Impeachment trial adds to gov’t check and balance

AVAO City Vice Mayor Rodrigo Duterte said the impeachment trial of Supreme Court (SC) Chief Justice Renato Corona was an example of check and balance in the government. Agreeing with the Senate’s 20-3 verdict declaring Corona guilty of betrayal of public trust, Duterte said the process heightened the importance of accountability in public service. “More than check and balance, it brought to the surface the accountability of high-ranking officials. It is an eye-opener for everyone in government,” he said in an interview. “People should [remain] watchful,” he continued, “The process gave the impression that officials can be held accountable and brought back trust in the government.” His view on the subject mirrors that of former Chief Justice Hilario Davide Jr. who said the impeachment trial of the SC’s highest official “does not create a chilling effect, but a “cleansing effect.” “There is nothing to
fear when it comes to the impeachment of a particular individual. [It is] a healthy process – the maturation of our democratic institutions,” Davide said on national TV. “If you have not committed anything impeachable in character, the trial itself may be a catalyst in order to prove that all [allegations against you] were really manufactured or fabricated,” he added. The Vice Mayor narrowed down reasons for the guilty verdict on Corona, saying the latter was “destroyed” after two questions were asked. “Dalawang tanong lang yun eh. Do you have dollar accounts? [Corona said] Yes, your honor. Did you declare those dollar accounts? No, your honor. Patay siya, wala na siya ato, He was pinned down,” Duterte said. The vice mayor said the Chief Justice’s non-declaration of his dollar accounts lost him the public’s trust. “Nganong dili man nimo i-declare sa SALN (Statement of assets, liabilities, and net worth)? Global CO2 emissions hit record in 2011 led by China

HINA spurred a jump in global carbon dioxide (CO2) emissions to their highest ever recorded level in 2011, offsetting falls in the United States and Europe, the International Energy Agency (IEA) said over the weekend. CO2 emissions rose by 3.2 percent last year to 31.6 billion tonnes, preliminary estimates from the Parisbased IEA showed. China, the world’s biggest emitter of CO2, made the largest contribution to the global rise, its emissions increasing by 9.3 percent, the body said, driven mainly by higher coal use. “When I look at this data, the trend is perfectly in line with a temperature increase of 6 degrees Celsius (by 2050), which would have devastating consequences for the planet,” Fatih Birol, IEA’s chief economist told Reuters. Scientists say ensuring global average temperatures this century do not rise more than 2 degrees Celsius above pre-industrial levels is needed to limit devastating climate effects like crop failure and melting glaciers. They believe that is only possible if emission levels are kept to around 44 billion tonnes of CO2 equivalent in 2020.
Negotiators from over 180 nations are meeting in Bonn, Germany, until Friday to work towards getting a new global climate pact signed by 2015. The aim is to ensure ambitious emissions cuts are made after the Kyoto Protocol expires at the end of this year. This is a very important indication of what could happen if there was a move away from nuclear energy in other countries,” he said. In China, CO2 emissions per unit of GDP - or its carbon intensity - fell by 15 percent between 2005 and 2011, the IEA said, suggesting the world’s secondlargest economy was finding less carbon-consuming ways to fuel growth. In the United States, the world’s second-biggest CO2 emitter, a switch to natural gas from coal in power plants, a slower economy and a mild winter helped cut emissions by 1.7 percent. “The replacement of coal by shale gas is a key factor and what happened in the U.S. could very well happen in China and other countries and could definitely help in reducing CO2 emissions,” the IEA economist said. In Europe, a relatively warm winter combined with sluggish growth helped cut emissions by 1.9 percent. Asked about prospects for global carbon emissions in 2012, Birol said: “It would come as a very, very big surprise to me if we saw a significant decline in CO2 emissions.”
Japan-funded P5-billion forest management project launched

