interest!) than about the common good.

Of course, in this happy conversation there is a bloody contest on who can articulate the interests of the common

‘Happiest Pinoy’ is a polio-stricken man Special Feature

IS inability to walk properly, after a crippling bout with polio (poliomyelitis) when he was still a toddler, did not prevent 35-year-old Rommel Arellano from having a happy and fulfilling life.

Arellano was named this year’s “Happiest Pinoy” and brought home a cash prize amounting to P250,000 besting nine other participants and 13,000 nominees in this year’s contest sponsored by Cebuana Insurance Solutions Inc. “I am overwhelmed with this unique recognition. By receiving this award, I hope to encourage more Filipinos to stay positive and remain optimistic despite life’s problems. I may not be able to walk, but getting up is never an issue.

I will continue my journey, even if I have to crawl.” he said.

After being crippled by polio at a very young age, Arellano literally crawled his way in life by using his slipper-covered hands.

Finding a job wasn’t easy for Rommel but he never stopped pursuing success in life.

“I was surprised when my name was called. I thank the Lord for giving me this privilege to share my life and be a blessing to others,” he said.

With his determination and brushing off discrimination, Rommel was able to land different jobs — an insurance agent, part-time instructor, disc jockey, emcee, singer, musical director, resource speaker, call-center agent, and a school guidance counselor.

He is also the current president of the Organization of Person’s with Disability in their community.

“I get my optimism by accepting myself, appreciating myself. I believe I am a special creation, that became my ability to overcome anything,” he said.

“My tsinelas (slipper) make me feel like a happy person, if people can do it, I can do it likewise. My tsinelas make me humble,” Arellano also said.

DavNor eyes financial efficiency through local revenue generation

T

HE province of Davao del Norte aims to enhance its local autonomy and self-reliance through economic enterprise and the generation of sustainable local revenue.

“This can become possible with the creation of the Provincial Economic Enterprise Development Office (PEEDO),” PEEDO Department Head Ma. Eliza L. Andin said during the Monday Convocation held at the Bulwagan ng Lalawigan in Davao del Norte.

Andin said the province is highly dependent on the IRA or Internal Revenue Allotment for various expenses including its loan obligations, capital outlay, salaries and MOOEs. As proof, she stressed that up to 91 percent or P746 million of the P821 million budget appropriations for the province this year comes from the IRA. “Only 9 percent is sourced locally, mainly from real property taxes or RPT,” she said.

She said the three hospitals of the province namely the Kapalong Zone, Carmen Zone and Samal Zone are heavily supported and subsidized by the IRA with up to P50 million infused to the three hospitals every year for their operating budgets.

Despite this, she admitted that the three hospitals still lack the

necessary infrastructure, facilities and medical supplies to provide ideal healthcare for the residents.

Because of this, 70 percent of patients from the province still prefer to get treatment from private hospitals rather than the government hospitals.

“It is ironic that 60 percent of the Philhealth market in the province is captured by the Davao Regional Hospital while only 9 percent patronize the three hospitals,” Andin said.

CDO city accountant: ‘We have answered COA on donations for Sendong victims’

HE questions raised by the Commission on Audit (COA) on the appointment of the Cagayan De Oro City City Social Welfare and Development officer-in-charge as the receiver, custodian and distributor of relief goods and donations for victims of tropical storm Sendong have all been answered, the city accountant yesterday said.

“We already addressed the questions posed by COA on Salon’s appointment,” city accountant Wilma Rugay said in an interview Monday.

She did not elaborate.

In its 2011 Audit Report, state auditors found out that City Hall ignored its built-in counterchecking mechanism by making CSWD chief Nena Salon perform the three functions.

COA showed no written order but it said that Mayor Vicente Emano appointed Salon “to take custody of relief goods, in addition to her regular functions, thereby making

Aside from the Chinatown district, the FDA 11 also discovered several drugstores selling these prohibited items.

Arnold Alindada, food and drug regulation officer of FDA 11, said that they have confiscated over 400 boxes of illegal health products which included slimming tea from Brazil and sexual enhancers from China.

Alindada said that a Dabawenyo physician himself died recently of colon cancer believed to have been contracted after a year of taking a slimming tea from Brazil.

The product, whose brand name is “Brazilian Slimming Tea,” was found to contain carcinogenic elements, Alindada said, although he failed to name the cancer-causing elements.

