ICRC scales up effort to help Pablo victims

yPHOOn Pablo has destroyed more than 90% of the infrastructure in the eastern half of the southern Philippines, with severe consequences for over a hundred thousand people. More than 900 deaths have already been confirmed. In response, the International Committee of the Red Cross (ICRC), together with the Philippine Red Cross, is scaling up its operations on the ground. To meet the most critical needs of some 200,000 people, the ICRC is launching a preliminary appeal for P433 million (10 million Swiss francs). “This typhoon left a staggering level of damage along the eastern coast of Mindanao,” said alain

OVERnMEnT-owned banks should extend soft loans for businessmen who had been affected by typhoon Pablo, in particular those from the livestock industry, Malaybalay City Mayor Rey Baula of Sumilao told Mindanews. DSWD changes food pack rations to lengthen supply

HE department of Social Welfare and development (dSWd) has adjusted the amount of food rations included in the food packs being distributed to the families displaced by Typhoon Pablo in the three davao provinces to lengthen the food supply. “We have increased the number of kilos of rice in the food packs, from three kilos of rice good for two to three days, to 10 kilos of rice which is good for three to five days,” dSWd 11 social welfare officer Pedrita dimakiling said Friday. The number of food
items in the packs has been increased, she said, so that the food supply would last for a few more days without the necessity of distributing the food packs on a daily basis. dimakiling said that aside from 10 kilos of rice, the food packs now contain two cans of beef loaf, four cans of sardines, six packs of noodles and 6 packs of coffee. She said dSWd teams are set to distribute the food packs in Compostela Valley yesterday (Friday), to davao Oriental on Saturday, Compostela Valley again on Sunday and then davao del norte on Mon-

Consumer confidence remains upbeat on economy in Q4 ‘12 C

OnSUMER confidence registered its second highest index in the fourth quarter of 2012 as more consumers expect additional jobs and income as well as improvement of infrastructure and better governance in the Philippines. Confidence Index of the Bangko Sentral ng Pilipinas’ Consumer Expectation Survey has always been in the negative but the level for the fourth quarter this year improved to -10.4 percent from quarter-ago’s -13.3 percent. This is the second highest after the -8.5 percent registered in the fourth quarter of 2010. BSP department of Economic Statistics director Rosabel Guerrero, in a briefing Friday, said respondents pointed to more jobs, additional income and higher salary, higher investment inflows and improvement of infrastructure and better governance the increase in the index. “Consumer confidence remains upbeat in the next quarter and the year ahead,” she said. Guerrero said outlook for the next quarter and the year ahead remains upbeat with the indices at 6.3 percent and 16.8 percent, respectively . She said another factor that could have positively impacted on the survey is the news about the possible signing of a Framework agreement between the government and the Moro Islamic Liberation Front. The survey was conducted from Oct 1-12, 2012 while the framework agreement was signed on October 15, 2012. With regards to key
economic indicators, the respondents’ project unemployment, interest rate, prices of basic goods, and inflation to decease while the peso is expected to further strengthen against the dollar. Relatively, BSP deputy Governor diwa Guinigundo, during the same briefing, said one important thing to note in the latest CES survey is that outlook of respondents that belong to the low income group registered the highest improvement. Under the CES, the low income group are people with monthly family income of P10,000 and below. Those included in the middle income group have monthly family income of P10,000-P29,999 while those in the high-income group have family income of P30,000 and above. “While this is just a oneoff indication the outlook of the low-income group on economic conditions of country has shown some improvements,” Guinigundo said. He said two out of the three aspects of economic situation under the survey namely the family income and economic conditions registered improvement from among the low income group. Similarly, Guinigundo said consumer’s outlook for the first quarter of 2013 is similar to the outlook of businessmen based on the results of the 2012 fourth quarter Business Expectation Survey wherein employment outlook for the last quarter of this year improved on account of the holiday season. ACDI/VOCA to partner anew with FEDCO

