Missing fishermen from GenSan, Sarangani now 323

T

HE number of missing fishermen from general Santos City and nearby Sarangani Province rose to 323 on Wednesday as more unaccounted small and light fishing boats from the area were reported following the onslaught of typhoon “Pablo” a week ago. Commander Lued Lincuna, spokesperson of the Task Force Maritime Search and rescue-Sargen (Sarangani/general Santos City), said the increase in figures was mainly due to the inclusion of several ‘undocumented’ fishermen from the city and the neighboring areas that have not yet returned to their homes. “These are fishermen or fishing operators who ventured out into the sea without any document from the Philippine Coast guard (PCg) and

operated using unregistered small and light fishing boats,” he said. Lincuna said the undocumented fishermen were not included in the list of missing tuna fishing crew members that were earlier obtained by the task force from the PCg station here. He said they established the identities of the undocumented missing fishermen based on the accounts of several survivors and reports consolidated by the city social welfare and development office (CSWDO) from their families. DSWD allots P115M for typhoon victims By: Che Palicte

HE Department of Social Work and Development has allocated P115 Million for the victims of super storm Pablo. rebecca Santamaria, DSWD Protective Services unit, Head / rrCy Center Head, said that the said fund is allocated for the food/non-food items and construction of the affected areas particularly in Compostela Valley and Davao Oriental. The DSWD has 4 clusters namely; food/nonfood which is a cooperation program of the DSWD and WFP (World Food Program) donating 200,000 bags of rice; shelter program with the

IOM (International organization for Migration) and unHCr (united nations High Commissioner for refugees) as counterparts; camp management; and protection. There are a total of 81 bunkhouses that are being constructed in the affected areas. 21 are in Comval/new Bataan, 20 in Baganga, 20 in Cateel and 20 in Boston. The bunkhouses are made of gI sheets for roofing, plywood for the walls and concrete floors for a stronger foundation. 306 fishermen still missing: A city in quiet grief By Edwin G. Espejo

T

yPHOOn Pablo may have spared residents here from its wrath and fury when it swatted across large areas in eastern Mindanao. But the pain and anguish are tearing apart families and loved ones of over 300 tuna fishermen still missing a week after the typhoon made a landfall. Many of the grieving wives and mothers may be resigned to the fact that they will never see their loved ones even again. What hurts even more, the fate of the missing tuna fishermen has been lost, buried by the stirring and heart-rending images of Pablo’s victims. They say what you do not see, do not hurt. There are no bloated bodies of dead fishermen to talk about, only few survivors to tell their harrowing ordeals. But like relatives of the typhoon victims in Davao and Surigao, they also refused to believe their loved ones are dead. Others who are willing to accept their fates want to give their dead loved ones a decent burial where they can pay their graves homage. The disconnect is all over, however. nobody seems to care about the missing fishermen, commented a grizzled veteran international journalist who won’t leave this city until Wednesday. It did not help that the disaster happened on the week leading to the fight of this city’s favorite son, Manny Pacquiao. It hurt even more that many more preoccupied over the monumental loss of the city’s iconic figure than the fate of the missing tuna fishers. not the opportune time news of the missing tuna fleets did not spread out until it was broken by this writer who happened to be in the company of some of their owners at the Manila meeting of the Western and Central Pacific Fisheries Commission (WCPFC) held on December 2-6. The typhoon was predicted to make a landfall on a Monday, December 3. On the morning December 4, a worried Dominic Salazar of THIDCOr told noel Lorenzo of SLrFI and uFLA executive director Dino Barrientos that they have lost radio communications with one of their catcher vessels. Salazar however said all three crew members of a support light boat have been found alive after their own vessel sank. Later in the morning, I met John yap of rugela Fishing who said two of his catcher vessels were also missing, including their complement of light and ranger boats.

Jake Lu, president of Socsksargen Federation of Fishing and Allied Industries (SFFAI) said survivors said they saw at least three dead bodies and a capsized catcher vessel. “ga-tumbling daw,” Lu said (It was tumbling all over). The manager of rr Fishing said one of their catcher vessels was forced to make a port call after huge waves by the then incoming typhoon created a crack on the welded portion of its hull. It reached the safety of the port before Pablo raced across the fishing ground and eventually slammed into the coastal areas of Davao Oriental and Surigao del Sur. They were among the lucky ones whose fleets are all safe. Salazar requested that the identities of the fishing companies that have lost contact with their fishing boats be withheld pending notification of their kin and while efforts to locate them are still ongoing. I alerted my fellow journalists and media outlets in general Santos City who may be in better position to follow up the lead. A few called back to ask for more details implying nobody knew what then was happening even though a lot of attention was already given on the magnitude of Pablo’s wrath (international code name Bopha). The next day, December 5, however, former SFFAI president Marfenio Tan arrived at the WCPFC meeting venue in PICC and told the Philippine delegation that six catcher vessels (unay) are confirmed missing and as many as 300 fishermen may also be lost at sea. I showed him a forwarded SMS message indicating the last location of one of the catcher vessels before it went into deafening radio silence: 07-53-75, 128-22-38 and 07-50-13, 128-25-54. The Philippine navy said the coordinates given were at least 108 nautical miles (198 kilometers east of Baganga Point in Davao Oriental. Before that, Tan was making frantic calls to the Philippine Coast guard and the Philippine navy where he is a reserve commodore (equivalent to a one-star rank general). Tan was told the available floating assets of both the coast guard and the navy do not have the capabilities to launch a search and rescue operation in so far away and very wide area without imperiling the lives of their crew. At the time, the high seas in the area were still dangerous for light vessels. On December 7, I