“These banned health products were found in the market, and we confiscated it as early as January of the year. But in August, we found out that its back in the market again,” Alindada said. “Should we find these establishments selling these products again, we will recommend that sanctions be imposed against them.”

The adverse effect of these untested health products is what concerns the FDA 11 the most.

“We have one report

wherein a doctor used the slimming tea for a year and was later discovered to have stage 4 colon cancer,” Alindada said.

“These products are oftentimes found to have high mercury content which is no longer fit for human consumption.”

While the agency continues to crack down on the merchants, the products seems to continue entering the market through backdoor entry points like the cities of Zamboanga and General Santos.

“We have coordinated with the Bureau of Customs here in Davao to make sure that it won’t be able to enter the city, but there are areas beyond our control,” Alindada said.

ORE than a hundred school paper advisers of various public elementary and high schools in Davao City were gathered in a two-day training to improve and enhance more their skills of campus journalism.

The two-day event dubbed as “Division Training of School Paper Advisers” was held at the Davao City National High School Training Center last September 27 and 28.

The training was conducted free of charge for all participants and was initiated by the Division Association of School Paper Advisers (DASPA) and Active Network of Alternative Educators (ANA-Ed) under executive director Eduardo R. Fernan-

dez with the sponsorship of Motortrade Davao.

Melanie Estacio, Education Program Supervisor (EPS) of the Department of Education-Davao City Division, posed a challenge to all participants to be more aggressive and passionate in giving importance to campus journalism.

“Don’t just think of the competition (referring to the annual Regional and National Schools Press Conference competition). That you can compete in the national level. you go and train your students for life,” Estacio said.

She said that as school paper advisers “you must be resourceful enough to generate funds so that you can come out a quarterly campus publication.”

It has been a practice of every school to come out its own campus paper once a year and for the sake of competition only.

Fernandez, who has been a campus journalism trainor for more than a decade already, said that his group is willing to conduct regular trainings for school paper advisers as well as their students without really thinking immediately of financial matters.

“My group will be the one to source out funds to push through with more campus journalism trainings and seminars,” he said.

He said even the school paper advisers themselves have to be trained because their role is very critical in dealing with their students.

EDINAH, Ill. -- Europe buried the memory of that American comeback at Brookline in 1999 with one that was even better.

Medinah was filled with sheer madness Sunday, the matches so close for so much of the day that even when Martin Kaymer stood over a 6-foot par putt on the 18th hole to clinch it, the Ryder Cup was up in air.

The putt was pure and the celebration was on. ‘’It will go down in the history books of the Ryder Cup,’’ said European captain Jose Maria Olazabal.

The size of the comeback was equal to what the Americans pulled off at The Country Club, but at least they had help from endless cheers of the home crowd. Not many gave Europe much of a chance until Justin Rose and Sergio Garcia turned what looked to be certain losses into improbable wins, filling the scoreboard with European blue. ‘’What you did out there today was outstanding,’’ Olazabal told his team at the closing ceremony. ‘’you believed and you delivered.

And I’m very proud that you

have kept Europe’s hands on this Ryder Cup. All men die, but not all men live. And you made me feel alive again this week.’’

Then, Olazabal bowed his head and closed his eyes as they filled with tears, and the European fans sensed what was coming next.

He didn’t have to say a word. They said it for him. ‘’Seve, Seve, Seve,’’ they began to chant.

Olazabal walked down the row and hugged every player until he saved the longest embrace for Lee Westwood, the only player who was on that 1997 team when Ballesteros was the captain, the last visible role he played at the Ryder Cup. He died in May 2011 at age 54 of a brain tumor.

Westwood, Garcia and Paul Lawrie were the only players on the ‘99 team that blew a 10-6 lead, and all of them won matches. ‘’We wanted to see how they would react, and see if they could hold it,’’ Garcia said of the Americans. ‘’And it was a combination of playing great, and maybe then that little bit of pressure getting to them.’’

The Americans were simply stunned.

Three times they came to the 17th hole with a chance to win a match, only for Europe to deliver the key shots that win the Ryder Cup. Ian Poulter won the last two holes, and so did Rose, a birdie-birdie finish

Furyk had beaten Garcia at Brookline in a pivotal match. ‘’That was fun,’’ Furyk said. ‘’This was pretty miserable.’’

