PROJECT PROGRESS

City Council to Vote on New Terminal Ordinance Ordinance 180862, introduced to City Council in October 2018, authorizes the City Manager to execute a four-part agreement for the KCI New Terminal Project, including: the Development Agreement, Community Benefits Agreement, the Developer’s Pledge (all with Edgemoor), and the Use & Lease Term Sheet (between the City and the Airlines). City Council is anticipated to vote on the ordinance at the end of January. The Development Agreement between the City and Edgemoor builds on the terms previously defined by the Memorandum of Understanding (MOU), which passed by City Council in February 2018. The agreement contains typical project-related contract terms, explains Edgemoor’s workforce goals, and forms the Project Management Committee and Steering Committee structure. It also establishes Edgemoor’s Guaranteed Maximum Price (GMP) for the project.

NEW TERMINAL TIMELINE

The Community Benefits Agreement outlines details for programs that will help support and grow the local workforce and small businesses. These include transportation, job readiness training, child care services, and an on-site clinic for workers on the project, as well as financial and bonding assistance and professional development training for local small businesses. The Developer’s Pledge captures Edgemoor’s voluntary commitment to achieve goals of 20% participation by minority-owned businesses and 15% participation by women-owned businesses throughout the course of the project for both construction and professional services; it also establishes a framework for evaluating progress towards those goals. The Use & Lease Term Sheet, a negotiated agreement between the Airlines and Kansas City, defines how the Airlines will pay for the new terminal and other key business terms.

The final public hearing for the draft Environmental Assessment (EA) document was held on the evening of September 24 at the Ambassador Building at the Kansas City International Airport campus. Design Themes and Progress Reflected in New Renderings In a December 13 presentation to members of the City Council Airport Committee, the Edgemoor Team revealed new renderings and a model of the New Terminal and new parking garage. Architect Jordan Pierce, with Skidmore, Owings and Merrill (SOM), likened the New Terminal’s check-in hall to Kansas City’s next “great room” and explained that one of the design objectives is a building that is “light, airy and open” and creates a welcoming feeling to all who pass

through. The new facility will also provide a world-class passenger experience through the addition of things like a USO for military travelers and their families, larger bathroom stalls, local food options, and an inclusive play area. The project team is focused on making the New Terminal the most accessible airport in the world.

COMMUNITY IMPACT

The Shadow Buddies Foundation ‘s KCI Holiday Fantasy Flight at the KCI Airport included a trip to the “North Pole” so children could pay a visit to Mr. and Mrs. Claus.

Local Small Business Owners Continue to Grow Skills, Competitive Advantage Kansas City small business owners continue to add new skills to their professional tool kits as they progress through the Kansas City Strategic Partnership Program (KC SPP). To date, the group has completed courses on financial statements and accounting, insurance and bonding, project management fundamentals, blueprint reading, contracts, scheduling, and more. Participants will begin work on their final course assignment -- a Capstone project -- this February. Graduation for the second KC SPP session is slated for April 4.

The Strategic Partnership Program is offered in six cities across the country. Currently, more than 150 owners and leaders of minority-, women-, and veteran-owned small businesses are enrolled, including 29 in the Kansas City program.

KCI Holiday Fantasy Flight On December 8, The Edgemoor Team had the privilege of joining some extra special families for the Shadow Buddies Foundation’s inspiring KCI Holiday Fantasy Flight. Team members helped turn the terminal into a Winter Wonderland and ensured this was a magical day for all families involved. This was the first Fantasy Flight at KCI in 18 years. Shadow Buddies Foundation is a children’s charity in Kansas City dedicated to providing support and knowledge to children with life threatening illnesses and disabilities.

PROJECT OPPORTUNITIES

Pre-Apprenticeship Program to Begin in Early 2019

Construction Procurement Continues on New Terminal

Clark | Weitz | Clarkson (CWC) will begin accepting applications for its Pre-Apprenticeship Program in early 2019. This three-week program is open to anyone interested in pursuing a career in construction and will provide an introduction to the various construction opportunities and skill sets needed for each trade. The program is a collaborative effort, guided by an eightmember committee of representatives from the project, labor, the City and community organizations. Once the program is underway, the team will advertise, work with local organizations and share information through a variety of channels to help ensure everyone interested is aware of the opportunities.

Construction planning for the New Terminal continues! The CWC team hosted more than 250 subcontractors at the project office for three general requirements pre-bid sessions in mid-December. Construction procurement will continue into 2019.