called PCg eastern Mindanao chief Commodore george ursabia who said three of their floating assets are still on their way to Davao from Zamboanga while the Philippine navy has already deployed a ship to begin the search rescue mission. But he said it won’t be until the following day, December 8, when the Philippine navy ship will be near where the last sighting of survivors was reported. He however said three more dead bodies were plucked out of the sea by a passing supply vessel F/B Atlantis of TSP Marine. A couple of nautical miles ahead, the crew of the passing vessels found 13 survivors. Perfect storm It is easy to blame greed for the alleged failure of vessel owners to recall all their fishing fleets in the area. Or put the blame on the Philippine Coast for allowing them to set sail even with the impending storm warning. But most of these fishing boats were already out in the open seas weeks before the storm developed into a super typhoon. Medium-sized purse seines, of which all of those missing were under the category, can stay up to six months in the open seas, regularly receiving fuel and food supplies from carrier ships. nobody expected the storm to be the perfect one. Lincunan fears the number could rise as several complainants claimed to have relatives on board the missing boats but were not in the official list of crew members supplied by their owners. In addition, there are also reports of missing tuna handline fishing boats which number SFFAI president could not yet ascertain. Lincunan also said most of the fishermen rescued by general Santos City-based fishing vessels were from Davao Oriental and Surigao del

He and his wife have been trekking daily to the command center of Task Force Maritime Search set up at the adjacent wing of the general Santos City Police Office in Camp Lira. Tan said most of the missing boats were caught in the middle of the perfect storm at the unholy hours dawn of December 3 when most radio communications in their base companies were either unmanned or have been turned off. Tuna handline fishermen roberto Suarez, 45, of Mangagoy, Surigao del Sur is still very weak inside the intensive care unit (ICu) at the general Santos City Doctors Hospital his doctors refused a request for an interview. Suarez was the operator of an outrigger boat with a crew of 12 others that included a son, a brother and a brother in

Sur. The city social welfare and development office said at least 15 rescued fishermen were already sent back home. The white board inside the task force operations center has listed 6 already confirmed dead and only 4 rescued fishermen from general Santos City so far. Lincunan said there have been reports of sightings, one by the tuna handline fishermen who said he saw a mother boat and a light between 3 to 4 pm on December 4 a day after the storm made a landfall. It buoyed the spirits of relatives who are trooping to the operations center since Day 1 hoping to hear any glimmer of hope from rescuers. Lincunan said three Philippine navy vessels are already scouring the areas where the missing vehicles last gave their coordinates. 100,000 e-tricycles to ply PHL roads soon P

InOyS are seen to benefit from a “green revolution” with the Asian Development Bank’s approval of a $300-million loan for the full rollout of the country’s e-tricycle (e-trike) program. The groundbreaking project to be implemented by the Energy department is aimed at replacing 100,000 gas-burning tricycles in the Philippines with “clean, energy-efficient electric tricycles,” the ADB said in a statement. The e-trikes, which run on electric motors and lithium-ion batteries, will be deployed to Metro Manila and other urban centers in the country under a lease-to-own agreement. Completion of the project is expected by December 2017. It is seen to cut annual carbon dioxide emissions by about 260,000 tons, with the ADB noting that the gasoline-fuelled tricycles account for more than two-thirds of all air pollution generated by the country’s entire transport sector. The Philippines’ dependence on foreign fuel imports is also expected to be reduced with projected

savings of $100 million. “This project can help transform transportation in the Philippines, and positions the country as a leader in electric vehicle development in Asia,” ADB Country Director for the Philippines neeraj Jain said. “E-Trikes are a cleaner, greener transport solution for the Philippines, and provide a better quality of life for trike drivers,” he added. ADB noted that about 3.5 million gas-fuelled motorcycles and tricycles ply Philippine roads at present with the average tricycle driver earning less than $10 a day. Citing assessments of its pilot deployment of 500 e-trikes in Metro Manila, ADB said that drivers may double their daily incomes due to savings in fuel cost and bigger vehicle capacity. For her part, Energy undersecretary Loreta Ayson noted that up to 100,000 additional jobs will also be generated during the five-year implementation of the program which will involve domestic fabrication and assembly. This, as ADB noted

that the project also includes the development of a “national e-vehicle industry” including improved technology for e-vehicle parts, battery supply chain and charging stations. The $300-million ADB loan will be added to the $105 million also to be administered by the multilateral bank under the Clean Technology Fund, as well as the $99 million counterpart fund from the Philippine government. Lucero likewise reported PAgASA expects the prevailing northeast (nE) monsoon or ‘amihan’ to peak in January. “A cold surge can be expected during January and February,” he also said. PAGASA forecasts rainy March 2013