HE Japan-funded Forest Management Program (FMP) of the Philippines was launched this week in Quezon City, with Japanese Embassy official Akio Isomata and Secretary Ramon Paje of the Department of Environment and Natural Resources delivering messages on the prime importance of climate change. Also witnessing the launching were Gov. Junie E. Cua of Quirino province and Gov. Arthur D. Defensor Sr. of Iloilo. These two provinces are where two of the country’s three river basins (Upper Magat in Cagayan, Jalaur in the Visayas) that are consid-
ered critical and thus targeted as beneficiaries of the project. The third basin is Pampanga in Cental Luzon. FMP is funded at about P5.084 billion (Yen 9.244 billion), which was signed in Tokyo during the visit there of President Benigno s. Aquino III in September last year. It is an Official Development Assistance (ODA) yen loan coursed through the Japan International Cooperation Agency. The Japanese Embassy in Manila said this project is in line with Japan’s objective of assisting developing countries in enhancing various
policy measures against climate change. The FMP forms part of Japan’s support for developing countries on climate change up to 2012, the Fast-Track Finance, which was announced earlier. Activities under the project will include ecological restoration of degraded forestland, enhancement of upland economic development, and establishment of improved watershed management systems. Beneficial insects in the rice field include spiders, coccinelid bettles, long legged flies, and yellowish-brown ants. “Farmers apply pesticides about six times in a season. Pesticides must only be used as a corrective measure during pest outbreaks. To prevent outbreaks, we recommend the conservation of natural enemies to lessen the unnecessary and costly use of pesticides,” he said. [PNA]

crop protection expert based at the Philippine Rice Research Institute (PhilRice) has urged farmers to plant vegetables along rice bund to help manage pests. Gertrudo S. Arida, division head of PhilRice Crop Protection Division, said planting vegetables such as okra (lady’s finger), kalabasa (squash) and talong (eggplant) provides food for egg parasitoids and shelter for predators.

2 Chino investors looking for agri lands in Davao T
WO investors from the People’s Republic of China are looking for agricultural lands in Davao City as potential investment sites. City Agriculturist Office Officer-In-Charge Leo Avila bared that the investors are looking at investing in vegetable, mangoes and fruit production. Guesting at Marco Polo Davao’s Club 888 media forum last Wednesday (May 30) Avila said he accompanied the group to the inland barangays of Waan, Mandug and Tigatto to scout for sites as the Chinese are interested in developing 100 hectares as vegetable areas. Avila said the Chinese are planning to send agriculture
technicians to study the viability of the area they will look at the soil type, water resource and other environmental factors. The investors are also looking at mango production as Davao City has about 4,000 hectares of land planted to mango with only 2,000 hectares considered as commercially productive. “Lots of mangoes were planted in the 1990s particularly in the upland areas, the growers only realize that it costs so much to make them productive.” Avila said. He added that many growers would just wait for the natural fruiting season to harvest their mangoes other farmers were just converted to other
uses like banana plantations. According to estimates from the agriculturist office it takes as much as P7,000- P15,000 to make a mango tree productive. It is estimated that the city has 400,000 mango trees totalled from an average of 100 mangoes in one hectare of land. The Chinese investors are planning to set up a dried mango processing plant adding that the supply will come from Davao. Avila said that some of the famous Cebu dried mangoes were supplied by mangoes coming from Davao. Dried mango has been a lucrative export shipment to countries such as China and South Korea. Corona conviction to boost credit rating of PHL

HE business sector is expecting the Philippines’ credit rating to improve a notch higher due to the successful handling of the recently-concluded impeachment trial of Chief Justice Renato Corona by the Philippine Senate, according to Senator Edgardo Angara on Thursday. In a Senate media forum, Angara revealed that business communities and organizations such as chambers and employers groups have expressed optimism as a result of the 20-3 guilty verdict on Corona. ”I think it’s quite positive to the extent that they’re saying that our credit rating may even be officially upgraded by rating agencies. Our credibility may have gotten up as a result from what happened in this hall,” Angara said. For him, Angara said the significant message sent to the Filipino people by the Senate was that it is capable of dispensing justice though the impeachment trial has been described as quasi-judicial and quasi-political exercise. ”The significant message was first, we are capable of dispensing justice to the mighty as well as to the less powerful that we are willing to wield that gavel evenly, fairly and quickly,” Angara explained. Angara believed that most of the Filipino people who monitored the nationally-televised impeachment trial for 44 days looked forward that justice be dispensed fairly and quickly. ”That is the message that I think we delivered to the people and as you can see I think even the stature of the Senate and the leadership are at a record high,” Angara said. Most of the senator-judges cited in their explanation of votes that justice should be dispensed fairly as seven of them mentioned a court interpreter, Delsa Flores, from Davao who was removed from government 15 years ago for failure to declare her stall in a market in her statement of assets, liabilities and net worth or SALN. The 20 senator-judges who rendered guilty verdict said Corona also committed culpable violation of the Constitution when he never declared his US$ 2.4 million dollar accounts and P80 million in commingled funds with relatives in his SALN. ”I think that is good to strengthen our institutions because there had been continuous erosions of the credibility of institutions of government, pillars of justice and such in our society that overall we are almost looked at as an outcast and a laggard,” Angara said. With the conviction of the country’s highest magistrate, Angara said the public has now improved awareness about the importance of SALN, especially for the government officials and employees.