CdI/VOCa-Philippines Chief of Party nicholas Richards confirmed the agency is willing to partner anew with the Federation of Cooperatives\ in Mindanao (FEdCO) next year. Richards ,in an interview during his recent visit in davao City, said FEdCO’s Cacao-Banana agri-Enterprise development (CBaEd) project funded by aCdI/VOCa is slated to be finished by July 2013. FEdCO is the umbrella organization of banana cooperatives composed of farmers who are agrarian reform beneficiaries operating in davao City and the provinces of davao del norte, davao del Sur and Compostella Valley.
However, due to current problems facing the banana industry, FEdCO will explore intercropping cacao in their banana plantations. “The project of FEdCO will be finished in July next year, but if we have new projects we can work again with FEdCO,” Richards said. Out of FEdCO’s about 4,000 members, 2,000 are being targeted to benefit from its CBaEd project. aCdI/VOCa has granted an additional P3.2 million budget to fund the CBaEd project of FEdCO in addition to the P1 million fund it granted two years ago for FEdCO’s cacao nursery project, FEdCO chief executive officer, Rene dalayon said.

The valves, four per cylinder, are actuated by twin cams with lightweight rocker arms, and the intake mixture is delivered via Programmed Fuel Injection (PGM-FI) with 34mm throttle bodies. a diamond-shaped steel tube frame is shared with the CB500R and CB500F. The key difference is the X’s added front suspension travel, and revised geometry. The same conventional 41mm fork is used, but it offers 4.9 inches of travel compared to 4.3 in the others. Out back, the same Pro-Link single-shock suspension system has 4.7 in. of travel, identical to its stable mates. a slightly more relaxed 26.5-degree rake angle (compared to the R’s 25.5) and a touch more trail (4.29 in. compared to 4.05 on the R) and a longer 55.9 in. wheelbase (CBR500R: 55.5), should provide stable handling on any type of road. The 17-in. wheels, shod with a 120/70 front tire and a 160/60 rear, give a good indication of the bike’s asphalt intent. But that’s not to say dirt roads are out of the question. Braking is handled by a 320mm wave-style disc with a twin-piston caliper up front and a 240mm disc and single-piston caliper out back. Optional aBS braking is available, but we don’t know the price. We suspect it will be a $500 premium. What really sets the CB500X apart visually and functionally, is the upright and relaxed adventure-style riding position. The comfortable ergonomics should make the X an ideal commuter, weekend explorer or errand runner. a wide and upright handlebar, adjustable windscreen and larger-capacity fuel tank (4.5 gallon compared to 4.1) make touring a definite possibility. Optional accessories include sidecases, a 35-liter top box, hand guards, heated grips, centerstand and a taller windscreen in addition to a bunch of bolt-on pieces with the look of carbon fiber. aVaO Oriental is facing another battle in the aftermath of typhoon Pablo and it’s an old beast rearing its ugly head in the face of the province’s worst disaster. Politics, which can be as rabid as it can get in that part of the country, is affecting relief operations and disaster management. Some politicians even came to blows during a coordination meeting and widely seen while television news cameras are rolling. The political divisions in davao Oriental only further aggravated the problem. Politicians reportedly horde their share of relief and prioritize their bailiwicks over some affected barangays controlled by another political faction. There are reports too that relief goods are derailed because they had to be re-packed and ‘branded’ with the names of politicians. This is classic ‘epal’ at the height of a calamity--such display of crass, dirty

