AmAGe to infrastructure brought by typhoon pablo has reached p530 million, the Department of public Works and Highways regional office said in its recent advisory. DpWH attributed the cost of infrastructure damage to collapsed bridges and damage to national roads in the provinces of Davao oriental and Compostela Valley—the two hardest-hit provinces in the region rarely hit by a storm. According to mariano Alquiza, DpWH regional director, their initial assessment showed that most of the damages were caused by massive landslides and heavy flooding. the DpWH report list-

ed the destroyed bridges as Gov. teodoro palma Gil (manurigao Bridge) in Caraga and the Lumao Bridge in Cateel, both in Davao oriental. Damage to the palma Gil Bridge, which had all of its seven spans collapsed, was estimated at p371.6-million including the cost of bridge reconstruction while the Lumao Bridge was damaged to the tune of p75.5-million. Vilma Islaw, 48, of barangay samuag, monkayo, Compostela Valley , told mindanews that their house was destroyed by strong winds brought by the typhoon on December 4. Islaw said they were not able to save most of their belongings, but they were able to save

their eight-year old dog named miong, an asong pinoy or Aspin. “We could not just leave miong because he has been with us for so long, my two children love him as well as my granddaughter,” she said. the family, like many others, has been depending on food aid a week after the storm, with Islaw noting, “We are sharing whatever food we have to our pet.” Unlike Islaw who was able to take her dog to the evacuation center, 81-year old portia Villocino almost lost her 10 dogs when flood hit their village. Four of her dogs are two-month old puppies. Villocino, a former village chief of samuag, told mindanews that she had feared that her dogs and their other farm animals may have drowned in the flood.

DSWD deploys debriefers, camp coordinators to typhoon-hit towns A

s part of its relief and rehabilitation interventions, the social welfare department has started deploying social worker debriefers and evacuation camp coordinators to the municipalities of Baganga, Cateel, Boston, new Bataan, and monkayo to assist local government units. Director priscilla n. Razon said, “our workers were sent out beginning December 7 and will be working by teams providing stress debriefing, counselling, guidance and all to the internally displaced persons (IDps) inside and outside evacuation centers. We immediately positioned our workers to help relieve, restore and maintain the dignity of the physically and emotionally-wounded IDps who have suffered tremendously.”

Camp coordinators are tasked to help organize camp management committees, distribute family access cards, maintain order in the camp, set up work brigade, conduct focus group discussion, coordinate with local leaders, among others. meanwhile, as early as December 6, DsWD has also fielded engineers and community organizers to conduct ocular survey and subsequently oversee construction of the initial 81 bunkhouses in the typhoon-beaten provinces -Davao oriental and Compostela Valley. Why were the emergency telecom kits not sent to Mindanao?

t the Incident Command post inside the Department of public Works and Highways compound in Baganga, Davao oriental, everyone was excited on tuesday noon as volunteers from the telecoms sans Frontieres (tsF or telecoms Without Borders) were setting up an emergency telecommunication system that would allow them to make calls and send e-mails from where typhoon pablo made landfall dawn of December 4. “mamaya baka may internet na ako” (We will be able to connect by internet soon),” a smiling Lt. Col. Krishnamurti mortela, chief of the 67th Infantry Battalion, said. It has been a week since the telecommunications systems broke down as typhoon pablo demolished not only houses and agricultural crops but also towers of telecommunication service providers. tsF’s sebastien Latouille told mindanews residents could also avail of free calls when the system was set up before nightfall of tuesday. Latouille, a French national, was with tylor, a Canadian who teaches at the Asian Institute of technology in Bangkok, while another team of volunteers was setting up the

