DEVELOPMENT AGREEMENT

ENVIRONMENTAL ASSESSMENT

WHY IT MATTERS: The Development Agreement is the contract between Kansas City, Missouri and Edgemoor that will outline roles, responsibilities, risk allocation, the project’s guaranteed maximum price, schedule, and other key project elements.

WHY IT MATTERS: The EA is a federal requirement under the National Environmental Protection Act. The EA investigates, analyzes, and discloses any potential environmental impacts associated with construction of the New Terminal. The Federal Aviation Administration (FAA) requires the EA to be completed, submitted and approved prior to starting construction on the new terminal. The timeline for reviewing and finalizing the EA is driven by the FAA.

COMMERCIAL CLOSE WHY IT MATTERS: This milestone will be achieved upon the signing of both the Development Agreement and the Use & Lease Agreement STATUS: On track to occur by the end of 2018. Opportunities to Work on the KCI New Terminal Project

Advancing the New Terminal Design

Clark | Weitz | Clarkson (CWC) is posting opportunities to bid on Early Enabling and Demolition scopes of work in mid-August. These scopes include work such as demolition, temporary fencing, maintenance of traffic, cut/cap of existing utilities and early earthwork. Edgemoor also has plans to issue an RFP for Testing and Inspection Services in August. CWC is in the very early stages of building out its team for construction - a process that will continue into 2019. To date, 50 local firms have joined the Edgemoor Team, including 33 small, minority- and women-owned businesses. At peak construction, the project will create 1,200-1,500 direct construction jobs.

The features and technologies that create a top-notch traveling experience are continually evolving. To ensure the KCI New Terminal is designed to deliver a “worldclass” experience, a small delegation comprised of Edgemoor Team members and KCAD staff, has been visiting peer aiports across the country to see real-life applications of the features being considered for Kansas City, including baggage handling, VDGS, and de-icing systems, amenity spaces, and terminal finishes and aesthetics. These tours also provided the opportunity to talk with airline and airport staff about what is working well and what they would like to improve.

Community Design Workshops held in Kansas City last winter helped the Project Team collect valuable input from local residents that has informed the design of the New Terminal.

Representatives from the City, KCAD, and Edgemoor have been meeting with and coordinating with the airlines and FAA to answer any questions and provide clarifications on the Community Benefits Agreement (CBA). The FAA must approve the agreement to move the project to Financial Close; however, even if the airlines or FAA decide to not fund one of the items in the CBA, the Edgemoor Team remains committed to providing every benefit that is included in the agreement. The Edgemoor Team provided project updates to several key groups in July, including the local chapter of theWomen Construction Owners & Executives (above). Outreach efforts also included a presentation at the KC Downtowners Luncheon (below), and an update to 1st District residents during Councilwoman Heather Hall’s Meet Your Council Person event.

COMMUNITY BENEFITS

Summer Internships Meet Dan Staudemaier, Summer Intern on the New Terminal Project. Dan is entering his junior year at Kansas State University. As a student of Construction Science and Management, Staudemaier viewed a summer internship with the KCI New Terminal Project as an excellent way to gain real-world experience and be part of a project that will have a tremendous impact on the region. Q: What made you want to be an intern on the New Terminal project? A: I have lived in the Kansas City Metro area for my entire life and when it was first announced that a new terminal was going to be built, I was very eager to see how I could get involved. As a student aspiring to work in construction management, I saw this as the ideal place to learn under some of the industry leading professionals. I couldn’t be more excited to be a part of a project that means so much to my home town! Q: What are you hoping to gain through this experience? A: My goal in taking this position was to gain valuable experience in the construction industry, as well as get a better idea of what a career would look like in this field.

Q: Have you learned anything about the project or the engineering field that surprised you? A: One thing that has stood out to me is the amount of communication that goes on in a project of this size. Everyone from the designers, contractors, subcontractors, and the client, everyone is constantly communicating to make sure the entire team is on the same page and working together.
