Other key members of the team include Clark | Weitz | Clarkson. A Joint Venture (Design-Builder), the Kansas City Aviation Department (KCAD) and the City of Kansas City, MO (Owner). A pre-bid presentation will be held at the Edgemoor-CWC Co-Location Office on Thursday, December 20th,2018 at 3:00 PM CST. Edgemoor Co-Location Office 533 Mexico City Ave Kansas City, MO 64153. RFP OVERVIEW The burden is upon the respondent to clearly demonstrate their ability to perform on this Project. The selection of the Construction Materials Testing & Inspections Service Provider shall be based upon the criteria defined within this RFP. The proposed scope of Work for this RFP may be found in Exhibit B of the proposed Edgemoor form of Professional Services Agreement. Exhibit B is found in Attachment 1 to this RFP. A summary of the Work includes: • Observe Design-Builder’s construction operations to ensure compliance with the applicable project specifications, applicable codes and standards, and perform special testing and inspections in accordance with the Issued for Construction Documents (IFCD). As of the date of this RFP, there are only two sets of IFCD, which are referred to as the EARLY START GROUP 2 PACKAGE AND THE EARLY START GROUP 2A PACKAGE (drawings and specifications). Due to the Design/Build nature of this project, other IFCD’s have not been issued as of this date, hence proposals for remaining work will be based on applicable sections of the BASIS OF DESIGN and the UPDATED CONCEPT DESIGN packages issued September 28, 2018. The website will include the documents, plans, and specifications listed on Exhibit A of the proposed form of Professional Services Agreement. GENERAL PROJECT INFORMATION The KCI Airport Terminal Modernization Project consists of an approximate 1,050,000 square foot two-story terminal facility including curbside, ticketing lobby, TSA-compliant security screening checkpoint, TSA-compliant in-line Checked Baggage Inspection System and associated support areas, baggage claim areas, and associated support functions. Facility will include secure concourses providing concessions and customer amenities. The facility will support approximately 39 aircraft gates. Airline equipment to support air carrier operations in the terminal, including passenger boarding bridges, aircraft support systems (e.g., pre-conditioned air, ground power, potable water, etc.), communications infrastructure, common use communications system for City-controlled gates, information display systems (e.g., flight information display systems, baggage information display systems, etc.), inbound and outbound baggage handling systems, and applicable tenant finishes. Terminal aircraft apron and non-movement areas sized to accommodate aircraft fleet, dual taxi lanes as appropriate, accommodating B757 aircraft, connections to taxiways, adequate remaining overnight aircraft parking positions, and approximately fourteen (14) common use deicing pads and associated collection system. An aircraft in-ground hydrant fueling system to service the 39 gates with a connection to the existing aviation fuel farm system is planned. The new system will include piping, isolation valves, fuel pits, emergency shut-offs and meet current environmental requirements. A multi-level public parking structure with approximately 6,300 parking spaces adjacent to the terminal and connected to the landside terminal via pedestrian walkways and a pedestrian tunnel is included. In addition, a covered pedestrian walkway from Existing Terminal B garage to the new terminal will be provided.

Associated site development is included, consisting of utility removals/relocations/installations, including but not limited to varied utility pipelines, communications facilities, and electric transmission lines, demolition of existing Terminal A and associated parking garage, excavation/grading, stormwater/glycol drainage systems, roadway demolition/realignment/ construction, and elevated roadway systems. Also included in the Work is environmental mitigation (if any), fencing; construction access roads and staging areas, among other Work. The Project requires that provisions be made to maintain existing operations in Terminals B & C during construction of the new terminal. QUALIFICATIONS AND PROPOSAL SUBMITTAL REQUIREMENTS Please carefully read the instructions and information provided in this Request for Proposal package in its entirety. Responsiveness to these instructions will be considered an indication of the capabilities and qualifications of the respondent to this RFP and the Project. Qualifications and proposals shall be due on January 16, 2019 by 5:00 PM (CST). Any proposal received after the submission due date and time may be deemed unresponsive. Conditional bids may, at the sole discretion of Edgemoor, be considered unresponsive. Provide (1) electronic copy in PDF format via email. Tab A – Cover Letter The Cover Letter shall be on Proposer’s letterhead and shall provide a brief overview of Proposer’s interest in the Project and qualifications such as general company background, location of corporate and local offices, and demonstration of Proposer’s ability to provide the RFP scope of services in a complete, organized and timely manner. Please attempt to limit to one (1) page. Tab B – Prequalification and Pass/Fail Requirements 1. Confirmation of Proposer’s acceptance of Edgemoor’s Professional Services Agreement a. Edgemoor intends to enter into an agreement with the selected Construction Materials Testing & Inspection Services Provider for Construction Materials Testing & Inspection Services using the standard form of Professional Services Agreement (Attachment 1 to this RFP). The Construction Materials Testing & Inspection Services Provider is expected to abide by the Terms and Conditions of this Professional Services Agreement and its Exhibits A, B, D, and R. Proposer’s completed and signed Proposal (upon final issuance to successful bidder) confirms their acceptance of the Terms and Conditions of the Professional Services Agreement. b. The selected Construction Materials Testing & Inspection Services Provider shall, within five (5) business days of receipt of the formal Professional Services Agreement, submit the following to Edgemoor: i. Executed Professional Services Agreement with no modifications, including all Exhibits (except as specifically agreed to by Edgemoor and successful Proposer). ii. Insurance Certificate(s) as required by the Professional Services Agreement. 2.