same system in Cateel. the tsF teams arrived in the philippines from their regional base in Bangkok on December 2, two days before typhoon pablo (international name Bopha) was expected to make landfall in mindanao, to coordinate with local authorities and response entities. pablo made landfall here. At 4 a.m. of December 4, the eye of the typhoon was located, based on satellite and surface data, at 40 kilometers east of the eastern coast of Davao oriental, packing maximum sustained winds of 175 kph near the center and gustiness of up to 210 kph, moving at 26 kph, the philippine Atmospheric Geophysical and Astronomical services Administration (pAGAsA) reported. the tsF team arrived in Davao oriental on monday, set up the satellite phone by monday evening and the internet by tuesday evening. Latouille says they’ve not only deployed several tsF teams to the philippines during typhoons but have actually provided emergency telecommunications kits and trained emergency providers at the national Disaster Risk Reduction and management Council (nDRRmC) on setting up emergency

telecommunications in disaster areas. emergency telecom kits An emergency telecommunications kit, according to him, consists of one satellite modem for internet, one satellite phone, one laptop, one printer, power supply with batteries. “I am not sure if the kit has a scanner but the basics are there,” Latouille said. Latouille said 10 emergency telecommunications kits were provided to the nDRRmC: two in manila and eight spread across the typhoon-prone regions in Luzon and the Visayas. no kit was provided mindanao, an island referred to before typhoon pablo, as “relatively typhoon-free.” Why the kits were not deployed to mindanao from either manila, other parts of Luzon or the Visayas either before or immediately after pablo battered the provinces of Davao oriental, Compostela Valley and portions of Davao del norte, Agusan del sur and surigao del sur, baffles Latouille. there are trained personnel at the nDRRmC and its regional offices who can set up the emergency telecommunications system. “We donated some kits to nDDRRmC. I do not

know why they did not deploy them,” Latouille told mindanews. mindanews sent nDRRmC chief, Undersecretary Benito Ramos, a text message on December 13, asking why the kits were not deployed to mindanao. Ramos has not responded as of 11:30 a.m. A report posted on the website of ReliefWeb, a specialized digital service of the United nations office for the Coordination of Humanitarian Affairs, said tsF launched a series of trainings for local and international emergency response organizations in the philippines, the first held in manila on march 21 to 25 last year. the training sessions were funded by the Humanitarian Aid Department of the european Commission and were part of the emergency program set up after typhoon megi (philippine name: Juan) hit the philippines on october 18, 2010. trained the tsF conducted three week-long courses on “emergency telecommunications and focus on the equipment (37 kits) provided by tsF” to regions and provinces affected by typhoons Ketsana (ondoy) and parma (pepeng) in 2009. Del Rosario said the sports Center is already 95 percent completed with only the rubberized oval track up for completion. Work on the rubberized track was fasttracked Wednesday afternoon after the soft opening since the province was enjoying a sunny weather. “We will be hosting the pRIsAA (private school Athletic Association) in January and the DAVRAA

(Davao Region Athletic Association) by February next year,” he said. He said the 10-hectare p243-million sports Complex is the first in the region and it boasts of a grandstand with fiber glass chairs that can seat up to 5,000 people, a rubberized oval track, a football field, a standard olympic swimming pool a warm-up pool and flood lights to accommodate night games. “this is a significant day because there will be no other December 12, 2012 or 12/12/12/ throughout eternity,” he said, referring to the day of the opening of the sports Complex. He added it is a magnificent rally point to drum up available resources as the people race against time. ne of the world’s most rare and elusive cats, the sunda clouded leopard of malaysia, has been filmed up close. A biologist holidaying in malaysia has captured unique footage of a young female leopard resting in the forest. previously, this top predator has only been filmed fleetingly and at a distance, with the first wild footage to be made public captured in 2010. the sunda clouded leopard was only discovered to be a distinct species in 2007. experts say the footage is extraordinary, believing it to be the only close-up film of the cat in the wild. Clouded leopards are the smallest of the socalled big cats, living in southeast Asia.

they are not true leopards, being more distantly related to leopards, snow leopards, lions and tigers than those big cats are to each other.