HE government’s weather agency forecasts the Philippines to be rain-drenched this March, a month normally associated with sunny days leading to summer in the country. Philippine Atmospheric, geophysical and Astronomical Services Administration (PAgASA) senior weather specialist Anthony Joseph Lucero attributed such forecast to the “significant” sea surface temperature (SST) dip that he said oceanographers expect to occur in February next year. “Such change will have an impact,” he said Wednesday at the climate forum PAgASA hosted in Metro Manila. He noted oceanographers reported expecting a -0.5 SST anomaly in the Pacific. “That’s significant there’s about 90 percent probability their forecast will happen,” he said. For January 2013,

DENR presents 270 wildlife ‘discoveries’ in past 25 years

OrE than 270 wildlife species endemic to the Philippines have been found for the past 25 years, and these “new discoveries” should prompt stakeholders to accelerate conservation efforts to fight threats from both human and nature itself, Environment and natural resources Secretary ramon J.P. Paje said Wednesday. As the Department of Environment and natural resources (DEnr) launched its “270 Plus @25, Amazing Philippine Wildlife” program at the DEnr main office in Quezon City, Paje said these discoveries of sorts are a testament that the Philippines is richly endowed with unique biodiversity that only underscores the need for stepped up protection. “These endemic species are our living jewels. They are irreplaceable and unique components of our awesome environmental heritage,” Paje said following the exhibit and video presentation on the discoveries by the Protected Areas and Wildlife Bureau (PAWB), which has jurisdiction over terrestrial animals and marine animals, including pawikan and dugong. The term “new discovery,” he said, refers to the discovery of these species in their natural habitats and not as new life forms. “The prospects for their discovery have simply increased be-

cause our forest cover has shrunk, making the species more concentrated in more compact areas while we await the growth of trees in our reforestation efforts,” he explained. But with quite a number of new discoveries, the environment chief added, came along potential threats such as habitat destruction, illegal trading, the introduction of exotic and invasive species, pollution and climate change, among others. “Saving a specie is more than a simple matter of putting it in a cage or pot. It requires us to protect or rebuild its habitat, as well as the balance it keeps in relation to other species lower and higher in the food chain or web of life,” he said. The PAWB has included in its list of new discoveries 29 new species of rodents found across the country; three new species of bats from Mindoro and Abra; four bird species from the provinces of Cagayan, Cebu and Camiguin; and 44 reptile and 29 amphibian species from Luzon, negros-Panay, greater Mindanao and Sulu. Over 160 new plant species have also been recorded, including some species of the world’s largest flower, the rafflesia. The country ranks fifth globally in terms of number of plant species and hosts about five per cent of the world’s flora. The Philippines has

been named one of the world’s 17 megadiverse countries; and has been ranked globally as one of the countries with the highest rate of discovery in the world following the discovery of 16 new species of mammals in the past 10 years. The Philippines has also recorded the highest level of endemism on a per unit basis in the whole Indo-Malayan region. Despite being home to a unique biodiversity, considered one of the richest in the world, the Philippines is a global conservation hotspot requiring the highest conservation priority. “The presentation of these discoveries would provide strong impetus to accelerate conservation efforts amid threats from both human and nature itself,” Paje said. In the same occasion, the DEnr, represented by PAWB Director Theresa Mundita Lim, and the national Museum of the Philippines, represented by its resident herpetologist Dr. Arvin Diesmos, handed out plaques of recognition to distinguished discoverers, including a posthumous award for the late botanist Leonardo Co.vunited nations Development Programme Country Director renaud Meyer and Foundation for the Philippine Environment Trustee Vilma Joson also gave their message of support for the conservation of biodiversity in the country. n the newly-released survey results of the Social Weather Stations (SWS), the Department of Trade and Industry (DTI) has been regarded as “very good” in sincerity by the enterprises who were surveyed. The result is part of the Transparency and Accountability in governance (TAg) 2012: Surveys of Enterprises on Corruption by the said public polling body of the country. DTI was among the three government agencies that garnered a “very good” rating under this survey. The other two were the Departments of Health (DOH) and Education (DepEd). At the national level, DTI’s sincerity rating for 2012 was pegged at +60, almost as high as the +56 rating of the agency in Davao City. The same data revealed that the Davao City rating posted a +11 climb compared to its score in

2009. SWS vice president Linda Luz guerrero said no surveys were done in 2010 and 2011 due to unavailability of funds, thus, explained the comparative data. Meanwhile, DTIDavao regional Director Marizon S. Loreto said the high sincerity rating of the agency is overwhelming especially that such was given by the business sector. “This is really a great achievement for us because it somehow reflects the kind of service that we offer to the business sector,” she said. Toyota Tsusho acquires fourth of Maasim coal-power plant