Proposer's Licenses/Accreditations/Certifications to perform the Work a. Proposers must be properly licensed/accredited/certified to perform the scope of this RFP. b. Provide a copy of the Proposer’s active business license issued by the city of Kansas City, MO, or other jurisdiction under which Proposer is licensed. c. Provide verification of other licenses required, including but not limited to, Registration as a Professional Engineer, Registration as a Professional Geologist, MBE and/or WBE Certification with the City of Kansas City HRD (as applicable), nuclear gauge certification, or other licensure/accreditation/ certification to meet the requirements for performance of the scope.

Tab C – Management Plan and Relevant Experience The Management Plan shall include Proposer’s overall approach to managing and performing the Work. The plan should include an organizational chart indicating key individuals the firm proposes to assign to this Project that demonstrates the team’s ability to perform Construction Materials Testing & Inspection Services on projects of a scale and complexity similar to this Project. 1. Provide resumes for key individuals who will be assigned to this project. a. The resumes should demonstrate the individuals' experience on relevant projects and include at least two (2) references from other Developers or Owners for each key individual. b. References should include a current telephone number and email where the individual can be reached. 2. Relevant Firm Experience shall include information on at least three (3) completed projects of a similar scope and complexity. Proposer’s experience on airport projects, parking garages, multi-story buildings, projects with pile foundations, modular retaining walls, and large earthwork projects are of particular interest and will be considered favorable in the review process. . 3. Information on these projects must include a description of the work performed, year completed, original contract value, final contract value, the name of the project manager, contact information for the general contractor, contact information for the Owner, and contact information for the Architect. Previous experience working with the City of Kansas City, MO should be noted. 4. If Proposer is a Joint Venture of different entities, include the executed Joint Venture Agreement and specific outline of the roles and responsibilities of each entity. 5. Proposers shall include a plan for management of all Materials Testing and Inspection records in a consistent presentation format (including the records of any/all partners/subconsultants) including archiving of all records. 6. Proposer acknowledges that there are no conflicts of interest in your team’s provision of independent technical advice relating to the Project. If it is believed a potential conflict of interest exists, Proposer shall make note of this in their proposal. Tab D – Minority and Women Owned Business Enterprise Approach Proposers are strongly encouraged to maximize MBE and WBE participation when assembling their team. This could include strategies to divide the overall Material Testing and Inspection scope into smaller packages (e.g. Terminal, Garage, Airside, Landside, etc.) or in a fashion that capitalizes on the specific expertise of a partner/subconsultant and/or which may be responsibly undertaken by MBE and/or WBE partners/subconsultants. Proposers shall clearly define the scopes and responsibilities of all partners/subconsultants in an organization chart, including naming personnel that will be working on the project in all capacities. Clear demonstration of an accountable and organized team and team management plan will be looked upon favorably, Proposer shall describe its past strategies and results related to working with Minority- and Woman-Owned Business Enterprise partners/subconsultants. The Project requires participation by firms certified by the City’s Human Relations Department (HRD). Provide confirmation of your team’s commitment and plan to meet or exceed Minority Edgemoor Infrastructure & Real Estate Materials Testing & Inspections Request for Proposals Page 6

and/or Women Owned Business Enterprise participation requirements of 20% MBE and 15% WBE (percentages determined by dividing the total fees for the MBE and WBE work by the Total Scope Fee for the total Construction Testing and Inspection Services scope fee). The MBE and WBE Participation Commitment is included in Exhibit B of Attachment 1 to this RFP. Tab E – Project Work Approach Proposer shall provide a narrative on the approach to its work, including how your team plans to approach staffing the project to provide all services required, taking into consideration the phasing and schedule provided herein. If Proposer intends to utilize any specialty software or proprietary means or methods to support their work, provide summary and explain/describe the approach, impacts and benefits of using same. In the event Proposer is aware of other testing or inspections required by code or by an authority having jurisdiction and which is not covered in this RFP but would have a material impact on the pricing of the proposal, please provide this information within your proposal response. This information will be considered in the proposal review and selection process. Tab F – Proposal Price Proposers shall provide unit prices based on the schedule provided in Exhibit B of the proposed form of Professional Services Agreement. The Unit Price Schedule is not comprehensive for the scope of this RFP. Proposers shall include unit pricing for additional tests that are anticipated to meet the RFP scope. The unit prices shall include all related costs, overhead, profit, and insurance. The contract will allow for 3% annual inflation in the unit prices, not to exceed 4 years total. For budgetary purposes only, and not for proposal scoring, Proposer shall provide an estimated total cost for the Materials Testing and Inspections Services for the entire project based on the Schedule and other supporting documents provided. The KCI Airport Terminal Modernization Project is proposed to be Tax Exempt under the terms of the Tax Exemption Certificate and Memorandum included as Attachment 3 to this RFP. EVALUATION AND SELECTION PROCESS Edgemoor will review all information for completeness. Edgemoor, in coordination with the Owner, Design-Builder, and insurers, have sole right to determine Proposer 's eligibility to participate on the Project. Proposer shall cooperate with requests for additional information as deemed necessary by Edgemoor to completely evaluate the Proposer 's capability to perform on the project. Proposers, at the discretion of Edgemoor, may be asked to participate in an in-person interview. The interview will address the Proposers relevant experience, team, management plan, MBE/WBE Participation, and other questions arising from Edgemoor’s review of Proposer’s submission. The lead person identified in the proposal will be expected to lead the interview. Other key personnel will be expected to attend, and their contributions will be evaluated in the scoring.