For many years, experts thought there was a single species of clouded leopard. then in 2007, mr Andreas Wilting of the

British research team in Antarctica has launched a long-awaited project to hunt for life in a lake hidden beneath the ice-sheet. A team of 12 scientists and engineers has begun work at remote Lake ellsworth. they are using a high-pressure hose and sterilised water at near boiling point to blast a passage through more than two miles of ice. the aim is to analyse ice waters isolated for up to 500,000 years. the process of opening a bore-hole is expected to last five days and will be followed by a rapid sampling operation before the ice refreezes. Lake ellsworth is one of several hundred lakes known to exist beneath the ice-sheet - its waters kept just above freezing temperature by the warmth of the rocks below. It is thought that the lake has been cut off from the outside world for long enough to raise the possibility that microbial life has evolved in unique ways. this will be the first attempt to use highly sterilised equipment to collect samples of water and sediment from a body of water so deep and iso-

lated for so long. the aim of the project is to investigate the limits of where life is possible so preventing any contamination has been integral to the design of the equipment. Delicate work Chief scientist prof martin siegert told the BBC that “everything has to be done in ultra clean conditions.” “We don’t want to contaminate this pristine environment - and unless we keep the experiment very clean, we’re likely just to measure the things that we bring down us with, which would be pointless.” the engineer in charge of the hot water drilling, Andy tait, described the operation as “huge but delicate”. “Although hot-water drilling technology has been used extensively by scientists in the past, this is the first time we’ve ever attempted to go through 3km of solid ice - this will be the deepest borehole ever made this way. “We’ve fired up the boilers to heat the water to 90°C. the water pressure coming out of the hose will be around 2,000 psI - 15 to 20 times more powerful than the kind you wash your car with. “It is the most effective

way to obtain rapid, clean access to Lake ellsworth.” the next two days will be spent drilling out a ‘chamber’ the size of a caravan below the surface of the ice-sheet so that a reservoir of sterilised water is ready to prevent any lake water rising up into the borehole. prof siegert said that exploring for life in such an extreme environment - in pitch-black conditions under high pressure beneath the ice-sheet - could open up possibilities for life on other worlds such as Jupiter’s moon europa. “the experiment we’re doing is very similar to an experiment one might do to see whether there is life on europa. “We know europa has an icy crust and an ocean beneath it. “If there’s life on europa it’ll be living in a very similar way to life in Lake ellsworth with total darkness, lots of pressure and using chemical processes rather than sunlight to power biological processes.” If all goes according to plan in Antarctica, the first results should be announced next week potentially a landmark moment in polar science. He Rural missionary sisters of mary (Rmsm) on Wednesday said that lessons learned from 2011’s “sendong” have helped saved many lives in northern mindanao, thanks to various workshops held concerning disaster management. “All of our workshops on disaster risk reduction really worked. the people were prepared,” Rmsm northern mindanao coordinator sister maria Famita somogod, said. she added that the government really learned its lesson from “sendong” as two days before “pablo” was scheduled to hit the country, various government agencies and units, were already starting to issue advisories, in radio and television, instructing people to go to higher and safer ground. “the municipal disaster teams started working. officials closely monitored the water lev-