APAnESE trading firm Toyota Tsusho Corp. has acquired 25 percent of the Alcantara-led Sarangani Energy Corp., developer of a 210-megawatt coal-fired power plant in nearby Maasim, Sarangani, company executives said on Wednesday. Oscar Benedict E. Contreras III, Alsons Power Business unit manager for communications and stakeholder relations, said the shareholders agreement was signed last Monday between parent Alsons Consolidated resources, Inc. (ACr) and Totoya Tsusho ACr chairman Tomas I. Alcantara and ACr executive vice president Tirso g. Santillan, Jr. signed in behalf of the Alsons group,

and Shinichi ushijima, general manager for the Power Project Development Department of Toyota Tsusho, for the Japanese company. Sarangani Energy is currently building the first 105-MW phase of the power plant at a cost of $310 million. Thirty percent of the project cost which will be spent over the next three years of construction will come from equity to be infused by ACr and Toyota Tsusho on a 75:25 basis, said Luis r. ymson Jr., ACr chief financial officer. The 70% balance of the project will come from a project financing facility for Sarangani Energy to be finalized soon, he said. The Department of Environment and natural

resources issued an environmental compliance certificate to the Maasim coal-fired power plant in 2009, which is located near a world-class diving spot and is being opposed by environment group greenpeace and the local Catholic Church. The Maasim power plant, with a full twophase capacity of up to 210 Mega Watts (MW), is intended to be part of a long-term solution to the power shortage in Mindanao. Aside from the Maasim power plant, the Alcantara group controls and operates the 100 MW Western Mindanao Power Corporation (WMPC) bunker-fired power plant in Sangali, Zamboanga City and the Southern Philippines Power Corporation 55 MW bunker-fired power plant in Alabel, Sarangani province. The group is also developing the San ramon Power, Inc. (SrPI) plant in San ramon, Talisayan, Zamboanga City that will have the capacity to generate up to 105 MW of electricity for Zamboanga City and nearby areas. Bright prospects seen for coco coir industry

HE Mindanao coco coir industry is facing a brighter future in the years ahead with the growing demand in both local and global markets for both coco coir and coco peat. Industry stakeholders in South Cotabato-Sultan Kudarata-Sarangani Province-general Santos (SOCSKSArgEn) and the Autonomous region of Muslim Mindanao (ArMM) are confident that the industry will continue to grow in the coming years. In a recent caucus held in nearby general Santos City, the industry players from both regions sized up their share in the country’s production of coco coir as roughly 35 percent. Coco peat, however, took the biggest slice of

production at 95 percent nationwide, according to the industry group composed of coco coir and peat producers. Market share, according to the industry group, is currently at 423 metric tons yearly for coco coir and 480 metric tons for coco peat -the tiny particles that comes out after removing the fibers or coir from the coconut husks during the processing operations. “We’re enjoying 20 percent profitability for coco coir and 50 percent for coco peat. O MILLIOnS of Filipinos, Manny Pacquiao is more than a boxing icon. To them he is a national hero. no Filipino has given so much pride and honor to his countrymen than Manny, that’s why. To Manny’s fans, his hero image has not diminished a bit despite the two successive defeats he experienced in the hands of Tim Bradley early this year and of Juan Manuel Marques last Sunday. If he retires from boxing now, as in this very minute, Manny Pacquaio is already assured of a place not only in boxing history but above all our country’s history. Fortunately or unfortunately, this place in history carries with it tremendous responsibilities. Pacquiao can lose his niche of honor if he commits certain mistakes in his pursuits other than boxing. For instance, in pursuing his various businesses here and abroad, he should see to it that his nose is always clean by not involving himself in bribing government men, engaging in rigged biddings, overpricing and

As public official, he should avoid being suspected of wasting or pocketing his pork barrel, a practice common among some trapos (traditional politicians). Another no-no is establishing his own political dynasty, which we’re afraid he has already started by allowing his wife and brother to run for public office. Manny is not only good in boxing. He has a great capacity of reforming himself. He had kicked the addictive habit of gambling and abandoned his alleged womanizing with some characteristic ease and speed. On top of exorcising immorality from his system, Manny has become serious in his religion, a matter his mother, Dionesia, has taken up as a serious issue in his defeat to Marquez. .) Economic statecraft. It is increasingly evident that America’s biggest threats are not in security — they’re in the global economy. As secretary, Hillary Clinton has devoted considerable time and effort to defining this shift. Especially as America continues its slow recovery, state capitalist governments are rivals for jobs and influence in a globalized economy. With this in mind, the next secretary of state will need to negotiate with other foreign leaders to limit state capitalism’s influence, secure investment for American companies and organize with allies to push back against state capitalist incursions into free-market societies (see: Huawei). If we are looking for a dark horse candidate, there is another Obama appointment, one who received accolades at the time and proved enormously successful, who could step in. no one is more uniquely suited to excel on these two criteria than Jon Huntsman Jr. Huntsman, remember, is Obama’s former ambassador to China, a former governor of utah and a former chief executive oficer of his multibillion-dollar family business. The Chinese post is his most obvious qualification — he has an intimate understanding of Chinese diplomatic channels that could help him navigate the rocky relationship with a country that is both America’s largest creditor and “adversary.” On top of that, his time as a governor (more a CEO of a state than a president is of a country) and business executive qualify him to navigate a global economy that is not automatically friendly to the united States. That Huntsman is a republican—albeit a different kind than most — also satisfies Obama’s old (and perhaps now outdated) promise to fill his cabinet with at least one republican. I am not predicting that Huntsman will get the job — just that he is wellequipped to excel in the role. Whoever replaces Clinton is going to follow a remarkably impressive act. There is no question that Clinton was Obama’s most effective appointee, projecting American leadership in a leaderless world. Either Rice or Kerry would both be a fine successor, but if the administration’s calculus makes them untenable, or if they decide to turn away from the conventional depth chart, they should pivot to Asia — and Jon Huntsman Jr.