Aquino admin pushes for sustainable growth T
HE Aquino administration will ensure sustainable and inclusive growth in the Philippines to further solidify the higher–than-expected expansion of the domestic economy in the first quarter of 2012. Finance Secretary Cesar Purisima, in a statement, said the 6.4 percent growth, as measured by gross domestic product (GDP), of the economy in the first three months this year “highlighted not only our resilience, but our capacity to reach faster towards inclusive growth that shall
produce jobs and eradicate poverty in the long run.” He explained that the GDP growth in the first quarter this year “reverberates across the ASEAN region -- beating the preliminary regional average growth of 3.7% -- at this time of global economic uncertainty due to fiscal problems in the developed world that threaten emerging nations, including the Philippines.” “It must be pointed out that even with the 24 percent increase in government final consumption expenditure and 62.2 percent
growth in public construction, our fiscal position remains strong and well below deficit targets,” he said. The government’s budget gap in the first quarter this year totaled to P33.91 billion, P48.9 billion lower than the P82.81 billion programmed for the three– month period. This transpired after revenues rose by 11.7 percent year-on-year and surpassed the P357.78 billion target after it totaled to P360.97 billion. Y Vice Mayor Rody Duterte’s own admission, cases of carnapping in Davao City has been rising. He said since January, nine luxury cars have been stolen by a gang of car thieves said to be Cebu-based. Of course, the trend is alarming by the city’s standards considering the very low crime rate that Dabawenyos have been enjoying for several years now. Nine carnapping cases since the start of the year means there are two vehicles stolen every month. The vice mayor is unhappy, even mad about the situation and wants law enforcers to go after the perpe-
trators posthaste. As we went to press, the vice mayor was reportedly primed to join random checkpoints that would be put up by combined military-police elements. He is known for this hands-on style of dealing with similar problems early on in his City Hall days. We hope that law enforcers will take this development as a clear signal for them to shape up and do their job. Indeed, the city police office under Sr. Supt. Ronald dela Rosa should not allow the city’s reputation as a very peaceful place to live and do business in to deteriorate.

HE ongoing Shangri-La Dialogue in Singapore enters volatile waters on Saturday, as participating defense officials and security scholars wade into the territorial disputes in South China Sea between China and some of its neighbors. On the backdrop two realities are prominent: the recent escalation of tensions over South China Sea and the United States’ so-called “pivot” to the Asia-Pacific. The former has shown signs of calming down, while the latter keeps rumbling on. Ill-grounded clamors against China stemming from prejudice and misperception have also been rending the air, with some narrow-gauge critics railing at what they brand as Beijing’s assertiveness and belligerence over the South China Sea issues and crying for outside intervention. With South China Sea rolling and the Asia-Pacific landscape changing, such a sensitive moment demands sobriety, and such an intricate situation requires discipline. The indiscriminate tendency to portray China as the bad guy is not only undesirable but detrimental. To set the record straight, notwithstanding the South China Sea rows, maritime freedom in this strategic and busy body of water has never been disturbed. The much-hyped “China threat” to the freedom of navigation in South China Sea is a pure invention. Meanwhile, it is as naive to peddle the alleged Chinese intention to shut Asia’s front door to the United States as to build a longitudinal Berlin Wall across the Pacific. Despite the mysteries surrounding Washington’s shift, Beijing has conveyed its hope that the superpower would “play a positive and constructive role in the region.” As regards the South China Sea tensions, it is some other claimants, whether emboldened by the United States’ new posture or not, that sparked the fire and have been stoking the flames. In contrast, China’s measured and responsible response has prevented what were basically fishery matters from spiraling out of control. Beijing’s South China Sea policy is consistent. Although China has seen its political, economic and military strengths growing markedly, fabricating new claims is not in its blood. The Chinese government is committed to seeking a peaceful solution to the disputes, as vindicated by China’s recent history of dispute settlement. It is China’s genuine wish to turn South China Sea into a sea of peace, friendship and cooperation, and the prospect is widely shared across the region and the world at large. Before that dream comes true, it serves the best interests of all concerned that they, as Beijing has proposed, shelve differences and pursue joint development.