Hence, the Games returned to where it was first held in Gen. santos City. However, despite Davao City giving up its rights to host the event to Gen. santos City, it did not in effect relinquish its privilege to be part of mindanao’s athletic contingent. Lo and behold, the Games were held this week in Gen. santos without Davao City taking part. Were Davao City and other areas in mindanao snubbed by the philippines-mindanao organizers? According to the Davao City sports Development office which is under the City mayor’s office, no communication was sent to them by organizers. Who is really in charge of the Games now, the psC or mindanao Development Authority? Whatever, the recent event went by without a buzz. sports, as filled with animosity and rivalry as it is by nature, can still be a vehicle for friendship minus the cold impasse. H A t haunting image of a fallen man lying face down on the floor, unmoving. Unmoving and seemingly without breath as the rest of the world breaks out in pandemonium. A hero has fallen. Another hero is enshrined. the demigod is not immortal after all as his damsel cries out in distress. Even as life flows back into him and he manages a sheepish smile for the public, we are shaken. true, he prepared for battle and further sharpened his prowess. Going into the arena, he was a well-oiled fighting machine. However, he no longer honored that ageold gesture of blessing. no longer did he proudly wear his prayer beads around his neck. no longer did he keep the faith. the idol that was put on the pedestal has clay feet and their dull thud is still reverberating. At first blush, it seems utterly backward and parochial to pin blame of his defeat on matters of faith. such reasoning borders on superstition and smacks of small-mindedness. perhaps. However, certain realities cannot be denied even if we be liberal-minded about things. there is something off if you forsake the faith that gave you and your family strength throughout your life. there is something off if you forsake your faith at the zenith of your highly illustrious career. there is something off if you forsake your mother and negate the role she has played in your history. When the world is at your feet and you have been declared its eighttime champion, it is only right and just that you give honor to the faith that has sustained you. Unless of course, what is right and just no longer hold value for you. When you are tired of the pressures of the world; when there is dryness to your spirituality, and you are looking for something so much bigger than your already larger-than-life persona, you turn to that wellspring of strength and renewal that the mother graciously offers and has always offered. Given such a demanding life, it is wonderful to be born again into a new one where everything is rosy and prosperous. never mind that sacrifice has played an important part in your life and made you who you are. It is just wonderful to be on a constant high in this new faith you seek. nevertheless, do not forget that the sacred is present in the quiet sacraments that have been handed down through the ages. there is so much richness, truth, and profundity to the faith that has embraced you since your childhood. you need not search far, especially if this means dishonoring your mother. you have already gone far in your fight for worldly success and have given our nation so much pride. you need not go farther to be born again in another faith. you need only to be renewed in the faith that has sustained our nation. that age-old gesture you used to bless yourself with may not seem significant just as one second before the bell is not significant.

He first 12 days of December came to a past yesterday and the mayan prediction of the world apocalypse came in bundles of tragedies – a trio of them – for the philippines. to the many who perished in typhoon pablo, indeed, it was the end of the world for them. For the families of the more than 800 missing, it is as if the whole weight of the world descended upon them. To the terrified, and then heartbroken, fans of manny pacquiao who saw him collapse like a fallen timber in stunning knockout defeat to Juan manuel marquez, it was like the world of boxing ended with his loss. then on the night of the 12th, singapore ended the hopes of the philippine football nation to barge into the suzuki Cup finals and win its first international competition title in the post-World War II era of this side of the world’s largest spectator sports. somebody mentioned triple whammy about two decades ago. The first 12 days of December 2012

brought a trio of cascading tragedy and losses these might be what the mayan meant when they predicted that the end of the world will coincide with the end of the mayan calendar on 12.21.12, nine days after the philippine Azkals lost to the singapore Lions, 0-1. December 21 is the day the sun will align with the center of our galaxy, as it does every year. It is also called the winter solstice, the start of the year when the night will be longer than the day (Its opposite is the summer solstice – June 21 this year - when the day was as long as the night). the world did not end in June. there is no reason to believe the mayan prediction will come true. the world will not end for those

who survived the fury of pablo. And as pacquiao indicated, his sorry loss to marquez will not be the end of his boxing career. neither will the defeat of the philippine Azkals mark the death of philippine football. But for the 12 days of December, it was as if the world ended on many of us. Ask the grieving and scarred survivors of pablo’s wrath. Look into the teary eyes and anguished faces of the mothers and wives of the missing fishermen of General santos City. Just read how pacquiao’s childhood friend Buboy Fernandez, usually cool and collected, simply exploded and kicked a photographer who was taking pictures of his fallen friend. And look at the crest-fallen faces of the color analysts of the philippine-Singapore semifinal match in the suzuki Cup. they have the world ended written all over the(ir) faces. During his preparation for the Bradley fight, a pastor from Sarangani asked for two hotel rooms for his wife and three children. “members of team pacquiao were jampacked like sardines inside one hotel room while the pastors enjoyed the comfort of being in a spacious hotel room,” the source said. Another pastor abandoned his flock in Baguio City just to follow pacquiao wherever he is. they take a bath, sleep and eat inside pacquiao’s mansion as if it is their own house. pastors have become a powerful clique