If Kaymer had missed the putt and halved his match with Steve Stricker, the Americans would have been one point away from winning with Tiger Woods in the fairway and 1 up over Francesco Molinari.

usT when the city life gets too crowded, there’s always the family farm to visit. Or a bus ride to the faraway town of Malita.

They say that the best trips are those that are unplanned. Fresh from an out of town trip for work, I received an invitation from a friend to visit her hometown, Malita. I was warned that the roads leading to Malita could give Baguio’s Kennon Road a run for its money, and those trips could last from a fast two hours to a grueling four hours. And buses aren’t that frequent, too.

I just said yes and found myself at the Davao Overland Transport Terminal one saturday morning. And as always, the universe manages to pull a couple of surprises every now and then. When I arrived at the bus terminal shortly before 8 am, there was no air conditioned bus headed for Malita at that hour, and if the bus conductor were to be believed, there wouldn’t be another one until the afternoon. so, I hopped on the al fresco bus and kept my fingers crossed.

And the one-stop bus ride turned out to be a multiple-stop bus ride, with the driver deciding to stop at every bus station that was in between Davao

City and Malita. Oh well.

Good thing about this bus ride was that I was seated alone during the whole ride. It was simply bliss being seated alone with the picturesque countryside fleeting through your window with the breeze, smoke, and dust blowing on your face.

The bus ride wasn’t that bad, truth be told, as I arrived at my destination shortly before noon. The sight of Malita was like seeing a small city after endless scenery of greens. Just as the bus was approaching from the mountainside highway, Malita comes into view. The bus station was an orderly one, even better although smaller than the one we have here in Davao City. Its signs are clear and readable and there’s not much chaos.

After a hearty lunch of by-far the best adobo, I headed to the market with my host to prepare for dinner. Despite the strong winds and waves brought about by the monsoon, the Malita Public Market was still brimming with the freshest seafood that one could imagine. And yes, it’s also one of the cleanest

that I have seen.Just imagine Farmer’s Market in Cubao kind of clean.

A walk around town shows that life is still best in the countryside – young professionals playing tennis, children playing in the park, while lovers stroll by the baywalk, and others visiting the museum.

During the early evening, the whole of Poblacion Malita trooped to the gymnasium to watch the basketball league. It was a new experience for me but it was one of the most fun I had.

Dinner later that evening was a feast of lechon, seafood, and other dishes. It was also that night when I discovered that Malita has one of the best fruit salads in this side of the country, or as I recently found out, it was even better than the fruit salad at Circles in shangri-la.

Not because it is in the countryside it means that Malita has a lame night life. And I was proven wrong on this one. A

little over midnight, we sneaked out of the house and headed to Benz, a local watering hole that was filled to the brim with people. We stayed until way past 3 a.m. and the place was still packed. so was the other watering hole, Club Julia. sunday morning and we spent the day loitering in bed, eating brunch and lunch until our stomachs could take no more. Then

it was time to bid Malita farewell.

It wasn’t as sad as I thought it would be as I had with me the wonderful memory of a 24-hour visit to Malita and a standing invitation that I can go there anytime that the city life would make me choke.

And yes, I had a Tupperware full of fruit salad and a bukag full of durian that I feasted on for the next few days.

The Malita Public Market is one of the cleanest I’ve been to in Davao del Sur.

Anne Hathaway ties the knot

ANNE hAThAWAY is a married woman.

The Dark Knight Rises star swapped vows with longtime love Adam shulman saturday at a private home in Big sur, Calif., E! News has confirmed. hathaway wore a gown designed by “very good friend” Valentino—and while the newlyweds aren’t flashing pics for the world to see just yet, we’re going to bet the words radiant and stunning applied.

The newlyweds celebrated with more than 150 family and friends at a secluded private estate in the picturesque coastal community. The guests began arriving for the ceremony around 4 p.m. (the wedding began at 5 p.m.), but many were reportedly on hand for the whole wedding weekend, which started Friday with a rehearsal dinner at the Ventana Inn and spa.

The wedding was outside and it was a little bit cold, so guests bundled up with shawls that were handed out and congregated around heaters.

up for the occasion surrounded by tall pine trees.

All the decor was vintage and nature-inspired with branches and twigs, and there were ivory colored roses set up on wooden tables inside the tent.

Following the wedding, which was planned by Yifat Oren, attendees partied with hathaway and shulman until around 11 p.m. while a DJ spun classic ‘80s and ‘90s dance music.

