INVITATION Edgemoor Infrastructure & Real Estate LLC (Developer), is soliciting responses for Professional Construction Progress Photography services for the Kansas City Airport Replacement Terminal project. Other key members of the team include Clark | Weitz | Clarkson (CWC) joint-venture (design-builder), the Kansas City Aviation Department (KCAD), and the City of Kansas City, MO (Owner). GENERAL PROJECT INFORMATION The KCI Airport Terminal Modernization Project consists of an approximate 1,050,000 square foot terminal facility including curbside, ticketing lobby, TSA compliant security screening checkpoint, TSA compliant in-line Checked Baggage Inspection System and associated support areas, baggage claim areas, and associated support functions. Facility will include secure concourses providing concessions and customer amenities. The facility will support approximately 39 aircraft gates. Airline equipment to support air carrier operations in the terminal, including passenger boarding bridges, aircraft support systems (e.g., pre-conditioned air, ground power, potable water, etc.), communications infrastructure, common use communications system for City-controlled gates, information display systems (e.g., flight information display systems, baggage information display systems, etc.), inbound and outbound baggage handling systems, and applicable tenant finishes. Terminal aircraft apron and non-movement areas sized to accommodate aircraft fleet, dual taxi lanes as appropriate, accommodating B757 aircraft, connections to taxiways, adequate remaining overnight aircraft parking positions, and approximately fourteen (14) common use deicing pads and associated collection system. An aircraft in-ground hydrant fueling system to service the 39 gates with a connection to the existing aviation fuel farm system is planned. The new system will include piping, isolation valves, fuel pits, emergency shut-offs and meet current environmental requirements. A multi-level public parking structure with approximately 6,300 parking spaces adjacent to the terminal and connected to the landside terminal via pedestrian walkways and a pedestrian tunnel is included. In addition, a covered pedestrian walkway from Existing Terminal B garage to the new terminal will be provided.

Associated site development are included, consisting of the relocation of pipelines, natural gas lines, communications facilities, and electronic transmission lines, the demolition of Terminal A and associated parking garage and eventual demolition of existing Terminals B and C. Also included in the Work is environmental mitigation (if any); site grading and drainage; fencing; construction access roads and staging areas, among other things. The Project requires that provisions be made to maintain existing operations in Terminals B & C during construction of the new terminal.

Professional Construction Progress Photography Services Edgemoor is seeking a professional photographer to provide construction progress photography and some potential videography during the construction phase of the Kansas City New Terminal Modernization project, to include: 1. Monthly jobsite progress photos to be taken the first week of every month (may vary depending on the construction schedule and/or at the request of Edgemoor and/or CWC). a. Photographer to coordinate all trips with appropriate Edgemoor and/or CWC staff ahead of monthly shoot. 2. Initial progress visits to include at least 30 views; as terminal begins construction the shoot numbers will be increased as needed. 3. Potential for occasional progress videos (optional scope item). 4. Potential for special event (i.e. groundbreaking, topping out) photography (optional scope item). 5. Potential for occasional drone progress photos or videos (optional scope item). a. Drone operator to coordinate all drone usage with appropriate FAA staff and comply with current FAA guidelines. b. Drone operator to maintain adequate insurance.

6. It is expected that there will be special events during the project, such as groundbreaking, topping out, VIP tours, etc., for which Edgemoor reserves the right to use the selected Proposer for such events, or to contract separately for hsuch events, which decision will be at the sole discretion of Edgemoor and will be made on an event-by-event basis. In the case that Edgemoor selects the Proposer for such an event(s), the hourly rates provided herein will be used to determine an agreed upon lump sum price for each event. Licensing and Third Parties All photographs will be copyright of the photographer. Edgemoor requires the following licensing conditions: Unlimited, non-exclusive rights granted to the Edgemoor/CWC Project Team, and the City of Kansas City, MO (including KCAD), for in-house and external (printed and electronic) marketing materials, public relations, including social media and web use, award submissions, and presentations. The photographer agrees to readily sign Photography Releases for all development, design, and construction award programs the commissioning parties may submit to. All other rights are reserved and further use beyond that described herein is not permitted without express written consent by the selected photographer. Third parties may be interested in purchasing these construction progress photos, whether in whole or on a per image basis. The photographer is welcome to extend the same non-exclusive rights to these parties or set others. The photographer will be responsible for billing any outside party, according to the billing requirements of each third party. Fees for Service Your submitted hourly rate should include computer editing, retouching, processing all files, generating electronic proof sheets, uploading files to sharing site for delivery, and unlimited nonexclusive rights for the entire Edgemoor/CWC Team, including the City of Kansas City, MO and KCAD. Term of Contract The resulting contract will be for one (1) initial year period, starting January 2019 through January 2020. By mutual agreement, the contract may be renewed in (1) year increments, through the end of the terminal construction (January 2023).

EVALUATION AND SELECTION PROCESS Edgemoor will review all information for completeness. Edgemoor, in coordination with the Project Owner and insurers, has the sole right to determine Proposer 's eligibility to participate on the Project. The Proposer shall cooperate with requests for additional information as deemed necessary by Edgemoor to completely evaluate the Proposer 's capability to perform on the project. In addition, it is required for all proposers to accept the terms and conditions of the Professional Services Agreement (PSA), Attachment 1. Proposers, at the discretion of Edgemoor, may be asked to participate in an in-person interview. The interview will address the Proposers relevant experience, references, and past photographic work samples, and other questions arising from Edgemoor’s review of Proposer’s submission. Interviews should be assumed to be no longer than 60 minutes, including Questions and Answers.
ADDITIONAL INFORMATION The Environmental Assessment: Subcontractor acknowledges that the Federal Aviation Administration (FAA) is directly involved with the project, therefore the National Environmental Policy Act (NEPA) is applicable to the project. Section 102 in the Title I of the Act requires federal agencies to incorporate environmental considerations in their planning and decision making through a systematic interdisciplinary approach. prepare detailed statements assessing the environmental impact of and alternatives to major federal actions significantly affecting the environment. These statements are commonly referred to as Environmental Impact Statements (EIS) and Environmental Assessments (EA). In addition, the Act provides that Notice to Proceed with the Work of the Project shall not be made until after the EA is completed. The EA for the Project is scheduled to be completed in December 2018. This Subcontract is for work that will be awarded contingent on the FAA’s approval of an Environmental Assessment, funding approval from Kansas City, and a notice to proceed issued by the Kansas City Aviation Department.

Prior to proceeding with any work on this Project’s site, Edgemoor requires that a premobilization start-up meeting (safe-start) be held with our Regional Safety Director and/or Project Safety Manager. This meeting will review the established Project Safety Program. Consultant’s Project supervisor and supervisors of any Consultants working for Consultant must attend. All paperwork in this meeting shall be signed by an officer of the Consultant.

If Consultant’s representatives will perform work on the site, Consultant shall submit Safe Start documents, including a safety program and job hazard analysis to Edgemoor within thirty (30) days of the Agreement award or as required by Edgemoor. All new employees of this Consultant will attend Edgemoor’s safety orientation meeting prior to performing any work onsite. This meeting will be held on-site at a time and location designated by Edgemoor.