he nIC also focuses on technology-driven “individual empowerment” as the first of four megatrends that will reduce poverty and double the size of the global middle class through 2030. the report calls it a “tectonic shift” that means “for the first time, a majority of the world’s population will not be impoverished.” this is not a guarantee of a move toward greater democracy or western values, but middle class populations make greater demands for accountable, responsible, transparent governance. Individual empowerment, however, has a darker side that means individuals and small groups will have greater access to lethal and disruptive technologies, “enabling them to perpetrate large-scale violence – a capability formerly the monopoly of states.” the nIC, which serves as the intelligence community’s center for medium and long-term analysis, does not have a mandate to recommend policy from its findings. that is left to organizations like the Atlantic Council, a Washington-based think tank and public policy group. (Disclosure: I am president of the council and, in its non-government capacity, it has convened many of the global workshops that contributed to the nIC report). the Atlantic Council’s report – “envisioning 2030: Us strategy for a post-Western World,” proposes an approach that starts with president obama recognizing the magnitude of the moment and the likelihood that his actions now will have consequences that will be felt for generations. president obama has been right to focus on “nation-building at home.” U.s. economic and innovative strength is the foundation for any global leadership role. SM Foundation conducts relief operations at Compostela Valley SM SUpERMALLS activated its Operation Tulong Express Booths at SM City Davao, Lanang premier and SM Cagayan de Oro in last December 5, in response to the devastation that super typhoon pablo caused when it visited parts of Mindanao area early last week. Last Saturday, SM City Cebu , SM General Santos, SM Bacolod and SM Iloilo followed suit. SAG Awards nominations 2013:

Snubs and surprises! To begin with, Zero Dark Thirty missed the main target—now there was a change of awards-season pace.

A quick take on the shocks from the predictably Les Misérables-, Lincoln- and Silver Linings Playbook-led 19th annual SAG Awards nominations: 1. Zero Dark Thirty got taken out by The Best Exotic Marigold Hotel: So, no—Kathryn Bigelow’s thriller didn’t get nominated for the SAG Awards’ equivalent of Best Picture: outstanding Motion Picture Cast. And while four of the films named to the category were absolutely expected—Argo and the triad of Les Mis, Lincoln and Silver Linings Playbook, which collectively led all films with four nods each— the fifth, The Best Exotic Marigold Hotel, was not. 2. The shock was that The Best Exotic Marigold Hotel was a shock: It hasn’t been high on our radar, like Zero Dark Thirty, but in retrospect its inclusion makes perfect sense. The movie stars a lot of favorites, including Judi Dench and Supporting Actress nominee Maggie Smith, and was a huge summer hit (for a gentle comedy about retirees). As pointed out by others, it was basically the art-house The Avengers, except it wasn’t a comicbook movie, hence it was eligible for awards. (And yes, we know The Avengers was technically eligible for awards, too…) 3. Nicole Kidman! She pulled out a Supporting Actress nod for the provocative The Paperboy. Some-

where The Master’s Amy Adams is wondering where her nomination went. 4. Javier Bardem! Maybe the Critics’ Choice Awards voters weren’t just being nice to the James Bond villain. Maybe the Skyfall star, now up for the Supporting Actor SAG Award, too, has a better-than-expected shot at an oscar nomination. 5. No Leonardo DiCaprio, no Russell Crowe, no Matthew McConaughey: Bardem’s gain was these gentlemen’s loss, as Argo’s Alan Arkin, Silver Linings Playbook’s Robert De Niro, The Master’s Philip Seymour hoffman and Lincoln’s Tommy Lee Jones took

their expected places, leaving only one slot for a guy who always gets snubbed (Django Unchained’s DiCaprio), a guy who’s gonna need some Les Mis block voting (Crowe), a guy who’s a year away from seriously making the awards-season scene (Magic Mike’s and Bernie’s McConaughey) or, as things turned out, Bardem. 6. Helen Mirren! Hitchcock’s Anthony hopkins couldn’t break into Lead Actor—not with Silver Linings Playbook’s Bradley Cooper, Lincoln’s Daniel Day-Lewis, The Sessions’ John hawkes, Les Mis’ hugh Jackman and Flight’s