EPARTMENT of Health (DOH) 11 Region Director Abdullah Dumama, Jr., hailed Governor Rodolfo P. del Rosario for making health a top priority of the province. Dumama, who is knowledgeable in the provision of both public health and hospital health care, said a good local chief executive gives highest level of importance to the well-being of his people. He affirmed del Rosario “is a good leader” since the governor has put bet-

HE House of Representatives has approved on third and final reading a bill that will provide equal opportunities for adults and children of high school age who are out of school to avail of free open high school education through the distance learning modality. House Bill 6086, to be known as the “Open High School System Act,” establishes the Open High School System (OHSS) as part of the Department of Education’s alternative secondary education program. Rep. Lani Mercado-Revilla (2nd District, Cavite), author of the bill, said establishing the OHSS encourages self-learning and provides an alternative quality educational system to these students through print, television, radio and computer-based communications, satellite broadcasting, teleconferencing and other multi-media learning and teaching technologies that allow them to learn on their own pace and time without having to attend conventional classrooms. “This promotes total liberation of the Filipino youth from the chains of ignorance and physical and geographical conditions,” Mercado-Revilla said. Rep. Juan Edgardo Angara (Lone District, Aurora), another author of the measure, said the true value of education in one’s life cannot be fathomed. “Everyone is entitled by right to proper education. Unfortunately, due to economic, geographic and time manage-
ment constraints, not everyone who acknowledges the significance of education will be able to avail of it,” Angara said. “Finishing high school is an asset that everyone with the opportunity should take full advantage of. Just finishing high school alone opens up thousands more opportunities for individuals. When entering a specific field within the job market, it is often required that an applicant at least posses a high school diploma. Many times, without the high school diploma, a person is restricted to a smaller number of occupations for which they are qualified for,” Angara added. Rep. Augusto Syjuco (2nd District, Iloilo), another author of the bill, said the best safeguard to the country’s democratic political system is an enlightened citizenry who cannot be cowed or dictated upon. These are the citizens, who would fight for their right to a better life; who would struggle individually and collectively to develop the country’s economy and make it globally competitive, Syjuco said. “These are the citizens our laws must serve and protect. These are the citizens whose
right to education the State must guarantee. Among these citizens are the underprivileged out-of-school youth and adults who have graduated from elementary but are unable to go to high school because of geographic and socio-economic constraints,” Syjuco added. Rep. Edcel Lagman (1st District, Albay), also an author of the bill, said a country that fails or neglects to give premium to education of its people will inevitably falter in human development and lag behind in economic advancement. “The dismal access to secondary education in the country is evidenced by the fact that less than 55% of families in the lowest 10% percentile income bracket have children enrolled in high school while 75% of the families in the top 10% percentile have their children in the secondary level. Poverty has driven poor parents to allow if not push their children to work to augment family income,” Lagman said. Another author of the bill, Rep. Winston Castelo (2nd District, Quezon City) said the Open High School System could be likened, albeit figuratively, to a manna from heaven.