According to an eyewitness, “Anne was ecstatic with how everything turned out and so in love with Adam. she was

walking on air and never stopped smiling. he was doting on her, rubbing her back and helping her with her dress every step she took. At the party, they went around hugging and kissing all of their guests, making sure to say hello. They had a wonderful time and it definitely seemed like the best day of their lives.”

Though she encountered an odd, prisonbound bump on her road to happiness, hathaway has appeared to enjoy a cuddly, drama-free courtship with shulman.

They started dating in late 2008 after meeting through mutual friends and by November 2011 shulman had popped the question, offering up a reportedly 6-carat diamond ring he helped design with Kwiat jewelers.

Befitting of their mutual smarts, hathaway and shulman held an engagement party in February at a New York City bookstore, where their friends and family noshed on vegan cuisine in honor of the pair’s impending nuptials.

EDGEDAVAO SM Foundation holds 1st GSC medic mission sM Foundation, Inc., with the participation of Kapwa Ko Mahal Ko Foundation, Inc. held a twoday free medical and dental mission intended for the residence of General santos City on september 26 and 27.

This first year’s medical and dental mission, dubbed as “Gamot Para sa Kapwa” headed by Executive Director Connie Angeles of sM Foundation Inc., served about 1500 beneficiaries, some of whom came from a group of senior citizens as well as from different barangays in General santos City, and aims to provide a yearly avenue to encourage health advocacy, multi-sectoral coordination and community participation.

One of its partners, the City social Welfare and Development Office (CsW-

DO) in General santos City has pre-selected or identified patients of every barangay that has high need of a medical or dental attention. The City health Office, with the help of the City Mayor’s Office, Medical society – General santos City Chapter, and Philippine Dental Association – General santos City Chapter provided the doctors and dentists for the medical and dental mission, while the Philippine National Red Cross, CsWDO and Brgy. Lagao, where sM City General santos City is located, provided the nurses, volunteers and Barangay health Workers.

Beneficiaries availed of medical check-up and treatment, dental check-up and extraction, X-ray, ECG, blood pressure check-up, height and weight checkup, urinalysis, and hIV testing. sM Foundation also gave away free medicines to the beneficiaries.

The medical and dental mission was opened for the general public on its first day and september 27 was intended for the senior citizens and Filwar Veterans which was held at sM City General santos City ground floor area, carpark building and started at 9am to 3pm.

INEBRA fans in the sellout crowd that turned up at the Smart Araneta Coliseum couldn’t wait to get started on Sunday night, bursting out with “Gi-ne-bra, Gi-ne-bra” chants even before the opening ceremonies could finish.

Three new Kings gave them plenty more to cheer about as the night wore on.

Drawing energy from an “electric feeling” inside the Big Dome on opening day, Ginebra new boys LA Tenorio, Keith Jensen and Chris Ellis had debuts to remember for the league’s most popular club in a 110-90 win over league newcomer Global Port.

Tenorio’s honeymoon with the Ginebra faithful since his arrival in a blockbuster three-team trade continued on opening day, his name drawing the loudest cheers during the opening rites down to the announcement of the starting five of the two combatants.

VEN with a first taste of a title in 99 years, the Azkals are far from a power side in the region. Not just yet. Not even when their mothballed stars return to the fold.

The Azkals prevailed over Chinese Taipei, 3-1, on Saturday night to seize the Philippine Football Peace Cup title – a first for a Philippine men’s team in almost a century or since the 1913 Far Eastern Games, the forerunner of the Asian Games.

Azkals coach Michael Weiss, however, doesn’t want everyone to get carried away with the team’s success.

“We should not be overly joyful with this victory,” the German mentor said. “We should put it in the right context.”

Owing to their superior ranking over the opposition, the 150th-ranked Azkals were definitely expected to dominate the four-nation tournament.

They actually just did that as the Filipino booters finished the three-day meet with a perfect 3-0 win-loss record, surrendering just a lone goal for a total of nine points.

They beat 185th-ranked Guam, 1-0, in the opener Tuesday, before turning it up a notch

two days later in a 5-0 clobbering of 200th-ranked Macau.

But the Azkals are expected to face tougher competition going to the final quarter of the year.

Next month, they embark on a Middle East tour, taking on 112th-ranked Bahrain on October 12 and four days later against 100th-ranked Kuwait. The Kuwaitis incidentally, outclassed the Filipinos, 5-1, on aggregate in the second round of the qualifier for the 2014 Fifa World Cup last year.