’VE had a casual conversation with Budget Secretary Butch Abad shortly after the Aquino administration has assumed power. He has assured me that they’re going to do their darndest to turn the country around after the devastation that the Arroyo wrought by the administration. He has further assured me that they’re going to succeed. I’ve known Sec .Butch Abad as a serious person way back in the 8th Congress when he represented the Province of Batanes and I the 1sr District of Davao Oriental. I’ve no doubt that they’re indeed going to their best. But succeeding is another matter considering the monumental challenges that they’ve inherited from gMA. It seems now that my doubts are misplaced. Christine Lagarde, Managing Director of the International Monetary Fund (IFM), has recently announced that the Philippines is perhaps the only country in the world for which the IMF is upgrading its growth forecast! By the way, Christine Lagarde used to be a synchronized swimming team member of France in past Olympics. Even now she’s still fit and trim. Anyway, back to economics. The IMF by the way is an international institution that provides trade credits to countries and companies to facilitate international trade. A trade credit is a shortterm working capital loan granted to countries or companies that would allow them to produce more products for export from already existing production facilities. It is distinct from a long-term capital investment loan which is used for the construction of a new production facility. Christine Lagarde has also congratulated our local technocrats for their excellent stewardship during otherwise dif-

ficult times. While the uSA, Europe, Japan and other economic powerhouses in the world are struggling to survive, the Philippines has handily managed an average 5% growth since the start of the Aquino administration. no sweat so it says and it isn’t through yet. It has set a growth target of 5 and 6 percent this year, 6 and 7 percent in 2013 and 7 percent in the succeeding years. yabang! But indeed there’s a track record to show that it can be done. The favorable remarks of Christine Lagarde reinforces the statement of the Canadian Prime Minister made last week that the Philippines is “an emerging Asian Tiger.” This isn’t a mere placating remark or “consuelo de bobo.” The Philippines is in fact the fastest growing economy in Asia now! It must be remembered that former prime minister of Singapore Lee Kuan yew has once criticized the economic performance of the Philippines despite its ample human and natural resources. There has been a domestic uproar on the criticism back then but it hasn’t been without merit. The country has in fact has been doing only slightly better than Myanmar, the poorest economy in East Asia back then and until now. Officials of other first-world coun-

tries such as Australia with the business establishment led by Asia Society Australia have earlier arrived at the same observation. They’ve praised the President during his state visit to Australia last month telling him that the Philippines is now “the fastest-growing economy in Asia.” If I were the President I would’ve replied “no sweat.” Bu the President has been civil. Chiristine Lagardes credits the robust economic growth of the country, once the basket case of Asia, on the two-yearold Aquino administration’s excellent fiscal and monetary policy mix. She also shares my own concern about “inclusive growth” saying that she hopes that growth could “trickle down to the poor.” A neutral investment incentive scheme coupled with a more aggressive poverty alleviation program is the way forward in this regard. But the Metro Manila based elite in this country isn’t giving up just yet. They’re constantly laying siege on Malacanang hoping to get more policy incentives for themselves. As I’ve mentioned in a previous article, the ADB has criticized the misplaced investment incentives granted to call centers which has a limited impact on poverty alleviation and has no value in promoting and developing technologies for a sound industrial base. Merely answering a telephone in a call center doesn’t require much technology. This is where we need our congressmen. We need them to represent our economic interests in the peripheries more aggressivel. I suggest that our trade organizations, such as the Mindanao Business Council, engage more with our politicians, especially, our congressmen.

The last time Pacquiao scored a knockout against his ring opponent was on november 14, 2009. Pacquiao won against Puerto rican boxer Miguel Cotto via a technical knockout in the twelfth round. In March 2010, Pacquiao fought while in the thick of electoral campaign. Despite the rigors of a 45-day campaign and the disturbance of his political allies and supporters who stalked him during training in Baguio all the way to Las Vegas, Pacquiao managed to salvage a unanimous decision victory against African boxer Joshua Clottey. In May 2010 election, he won almost by landslide in the congressional race in his district. While as congressman, he continues to fight even winning his three succeeding title fights against Antonio Margarito,

Shane Mosley and Juan Manuel Marquez. In June this year, Pacquiao lost to American boxer Timothy Bradley, then, followed by a heartbreaking knockout loss during Pacquiao- Marquez 4. In his three previous fights prior to losing his crown against Bradley, the big distractions were politicians and his vices – women, gambling, cockfighting and drinking. Politicians and his gambling buddies were swarming him even up to his training in Baguio City. Pacquiao will not just shoo away anybody. He doesn’t want to hurt people especially those close to his heart. Since the time he became a politician, he was no longer at his best. Inadequate rest and lack of focus finally took a heavy toll on his body. Then came his marital woes. An insider, who asked not to be identified, said that four days before the Pacquiao-Marquez 3, his wife Jinkee presented him a divorce paper. “Pacman was not mentally and emotionally prepared when the third fight with Marquez took place. He barely got a sleep three days into the fight,” the source said. nevertheless, he won via split decision. Pacquiao’s profound love for his family prompted him to change his lifestyle.