JUST last week, I found out that there are a hundred and one ways of sashaying down the catwalk – either the real thing that models walk on in Paris, New York, and Tokyo during Fashion Week, or just an imaginary one. There’s the trademark wave-like movement of Anna Bayle, Manila’s firstever supermodel, then the dance-like walk of Melanie Marquez, the stomp-like walk of all the Miss USA candidates during the Miss Universe, and there’s the signature walk of Naomi Campbell. Some girls want to learn how to walk these walks for primarily two reasons,
either they aspire to be supermodels themselves, or they just want to learn the walks of confidence that the aforementioned ladies have shown the world. Recently, the Joji Ilagan Career Center staged a mini fashion show as the culminating event for their summer workshop. Spearheaded by their mentor, Nicole Hao-Bian, the girls walked the catwalk in the activity center of Abreeza Mall. The show had three segments that showcased not only the poise and bearing of the models and their newfound skill in strutting down the catwalk, but also showcased their own personal styles. “First we had designer’s street, wherein they turned old pairs of jeans into something new, fun and

The second segment was dubbed as Candyland where there was sugar and spice and everything nice. “This segment showed the models don their brightest and most colorful fashion outfits. Cute, fab and almost candy like,” Nicole said. To complete the show, the models walked in their evening gowns for the last segment of the program, which was aptly called ‘Masquerade’. “This is were the models showed that they truly embody beauty and elegance. During the show, the students moved with grace along the runway in their evening gowns and suits. But don’t be deceived with their masks, behind the façade are strong, independent, ambitious and beautiful individuals – beauty inside and out,” Nicole said. The way a person walks does not only speak of proper posture, it speaks volume of the person’s confidence – whether he or she is ready to face the world.

Bourne Legacy: Does Jeremy Renner deliver? Have you seen the new Bourne Legacy trailer? JEREMY Renner is already in the topgrossing movie of the year, The Avengers, starred in the 2008 Best Picture Oscarwinning The Hurt Locker, and held his own as part of Tom Cruise’s Mission: Impossible: Ghost Protocol globetrotting crew.
But now with The Bourne Legacy he’s jumping into one of our favorite movie franchises ever: So how does he hold up against the legacy of Matt Damon as Jason Bourne? We’re pretty sure you have seen the trailer and we have to say he does pretty darn good, based on this trailer. Here, Renner plays a fellow Treadstone assassin who goes on the run from bad guy Ed Norton after Bourne blows the cover off the program, and he shows remarkable skill at punching, jumping, driving, killing, shooting and delivering grim one-liners to Rachel

While this film reportedly came about because Damon and Paul Greengrass, director of the last two films in the trilogy, didn’t feel they had a script ready to go and opted out, the trailer for this extension suggests that Legacy will feature all the essentials of a Bourne film: a conflicted killer hero, a global reach, some very
grungy hotel rooms and a whole bunch of incredible stunts and chases. And Matt Damon. Wait, what? In a strange twist, the trailer includes scenes with Joan Allen and David Straithairn that seem spun from the conclusion of the last film—as well as a photo of Damon as Bourne on a news report. While we figure it’s a clever way
of intertwining Renner’s tale with Damon’s, we also have to wonder whether it’s an homage—or something else—to the absent Bourne star. Either way, this all looks pretty intriguing...and just the thing to tide us over until Damon and Greengrass return for another go. The Bourne Legacy hits screens August 3.

It’s no secret we’ve been dying over this flick since day one (seriously, we have the trailer memorized), and we know all you loyal fans of Kristen Stewart, Charlize Theron and Chris Hemsworth are ready to flock to theaters to get your fairy-tale fandom on. The midnight release is tonight and the flick officially hits theaters June 1, so pull out your sword, put on your crown and get ready to feel like the fairest of them all. Here are 10 things you need to know before you hit the box office: This Is Not Your Average Fairy Tale: We’ve said it before and we’ll say it again: SWATH is dark, creepy and downright effed-up. If you’re looking for a basic Disney princess makeover, then stick to the PG Mirror Mirror. You’re in for a totally twisted take on the classic fairy tale as Snow White gets a deliciously dark makeover. You’ve been warned: Don’t go see this movie if you’re looking for a lighthearted fantasy. Leave that to the animated original. Charlize Theron Is The Best Queen Ever: If you had any doubt Charlize Theron would disappoint, then may we suggest you take another look at one of the wickedly cool trailers. Charlize is enchantingly evil, and it’s so refreshing to see the Oscar-winning actress take on a completely different role. Not sure whether it’s the sinister stare or the killer

