The Edgemoor Team’s Track Record on MBE/WBE Participation, Workforce Development, and Community Benefits The Edgemoor Team recognizes that the KCI Terminal Project is a generational opportunity to spur overall economic development for Kansas City. It will also provide an important catalyst to increase the long-term capacity of Kansas City MBE/WBE firms, build the workforce of the future, and to strengthen programs that support under-served communities consistent with the City’s Community Benefits Agreement (CBA) resolution. The Edgemoor Team has a strong track record of leveraging mega-projects to create economic opportunity for local communities and residents. We’ve met and exceeded some of the most aggressive MBE/WBE inclusion goals in the country and implemented innovative community benefits programs in cities such as San Francisco, Los Angeles, Chicago, and Washington, DC. We’re committed to bringing that national experience and expertise to Kansas City on the KCI Terminal Project. Edgemoor’s Commitment to MBE/WBE Participation: Edgemoor has committed to 20% MBE and 15% WBE participation for construction and 17% MBE and 12% WBE participation for professional services, exceeding the City’s target goals in all categories. If confirmed, we will work with the City, Human Resources Department (HRD), the Fairness Board, and others to carefully evaluate market data and other information related to local MBE/WBE capacity. Ensuring Labor Harmony: We are already working actively with local labor organizations to align goals and expectations on hiring, recruitment, wages, work requirements, and other items necessary to achieve labor harmony on the new KCI Terminal Project.

CASE STUDY McCormick Place West Expansion: Creating Economic Opportunity for Chicago Residents and MBE/WBE Firms In July 2007, a Clark-led joint venture successfully completed the $882.5 million McCormick Place West Expansion nearly four months ahead of schedule. The project added 2.3 million square feet to the existing McCormick Place Convention Center, where the same Clark-led joint venture had completed the $676 million South Hall expansion in December 1996. With 88% overall local participation on the project, the West Expansion exceeded all MBE/WBE and workforce hiring goals.

CASE STUDY National Museum of African American History and Culture: Building a Legacy of MBE/WBE Capacity While Building a National Treasure in Washington, DC Clark Construction, along with its joint venture partners, is proud to have built the new National Museum of African American History and Culture (NMAAHC), which was completed in September 2016. In addition to delivering a national museum devoted exclusively to the documentation of African American life, history, and culture, the NMAAC project was a success in terms of small business involvement. Our Strategic Partnership Program Will Build Long-Term MBE/WBE Capacity and Leave a Legacy Impact on Kansas City More than a decade ago, Clark created an innovative five- to 10-month executive MBA-style education program for MBE, WBE, and DBE companies called the Strategic Partnership Program (SPP). We developed the program in conjunction with Dr. Leonard Greenhalgh, Professor of Management at the Tuck School of Business at Dartmouth College. The program is fully funded by Clark and offered at no cost to participants. It is currently offered in five cities across the U.S., and we are excited to bring it to Kansas City—The Kansas City Strategic Partnership Program (KC SPP). To date, more than 450 leaders of MBE, WBE, and DBE firms have graduated from the program. We have awarded more than $850 million in contracts to these firms. The program has produced many success stories of MBE, WBE, and DBE leaders who have grown their businesses from modest revenues and bonding capacity to millions in revenue and significantly increased bonding capacity. The rigorous curriculum covers: Financial Statements and Accounting Insurance and Bonding Architectural Blueprint Reading Understanding Contracts Estimating and Purchasing Project Management Presentation Skills The Strategic Partnership Program is not just training but an opportunity for long-term transformation for MBE, WBE, and DBE companies. Edgemoor Will Leverage its National Experience to Deliver a Strong CBA Program The Edgemoor Team is committed to bringing its expertise in mega-project delivery to Kansas City. We will work with the City Manager, the Construction Workforce Board, the Full Employment Council, and many other local organizations to implement the following programs in support of the City’s CBA goals. 1. Utilize and Grow Existing Databases of Residents Seeking Employment to support Kansas City resident hiring on the KCI Terminal Project. 2. KCI Pre-Apprenticeship Training: Modeled on the successful CityBuild pre-apprenticeship program that we support as part of our work on the $1 billion Golden State Warriors Mixed-Use Development in San Francisco and other San Francisco-area projects, the Edgemoor Team will work with labor organizations and other local organizations to develop a construction trades and pre-apprenticeship training program. 3. Financial Support: We are working with minorityowned banks and other financial institutions to discuss support for MBE/WBE firms in areas such as “prompt pay,” lines of credit, and bonding assistance.

Mentoring Program: We are active nationally with the ACE Mentor Program, which helps mentor high school students and inspires them to pursue careers in design and construction. We will partner with ACE or a similar organization to mentor high school students as part of the KCI Terminal project.
CASE STUDY Clark Invests in Construction Training Program for Bay Area Residents Clark recently partnered with Chase to develop the Chase Center Training program to attract San Francisco Bay Area residents to the industry. CityBuild, an established City of San Francisco program helped facilitate the curriculum and placed graduates upon completion of the training.
4. Job-Site Transportation: We are working with KCATA to discuss accessible and affordable transportation options to the KCI Terminal project site.
Chase Center Training is a component of the Chase Center Assists community program, a plan of action dedicated to addressing San Francisco’s economic and social challenges to create pathways to opportunity. An idea spearheaded by Clark, the program focuses on providing education and handson construction training to low-income and underserved community residents to address the shortage of skilled labor in the Bay Area.
5. On-Site Clinics: Clark Construction and its partners have on-site clinics on many project sites. We are talking with Kansas City-based healthcare providers about providing an on-site clinic where workers can