politics. no wonder, survivors of Pablo in davao Oriental have become restless. Pity those less-privileged areas where relief goods have not arrived for the reason that they are not politically-favored area. These are the situation on the ground hidden behind the cries for help. For a province that has been awarded Hall of Fame recognition in disaster management, it is awful to find out that there is a prevailing political culture that divides people even in times of disaster. When will davao Oriental’s socalled big ‘stars’ in politics set aside their political differences and once and for all, unite and heed the call for help of its hungry, sick, homeless and hurting people? The elections are still five months away. There will be time for that. For now, these political bigwigs should get their acts together. It’s as simple as saying, unite now, fight later. ANTONIO M. CROSS the Philippine archipelago, church bells in Catholic and aglipayan towns will ring at 4 Sunday morning – formally ushering in the “simbang gabi” or the dawn Masses, sometimes called “misa de aguinaldo” or gift of Mass which allude to the Magi’s gift to baby Jesus after he was born in a manger. “Simbang gabi” is a Filipino Christmas tradition, a series of nine dawn Masses, the Mass starting as early as 4 a.m., beginning dec. 16 and ending midnight of the dec. 24, when the ninth is celebrated actually at midnight. Theologians say this tradition was introduced in the Philippines by the Spanish friars in the 16th century to allow the Filipino farmers to hear Mass before going to the fields early in the morning. as far north as Pinili in Ilocos norte, at the St. Isidore Parish, to the Church of San Ramon in Moncada, Our Lady of Manaoag in Pangasinan, the church of the Our Lady Peace and Good Voyage in antipolo, the Sacred Heart of Jesus church in Cainta, the San Bartolome church in novaliches, and the national Shrine of St. Joseph in Mandaue City in Cebu, among others, will open their doors to the Catholic faithful before 4 a.m. Sunday for the first of the nine dawn masses. The same is true in aglipayan churches in the Philippines, particularly in Ilocos norte, home province of the rebel Catholic priest Gregorio aglipay, Cagayan, Tarlac, Pangasinan as well as the national Cathedral of the Holy Child in Taft ave, Manila, better known as the aglipayan Church. There is a nearly identical scene in churches: the nativity Scene or “Belen” – the Filipino term for Bethlehem -- is displayed in preparation for the celebration of the birth of Jesus Christ. It shows baby Jesus in a manger –“kuluong” among Ilocanos -- with Mary and Joseph. and there are shepherds and farm animals as well around the family, with sometimes the Biblical Magi or three wise men carrying their gifts to Infant Jesus and the star of Bethlehem that guided them in their journey. according to the Bible, the “wise men” came from the East to visit Jesus, bearing gifts of gold, frankincense (an aromatic gum resin used in incense and perfumes), and myrrh (another aromatic plant resin). Christian tradition holds these Magi (members of a priestly caste of ancient Persia) were named Balthazar, Gaspar, and Melchior. But it is not clear just who carried which gift; the biblical account, in fact, makes no reference to specific names, or even to the fact that there were exactly three visitors. That number is deduced from the fact that there were three gifts, according to religion scholars. In ancient times, the church bells started ringing as early as 3 a.m., waking people up to give them good lead time for the 4 a.m. dawn Mass -– the tradition continuing in the Philippine countryside and the urban centers as well as the metropolis. although celebrated in different innovative ways, most churches across the country are decorated with kaleidoscopic colors and intensely hued lanterns to welcome the church goers –- men and women as well as the young and old.

Politics makes a comeback
P
REPaRE for the revenge of politics. For the past few decades, the quants – mathematicians, physicists and technologists – and their younger brothers, the economists, have been in the ascendant. With their mathematical models and their ability to crunch vast quantities of data, they have shaped the way businesses understand the world and operate within it. But politics is making a comeback. That was one of the persistent themes at an invitation-only high-powered international conference about systemic risk in the financial services convened by the Global Risk Institute in Toronto this week (I was the rapporteur). as one of the bankers put it, if you want to understand the world economic outlook for 2013, and where your company should invest, you can’t just talk to economists anymore: “you need to talk to political scientists.” I tested that idea with two thinkers – one an economist, the other a political scientist – who make their living helping businesses understand the world. Perhaps not surprisingly, Ian Bremmer, the political scientist and founder of the Eurasia Group, instantly agreed. “When I started the firm in 1998, I