Denzel Washington doing their thing—but his movie wife could and, somewhat surprisingly, did. The Impossible’s Naomi Watts was a semi-shock, too. Both Mirren and Watts benefited from the young Quvenzhané Wallis (and the rest of the nonunion cast of Beasts of the Southern Wild) being ineligible, and the venerable emmanuelle Riva from the French drama Amour, being passed over. The rest of the Lead Actress category went according to plan: Zero Dark Thirty’s Jessica Chastain, Rust and Bone’s Marion Cotillard and Silver Linings Playbook’s Jennifer Lawrence.

Justin Bieber throws water bottle at paparazzi in Miami HOW nice of Justin Bieber to offer those thirsty photographers a drink!

At least, that’s what we’ll assume he was doing when he chucked a plastic water bottle in the paparazzi’s direction on his way out of a store in Miami yesterday. No further drama occurred, it not being one of those days for the Biebs, but the 19-year-old is still probably pretty lucky that no cops were around to witness his mild outburst. According to state law, there’s a $50 fine for littering, plus a judge could make him pick up trash or “perform other labor commensurate with the offense committed.”

It’s unclear what provoked the reaction, other than the paparazzi’s general presence, but perhaps a curious shutterbug asked how Bieber was feeling after being shut out of the Grammy nominations.

But it’s the paps in Washington, D.C., who better duck now—Bieber, who also just announced a slew of summer 2013 dates on his Believe World Tour, was in town tonight to headline Hot 99.5’s Jingle Ball concert.

tioning) and discussed the incident like the classy pro she is on the Today show this morning. “It was obviously an unfortunate incident,” she told Matt Lauer, who mentioned, master of the segue that he is, that he’s “seen a lot of you lately.” “It kind of made me sad on two accounts. One, that I was very sad that we live in an age when someone takes a picture of another person in a vulnerable moment and rather than delete it, and do the decent thing, sells it. “And I’m sorry that we

live in a culture that commodifies sexuality of unwilling participants, which brings us back to Les Mis: That’s what my character is, she is someone who is forced to sell sex to benefit her child because she has nothing and there’s no social safety net.” And just like that she answered the question on her terms, turned the conversation back to why we actually have been seeing so much of her—her Oscar-contending movie—and reminds us why she’s one of the classiest actresses in town.

Leaving an imprint on Christmas

BRING GOOD SHARES. EDGE Davao and its sister company, the Zion Accuprint Inc. threw its traditional Christmas treat to residents of Lingap Center for Mentally Challenged Children in Tugbok, Davao City.

The center, run by the City Social Services and Development Office (CSSDO) and managed by Leticia Ameistose, was in a festive mood last Wednesday as the visiting EDGE DavaoZion team mingled with the residents in playing parlor games.

To set the party mood, the Lingap children were given balloons and served with assortment of snacks courtesy of Sanny Sweets and Royal Breadhaus. And to top it, a sumptuous chicken overload lunch courtesy of McDonalds. The team’s choral group also rendered several lively Christmas songs to the delight of the children who even sang along. McDonald’s Matina Branch staff Teresa Concon and Jerwin Estrera played hosts to the party. They were

accompanied by Juliet Dabalos, the branch’s store activity department head. It has been a yearly tradition of Edge Davao and Zion Accuprint employees to contribute considerable amount to buy gifts for the disadvantaged children who are housed in various institutions. The management also makes contribution equivalent to the total amount raised by employees. This year’s gifts consist of shirts and toiletries, the latter courtesy of Unilever Philippines.