EAD between the lines of the u.S. intelligence community’s quadrennial global trends report, a document released this week that has significant influence on White House thinking, and the message to President Obama is clear. First, the united States is at a far more crucial juncture of human history than most Americans realize – reminiscent of 1815, 1918, 1945 and 1989. Second, the united States has something that is unprecedented among the world’s great powers, a second chance to shape the international economic and political system. read more deeply, and you’ll find a stark warning for the president within the national Intelligence Council’s 140-page “global Trends 2030: Alternative Worlds” report. The world may suffer severe consequences – ranging from economic slowdown and environmental catastrophe to violent conflict and global anarchy – if the u.S. fails to act, escape the fiscal cliff, restore its political effectiveness, revive its economic competitiveness, and engage China and a host of other rising actors. The nIC lays out the stakes clearly for the u.S.: How the u.S. evolves over the next 15-20 years – a big uncertainty – and whether the u.S. will be able to work with new partners to reinvent the international system will be among the most important variables in the future shape of the global order. Although the united States’ (and the West’s) relative decline vis-à-vis the rising states is inevitable, its future role in the international system is much harder to project: the degree to which the u.S. continues to dominate the international system could vary widely. The challenge for u.S. leaders is that their margin of error is much smaller than it was after World War II. Then, America’s share of global gDP was 50% – more than twice what it is today. A mixture of post-war devastation and American economic and military dominance empowered the u.S. to construct, with friends and allies, a global institutional architecture that included the united nations, the International Monetary Fund, the World Bank, the north Atlantic Treaty Organization and a host of others. Today, the relative decline of u.S. political and economic power, an ongoing euro zone crisis that saps key allies’ energies and confidence, and the rise of China weaken American leverage. According to the nIC report, by 2030, Asia will surpass north America and Europe “in terms of global power.” The factors are a combination of economic size, population, military spending and technological investment. The nIC says China will pass U.S. GDP in the 2020′s. Though dampened, America’s ability to lead remains significant through 2030 due to its unique economic, social and military assets and the lack of any single or group of powers willing to supplant its global role. Beyond that, many of the trends outlined by the nIC report may be uniquely favorable to u.S. prospects, including new energy extraction and manufacturing technologies that could in the best case help underpin average economic growth for the u.S. by as much as 2.7 percent per year through 2030.

OMEn coming from internally displaced families in Cotabato City and Maguindanao have received “soft loans” through the Women’s Peace Fund as part of the peace-building effort in Mindanao’s conflict-affected areas. The first batch of recipients, numbering 365, availed of two thousand pesos each. The recipients come from 73 women’s groups in Cotabato City and Maguindanao province. The amount is intended for the small business enterprises chosen by the women’s groups in their respective communities, and entitles them to get a bigger loan if managed well. “It’s investment in peace, we aim to restore social capital by rebuilding trust and reciprocity among peoples and communities wracked by war, according to Irene Santiago of the Mindanao Commission on Women. Women Peace Fund is an initiative of the Women’s Peace Table, a net-

work of women who are known in the academe, government, media, and civil society. The group said the Fund will make women and communities feel the presence of peace by engaging in livelihood projects while waiting for the final peace agreement between the government and the Moro Islamic Liberation Front. The two parties signed the Framework Agreement on the Bangsamoro on October 15 in Malacanang. “Bangsamoro is trustworthy, it says what nation we are, what kind of country we are. This is about livelihood but it is also about building a nation,” Santiago explained. HRC, Oxfam respond to urgent needs of Pablo-hit communities

overnment must allot funds for livelihoods recovery and food security of Typhoon Pablo’s affected communities.” This is based on results of the Human response Consortium (HrC) and Oxfam’s assessment in the areas of new Bataan in Compostella Valley, and Boston and Cateel in Davao Oriental. The findings came as the Department of Agriculture released Wednesday of P 11.57 billion as estimated total agricultural damages brought about by Typhoon Pablo. The HrC and the international humanitarian agency Oxfam have been delivering its emergency response here since Saturday. “While the HrC and Oxfam are responding to the urgent needs of the people here like water and hygiene, we must, at the same time, think about the livelihoods situation of the affected areas in the coming

A team member told Mindanews they also received text messages that vehicles carrying relief goods passing through areas hit by the typhoon are being stoned if they do not stop. Davao snubbed in 7 BIMP EAGA Games? th