By cHryStia Freeland had to convince people about the importance of political science, and I was not always successful,” Bremmer said. Making that pitch is getting easier – Bremmer now has some 150 employees and 400 clients around the world. That trend is growing, he believes, and he thinks a major driver is the rise of the emerging markets. Bremmer defines emerging markets as “countries where politics matters at least as much as economic outcomes;” he also points out that over the past five years emerging markets have been responsible for two-thirds of global growth. Put those together and you have a world in which politics matters more. Bremmer has been betting since 1998, when he started his firm, that businesses should care about politics. nouriel Roubini has no such professional stake in the issue. Roubini is an economist par excellence – he shot to international fame as “dr. doom” when his bleak predictions about the world economy came horribly true with the financial crisis, and his eponymous firm now boasts some 1,100 clients
worldwide. Even so, Roubini agrees with Bremmer’s thesis, and takes it one step further. “The emerging markets have emerged, even as the developed markets have submerged,” Roubini told me. “Politics have become more important for many advanced countries, too.” drawing on the thinking of the bank chief executives, fund managers and regulators who gathered this week in Toronto, and my conversations with Bremmer and Roubini, here are seven reasons that in the coming year politics will matter as much as economic projections for anyone running a business: * Europe: This is the prime example of how, as Roubini puts it, the developed markets are “submerging,” or reverting to an emerging-markets-style world in which politics drives almost everything. Bremmer calls it “Europe’s existential moment,” and that is ultimately a matter for politicians. * China: The world’s dominant emerging market, and maybe before too long its dominant economy full stop, also happens to be a communist state in which politics explicitly steers all business and economic decisions.
PHL history replete with instances of factionalism
P
HILIPPInE history is replete with instances of factionalism where groups are polarized into pros vs. antis. name it. and you can find divisions within a group, be it politics, religion, sports, showbiz, whatever. The break-up of the Katipunan into the Magdalo and Magdiwang factions was one of the factors that led to the failure of the Philippine revolution in 1896. andres Bonifacio left the group and formed the Magdiwang faction after his election as director of Interior was questioned by daniel Tirona. The latter claimed the position for which Bonifacio was elected should go to a lawyer. Tirona was an ally of Emilio aguinaldo who was earlier elected as President. The schism between the revolutionaries worsened when Bonifacio was killed by the Magdalo group. This event would be debated later by historians -- that aguinaldo was responsible for the death of Bonifacio. The same allegation against aguinaldo would be repeated later with the killing of Gen. antonio Luna in Cabanatuan, nueva Ecija. Luna did not conform with many of the policies of aguinaldo. To address what was perceived as recalcitrance of Luna, a meeting was arranged between him and emissaries of aguinaldo, according to historical papers. alone, the Ilocano general -- Luna was from Badoc, Ilocos norte -- went to the agreed on rendezvous where he was repeatedly stabbed and shot dead, according to some historical accounts.

SPECIAl FEATURE By Virgilio c. Sagun Political parties in the Philippines started in 1907 when the Partido nacionalista dominated the Philippine assembly. Stalwarts of the party who became presidents of the country were Manuel L. Quezon and Sergio Osmeña. Manuel Roxas, originally a nacionalista, was elected head of state under the Partido Liberal which he founded in 1945 after the war. The two opposing parties had differences in ideologies. The nacionalistas were associated with conservatism and the Liberalistas, liberalism. But leaders of the two parties had one thing in common. aside from being well-schooled, they all came from wealthy families. Student activism in the Philippines flourished in the mid-60s when Ferdinand E. Marcos, a former Liberal who turned nacionalista, was President. activists then branded politicians as “naghaharing uri” (the ruling class). In 1964, Jose Ma. Sison, a faculty member of the University of the Philippines organized the Kabataang Makabayan. an ally of KM, the Samahan ng demokratikong Kabataan, would emerge later. Sison had been a member of the Provisional Central Committee of the Communist Party of the Philippines under Jesus Lava and Pedro Taruc. Sison resigned from the CPP, but Lava
claimed that Joma was expelled from the party. The KM-SdK both embraced the teachings of Mao Tse Tung -- e.g. “political power grows out of the barrel of the gun!” Meaning, reform in the government can only be achieved through armed struggle. another leftist with Marxist-Leninist orientation, the Malayang Pagkakaisa ng Kabataang Pilipino, was also active during the early 70s. But the KM-SdK shunned this group for being a “Soviet revisionist.” Meanwhile, the alliance of student groups like national Union of Students of the Philippines which opposed the so-called “national democracy” of the KM-SdK were branded as rightists, anti-revolutionary, reactionaries, pseudo-nationalists, and lackeys of the government. In 1969, nur Misuari, another UP instructor, organized the Moro national Liberation Front which sought to establish a separate Islamic state in Mindanao. a Samal-Tausug, Misuari formed this group with other Filipino Muslims from other cultural communities in Mindanao, among them Hashim Salamat, a Maguindanaoan. But despite their commonality in faith, the MnLF was split. Misuari expelled Salamat in 1977 after he refused to accept the signing of the Tripoli agreement by the MnLF and the Philippine government. In 1984, Salamat organized the Moro Islamic Liberation Front.