creepy voice, but we couldn’t think of a better Queen Ravenna. Sorry, K.Stew, but Queen Charlize has stolen our hearts and we’re officially obsessed. SWATH Is a Huge Production: Charlize Theron recently said that this is the biggest production she’s ever been a part of, and as silly as that may sound coming from such an accomplished actress, it’s totally true. The flick had a big-time budget, and the stars have been busy with weeks of endless promotion. It’s your classic megascale summer flick, and based on early reviews, it just might be the fairest film of this season. Get Ready for Wicked Special Effects: The CGI is insanely impressive, the enchanted forest is completely captivating and, like Kristen said, the land takes you to a place that’s otherworldly. Get amped for the stunning setting, the crazy special effects and a totally effed-up fantasyland—the magical world will not disappoint. This Snow White Is Perfect for K.Stew: For all you critics who are complaining about Kristen’s awkward mannerisms, take a deep breath and realize that her unfeminine nature is actually spot-on for this Snow White. Snow’s been locked in a prison, with absolutely no concept of her beauty or strength. Sounds a bit like the K.Stew we know and love, right? Yep, we say parfait for the part. The Soundtrack Brings You a Breath of Life: So we may be a little biased considering we are equally

obsessed with Florence + the Machine, but the soundtrack for SWATH is a beautiful mix of Florence Welch’s vocals and a breathtaking score by James Newton Howard. Can’t you just picture the gorgeous K.Stew frolicking in the fantasyland with those sweet tunes in the background? Absolutely magical. The Badass Stars Got Pretty Banged Up: Charlize pulled a stomach muscle screaming. Kristen Stewart punched Chris Hemsworth in the face. And Kristen learned how to swing a sword better than most men. Consider these stars totally badass—they are completely unafraid to get down and dirty, which, no doubt, is only going to make the film that much better. Wait, There Was Another Snow White? Sorry, Lily Collins, you were cute as a button in Mirror Mirror, but seriously, SWATH puts that fantasy flick to shame. If you’ve got a 5-year-old in tow, then SWATH probably isn’t your best bet, but otherwise, Snow White and the Huntsman is definitely the fairy-tale flick to see. Don’t worry, Lil, you’ll get ‘em next time—perhaps in Fifty Shades of Grey?! The Supercool Cast Is Close as Could Be: We can’t stop gushing about this wickedly cool cast, and we’re just so obsessed with how close they have all become. Whether it’s Charlize gushing over the “awesome” Kristen Stewart, Chris Hemsworth making a happy birthday Youtube video for Kris or K.Stew talking about how Charl-

Saying goodbye to the traditional presentation of paintings on easels and walls, the artworks were set up with chic and upscale furniture from NEST, the depot’s home furnishing section. “The stylish home accessories selected by our guest interior designer to compliment the exhibited pieces are in subdued tones- dark wood, matte gold, stainless steel, white and beige. The clean lines and basic colors of the furniture only highlights the main attraction- the children’s artworks. Davao boys Jed Diamante, living up to his captain’s role, and Javi Romero Salas, ignited the furious Philippines’ attack to power the Philippines past Australia 3-0—a big follow-up of its 2-0 win over Cambodia in their opening match in games played Wednesday. Diamante, in his second stint with the Little Azkals, dropped the first bomb on the Aussies after outplaying his man and blasting home a roller over the outstretched arms of the Australian keeper. Troy Limbo booked the second marker before Romero-Salas closed out the scoring in the one-sided match. However, in a late dispatch from Kota Kinabalu,

the Philippines played Myanmar in their third outing and settled for a scoreless draw in format 1 competition. The twin wins, however, were later negated by two straight losses to Singapore 0-1 and Indonesia 0-3, before ending its stint with a 1-0 win over TimorLeste. The festival is divided into two formats, with format 1 matches lasting for 30 minutes without intervals, and format 2 matches played out for 60 minutes with a halftime break. The U-14 team will take a one-day break before plunging back to action today (June 2) against Vietnam to kick off its format 2 campaign. They will face Thailand and Myanmar on June 3 to cap off the festival. No champion will be declared among the 12 countries participating in the event, formed by the AFC to develop young football players and coaches in the Southeast Asia region.