HE 7th Brunei-Indonesia-Malaysia-Philippines East Asean growth Area Friendship games began and ended without a ripple and without the cream of the crop of Mindanao’s athletes. Members of the media and the sports community in several parts of Mindanao were surprised to know that the BIMP EAgA games, originally scheduled in Davao City in 2010 following a four-nation cycle, was staged in general Santos City on Sunday and ended yesterday. “We do not know about it,” said a veteran member of the media in Davao City regularly covering the BIMP EAgA affairs. Davao City sports development officer-in-charge Pocholo Elegino also told EDgE Davao the Davao City government did not receive any communication

for the BIMP EAgA games. Davao City has taken part in all previous staging of the event starting in Socksargen in 1995, Sarawak in 1997, Palawan in 1999, Brunei in 2001 and Makassar in 2006. “Walang communication na umabot sa CMO (City Mayor’s Office) at sa office,” Elegino said in a text message. Davao City has dominated several events in swimming and athletics in past editions of the BIMP EAgA games. Davao City athletes have spearheaded the Mindanao-Philippines delegation in the said event. Athletes from Sarangani Province and gen. Santos represented Mindanao in the just-concluded BIMP EAgA games with Palawan and a delegation based in Manila also taking part.

There were also reports from some observers who refused to be identified that the four-day sports conclave among BIMP-EAgA economies was “poorly executed.” A former member of the organizing committee when the event was handled by the Mindanao Economic Development Council (MEDCO) bared that the lead member city of the Mindanao component of the BIMP EAgA was Davao City which committed itself to sending the bulk of Mindanao’s delegation along with other Mindanao regions and provinces like Socsargen, Iligan, Davao Oriental, Davao del norte and Davao del Sur. The BIMP EAgA games is now managed by the Philippine Sports Commission and the Mindanao Development Authority (MInDA).

HE nation’s banana capital launched its new sports complex in a bid to become the next sporting capital of the country. governor rodolfo del rosario pushed ahead with the soft opening of the Davao del norte Sports and Cultural Center (DnSCC) in Mankilam, Tagum City, here, being drawn to the fortunate “once-in-a-century” date, December 12, 2012 – 12/12/12. Touted as the region’s upcoming prime destination for sporting events, the almost completed P311 million facility, some 55 kilometers from Davao City, is built basically to raise a new generation of champions and advance the wellness and physical fitness of the Dabaonons. “This project stands as a testament to our commitment to wellness and a high quality of living for our people,” del rosario said. The governor further bared the project

is a manifestation of the no-nonsense good governance espoused by his administration, through his P.E.O.P.L.E. development thrust that is aligned with President Aquino’s social contract with the people. The 11-hectare arena that straddles right across the Provincial Capitol features a main arena with a 5,000-capacity grandstand, a rubberized all-weather track oval, a football field, outdoor playing courts, and an aquatic center with a 10-lane Olympic-sized pool, warm-up pool, and a clubhouse. Even if early completion was marred by the unpredictable weather pattern, Del rosario is optimistic the facility will be fully finished in time for the province’s hosting of the Davao regional Athletics Association (DAVrAA) meet in February 2013. The province is already considered as a strong contender for the

hosting of the Palarong Pambansa in 2015. Making the event more meaningful was the re-awarding of the 13 medals won by the Davao del norte delegation to the recently-concluded national Batang Pinoy games in Iloilo City. team Davnor clinched five golds, one silver and seven bronzes, despite being stranded by Typhoon Pablo for three days in Toledo City en route to the venue last week. The governor also administered the oath of the new officials of the various provincial sports associations, led by: Jesus A. Manila Jr. – arnis; Zandro Angelo Questo – athletics; Alfredo de Veyra III – chess; renato Cosmod – football; Col. Palawan A. Macadingdang – lawn tennis; noel A. Coquilla – sepak takraw; Eduardo L. It all started as a joke, I wanted to explore the depths of Mindanao and discover the best kept food secrets. I wanted to highlight the fact that Mindanao is one fine dining hub that could compete with national and even international standards. Thus, for someone who loves to travel, I told myself that I would get on a trip and feed my hungry psyche. And I did. Almost an hour drive away, tagum is one city that I have yearned to explore. I admit, I have not gone to tagum on a pleasurable trip. today, on the other hand, was an exception. today was my “feed my eyes and my tummy” day. I stumbled upon Café Wissie because of a friend. I was intrigued as I did not know tagum has something like this. I arrived minutes before 12 noon and I was already amazed of the exterior. It was surrounded with Christmas lights and adornments that made me feel like I am in winter wonderland. As I await the owner whose café is named after her, I felt like I was home. The interior was spacious enough that you can have

your parties and engagements in there. Its tables and chairs were all picked to perfectly serve its many customers. I learned that her target market are yuppies and the like and, for sure, they love to hang out in there because of the cozy environment. The café opened in May 2012 and has since catered to locals and foreigners alike. Some people come to tagum just to visit the café. More than the façade, the café has one sumptuous menu. With experienced in-house chefs, diners are always treated to an opulent meal with their every visit. to begin with, the dishes served were pleasant to the eyes as it was in the nose. Yes, the smell was captivating enough that you could

meal, they always love the taste of ribs and the sauce on their utensils – yeah they lick their fingers too. They were both giving me their best thumbs-up while eating their hearts out. I personally love their Native Chicken Adobo.