Tax hikes conservatives can love ( 1st of two parts )

T
HOUGH it is hard to tell exactly how this tug-of-war will end, what we can say is that our conversation about averting the fiscal cliff has been drearily unimaginative. President Obama and his allies have a great deal of leverage, and they are using it to back Republicans into a corner. That much is to be expected. President Obama wants to see the top two federal income tax rates increase above their current levels. He has called for a top rate of 39.6 percent, though he has signaled a willingness to compromise on a somewhat lower rate. While he has said he is open to entitlement reform in some vague way, he has so far refused to be pinned down on the details. Essentially, he is asking congressional Republicans to make a big concession on taxes and to trust that he will honor his end of the deal by agreeing to embrace spending restraint in 2013. Republicans are by and large opposed to a top tax rate above today’s 35 percent. Though they too have been light on details, many have instead embraced sharp limits on popular tax exemptions for high earners to raise revenue. Others have suggested they’d be willing to budge on tax rates. Representative Tom Cole (R-OK) has called on his fellow House Republicans to pass two bills, one that extends the Bush-era high-income rate reductions and another that extends everything else, with the understanding that the latter will become law while the former will fall into oblivion. This strategic retreat is designed to allow Republicans to use the forthcoming fight over the debt limit to secure, among other things, a hike in the Medicare eligibility age. Rather than see Obama’s insistence on new revenue as a defeat in the making, Republicans could treat it as an opportunity to advance conservative policy goals. One of the most costly tax expenditures, for example, is the deduction for state and local taxes, which in effect subsidizes high-tax jurisdictions by softening the blow of high state and local tax burdens. Eliminating this deduction would make voters in states such as new york, new Jersey and California more tax-sensitive, which might make them more likely to back state and local candidates who promise a more cost-effective government. Elimination of the deduction would also be a bonanza for the U.S. Treasury. In fiscal year 2011, the state and local tax deduction cost the federal government $70.2 billion in forfeited revenue. In april, the Committee for a Responsible Federal Budget estimated that eliminating the state and local tax deduction would raise $1.3 trillion relative to current policy (the tax rates that prevail today) and $950 billion relative to current law (the tax rates that will be in place if we go over the fiscal cliff) from 2013-2022. This alone would go a long way toward meeting Obama’s revenue goals. Even if Congress only eliminated the state and local tax deduction for households earning $200,000 or more, it would raise $500 billion relative to current policy. The Tax Policy Center has analyzed a proposal that would limit eligible mortgage interest to the first $500,000 of a primary residence loan and transform the mortgage interest deduction into a nonrefundable tax credit equal to 15 percent of eligible mortgage interest. Relative to current policy, the Tax Policy Center estimated that this reform would generate $378 billion over the 2012-2021 budget window. It would raise $573 billion relative to current law. and it would have virtually no impact on well-functioning housing markets in regions with loose restrictions on homebuilding, or on middle-income households. Indeed, the nonrefundable tax credit would be a much a better deal for upwardly mobile middle-income families than the existing mortgage interest deduction. The economists Edward Glaeser of Harvard and Joseph Gyourko of Wharton have documented that apart from being wildly regressive, the mortgage interest deduction tends to push up housing prices in regions where new homes are in short supply.