taste it through the fragrance. Their Calamares looks simply amazing. The moment you bite into it, you would taste its richness – the batter compliments the soft calamares without a doubt. With or without a dip, their calamares is a definite must-try. We loved their Seafood Mandaragat soup. It was an explosion of flavors – hot, sour and just right in the palate. If was creamy and full of seafood finds with every scoop. I loved the fish bites—soft and cooked just right. This soup is a definite favorite and highly recommended. The boys gobbled on their Baby Back Ribs like there was no tomorrow. Always a staple in our Mudslide

The pungent and strong smell of adobo filled the room as we started to say hello and goodbye to the chicken bits on the table. Though rendered typical, I personally love the chicken and the sauce that comes with it. It was richly marinated thus making the dish delicious with every bite. Eat it while its hot and paired up with rice – a sure way to start the weekend. We were treated to a trio of their signature drinks: Banana Nut Latte, White Rabbit Latte and Mudslide. I personally love the mudslide as it was not too sweet. The Banana Latte was subtle enough it could be downed in minutes. More so, the white rabbit latte bought me back to my past – a trip down memory lane drink that is oh so smooth and creamy. The café transforms into

a winter wonderland in the evening. With the many Christmas lights and silver hanging ornaments, Café Wissie also boasts of its recognized acoustic singers/band during the nighttime. Indeed, their voices completes the shiny shimmering splendid feel of the place. LEVELAnD (AP) -There had to be a low point. The Los Angeles Lakers can only hope they’ve reached it. This chaotic season has gotten worse. Kyrie Irving scored 28 points in his return after missing 11 games with a broken finger, leading the Cleveland Cavaliers to a 100-94 win over Kobe Bryant and the Lakers, who look nothing like a team projected to win an nBA title - or anything else. ‘’This is one of the most challenging stretches of my 17 years, and the most baffling, too,’’ a puzzled Bryant said after the Lakers lost for the eighth time in 11 games. ‘’We have the talent and personnel to do it, but we’re not, and it’s baffling. It’s extremely frustrating. ‘’It doesn’t make any sense. We’re still finding ways to lose games.’’ Irving added 11 assists in 39 minutes and showed off his dizzying

array of moves as the Cavs, who came in with just four wins, ended a five-game losing streak. Anthony scored a season-high 45 points, Kidd made the tiebreaking shot with 24 seconds left, and the Knicks rallied from an early 17-point hole to beat Brooklyn 100-97. Kidd finished with 18 points against his former team, who used to dominate the Knicks when he played in new Jersey. He pumped his fist afterward in what he said was as much emotion as he shows, though denied taking any special pleasure in beating the nets. ‘’I’m a competitor. I want to win,’’ he said. now the series is tied at 1-1 since the nets moved to Brooklyn, both games coming down to the tense final minutes. ‘’It is (a rivalry). I mean, after that first game, we might as well accept that,’’ Anthony said. ‘’It is what it is. They’re on our division, we see them four times a year. It is a rivalry. It’s great for new york to have that in Brooklyn and in Manhattan. When we come here it’s a battle. When they come there, it’s going to be a battle. DavNor inaugurates Sports Complex By Neil Bravo

OVErnOr rodolfo Del rosario led provincial officials of Davao del norte in inaugurating the biggest sports complex project in the Davao region on Wednesday. The 243-Million Davao del norte sports complex, now 80 percent completed, was formally unveiled to the public right on its target 12-12-12 date (December 12, 2012). “There is only one 1212-12 in our lifetime, this day now goes down in this province’s history,” said gov. Del rosario who spent the last four weeks holding office right inside the clubhouse of the 12-hectare project to ensure construction will be completed in time for its target inaugural date. “More than a temporal rhyme, 12/12/12 is significant because there will never be another 12/12/12 in eternity. But in the shortrun, 12/12/12 has been a significant rallying point to drum up available resources and surmount all challenges, both within and outside our control,” the governor added in his speech. Del rosario said the race against time has engendered a “creative tension” in me and the people behind the new landmark. Through hard work and dedication, he said, the provincial government was

able to bring to life the once barren face of the earth to as colourful as it is today. “This stands as a testament to our commitment to health, wellness and a high quality of living for our people, gov. Del rosario said. On Wednesday, the governor led provincial officials in the ceremonial cutting of the inaugural ribbon at the complex’s entrance and walked through the track oval which will be installed with rubber soon. Provincial athletes who won gold medals in the recent Batang Pinoy national games were presented in the program and the newly-organized Davao Del norte Sports Association was sworn in by gov. Del rosario. The sports complex has a main grandstand which seats 5,000, professional lighting facilities, 10-lane Olympic sized pool with a warmup pool and 1,500 seat stands. It also boasts of a fully air-conditioned club house. Phase2 of the project will comprise of the redevelopment of the rDr gymnasium right behind the pool area. The sports complex is thus far the biggest ever in Davao region. Davao del Sur is also currently constructing its sports complex project in Matti, Digos to the tune of over P500 Million.
